Spokesman for DPRK FM Clarifies Principled Stand on Building Peace Mechanism on Korean Peninsula

Pyongyang, July 22 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK Friday issued a statement clarifying the principled stance on building a peace mechanism on the Korean Peninsula in the run-up to the 52nd anniversary of the conclusion of the Korean Armistice Agreement (KAA). It said:
The process of building a peace mechanism on the Korean Peninsula should contribute under any circumstances to creating an atmosphere for the peaceful co-existence between the DPRK and the U.S. and achieving peaceful reunification of the north and the south of Korea. The building of a peace mechanism is a process which the DPRK and the U.S. should go through without fail in order to attain the goal of denuclearizing the Korean Peninsula.
By nature the ceasefire was realized on the premise of a peaceful settlement of the Korean issue.
The Korean issue has not yet been solved due to the U.S. unreasonable policy toward the DPRK though more than half a century has passed since the conclusion of the KAA. The U.S. adopted "National Security Council Resolution 170" in November 1953 right after the ceasefire, defining it as its policy to perpetuate the division of the Korean Peninsula, while indefinitely keeping the ceasefire mechanism till it puts the whole of Korea under its occupation. In June, 1954 the U.S. deliberately brought the Geneva conference on the Korean issue to rupture, completely blocking the withdrawal of all the foreign troops from Korea and the peaceful solution of the Korean issue envisaged in the KAA.
In the subsequent period, too, the U.S. sought only confrontation and tension on the Korean Peninsula, turning down the proposal for holding the tripartite talks inviting south Korea, too, to participate in the DPRK-U.S. talks and all other fair and realistic proposals and initiatives advanced by the DPRK government to replace the armistice agreement by a peace agreement.
The DPRK also had the four-party talks to build a lasting peace mechanism on the Korean Peninsula but they could not prove successful due to the U.S. insincere approach towards the talks.
As seen above, due to the U.S. anachronistic policy aimed to maintain the ceasefire mechanism on the Korean Peninsula, Northeast Asia still remains the biggest hotbed in the world, the only region where there is the structure of confrontation dating back to the Cold War era in the new century.
To replace the fragile ceasefire mechanism by a lasting peace mechanism on the Korean Peninsula with a view to doing away with the last leftover of the Cold War era is essential not only for the peace and reunification of Korea but for the peace and security in Northeast Asia and the rest of the world.
Moreover, this presents itself as an issue pending an urgent solution for fairly settling the nuclear issue between the DPRK and the U.S., a matter of concern of the international community.
Replacing the ceasefire mechanism by a peace mechanism on the Korean Peninsula would lead to putting an end to the U.S. hostile policy toward the DPRK, which spawned the nuclear issue, and the former's nuclear threat and automatically result in the denuclearization of the peninsula.
The replacement of the fragile ceasefire mechanism by a lasting peace mechanism on the Korean Peninsula would precisely mean a process of peacefully settling the Korean issue.
Successful progress in the process of building a peace mechanism on the Korean Peninsula would not only help towards achieving peace and security on the Korean Peninsula and Northeast Asia and the rest of the world but give a strong impetus to the process of the soon-to-be-resumed six-party talks aimed to settle the nuclear issue.
It is the hope of the DPRK that the U.S. and other countries concerned would pay due attention to the just stand of the DPRK on building a peace mechanism and positively respond to it.

HIV Carriers on Steady Increase in S. Korea

Pyongyang, July 22 (KCNA) -- HIV carriers are now on the steady increase in south Korea, according to the MBC of south Korea. According to the results of the survey, 317 more HIV carriers were reported as of the end of June last.
This is a five percent increase over that in the same period of last year, the MBC added.

One More Assault by U.S. Soldier against S. Koreans Reported

Pyongyang, July 22 (KCNA) -- One more case of assault committed by a soldier belonging to the U.S. 8th Army in south Korea against civilians there was disclosed on July 16, according to MBC of south Korea. That day the U.S. soldier beat and choked the owner and two employees of gay quarters in Puphyong District of Inchon when they did not allow him to enter there.

U.S. Troops' Pullback from S. Korea Urged

Pyongyang, July 22 (KCNA) -- Such violence as beating civilians and hitting them with bottles on their heads is committed by American occupation forces in south Korea nonstop. Commenting on this, Rodong Sinmun Friday says that such violence can be committed only by robbers steeped in the idea of looking down upon other nations and hooliganism.
The U.S. imperialist aggression troops have killed people and destroyed their properties almost every day since their occupation of south Korea 60 years ago, the signed commentary says, and goes on:
Unimaginable are misfortune and pain the south Koreans have suffered due to the U.S. imperialist aggression troops' atrocities. Virtually every south Korean, naive child, the aged, girl and woman, has suffered from atrocities of the aggression troops.
What matters is that those crimes were neither accidental occurrences nor privately motivated but products of the savage nature of the aggression troops.
A pamphlet distributed among the U.S. imperialist aggression forces has on its first page letters that they should be merciless and good at killing.
It is by no means fortuitous that the U.S. imperialist aggression troops have unhesitatingly committed bloody massacres, insulting south Koreans as field rats or pheasants since they set their feet on south Korea.
One can never be in peace as long as there is a wolf nearby.
If the south Koreans are to lead a peaceful and stable life, they should pull the U.S. imperialist aggression troops, a group of murderers and hooligans, out of south Korea as early as possible.

Intensified Anti-U.S. Struggle Urged

Pyongyang, July 22 (KCNA) -- Yun Ki Jin, chairman of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification, reportedly issued an appeal titled "Let us greet July 27, the 52nd anniversary of the Armistice Agreement, as a day of all-out charge in the struggle against the U.S. and war and for the withdrawal of the U.S. forces, in keeping with the dynamic advance of the nation" on July 15. The appeal said that the Koreans are now making a victorious advance in the struggle against the U.S. and war with the might of national cooperation, in response to the call for "By our nation itself" that rang out in the venue of the June 15 Grand Festival for National Reunification.
The more desperately the United States and the pro-American forces work to incite division and confrontation between the south and the north of Korea, the nearer the day of reunification will come, it said, calling upon the youth and students to keep pace with the advance of the nation.
The youth and students should fully display their patriotic zeal, the appeal said, adding: For the present, they should make preparations to greet July 27 as a day of all-out charge in the struggle against the U.S. and war and for the U.S. forces' pullout, adorn the August 15 joint event as a chapter of independence and peace and successfully hold the September 8 all-people rally for the withdrawal of the U.S. forces.

Adherence to Independent Stand Called for

Pyongyang, July 22 (KCNA) -- A bright prospect will open for the development of the inter-Korean relations and the national reunification only when the Koreans firmly maintain the independent stand on solving all the issues by depending on themselves, while placing the common interests of the nation above anything else. Rodong Sinmun today observes this in a signed article.
    It says:
In the efforts to develop the inter-Korean relations and solve the issue of the country's reunification the Koreans should not allow the foreign domination and interference under any circumstances but firmly maintain the stand to solve everything by their own efforts in their own interests.
As the six decade-long history of national division shows, the U.S. has left no means untried to deter the inter-Korean relations from improving and block the national reunification, seized by its ambition to keep the Korean nation divided forever and dominate it. Flunkeyism and dependence on outside forces would only lead to allowing foreign aggressor forces to meddle in the internal affairs of the Korean nation and make it impossible to settle the issue of the country's reunification.
An independent stand can remain unshakable only when one is confident of the advantages and capability of the Korean nation.
The north and the south should preserve the present trend and atmosphere of the improving relations, tide over the complicated and serious situation and difficulties with their own wisdom and efforts and wage a dynamic struggle to achieve national reconciliation, cooperation and reunification.

South Side's Delegation Visits Various Places in Pyongyang

Pyongyang, July 22 (KCNA) -- The delegation of the south side led by Ko Un, chairman for reunification of the Association of Men of National Literature, which attended the meeting of Korean writers for implementing the June 15 joint declaration, Thursday visited various places in Pyongyang. They visited the old home of President Kim Il Sung in Mangyongdae who devoted all his life to the liberation of the country and people's happiness. There they looked round relics, being briefed on the immortal revolutionary history of the President and his families.
They posed for a photograph before the old home.
Then they visited the Ssuksom Revolutionary Site.
They went round the United Front Tower and the place where a consultative meeting took place and other places, being briefed on the fact that Kim Il Sung led well-known political figures of south Korea, who attended the Joint Conference of Representatives of Political Parties and Public Organizations in North and South Korea after the liberation of the country, to the road of national unity and showed warm care for them. The delegation also went to the Mangyongdae Schoolchildren's Palace, a modern centre for extracurricular education of schoolchildren. There it looked round various hobby group rooms and appreciated a combined performance given by members of the art group of the palace.
The delegation visited the Tower of the Juche Idea, the Arch of Triumph, the Pyongyang Metro and other places. Meanwhile, the delegation of Korean writers in Japan headed by Kim Jong Su, chairman of the Central Standing Committee of the Union of Korean Writers and Artistes in Japan, and Han Kil Su, department director of the General Association of Koreans in China, and his party visited various places in Pyongyang on the same day.

DPRK Delegation Leaves for Six-Party Talks

Pyongyang, July 22 (KCNA)--A DPRK delegation led by Kim Kye Gwan, vice-minister of Foreign Affairs, left here Friday to participate in the six-party talks for settling the nuclear issue between the DPRK and the United States to open in Beijing on July 26. It was seen off at the airport by Kim Yong Il, vice-minister of Foreign Affairs, officials concerned, Wu Donghe, Chinese ambassador to the DPRK, and Andrei Karlov, Russian ambassador to the DPRK

KCNA Refutes Threadbare Fiction about "North Korean Defector"

Pyongyang, July 22 (KCNA) -- Media in the United States and south Korea again floated the threadbare fiction about a "north Korean defector-asylum seeker." Recently they spread a whopping lie that a deputy to the Supreme People's Assembly who had allegedly worked in the field of munitions industry sought "asylum" in south Korea.
They reported that this "defector" testified to the fact that the north has manufactured nuclear weapons with plutonium and developed "special weapons."
The DPRK can not but draw attention to the smear campaign kicked up by unsavory forces against it at a time when the north-south relations are making favorable progress and the six-party talks for the solution to the nuclear issue are expected to resume soon. As we have already clarified, the alleged defection of a deputy to the SPA is a sheer fabrication because there is no such institution in the DPRK as the "marine industrial institute" to which he allegedly belonged and no man with such position from the DPRK had ever made a business trip overseas.
The unsavory forces have failed to cite even the name of the "defector" in their diatribe, which proves that "testimonies" made by him are a sheer fabrication and farce.
This can not be interpreted otherwise than an intolerable provocation by the hostile forces who seek to scuttle the peaceful settlement of the nuclear issue by pulling up the DPRK on the eve of the fourth round of the six-party talks.
The Grand National Party and other ultra-right conservative forces in south Korea, driven to a tight corner after losing their clout in the politicaldom in south Korea, have set the stage for the above-said premeditated anti-DPRK farce at the instigation of neo-conservatives in the U.S.
The unsavory forces are resorting to rash actions against dialogue at a time when the international community is looking forward to a successful settlement of the nuclear issue after the resumption of the six-party talks.
This clearly discloses the true nature of those who do not want the resumption of the six-party talks, the settlement of the nuclear issue on the Korean Peninsula and improved DPRK-U.S. relations and inter-Korean ties.
The ultra-right unsavory forces are working hard to deliberately chill the atmosphere for the talks and prevent the DPRK from returning to the six-party talks. But such clumsy sleight of hand and plot will never work.
They cooked up a lot of fictions about "political refugees" and "defectors from the north" whenever an opportunity presented itself. To whom did these smear campaigns bring disgrace? They must know about this better than any others as they orchestrated and staged the farces.
It is elementary common sense that such acts will hamstring the efforts to solve the nuclear issue and will not do the Koreans including those forces good. The orchestrators of the recent charade should apologize and pay a dear price for telling sheer lies.

The 120-meter-wide river is covered with big grey and ruddy stones.
The river flows beneath the stones.
It is believed to have come into shape more than 5,000 years ago when ice melted and rolled down along with stones from the top of the mountain by natural and geological action.
The river was registered as a natural monument in the country.
In May Juche 90 (2001) leader Kim Jong Il saw the fantastic view of the river during his field guidance to South Hamgyong Province.

He was greeted on the spot by Ko Jong Dok, chairman of the Kangwon Provincial People's Committee, Pak Jong Nam, secretary of the Kangwon Provincial Committee of the WPK, and senior officials of the province and the saltern.
He mounted a gazebo from which he commanded a-bird's-eye-view of the saltern and learned in detail about its construction and production.
Feasting his eyes on a vast expanse of salt fields, the salt refining shop and other production buildings and cosy dwelling houses and cultural facilities standing in lines at the foot of a mountain, he noted with great satisfaction that such a gigantic project completed by the province by itself was a great success.
He extended thanks to all the builders and their helpers who have done a lot of work for the prosperity and development of the country without being known to others.
He highly appreciated the popular work style displayed by the party and power organs in the province including the provincial party committee and the provincial people's committee and working people's organizations, saying that he was pleased with fact that they have done good things for the people by actively mobilizing the masses in the spirit of devoted service to them.
He praised the officials, workers and technicians of the saltern for keeping the production going at a high rate by fully displaying creative wisdom and strengthening cooperation.
Today when the country is humming with creation and changes under the banner of Songun all the people are steadily increasing the wealth for the eternal prosperity of the nation and the happiness of the generations to come with persevering will even under the difficult situation where they are pressed for everything, he noted, adding that the Korean revolution is winning victory after victory and the cause of building a great prosperous powerful nation is bound to be accomplished with flying colors thanks to the inexhaustible strength of the people all out in the sacred struggle to usher in a new era of history.
The experience Kangwon Province has gained in the course of successfully building a modern large saltern and massproducing good quality refined salt proves that one can successfully undertake any difficult task if one works tenaciously with faith and fighting spirit that one can do anything if one has a will, he said, calling on all fields and units to make a new leaping advance in the building of a great prosperous powerful nation by giving fuller play to the spirit of devotedly implementing the Party's policies. He set forth tasks which would serve as guidelines in putting the management of salt fields on a scientific and technological basis and steadily increasing the production.
