Japan Urged to Stop Distortion of History

Pyongyang, March 23 (KCNA) -- A spokesman for the Central Committee of the Educational and Cultural Workers' Trade Union of Korea issued a statement on March 22, branding the current moves of the Japanese reactionaries to distort history as a dastardly artifice to cover up Japan's crime-woven past and evade its settlement and an intolerable criminal act prompted by the heinous intention to hasten its militarization and gratify their wild design to stage a comeback to Korea. Noting that their maneuvers to make distorted history textbooks getting more undisguised are an intensive expression and extension of their militarist ambition and reinvasion scheme which have reached a dangerous stage, the statement goes on:
History does not change, even if anyone distorts it, nor is erased, even if anyone covers it up. The tighter the Japanese reactionaries cling to the moves to distort history, the clearer their aggressive ambition stands out.
However desperately they may try to distort history and cover up Japan's past crimes, they cannot conceal the past marred by crimes nor can they evade their obligation to redress it. Knowing this clearly, they should give up right away their reckless moves to make distorted history textbooks.

Beijing, March 22 (KCNA Correspondent) -- Premier of the State Council of China Wen Jiabao hosted a banquet at the Great Hall of the People Tuesday evening in honor of Premier of the DPRK Cabinet Pak Pong Ju. Present there on invitation together with Pak Pong Ju were Vice-Premier Ro Tu Chol, Chairman of the State Planning Commission Kim Kwang Rin, Minister of Foreign Trade Rim Kyong Man, DPRK Ambassador to China Choe Jin Su, Vice-Minister of Foreign Affairs Kim Hyong Jun, Vice-Minister of Agriculture Kim Hyok Jin, Vice-Minister of Chemical Industry Han Sung Jun and other suite members and staff members of the DPRK embassy in Beijing.

KCNA on Japan's Reckless Moves for Territorial Expansion

Pyongyang, March 23 (KCNA) -- The Japanese reactionaries are now running headlong, obsessed by their ambition to recover from Japan's past defeat, oblivious of a historical lesson. Japan is now locked in hot territorial disputes with China, Russia and other neighbouring countries. It is against this backdrop that demonstrations are being staged in downtown Tokyo almost everyday to demand the return of four islands in the northern region.
The Japanese reactionaries even included Tok Islet, part of the inviolable territory of Korea, in the category of "territorial disputes". This move to grab the islet betrays their unlimited territorial ambition.
Such reckless remarks as "Takeshima Day", issue of Takeshima stamps, inspection of the islet and exercises to mount surprise attack on the islet are heard from Japan. Timed to coincide with this, Japanese politicians do not bother to assert that Tok Islet belongs to Japan.
This row is accompanied with deliberate moves to tamper with history.
The Society for History Textbook Reform, an ultra-right organization of Japan, made a history textbook for middle schoolers for next year in which it seriously distorted Japan's past history before submitting it to the Ministry of Education, Culture, Sports, Science and Technology for its screening.
The textbook has a separate part titled "Japan Helped Korea in Its Modern History" and describes that Japan's colonization of Korea helped it in its modern history while deleting such matters dealing with damage done by Japan to Korea during the Imjin Patriotic War (1592-1598). A textbook for primary schoolers even carried a photo of Tok Islet and hyped the issue of Japan's gangster-like territorial claim to the islet, describing it as an issue for defence of Japan and an example of an infringement upon sovereignty under the sub-title "Takeshima (Tok Islet) over which Korea and Japan are standing in confrontation for its dominium."
Japan's insistence on the dominium over the islet and the distortion of its past history full of aggression and crimes against humanity clearly prove that it is now watching for a chance to stage a comeback to the Korean Peninsula after singling it out as the first target in realizing its ambition for overseas expansion.
The Japanese militarist forces long for the bygone days when they had many colonies. That is why they are now working desperately to put Korea under their control again at any cost.
The moves to grab Tok Islet reflect their ambition.
Japan raised such an impudent territorial claim to Tok Islet in the wake of its criminal distortion of the history of illegal and brigandish occupation of Korea and colonial rule over it and persistent refusal to redeem its past. These are premeditated moves to realize its ambition to reinvade Korea.
The Japanese reactionaries seek to pave a way for their reinvasion of Korea by grabbing the islet.
Tok Islet is part of the inalienable territory of Korea from the historical and geographical point of view and in the light of international law.
By nature, the issue of dominium over it is not an issue to be dealt with between Korea and Japan.
For Japan to talk about its dominium over the islet is a wanton violation of the territorial sovereignty of the Korean nation and a grave provocation against it.
The DPRK will strongly react to the Japanese reactionaries' moves to grab Tok Islet, considering it as an outright challenge to the sovereignty of the Korean nation and a modern version of territorial aggression.

All Koreans Urged to Remain True to Idea of "By Our Nation Itself"

Pyongyang, March 23 (KCNA) -- The idea of "By our nation itself" is a source of vitality of the three forms of cooperation for national independence, peace against war and reunification and patriotism. Rodong Sinmun Wednesday says this in a signed article. It goes on:
The three forms of cooperation are the down-the-line cooperation among Koreans as they call for resolutely rejecting the cooperation with the aggressive and anti-reunification outsiders and striving to achieve independence, peace and reunification by the concerted efforts of our nation.
The idea "By our national itself" serves as an engine accelerating the three forms of cooperation and victoriously steering the present era of independent reunification as it reflects the desire of the times and the nation for national independence, peace against war and reunification and patriotism and law-governed requirements for developing the history of the nation.
It also serves as a powerful weapon in the struggle of the Korean nation to give momentum to the nationwide movement for national independence, peace against war and for reunification and patriotism this year.
Unless the U.S. reckless moves for confrontation against reunification and its followers' anti-national cooperation with it are smashed, it is impossible to achieve the development of north-south relations and the reunification of the country and protect the vital rights of the nation. It is the primary task for the Korean nation to hold aloft the banner of the three forms of cooperation in the struggle to frustrate the vicious aggressive moves of the U.S. imperialists against Korea and cooperation with the U.S. Whether the three forms of cooperation are successfully realized nationwide this year or not depends on how the Korean nation implements the idea of "By our nation itself" enshrined in the June 15 joint declaration.
Only when all the Koreans take joint actions under the uplifted slogan of "By our nation itself," can they shatter the U.S. ill-famed theory of "outpost of tyranny" and its moves for a nuclear war.

Reorganization of U.S. Forces Assailed

Pyongyang, March 23 (KCNA) -- The bellicose elements of the United States are working hard to reorganize its forces in south Korea into "task forces operating in the wide region" while speeding up the moves to modernize nuclear weapons and build the missile defense system. This is a dangerous criminal act to seriously threaten the peace and stability in the Asia-Pacific region and permanently preserve its military supremacy over the region. Rodong Sinmun Wednesday observes this in a signed commentary. It goes on:
The commander of the second division of the U.S. forces in south Korea disclosed that an intensive work is now under way to reorganize the division into a "future-oriented division" capable of conducting a long-range operation at an army corps-level.
This brought to light the dangerous attempt of the U.S. bellicose forces to reorganize the U.S. forces in south Korea into the above-mentioned forces in a bid to take hold on the Korean Peninsula as a strategic vantage point and maintain its military supremacy in the Asia-Pacific region.
The U.S. replaced its strategy of "deterrence and blockade" dating back to the Cold War era by a strategy for preemptive attack. Pursuant to this strategy, it seeks to mount a preemptive nuclear attack on the DPRK, Russia and China, if necessary. Precisely for this reason the U.S. bellicose forces are getting frantic with their moves to modernize nuclear weapons and build the missile defense system while massing task forces in and around south Korea.

Plot to Fortify Pro-U.S. Foothold Flailed

Pyongyang, March 23 (KCNA) -- The U.S. support and encouragement have given birth to many new pro-American conservative organizations including the "Free Citizens' Solidarity", the "Forum for the Democratization of the North," the "Citizens' Federation for Human Rights in the North" and the "Cry of People" in south Korea in recent years. In this regard Rodong Sinmun Wednesday says in a signed commentary:
This act of the United States reveals its criminal intention to orient the anti-U.S. sentiments and desire for reunification through alliance with the north daily mounting in south Korea after the June 15 event to pro-U.S. and anti-north tendencies, check the progressive turn of society and tighten its domination over south Korea.
The undisguised maneuvers of the U.S. to put fresh muscles into the pro-U.S. conservative forces in south Korea vividly show how far the U.S. has gone in its mean and desperate efforts to check the collapse of the foundation of its colonial rule and scuttle the anti-U.S. cooperation for independence among the Korean nation.
Such buffoonery, however, is as foolish as an attempt to make the rising sun sink. Today is the June 15 era of reunification. No force can turn back the advance of the south Korean society toward independence and progress.
The U.S. would be well advised not to resort to harebrained moves to reverse history but make a bold decision to retract its policy of aggression and interference in south Korea.
The south Korean people should put up a stiff fight to rebuff and finally ostracize the pro-U.S. conservative reactionary forces which are blocking the progress and reform of society, urged by the intrigues and backstage manipulation of the U.S.

Japan's Distortion of History Denounced

Pyongyang, March 23 (KCNA) -- The distortion of history by the Japanese reactionaries is a rash act of those steeped in the ambition to reinvade Korea to the marrow of their bones. Rodong Sinmun Wednesday observes this in a signed commentary. The Japanese reactionaries' serious distortion of history textbooks is nothing but an attempt to justify the Japanese imperialists' aggression and occupation of Korea in the past and a provocative act to stage a comeback to Korea, the commentary notes, and goes on:
Through the education in history the Japanese reactionaries seek not to implant a correct world outlook but infuse reactionary aggressive ideas into the mind of the younger generation so that they may launch a war of aggression, following in the footsteps of their ancestors who advocated militarism.
What is most dangerous here is that the distortion of history textbooks is positively supported politically and economically by Japanese politicians from the ruling and opposition parties, financial and press circles. This goes to prove that the move is not an issue confined to a few ultra-right elements but an organized and premeditated action perpetrated at the tacit connivance of the Japanese government and under its protection to conceal the crimes committed in the past and evade the settlement of the past. It is a product of Japan's hostile policy to stifle the DPRK.
Their militarist ambition to stage a comeback to Korea is now inching close to the dangerous line. This is, in fact, a declaration of war against the entire Korean nation. The army and people of the DPRK will never tolerate their moves even a bit.
The Japanese reactionaries' distortion and denial of the crime-woven history and actions to grab other's territory and launch reinvasion are as foolish a deed as digging their own graves.

Wind-power Water Pump Developed in DPRK

Pyongyang, March 23 (KCNA) -- The Natural Energy Development and Utilization Centre under the Academy of Sciences of the Democratic People's Republic of Korea has developed a new type of wind-power water pump. It has already paid off in various parts on the west coast including Kwail County, South Hwanghae Province for the supply of drinking, industrial and irrigation water. The pump, with a vertically reciprocating piston with the help of impellers, can draw water up to tens of meters.
The government has directed many efforts to research for making an effective use of natural energy in accordance with the world trend of developing wind-power water pump, taking into consideration the electricity shortage of the nation.

Attention Paid to Prevention of Damage from Abnormal Weather in DPRK

Pyongyang, March 23 (KCNA) -- A great effort has been channeled into preventing damage from abnormal weather in the Democratic People's Republic of Korea. Such hydro-meteorological changes as sand storm, typhoon, torrential rain, tidal waves, El Nino and La Nina which are caused by weather changes from global warming and other geophysical factors give catastrophic effects to human bodies and property, socio-economic development and global environment.
Ninety percent of natural disasters which took place on the globe from 1992 to 2001 were attributable to hydro-meteorological factors. They took lives of over 622,000 people, gave sufferings to over 200 million, devastated a vast acreage of arable land and caused various epidemic diseases.
The tsunamis, which occurred in the Indian Ocean late last year, left some 300,000 dead (as of February 2, 2005) and caused economic loss worth tens of billions of U.S. dollars.
The DPRK government has established a nationwide thorough system to promptly and correctly forecast abnormal weather phenomena for the purpose of minimizing the damage from natural disasters while increasing state investments in the hydro-meteorological sector.
The entire people turn out in tree-planting and various projects including river improvement and reinforcement of dykes for controlling tidewater and facilities in the period of general mobilization for land management in spring and autumn.
A system to control flood with the construction of barrages and a supervising system to prevent environmental pollution are available in the country.
Especially, diversified activities have been conducted in the country according to the year's theme "weather, climate, water and sustainable development" on the occasion of the Day of World Meteorology (March 23).
Public presentation of scientific papers, symposiums and short courses are being organized among specialists in the hydro-meteorological, environmental conservation and geophysical sectors. The achievements made in these fields are being introduced and put into practice in an extensive way.
Hydro-meteorological scientists and technicians frequent primary and middle schools to explain to pupils the danger of disastrous weather phenomena and ways to prevent damage and build meteorological observatories there. Mass media give general knowledge of abnormal climatic phenomena to people.
Jong Ryong U, vice director of the Central Weather Forecast Institute, Wednesday told KCNA that his institute would further strengthen cooperation with the World Meteorological Organization and its member nations in the activities to cope with possible danger in the fields of weather, climate and water in the 21st century.

World Meteorological Day Observed

Pyongyang, March 23 (KCNA) -- Minju Joson today observes the World Meteorological Day. A well-organized hydrometeorological management system has been established in the DPRK under the state care, the paper notes, and continues:
The accuracy of the weather forecasting is ensured and an early alarm system has been set up to greatly contribute to the development of the national economy and the protection of the lives of the people.
A work is also underway in a planned manner to preserve the environment and conserve and manage the water resources and make an effective use of them.
The DPRK will make sustained efforts to step up the modernization of the hydrometeorological field in close cooperation with international bodies in a bid to prevent damage by weather, climate and water in time.
