DPRK's Stand on Six-party Talks Reclarified

    Pyongyang, March 2 (KCNA) -- We will go to the talks any time if the U.S. takes a trustworthy sincere attitude and moves to provide conditions and justification for the resumption of the six-party talks. The DPRK Foreign Ministry declared this in a lengthy memorandum released Wednesday to explain the reason why it maintains such stand on the talks. The memorandum cites concrete facts to prove that the U.S. is wholly to blame for the fact that the talks have not yet been resumed and the solution to the nuclear issue between the DPRK and the U.S. has been delayed.
    The following points have been stressed in the memorandum:
    The DPRK is left with no justification to sit at the negotiating table with the U.S. for the six-party talks or bilateral talks.
    The second-term Bush administration, just as it did in its first term, adopted it as its policy not to co-exist with the DPRK and bring down the system chosen by the Koreans themselves, thus eliminating any justification for the DPRK to participate in the six-party talks.
    Bush, instead of retracting his remarks listing the DPRK part of "an axis of evil," termed the government in the DPRK installed by its own people an "outpost of tyranny", singling it out as the object to be removed to the last, outcries worse than those remarks.
    How can we sit at the negotiating table with the U.S. given that the U.S. has rejected the government of the DPRK.
    The U.S. should apologize for his above-said remarks and withdraw them, renounce its hostile policy aimed at a regime change in the DPRK and clarify its political willingness to co-exist with the DPRK in peace and show it in practice.
    It is imperative for the U.S. to rebuild the groundwork of the six-party talks and create conditions and atmosphere for their resumption as quickly as possible.
    However, it has gone so shameless as to demand the DPRK come out to the six-party talks, asserting that there are mature conditions for them, while escalating political and diplomatic pressure and military threat to it.
    This reminds one of the "gunboat diplomacy" pursued by big countries to occupy smaller countries in the past 18th- 19th centuries.
    It is foolish of the U.S. to calculate that the DPRK will come out to the talks and yield to it under its military pressure.
    The DPRK's demand that the U.S. renounce its hostile policy toward the DPRK and rebuild the groundwork of the talks is not a precondition.
    If the U.S. truly wants a negotiated solution to the DPRK-U.S. nuclear issue, it should rebuild the groundwork of the talks it had destroyed unilaterally, renounce its hostile policy aimed at a regime change in the DPRK through practical actions and opt for co-existing with the DPRK.
    The DPRK urges the U.S. to make a switchover in its policy towards the DPRK.
    The DPRK's principled stand to achieve the goal of denuclearizing the Korean Peninsula and seek a negotiated peaceful settlement of the nuclear issue still remains unchanged.


Meetings Held to Vow to Fulfill Appeal

    Pyongyang, March 2 (KCNA) -- A Kangwon provincial mass rally and meetings of employees of industrial establishments and co-op farmers were held to swear to thoroughly implement the tasks set forth in the appeal to all the servicepersons and people adopted at the meeting for the general march of the Songun revolution. There the appeal was read out to be followed by speeches.
    The speakers said that the members of the Workers' Party of Korea and other working people, upon receiving the appeal, were resolved to display the grand sight of Korea by letting their might tempered and amplified a hundred-fold under the banner of Songun erupt like a volcano.
    All the party members and other working people will glorify the 60th anniversaries of the founding of the WPK and national liberation as grand festivals of proud victors by giving powerful impetus to economic rejuvenation, they declared.
    Calling for bringing a dramatic turn in agriculture, the main front this year, with the concentration of all efforts, they said a radical change would be effected in agricultural production through the implementation of the Party's policies of agricultural revolution including the policy of bringing about a signal turn in seed improvement.
    They called upon all the functionaries to fulfill their duties as officials of the Songun era and let the drum of the general march of the Songun revolution roll loudly on every farm field and at every work site, true to the Songun revolutionary leadership of Kim Jong Il, in order to add shine to the two anniversaries this year.


Appeal to Koreans Released

    Pyongyang, March 2 (KCNA) -- The Central Committee of the National Democratic Front of south Korea released an "appeal to the people" on Mar. 1 on the occasion of the 86th anniversary of the March first popular uprising, according to Internet Site Kuguk Jonson. The uprising which recorded a remarkable page in the history of the nation's struggle against outsiders was an eruption of the pent-up indignation and resentment of the Koreans against the Japanese imperialists who usurped their country and a patriotic deed which demonstrated to the whole world the determination of the Korean nation not to allow anyone to infringe upon its sovereignty, the appeal said.
    This year is 100 years since the occupation of Korea by the Japanese imperialists and 40 years since the fabrication of the criminal "south Korea-Japan Agreement", the appeal said, calling on all the Koreans to turn out in the struggle to settle accounts with Japan, a sworn enemy, and force it to pay for all the human and material losses it caused to Korea for a long period.
    The appeal urged the present authorities to disclose the truth behind the conclusion of the shackling agreement and declare it null and void.
    Koreans would have nothing impossible and nothing to fear should the south and the north of Korea pool their efforts, the appeal stated, calling for forcing Japan to redress its crimes committed in the last one century through national cooperation against Japan and demonstrate the concerted efforts of the nation.
    The appeal called on all the Koreans to resolutely foil Japan's moves for nuclear stand-off.
    It also called for reviving the spirit displayed during the glorious March first uprising in which its participants threw the Japanese imperialist aggressors into terror by showcasing ardent patriotism and indomitable stamina and foiling Japan's ambition for reinvasion through a massive anti-Japanese struggle.
    The appeal urged the people to punish without mercy descendents of Samurais who seek to put Korea's inseparable Tok Islet under their control.
    All the Koreans should make all efforts to make this year a historic year when they force Japan to pay for all the crimes it has committed against them in the past one century, not allowing it to be a year of "south Korea-Japan friendship," the appeal contended.


"Bill on Protection of Irregular Job" Blasted

    Pyongyang, March 2 (KCNA) -- The south Korean Confederation of Trade Unions (KCTU) held a meeting in Youido, Seoul, on Feb. 24 strongly demanding the withdrawal of a "bill on the protection of the irregular job," according to south Korean KBS. The KCTU in a resolution charged that the so-called "bill on the protection of the irregular job" set out by the government would only lead to expanding the scope of the irregular job and creating instability on the labour market.
    The organizations under the KCTU will call an indefinite general strike in case the bill is railroaded through the "National Assembly," the KCTU declared, adding that all leading unionists would launch an all-night sit-in strike and be on emergency stand-by at each work site from the day.


Reception Given by Indonesian Ambassador

    Pyongyang, March 2 (KCNA) -- A reception was given by Indonesian Ambassador to the DPRK Hendrati Sukendar Munthe on March 1 on the occasion of the birthday of leader Kim Jong Il. The ambassador in his speech extended congratulations to Kim Jong Il on his birthday, noting that the Indonesian people always remember the days of the historic Indonesia visit he paid together with President Kim Il Sung in 1965.
    He pointed out that the friendly relations between the two countries provided by President Sukarno and President Kim Il Sung have been carried forward and developed under the care of President Susilo Bambang Yudhoyono and leader Kim Jong Il and the two countries will further expand and develop the cooperative relations in all fields including politics, economy and culture in the future.
    Yang Hyong Sop, vice-president of the Presidium of the DPRK Supreme People's Assembly, in his speech noted that this year marks the 40th anniversary of the historic visit paid by Kim Jong Il to Indonesia together with Kim Il Sung.
    The Korean people will as ever make positive efforts to steadily develop the traditional friendly and cooperative relations with the Indonesian people, he stated.
    Present on invitation were Rim Kyong Man, minister of Foreign Trade, Mun Jae Chol, acting chairman of the Korean Committee for Cultural Relations with Foreign Countries, and other officials concerned.


Japan's Moves to Seize Tok Islet Assailed

    Pyongyang, March 2 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification reportedly made public a statement on Feb. 23 denouncing Japan's moves to seize Tok Islet. The statement said:
    The Shimane Prefectural Assembly of Japan presented a motion calling forn instituting every Feb. 22 as "Day of Takeshima (Tok Islet)." This is a rash act to justify Japan's frantic moves for military expansion.
    The ultra-right wing forces of Japan are blindly following the U.S. hostile policy toward the north and even asserting that "preemptive invasion is the best defence."
    Not only Koreans but the world fair-minded forces have already warned Japan against its moves for aggression including its reckless moves to revive militarism and distort history and its claim to Tok Islet. The Japanese ultra-right wing forces' wild ambition for supremacy remains unchanged even in this new century but it can never come true. This is an immutable truth proved by the history spanning thousands of years.


Greetings to Libyan Leader

    Pyongyang, March 2 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, Tuesday sent a message of greetings to Colonel Moammer el Gaddafi, leader of the Great September First Revolution of the Great Socialist People's Libyan Arab Jamahiriya, on the occasion of the 28th anniversary of the proclamation of Jamahiriya in Libya. Expressing the belief that the friendly relations between the two countries would continue to develop on good terms, the message wished the Libyan people progress and prosperity.


10th Anniversary of Pomminryon South Headquarters Marked

    Pyongyang, March 2 (KCNA) -- A meeting was held in Seoul on Feb. 27 to mark the 10th anniversary of the inauguration of the South Headquarters of the National Alliance for the Country's Reunification (Pomminryon). It was preceded by a general meeting of its 9th-term Central Committee, at which Ri Kyu Jae, former vice-chairman of the headquarters, was elected its chairman.
    Speeches were made by the new chairman and Pak Sun Gyong, honorary chairperson of the headquarters.
    They reviewed the fight waged by the organization over the last 10 years, braving all sorts of ordeals and elaborated on the issue of further strengthening the headquarters to live up to the will and expectation of the people for reunification.
    They set it as the task of the organization in its activity this year to combine the anti-U.S. forces for national independence of the south Korean people with the war deterrent of the north to drive the U.S. troops out of south Korea and form a south-north joint measure committee for the withdrawal of the U.S. troops and tighten solidarity with all the organizations aspiring after reunification.
    Congratulatory speeches were made by Myong Jin, chairman of the Supporters' Society of the South Headquarters of Pomminryon, O Jong Ryol, permanent chairman of the National Alliance for Democracy and Reunification, Im Pang Gyu, co-representative of the Reunification Plaza, Mun Kyong Sik, chairman of the National Federation of Peasants Associations, and Kim Hung Hyon, chairman of the National Federation of the Poor.
    Congratulatory messages from the North and Overseas Headquarters and the Joint Secretariat of Pomminryon were read out and a resolution was made public at the meeting.


National Joint Front to Force Japan to Liquidate Its Past Called for

    Pyongyang, March 2 (KCNA) -- The DPRK Measure Committee for Demanding Compensation to Comfort Women for the Japanese Army and the Victims of Forcible Drafting Tuesday sent an appeal to the organizations in the north,the south and abroad demanding Japan redeem its past crimes. The appeal was made on the occasion of the 86th anniversary of the March First Popular Uprising which made the Japanese imperialists shudder. The uprising was a historic event which demonstrated the unbreakable stamina and will of the Korean nation.
    The appeal said that the truth about the brutal suppression and murder of Koreans committed by the Japanese imperialists in 13 provinces of Korea to crack down on the uprising is still buried in oblivion.
    It called upon all the organizations in the north, the south and abroad to make this year, a hundred years after the "Ulsa Five-point Treaty" was fabricated by the Japanese imperialists and 95 years after the "Korea-Japan Annexation Treaty" was cooked up by them and 60 years after their defeat, the year of forcing Japan to redeem its past crimes.
    All the organizations in the north, the south and abroad should unite and solidarize with each other to stage a nationwide struggle to force Japan to redeem its past crimes, resolutely shatter Japan's moves to tamper with its history and turn it into a military power and frustrate its bid for permanent membership of the UN Security Council, it noted.
    It also called upon all the forces in the north, the south and abroad to pool their efforts and keep pace in the drive to carry out the nationwide tasks and the common work of the nation to force Japan to redress its past crimes and thus form a strong joint front of the nation demanding Japan redeem its past crimes.
    It continued: Japan has grown corpulent through aggression and plunder of Korea and other Asian countries. Nevertheless, it is making a pitch for permanent membership of the UNSC, showing off its bulging purse instead of properly repenting of its crimes and compensating for them. This is a mockery and insult to the Asian people who suffered bitter humiliation and tremendous damage due to Japan.
    The appeal underscored the need to positively solidarize with the world's human rights organizations and organizations demanding the Japanese authorities' compensation to call into question Japan's moves to evade its past liquidation and conduct positive international activities against its bid for permanent membership of the UNSC.


U.S. Anti-Syria Moves under Fire

    Pyongyang, March 2 (KCNA) -- The United States is blatantly interfering in Syria's internal affairs and contemplating a military aggression against it after groundlessly branding it as a "terrorism sponsor." This is a crime in breach of the UN charter and international law. Newspapers today observe this in signed commentaries. Accusing the U.S. of kicking up a noisy anti-Syria campaign, baselessly linking it to the assassination of former Lebanese Prime Minister Rafik Hariri, Rodong Sinmun says:
    The U.S. singled out Syria together with Iran as the country to be stifled and has since escalated its interference in the internal affairs of Syria and pressure upon it under the absurd pretext of "being a terrorism sponsor" in a bid to implement its policy to invade the Mideast.
    Its anti-Syria campaign has got more frantic since the former Lebanese prime minister was killed in a bomb explosion in Beirut.
    The U.S. is taking the incident as a golden opportunity to slander and internationally isolate Syria and, furthermore, invent a pretext for mounting a military attack on it.
    What the U.S. seeks through this is to justify its aggressive anti-Syria policy and tighten its economic sanctions against the country and increase its political and military pressure upon Syria by labeling it a "terrorist" at any cost and thus finally bring Damascus to its knees and control it. It is the U.S. stereotyped method to pressurize independent countries and commit military aggression against them through a false propaganda and smear campaign.
    The U.S. anti-Syria moves can never be justified as they are a wanton infringement upon the sovereignty of Syria.
    Minju Joson notes that with nothing can the U.S. ever shake the Syrian people's faith and will to defend the sovereignty of the country and nation, firmly convinced in the justice of their cause.


S. Korean Supreme Court's Unjust Judgment Flayed

    Pyongyang, March 2 (KCNA) -- The supreme court of south Korea recently sentenced Kim Chong Il, former co-executive chairman of the All-People Committee for Measures against the Murder of the Two Schoolgirls, to one year and six months in prison with a two-year stay of execution for the mere reason that he led a candlelight rally to remember those schoolgirls who were mercilessly killed by a U.S. armored car. Minju Joson today observes this in a signed commentary:
    After the two schoolgirls were killed by a U.S. armored car in June 2002 when they were passing by the south Korean authorities sided with the United States when it tried to justify its crime, claiming that it happened when it was performing its official duty and, worse still, transferred the criminals to the U.S. forces side under the pretext that it would adversely affect the "alliance with the U.S."
    It was quite just and natural for people from all walks of life and a large number of civic organizations in south Korea to have formed the all-people measure committee for probing the truth about the murder of the two schoolgirls and the punishment of the murderers and held candlelight rallies to remember the victims.
    Nevertheless, the supreme court of south Korea is making unjust decisions against those who demanded the punishment of the murderers after charging them with the violation of the "law on rally and demonstration" in a bid to throw them into prison, while letting the American killers go scot-free. Its ruling glaringly proves that laws in south Korea are anti-popular ones as they grant the foreign aggressors extraterritorial rights while mercilessly cracking down upon the people engaged in a righteous struggle to have their just demands met.
    The south Korean authorities should drop their sycophantic treacherous mentality of regarding foreign forces more important than their people, reading the U.S. face and blindly kowtowing to it.

Demandan liquidacion del pasado criminal de Japon

    Pyongyang, 2 de marzo (ATCC) -- El Comite Coreano de Medidas por la Indemnizacion a las "Consoladoras" de las Tropas Japonesas y Victimas de Arresto Forzoso envio el dia primero un llamamiento a las organizaciones del Norte, el Sur de Corea y en ultramar en demanda de la liquidacion del pasado criminal de Japon con motivo del 86 aniversario del Levantamiento Popular del Primero de Marzo estallado en 1919. Este devino un historico evento que demostro el temple y la voluntad indoblegable de la nacion coreana, senala el llamamiento y prosigue:
    Los verdaderos aspectos de la brutal represion y asesinato que los imperialistas japoneses perpetraron en las 13 provincias de Corea para aplastar dicha lucha estan desconocidos tambien hasta la fecha a 86 anos de aquel entonces.
    Todas las organizaciones del Norte y el Sur de Corea y en ultramar deben esforzarse por hacer el primer ano de la liquidacion del pasado criminal de Japon del presente en que se cumplen los 100 anos de la invencion del "tratado de 5 puntos de Ulsa (1905)" por Japon, los 95 anos de la fraguacion del "tratado de anexion de Corea a Japon" y los 60 anos de la derrota de este pais isleno.

    Japon, enriquecido por la agresion y el pillaje a Corea y los demas paises asiaticos, se propone ganar calificacion de pais miembro permanente del CS de la ONU, agitando el bolso de dinero sin hacer la clara reflexion e indemnizacion por sus actos criminales perpetrados en el pasado, lo cual constituye una burla e insulto a los pueblos asiaticos que fueron objetos de terrible humillacion y maltrato por Japon.

"Sentencia" injusta de "Corte Suprema" de Sur de Corea

    Pyongyang, 2 de marzo (ATCC) -- Recientemente, la "Corte Suprema" del Sur de Corea condeno a un ano y medio de prision y 2 anos de probacion contra Kim Chong Il, ex copresidente ejecutivo del Comite Pannacional de Medidas para el Incidente de Asesinato a Dos Alumnas atropelladas por un carro blindado de las tropas estadounidenses, quien habia dirigido mitines con velas de recordacion de ellas. Con respecto a este hecho, el rotativo Minju Joson inserto en su edicion del dia 2 un comentario individual.
    Al ocurrir en junio de 2002 dicho accidente, las autoridades surcoreanas simpatizaron con el proceder injusto de Estados Unidos de justificar su acto criminal so pretexto de que "lo cometieron al cumplir el deber", y al fin, entregaron el delincuente a la parte de tropas norteamericanas expresando preocupacion de cierta "influencia negativa sobre las relaciones de alianza", senala el comentario y continua:
    Es muy natural que los habitantes de distintos sectores y muchas entidades civiles del Sur de Corea organizaron el Comite Pannacional de Medidas para esclarecer el verdadero aspecto del asesinato de dos alumnas secundarias y castigar al culpable y efectuaron mitines con velas de recordacion de ellas.
    Sin embargo, la "Corte Suprema" del Sur de Corea absolvio al culpable norteamericano y trata de cuestionar bajo la sospecha de "contraventor de ley" la manifestacion de quienes reclamaban por el castigo del criminal y de llevarlos a la carcel.
    La presente sentencia injusta de la "Corte Suprema" demuestra claramente que las "leyes" del Sur de Corea brindan a las fuerzas extranjeras agresoras la extraterritorialidad y reprimen despiadadamente a los civiles que formulan justas demandas y despliegan la lucha justa.
    Las autoridades surcoreanas deben abandonar la propension servil a las grandes potencias.


Periodicos capitalinos denuncian maniobras de EE.UU. contra Siria

    Pyongyang, 2 de marzo (ATCC) -- Los periodicos capitalinos insertaron en sendas ediciones del dia 2 comentarios individuales de denuncia a los actos criminales contraproducentes con la Carta de la ONU y la ley internacional que comete Estados Unidos contra Siria. En su comentario el diario Rodong Sinmun se refiere a que EE.UU. lanzo una cruenta campana contra Siria vinculandola sin ninguna prueba con el reciente asesinato selectivo del ex premier libanes Rafik Hariri, y prosigue:
    Con anterioridad, para facilitar la ejecucion de su politica agresiva en el Medio Oriente, el imperio definio a Siria junto con Iran como el blanco de aplastamiento y para este fin, vino recrudeciendo la intervencion y la presion sobre este pais etiquetandola injustamente del "Estado que apoya el terrorismo".
    Estas maniobras se tornan mas agresivas por el atentado dinamitero en Beirut contra el ex premier libanes que lo privo de la vida.
    El imperio considera este incidente como major oportunidad para difamar, calumniar e aislar en el ambito internacional al pais arabe y a la larga, convertirlo en un pretexto para la invasion armada.
    Es decir, al escandalizar este caso pretende etiquetar a toda costa a Siria del "pais terrorista" para justificar su politica agresiva contra este y doblegarla mediante la escalada de la sancion economica y la presion politico-militar. Presionar primero a los paises independientes con absurdisimas desinformaciones y calumnias para luego pasar a la agresion militar deviene el metodo rutinario de los yanquis.
    La campana contra Siria de EE.UU. nunca podra ser justificada porque se trata de un abierto atentado a la soberania de esta nacion.
    Por otra parte, el rotativo Minju Joson subraya que EE.UU. nunca podra doblegar la conviccion y la voluntad del pueblo siriaco, que defiende la soberania del pais confiando firmemente en la justeza de su causa.
