Functions Held in Mexico, Congo and Equatorial Guinea

    Pyongyang, March 27 (KCNA) -- A seminar and lecture meeting were held by the Mexican Committee for the Study of Kimilsungism and the Congolese Group for the Study of the Juche Philosophy at Marien Nguabi University on March 18 and 19 on the occasion of the Day of the Sun. Chairman of the committee Ramon Jimenez Ropez said at the seminar titled "President Kim Il Sung and man-centered world outlook indicated by the Juche idea" that the idea founded by him is the great idea guiding the era of independence as it most clearly illumines the way of human emancipation. The originality of the idea lies in that it elucidated the intrinsic nature of man and a new viewpoint and stand toward the world with man placed in the centre, he added.
    Marcel Malaba, chairman of the group, in the lecture explained contents of each chapter of a book "The Sun Will Shine Forever" written by him and highly praised the greatness of Kim Il Sung and the immortal exploits performed by him.
    A week of DPRK film and photo exhibition was opened with due ceremony at Marphil Cinema House in Malabo City, Equatorial Guinea on March 19.
    At the ceremony public figures and other participants watched the DPRK film "The great leader Comrade Kim Il Sung Meets Heads of State and Prominent Figures of Different Countries" and looked round photographs displayed under the title of "The Gigantic Footprints for Songun Leadership."


Entry of U.S. Nuclear Submarine into S. Korean Port Disclosed

    Pyongyang, March 27 (KCNA) -- It was disclosed that the U.S. nuclear submarine "Los Angeles" entered into Jinhae Port, South Kyongsang Province, south Korea on March 16, according to south Korean KBS. The south Korean Green Federation held a press conference in Anguk-dong, Seoul on March 23 at which it disclosed the U.S. nuclear submarine entered into the naval base of the south Korean forces in Jinhae and presented information and photos proving the fact.
    When this was opened to the public, the south Korea-U.S. combined forces command which had been keeping it secret admitted the fact, saying that its entry was aimed to supply fuel, military materiel and others to U.S. forces.
    The U.S. imperialist bellicose forces are staging dangerous war exercises for a preemptive nuclear attack on the DPRK by massively bringing latest strike forces, a carrier flotilla and even a nuclear submarine into south Korea in a bid to push the situation on the Korean Peninsula to an extreme pitch of tension.


Preparatory Committee Inaugurated in Russia

    Pyongyang, March 27 (KCNA) -- The "Preparatory Committee for Commemorating the Birth Anniversary of the Great Leader of the Korean People Generalissimo Kim Il Sung, the Day of the Sun" was inaugurated with due ceremony in Moscow on March 23 under the sponsorship of the Russian Association for Friendship and Cultural Cooperation with the DPRK. Chairman of the association Vladimir Tolstikov was elected chairman of the preparatory committee and leaders of different parties and figures of academic and business circles members of the preparatory committee.
    The preparatory committee in its statement said that the immortal feats performed by Kim Il Sung lie in that he ushered in the era of historical rebirth of Korea, the era of gigantic creation and great change.
    The statement noted that under his leadership the Korean people performed such great revolutionary exploits as building a comprehensively developed powerful socialist state which has reliable defence forces and where they lead a happy life.
    Noting that he provided the Soviet Union-DPRK friendship, the statement said that the Korean people have successfully implemented his last instructions under the leadership of Kim Jong Il.
    According to the statement, the committee will hold grand functions including a meeting to commemorate the Day of the Sun.


Reckless Remarks of U.S. State Secretary under Fire

    Pyongyang, March 27 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification issued a statement on March 20 denouncing the reckless remarks of U.S. State Secretary Rice. The statement said: She did not bother to make absurd remarks terming the north an "outpost of tyranny." She blustered that there is no change in the U.S. hostile policy towards the DPRK during her visit to south Korea. We can not repress the surging indignation at these outbursts as they are an unbearable insult to the Korean nation.
    Unless the U.S. rolls back its hostile policy towards the north it would be impossible to achieve the peace in this land, the statement pointed out, warning that Rice, a war servant, should properly behave, clearly understanding the resentment of the Koreans.


Entry of U.S. Nuclear Submarine into S. Korea Denounced

    Pyongyang, March 27 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of the Fatherland in a statement Saturday said the disclosed fact that a U.S. nuclear submarine entered a base of the south Korean Navy clearly proves once again that there is no change in the U.S. sinister plan to stifle the DPRK by force of arms and it is being pushed ahead at the phase of its implementation. Some days ago, the "Green Federation," a south Korean civic organization, in a press conference disclosed with photos the fact that a U.S. nuclear submarine entered into the naval base in Jinhae of South Kyongsang Province.
    The DPRK has nuclear deterrent to cope with the constant nuclear threat of the U.S. and is left with no option but to bolster its nuclear arsenal, the statement noted, and went on:
    The U.S., turning blind eyes to its nukes for aggression, is pulling up the DPRK over its nuclear deterrent for self-defence and holding it chiefly responsible for the nuclear issue. This would convince no one as it is like a thief crying "Stop the thief!"
    The U.S. nuclear issue is the core of the nuclear issue on the Korean Peninsula. If the peninsula is to be denuclearized, the U.S. should abandon its ambition to invade the DPRK and withdraw its aggressor forces including nukes from south Korea.
    The statement called upon the south Korean people from all walks of life to turn out in the death-defying struggle against the U.S. in order to drive out the U.S. imperialist aggressor forces, the root cause of the nuclear war and a source of all the misfortune and pain.


Yang Hyong Sop Pays Courtesy Call on Namibian President

    Pyongyang, March 27 (KCNA) -- Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly of the DPRK, who is leading the DPRK delegation, paid a courtesy call on Namibian President Hifikepunye Pohamba on Mar. 23. The president extended heartfelt thanks to leader Kim Jong Il for having sent a high-ranking delegation to the celebrations of the 15th anniversary of the independence of Namibia and the inaugural ceremony of the new president.
    President Kim Il Sung and Kim Jong Il rendered positive support to the Namibian people in their efforts to achieve national independence, he said, adding that the Namibian government and people would always remember this.

Adherence to Principle of Impartiality in International Relations Called for

    Pyongyang, March 27 (KCNA) -- It is an important way of settling the abnormal situation in the international arena today and promoting socio-political and economic development in the new century to strictly adhere to the principle of impartiality in dealing with international problems. Rodong Sinmun Sunday says this in a signed article.
    If any country is allowed to act as it pleases in breach of common principle and norms and order of action established by the international community, it will disturb the international order and throw the world deep into a whirlpool of confusion, disorder, confrontation, contradiction and all sorts of disputes and wars, the article notes, and continues:
    What is important for observing the principle of impartiality in international relations is not to tolerate the high-handed and arbitrary practices.
    One of the basic requirements for ensuring impartiality in dealing with and settling international problems is to reject any interference in one's internal affairs.
    This is a key link in the chain of the efforts to develop the relations among countries on the basis of the principle of equality and independence, defend their sovereignty, achieve independent development and establish new fair international relations.
    The people of all the countries that value sovereignty should wage a dynamic struggle against the imperialists' interference in their internal affairs and further democratize the international community through this struggle.
    Only when all the countries remain true to the international justice and the principle of equality is it possible to provide an environment for settling all the international issues on the principle of impartiality and can the people live in a free and peaceful world free from the old and unequal international order of domination and subjugation. U.S. Increased Threat of Nuclear War Assailed

    Pyongyang, March 27 (KCNA) -- The United States recently brought attack nuclear-powered submarine Los Angeles to the Jinhae naval base in south Korea. A signed commentary of Minju Joson carried in this regard Sunday dismisses the U.S. as an arch criminal harassing peace on the Korean Peninsula and sparking off a nuclear crisis there. What merits attention is that the south Korea-U.S. Combined Forces Command clarified that the submarine entered the base to participate in the RSOI and Foal Eagle joint military exercises that had been staged by south Korea and the U.S. shortly ago, the commentary observes, and goes on:
    This is a clear proof that the recent joint military exercises were adventurous war exercises to mount a preemptive attack on the DPRK. The U.S. seeks to mount a surprise attack on the DPRK with the help of a nuclear submarine, pursuant to the new military doctrine which calls for a preemptive attack from sea and air.
    The present reality proves once again that the DPRK was quite right when it decided to have an access to nuclear weapons to preserve peace on its peninsula in face of the U.S. ever-mounting threat of a nuclear war against the DPRK.


Dynamic Work under Way in DPRK to Combat Bird Flu

    Pyongyang, March 27 (KCNA) -- A dynamic work is now under way in different parts of the country to combat bird flu that plagues the world. The State Emergency Veterinary and Anti-Epizootic Committee has been organized to supervise the campaign.
    According to members of the committee, bird flu has recently broken out at a few chicken farms including the Hadang Chicken Farm.
    Upon its outbreak on those farms the committee lost no time to take emergency measures and meticulously organized veterinary and anti-epizootic work to prevent its spread to other poultry farms.
    Hundreds of thousands of infected chickens have been burned before their burial at the relevant chicken farms and officials, scientists and technicians of the institutions that specialize in the poultry industry are busy with researches to eradicate bird flu virus.
    No one is reported to have been infected with this bird flu from among breeders of those farms.
    Officials of the Ministry of Agriculture and the Ministry of Public Health and in other relevant fields have already set up mechanisms to prevent the spread of bird flu and are mobilizing broad masses for this campaign.


Premier Pak Pong Ju Returns Home

    Pyongyang, March 27 (KCNA) -- Pak Pong Ju, premier of the DPRK Cabinet, returned home by a special plane Sunday after winding up his six day-long official goodwill visit to the People's Republic of China at the invitation of Premier of the State Council of the PRC Wen Jiabao.
    Returning together with him were Vice-premier of the Cabinet Ro Tu Chol, Chairman of the State Planning Commission Kim Kwang Rin, Minister of Foreign Trade Rim Kyong Man, Vice-minister of Foreign Affairs Kim Hyong Jun, Vice-minister of Agriculture Kim Hyok Jin, Vice-minister of Chemical Industry Han Sung Jun and other suite members.
    They were greeted at the airport by Vice-premier of the Cabinet Kwak Pom Gi, Minister of Public Health Kim Su Hak who is chairman of the Central Committee of the DPRK-China Friendship Association, Chief Cabinet Secretary Kim Yong Ho, Vice-minister of Foreign Affairs Kung Sok Ung, Vice-minister of Foreign Trade Kim Yong Jae and officials concerned.
    Chinese Charge d'affaires a.i. Guan Huabing here was on hand at the airport.
    Pak Pong Ju and his party left Shenyang after visiting the Academy of Agricultural Science in Liaoning Province and other places that day.


DPRK Government's Steps Supported

    Pyongyang, March 26 (KCNA) -- We support the measures taken by the DPRK government to defend the sovereignty of the country and are of the view that these measures could avert the U.S. planned war of aggression against the DPRK. The Group of Youth for the Study of Kim Jong Il Juche Idea in Vienna, Austria, said this in a statement issued on March 17 in support of the memorandum of the DPRK Foreign Ministry dated March 2. The statement continued: The threat of the Bush administration against the DPRK is increasing day by day. It is none other than the U.S. that wantonly breaches international law.
    The statement strongly demanded the U.S. administration roll back its hostile policy toward the DPRK without delay, come out to the negotiating table without any preconditions and withdraw its troops and nuclear weapons from south Korea. Only when it does so, is it possible to realize the denuclearization of the Korean Peninsula, it added.


U.S.-S. Korea Military Exercises Denounced

    Pyongyang, March 26 (KCNA) -- The Paektusan Czech-Korean Friendship Association issued a statement on March 18 to denounce the United States and south Korea for their large-scale war exercises. The statement said that the war exercises can, in no case, go together with dialogue for the peaceful settlement of the nuclear issue of the Korean Peninsula. They would be a grave provocative act of spoiling the atmosphere of dialogue and threatening peace, it added.
    This reality clearly proves that the United States is, in fact, not interested even a bit in seeking a negotiated solution to the nuclear issue of the Korean Peninsula, the statement noted, urging the U.S. to stop the military exercises in south Korea if it truly wants detente, peace and dialogue on the Korean Peninsula.


Korean People's Efforts for National Reunification Supported

    Pyongyang, March 26 (KCNA) -- Cuautemoc Amezcua Dromundo, first secretary of the Central Committee of the Socialist Popular Party of Mexico, expressed invariable support and solidarity for the Workers' Party and people of Korea in their struggle to achieve national reunification from foreign interference when meeting So Jae Myong, DPRK ambassador to Mexico, who paid a courtesy call on him on March 18. He said his party rejoices as over its own over the successes made by the Korean people in socialist construction upholding the banner of the Juche idea under the wise leadership of General Secretary Kim Jong Il.


Japan's Settlement of Its Past Crimes Demanded

    Pyongyang, March 26 (KCNA) -- The DPRK will never forget the harshest policy of national discrimination and obliteration Japan enforced against the Koreans and all the moral, physical and material damage done to them by it, pursuant to the policy, and force it to dearly pay for them. A DPRK delegate said this during the debate on the "racial discrimination," agenda item 6 of the 61st session of the UN Commission on Human Rights held in Geneva on March 21.
    It is 60 years since the Japanese imperialists suffered a defeat in the Second World War, he noted, adding:
    Japan has, however, distorted, beautified and justified its blood-stained past history, far from admitting it.
    It is materially rich but the poorest in morality. It is known to be the most mean in admitting its legal responsibility for the crimes committed by it against humanity and making an apology and compensation for them, in particular. Moreover, it is the only irresponsible state as it is indifferent to the serious impact its idea of despising and hating other nations and ambition for territorial expansion will have on the regional peace and security.
    Such country seeks permanent membership of the UNSC, dreaming of becoming a political power.
    Japan should not forget the reason why it still remains registered as an "enemy state" in the UN Charter.
    If Japan calculates it can go without settling its past through bribery despite the fact that other defeated countries have fully liquidated their past and contributed to the world peace and the friendship between the peoples, it will never get rid of the position of a politically weak country and shirk off the ill-fame of an "enemy state," much less sitting on the UNSC.


Stop to Anti-North War Exercises Urged in S. Korea

    Pyongyang, March 26 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration on March 21 reportedly issued a statement titled "Stop at once south Korea-U.S. exercises aimed at invading the north" . The statement branded the south Korea-U.S. joint war exercises as a challenge to the Korean nation and the international community desirous of peace on the Korean Peninsula. The statement said:
    How can the north trust its dialogue partner if the U.S. pursues war exercises while giving lip-service to dialogue. No one can vouch that the war exercises targeted against the north that laid bare the true intention of the U.S. would not go over to a real war.
    If the U.S. truly wants dialogue, it should immediately stop such reckless war exercises against the north and quit south Korea at once, taking its troops of aggression and lethal equipment with it.


Japan's Moves to Dominate Asia Economically under Fire

    Pyongyang, March 26 (KCNA) -- Japan is intensifying its economic infiltration into Asian countries in a bid to establish an economic sphere under its control and realize its ambition to dominate the region, says Rodong Sinmun Saturday in a signed article. Japanese monopoly capitalists regard Asia as a principal target for their expansion overseas because it abounds in resources and it has a vast market and is of geographical importance, the article says, and goes on:
    They have employed such a cunning trick as granting "aid" to several Asian countries too weak to pay back their debts to Japan and writing them off in a bid to help them build up their purchasing power to a certain extent and then make it compulsory for them to buy Japanese goods. They, at the same time, seek to let them run into heavier debt in a bid to spark an evil cycle of debt redeeming and strangle their neck in the end. The bi-polar currency system of dollar and euro is in the making in the world. This has exposed yen to the danger of being marginalized in the international currency system.
    It is against this backdrop that the Japanese monopoly capitalists are keen to convert Asia into a yen-dominated economic sphere, while pursuing the internationalization of yen. The aim sought by them is to realize their ambition to dominate the region. That was why when the U.S. imperialists launched the Afghan and Iraqi wars the Japanese monopoly capitalists worked with bloodshot eyes to infiltrate into economies in Central Asia and the Mid-East as if they had been waiting for those chances to happen.
    It is imperative for the Asian countries to boost south-south cooperation and frustrate the Japanese monopoly capitalists' moves to establish economic domination over them.


Nuclear War Exercises Assailed

    Pyongyang, March 26 (KCNA) -- The United States staged large-scale war exercises, a combination of RSOI and Foal Eagle joint military drills, in south Korea from March 19 to 25, worsening the U.S.-DPRK relations and derailing the resumption of the six-way talks, says Rodong Sinmun today in a signed commentary. If the U.S. wanted a solution to the nuclear issue between the two countries through the talks, it should not have launched such war games getting on the DPRK's nerves under the tense situation, the commentary notes, and says:
    As already known, since its emergence the second-term Bush administration has listed the DPRK as an "outpost of tyranny" and made hostile statements toward it one after another, rendering the bilateral relations extremely strained. Not content with this, it conducted war games targeted against the DPRK recently by instigating the south Korean authorities.
    Launching the war games, the U.S. sought criminal aims to drive a wedge between the north and the south of Korea and check the improvement of their relations and chill the atmosphere of national reconciliation and reunification.
    All the facts go to clearly prove that the U.S. does not want either improvement of the relations with the DPRK and a solution to the nuclear issue or peace on the Korean Peninsula and inter-Korean reconciliation and reunification, but intends only to invade the DPRK by force of arms and realize its domination over the whole of Korea.


U.S. Reorganization of Its Troops in S. Korea Assailed

    Pyongyang, March 26 (KCNA) -- The U.S. imperialist aggression forces in south Korea are being reorganized into combat forces with a new mission. Commenting on this, Minju Joson Saturday says:
    The U.S. intention is to convert its troops in south Korea into a "task force" equipped with new ultra modern weapons and medium- and long-range offensive means, make a preemptive nuclear attack on the DPRK and dominate the whole of Korea.
    The second division of the U.S. army constitutes the main unit of the U.S. troops in south Korea, which is the first to be reorganized and relocated.
    Originally, the U.S. has planned to reorganize its troops in south Korea including the second division into combat forces with a new mission by 2007 and increase their capacity to fight a war according to the arms buildup plan of its forces in south Korea. But it hastened the conversion of the above-said ground division whose majority was infantry into a "task force" equipped with strong fire power and high maneuverability two years earlier than scheduled and its relocation into the place of strategic importance.
    This is a clear proof that the U.S. is giving spurs to its moves to prepare for a preemptive nuclear attack on the DPRK.
    The U.S. had better pull back its forces from south Korea at an early date, not recklessly resorting to the reorganization of its troops for increasing their capability to carry out a war.


Meeting of Korea-China Hydro-Power Company

    Pyongyang, March 26 (KCNA) -- A decision of the 56th meeting of the Board of Directors of Korea-China Hydro-Electric Power Company was signed in Pyongyang on Mar. 25. Present at the signing ceremony from the DPRK side were the members of the DPRK delegation headed by Director of the Board Sin Yong Song, vice-minister of Electricity and Coal Industries, and from the Chinese side were the members of the Chinese delegation led by acting Director of the Board Liu Chen, managing director of the North-East Power Grid Co., Ltd. of China, and Gu Jinsheng, economic and commercial counselor of the Chinese embassy here.


KCNA on Rice-Proposed Reunion

    Pyongyang, March 26 (KCNA) -- U.S. State Secretary Rice, addressing Congress, referred to the issue of the reunion of south Korean Americans with their divided families in north Korea and said that she would certainly examine the way of including the issue in the agenda items to be taken up for discussion at the negotiations with the north. Her remarks merit a serious attention as they were made at a time when the speaker of the south Korean National Assembly asserted that south Korea shares the view with the U.S. on the human rights issue in the north during his visit to America.
    The Rice-proposed reunion of south Korean Americans with their separated families in the north is nothing but a smoke screen and hypocrisy intended to cover up crimes.
    The Korean nation with a proud history spanning 5,000 years is a homogenous nation that has lived in harmony in one land from the time immemorial. There had not existed such words as "divided families" among Koreans as they had lived like a harmonious family.
    However, the division of the country and the war of aggression imposed upon the Korean nation by the U.S. in the last century forced great many Koreans to live separated from each other in different places and since then there appeared such words as "divided families" previously unknown in its history.
    The national division that has lasted for more than half a century and the U.S. consistent hostile policy toward the DPRK resulted in adding with each passing day to the misfortune and pain inflicted upon the separated families and relatives in the north and the south of Korea.
    The U.S. fabricated an evil law against humanity called the "North Korean Human Rights Act" and has since spent a huge amount of money to produce more separated families.
    It can not but be undeniable international terrorism and an intolerable human rights abuse for the U.S. to divide more families, not content with forcing Koreans to live separated from each other in the north and the south and abroad.
    The reality clearly proves that the U.S. is chiefly to blame for the existence of so many divided families as it divided Korea into two parts to establish its military supremacy and an arch criminal blocking their reunion by hook or by crook.
    Such being a hard fact, the U.S. dares talk about the reunion of divided families. This is an intolerable insult to the Korean nation desirous of the reunification of the country and a mockery and deception of human conscience.
    The above-said proposal much touted by the U.S. is just part of its reactionary "human rights offensive" against the DPRK and another move to topple it.
    Lurking behind these moves of the U.S. is its foolish attempt to include the issue of the reunion of divided families in its anti-DPRK offensive and escalate pressure upon it.
    The unbiased public opinion at home and abroad should clearly see through the false and deceptive nature of the U.S. criminal moves and heighten vigilance against them. If the U.S. is truly interested in solving humanitarian issues of the Korean nation, it should show it in practice, instead of just paying lip-service to it.
    The U.S. should withdraw from south Korea its forces that have imposed the tragedy of division upon the Korean nation and wantonly abused human rights of south Koreans for more than half a century and, at the same time, roll back its hostile policy toward the DPRK.
    It would be well advised to scrap the "North Korean Human Rights Act" and immediately stop the operation to abduct "north Korean defectors."

    Pyongyang, 26 de marzo (ATCC) -- Cuautemoc Amezcua Dromundo, primer secretario del Comite Central del Partido Popular Socialista de Mexico, al reunirse el dia 18 con So Jae Myong, embajador extraordinario y plenipotenciario de Corea en su pais, quien le hizo una visita de cortesia, expreso el invariable apoyo y la solidaridad con la lucha del Partido del Trabajo de Corea y del pueblo coreano por lograr la reunificacion del pais sin ingerencia extranjera. El primer secretario dijo que su partido se regocija como de los suyos de los exitos que el pueblo coreano, bajo la sabia direccion del Secretario General Kim Jong Il, ha logrado en la construccion del socialismo siguiendo a la bandera de la idea Juche.
