Spokesman for DPRK Foreign Ministry Assails Rice's Reckless Remarks

    Pyongyang, April 25 (KCNA) -- A spokesman for the DPRK Foreign Ministry answered a question put by KCNA Monday as regards the fact that the United States threatened the DPRK again over the nuclear issue. On April 21, U.S. State Secretary Rice in an interview with the U.S. FOX TV let loose the threatening remarks against the DPRK that the U.S. would go to the UN Security Council and it would not wait with folded arms for the north Koreans to return to the six-way talks.
    The spokesman said:
    As we have already declared time and again, it is our consistent ultimate goal to denuclearize the Korean Peninsula and there is no change in our principled stand to attain it through negotiation.
    What matters is that there are still no conditions and justification for the DPRK to participate in the six-way talks.
    If the United States is really interested in the resumption of the six-way talks, it should provide the DPRK with conditions and justification to return to the talks. The U.S. may know too well what conditions and justification it means.
    Nevertheless, far from showing elementary respect and sincerity to the dialogue partner, it is seriously getting on the nerves of the DPRK, making official figures of its administration blare that the U.S. will dash north Korea's ambitious nuclear program under the eyes of the international community and it has the right and possibility to bring the issue to the UNSC.
    The Bush administration's behaviour is nothing but coercion. It is not interested at all in providing the DPRK with the justification to participate in the talks, which it had deprived of the latter, but intends to bring the issue to the UNSC in a bid to resolve it through sanctions if the latter disobeys.
    Those countries participating in the six-way talks are disillusioned with such insincere and irresponsible actions. For the resumption of the six-way talks, the U.S. should withdraw its remarks about "an outpost of tyranny" at an early date. It is no more than a robber-like demand for the U.S. to unilaterally urge the DPRK to trust the empty word "sovereign state" uttered by the U.S. without retracting the above remarks and come to the talks.
    We can never return to the talks nor can we have any form of dealing with the U.S. unless the ill fame of an "outpost of tyranny" is shaken off.
    The U.S. is threatening that it will refer the nuclear issue to the UNSC, strengthen the PSI and take sanctions against the DPRK. But, these are nothing new to the DPRK. The stand of the DPRK is that the U.S. may bring the nuclear issue to the UNSC, if it wants that so much.
    But, we make one thing clear: The DPRK will regard the sanctions as a declaration of war.
    We are fully ready to cope with everything in a do-or-die spirit and have already prepared all countermeasures against the sanctions.
    We have built the nuclear deterrent force with so much effort despite enormous difficulties in order to effectively cope with the arrogant, outrageous and brigandish method of the U.S.
    Therefore, we remain undeterred by reckless remarks of Rice.
    We know what we should do at the decisive moment and will react to the hardline action of the U.S. with the toughest action.


Korean Book and Photo Exhibition in Russia

    Moscow, April 23 (KCNA) -- A Korean book and photo exhibition opened at the Central Museum of the Russian Armed Forces on April 22 to mark the 73rd anniversary of the heroic Korean People's Army. On display at the exhibition were photos showing the exploits of leader Kim Jong Il in his Songun leadership, his works and pictures introducing the might of the KPA and Korean books.
    Curator of the museum Alexander Nikonov said in a speech that under the Songun politics of Supreme Commander Kim Jong Il, the iron-willed brilliant commander, the army in Korea now has grown into an invincible army that can defeat any formidable aggressor at one blow and the whole country has been consolidated into an impregnable fortress.
    The exhibition will be a good occasion giving Russians a good knowledge of the exploits performed by Kim Jong Il in leading the army and the matchless appearance of the KPA, he stressed.
    The participants looked round books and photos on display.


KPA Anniversary Observed

    Pyongyang, April 25 (KCNA) -- The 73rd anniversary of the heroic Korean People's Army was marked in Romania, the Czech Republic and Nigeria. The chairman of the Supreme Council of the Socialist Party of Romania said in a speech at a meeting that President Kim Il Sung founded the revolutionary armed forces, a genuine people's army, achieved the liberation of the country and led the Fatherland Liberation War to victory, thus humbling the pride of the U.S. imperialists who boasted of being "the strongest" in the world.
    He said that the KPA has been prepared in politico-ideological and military technical aspects under the wise leadership of Supreme Commander Kim Jong Il.
    The chairman of the Czech Group for the Study and Embodiment of the Juche Idea said at a round-table talk that the KPA serves as the defender of socialism and peace and as the main force of the revolution and creator of happiness which dynamically pushes forward socialist construction as a whole.
    After seeing a Korean film, the vice-director of the Intelligence Bureau of the Nigerian Army said that the KPA is the invincible army. He pointed out that the DPRK is standing firm against the U.S. thanks to the parental love of Kim Jong Il for soldiers and the lofty spirit and fighting trait of all the servicepersons believing and following their leader as in Heaven and ready to devote their lives for him without hesitation and its powerful military capacity.
    A congratulatory message to Kim Jong Il was adopted at a meeting held in Romania.


Spanish King Hopes for Improved Relations with DPRK

    Pyongyang, April 25 (KCNA) -- Spain hopes for developing the economic and cultural relations with the DPRK. Spanish King Juan Carlos I said this when receiving credentials from DPRK Ambassador Choe Thaek San on April 20.
    Expressing the belief that inter-Korean relations would develop on good terms and lead to reunification, he wished the Korean people peace and prosperity.


Jordanian Organizations Denounce Remarks of Rice

    Pyongyang, April 25 (KCNA) -- Representatives of Jordanian organizations issued a joint statement on April 2 as regards the remarks of U.S. Secretary of State Rice threatening the DPRK. The organizations were the Arab Council for the Study of Kim Jong Il's Idea and Independence, the Kim Jong Il Club of Pyongyang Radio Listeners and Friends, the Arab Committee for Solidarity with the Korean People and Support to Korea's Reunification, the Arab Christians' Committee for Peace, the Arab Solidarity Committee for Supporting the Struggle of the Anti-Imperialist National Democratic Front and the south Korean People and the Union of Journalists and Writers.
    Recalling that Rice recently threatened the DPRK with a blare about "other option", the statement branded it as an aggressive and intentional remark violating human rights and international laws.
    Her phraseology of "countermeasure" against the DPRK suggested a sinister intention to get a political and military "concession" from the Korean people united in one mind around leader Kim Jong Il, weaken the DPRK's self-defensive military capabilities and pressurize it to come out to the six-party talks, the statement said, and went on:
    She forgot that the six-party talks should be held in such relationship as ensuring complete equality among dialogue partners, not in subordinate relationship as desired by the United States which is behaving as a "political power".
    We are sure that her reckless remarks will be sternly judged by history and the Korean people will certainly emerge victorious with the support of the world people.


Japanese Prime Minister Urged to Improve DPRK-Japan Relations

    Tokyo, April 23 (KNS-KCNA) -- Representatives of the Japan Committee for Supporting the Independent and Peaceful Reunification of Korea including Chairman Motofumi Makieda presented to the Cabinet Office a written request to the Japanese prime minister on April 22, demanding the improvement of DPRK-Japan relations. Presenting the request, the chairman said that in order to resolve the pending questions between the two countries Japan should not put economic sanctions against the DPRK but start negotiation for normalizing diplomatic ties at once and improve relations at an early date.


Meetings Held to Celebrate KPA Founding Anniversary

    Pyongyang, April 25 (KCNA) -- Meetings celebrating the 73rd anniversary of the heroic Korean People's Army were held at the KPA units of the three services. The reporters there noted that President Kim Il Sung who embarked on the road of revolution in his early years was the first in history to put forward the idea and line of attaching primary importance to arms and military affairs; By founding a genuine revolutionary army, he defeated two formidable imperialisms in one generation and built a powerful socialist country of independence, self-reliance and self-defense on this land.
    They noted that the Korean revolutionary armed forces which won one victory after another under the wise leadership of the President have stepped onto a new higher stage in their development, emerging ever-victorious each year of the revolution under the care of leader Kim Jong Il, the illustrious commander of Mt. Paektu. They reviewed the history of his Songun revolutionary leadership for decades.

Demonstration and Rally of S. Korean Students

    Pyongyang, April 25 (KCNA) -- Youth and students of south Korea reportedly made a demonstration march in Seoul on April 16 to carry forward the April 19 spirit and achieve national independence against foreign forces on the occasion of the 45th anniversary of the April 19 Popular Uprising. Jon Sang Bong, chairman of the south Korean Council of Youth Organizations, and Song Hyon Sok, chairman of the Seoul Council of Youth Organizations, said in their speeches that the popular uprising was an expression of resistance against the colonial rule of the United States seeking to keep Korea divided into the south and the north forever and the tyrannical politics of the Syngman Rhee dictatorial regime. It was also a nationwide anti-U.S., anti-fascist resistance to build an independent and democratic new society.
    Stating that the present anti-U.S., anti-Japanese campaign and the drive for reunification are the way of carrying forward the April 19 spirit, they stressed that now is the time for all the people to unite as one to stand against the U.S.-Japanese supremacy threatening the peace and security of the nation.
    The demonstrators, divided into the "ranks of national cooperation", the "anti-U.S. ranks" and the "anti-Japanese ranks," marched along streets, distributing copies of literature among citizens and held a rally for carrying forward the April 19 spirit against the United States and Japan at Tapgol Park.
    Yu Pyong Mun, spokesman for the south Korean Federation of University Student Councils, in a written resolution read out at the rally, called upon the youth and students to take the lead in the anti-U.S., anti-Japanese struggle in the spirit of the martyrs of the April 19 Popular Uprising.


Papers Observe KPA Founding Anniversary

    Pyongyang, April 25 (KCNA) -- Papers here Monday dedicate editorials to the 73rd birthday of the heroic Korean People's Army. The editorials call for uniting close around the headquarters of revolution led by Supreme Commander Kim Jong Il and fighting more staunchly for a victory in the confrontation with the U.S. and the building of a great prosperous powerful nation with the might of Songun.
    Noting that the founding of the Korean People's Revolutionary Army on April 25, Juche 21 (1932) was a historic event of fundamental significance in building revolutionary armed forces and shaping the destiny of the country and the nation in the era of independence, the editorials say the strong roots of the revolutionary cause of Juche, the independent life of the Korean people and the bright future of the prosperous country lie in the founding and development of the revolutionary armed forces.
    Rodong Sinmun in its editorial says:
    The revolutionary history of President Kim Il Sung was a glorious history in which he founded the army first and led the revolution and construction to victory in reliance upon the matchless military forces. It is a brilliant fruition of the President's line of attaching primary importance to military affairs that the revolutionary armed forces of the DPRK could work military miracles which will shine through centuries by defeating two formidable imperialist enemies, the U.S. and Japan, and display its pride as a powerful mainstay defending the Workers' Party of Korea, the state, the ideology and system of the DPRK on the forefront of the bloody class struggle and socialist construction.
    The history of the President's leadership over the army building has been steadfastly carried forward by Kim Jong Il. The Songun revolutionary leadership of Kim Jong Il is an experienced and tested leadership whereby he leads all the work of the political, economic, ideological and cultural fields on the basis of firmly maintaining the principle of giving priority to the military affairs under any difficult and complicated situation.
    And it is an ever-victorious leadership to successfully solve all the problems arising in defending the country and building socialism in reliance upon the political and military power of the KPA.
    The KPA, resembling Kim Jong Il possessed of gifted military intelligence and wisdom and unrivaled grit and pluck, is fighting dauntlessly with a tight grip on the arms of justice and patriotism which are merciless to the enemies who dare encroach upon the dignity of the socialist country.
    The faith of the KPA in socialism is and will be unshakable. The socialist system of the DPRK will be further fortified as an impregnable fortress as there are the KPA, which has grown to be a-match-for-a hundred armed forces through all hardships and tribulations in the centuries-long confrontation with the enemies, and the powerful defense industry.
    The Songun leadership of Kim Jong Il is the lifeline of the socialism of Korean style. The greatest mission of the KPA is to devotedly defend the headquarters of revolution. The KPA will never pardon aggressors who dare provoke the sovereignty of the nation and the socialist system, the cradle of the worthy life of the Korean people.

Resigning of S. Korea-Japan "Agreement" Urged in S. Korea

    Pyongyang, April 25 (KCNA) -- Twenty-eight lawmakers from ruling and opposition parties in south Korea on April 21 presented to the National Assembly a draft resolution demanding that the south Korean-Japan "agreement" of 1965 be resigned, according to south Korean KBS. Decrying the "agreement" as an offspring of typical humiliating diplomacy defending the Japanese imperialists' colonial rule over Korea in the past, they in the resolution urged an immediate opening to the public of all the documents related to it.
    They demanded that Japan reflect on and apologize for its invasion and colonial occupation of the Korean Peninsula and that the Japanese government transfer to the south Korean government materials concerning human rights violation such as the issue of "comfort women" for the imperial Japanese army which it has so far concealed.


Floral Baskets Laid before Statues of Kim Il Sung

    Pyongyang, April 25 (KCNA) -- Floral baskets were laid before the statues of President Kim Il Sung by servicepersons of the Korean People's Army and the people from all walks of life on the occasion of the 73rd anniversary of the heroic KPA. His statue on Mansu Hill was visited by servicepersons of the KPA, people of all strata, school youth and children.
    Standing before the statue was a floral basket sent by Supreme Commander of the KPA Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission.
    Amidst the playing of the floral basket-laying music, floral baskets, together with bouquets and flowers were placed before his statue in the name of the Party, military and power bodies, social organizations, ministries, national institutions, KPA units, organizations of science, education, culture and art, public health and the press, factories, enterprises, farms and schools.
    Meanwhile, floral baskets were laid before his statues at Kim Il Sung Military University, Kim Il Sung Political University, Kim Il Sung University, the Ministry of People's Security, the Pyongyang Schoolchildren's Palace and other units in Pyongyang. Wreaths Laid at Martyrs Cemeteries

    Pyongyang, April 25 (KCNA) -- Wreaths were laid at the Revolutionary Martyrs Cemetery on Mt. Taesong and the Patriotic Martyrs Cemetery on April 25 on the occasion of the 73rd anniversary of the heroic Korean People's Army. Seen in the wreath-laying stands were wreaths sent by Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the DPRK National Defence Commission and supreme commander of the KPA.
    Present at the wreath-laying ceremony held at the revolutionary martyrs cemetery were Pak Pong Ju, Kim Chol Man, Kim Kuk Thae, Jong Ha Chol, Choe Yong Rim and others.
    Amid the playing of the wreath-laying music, wreaths were laid in the name of the Central Committee of the WPK, the Presidium of the DPRK Supreme People's Assembly and the DPRK Cabinet.

    Pyongyang, April 25 (KCNA) -- Floral baskets was laid before the Monument to Victorious Fatherland Liberation War on Monday on the occasion of the 73rd birthday of the heroic Korean People's Army. Amid the playing of the floral basket-laying music a floral basket was laid before the statue "Victory", basic theme of the monument, in the joint name of the Central Committee of the Workers' Party of Korea and the Central Military Commission of the WPK.

Kim Jong Il inspecciona subunidad de Unidad No.4313 del EPC

    Pyongyang, 25 de abril (ATCC) -- El Comandante Supremo Kim Jong Il, Secretario General del Partido del Trabajo de Corea y Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea, inspecciono una subunidad adscrita a la Unidad No. 4313 del Ejercito Popular de Corea. En el puesto avanzado de vigilancia se entero de los objetos topograficos y del estado de ubicacion de fuerzas en la zona de defensa y se informo de la situacion por el parte que le rindio el jefe de la subunidad.
    Se mostro muy satisfecho de que los militares de la subunidad, con infinita fidelidad al partido y la revolucion, fervoroso patriotismo y gran enemistad a los enemigos, convirtieron toda la zona de defensa en un baluarte inexpugnable y cumplen con su mision de guardia manteniendose alertos y preparados.
    El Comandante Supremo presento las tareas programaticas a ser asumidas por la subunidad para consolidar su combatividad y fortificar toda la zona de defensa como una muralla de acero.
    Llego al descansadero al aire libre donde miro como intercambiaban los militares sus opiniones sobre libros leidos y enfatizo que todos los militares deben leer muchas novelas revolucionarias para formarse constantemente tomando por ejemplo el sublime mundo espiritual de los protagonistas de estas novelas.
    Al ver los dibujos del soldado Hwang Chol Jin exhibidos en la sala de educacion, los evaluo de excelentes por haber reflejado vividamente la vida de los militares.
    Dijo que el metodo de labor politica y la cultura de militares creados por el EPC reflejan bien el espiritu de la epoca, el optimismo combativo y el rico sentimiento estetico y asevero que esto sirve de prototipo de la cultura de vida socialista de la nueva epoca que deben aprender todos los funcionarios y trabajadores.
    El Comandante Supremo se encontro con Choe Sung Jae, Ro Myong Jin y otros soldados que quedan fieles al servicio militar y les estimulo cordialmente destacando la fidelidad de ellos.
    Acto seguido, recorrio el dormitorio, el comedor, la cocina, el deposito de alimentos subsidiarios, el bano, la barberia y otros lugares para enterarse en detalles de la vida de los militares y dijo que todos los comandantes deben ofrecerles mejores condiciones de vida a los soldados.
    El Comandante Supremo regalo a los militares de la subunidad binoculos y fusil automatico y se fotografio junto a ellos.
    Le acompano Ri Yong Chol, miembro de la Comision Militar Central y primer subjefe de departamento del CC del PTC.


Cestos de flores ante estatuas de bronce de Kim Il Sung

    Pyongyang, 25 de abril (ATCC) -- En ocasion del 73 aniversario de la fundacion del heroico Ejercito Popular de Corea, los oficiales y soldados del EPC y otros habitantes de distintos sectores depositaron cestos de flores ante las estatuas de bronce del Presidente Kim Il Sung. Los oficiales y soldados del EPC, habitantes de distintos estratos, jovenes y ninos escolares en esta capital visitaron la estatua de bronce del Presidente en la colina Mansu. Ante la estatua estaba colocado un cesto de flores enviado por el Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del EPC.
    Mientras se interpretaba la cancion de la ocasion, fueron depositados los cestos, ramos y ramitas de flores a nombre de los organos del partido, las fuerzas armadas y el Poder, entidades sociales, ministerios, organos centrales, unidades del EPC, instituciones de ciencia, educacion, cultura, arte, salud publica, prensa e informacion, fabricas, empresas, granjas y escuelas.
    Tambien se depositaron cestos de flores ante las estatuas de bronce del Presidente en la Academia Militar General, el Instituto Superior Politico y la Universidad, que llevan el nombre del Presidente, el Ministerio de Seguridad del Pueblo, el Palacio de Ninos y Escolares de Pyongyang y otras unidades de la capital.
    Lo hicieron los oficiales y soldados del EPC, trabajadores, jovenes y ninos escolares de todo el pais ante las estatuas de bronce del Presidente erguidas en sus respectivas localidades.


MINREX critica nueva amenaza de EE.UU. con problema nuclear

    Pyongyang, 25 de abril (ATCC) -- A la pregunta de un reportero de la Agencia Telegrafica Central de Corea con respecto a que EE.UU. volvio a amenazar a la Republica Popular Democratica de Corea con el problema nuclear, el portavoz del Ministerio de Relaciones Exteriores de la RPDC dio el dia 25 la siguiente respuesta: En sus declaraciones del dia 21 a la cadena FOX TV, la secretaria de Estado norteamericana Rice pronuncio palabras intimidantes como "iremos al Consejo de Seguridad de la ONU" -en clara alusion al sometimiento del problema nuclear con la RPDC a la consideracion de esta entidad- y "no esperaremos con brazos cruzados hasta que los norcoreanos vuelvan a la mesa de las conversaciones a 6 bandas".
    Como hemos reiterado en varias ocasiones, la desnuclearizacion de la Peninsula Coreana es la invariable meta final de la RPDC y es inmutable la posicion de principios de esta de realizarla por via negociada.
    Es problematico el que no se han preparado las condiciones y la justificacion para participar en la cita a seis bandas.
    Si es verdad que EE.UU. esta tan interesado en la reanudacion de las conversaciones seis-partitas, que prepare simplemente las condiciones y la justificacion que nos permitan retornar a esta cita.
    EE.UU. sabe de sobra cuales son esas condiciones y justificacion.
    Sin embargo, en vez de dar muestras del respeto y voluntad -algo elemental- a su contraparte del dialogo, este pais nos irrita seriamente al procurar por conducto de los funcionarios oficiales de su ejecutivo que "eliminaria el ambicioso plan nuclear del Norte de Corea ante la faz de la comunidad internacional" y "tiene derecho y posibilidad de llevar este problema al Consejo de Seguridad de la ONU".
    Este pronunciamiento de la administracion Bush demuestra que los norteamericanos no tienen ningun interes en prepararle a la RPDC la justificacion -deshecha con sus propias manos-, con la que esta pueda retornar a la cita a 6 bandas. Y es un chantaje de EE.UU. a la RPDC consistente en que si esta no le hace caso a aquel, solucionaria el problema con la sancion que eventualmente se adoptara en el Consejo de Seguridad.
    En la actualidad, paises miembros de las citadas conversaciones sienten la desilusion por tal comportamiento insincero e irresponsable de EE.UU.
    En aras de las citadas conversaciones, EE.UU. debe revocar cuanto antes la frase de la "vanguardia de la tirania", con la que califico a la RPDC.
    No pasa de ser una demanda leonina exigir a la RPDC que retorne unilateralmente al dialogo seducida por esa palabra insustancial de "Estado soberano".
    No podemos acudir a la mesa de conversaciones con el sucio calificativo "vanguardia de tirania" que nos dio EE.UU. ni tener contactos con EE.UU. de ninguna manera.
    EE.UU. habla ruidosamente del sometimiento del problema nuclear a la consideracion del Consejo de Seguridad de la ONU, el fortalecimiento de la Iniciativa de Seguridad contra la Proliferacion (PSI) y la aplicacion de sancion, frases que no escuchamos por primera vez.
    Hagalo si EE.UU. tiene muchas ganas de someterlo a la consideracion del Consejo de Seguridad de la ONU.
    Pero, dejamos en claro que consideraremos la sancion como la declaracion de guerra. Estamos preparados en lo que sea necesario para hacer frente a cualesquier contingencias con la voluntad de vida o muerte y tenemos proyectadas contramedidas frente a la sancion.
