New Self-running Waterways Appear in Korea

    Pyongyang, March 20 (KCNA) -- Self-running waterways extending more than 280 kms have been built in the DPRK in the last couple of years. The construction of these waterways which run from rivers and reservoirs to fields of co-op farms has made it possible to water 17,000 hectares of paddy and non-paddy fields without using hundreds of pumping facilities which had been used for irrigation systems.
    In South Hamgyong Province there appeared such-type waterways extending over 88 kms, among them Pochon First-stage Waterway in Pukchong County, Kosochon Waterway and Jungjangchon Waterway in Toksong County.
    The South Phyongan Province has sped up the building branches of Kaechon-Lake Thaesong Waterway. Meanwhile, it has finished the projects for Sinhung and Rimsong branch waterways in Jungsan County and waterways in Songdok-ri, Kumphung-ri, Komsan-ri and other areas of Sukchon County in a matter of several months since their start in the last fall. This resulted in the formation of more than 56 km-long waterway across the province.
    In North Hwanghae Province over 40km-long self-running waterways have made their appearance to irrigate thousands of hectares of paddy and non-paddy fields. Typical of them are Kangan-ri branch waterway No.6 in Unpha County and Haepho branch waterway in Singye County.
    South Hwanghae Province has built over 40 km-long self-running waterways in a matter of two or three years to water over 3,000 hectares of fields.
    Similar successes in the construction of those types of waterways have been reported from Kusong City, Unjon and Thaechon counties and other rural areas of North Phyongan Province, the suburbs of Pyongyang, Kangwon Province and North Hamgyong Province. This has laid a foundation for watering vast areas of cultivated land without using pumping equipment.


Malian President Refers to Development of Its Relations with DPRK

    Pyongyang, March 20 (KCNA) -- I will make all efforts to steadily boost the long-standing excellent friendly and cooperative relations with the DPRK. Malian President Amadou Toumani Toure said this when receiving credentials from DPRK Ambassador to Mali Kim Pong Hui on Mar. 11.
    He continued:
    Right after the independence of Mali the Korean people and DPRK government sincerely helped the Malian people in all fields including politics and economy. The Malians feel grateful for this and will always remember it.
    I extend solidarity to the Korean people in their efforts to defend the sovereignty of the country, build a great prosperous powerful nation and achieve the national reunification despite the difficult international environment.
    The president sincerely hoped that the Korean people would register greater success in all fields this significant year, united close around their leader.


Halt to S. Korean-U.S. Joint Military Exercises Demanded in S. Korea

    Pyongyang, March 20 (KCNA) -- The People's Solidarity and Reunification Solidarity of south Korea released a statement titled "Stop south Korea-U.S. joint war drills at once" on Mar. 15, according to a news report. The statement recalled that the U.S. and south Korean trigger-happy forces staged a joint river-crossing exercise near the Military Demarcation Line, while escalating the military tensions in the West Sea of Korea on the eve of their large-scale joint military drills, a combination of RSOI and Foal Eagle.
    The People's Solidarity and Reunification Solidarity charged that the above-said military exercises being staged at a time when the stand-off between north Korea and the U.S. is escalating and the situation is inching close to a war are obviously provocative and dangerous actions which may spark a real war any moment.
    They continued:
    The U.S. should halt all the military acts such as the south Korea-U.S. joint military exercises at once and drop its Korean war scenario.
    The south Korean government and military authorities would be well advised to stop such a foolish act as leveling guns at fellow countrymen at the instructions of the U.S. and behave themselves, properly understanding what is the way for achieving the peace and prosperity of the Korean Peninsula.


Japan's Wild Ambition for Reinvasion Denounced

    Pyongyang, March 20 (KCNA) -- The Youth and Students' Headquarters of the South Preparatory Committee for Joint Functions of Koreans in the South and the North and Overseas for Implementing the June 15 Joint Declaration reportedly had a press conference in front of the Japanese embassy in Seoul on Mar. 15 to denounce the wild ambition of Japan for reinvasion. The headquarters said at the press conference: Japan is whetting its sword for re-aggression to grab Tok Islet and then the whole of Korea, still seized by the wild ambition to realize the "Greater East Asia Co-Prosperity Sphere." This is a blatant challenge to all Koreans and an unpardonable infringement upon the national dignity and sovereignty.
    Holding that Japan's moves to revive militarism is based on the U.S. policy for supremacy, the organization charged that the U.S. encouraged Japan to step up its preparations for aggression against other countries, not urging it to settle its past after the end of the Second World War.
    It underscored the need for the compatriots in the south, the north and overseas to jointly react to Japan's moves to veer to the Right.
    A special resolution of the representatives of Koreans in the south, the north and overseas on Japan's "claim to Tok Islet" and distortion of its history adopted at Mt. Kumgang resort on Mar. 5 was read out at the press conference.
    At the end of the conference members of the headquarters burned the Japanese ambassador to south Korea in effigy and thrust a protest letter to the Japanese embassy.


Japan's Racket for Sanctions against DPRK Flailed

    Pyongyang, March 20 (KCNA) -- The Japanese ruling quarters and ultra right-wing conservative forces of the ruling and opposition parties, military and public circles are now taking the lead in the noisy racket for sanctions against the DPRK, says Rodong Sinmun Sunday in a signed article. The Japanese reactionaries adopted the "bill on the revision of the foreign exchange law" and "bill banning the port-call of specified foreign ships" aimed at the economic sanctions against the DPRK and made public their detailed rules, the articles notes, and goes on:
    They are going to bring the "issue of abductees" up for discussion at the UN Security Council to internationalize it in a bid to apply sanctions against the DPRK.
    This row is an unpardonable hideous crime, an unreasonable hostile move against the DPRK and a deliberate act to escalate the tensions.
    As for the abduction issue, it had already been settled through the Japanese prime minister's Pyongyang visit and the publication of the DPRK-Japan Pyongyang Declaration. The DPRK government has shown its utmost sincerity and magnanimity in the efforts to settle the issue and handed over the remains of Megumi Yokota to the Japanese side at its request. The Japanese ultra right-wing conservative forces, however, cooked up the story about "false remains," challenging the DPRK's sincerity and humanitarianism, in a bid to use it as leverage for its anti-DPRK propaganda and sanctions against it.
    The above-mentioned racket kicked up the Japanese reactionaries is a dangerous move to strain the relations between the DPRK and Japan to an extreme pitch and drive it to a military conflict. The DPRK government has already warned Japan that the DPRK would regard its application of sanctions against it as a declaration of a war. Such stand of the DPRK reflects the will of its army and people not to pardon any infringement upon the national dignity and sovereignty of the country. If the Japanese reactionaries infringe upon the sovereignty of the DPRK even a bit, under the pretext of "people's sentiment", the army and people of the DPRK will never miss the chance to fully settle accounts with Japan, the sworn enemy of the Koreans.
    The Korean people will strongly react to Japan's ruckus for sanctions against the DPRK.


Japan's Claim to Tok Islet Assailed

    Pyongyang, March 20 (KCNA) -- The Japanese ambassador to south Korea is reported to have recently met heavyweights of political circles upon his temporary return home to have repeated consultations on the "outstanding issues related to the relations" between south Korea and Japan. It is ridiculous of them to make such hue and cry over those issues and call for taking measures though they are to blame for this dispute. Minju Joson Sunday says this in a signed commentary.
    It goes on:
    The ambassador in a recent meet-the press in Seoul made a brigandish assertion that "Tok Islet" belongs to Japan from the historical and legal point of view.
    Assertion made by this diplomatic official that Tok Islet, part of the inalienable territory of Korea, belongs to Japan is a wanton infringement upon the territorial sovereignty of the Korean nation as this reveals its brigandish design to put it under its control.
    Much upset by the south Koreans' mounting criticism of his reckless claim, the Foreign Ministry of Japan hastily called him to know about the situation.
    Needless to say, this is not a move to repent of its wrong or prevent its recurrence.
    It is the invariable intention of the Japanese reactionaries to put Korea again under their control and realize their ambition for territorial expansion.
    The DPRK will never allow the Japanese reactionaries to illegally grab Tok Islet situated in the East Sea of Korea.
    Japan will never be able to stretch its hand to the islet or set foot on it.

    Pyongyang, March 20 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Sunday sent a message of greetings to Iranian President Seyed Mohammad Khatami on the occasion of the Iranian New Year.     Pyongyang, March 20 (KCNA) -- DPRK Foreign Minister Paek Nam Sun sent a message of greetings to his Namibian counterpart Marco Hausiku on the occasion of the 15th anniversary of establishment of diplomatic relations between the two countries. The message expressed satisfaction over the fact that the friendly and cooperative relations between the two countries have favorably developed despite the complicated international situation over the last 15 years and reiterated the will to boost the bilateral relations in different fields in the mutual interests.

New Turn in Creating Literary and Art Works Called for

    Pyongyang, March 19 (KCNA) -- Creators, artistes and officials in the field of literature and art met at the People's Palace of Culture Friday to vow to effect a new radical turn in the creation of literary and art works. National Cooperation in Actions against Japan Called for

    Pyongyang, March 19 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration in south Korea reportedly made public a statement headlined "Japan should stop its moves for reinvasion of the Korean Peninsula" on March 12. The statement slashed at Japan's distortion of history and aggressive design. And it condemned the pro-Japanese flunkeyist forces in south Korea for joining Japan in such moves, letting loose reckless remarks to justify Japan's occupation of Korea.
    History proves that Koreans can never coexist with Japan seeking to repeat the bloody history of aggression without repenting of its past but should force it to settle it to the last, the statement said. It called for pressurizing Japan to redeem all its crimes and resolutely smash its evermore undisguised moves for reinvasion.
    It also called for liquidating the pro-Japanese flunkeyist forces keen to sell out the nation again and urged the government to take a strong action against Japan's distortion of history and "claim" to Tok Islet.
    The statement underscored the need to achieve national cooperation in the actions against Japan in order to force it to redress the crimes committed by it for the last one century and demonstrate the strength of the united nation.


Russians Visit Jongbaek Church under Construction

    Pyongyang, March 19 (KCNA) -- Ambassador Andrei Karlov and staff members of the Russian embassy here visited Jongbaek Church under construction in Thongil Street, Pyongyang, on Friday to plant trees there. After being briefed on the progress of its construction, the visitors planted scores of white birches representing the DPRK-Russia friendship around the church, together with Chairman of the Korean Orthodox Church Committee Ho Il Jin and officials concerned.
    We are happy to have planted trees around Jongbaek Church under construction, the ambassador said, adding that the church will be a symbol of friendship between the peoples of the two countries.


Foreign Ministry Helps Builders of Glass Factory

    Pyongyang, March 19 (KCNA) -- The DPRK Foreign Ministry helped builders of the Taean Friendship Glass Factory on Friday. Officials and employees of the ministry visited the factory now rising as a symbol of the DPRK-China friendship and handed over to its builders aid materials they prepared with sincerity.
    Minister Paek Nam Sun and other leading officials of the ministry met members of the Chinese technical group active there and encouraged them in their efforts.
    Present on the occasion were Chinese Ambassador to the DPRK Wu Donghe and his embassy officials.


U.S.-S. Korea War Maneuvers Criticized

    Pyongyang, March 19 (KCNA) -- Rodong Sinmun Saturday in a signed commentary refers to the fact that the United States is staging a combined military exercise of Foal Eagle and RSOI in south Korea from today. Disclosing that the war maneuvers involving elite units of the U.S. forces stationed in south Korea, the U.S. mainland and overseas and aircraft carrier Kitty Hawk and other groups of nuclear strike, which is being launched under the simulated condition of an "emergency" on the Korean Peninsula, is a maneuver for a nuclear war against the north from A to Z in view of its nature, scale and contents, the commentary goes on: What merits attention is that the U.S. responded with frantic large-scale nuclear war maneuvers to the DPRK's demands for withdrawing vituperations against dialogue partner and showing trustworthy sincerity after clarifying its principled stand to solve the DPRK-U.S. nuclear issue in a peaceful way through dialogue and participate in the suspended six-party talks if there are mature conditions acceptable to us.
    The U.S. is bolstering and deploying massive marine and air forces and other latest weapons in and around south Korea under the pretext of the "threat of nukes and missiles from the DPRK".
    All the facts plainly prove that the U.S. is chiefly to blame for escalating tensions in the Korean Peninsula and Northeast Asia.
    As the U.S. imperialists' attempt to make a preemptive attack has been brought to light through those military exercises for a war against the north, anybody can never accuse the DPRK of increasing its nuclear arsenal.
    If the U.S. imperialists unleash a new war, they will pay a high price.
    Minju Joson in a commentary warns the U.S. and the south Korean authorities against their reckless act, mindful of serious consequences to be entailed by those war maneuvers.


"Cooperation" with U.S. Rejected

    Pyongyang, March 19 (KCNA) -- Hooligans of the Grand National Party and other anti-reunification elements of south Korea held an "international meeting" in February to the tune of the U.S. nuclear racket against the DPRK, at which they loudly talked about the "issue of north's human rights", frenzied with confrontation and raised even the issue of students' textbook to incite an anti-DPRK atmosphere. It is impossible to bring the north-south relations in stalemate to normal and push ahead with the process of reconciliation and reunification under the condition that such "cooperation" with the U.S. seeking inter-Korean confrontation and war against the north is continued, says Rodong Sinmun Saturday in a signed article. It brands "cooperation" with the U.S. as an anti-national crime of doing harm to the development of the north-south relations and the cause of national reunification.
    Terming "cooperation" with the U.S. an unpardonable anti-reunification act of screwing up political confrontation between the north and the south, the article continues:
    It is a dangerous act of creating and aggravating military confrontation and tensions between the north and the south.
    The U.S. is talking about a "peaceful settlement" of the nuclear issue, but, in actuality, it is giving an impetus to an attempt to invade the DPRK with a preemptive nuclear attack.
    The U.S. is speeding up the "reduction" and "reorganization" of its forces in south Korea, which are aimed at using the south Korean army as its shield and frontline attack forces in case of "emergency".
    Now that the U.S. is seeking to realize its ambition for invading the DPRK through "cooperation" with south Korea, its military "cooperation" with the U.S. is immediately "cooperation" for a war against the north.
    It is unjustifiable and unpardonable that the south Korean authorities are not throwing away their bad habit of pursuing "cooperation" with the U.S. but continuing to join it in its anti-reunification moves for confrontation and war at the time when the Korean nation is going toward reunification after the publication of the June 15 joint declaration.


KCNA on Story about False Remains

    Pyongyang, March 19 (KCNA) -- The Japanese ultra-right reactionaries who have kicked up a noisy anti-DPRK smear campaign over the results of the DNA test of the remains of Japanese woman Megumi Yokota are now finding themselves on pins and needles over a case they view as undesirable. A Japanese research institute which had been involved in the examination of the remains recently admitted the possibility of erroneous examination.
    Professor of Deikyo College of Japan Yoshii who tested the remains admitted that the results have not been confirmed as there is the possible contamination of the remains samples.
    British science magazine Nature Internet site referring to its interview with him, noted that Japanese forensic experts have had little experience in the examination of cremated remains and there is hardly a likelihood that DNA can still be found in the remains that was cremated at such a high temperature as 1,200 degrees centigrade.
    The magazine also pointed out that the five samples of the remains handed over to the college research team by the Japanese government were so completely worn out in the process of examination that it was virtually impossible for them to reexamine those samples.
    This put Japan into an awkward position as it spread the story in a bid to stun the international community.
    It has become undeniable that Japan invented the story to use it as a fig leaf to evade the redemption of its past crimes and a means for achieving its political and strategic purposes under the pretext of "people's sentiment."
    Such being a hard fact, the conservative politicians and the reactionary forces of Japan have vied with one another to cry out for putting pressure and sanctions against the DPRK after fabricating the above-said case, while adamantly refusing to admit the fact that the "abduction issue" has already been solved.
    Shortly ago Chief Cabinet Secretary Hosoda expressed Japan's intention to apply economic sanctions against the DPRK, claiming that the economic sanctions against it would prove effective even when they are unilaterally applied by Japan. Riff-raffs such as those of the Society of Families of Abductees and the Rescue Society have been busy after working out a plan to hold a large people's rally demanding those economic sanctions.
    The ulterior aim sought by the ultra-right forces of Japan in these moves is to put their plan to apply economic sanctions against the DPRK into practice.
    They have incited confrontation with the DPRK calling for applying sanctions and totally negated the sincere efforts so far made by the DPRK to confirm the whereabouts of those Japanese whose fate Japan claimed as unknown and the results of such activities. Moreover, Japan suspended the humanitarian aid to the DPRK it had already promised.
    Japan, a wicked assailant, is now kicking up a row after falsifying the truth and painting itself as a victim.
    As for the issue of "a few victims of abduction," it occurred quite contrary to the will of Koreans against the background of the acute hostile relations between the two countries, a product of Japan's persistent hostile policy towards the DPRK. This is something negligible when compared with the untold misfortune, pain and disasters Japan inflicted upon the Koreans in the past. Even this issue has already found a solution.
    The crimes Japan committed against the Koreans are a historical pending issue and the most outstanding political issue that await an immediate settlement.
    It would be desirable for Japan to admit its brazen-faced approach towards the abduction issue and feel greatly ashamed of it in face of the international community, though belatedly as it has been so busy spreading the story to kick up a racket for confrontation with the DPRK and for sanctions against it.
    But no one can vouch what sort of other case the Japanese reactionaries will fabricate to renew the campaign over the "abduction issue" in a bid to deter the bilateral relations from improving and actively involve themselves in the regional issues politically and militarily.
    The international community will closely follow up Japan's future attitude.


Iraqi War Shows U.S. Hoodwinks World People

    Pyongyang, March 19 (KCNA) -- Two years have passed since the United States unilaterally invaded Iraq, a legitimate and sovereign state. The period has clearly proves that the Iraqi war started by the U.S., wholly hoodwinking the world people, is a state-sponsored terrorism, a gangster-like act of aggression and a violation of human rights.
    The Bush administration, which had gazed at Iraq, the world's second largest oil deposit and a strategic point of military importance, unleashed a war against the country under the pretext of its "possession of weapons of mass destruction" and "sponsorship of terrorism", ignoring international law and worldwide opposition.
    But death, misfortune and sufferings are all the U.S. imperialists have given to the Iraqi people after occupying the almost defenceless, non-resistant country allegedly to offer "freedom" and "democracy" to it.
    According to a report of the U.S. Centre of Strategic and International Studies, in fifteen months after the outbreak of the war an estimated 11,000 Iraqi people were killed and more than 40,000 wounded. Various kinds of epidemic diseases have prevailed in the country due to the U.S. military's use of poison-gas bombs, depleted uranium bullets, napalm bombs, etc. with the result that the number of deformed children, cripples and deceased has steadily increased.
    Some two hundred schools, factories, hospitals and other public buildings have been destroyed and a lot of national institutions robbed of their properties. Fourteen months after the ouster of the Saddam government the number of the unemployed was doubled. Now the U.S. forces, lording it over in Iraq, have freely helped themselves to the fabulous oil resources of the country, where a vicious cycle of terrorism and retaliation is going on.
    They have failed to find out any evidence concerning Iraq's "support" to al-Qaeda and it was disclosed some time ago that the 1,200-member fact-finding group spent nearly two years in the country but detected no weapon of mass destruction.
    Now the U.S. is outspoken in saying that the invasion of Iraq was what it planned to carry out irrespective of whether it had such weapons or not.
    It has reinforced its military presence and built twelve military installations in Iraq, saying that the U.S. troops should be kept in the country until their mission was finished.
    The facts reveal that the U.S. imperialists, who do not hesitate to perpetrate any despicable acts for their aggressive design, are not "apostles of peace" but wreckers of peace.

Periodicos condenan ejercicios belicos EE.UU.-Sur de Corea

    Pyongyang, 19 de marzo (ATCC) -- El periodico capitalino Rodong Sinmun, en un comentario individual del dia 19 dedicado al hecho de que desde hoy los Estados Unidos despliegan en conjunto las maniobras "Aguilucho" y el "ejercicio combinado de refuerzo en el tiempo de guerra" en el Sur de Corea, senala que el presente simulacro al que se incorporan las unidades selectas norteamericanas en el Sur de Corea, el territorio de EE.UU. y en ultramar, el portaaviones "Kitty Hawk" y otros cuerpos de ataque nuclear suponiendo el tiempo de emergencia en la Peninsula Coreana deviene un ejercicio de guerra nuclear tanto por su caracter como por su tamano y contenido para agredir al Norte de Corea. Lo que resulta mas grave es que EE.UU. respondio con tales freneticos ejercicios de guerra nuclear a nuestra demanda de que retire sus groseras palabras negativas a la contraparte del dialogo y de pruebas de sinceridad confiable, senala el comentario y prosigue:
    Ademas, con anterioridad, la RPDC expuso la posicion de principios de solucionar el problema nuclear con aquel por via negociada y pacifica y de participar en las estancadas conversaciones a 6 bandas cuando se den condiciones propicias.
    EE.UU., pretextando la "amenaza nuclear y de misiles" de la RPDC, refuerza en gran medida sus fuerzas navales y aereas y otras armas ultramodernas en el Sur de Corea y su alrededor.
    Todo esto demuestra a las claras que EE.UU. es el responsable de la agravacion de la tension de la Peninsula Coreana y la region del Nordeste Asiatico.
    Dado que por el presente simulacro de guerra se puso a flote la intencion de ataque preventivo de los yanquis contra la RPDC, esta no puede menos que agrandar el arsenal nuclear.
    Si los yanquis provocan una nueva guerra, los agresores lo pagaran muy caro.
    Por su parte, el rotativo Minju Joson, en un comentario individual, advierte a los yanquis y las autoridades del Sur de Corea que reflexionen de las graves consecuencias de este ejercicio y actuen con prudencia.


Minju Joson denuncia siniestra intencion de Japon

    Pyongyang, 19 de marzo (ATCC) -- El rotativo Minju Joson inserto en su edicion del dia 19 un comentario individual que va como sigue: Los reaccionarios japoneses inventaron el rumor de los "restos mortales ajenos" para llevar las relaciones Corea-Japon a la peor fase, evadir su responsabilidad de la liquidacion del pasado criminal, aislar y aplastar a la Republica Popular Democratica de Corea y realizar su invariable ambicion de nueva agresion a Corea.
    Pues, en una reciente entrevista con una revista cientifica de Gran Bretana, un profesor del Colegio Deikyo de Japon reconocio la incorreccion del "resultado del peritaje medico sobre los restos mortales" de Megumi Yokoda, hecho publico por este pais isleno. De esta forma, se puso a flote el vicio cronico de los japoneses quienes distorsionan absurdamente los hechos para perjudicar a otros y beneficiarse de ello.
    Historicamente, Japon no queria el bien para otros paises y se mostraba celoso al respecto. A citar un ejemplo, acuso el lanzamiento de satelite artificial por la RPDC del "lanzamiento de misil" para justificar la modernizacion de las "fuerzas de autodefensa". Todavia los japoneses no han abandonado sus habitos viciosos.
    Es una ley que parten de una siniestra intencion las intrigas y falsificaciones. Ocurre lo mismo en el rumor de "restos mortales ajenos".
    La brutal campana intrigante contra la RPDC de los reaccionarios ultraderechistas de Japon, arraigada en dicho vicio cronico de los nipones, deviene una locura que produce desdichas con sus propias manos.
    El ejercito y el pueblo de Corea nunca perdonaran acciones provocativas de los reaccionarios ultraderechistas del pais-isla, quienes con absurdisimas mentiras atentaron seriamente la soberania y la dignidad de la RPDC, y les cobraran muy caro.
