U.S. Deployment of Patriot Missiles Protested in S. Korea

Pyongyang, May 24 (KCNA) -- The All-Citizens Measure Committee for Repealing the Plan to Deploy Patriot Missiles on Munhak Hill and Building It into Citizen Park in south Korea reportedly staged a demonstration one by one on May 18 in denunciation of the plan of the Defence Ministry to deploy "PAC-3" on Munhak Hill in Inchon. That day Ri Hui Hwan, executive chairman of the measure committee, staged the demonstration in front of the venue of the seminar on the defense budget sponsored by the planning and budget office. He strongly condemned the action of the ministry to deploy "PAC-3" on Munhak Hill in the heart of Inchon City.
Criticizing the Inchon city authorities for conducting a huddle with the ministry over the issue of deploying missiles without letting citizens know about it, he branded the introduction of the guided missiles of the next generation, which is being pushed forward, keeping pace with the U.S. moves to establish MD targeted against the north, as a grave action to threaten the peace in Northeast Asia.
On May 16 the Defense Ministry decided to envisage the allocation of 1,100 billion won for the introduction of guided missiles of the next generation in its "2006-2010 Mid-term Defense Buildup Plan" and confirm it though discussion.

The gift was conveyed to Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, by Speaker Lubomir Zaoralek on Monday.

Czech Speaker of Chamber of Deputies Hosts Reception

Pyongyang, May 24 (KCNA) -- Lubomir Zaoralek, speaker of the Chamber of Deputies of the Czech Republic, hosted a reception Monday evening in connection with his DPRK visit. Present there on invitation were Chairman Choe Thae Bok and Vice-Chairman Kang Nung Su of the DPRK Supreme People’s Assembly and Deputies to the SPA Hong So Hon and Kim Kwang Chol and Vice-Minister of Foreign Affairs Kung Sok Ung, Vice-Minister of Culture Choe Chang Il, Vice-Chairman of the Pyongyang City People’s Committee Kim Jong Sik, officials concerned and diplomatic envoys of European countries here.

The speaker of the Chamber of Deputies in his speech at the reception said that he was pleased to exchange views and opinions with the Korean counterpart during the DPRK visit, underscoring the need to develop the friendly relations between the two countries in the future.
Choe Thae Bok in his speech hoped that the relations between the two countries would develop at a higher stage as required by the new century.

U.S. Mandarin's Sophism Assailed

Pyongyang, May 24 (KCNA) -- The U.S. assistant secretary of State was reported to have asserted, when interviewed by the New York Times on May 17, that south Koreans should hold dearer the alliance with the far-off U.S. than the relations with their neighbors. The Solidarity of Youth and Students for Implementing the June 15 South-North Joint Declaration in a statement on May 20 said: The U.S. assistant secretary of State argued about the possible damage to be done by neighboring countries to the Korean Peninsula, talking about "closer alliance" with the U.S. but the U.S. is chiefly accountable for harassing peace on this land and bringing dark clouds of war to hang over it.
Noting that "strengthening the alliance with the U.S. that has grown corpulent through wars and plunder is little short of inviting death", the statement added maintaining this kind of alliance is nothing but a treacherous act of yielding to the foreign invaders and accepting slavery.
The alliance will bring us nothing but a nuclear war and national ruin, it noted, and continued: The Koreans do not have even the slightest intention to allow the 60-year long history in which they have been subject to the U.S. colonial slavery to go on nor do they want to suffer from a U.S.-imposed war. Demanding the U.S. forces quit south Korea at once and scrap the "south Korea-U.S. alliance," the statement declared that the 70 million Koreans would realize the national cooperation and pave their way through their concerted efforts.

Removal of Statue of MacArthur Demanded in S. Korea

Pyongyang, May 24 (KCNA) -- The members of the Joint Measure Committee for the Withdrawal of Yankees grouping the People Movement Headquarters for the Withdrawal of the U.S. Forces, the Society for Embodying the National Spirit and other civic and public bodies reportedly went on a sit-in strike in a park of the central district of Inchon on May 19 demanding the removal of the statue of MacArthur who was chiefly to blame for the Korean war of aggression. The sit-in strikers said that his statue is, in a word, a symbol of the U.S. colonial rule and it is shame for the Korean nation that his statue has stood for decades.
Charging that the June 25 war was ignited by the U.S., they called for removing the statue and erecting statues of democratic martyrs in that place.
Our actions will go on till our demand is met, they declared.

End to History of Flunkeyism and Ruined Nation Called for

Pyongyang, May 24 (KCNA) -- South Korea is going to take over the copyright of "Patriotic Song" from Spain at the cost of hundreds of millions of won. In this regard, a spokesman for the Anti-Imperialist National Democratic Front released a statement on May 20, in which he called upon the people from all walks of life to turn out in a nation-wide struggle against outside forces so as to make this year not only a year of U.S. forces' pullout but a year of an end to the history of flunkeyism and national ruin, according to Kuguk Joson Internet site.
    The statement said:
The song was not originally composed as the "national anthem". A Korean named An Ik Thae composed it with the sorrow of a ruined nation in 1936 when he was living abroad and named it "Patriotic Song.
The Syngman Rhee "government" knocked into shape by the United States adopted it as the "national anthem". And as the composer of the song had the Spanish nationality till his death in 1965, the south Korean authorities have had to pay the copyright fee.
Even if the copyright of the "Patriotic Song" is taken over, the song of foreign fashion cannot be the "national anthem" representing the soul and emotion of the nation nor can the shameful history in which it has been sung with the payment of the copyright fee be erased.
Recalling that the south Korean "national flag" also was designed by foreigners, the statement said:
This is an unavoidable fate of this land which has suffered all manner of slight and disregard, humiliation and insult, with the nation's sovereignty and dignity ruthlessly trampled upon under the U.S. military occupation, and it is an inevitable offspring of dependence upon outside forces, flunkeyism and treachery.
The Anti-Imperialist National Democratic Front, jointly with the people of all strata, will continue to fight vigorously to put the lid on the U.S. domination and interference through national independence and cooperation and build a new land of independence under the banner of "By our nation itself", the statement concluded.

U.S. Denounced for Scrapping DPRK-U.S. Agreed Framework

Pyongyang, May 24 (KCNA) -- The United States is nowadays reversing black and white by alleging that the DPRK foiled the implementation of the DPRK-U.S. Agreed Framework, while escalating the moves to isolate and stifle the latter by distorted assertions and deceptive rumors over the nuclear issue. The allegation of State Secretary Rice and other high-ranking officials of the U.S. is the height of shamelessness of those attempting to shift on to the DPRK the responsibility of the U.S. for scrapping the AF and driving the DPRK-U.S. relations and the nuclear issue to the worst phase and force its aggressive policy toward the DPRK, says a news analyst of Rodong Sinmun Tuesday.
    He goes on:
After the adoption of the AF the DPRK fulfilled its obligation one hundred percent, freezing all its nuclear activities and fully ensuring the surveillance of the inspectors of the IAEA. The U.S., however, did not properly implement any provision of the AF, resorting to go-slow tactics.
And, in particular, it did not promote on schedule the construction of light-water reactors, the core provision of the AF.
The U.S. maneuvers to tear up the AF reached their apex after the emergence of the Bush administration. In the end, the AF went up in smoke and the DPRK-U.S. relations got to the worst phase.
Under the grave situation in which the Bush administration openly declared a preemptive nuclear attack on the DPRK and madly sped up preparations for a nuclear war aimed at the "overthrow" of its system, the DPRK was compelled to take a self-defensive measure for getting access to nuclear weapons. The nuclear weapons of the DPRK are a shield for defending the sovereignty of the country and a reliable deterrent for preventing a war and ensuring peace on the Korean Peninsula.
If it failed to build the nuclear deterrent, it would have already been swallowed up by the U.S. It is none other than the U.S. which has driven the DPRK to the possession of nuclear weapons. The U.S. can by no means deny this and can never shake off the blame for this.
As the fair public opinion holds, the U.S. is the very one which reduced the AF to a dead letter.
The U.S. should ponder over the matter with a cool head and discard its despicable intention to draw water to its mill by shifting on to the DPRK the blame for scuttling the AF.

Senior American Diplomat's Sophism Refuted

Pyongyang, May 24 (KCNA) -- The U.S. Ambassador to Japan in his recent public appearance asserted north Korea's access to nuclear weapons is a grave threat to the peace and stability in East Asia and Japan-U.S. security. Minju Joson Tuesday in a signed commentary terms this a sheer lie falsifying the hard reality and sheer sophism devoid of any ground and plausibility. The commentary says:
The U.S. moves for brutal aggression and war to dominate the world have become more pronounced in the Korean Peninsula and the rest of East Asia. The DPRK's nuclear deterrent provides a sure guarantee for the peace and stability in this region.
The U.S. misrepresentation of the DPRK's nuclear deterrent as a threat is aimed at evading its responsibility for having compelled Pyongyang to have access to nuclear weapons and labeling it a "bellicose force" and inventing a pretext for mounting an adventurous preemptive nuclear attack on it.
This sheer sophism of the U.S. will get it nowhere. This will only fully reveal its true colors as the world's arch nuclear criminal to the world.

U.S. Plot for Preemptive Nuclear Attack Blasted

Pyongyang, May 24 (KCNA) -- The United States worked out "OPLAN 8022-02" in top secrecy last year, as already reported. Its keynote is to make a swift and accurate strike at the designated targets by air raids and neutralize the response of the DPRK by electronic and cyber attacks and then remove and seize nuclear devices by hurling a small special unit. Minju Joson Tuesday regards this as a patent proof showing what reckless stage the United States has reached in its scheme to make a preemptive nuclear strike at the DPRK.
    The news analyst says:
The United States had worked out quite a few nuclear war plans to stifle the DPRK and constantly revised and supplemented them. But "OPLAN 8022-02" disclosed lately put the scheme of preemptive nuclear attack in a more concrete form than the former war scenarios against the north. It is a highly dangerous war scenario which can be carried into practice any moment.
And it must not go unnoticed that this operation plan is advertised as a measure to counter a symptom of a missile attack or an imminent missile attack on the U.S. mainland from the DPRK.This is intended to create a climate for mounting a preemptive nuclear attack on the DPRK any time under the pretext of what it calls "symptom".
Still more clear is what the DPRK should do to defend the dignity and security of the nation when the United States has worked out a heinous plan for a preemptive nuclear strike in top secrecy while running about like a headless chicken in the anti-DPRK nuclear campaign. It is the DPRK's immovable mode of response to answer strength with strength.
The United States should be mindful that the option of preemptive nuclear attack is not in any way its monopoly. If the United States, oblivious of this, venture a nuclear war against the DPRK, the aggressors will be driven to the lot of a forlorn wandering spirit by the DPRK's formidable nuclear deterrent.
The United States should scrap its adventurous nuclear war scenario and pull its troops out of south Korea.

Chinese Embassy Officials Help Farmers

Pyongyang, May 24 (KCNA) -- Wu Donghe, Chinese ambassador to the DPRK, and embassy officials Monday helped the farmers in rice-transplantation on the DPRK-China Friendship Thaekam Cooperative Farm in the suburbs of Pyongyang. They transplanted rice seedlings and at the break conversed with officials of the farm, deepening friendly feelings.
The ambassador said that the DPRK set the agricultural front as the main front and has mobilized the whole country to give labor and material assistance to the rural areas this significant year which marks the 60th anniversaries of the Workers' Party of Korea and the liberation of the country.
He hoped that the Korean people would achieve greater success in agricultural production, upholding the intention of leader Kim Jong Il.
The ambassador and embassy officials handed aid materials to the farm.

Greetings to Chairman of Central Standing Committee of Chongryon

Pyongyang, May 24 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to So Man Sul, chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon) today on the occasion of its golden jubilee. The birth of Chongryon, the brilliant fruition of the idea and leadership of President Kim Il Sung, gave a genuine origin to the overseas Koreans movement of Juche and marked a historic event as it brought about a dramatic turn in developing the movement of Koreans in Japan and carving out their destiny, the message says, and continues:
Over the last five decades Chongryon has highly exalted its destiny and honor as a pace-setter in the patriotic movement, an example of patriotism and loyalty and a worldwide model of the overseas compatriots movement.
The Chongryon thoroughly established the ideological system of Juche in its organizations and rallied the broad masses of compatriots around the DPRK, thus reliably protecting the democratic national rights of the Koreans in Japan. It has built a well-organized national education system to successfully train the young Koreans in Japan into the overseas citizens of Juche Korea.
In recent years it has firmly defended and preserved its organizations and the Korean community in Japan with unshakable patriotic faith and indomitable will despite the ever-more undisguised plots of the reactionaries inside and outside of Japan to undermine Chongryon and the difficult situation there and steadily advanced the movement of the Koreans in Japan along the path of patriotism. This is the precious achievement made by Chongryon.
In the last period, it has made a tangible contribution to carrying out the cause of national reunification, the cherished desire of the Korean nation, through a vigorous mass patriotic movement and fully shown ardent patriotic devotion for the progress and prosperity of the homeland.
The 50 year-long history of Chongryon is a glorious one in which it has hewed the path of the overseas Koreans movement, guided by the Juche idea, and a proud one in which it has performed brilliant patriotic feats for the country and the nation.
The Korean nation is highly proud of having such reliable overseas Koreans organization as Chongryon which has remained intensely loyal to its leader and cause generation after generation.
I highly appreciate Chongryon for having creditably fulfilled its honorable mission and duty courageously weathering out difficulties and trials over the last five decades and extend warm thanks to all the officials of Chongryon and the Koreans in Japan.
Chongryon and the Koreans in Japan are called upon to register the greatest success in the movement of the Koreans in Japan in the Songun era, a new era of the Juche revolution, keeping pace with the grand march of the people in the homeland to attain the high goal of a great prosperous powerful nation. Chongryon should consolidate its organizations, cement the single-minded unity of its ranks and direct great efforts to the work to promote the life and rights of the compatriots such as democratic national education in order to develop itself into a mass compatriots organization rallying Koreans from all walks of life in Japan under the banner of patriotism.
It should enlist the patriotic enthusiasm and creative ingenuity of compatriots from all walks of life to make a genuine contribution to the independent reunification of the country and the building of a great prosperous powerful nation and conduct positive activities for friendship with the Japanese with a view to boosting the international solidarity with the cause of Juche and the movement of Koreans in Japan.
Only victory and glory are in store for Chongryon and the Koreans in Japan dynamically promoting the patriotic cause in the new century with national pride and self-respect as overseas citizens of the socialist homeland of Juche.
The message expresses the belief that the Chongryon will as ever register greater success in the worthwhile drive to bring about a new phase in the movement of Koreans in Japan, invariably cherishing the faith of Juche and firm will to win sure victory.

National Meeting Marks Golden Jubilee of Chongryon

Pyongyang, May 24 (KCNA) -- A national meeting to mark the golden jubilee of the formation of the General Association of Korean Residents in Japan (Chongryon) was held here Tuesday. The meeting was attended by Choe Thae Bok and Kim Jung Rin, secretaries of the C.C. the WPK, Kim Yong Dae, chairman of the C.C., the Korean Social Democratic Party, and other officials and a group to express thanks and a delegation and members of the visiting group of Chongryon staying in the socialist homeland and diplomatic envoys and staff members of foreign embassies here.
Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly of the DPRK, in his report said that the inauguration of Chongryon, a dignified overseas citizens organization of the DPRK and the first-ever overseas Koreans' organization guided by the Juche idea, on May 25, Juche 44 (1955) was a brilliant fruition of Kim Il Sung's idea of Juche-oriented overseas Koreans' movement and his leadership. The event marked a historic occasion that brought about a dramatic turn in developing the movement of Koreans in Japan and shaping their destiny, he noted, and continued:
The formation of the organization helped develop the movement of Koreans in Japan into a patriotic national movement serving their homeland and the nation on the basis of a correct programme and scientific leadership methods guided by Juche idea and enabled it to make dynamic progress along the orbit of Juche undeterred by whatever storms.
Recalling that Kim Il Sung clearly indicated the ways to be followed by the patriotic cause of Chongryon in each period and at all phases of the developing revolution and worked heart and soul for the growth and progress of the movement, the reporter emphasized the past five decades covered by Chongryon has been a history of a great victory gained thanks to the President's Juche-based idea and theory of overseas Koreans' movement and his outstanding leadership and a glorious history of patriotism associated with legends about his noble love for the fellow countrymen and patriotism.
Pointing to the patriotic road characterized by victory and glory that has been traversed by Chongryon and great feats it has performed before the country and the nation in the past five decades, true to the Juche-based idea of overseas Koreans movement and leadership of the President and Kim Jong Il, the reporter went on:
The most valuable achievement made by Chongryon in the past is that the organization has grown to be a Juche-type overseas citizens organization intensely loyal to the leaders, the homeland and the nation.
Chongryon established a well-regulated organizational and working system that meets the need of the organization championing the life and rights of Koreans in Japan and has fulfilled its sacred duty to look after them as a mother in the homeland would do over the last five decades. It has preserved advantageous national culture and tradition and brought them into full bloom even in an alien land with the national pride and self-esteem of being led by the great leaders.
It has made a great contribution to the sacred struggle for the homeland and the nation, considering it as its noble mission and obligation to render services for the country's reunification and prosperity.
It has boosted the friendship between the peoples of Japan and the DPRK and international solidarity with the world progressive people through its active work to implement the DPRK governments' policy of independent external activities, thereby helping expand the ranks of supporters and sympathizers with the Korean revolutionary cause and raise the international prestige of the DPRK.
There are many overseas citizens' organizations but none is so patriotic and powerful as Chongryon not only in view of its intense loyalty to their homeland and the nation but in the light of its scale, scope of its activity, the might of its unity and militancy.
Chongryon has made a dynamic advance along the road of Juche in this period despite stern trials and hardship in history and adorned its proud history with victory and glory. This is ascribable to the extraordinary ideological and theoretical wisdom and outstanding leadership of Kim Il Sung and Kim Jong Il.
Kim Jong Il has developed Chongryon to be a powerful and patriotic organization rare to be found in any other part of the world and embraced Chongryon officials and Koreans in Japan and has shown warm paternal loving care and solicitude for them.
The reporter called on them to firmly defend, preserve and glorify the immortal exploits performed by Kim Il Sung and Kim Jong Il in the history of the Juche-oriented overseas Koreans' movement and undertake all its work as intended and wished by the President, true to Kim Jong Il's idea and leadership. Nam Sung U, vice-chairman of the Central Standing Committee of Chongryon, took the floor next.

Czech Speaker of Chamber of Deputies Leaves

Pyongyang, May 24 (KCNA) -- Supreme Commander of the Korean People's Army Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, inspected a women's battalion under KPA Unit No. 370. He was greeted on the spot by commanding officers of the unit and the battalion.
He acquainted himself with the battalion's performance of duty before watching its women soldiers in firepower training.
He set forth tasks to be fulfilled to further increase the unit's combat capability, greatly satisfied to see all the women soldiers trained into stalwart women fighters fully prepared politically and ideologically, in military technique and physically to defend the socialist country as firm as an impregnable fortress. Then he learnt in detail about the soldiers' service and living, going round an education room, a bedroom, a mess hall, a kitchen, a wash-cum-bath house, a subsidiary food store, an outdoor resting place, a barn and other places.
He showed paternal care for their living so that they may not feel any slightest inconvenience, inquiring about details ranging from the size of their TV sets, the temperature in their bedrooms and the quality of water in the wash-cum-bath house to the methods of storing non-staple food and its processing. There is nothing to spare for the women soldiers standing guard over the country with arms in hands, he said, earnestly instructing the commanding officers of the unit to do their utmost to improve their living conditions.
He met with those soldiers who have distinguished themselves in military service including training.
He highly praised their military merits, asking each of them about her age, height, hometown, occupation of her parents, the date of her joining in the army and any difficulty in her service.
Our women who have fully inherited the revolutionary spirit of the women heroes who made long journeys of anti-Japanese bloody battles under the commandership of President Kim Il Sung have contributed to strengthening the revolutionary armed forces in various services and arms of the People's Army, he noted, adding it is another aspect of the pride of the KPA to have excellent women soldiers.
He spared time to watch an art performance given by women soldiers.
He gave the women soldiers of the battalion a pair of binoculars, a machine gun and an automatic rifle as gifts before having a photo session with them.

New Method of Kimjongilia Cultivation

Pyongyang, May 24 (KCNA) -- Scientists of the Biological Faculty of Kim Hyong Jik University of Education in the Democratic People's Republic of Korea have developed a matter to regulate the growth of Kimjongilia and established a methodology of its production and use. The matter, a kind of auxine, is made with raw materials rich in the country.
According to Dr. Ro Myong Suk who led the research team, a small amount of the matter applied to the end of peduncle is enough to prevent buds and flowers from falling and keep flowers in bloom for a month or more. It thus provides a scientific guarantee of making a selected healthy bud of a plant open larger and more beautifully.
The research team has also found out a new method of preventing Kimjongilia, a typical long-day plant, from its dormancy so as to open any time needed.

KCNA Urges Some EU Nations to Be Impartial

Pyongyang, May 24 (KCNA) -- Some EU nations are not behaving fairly in dealing with the DPRK's pullout of the NPT at the NPT Review Conference now underway in New York. They are asserting that the DPRK is to blame for possible worldwide unbroken non-compliance with the treaty.
This cannot be construed otherwise than a deliberate distortion of the nature of the nuclear issue on the Korean Peninsula.
As is universally known, the DPRK is outside the NPT. There is, therefore, neither political nor legal ground to take issue with the DPRK over its stand on the NPT.
As the DPRK had already declared, it is none other than the U.S. that compelled it to pull out of the NPT and have access to nukes.
The nuclear issue surfaced entirely because of the U.S. increasing nuclear threat to the DPRK from its forces in south Korea and its vicinity.
The DPRK acceded to the NPT and concluded the Agreed Framework with the U.S. in order to get rid of the U.S. nuclear threat.
However, the U.S. had exploited all this for achieving its goal of isolating and stifling the DPRK.
In order to destroy the DPRK with nukes, the U.S. shipped at least 1,000 nuclear weapons of various types into south Korea, thus, turning it into the biggest nuclear arsenal in the Far East and incessantly escalating its nuclear threat to it.
A particular mention should be made of the fact that the Bush administration has posed an undisguised nuclear threat to the DPRK, compelling it to manufacture nuclear weapons to defend itself.
If EU members are to be impartial in handling the nuclear issue, they have to call into question the U.S. which spurned the nuclear issue in the peninsula and has pushed it to the worst phase.
The U.S. is the world's largest maker and owner of nukes.
Nuclear arsenals in the U.S. are filled with at least 20,000 nuclear weapons including more than 5,400 intercontinental ballistic missile warheads and over 1,750 nuclear bombs and cruise missile warheads.
The U.S. nuclear forces are large enough to engulf the whole world in a nuclear war and exterminate all human beings several times.
The nuke policy of the Bush administration has gone beyond its tolerance limit. It has conducted more than 20 nuclear tests since 1997, refusing to ratify the CTBT.
The global nuclear crisis can never end unless the nuclear weapons states fulfill their commitments to nuclear disarmament and the "nuke-all powerful" notion disappears.
At the current conference delegates became increasingly critical of the U.S. for having failed to honor its commitment under the NPT and driven the NPT into catastrophe and assertive that a proper solution of the nuclear non-proliferation issue should be preceded by the settlement of the issue of nuclear disarmament by the nuclear weapons states. This reflects the call of the world community at large.
As is the case with some EU nations, if one continues allowing the NPT to be used as leverage for pulling up the non-nuclear nations over the exercise of their legitimate rights, turning blind eyes to the U.S. violation of the treaty, it will only lose the confidence of its signatories in it and finally put its existence into jeopardy.
EU nations should face up to the reality and pay attention to removing the factor of having caused the DPRK to pull out of the NPT before arguing about its withdrawal.
This would be an impartial attitude towards the nuclear non-proliferation.
