    Pyongyang, July 11 (KCNA) -- The Group of Dialectical Materialist Atheists of Italy distributed a literature bearing the portrait of President Kim Il Sung with a sunny smile across the country on the 11th anniversary of his demise. The literature said:
    July 8 marks the 11th anniversary of the demise of President Kim Il Sung, an outstanding statesman and peerlessly great man who made enormous contributions to the cause of the Korean people and the world people.
    His famous works were, are and will be a beacon that illuminates the road ahead of the Korean people in their arduous struggle for the independent and peaceful reunification of the country.
    The scientific principles of the Juche idea founded by him and being brought into reality by leader Kim Jong Il are priceless wealth for us struggling to achieve liberation from exploitation, the right to labor and the right to acquire and enjoy science and culture, preserve the idea and morality of the working class and defend the motherland from aggression and interference.


Retaliation to GI Criminals Vowed

    Pyongyang, July 11 (KCNA) -- The Headquarters of the Movement for the Withdrawal of the U.S. Forces reportedly released a statement titled "We warn sure retaliation when U.S. soldiers commit a crime" on July 7. Recalling that three U.S. soldiers belonging to the 2nd Division of the U.S. army beat a passing south Korean civilian named Jo Su Hwan on the face with a beer bottle, seriously wounding him, in Uijongbu, Kyonggi Province on July 2, the statement said the police, far from saving the fellow countryman, handed to the U.S. army the criminal and even gathered evidences, failing to make any investigation.
    Deploring the tragic fact, the statement called for taking a strong action against crimes of U.S. soldiers before it is too late, so that such incident may not occur again.
    It warned that when U.S. soldiers commit violence or crime against Koreans, the retaliation will be twice harsher, the method being the same.
    Announcing that preparations would get off to a start now to set up "a citizens' team of investigation into U.S. army crimes", the statement declared: We make it plain that we have the right to kill two U.S. soldiers, if they kill one Korean.

    Pyongyang, July 11 (KCNA) -- Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly of the DPRK, met and had a friendly talk with the delegation of the Chinese People's Association for Peace and Disarmament led by its Vice-President Liu Jingqin at the Mansudae Assembly Hall today. On hand were Kim Jin Bom, vice-chairman of the Korean National Peace Committee, and Wu Donghe, Chinese ambassador to the DPRK.
    Yang Hyong Sop met and conversed with Arthur Sulzburger, manager of the New York Times, and his party at the Mansudae Assembly Hall today.
    Present there were Kim Yong Il, vice-minister of Foreign Affairs of the DPRK, and officials concerned.


U.S. Anti-DPRK Vituperation Assailed

    Pyongyang, July 11 (KCNA) -- The U.S. diplomatic boss in a recent radio interview, crying over DPRK's "nuclear threat," threw together the balderdash that north Korea cannot join the international community unless it abandons nuclear weapons. Categorically refuting this trash, a Rodong Sinmun commentary Monday says the United States is putting up an absurd argument, never stopping tongue-lashing over the "nuclear issue" of the DPRK.
    The analyst continues:
    It is nonsensical for the U.S. to take issue with the "nuclear threat" from the DPRK. And linking the DPRK's "renunciation of nuclear weapons" with its "joining the international community" is contradictory to the nature of the matter.
    With the DPRK and the U.S. technically at war, no one can tell when the U.S. scheme to make a preemptive nuclear attack on the DPRK will be carried into action. It was not easy but painstaking for the DPRK to have an access to nuclear weapons while going through manifold difficulties imposed upon it by tightened sanctions and blockade by the enemy. However, the DPRK had no other option but to choose this in order to defend its idea and system, security and sovereignty from the U.S. moves to stifle it with nukes. It was a just defensive step, to all intents and purpose, to defend itself. Herein lies the reason why the DPRK has built its own nuclear deterrent.
    But the United States is turning an unseeing eye to the background and purport of the DPRK's accession to nuclear weapons. Wantonly distorting and exaggerating its nature and truth, the U.S. is trying to mislead public opinion by creating the impression that the DPRK is harboring "nuclear ambition" in a bid to brand it as a "nuclear criminal".
    We do not intend to possess nuclear weapons forever. If the U.S. nuclear threat to the DPRK is removed and its hostile policy to "bring down the system" of the latter is withdrawn, not a single nuclear weapon will be needed to the latter. Since the DPRK has been compelled to possess nuclear weapons by the increasing nuclear threat from the U.S., it is quite logical that the U.S. nuclear threat to the DPRK and its hostile policy toward the latter must be retracted, if the nuclear issue is to be settled. This is the pivotal point and the main key to the settlement of the nuclear issue.


Maintenance of National Independence Urged

    Pyongyang, July 11 (KCNA) -- National independence serves as a powerful weapon to achieve the reunification of the country and national prosperity, declares Rodong Sinmun in an article Monday. Noting that the consciousness of national independence and sentiments for independent reunification are growing among the Koreans day by day, the author of the article says:
    National independence is the key point in solving the national problem and shaping the destiny of the nation.
    It is impossible to think about the existence of the nation and its development away from independence. Only when the principle of national independence is firmly maintained is it possible to correctly solve the national problem and successfully shape the destiny of the nation.
    National independence is also the lifeline in accomplishing the cause of the reunification of the country. Apart from it no one can talk about the reunification of the country or think of the common prosperity of the nation.
    When the Koreans join efforts, they can well achieve the reunification of the country and national prosperity and there will be nothing out of their reach. Unshakable is the will of the Koreans to steadily advance toward independence under any condition with the faith that reunification and prosperity can be achieved by national independence.

Anniv. of Demise of President Kim Il Sung Commemorated in Different Countries

    Pyongyang, July 11 (KCNA) -- Seminars, photo exhibitions and film shows were held in Bangladesh, Laos and Democratic Congo from July 2 to 5 on the occasion of the 11th anniversary of demise of President Kim Il Sung. On display at the exhibitions were photos showing the glorious and brilliant revolutionary life and immortal exploits of the President.
    The participants of the film show watched Korean film "The Great Leader Comrade Kim Il Sung Will Always Be with Us."
    Figures of the Bangladesh People's League and the Bangladesh Self-Reliance Research Centre said at a seminar on the immortal Juche idea and development of the DPRK that Kim Il Sung fathered the Juche idea and wisely led the revolution and construction, adding that Korean-style socialism firmly based on the Juche idea is socialism which has achieved single-minded unity because the whole society is like a great family in which the leader and the Party, the army and people have formed a community linked with the same destiny.

Farm Machine Accessory Production Goes Up

    Pyongyang, July 11 (KCNA) -- Tractor accessory factories and trailed farm implement factories throughout the Democratic People's Republic of Korea have mass-produced various kinds of farm machine accessories. The tractor accessory factories in Chongjin, Sariwon, Jongju and Anju have boosted the production considerably.
    The trailed farm implement factories in Haeju, Hamhung and Kwaksan produced more than 200,000 farm machines and their parts of ten-odd kinds.
    Meanwhile, they have improved the structures of farm machines to suit new crop seeds and cultivation methods, and invented new kinds of machines including an air bean sowing machine.
    The working people in the agriculture-related field throughout the country are doubling their efforts in response to the slogans jointly issued by the Central Committee and Central Military Commission of the Workers' Party of Korea to greet its 60th birthday, calling upon all the sectors of the national economy to give the precedence to providing the agricultural domain with manpower, equipment and materials needed for farming.


Korean Women's Share in Social Progress

    Pyongyang, July 11 (KCNA) -- The women of the Democratic People's Republic of Korea are playing a big part in the social development. The issue of women had already been raised as a fundamental matter concerning the social revolution in the early period of the Korean revolution. Ample experience and exploits were gained and the idea on equality between sexes was formulated in the "Ten-point Programme of the Association for the Restoration of the Fatherland" during the anti-Japanese armed struggle. And the "Law on Sex Equality in North Korea" was promulgated on June 30, Juche 35 (1946).
    The adoption of the first constitution of the DPRK in 1948 and the "Socialist Constitution of the Democratic People's Republic of Korea" in 1972 laid a solid legal foundation of sex equality and enabled the Korean women fully exercise their rights to independence and enjoy free state and social activities on an equal footing with men.
    A lot of women have occupied important positions of the Party and government bodies. Women accounted for 20.1 percent of the deputies to the Supreme People's Assembly as of September 2003.
    Having obtained a high degree of knowledge through over ten years of schooling, all the women participate in the independent and creative working life, giving full play to their talents in making social wealth.
    In particular, more than 42 percent of the country's experts and technicians are women.
    Many women have made a great contribution to the development of science and technology and demonstrated the dignity and honor of the nation. Among them are Prof. and Dr. Kang Hui Ho, Dr. Hyon Yong Ra, "World Table-tennis Queen" Pak Yong Sun, "Marathon Queen" Jong Song Ok, WBCF champions Kim Kwang Ok, Ryu Myong Ok and Choe Un Sun and prize winner in the international concours "Art of the 21st Century" (piano) Yun Jin Bok.
    Over the last five decades, hundreds of women have been awarded the title of the Hero of the DPRK and Labor Hero for their distinguished service for the prosperity of the country.
    In an interview with KCNA on the occasion of the "World Population Day" (July 11), Kang Nam Il, director of the Population Research Institute, said the role of the women in the DPRK will become greater as days go by to further promote the social development.
    This year's theme is "equality".


KCNA Blasts U.S. New Move for Sanctions against DPRK

    Pyongyang, July 11 (KCNA) -- The U.S. recently launched one more offensive for sanctions against some economic institutions in the DPRK allegedly on suspicion of their involvement in proliferating weapons of mass destruction (WMD). By the president's administrative order the U.S. announced its plan to apply sanctions against companies of different countries including three economic companies of the DPRK, which it claims involved in the "plan for the development of WMD", and companies of other countries which have business relations with those companies.
    In this regard the U.S. Department of Treasury said it would open to the public the charges against the enterprises which have had deals with the north Korean companies in question and names of those enterprises.
    It is preposterous for the U.S. to fault ordinary economic institutions in the DPRK which have nothing to do with the proliferation of WMD and charge them with the manufacture, purchase, possession and development of materials related to WMD and their spread and of the missiles that can be used as delivery means for WMD.
    Through this move the U.S. seeks to cause enterprises in the DPRK suffer much from future foreign trade in a bid to block its way of earning foreign currency.
    This is a foolish attempt to bar the inter-Korean reconciliation and cooperation and legitimate economic dealings with other countries with an eye to economically isolating and stifling the DPRK.
    U.S. economic sanctions are part of its policy of interference and blockade against other countries. U.S. sanctions and economic blockade against the DPRK, in particular, have persisted for the last decades.
    Dozens of acts are now in force in the U.S. for imposing economic sanctions and blockade against the DPRK.
    The laws enacted by the successive U.S. Congresses labeled any government of a country subject to sanctions as a "criminal government that violated international law" and this entailed a war.
    The U.S sanctions against the DPRK have become more persistent and stringent since the outset of the new century. It can not but draw attention to the fact that Washington has not made any slight retreat or concession as regards the economic sanctions against the DPRK.
    The U.S. is pointing an accusing finger at the principal dialogue partner at the six-way talks at a time when the international community wishes to see the Korean Peninsula denuclearized through the talks in an atmosphere of confidence and stability. This behavior cannot be interpreted otherwise than a departure from the elementary morality and ethics between states. The DPRK has exercised patience and shown utmost prudence in the relations with the U.S.
    Explicitly speaking, the U.S. new measure for economic sanctions against the DPRK will not help settle the nuclear issue between the DPRK and the U.S. but touch off bitterer hostility against it.
    The U.S. should bear in mind that the DPRK has never been deterred by any "pressure" as it is an independent sovereign state. Sanctions will get the U.S. nowhere.

    Esto es un fruto de los sinceros esfuerzos de la parte coreana por la desnuclearizacion de la Peninsula Coreana.
    Hemos declarado mas de una vez que la desnuclearizacion de la Peninsula Coreana es nuestra meta final y es invariable nuestra posicion de realizarla por via negociada.
    Es por eso que tomamos la iniciativa de efectuar las conversaciones a 6 bandas y presentamos las proposiciones realistas y constructivas en las conversaciones efectuadas en 3 ocasiones.
    No nos opusimos ni renunciamos las conversaciones a 6 partes.
    El estancamiento de esta cita se debe a EE.UU. que no reconocio a su contraparte, sino destruyo la base del dialogo.
    En varios contactos de Nueva York entre la RPDC y EE.UU., patentizamos reiteradamente la posicion de que es posible reanudar la cita 6 partita cuando el segundo reconozca la soberania del primero y exprese con claridad su voluntad de no agredirla reconstruyendo asi la base de las conversaciones.
    Sobre todo, los delegados de la cancilleria de RPDC y del Departamento de Estado estadounidense se encontraron del 30 de junio al primero de julio en Nueva York para discutir sinceramente el problema de preparar nuestra condicion para tomar parte en las conversaciones a 6 bandas y llegaron a la identidad de criterios en lo fundamental. Despues, en el ultimo contacto de Beijing, la parte estadounidense expreso la posicion de reconocer a la RPDC como un Estado soberano, de no agredirla y de entablar conversaciones bilaterales en el marco de la cita a 6 partes, y la parte coreana considero tal expresion como la revocacion de su palabra "base avanzada de la tirania" y decidio salir a la cita.
    La reanudacion de las conversaciones a 6 bandas se debe a la posicion independiente y de principios y a los esfuerzos sinceros y consecuentes de la RPDC por la desnuclearizacion de la Peninsula Coreana.
    El resultado del presente contacto demostro claramente que el problema se resuelve de inmediato cuando los interesados se reunen en un lugar.
    Los paises circunvecinos y los interesados de apoyo a la desnuclearizacion de la Peninsula Coreana, a excepcion de Japon, hicieron esfuerzos por la reanudacion de la cita a 6 partes.
    Es importante la misma reanudacion de la cita, pero consideramos que lo mas fundamental es discutir con profundidad en la cita los medios para la desnuclearizacion de la Peninsula Coreana y lograr avance real.
    Por este fin, haremos todo lo que este a nuestro alcance.

    Pyongyang, 11 de julio (ATCC) -- El vicepresidente del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, Yang Hyong Sop, y el canciller coreano, Paek Nam Sun, departieron el dia 11 en el Palacio de los Congresos Mansudae con el director del periodico estadounidense "New York Times", y su comitiva, respectivamente.


10a reunion de CPCENS

    Seul, 10 de julio (corresponsal de ATCC) -- Segun el acuerdo de la XV ronda de conversaciones a nivel de ministro Norte-Sur, quedo iniciada el dia 10 en Seul la X reunion del Comite por la Promocion de Cooperacion Economica Norte-Sur (CPCENS). En la reunion participaron los integrantes de la delegacion nortena presidida por Choe Yong Gon, viceministro de la Construccion y la Industria de Materiales de Construccion y presidente de la parte norte del CPCENS, y otros acompanantes, los miembros de la delegacion surena encabezada por el delegado jefe Pak Pyong Won, viceministro de Finanzas y Economia y presidente de la parte Sur del CPCENS, y su comitiva.
    En la ocasion ambos jefes hicieron uso de la palabra.
    El jefe de la parte Norte senalo que durante estos cinco anos que datan de la publicacion de la Declaracion Conjunta Norte-Sur del 15 de Junio, pese a multiples obstaculos y vicisitudes, se promovieron la cooperacion economica y el intercambio entre el Norte y el Sur en varios sectores, entre otros, la obra de ferrocarril y carretera para reunir el territorio cortado del pais y la construccion de la Zona Industrial de Kaesong y se acumularon experiencias en este proceso.
    Hoy dia -prosiguio- el que el Norte y el Sur, al unir la inteligencia y fuerza, se enfrenten con iniciativa al desarrollo economico del mundo y a innumerables desafios se presenta como urgente tarea del desarrollo de la realidad y la mision importante de resolverlo incumbe al CPCENS.
    Para desarrollar de manera equilibrada la economia nacional segun el ideal fundamental de la Declaracion Conjunta del 15 de Junio, el Norte y el Sur deben movilizar y utilizar en la medida de lo posible sus recursos, fondos, tecnicas y convertir seguramente la cooperacion economica en la labor comun de la nacion, apunto.
    La fundacion del Comite de Cooperacion de Economia Nacional segun un decreto del Presidium de la Asamblea Popular Suprema es una medida practica para activar la cooperacion economica entre el Norte y el Sur y desarrollar de modo equilibrado la economia nacional, subrayo.
    Senalo que a traves de la presente reunion el Norte y el Sur de Corea deben buscar los medios para desplegar en gran dimension la cooperacion economica y discutirlos sinceramente para responder a la demanda de la epoca y la nacion, y presento los proyectos de la parte Norte.
    Si el Norte y el Sur, segun el ideal de "Con las fuerzas unidas de la nacion coreana", resuelven de modo independiente todos los problemas con la inteligencia y fuerza mancomunadas y conforme a los intereses de la nacion, podran resolver cualesquier problemas dificiles, senalo y subrayo que ambas partes deben esforzarse activamente para responder a la esperanza de todos los coreanos que aspiran al desarrollo equilibrado de la economia nacional y la reunificacion del pais.
    El delegado jefe de la parte Sur senalo que en el tiempo pasado el Sur y el Norte, segun el espiritu de la Declaracion Conjunta del 15 de Junio, hicieron mucho trabajo para activar la cooperacion economica y fomentar la reconciliacion y la colaboracion con miras al desarrollo equilibrado de la economia nacional.
    En la presente reunion debemos revisar el programa de proyectos de la cooperacion economica que hicieron promover en comun el Sur y el Norte, ponerlo en practica, discutir en lo general los problemas de interes mutuo y consultar en detalle los medios para su ejecucion, apunto y presento proyectos a ser discutidos en la presente reunion.
