Extending warm congratulations to him upon his assumption of Dominican prime ministership, the message wished him success in his responsible work for the development of the country and improvement of the standard of the people's living.

SPA Hosts Reception for Czech Speaker of Chamber of Deputies

Pyongyang, May 22 (KCNA) -- The DPRK Supreme People's Assembly (SPA) hosted a reception in honor of Lubomir Zaoralek, speaker of the Chamber of Deputies of the Czech Republic, on a visit to the DPRK, at the Mansudae Assembly Hall Saturday evening. Choe Thae Bok, chairman of the SPA, in his speech at the reception said that his visit would make a great contribution to putting the friendly and cooperative relations between the DPRK and the Czech Republic on a fresh higher stage as required by the new century.

U.S. Human Rights Abuses Assailed

Pyongyang, May 22 (KCNA) -- American soldiers flushed holy Korans down toilets in a bid to wrest concessions from prisoners at the Guantanamo POW Camp. In this regard Minju Joson Sunday in a signed commentary terms this a direct product of the U.S. policy of abusing human rights. Nothing is more intolerable insult to the personality of the Muslims and more unbearable encroachment upon their human rights than this profanation of their holy Korans, the commentary notes, and observes:
Religious freedom is an elementary right granted to a human being.
Under the pretext of "anti-terrorism" the United States arrested and imprisoned Muslims en masse and has inflicted all descriptions of mental and physical sufferings upon them. It has committed unheard-of inhuman criminal acts which stun the world as evidenced by what happened at the Abu Ghraib prison. As noted in a report released by the U.S. State Department some days ago, the number of the cases of abuses of prisoners by the U.S. forces in Iraq reached 190. This shows that the U.S. is harboring extreme antipathy towards the Muslims.
This is the practice of the U.S. which advocates human rights, while talking about the "religious freedom." The U.S. has no right to talk about human rights as it abhors Islam merely because it differs from its own religion and pursues national chauvinism.

Fruition of Chinese People's Struggle for Peaceful Reunification@of Their Country Hailed

Pyongyang, May 22 (KCNA) -- General Secretary Hu Jintao had official talks with senior most officials of the National Party of China and the People First Party of Taiwan on the issues of peaceful reunification and economic exchange and made public joint communiques during their visits to the mainland of China. They shared understanding of the issues related to the cross- straits relations. In this regard Rodong Sinmun Sunday says in a signed commentary:
This is a natural fruition of the policy pursued by the Communist Party of China for peaceful reunification on the principle of "peaceful reunification, one country and two systems" and a historic event, a result of the protracted arduous struggle of the party and government of China. The above-said party leaders' tours of the mainland constitute response to the sincere will and efforts of the party and the people of China to prevent the permanent division of the country and create an environment favorable for territorial integrity and peaceful reunification.
As already reported, the Chinese party and government took important steps to legally guarantee and stipulate the country's reunification and sovereignty and territorial integrity, prevent "Taiwan's independence" and achieve the reunification of the whole country. The "Anti-Cessation Law" adopted at the Third Session of the Tenth National People's Congress of China is supported and approved by the Chinese at home and abroad as it reflects the unanimous wishes and will of all Chinese people. The successful visits of the above-said opposition parties of Taiwan to the mainland deal heavy blows at "the pro-Taiwan independence" forces who pursue cessation and work hard to break the cross-straits ties, fanning up enmity towards the mainland and at the foreign forces who have unreasonably interfered in the internal affairs of China. These positive results go to prove the unshakable stand and will of the Chinese party and government to promote the peaceful reunification of the country and achieve the stability and progress of the cross-straits relations and will encourage the Chinese people in their struggle for the peaceful reunification in the days ahead.

U.S. Hit for Its False Propaganda

Pyongyang, May 22 (KCNA) -- The U.S. imperialists resort to false propaganda based on sheer lies against other countries in a bid to invent pretexts for aggression and military intervention. It is a vicious and crafty method for them to do so before aggression and war. Rodong Sinmun Sunday says this in a signed article. It goes on:
It is the calculation of the U.S. that it can avoid accusation and denunciation from the international community and achieve its aggressive aim with ease only when it tarnishes the images of those countries to be invaded by it, puts international pressure on them before invading them after building up world public opinion favorable to it.
This time the work of the weapons inspection team in Iraq came to a close with no results, clearly proving that there is no WMD there. This irrefutably proves that the story about Iraq's "possession of WMD" floated by the U.S. as a justification for launching the Iraqi war was a sheer lie and it was deliberately faked up and spread by it.
The U.S. has massively brought its aggression forces and modern military hardware to south Korea and its vicinity and staged ceaseless large-scale military exercises. Meanwhile, it has escalated the false propaganda and smear campaign against the DPRK.
It is groundlessly pulling up the DPRK over its "nuclear and missile issues", "human rights issue", etc. in a desperate effort to invent a pretext for military aggression against it. This is proved by the fact that a recent issue of the Washington Post carried a shocking report that the U.S. government offered false information to south Korea, Japan and other countries that north Korea exported nuclear weapon grade substance to Libya in a bid to pressurize north Korea. Washington once asserted that north Korea was building "underground nuclear facilities" and they were posing a "threat" to the U.S. But this turned out to be a sheer fabrication, bringing it to shame.
It is an important requirement for protecting world peace and security and defending the sovereignty of the country and the nation for each country to build up powerful military strength and deal heavy blows at the aggressors, keenly aware of the grave consequences to be entailed by the crafty and vicious false propaganda of the U.S. imperialists.

DPRK FM Sends Congratulations to His U.K. Counterpart

Pyongyang, May 22 (KCNA) -- DPRK Foreign Minister Paek Nam Sun sent a congratulatory message to his counterpart Jack Straw of the United Kingdom of Great Britain and Northern Ireland. The message extended congratulations to him upon his reappointment as secretary for Foreign and Commonwealth Affairs of the U.K.

DPRK to Continue Following U.S. Attitude

Pyongyang, May 22 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA on May 22 as regards a string of remarks made by senior officials of the U.S. administration to pressurize the DPRK, timed to coincide with the DPRK-U.S. contact in New York: A delegate of the U.S. State Department on May 13 paid a call on the DPRK mission at the United Nations in New York to convey to the mission its already known stand including its intention to recognize the DPRK as a sovereign state and its will for non-aggression.
Quite contrary to this contact, a whole string of disturbing outbursts threatening the DPRK are again heard from among senior officials of the U.S. administration.
Hadley, special assistant of the White House for national security, asserted on May 15 that the U.S. strategy for putting pressure upon north Korea still remains unchanged, talking about a punitive measure against it.
U.S. Secretary of State Rice at a press conference on May 16 went so reckless as to bluster that the U.S. would not allow north Korea to aggravate the present stand-off and the reference of the issue to the UN might be one of its options.
The DPRK remains unchanged in its stand to stick to the goal for denuclearizing the Korean Peninsula and seek a peaceful negotiated solution to the nuclear issue.
In order to make the talks successful the DPRK has so far exercised its utmost patience and taken a prudent attitude to the maximum.
If the U.S. has a sincere stand to settle the issue through the six-party talks, it should opt for creating conditions and an environment for resuming the talks.
They let loose such an endless string of balderdash at a time when the DPRK is seriously studying the U.S. stance, which it had learned through the contact in New York, in connection with what the Bush administration has said. This only creates confusion in guessing the U.S. stand.
The DPRK will continue to closely follow the U.S. attitude and its stand will be officially conveyed to the U.S. side through the contact channel in New York when an appropriate time comes.

List of Victims of Forcible Conscription into Imperial Japanese@Army Disclosed

Pyongyang, May 21 (KCNA) -- A new list of the Koreans who died during the Pacific War after being forcibly conscripted into the imperial Japanese army was disclosed by a religious man in Ryosu City, South Jolla Province, according to the south Korean MBC. The list was reportedly worked out by the Supporting Bureau of the Japanese Ministry of Health in 1955. It refers in detail to the identities of 2,331 Koreans who fell in the Pacific War and the dates of their death. Among them were 201 Korean women.
This fact is triggering off bitterer resentment among the south Korean people as it was disclosed at a time when Japan is becoming more undisguised in its brazen-faced distortion of history.

True Story about U.S. Touted "Strategic Flexibility" Revealed

Pyongyang, May 21 (KCNA) -- Senior officials of the U.S. administration admitted themselves to the fact that the "strategic flexibility" conception is clearly aimed at a war on the Korean Peninsula, according to south Korean MBC. The U.S. deputy assistant secretary of State for East Asian and Pacific Affairs said that the "strategic flexibility" conception is designed to rapidly hurl the U.S. forces into the Korean Peninsula in case of "emergency" from other regions in a bid to meet the "challenge to its security."
Meanwhile, the director for Asian Affairs of the National Security Council of the White House also disclosed that the "strategic flexibility" conception is aimed not only at promptly mobilizing the U.S. troops in south Korea in case of an emergency in the regions around the Korean Peninsula but at deploying the U.S. forces in other regions in south Korea in "contingency" on it.
Such reckless remarks lay bare the U.S. sinister intention to achieve the goal of its war of aggression with ease by realizing the so-called "strategic flexibility" conception. This clearly indicates what the U.S. is actually seeking through the relocation of its forces pushed forward by Washington under the pretext of "reduction."

Tanzanian President on Relations with DPRK

Pyongyang, May 21 (KCNA) -- Tanzania sets store by its long-standing friendly and cooperative relations with the DPRK and will make sustained efforts to boost them. Benjamin William Mkapa, president of the United Republic of Tanzania, said this when receiving credentials from DPRK Ambassador to Tanzania Pak Kun Gwang on May 12.
Recalling that the friendly and cooperative relations between the two countries were provided by President Kim Il Sung and former Tanzanian President Nyerere, he extended thanks to the DPRK for rendering considerable assistance and cooperation to Tanzania in its efforts to consolidate national independence including economic development in the past.
Noting that the federal formula provides an excellent way for reunification as it reflects the will of the Korean people, he added the inter-Korean summit meeting, the adoption of the June 15 joint declaration and the inter-Korean exchange are inspiring events in the reunification process.
Nuclear weapons should not be a specified country's monopoly, he noted.

Koryo Clinic Opens in Peru

Pyongyang, May 21 (KCNA) -- An opening ceremony of the Koryo Clinic was held in Peru on May 14. The opening ceremony was attended by the mayor of Callao City, officials of its San Miguel District, citizens and Koryo medical doctors from the DPRK.
The governor of the district in his speech at the ceremony said that the DPRK has directed great efforts to developing the traditional medical treatment for the people's health under the wise leadership of Kim Jong Il.
The history of Koryo medical science of Korea and its achievements prove that it has peculiar characteristics and experience that can hardly be found in modern medicine, he noted.
He said he would do a variety of work to boost the friendly cultural exchange with the DPRK in the future.

Immediate Repeal of Plan for Preemptive Attack on North Demanded

Pyongyang, May 21 (KCNA) -- The "National People's Solidarity" of south Korea reportedly made public a statement titled "The U.S., immediately renounce the plan for preemptive attack on the north" on May 18. The statement recalled that the Washington Post recently disclosed the Bush administration's operation plan which calls for tweezers-style air raids on the DPRK's nuclear facilities, the neutralization of communication network by cyber-attack, the seizure of nuclear facilities through the infiltration of a special unit into the north and even a preemptive nuclear attack on it.
What merits a serious attention is that the operation plan, a more specific version of the strategy for preemptive nuclear attack, is in the process of its implementation, the statement said, adding:
This shows to the world once again who is chiefly responsible for the danger of a war on the Korean Peninsula.
The statement demanded the U.S. immediately drop its plan for a preemptive attack on the north and stop its moves for a war.

Kim Il Sung Is Eternal Sun of Humankind: Guinean Figure

Pyongyang, May 21 (KCNA) -- Banou Keita, director general of the Kim Il Sung Institute of Agricultural Science in Guinea and chairman of the Guinean Society for the Study of the Juche Farming Method who is on a visit to the DPRK, said in an interview with KCNA that President Kim Il Sung is the eternal sun of humankind. He said that visiting the International Friendship Exhibition he was struck with admiration at the great traits of Kim Il Sung and leader Kim Jong Il. Paying deep concern to the development of agriculture in African countries, the President indicated the concrete ways of development and the Kim Il Sung Institute of Agricultural Science was established in Guinea under his deep care, he said.
Noting that he was deeply moved to see the Korean people waging a vigorous struggle to build a great prosperous powerful nation, united close around Kim Jong Il, he went on to say:
Korea has wrought world-startling miracles and innovations thanks to the invincible might of the Songun politics pursued by Kim Jong Il and the strength of the Korean people single-mindedly united around him.
The revolutionary history of Kim Il Sung will shine long as the Korean people hold Kim Jong Il in high esteem as the great leader.

Over 1.7 Million People Help Farmers on May 19

Pyongyang, May 21 (KCNA) -- More than 1.7 million people including officials of ministries and national institutions, workers and office workers Thursday helped farmers in farming in response to the militant appeal of the Party to mobilize all labor forces in doing farm well this year. Upon hearing the joint New Year editorial, senior officials and officials of the State Planning Commission, the Ministry of Chemical Industry and the Ministry of Light Industry sent fertilizers, fuel oil, small farm implements and others to the countryside with their sincerity from the outset of the year. They are now out in helping and stepping up rice-transplantation as scheduled.
Aware that labour assistance is important to finish the rice-transplantation in time, officials of the Central Committee of the Kim Il Sung Socialist Youth League, the Ministry of Metal and Machine-Building Industries and the Ministry of Food Procurement and Administration went to farms from the beginning of the rice-transplantation to help farmers in harrowing, building the ridges of rice-field plots and plucking rice seedlings and encourage them. The rice-transplanting campaign is also helped by all provincial, city and county organizations.
In South Hwanghae and South Phyongan provinces, workers, office workers and housewives, more than twice at the same time last year, have turned out in helping the farmers in plucking rice seedlings, building waterway, weeding in maize fields and other farming work.
Those in Pyongyang and North Phyongan and North Hwanghae provinces also helped farmers in rice-transplantation.

Japanese Militarist Maniac's Reckless Remarks under Fire

Pyongyang, May 21 (KCNA) -- Nariaki, minister of Education, Culture, Sports, Science and Technology of Japan, recently visited a primary school in Tokyo where he told its pupils that they should always remember the fact that Tok Islet is "part of the Japanese territory" and that the new history textbooks screened and approved by the ministry are "balanced ones" and there is, therefore, "no ground for other countries to complain about them". In this regard Rodong Sinmun Saturday in a signed commentary denounces his remarks as a shameless act of tampering with history, a move to instill militarism into the rising generation and, at the same time, a blatant challenge to the Asians.
His outcries go to prove that he is a militarist fanatic as he is just like ultra-rightist elements of Japan keen on distorting history and realizing militarization and territorial expansion, the commentary says, and goes on:
Given the viewpoint and mental state of the boss of the ministry supervising the adoption of Japan's educational policy and looking after its implementation, it is no wonder that sound education is inconceivable in Japan and militarism is rampant at the educational institutions.
The future of a country hinges on what type of education is given to the younger generation and on their mental state. The Japanese reactionaries are working hard to whitewash and praise the crimes committed by the Japanese imperialists in the past and instill the militarist idea into the rising generation. This is aimed at instilling into the rising generation the ambition to dominate Asia and revanchism which the preceding generations failed to realize. But this is as foolish an act as driving Japan to self-destruction.
The Japanese reactionaries would be well advised to ponder over the future of Japan, stop tampering with its history and give up their ambition for territorial expansion.

Protection of Biodiversity in DPRK

Pyongyang, May 21 (KCNA) -- Various activities for the protection of biodiversity are being conducted in the Democratic People's Republic of Korea. A scientific and technological symposium on the protection of ecological and natural environment and the improvement of reserve management is being organized on the sidelines of the activities.
The symposium continues till August. It is divided into two sections, one for the protection of ecological and natural environment and the other for the improvement of reserve management and the protection of biodiversity.
The second section is discussing research achievements and experience gained in the establishment of reserves and their management system, valuation of actual biodiversity, the work for the protection and proliferation of animals which are rare, indigenous and at crisis and in the education and propaganda on the protection of ecological environment.
In an interview with KCNA on the occasion of the International Day of Biodiversity (May 22), Vice-chairman of the Central Committee of the Natural Conservation Union of the DPRK An Pyong So said that a campaign for the protection of biodiversity is conducted in the country every year amid the care of the state.
According to the decision of the DPRK Cabinet adopted in April Juche 92 (2003), reserves have been subdivided into several hundreds. Among them are natural parks, natural reserves, reserves for migratory birds, districts for protecting natural monuments and districts for preserving historical relics, he said, and went on:
In order to protect ecology, lots of trees are planted in the country during the tree-planting month and the periods of general mobilization for land management in the spring and autumn every year.
Many efforts have also been directed to the scientific research work for the proliferation of animals which are rare, indigenous and at crisis along with the activities of providing conditions for their protection and proliferation.
The state has set months for the protection of useful animals and marine resources and for the prevention of forest fire and aroused all people to action for this purpose.
It is strengthening education and propaganda for the protection of biodiversity and taking measures to increase exchange and cooperation with other countries in this field.

KCNA Blasts U.S. Nuclear War Scenario

Pyongyang, May 21 (KCNA) -- The U.S. has become all the more outspoken recently in its call for preempting a nuclear attack on the DPRK. The NBC said recently that last year Pentagon worked out a plan for preemptive air raids aimed to destroy the nuclear facilities in the DPRK.
The plan for intercepting missiles to be launched by the DPRK before getting the president's approval was reported to have been in the pipeline. Timed to coincide with this, outbursts that the three services of the U.S. forces have been braced for a preemptive nuclear attack operation are heard from among Pentagon brasshats.
All this indicates that the U.S. preparations for a preemptive nuclear attack have already gone beyond the danger line.
The U.S. has long pushed forward preemptive nuclear attack operation plans since they were drawn up on the sly.
As early as in 1974 the U.S. came up with "OPLAN 5027" calling for hurling aggression troops on its mainland into south Korea to join other American troops there and south Korean forces to preempt an attack on the DPRK in case of emergency. The plan has since undergone a biannual modification and supplement.
In 1991 the U.S. conducted mock A-bomb dropping exercises inside a U.S. military base. From Jan. to Jun. 1998 it had carried out mock nuclear warhead dropping exercises simulating an air delivery of 30 nuclear weapons from an air base in North Carolina to the sky above the DPRK.
In 2002 the U.S. reinforced the "OPLAN 5027" with a clause calling for preempting an attack on key military facilities in the DPRK without a consent of south Korea. Last March it staged madcap war exercises against the DPRK after introducing an aircraft carrier and an assault nuclear submarine. The preparations for a preemptive nuclear attack against the DPRK stepped up by Washington in the wake of its drafting of a series of nuclear war scenarios have pushed the situation on the Korean Peninsula close to a war.
The reality proves once again it is none other than the U.S. that has harassed peace and stability on the Korean Peninsula and it is the arch nuclear criminal that may bring a nuclear disaster to the region.
Even at this moment it is talking about a "peaceful solution" to the nuclear issue on the peninsula and the resumption of the six-party talks.
Yet, it has stepped up the preparations for a nuclear war to stifle the DPRK by force behind the scene.
The lip-service paid by the U.S. to the "diplomatic settlement of the nuclear issue" while contemplating mounting a preemptive attack on the DPRK any moment under the pretext of a "missile threat" and so on is nothing but a mockery and insult to the international community.
Should the U.S. truly stand for peace on the Korean Peninsula and peaceful solution to the nuclear issue, it should renounce its hostile policy toward the DPRK and cancel its nuclear war scenarios targeting the DPRK.
