DPRK FM Spokesman Denounces U.S.-S. Korea Joint War Exercises

    Pyongyang, March 15 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK gave the following answer to a question put by KCNA Tuesday denouncing the U.S. and the south Korean warlike forces for planning to stage@large-scale war exercises, the combination of Foal Eagle and RSOI, across south Korea. As already known, the U.S.-led large scale war exercises are scheduled to be staged in south Korea from Mar. 19 to 25. U.S. elite forces in south Korea, its mainland and abroad and Kitty Hawk and other huge nuclear strike forces are expected to participate in these maneuvers to be staged under the simulated conditions of an "emergency" on the Korean Peninsula.
    The exercises will be nuclear war exercises aimed to invade the north to all intents and purposes in view of their nature, scope and contents.
    It is not secret that the U.S. is spending a huge amount of fund for researches into smaller nukes aimed to destroy underground bunkers of the DPRK and staging mock nuclear bomb dropping drills by introducing into south Korea even aircraft of the U.S. Air Force stationed in Japan, Guam and other places, to say nothing of the U.S. forces in south Korea.
    The situation in the Korean Peninsula and the rest of Northeast Asia is growing tenser as the U.S. is contemplating staging three dimensional nuclear war exercises involving even nuclear strike groups this time.
    We have already clarified our principled stand that we would seek a negotiated peaceful settlement of the nuclear issue between the DPRK and the U.S. and go out for the six-party talks to be resumed after their deadlock if conditions are mature and demanded the U.S. retract its remarks denying the dialogue partner, show its trustworthy sincerity and move.
    Nevertheless, the U.S. responded to this just demand of the DPRK with the large-scale nuclear war drills.
    The projected saber rattling, in the final analysis, clearly proves once again the hypocrisy of the U.S. assertion that it has neither hostility towards the DPRK nor intention to attack or invade it.
    The U.S. double-dealing behavior is an open challenge to the sincere efforts of the parties concerned and the international community as well as the DPRK that sincerely desire the peace and security in the Korean Peninsula.
    It is obvious that there is no change in the real intention and the aggressive nature of the Bush administration keen to bring down the system in the DPRK chosen by its people, strongly opposed to its ideology.
    Through the war exercises the U.S. also seeks to develop the U.S. forces in south Korea into "task forces operating in the wide region" and thus extend anytime their operational scope to the areas around the Korean Peninsula, not confining it to the north.
    All facts go to clearly prove that the U.S. is chiefly to blame for straining the situation in the peninsula and the rest of Northeast Asia.
    The U.S. can never evade the responsibility for the deteriorating situation.
    The U.S. nuclear war exercises are touching off bitterer anti-U.S. sentiment among the servicepersons and people of the DPRK.
    The DPRK will take necessary counter-measures including the bolstering of its nuclear arsenal to cope with the extremely hostile attempt of the U.S. to bring down the system in the DPRK though it is the Korean people's own choice.
    The reality testifies to the fact that the DPRK's nuclear weapons serve as powerful deterrent to keep the equilibrium of forces in the region, avert a new war and ensure peace.


List of Pro-Japanese Professors to Open to S. Korean Public

    Pyongyang, March 15 (KCNA) -- The General Student Council of Korea University on March 11decided to open a list of former and incumbent pro-Japanese professors to the public in protest against the rash remarks made by Honorary Professor Han Sung Jo, according to south Korean "MBC". The council said that it would form a committee for liquidating the remnant forces of the Japanese imperialists and join the civic organizations in the actions to set right the distorted past history and prevent the second Han Sung Jo from emerging.


U.S. Urged to Stop Its Reckless Military Moves

    Pyongyang, March 15 (KCNA) -- The South Headquarters of the National Alliance of Youth and Students for the Country's Reunification reportedly made public a statement titled "The U.S. should stop reckless military moves at once" on Mar. 10. The statement said that after listing the north as an "outpost of tyranny" at a time when the tension escalated on the Korean Peninsula due to the stand-off between the north and the U.S., the Bush administration has entered the phase of moving for an actual war, going beyond the phase of military pressure upon the former.
    The U.S. announcement that the second division of the U.S. forces in south Korea would be turned into an ultra-modern "future-oriented division" is aimed at mounting preemptive precision strike at the north, it noted, and continued:
    The U.S. is working hard to finally round off the war preparations, massively shipping its forces into areas around the Korean Peninsula and staging large-scale joint military exercises "RSOI" and "Foal Eagle" in all parts of south Korea.
    The reckless military moves of the U.S. are pushing the situation on the peninsula to the brink of war.
    The U.S., stop the reckless military moves for invasion of the north at once and make policy switchover from a hostile policy toward it to a policy for peaceful co-existence with it. And Washington should pull its forces out of south Korea at once. Otherwise, it would face a stern judgment of our nation.


Japan's Ambition for Overseas Expansion under Fire

    Pyongyang, March 15 (KCNA) -- Rumors are abroad in Japan that a final report on the draft of a new constitution will be published within next month. Commenting on this, a signed article of Rodong Sinmun Tuesday says:
    This suggests that the moves of the Japanese reactionaries to round off the legal and institutional climate for gratifying their wild ambition for the conversion of Japan into a military giant and overseas expansion have entered a full-dressed stage.
    The maneuvers for a retrogressive revision of the constitution stepped up in real earnest in Japan reveal the hare-brained madness of the Japanese reactionaries buoyed with ambition for reinvasion. What they seek in this is to secure a legal and institutional mechanism for legitimate and open overseas aggression by rigging up a war-oriented constitution. Herein lie the reactionary nature and danger of their moves for a retrogressive revision of the constitution that they are accelerating with glib talk about "a constitution suitable to the new era" and "building of a dignified state".
    They intend to knock together a legal and institutional mechanism for a general mobilization of the human, material and military potentials of Japan in "case of contingency".
    Having made all military and technical preparations and built up capabilities for overseas expansion, they are now going to race headlong legally toward overseas expansion by cooking up a war-oriented constitution.
    It is the immediate target and ambition of the Japanese reactionaries to make a war-oriented constitution within this year, the 50th year after the formation of the Liberal Democratic Party of Japan, and remove the last obstacle in the way of the realization of their wild ambition for overseas aggression.
    They persist in their "territorial claim" to Tok Islet, an inviolable part of the Korean territory historically, geographically and legally, while rendering relations with China strained by insisting that Diaoyu-dao "belongs to Japan". And there come from Japan voices that four islets of the Kurils of Russia should be retaken.
    Their moves for the conversion of Japan into a military giant and overseas expansion will only result in precipitating the destruction of Japan.


U.S. Despicable Misuse of Int'l Law Assailed

    Pyongyang, March 15 (KCNA) -- The U.S. has recently misused the international humanitarian law and human rights convention in a bid to perpetrate armed intervention against anti-U.S. independent and sovereign nations and bring down their systems. Moreover, it is working hard to fabricate new international laws and regulations to put anti-U.S. independent nations under its control, while peddling the "theory that human rights are more important than state sovereignty" and calling for "non-proliferation of weapons of mass destruction (WMD)".
    Worse still, it is resorting to extraterritorial practices in disregard of such international law as the UN Charter that stipulates the respect for state sovereignty as its fundamental principle.
    In this regard Rodong Sinmun today says in a signed commentary:
    These practices of the U.S. are an outright challenge to sovereignty and international justice and a blatant breach of international law.
    The U.S. military occupation of Iraq and killings of civilians there are a downright infringement upon the humanitarian principles.
    Typical of the moves stepped up by the U.S. to overturn the political systems of other countries under the pretext of "human rights issue" is the "North Korean Human Rights Act" adopted at U.S. Congress.
    It is foolish and naive of the U.S. to think that it can change the political and economic systems in the DPRK according to its standards.
    What merits a more serious attention is that the U.S. is contemplating cooking up new wrong international laws and regulations. This is evidenced by the facts that it is working hard to bring the issue of instituting a law designed to pull up other countries over "human rights issues" and use them as leverage for interfering in their internal affairs for discussion at the UN General Assembly and develop the PSI and "regional maritime security initiative" aimed at naval blockade against the DPRK and other anti-U.S. nations under the cloak of "non-proliferation of WMD" into international judicial systems.
    Any interference in other nations' internal affairs under the pretext of human rights issue may bring about such serious consequences as the destruction of their political systems and the change of their regimes.
    What should not go unnoticed here is that the U.S. is unilaterally engaged in extraterritorial acts.
    It is its way of thinking that its extraterritorial behaviour in breach of international law does not pose any problem.
    If the U.S. misuse of international law is allowed and connived at, the world will turn into a U.S.-dominated lawless one.
    All the nations should never allow and tolerate such arrogant and reckless misuse of international law by the U.S. but decidedly frustrate it.


Reunification Is Only Way Out for Korean Nation: Rodong Sinmun

    Pyongyang, March 15 (KCNA) -- It is the most urgent and important national historic task of the Korean nation today to rejoin the severed blood veins of the nation and achieve reunification at an early date, says Rodong Sinmun Tuesday in a signed article. Anyone possessed of the soul of the Korean nation cannot turn aside from the issue of national reunification, a vital demand and the most important task of the Korean nation which brook no further delay, it stresses.
    Quoting leader Kim Jong Il's golden saying that "Korea is an organism that can survive when whole, but cannot when divided", the article says:
    This golden saying clearly indicates that national unity and reunification are the only way out for the Korean nation.
    The Korean nation is a homogenous nation which has inherited the same blood, pure and clean, recording a long history spanning 5,000 years on the same territory as one nation with King Tangun as its ancestral father.

DPRK FM Spokesman Supports China's Adoption of "Anti-Secession Law"

    Pyongyang, March 15 (KCNA) -- A spokesman for the Foreign Ministry of the DPRK gave the following answer to a question put by KCNA Tuesday as regards the adoption of "Anti-Secession Law" in China: The law was adopted at the Third Session of the 10th National People's Congress of the People's Republic of China on Mar. 14.
    The adoption dealt a heavy blow to the forces seeking the secession from China as it helped lay a legal ground for achieving sovereignty, territorial integrity and peaceful reunification of the country.
    It is the invariable principled stand of the DPRK to render consistent support to the PRC's policy for reunification based on the principle of "peaceful reunification, one country and two systems".
    We fully support the recent measure taken by the Chinese party and government, considering it as a very just one.


Korean Soybean Paste and Sauce

    Pyongyang, March 15 (KCNA) -- Lunar February is the best time to make traditional soybean paste and sauce in Korea. From olden times, the Korean people have made soybean paste and sauce.
    Historical records say that they began making soybean paste and sauce before the period of the three kingdoms. They boil and knead soybeans to make small balls in November, the beginning of winter, and hang them with straw ropes for natural fermentation till the beginning of next spring.
    The soybean malts turn yellowish or reddish chestnut and emit unique odour.
    The soybean malts are washed, dried and crushed into 2-3 mm particles. And the particles are mixed with salt water and put into jars for fermentation.
    The fermenting period depends on the amount of salt and temperature. It needs ten-odd days under the temperature of 55 degrees C and 70-odd days in sunny places.
    In order to make glutinous rice peppered bean paste, one should mix the particles with boiled glutinous rice, powdered red pepper and salt water before fermentation.
    Foodstuff factories make paste and sauce like soybean ones with powdered wheat and maize in an industrial way.


Triplets Are under Special Care in DPRK

    Pyongyang, March 15 (KCNA) -- Special care is being directed to the health of the triplets and quadruplets in the Democratic People's Republic of Korea. A regular medical check-up held recently throughout the country shows that they are all growing well.
    In the DPRK, the triplets and quadruplets are given ornamental silver knives or gold rings and provided with various tonics and daily necessaries.
    Leaving the Pyongyang Maternity Hospital, they are put under the care of doctors and nurses at provincial nurseries till four years of age.
    The government builds new houses or provides big houses to them so that they may live a happy life with their families.
    A well-arranged system for looking after their health has been established in the capital, provinces, cities, counties and villages of the country.
    Officials and public health workers of the Ministry of Public health, the hospital attached to Pyongyang University of Medicine, provincial children's wards, children's departments of city and county people's hospitals and even leading officials of their residential area Party and administrative bodies frequently call at the houses of the triplets to solve all issues arising in their health and life.

Rodong Sinmun revela ambicion de nueva agresion de Japon

    He aqui la esencia reaccionaria y la peligrosidad de sus maniobras para la enmienda en peor de la constitucion so pretexto de la "constitucion propicia a la nueva epoca" y la "formacion del digno Estado".
    Los reaccionarios japoneses intentan preparar un aparato juridico e institucional para movilizar todas las potencialidades humanas, materiales y militares de su pais en el "caso de emergencia"
    Ahora ellos disponen de la capacidad militar y tecnica para la agresion a ultramar.
