Pyongyang, May 25 (KCNA) -- The All-citizens Measure Committee for the Withdrawal of the Plan for the Deployment of Patriot Missiles and Building of a Citizens Park on Munhak Hill consisting of 43 civic and social organizations in Inchon, south Korea, reportedly held a rally at the entrance of the hill on May 20.     A statement was made pubic at the rally.
The statement said the project was obviously sympathetic to the U.S. scheme to establish a missile defense system.
Warning that it would squander the taxes paid by the sweat of the people's brow and harm peace on the Korean Peninsula and the rest of Northeast Asia, the statement strongly demanded the "Defence Ministry" immediately stop the introduction of weapons for war and retract at once the plan to deploy Patriot missiles on Munhak Hill.

U.S.-Touted "Diplomatic Solution" Dismissed as Hypocritical

Pyongyang, May 25 (KCNA) -- It was newly disclosed that the Bush bellicose forces recently worked out in top secrecy "OPLAN 8022-02", a plan for a preemptive air strike aimed at destroying the nuclear facilities of the DPRK. In this regard Rodong Sinmun Wednesday says in a signed commentary:
Having worked out such operational plan, the U.S. bellicose forces have stepped up the preparations to put it into practice any moment. It is their invariable intention to stifle the DPRK by all means including a preemptive attack on it.
They have already listed the DPRK as a target of their preemptive nuclear attack and worked out an operational plan to implement it. This patently proves the absurdity and hypocrisy of their loudmouthed "diplomatic solution" to the nuclear issue.
Washington is talking about the resumption of the six-party talks while making oft-repeated assertion that it stands for the diplomatic solution of the nuclear issue and it puts stress on the negotiated settlement of the issue. But the United States has not stood for the diplomatic solution of the nuclear issue since the outset. The U.S. much publicized "diplomatic solution" is nothing but rhetoric intended to deceive the world community. It is behind the smokescreen of the "diplomatic solution" that the U.S. is rounding off its preparations to stage a preemptive attack and a nuclear war against the DPRK any moment. The U.S. bellicose forces' ambition to stifle the DPRK through preemptive nuclear attacks is getting more serious and dangerous as the days go by. They are sadly mistaken if they calculate they can frighten the DPRK with the "OPLAN 8022-02" to achieve their aggressive aim.

Papers Observe Golden Jubilee of Chongryon

Pyongyang, May 25 (KCNA) -- Papers here Wednesday editorially observe the golden jubilee of the General Association of Korean Residents in Japan (Chongryon). Rodong Sinmun in an editorial titled "50 Years of Victory and Glory Covered by Chongryon" says that the history of Chongryon is shining as the annals of the outstanding leadership and warm fatherly love of President Kim Il Sung.
It goes on: Today Chongryon, a precious patriotic legacy of the President, is more strikingly demonstrating its might as an overseas compatriots organization of Juche style under the clear-sighted leadership of Kim Jong Il.
Chongryon has grown to be a dignified and powerful overseas compatriots organization as it has remained loyal to the President and Kim Jong Il, achieved the unity of its ranks in thinking and purpose and reliably led the movement of Koreans in Japan along the road of Juche despite difficult conditions in an alien land. It has achieved great success in the struggle to protect the national rights of Koreans in Japan through a dynamic national patriotic movement and devoted itself to the prosperity and progress of the socialist homeland and the country's reunification.
Chongryon has been beset with the biggest ordeal since its formation due to the moves of the reactionaries inside and outside Japan in recent years. However, Chongryon officials and Koreans in Japan, regarding Kim Jong Il as their mental mainstay, have firmly defended Chongryon and carried on their unyielding patriotic activities for the sake of their country and nation.
Kim Jong Il's idea and leadership serve as the first lifeline of Chongryon and banner for winning sure victory. Remaining true to his idea and leadership provides a guarantee for further glorifying the idea of the Juche-oriented overseas compatriots movement and the immortal leadership exploits of the President and strengthening and developing Chongryon into an eternal overseas compatriots organization of the President and bringing a brighter future and greater victory to Chongryon and Koreans in Japan.
The DPRK which was founded by the President and is led by Kim Jong Il is the genuine motherland for the Koreans in Japan. The authority and might of the Songun homeland precisely mean those of Chongryon and the homeland's honor and dignity those of the Koreans in Japan.
All the Koreans in Japan should resolutely struggle to defend the socialist homeland and continue to make tangible contributions to its prosperity and the cause of building a great prosperous powerful nation with ardent patriotism.
Chongryon and Koreans in Japan are called upon to wage a more vigorous movement for independent reunification, strengthen the friendship with the Japanese people and international solidarity and create a favorable environment for Chongryon's patriotic work.
Only victory and glory are always in store for Chongryon and the movement of Koreans in Japan dynamically advancing along the path of Juche and patriotism, sharing the destiny with the people in the socialist homeland.
Minju Joson notes that Chongryon will win victory after victory along with the Songun homeland led by Kim Jong Il.

Kumgang Resort, May 24 (KCNA) -- A meeting of university students of the north and the south of Korea for the implementation of the June 15 joint declaration, for peace against war and for national cooperation took place in Mt. Kumgang on May 23 and 24. Om Jong Chol, chairman of the Korean Student Committee, in his opening address, said the students of both parts of Korea should fully display the wisdom and spirit of youth in the patriotic work for defending the sovereignty of the nation and bringing earlier national reunification under the uplifted banner of the June 15 joint declaration in the new century just as they took the lead in the movement for national independence, great unity and national reunification in the last century.
Then congratulatory speeches were made by Ri Myong Won, secretary of the C.C., the Kim Il Sung Socialist Youth League and vice-chairman of the Youth and Student Sub-Committee of the North preparatory committee for the joint function of people in the north, the south and overseas for the implementation of the June 15 joint declaration, and Kim Ik Sok, permanent representative of the Youth and Student Headquarters of the South preparatory committee.
The speakers noted that the meeting was a significant gathering which would greatly help toward the nation-wide movement for national reunification to open up a turning phase in achieving independent reunification by the efforts of the Koreans themselves.
Terming the June 15 joint declaration one for independence, peace and reunification, they called upon the youth and students in the north and the south to stand in the van of the struggle for achieving reunification, upholding the banner of the joint declaration.
After the speeches, messages of greetings to the meeting from different organizations in the north, the south and overseas were read out.
Then followed a forum to hear a resolution of the students of the north and the south.
The speakers at the forum said the students should actively seek cooperation between the students in both parts of Korea in accordance with the idea of "By our nation itself," the main spirit of the June 15 joint declaration, and always be the guide and pace-setter in adding shine to the June 15 era.
They earnestly called upon all the students to be the vanguard of reunification who would go out to greet the new morning of national reunification before anyone else by waging a powerful movement to steer clear of all forms of interference in national reunification and thwart and foil the war moves for bringing nuclear war clouds over this land.
Noting that the wild ambition for territorial aggrandizement of the ultra-right conservatives of Japan and their distortion of history have entered a dangerous phase, they said the students of the north and the south should become the mainstay and fortress in the death-defying fight to defend the Tok Islet as they are the bastion defending the country.
A joint declaration of the students in the north and the south for national independence and for peace against war was adopted at the meeting.
The meeting was followed by an art performance prepared by students in both parts of the country.

Letter to Kim Jong Il from Central Standing Committee of Chongryon

Pyongyang, May 25 (KCNA) -- Leader Kim Jong Il Tuesday received a letter from the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) on the occasion of its golden jubilee. The letter said:
The birth of Chongryon was fruition of Juche, the first of its kind in the world overseas compatriots movement, which could be brought about only by President Kim Il Sung who ushered in a new era of Juche in the human history. It marked a historic event which brought about a dramatic turn in the movement of Koreans in Japan and their life.
Chongryon created organizations at various levels from the centre to branches and diverse institutions involving education, culture, economy, science and technology and press in an alien land and has rendered worthwhile services to the compatriots as a mother in the homeland would do and made a positive contribution to the cause of national reunification. All these proud achievements would be unthinkable without the profound care of the President.
Chongryon has become a pace-setter in the patriotic movement, an example of patriotism and loyalty and a model of the world overseas compatriots movement despite the manifold trials because Kim Jong Il has looked after and led it with his brilliant wisdom and profound loving care.
We consider as our unshakable faith the truth of history that we find our bright future in remaining true to the leadership of Kim Jong Il.
We will give a landmark momentum to the development of work this year, keeping pace with the people in the homeland all out in the general march of the Songun revolution in order to glorify the 60th anniversaries of the foundation of the Workers' Party of Korea and the country's liberation as great festivals of victors. We will, at the same time, add leaping advances to the successes made in the last five decades as required by the new century and thus put the movement of Koreans in Japan on a new higher stage.

Golden Jubilee of Chongryon Marked

Pyongyang, May 25 (KCNA) -- Koreans in Japan have marked the golden jubilee of the General Association of Korean Residents in Japan (Chongryon), according to KNS from Tokyo. A meeting celebrating the day took place at the Korean Cultural Hall in Tokyo Tuesday.
A message of greetings from Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, was read out there before the introduction of similar messages from several organizations in the homeland, overseas compatriots' organizations and international bodies and figures from different social standings of various countries on the occasion.
So Man Sul, chairman of the Chongryon Central Standing Committee, made a report.
Referring to the proud achievements made by Chongryon as Koreans' genuine organization for protecting the rights and interests of the Koreans in Japan, which was formed by President Kim Il Sung and is led by Kim Jong Il, he described the five decades covered by the organization as an immortal history of their wise leadership and paternal love.
The reporter went on to say:
Looking back on the past five decades since its formation, Chongryon is proud of having remained loyal to the leader despite the change of the situation and environment and generations and given steady continuity to the patriotic tradition of devoted service to the nation and the country and that of the unity of Koreans from all walks of life in Japan around the organization.
Another thing of which Chongryon should be proud before the world is that it has preserved and glorified the national identity within the Korean community despite unbearable national discrimination and humiliation against them in Japan and that it has covered the five decades together with the compatriots in Japan, faithfully serving them as their patriotic organization.
Chongryon also takes pride in the fact that young Koreans are stoutly growing up as successors to the patriotic work of Chongryon and appearing its masters to carry forward and glorify the feats performed by it over the last five decades.
A particular mention should be made of the fact that since the publication of the historic June 15 North-South Joint Declaration Chongryon has worked hard to boost the ties with Koreans in the north and the south and overseas and actively joined them in a nationwide struggle to pave a fresh avenue for national reunification.
The reporter pointed to the fact that Chongryon has conducted external activities among people of different countries including Japan under the banner of independence, peace and friendship, thus helping raise the international prestige of the DPRK.
He declared that Chongryon would remain true to Kim Jong Il's leadership, eternally holding Kim Il Sung in high esteem, cherishing the faith it has grasped in the past five decades, and keep to the road of patriotism, convinced and optimistic about future with the confidence that they are certain to win no matter how the situation may change and whatever tempests they counter as long as they are led by Kim Jong Il.
At the meeting So Man Sul awarded medals commemorating the golden jubilee of Chongryon to the first-generation activists, persons of distinguished service, patriotic traders and industrialists and bereaved families of those who devoted themselves to the patriotic work of Chongryon.
A letter of the Chongryon Central Standing Committee to Kim Jong Il was read out at the meeting.
Prior to the meeting, the participants looked round an exhibition showcasing the proud 50-year-long history of Chongryon.
A combined song and dance performance was given on the same day.
The Chongryon Central Standing Committee also hosted a reception on the occasion.
So Man Sul in a speech made there expressed the hope that friends of Japan and other countries would continue to extend positive support and encouragement to Chongryon's activities.
At the reception a congratulatory message sent by President of the Liberal Democratic Party Junichiro Koizumi on the occasion was read out by Kenichiro Sata, deputy secretary general of the party who is also member of the House of Representatives.

Greetings to King of Jordan

Pyongyang, May 25 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Abdullah II, king of the Hashemite Kingdom of Jordan, on May 24 on the occasion of the 59th anniversary of her independence. Expressing the belief that the friendly relations between the two countries would grow stronger, the message wished the king and people of Jordan greater success in their work for the development of the country and peace in the Middle East.

Proud Road of Patriotism Covered by Chongryon

Pyongyang, May 25 (KCNA) -- Five decades have passed since the formation of the General Association of Korean Residents in Japan (Chongryon), a legitimate organization of overseas citizens of the Democratic People's Republic of Korea. When the movement of Korean residents in Japan was undergoing severe trials, President Kim Il Sung put forward an idea that though they lived in Japan, Koreans should work for their homeland and nation and for the Korean revolution and formed Chongryon, a new-type organization of overseas compatriots, guided by the Juche idea on May 25, Juche 44 (1955).
Since then, the Korean nationals in Japan have carved out their destiny independently and waged a vigorous patriotic movement for the nation with their own organization representing and defending their national rights and interests.
Over the last 50 years, Chongryon has traversed a proud road of patriotism replete with victory and glory, overcoming manifold difficulties and trials. It has organized unified mass organizations to suit its mass character and intensified the work with compatriots of all social strata, thus consolidating and expanding itself and rallying broad sections of Korean nationals closely around it.
It, representing the motherland, has also waged a consistent struggle for defending the national rights of the Koreans in Japan to democracy. It has defended their genuine rights and interests including the rights to the DPRK citizenship, business, national education, repatriation and travel to the homeland, enjoying warm love and deep trust from them.
In particular, it has developed and strengthened the democratic and national education, taking it as the lifeline of the movement of Koreans in Japan, so as to ensure the continuity of the patriotic movement.
Chongryon and Koreans in Japan have always joined those in the homeland in defending the socialist country from the ever intensified anti-socialist and anti-DPRK moves of the imperialists and their allies. They have also displayed a high degree of patriotism for the development of the country.
The grand monumental edifices erected in different parts of the homeland and the splendid successes made in the socialist construction are associated with their patriotic sincerity and unassuming efforts.
Chongryon has led broad sections of Koreans in Japan in the efforts for achieving the unity of the nation and fully supported south Korean people and students in their patriotic struggle for reunification.
It has also strengthened friendship with the peoples of Japan and other countries and expanded relations with international organizations, greatly contributing to creating an international climate favorable for the movement of Koreans in Japan and the reunification of the homeland.

Protection, Proliferation of Aquatic Resources in DPRK

Pyongyang, May 25 (KCNA) -- Great efforts have been made for protection and proliferation of aquatic resources in the Democratic People's Republic of Korea. The primary attention has been directed to providing ecological conditions for the growth of fish with the aquatic resources decreasing owing to the ever-changing coastal weather and sea current.
Seaweed is being cultivated extensively in the sea off east and west coasts including South Hamgyong and South Hwanghae Provinces to provide feed and inhabitants for the resident and indigenous fish.
The Sinchang and Pupho Offshore Farms and the Yanghwa Fishery Station have built seafood cultivation grounds and are managing them in a scientific way.
On the other hand, measures have been taken to artificially propagate resident fish and other marine products, while surveying the marine resources of the country in a scientific way.
Scientists release in the sea billions of salmon and trout fries as well as bivalvia every year.
Special reserves have been set up in Raksan and Wonsan bays, Munchon and various other places to protect and propagate indigenous products including abalone, hard shell clam and short neck clam.
A nation-wide campaign is also being conducted to protect and proliferate fish resources in rivers, lakes and reservoirs.
The government has set sizes of fish for catching and periods of fish catching and ensured planned marine production on the principle of protecting and proliferating the aquatic resources.

KCNA Blasts U.S. Ambition for "Unipolar World"

Pyongyang, May 25 (KCNA) -- The U.S. arbitrary practices to dominate the international arena are unlimited. Recently the U.S. has drawn up a list of "unstable states" in secrecy. The list is said to include the DPRK and 24 other countries which the National Intelligence Committee selected as the "extremely dangerous or unstable countries" at the request of the U.S. administration.
The point at issue is that the list was premised on the necessary U.S. intervention under the pretext of "the settlement of dispute" and "peace."
This is an open attempt to invent a pretext for meddling in the internal affairs of other countries.
The U.S. has been busy working out "international black lists" under various names in recent years in a bid to attain its target of "world strategy." Involved in it are not only the U.S. administration including the CIA but Congress and "think tanks" which influence state policy-making.
Put on the lists are countries situated in the regions of strategic importance and countries "systems and value" of which the U.S. deems can be changed and used in countering their neighboring potential powers. Namely those countries which disobey the U.S. over political and economic issues and regional matters are on the lists.
On those lists the U.S. labeled those countries as part of an "axis of evil," "outposts of tyranny," "bankrupt states," "sponsors of terrorism," "violators of religious freedom," "major drug producers and purchasers," etc. It, at the same time, classified the countries into the category against which force would be used.
The U.S. has become premeditated and persistent in its moves to build up public opinion in favor of "justifying" its monstrous crimes such as isolating and encircling those countries and applying sanctions against them and mounting even military attacks on them and overturning their governments. Its smear campaign against the DPRK is part of these moves.
The U.S. is working hard to impair the DPRK's international image by creating impression that it is a "challenger to the call of the international community" in a bid to bring about an atmosphere favorable for implementing its policy and totally stifle it politically and militarily in the end. This is the orientation of present U.S. policy towards the DPRK.
The gravity of such moves of the U.S. lies in that they are, in essence, prompted by its extreme ambition to overthrow and eliminate the countries contrary to the American view on value and anti-U.S. independent countries one by one and thus convert the world into a "unipolar world" dominated by it.
The U.S. succeeded in seeking regime changes in Afghanistan, Iraq and some other countries and regions through military attacks and interference in others' internal affairs under the pretexts of "combating terrorism" and "spreading democracy." Having got extremely arrogant, the U.S. is behaving like a world "emperor" wherever it goes in the world.
The U.S. is seriously mistaken if it thinks its unilateralism can always work on the present times.

Visits

Pyongyang, May 25 (KCNA) -- A friendship delegation of South Hwanghae Province headed by Kwon Chun Hak, chairman of the Provincial People's Committee, left here today to visit China. A delegation of the Japanese Society for the Study of Kimilsungism arrived here today by air.

Japan's Fax Message on Its Claim to Tok Islet Sent Back

Pyongyang, May 25 (KCNA) -- The Japanese government sent to the DPRK embassy in Beijing through its embassy there a ridiculous fax message to the effect that Tok Islet is an inalienable part of the territory of Japan, it can not tolerate the DPRK's issue of stamps on the islet and this is a breach of the charter and spirit of the Universal Postal Union. In this regard the DPRK embassy sent back the message to the Japanese embassy on May 20, informing it of the resolute stand of the DPRK.
    Its notice says:
It is the undeniable historical fact that Tok islet belongs to the territory of Korea. Not only historical materials of the north and the south of Korea but those of Japan and other countries of the world prove this hard fact.
The Korean nation's dominium over the islet is inviolable and there can be neither bargaining nor compromise over it.
It is understandable that Japan is poorly informed of the history of other country. But Japan seems to be ignorant of even its historical records that recognized the fact that Tok Islet has belonged to Korea throughout its history. This cannot be construed otherwise than a lack of common sense of history or its deliberate distortion.
Accordingly, we send back the fax message from the Japanese side, terming it a ridiculous one as it is not worth any consideration or acceptance. We would like to stress once again that Japan's any argument about Tok Islet will only stoke the anti-Japanese sentiment among all Koreans. Japan's claim to the islet is as foolish an act as trying to sweep the sea with a broom.
Japan is now going reckless in its moves to realize its ambition for territorial expansion in the Asian region, backed by the United States, unaware of its position. But the crimes committed by it in the 20th century are indelible. They will always remain in history despite the flow of time and the replacement of the old century by a new one.
The provocative act of Japan only heightens the Koreans' vigilance and hardens their stand on how they should approach Japan in the future.
