Function Held in Democratic Congo

Pyongyang, March 12 (KCNA) -- An inaugural ceremony of national committees for commemorating the Day of the Sun and holding the "Meeting Praising Great Persons of Mt. Paektu" was held in Kinshasa on March 3 under the sponsorship of the National Committee for the Study of the Juche Idea of Democratic Congo. On display in the venue of the ceremony were photos showing the Songun revolutionary leadership exploits of leader Kim Jong Il.
Otete Gaston Mboyo, chairman of the National Committee of the Genuine Lumumbist Patriotic Party of Democratic Congo, and other speakers at the ceremony referred to the revolutionary feats President Kim Il Sung performed by leading the Korean revolution and the cause of global independence to victory, underscoring the need to conduct various positive activities highly praising his greatness on the occasion of the Day of the Sun.
They said that they would organize brisk colorful political and cultural functions for widely introducing the immortal exploits of the three generals of Mt. Paektu on the occasion of the 60th anniversary of the liberation of Korea.
Chairmen of the national committee for commemorating the Day of the Sun and the national committee for holding the "Meeting Praising Great Persons of Mt. Paektu" were elected there.
The ceremony set the periods for commemorating the Day of the Sun from March 3 to April 30 and the period for making preparations for the "Meeting Praising Great Persons of Mt. Paektu" until August 30 and discussed plans for colorful functions to be held in these periods.
Present there were Kamwiziku Octave, chairman of the National Committee for the Study of the Juche Idea of Democratic Congo, and Jean Baptiste Nkoy, general secretary of the People's Rally for Socialism of Democratic Congo, and others.

DPRK Book, Photo and Handicraft Exhibition Opened in Peru

Pyongyang, March 12 (KCNA) -- A DPRK book, photo and handcraft exhibition was opened at a district cultural house in Pueblo Libre District, Lima, Peru, on March 7 on the occasion of the 12th anniversary of the election of leader Kim Jong Il as chairman of the National Defence Commission of the DPRK, the Day of the Sun and the 73rd founding anniversary of the Korean People's Army. On display in the venue of the exhibition were immortal famous works of President Kim Il Sung and Kim Jong Il, DPRK books, photos and handcrafts.
The head of the district office said at the opening ceremony:
The DPRK is possessed of powerful defence and economic potentials and demonstrating its might in the world arena thanks to the tested leadership of Kim Il Sung and Kim Jong Il.
Kim Jong Il has pursued the Songun politics, wisely leading the DPRK along the road of socialism, undeterred by any pressure and blockade of allied forces of imperialism. We are fully confident that the Korean people will overcome the present difficulties and dynamically advance under his guidance.
This exhibition will help us know better about the DPRK and the oriental culture and boost the friendly cultural and cooperative relations with the DPRK.

Japan Urged to Redress Its Past Crimes

Pyongyang, March 12 (KCNA) -- The Lawyers Committee of the DPRK called upon the lawyers and broad segments of people of all countries to extend international solidarity to the Korean people in their just struggle to force Japan to fulfil its state responsibility for apologizing and compensating for its past crimes committed against the Korean people. This call was made in a statement issued by a spokesman for the committee on March 11. The statement said: Japan is now kicking up a frantic campaign against the DPRK over the issue of "Japanese abductees." But with no crafty and shameless method can Japan ever evade its state responsibility for apologizing and compensating for the aggression and hideous crimes committed by it against Korea in the past.
Laying bare the crimes committed by Japan against the Korean people in the past, the statement said:
What is the most grave of the state-sponsored crimes committed by Japan against the Korean people in the past is that Japan occupied Korea by force of arms, encroaching upon its sovereignty and territory.
Japan committed unprecedentedly hideous crimes against humanity. It arrested, punished and killed Koreans, forcibly drafted at least 8.4 million people and drove them to slave labor.
It forced 200,000 Korean women into sexual slavery for the aggression troops. Japan's vandalism and plunder of precious cultural treasures of Korea are also a grave international crime as they challenged human civilization.
Such crimes perpetrated by the Japanese imperialists in Korea are monstrous international crimes which can neither be erased nor concealed as they can be clearly proved according to paragraphs a. b. c. d. of Article 13 of the act of the Far Eastern Military Tribunal.
The base behavior of Japan to keep its past crimes buried in oblivion will only add to its past crimes as it is an act of going against the trend of the times when even victor nations, to say nothing of defeated nations, in the Second World War are frankly recognizing their past mistakes and making a sincere apology and compensation to the victims.
All the Koreans will keep a strict tab on all the crimes committed by Japan against the Korean nation in the past and surely force it to pay for them.

U.S. Urged to Mind Its Own Business

Pyongyang, March 12 (KCNA) -- It is ridiculous and shameless of the United States to imprudently talk about "international drug control," while covering up its own serious drug problem. It had better settle its own drug issue if it does not want to suffer bitterer shame. Rodong Sinmun Saturday says this in a signed commentary. The U.S. is not in a position to talk about "drug issue" of other countries, the commentary notes, and goes on:
It is the U.S. which is plagued with most serious drug issue in the world and it is again the U.S. which is censured and disgraced for its drug problem.
The drug issue in the U.S. is so deeply rooted in its social life that it is not too much to say this is part of the long-standing American style culture. That was why the successive U.S. presidents never let opportunities pass by without mentioning the drug issue whenever elections and discussions on domestic and foreign policies took place. This goes to clearly prove what serious social evil is caused by the drug issue in the U.S. and how deeply the American society is addicted to it.
It is not a problem related to individuals but a social and state problem and its root cause is the U.S. reactionary national policy, corrupt social life of American style. It is a laughing stock of all people that the call for "international control over drug" is heard from the U.S., the den of drug addicts and a cesspool of drug-related crimes.

U.S. Ambition for Domination over Whole of Korea Assailed

Pyongyang, March 12 (KCNA) -- Rodong Sinmun Saturday in a signed article brands the U.S. occupation of south Korea as a revelation of its ambition for domination over the whole of Korea. This is clearly illustrated by the facts that the U.S. has systematically escalated the military confrontation and tensions on the Korean Peninsula, using south Korea as its base, and intensified its moves for a war against the DPRK, the article says, and goes on:
Since the emergence of the Bush administration, the U.S. has become more reckless in its moves to unleash the second Korean war in a bid to stifle the DPRK by force of arms come what may.
It has hamstrung the Korean nation's efforts for reconciliation and improved inter-Korean relations by crook or by hook. This is also a criminal move to realize its ambition to dominate the whole of Korea.
Its continued military occupation of south Korea despite the opposition and denunciation by all Koreans is also aimed to obstruct the independent and peaceful reunification of the Korean nation.
The real intention of the U.S. is to bar Korea from being reunified independently by the concerted efforts of the Koreans and put the Korean Peninsula under its domination. Recently the heavyweights of the U.S. administration considered it as its foremost task to "end tyranny", malignantly slandering the dignified DPRK as an "outpost of tyranny". This clearly suggested its intention to leave no stone unturned to spread American style "freedom" and "democracy" to the whole of Korea.
This year the Korean nation should force the U.S. forces to get out of south Korea at any cost and shatter the U.S. aggressive ambition to dominate Korea.

Japan-U.S. Military Tie-up Denounced

Pyongyang, March 12 (KCNA) -- A meeting of security consultative committee was held in Washington on Feb. 19 with the attendance of high-ranking officials of the U.S. and Japan in charge of foreign and defence affairs. At the meeting they confirmed and agreed upon the "joint strategic targets" which would serve as a foundation for the strengthening of Japan-U.S. military alliance and comprehensively discussed technical matters in attaining those targets. They listed the DPRK as a principal threat to East Asia and decided to jointly cope with it by strengthening the bilateral military alliance.
In this regard Minju Joson Saturday in a signed commentary observes that the strengthening of the Japan-U.S. military alliance constitutes a basic factor of disturbing global peace and stability and creating instability as it obviously reveals a wild ambition to invade and dominate other countries.
    It goes on:
The U.S. seeks to elevate the level of its military cooperation with Japan and expand its scope in a bid to occupy an unchallenged position in Northeast Asia and establish a military control over it and, furthermore, secure a military guarantee for its world domination. Meanwhile, Japan seeks to emerge a military giant with the U.S. backing in order to step up its policy of overseas expansion in every way.
The U.S. and Japan are busy underscoring the need to strengthen the Japan-U.S. alliance, making much ado about the military threat from someone.
They are describing this alliance as a "cornerstone for global peace and stability" in a bid to mislead the public opinion.
This is, however, nothing but a clumsy subterfuge to cover up the reactionary nature of their criminal collusion and nexus and legally justify them.
The DPRK can never remain a passive on-looker to the U.S. and Japan that have become more undisguised in their dangerous moves to directly hurt the former and disturb the peace and stability on the Korean Peninsula.
The DPRK will strongly react to the evermore pronounced attempts of the U.S. and Japan to launch a military invasion against it as they pose a real danger.

Claim to Ownership of Land of Ancestors in S. Korea Flailed

Pyongyang, March 12 (KCNA) -- Descendents of pro-Japanese traitors including the five traitors of 1905 are now staking a claim to the ownership of the land of ancestors in south Korea. A signed commentary of Rodong Sinmun Saturday denounces this as an outright challenge and insult to the Korean nation who is determined to force Japan to redeem the past history interwoven with crimes committed by the Japanese imperialists and apologize and compensate to Koreans as it is a gangster-like act aimed at openly justifying the treacheries of those traitors. The issue of liquidating the pro-Japanese history in south Korea has not yet been solved. This has encouraged the descendents of those traitors to do a rash act intended to retake the land of ancestors in a bid to lead a gay life on their bounty, instead of feeling ashamed, the commentary says, and goes on:
The south Korean authorities, talking about a "year of friendship" with Japan, rendered support to the Japanese reactionaries who are dreaming of a comeback to Korea, far from admitting their past crimes.
There can never be any friendship with Japan as long as it has not redeemed the crimes committed by the Japanese imperialists in the past. Such shilly-shally attitude of the south Korean authorities will only fan up the ambition of reinvasion of the ultra-right forces of Japan who are going arrogant, claiming a dominium over Tok Islet and repeatedly distorting history textbooks. The south Korean authorities should bear this deep in mind and behave with discretion.
The rash act of the descendents of pro-Japanese forces is a product of the U.S. imperialists' colonial rule, the commentary notes, revealing that the U.S. has blocked the liquidation of pro-Japanese forces and converted pro-Japanese traitors into pro-U.S. forces to use them as a political ground for their colonial rule ever since its occupation of south Korea.
The people from all walks of life in south Korea should wage more vigorous struggle against the U.S. and Japan to make Japan liquidate the past history of crimes of the Japanese imperialists at an early date, confiscate all properties of pro-Japanese traitors and force the U.S. forces out of south Korea that block their struggle to achieve dignity and sovereignty of the nation.

It was seen off at the airport by Kil Chol Hyok, secretary of the C.C., the youth league, and Muhammad Adib Alhani, charge d'affaires ad interim of Syrian embassy in Pyongyang.

It was greeted at the airport by officials concerned and the Swedish ambassador to the DPRK.
Meanwhile, Reto Meister, chief representative for Asia-Pacific region of the International Committee of Red Cross, left here on the same day.

Vigilance Must Be Heightened against U.S. Abuse of International Law: KCNA

Pyongyang, March 12 (KCNA) -- The United States is getting more outspoken in its interference in the internal affairs of sovereign states and its schemes of military intervention against them under the cloak of "anti-terrorism", "non-proliferation of mass-destruction weapons", "freedom and democracy" and "protection of human rights". The U.S. abuses the lever of the international law for its political and military intervention. For example, it misuses the existing international humanitarian law and human rights convention to justify its intrigues to launch military intervention and topple the systems of anti-U.S. independent states.
The international humanitarian law defines massacre, crime against humanity, use of biochemical and lethal weapons in a war time as war crimes and calls to account under the criminal law with them.
It is none other than the U.S. which invaded Afghanistan for its purpose and interests under the mottos of "anti-terrorism" to reduce its cities and villages to ruins, thus causing the worst calamities from the humanitarian point of view. It is also the U.S. which encroached upon the sovereignty of Iraq by armed forces by faking up false information and dropped hails of bombs without hesitation even on the heads of defenseless peaceable citizens and children. As many as 25,000 peaceable citizens have already died tragic deaths in the Iraqi war ignited by the U.S. with the massive mobilization of latest weapons of mass destruction.
In utter disregard of the international law, the U.S. forces dropped bombs at random on civilian residential quarters and vehicles and made no bones about using about 1,700 tons of depleted uranium bombs in Iraq.
Owing to over decade-long economic sanctions, Iraq suffered an economic loss to the tune of at least 200 billion US dollars and over 1,732,000 Iraqis died of the lack of medicines and insufficient nutrition.
It is the height of sarcasm that the U.S., a rude violator of the international law, is going to bring heads of state of countries under its military occupation to court, branding them as "criminals of racial purge and massacre" and issues an "annual report on human rights" every year to accuse countries falling out of its favor of the "breach" of the international humanitarian law and human rights convention.
And the U.S. is now seeking to cook up new norms of international law favorable for the disorganization of anti-U.S. countries, crying for placing human rights above state sovereignty and for "non-proliferation of weapons of mass destruction".
It is working to lay before the UN General Assembly the institution of a "law on humanitarian interference" to secure a lever of interference in other countries' internal affairs by taking issue with them over their "human rights record". It is also scheming to trump up a so-called convention on the responsibility of states as a legal leverage to "legalize" its interference in the internal affairs and use of armed forces against any sovereign state falling out of favor with it.
It has rigged up the "PSI" and the "RMSI" aimed at naval blockade against the DPRK and other independent states under the pretext of "non-proliferation of weapons of mass destruction" and is seeking to elevate them to an international regulation.
It is running about day in and day out to establish a "legal order" for legalizing a preemptive attack and collective armed intervention against the so-called "states of human rights abuses" and "sponsors of terrorism", riding on the crest of the tide of "UN reform" on the occasion of the 60th anniversary of its founding this year.
The U.S. resorts to extraterritorial acts, disregarding the UN Charter and other international laws which regard the respect for state sovereignty as their fundamental principle.
It is throwing its weight about outside the framework of the international law, denying the function of the International Criminal Court and refusing to join major international treaties such as the universal nuclear test ban treaty, the UN convention on maritime law, the convention on ban on anti-personnel landmines and the Kyoto protocol on preventing global warming and unilaterally breaching the anti-ballistic missile treaty concluded with Russia.
The abuses of the lever of the international law by the U.S. today under the cloak of "anti-terrorism", "spread of democracy" and "protection of human rights" are plainly designed to attain its strategic aim of world supremacy. Its indiscreet arbitrariness toward the international law is the root cause of the possible second and third Afghanistan and Iraq.
The international community should heighten vigilance against the shameless abuses of the international law by the U.S.

Japan Can Never Be Permanent Member of UNSC: DPRK Representative to UN

Pyongyang, March 13 (KCNA) -- It is intolerable and contrary to the basic mission of the UN for Japan to be a permanent member nation of the UNSC in view of the fact that it committed crimes against humanity in the past and is reviving militarism and posing a threat to Asia and its surrounding countries. Pak Kil Yon, permanent representative of the DPRK to the United Nations, said this in a letter addressed to UN Secretary General Kofi Annan on March 7 as regards Japan's bid to be a permanent member nation of the UNSC.
He expressed deep concern over the fact that Japan is talking about its qualification to be a permanent member nation of the UNSC under the pretext of its big financial contributions to the UN and that some other countries incline toward supporting it, looking over its purse.
    He went on:
The UN is not a banking company distributing the right of voting according to amount of investment but a political organization based on the principle of independent equality for peace and security. Permanent membership of the UNSC cannot be sold and bought by money.
If Japan is truly to contribute to prosperity of humankind, it should frankly repent of its past crimes, make a sincere compensation for them and make a clear commitment to the international community so as to convince it that Japan will not repeat the past wrongdoings.
If the permanent membership of the UNSC is given to Japan which is listed as an "enemy state" in the UN and has not redressed its past crimes, history will stop its advance before long in the world, Northeast Asia in particular, and humankind will suffer another disaster.
He stressed once again the steadfast stand of the DPRK that Japan, which has not honestly repented and compensated for its past crimes but threatened stability in Northeast Asia, can never be a permanent member nation of the UNSC which deals with the issue of world peace and security.
He asked the UN secretary general to distribute the letter as an official document of item 53 of the 59th session of the UN General Assembly "Issue of equal representative right in UNSC and increase of its member nations and other issues related to them" and the UNSC.

Message of Solidarity to Kim Jong Il

Pyongyang, March 13 (KCNA) -- A message of solidarity to leader Kim Jong Il was adopted on March 6 at the 9th Seminar of World Political Parties on the Building of a New Society which was held in Mexico. The message said the participants in the seminar extend fraternal greetings and militant solidarity to Kim Jong Il, general secretary of the Workers' Party of Korea, on behalf of political parties and public organizations of the five continents.
We, it noted, are convinced that the Korean people who are waging a dynamic struggle to defend the national sovereignty and independence and reunify the country in firm unity will certainly defeat the imperialists.
The attention of progressive humankind is focusing on Korea, the homeland of Generalissimo Kim Il Sung which is resolutely shattering the threat of the U.S. hard-line conservative forces and directing big efforts to increasing the defence power of the country and developing the economy, it concluded.

Japan Has No Qualification to Be Permanent Member of UNSC

Pyongyang, March 13 (KCNA) -- Rodong Sinmun Sunday in a singed article stresses that Japan has no qualification to be a permanent member of the UN Security Council in all respects, noting that it is an impudent and imprudent behavior for Japan to make desperate efforts for the membership, not aware of its position. Referring to the fact that Japan set it as a major target of its diplomatic activity to become a UNSC permanent member this year marking the 60th anniversaries of the end of the Second World War and the foundation of the UN, and is making desperate efforts for its attainment, the article says:
This issue can not be solved by money or backing of big countries but by the recognition of the international community.
Disclosing that Japan has no independence, its diplomacy is that of following and submitting to others and it has no pluck to take action responsible for world security and international order, the article goes on:
If Japan, a servant following the United States without independence, becomes a permanent member of the UNSC it will only result in adding one vote to the U.S. in harassing world security and international order.
As Japan is a dangerous warlike state which is seeking overseas aggression going against the trend of peace, its attainment of the UNSC permanent membership will give the Japanese militarists the wing of revanche for aggression.
It is an insult to the international community to offer the permanent membership to Japan which is distrusted by its surrounding countries because it has not yet redressed its past blood-stained aggressive crimes and which is hell bent on the war moves without shirking off the ill fame of an "enemy state" registered in the UN Charter.
Japan's bid to become a UNSC permanent member is to be a political power to use its status in satisfying its wicked desire for hegemony in Asia and the rest of the world. It is contrary to the basic mission of the UN for Japan to become a permanent member of the UNSC and it will be troublesome to the world people desirous of peace.
Japan should take this year on which the 60th anniversary of the defeat of Japanese imperialism falls as a good opportunity to redress its past crimes, remove the stigma of an "enemy state" and gain trust from the international community. And it should discard the harmful sense of national superiority and chauvinism and candidly join hands with Asian countries with a clear understanding that it is a member nation of Asia.

International Seminar Held in Mexico

Pyongyang, March 13 (KCNA) -- The 9th Seminar of World Political Parties on the Building of a New Society was held in Mexico from March 4 to 6. The seminar was attended by 72 delegations of political parties from 35 countries including the DPRK, China, Cuba and Vietnam and a delegation of the Workers' Party of Mexico. Alberto Anaya Gutierrez, Coordinator of the National Executive Committee of the Workers' Party of Mexico, stressed in an opening address that the great idea of President Kim Il Sung on building a new society would be everlasting and is encouraging the progressive humankind in their efforts for building a new society.
Representatives of political parties including the Workers' Party of Korea (WPK) in their speeches analyzed and made public their experience and lessons in the struggle for the building of a new society and unanimously confirmed their willingness to invigorate the struggle.
They opposed and condemned the arbitrariness and war policy of the U.S. in the international arena and expressed firm support and solidarity with the peoples of different countries in their struggle against the U.S. aggression.
A message of solidarity to leader Kim Jong Il was adopted at the seminar.
A resolution expressing support and solidarity with the WPK and the Korean people in their struggle to defend the sovereignty of the country and achieve reunification was also unanimously adopted.
Referring to the measures taken by the DPRK government to strengthen self-defensive nuclear deterrent, the resolution expressed full support and militant solidarity with the WPK and the Korean people in their struggle against the U.S. moves and for defending the sovereignty of the country and national dignity.
It denounced the U.S. for its provocative and aggressive moves in the Korean Peninsula and strongly demanded that the Bush administration give up its hostile policy toward the DPRK and withdraw its forces from south Korea at once.
It called upon all the progressive political parties of the world to conduct a solidarity movement for positive support to the WPK and the Korean people in their struggle for peace of the Korean Peninsula and the sovereignty of the country.

Withdrawal of U.S. Forces Urged in S. Korea

Pyongyang, March 13 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration reportedly made public a commentary titled "The U.S. forces stationed in south Korea should not be redeployed but be pulled out" on March 9. If the U.S. troops are redeployed, this land will be reduced to a powder magazine of Northeast Asia, the commentary said, and went on:
Now is the time for the U.S. troops not to be redeployed but be withdrawn.
There is no reason that the U.S. troops should remain in our land more than 60 years and, moreover, no reason that the "government" authorities should sympathize with the redeployment of the U.S. troops threatening our security.
Only the withdrawal of the U.S. forces is the best reasonable and substantial measure for protecting the peace and security of the Korean Peninsula.

Japan's Settlement of Past Urged by Overseas Koreans

Pyongyang, March 13 (KCNA) -- The European Headquarters of the National Alliance for the Country's Reunification and the Society of Koreans for Cooperation in Germany in a joint statement on Mar. 4 reportedly said that the Korean nation would closely watch Japan's settlement of the past in firm solidarity and unity with the justice and conscience of the world. If Japan really wants the security and peace of the world, it is pure reason and logic for it to settle accounts with its crimes and then take a permanent seat in the UN Security Council, said the statement issued in support of an appeal of the DPRK Measure Committee for Demanding Compensation to Comfort Women for the Japanese Army and the Victims of Forcible Drafting.
The 70 million Koreans can never forget the crimes of militarist Japan, the statement said, stressing that the Japanese government should sincerely apologize for the criminal actions against the Korean nation.

Repeal of U.S.-S. Korean Plan for Joint Military Exercises Urged

Claim to Land of Ancestors in S. Korea under Fire

Pyongyang, March 13 (KCNA) -- Descendents of pro-Japanese traitors in south Korea are staking a claim to the land of their ancestors, which is a shameless act intended to openly justify and legalize the treacheries of those traitors who sold out the country and the nation without hesitation to lead an easy and comfortable life, says a signed commentary of Minju Joson Sunday The commentary says:
Their claim is unpardonable as it is an open mockery and insult to the Korean nation who has deep-seated enmity against the Japanese imperialists and a vicious challenge to the anti-Japanese struggle of the Korean people to force Japan to redress for its past crimes.
What is more intolerable is the treacherous act of the south Korean judicial authorities who are permitting their shameless claim.
Their rash act is an inevitable product of the U.S. imperialists' colonial rule over south Korea.
Their claim is unthinkable without the U.S. patronage and manipulation.
Genuine independence and democratization of south Korean society cannot be spoken of without putting an end to the domination and interference of the U.S. seeking to further strengthen colonial rule over south Korea with sycophantic traitors as a political ground.
The south Korean people of all social strata should frustrate the vicious moves of the pro-American and pro-Japanese flunkeyists, make all their properties those of the country and the nation and drive the U.S. imperialist aggression troops, the root cause of all social evils, out of this land at an early date.

The message said:
