DPRK FM on Its Stand to Suspend Its Participation in Six-party Talks for Indefinite Period

    Pyongyang, February 10 (KCNA) -- The DPRK Ministry of Foreign Affairs released a statement Thursday to clarify its stand to cope with the grave situation created by the U.S. hostile policy toward the DPRK. The statement says:
    The second-term Bush administration's intention to antagonize the DPRK and isolate and stifle it at any cost has become quite clear.
    As we have clarified more than once, we justly urged the U.S. to renounce its hostile policy toward the DPRK whose aim was to seek the latter's "regime change" and switch its policy to that of peaceful co-existence between the two countries. We have closely followed with patience what policy the second-term Bush regime would shape after clarifying the stand that in that case it would be possible to solve the nuclear issue, too. However, the administration turned down our just request and adopted it as its policy not to co-exist with the DPRK through the president's inaugural address and the state of the union address and the speech made by the secretary of State at the Congress hearing to get its approval, etc.
    The remarks made by senior officials of the administration clarifying the official political stance of the U.S. contained no word showing any willingness to co-exist with the DPRK or make a switchover in its policy toward it.
    On the contrary, they have declared it as their final goal to terminate the tyranny, defined the DPRK, too, as an "outpost of tyranny" and blustered that they would not rule out the use of force when necessary.
    And they pledged to build a world based on the U.S. view on value through the "spread of American style liberty and democracy."
    The true intention of the second-term Bush administration is not only to further its policy to isolate and stifle the DPRK pursued by the first-term office but to escalate it.
    As seen above, the U.S. has declared a new ideological stand-off aimed at a "regime change" in the DPRK while talking much about "peaceful and diplomatic solution" to the nuclear issue and the "resumption of the six-party talks" in a bid to mislead the world public opinion.
    This is nothing but a far-fetched logic of gangsters as it is a good example fully revealing the wicked nature and brazen-faced double-dealing tactics of the U.S. as a master hand at plot-breeding and deception.
    The DPRK has clarified its stand that it would not pursue anti-Americanism and treat the U.S. as a friendly nation if it neither slanders the political system in the DPRK nor interferes in its internal affairs. It has since made every possible effort to settle the nuclear issue and improve the bilateral relations.
    However, the U.S. interpreted this as a sign of weakness, defiled the dignified political system in the DPRK chosen by its people and wantonly interfered in its internal affairs. The U.S., turning down the DPRK's request to roll back its anti-DPRK hostile policy, a major stumbling block in the way of settling the nuclear issue, treated it as an enemy and, not content with this, totally rejected it, terming it "tyranny." This deprived the DPRK of any justification to negotiate with the U.S. and participate in the six-party talks.
    Is it not self-contradictory and unreasonable for the U.S. to urge the DPRK to come out to the talks while negating its dialogue partner? This is the height of impudence.
    The U.S. now foolishly claims to stand by the people in the DPRK while negating the government chosen by the people themselves. We advise the U.S. to negotiate with dealers in peasant markets it claims they are to its liking or with representatives of "the organization of north Korean defectors" on its payroll if it wishes to hold talks.
    Japan is now persistently pursuing its hostile policy toward the DPRK, toeing the U.S line.
    Moreover, it fabricated the issue of false remains over the "abduction issue" that had already been settled in a bid to nullify the DPRK-Japan Pyongyang Declaration and stop any process to normalize diplomatic relations with the DPRK. How can we sit at the negotiating table with such a party?
    It is the trend of the new century and wish of humankind to go in for peace, co-existence and prosperity irrespective of differing ideology, system and religious belief. It is by no means fortuitous that the world people raise their voices cursing and censuring the Bush administration as a group pursuing tyranny prompted by its extreme misanthropy, swimming against such trend of the world.
    We have shown utmost magnanimity and patience for the past four years since the first Bush administration swore in.
    We can not spend another four years as we did in the past four years and there is no need for us to repeat what we did in those years.
    The DPRK Foreign Ministry clarifies as following to cope with the grave situation created by the U.S. hostile policy toward the DPRK:
    First. We have wanted the six-party talks but we are compelled to suspend our participation in the talks for an indefinite period till we have recognized that there is justification for us to attend the talks and there are ample conditions and atmosphere to expect positive results from the talks.
    The present deadlock of the six-party talks is attributable to the U.S. hostile policy toward the DPRK.
    There is no justification for us to participate in the six-party talks again given that the Bush administration termed the DPRK, a dialogue partner, an "outpost of tyranny", putting into the shade the hostile policy, and totally negated it.
    Second. The U.S. disclosed its attempt to topple the political system in the DPRK at any cost, threatening it with a nuclear stick. This compels us to take a measure to bolster its nuclear weapons arsenal in order to protect the ideology, system, freedom and democracy chosen by its people.
    It is the spirit of the Korean people true to the Songun politics to respond to good faith and the use of force in kind.
    We had already taken the resolute action of pulling out of the NPT and have manufactured nukes for self-defence to cope with the Bush administration's evermore undisguised policy to isolate and stifle the DPRK.
    Its nuclear weapons will remain nuclear deterrent for self-defence under any circumstances.
    The present reality proves that only powerful strength can protect justice and truth.
    The U.S. evermore reckless moves and attempt to attack the DPRK only reinforce its pride of having already consolidated the single-minded unity of the army and people and increased the capability for self-defence under the uplifted banner of Songun.
    The DPRK's principled stand to solve the issue through dialogue and negotiations and its ultimate goal to denuclearize the Korean Peninsula remain unchanged.


Lunar New Year's Day Enjoyed with Folk Amusement and Sports Games

    Pyongyang, February 10 (KCNA) -- Working people and school youth and children across the country delightfully enjoyed the lunar New Year's Day, a traditional folk holiday of the Korean nation, with colorful folk amusement and sports games. The contests of Taekwon-Do for Health, mass rhythmic exercises and tug-of-war were held by university students at the Kim Il Sung Square in Pyongyang.
    They danced a dance turning round decorative tassels, Pongsan masked dance and fan dance to the tune of the elegant music by national musical instruments.
    The holiday became more animated with folk games of schoolchildren at plazas of the Tower of the Juche Idea, the Pyongyang Indoor Stadium and the April 25 House of Culture and other places and playgrounds of schools in the capital.
    Students of middle and primary schools in Sariwon City, North Hwanghae Province, played folk amusement games such as kite-flying, top spinning, rope skipping and shuttlecock game at Sariwon Square and the newly built Folk Street, delighting holiday makers still further.
    School youth and children in Kanggye City and Jagang Province held skating and ice hockey contests at the ice rinks of the River Jangja.
    Primary and middle schoolchildren played with maypole playing, mock cavalry battle, knee battle and other games at the squares of provincial seat.
    Tug-of-war, Korean chess, Yut game, peasant dances and exhibitions of national foods took place at institutions, industrial establishments and on coop farms.


Complete Liquidation of Conception of "Principal Enemy" Demanded in S. Korea

    Pyongyang, February 10 (KCNA) -- The Solidarity for Implementation of the South-North Joint Declaration in south Korea reportedly made public a statement on Feb. 5, urging the "Ministry of National Defense" to completely liquidate the anti-national conception of the "principal enemy" as demanded by the people who want genuine unity between the south and the north. Referring to the fact that the ministry in its "white paper of national defense for 2004" issued on Feb. 4 changed the existing expression of the "principal enemy, the north" into "direct military threat such as conventional military power, weapons of mass destruction and forefront deployment of military forces of the north," the statement said this is only the change of expression and it still remains unchanged in essence as it defined the north as target of concrete military action.
    The statement charged that today the principal enemy and the forces of worst threat to peace and stability of the Korean Peninsula is the United States and the most "direct military threat" is the relocation of the U.S. forces in south Korea and arms buildup for a preemptive attack on the north.


Emergency Meeting of Korean and Japanese Women Held

    Pyongyang, February 10 (KCNA) -- An emergency meeting of Korean and Japanese women took place in Tokyo on Feb. 1 to express their resolution not to pardon the insult and slander made at the Women's International War Crimes Tribunal. The meeting was attended by members of the both houses of the Japanese Diet including Mizuho Fukushima, chairwoman of the Central Executive Committee of the Japan Social-Democratic Party, Kim So Ja, chairwoman of the Central Standing Committee of the Democratic Union of Korean Women in Japan and Korean and Japanese women in Kanto.
    The speakers at the meeting disclosed that Abe and other Japanese politicians pressurized the NHK to amend most of its special broadcasting content, which is aimed to impair the validity of the tribunal which convicted the Japanese emperor of the sexual slavery system for the Imperial Japanese army during the war of continental aggression and recognized Japan's state responsibility, apology and compensation to the female victims.
    Japan branded the representative of the DPRK side who participated in the tribunal as an "operative" although it is directly responsible for the galvanized public opinion over the abduction issue, the speakers said, adding that this is aimed to evade the liquidation of the past crimes committed by the Japanese imperialists.
    They held that the whole truth about the moves of Abe and other Japanese politician and right-wing forces to distort history should be disclosed and urged Japan to make state apology and compensation to Korean and other Asian people and women.


Japan's Crafty and Shameless Act under Fire

    Pyongyang, February 10 (KCNA) -- Rodong Sinmun Thursday carries a signed article disclosing Japan's crafty and shameless act of seeking to paint itself as a "victim" instead of an assailant, kicking up a row over the "issue of a few abducted Japanese victims" while shelving the hideous crime of abduction it has committed against Koreans in the past. The results of the DNA test of remains of a Japanese woman peddled by Japan is a brainchild from a to z, the article says, bringing to light the wicked moves of the Japanese conservative politicians and reactionary media, talking about "pressure" and "sanctions" over the abduction issue.

Japan Hit for Trying to Cover up Past Crimes

    Pyongyang, February 10 (KCNA) -- The Japanese ambassador to the United Nations, addressing the 28th Extraordinary Meeting of the UN General Assembly recently held on the occasion of the 60th anniversary of the liberation of the Oswiecim concentration camp, claimed that Japan helped those people fleeing from the Nazi persecution, that Japan has already apologized to the Asians for its wrongdoings of the past and that Japan, once an "enemy state," has become the greatest "donator" to the UN. Minju Joson today dismisses the claim as a mucky trick to get rid of such heavy burden as the compensation for the past crimes against humanity which went over a century and create an atmosphere favorable for getting a permanent seat of the UNSC.
    The news analyst says:
    The peoples of Korea and other Asian countries who underwent unheard-of misfortunes and pain by Japan in the past do not want a few pennies such as contributions from Japan but its thoroughgoing compensation for the past crimes. Japan is persistently maintaining the stand contrary to their desire. This is a double crime such as rubbing salt into the wounds of the Asians.
    Japan's wrong attitude toward the liquidation of the past will bring nothing good to it. The Asian peoples have burning hatred for Japan as it has evaded the responsibility for the liquidation of the past for 60 years after the war.
    It is ridiculous for Japan to talk about political development, shunning this reality.
    The only political way out for Japan is to honestly liquidate the past.
    Japan should be aware of this and take the road of the liquidation of the past at an early date.


S. Korean Military Urged to Have Proper Stand toward North

    Pyongyang, February 10 (KCNA) -- The decision made by the Defence Ministry of south Korea to use the expression of the "most kernel enemy" meaning the north internally within the south Korean army or the phraseology of "substantial military threat" in documents for overseas distribution is, in essence, another conception of the "principal enemy" which antagonizes against their fellow countrymen in the north. Minju Joson Thursday carries a signed commentary in this regard.
    It says:
    The changed notion of the "principal enemy" is an intolerable mockery and an open challenge to the north which has made sincere efforts to bring about a turning phase for peace and peaceful reunification of the country.
    It is not the DPRK but the U.S. and the war-like forces of the south Korean military in active pursuance of the U.S. who have increased the danger of war with incessant arms buildup in the Korean Peninsula.
    The final resolution made by the ministry over the expression of the "principal enemy" will adversely affect the implementation of the June 15 North-South Joint Declaration and the improvement of the north-south relations.
    If the south Korean authorities truly want the improved relations with the north and the smooth implementation of the joint declaration they should refrain from such a farce as changing the expression, erase the notion of the "principal enemy" once and forever and have proper stand and attitude toward their dialogue partner with the consciousness of being fellow countrymen.


U.S. Hit for Desecrating Soul of Korean Nation

    Pyongyang, February 10 (KCNA) -- It is said that many historical cultural sites in south Korea are occupied by the U.S. military bases whose total area exceeds 123, 000 phyong. To cite an example, AA artillery positions cover at least 20,600 phyong in the area of the Changdok Palace registered as the world's cultural heritage by UNESCO. The military installations that occupy historic sites number eight in the area north of Kyonggi Province and five in the area of Seoul. In this regard Rodong Sinmun today says in a signed commentary: The U.S. is building its military bases even in the areas where there are tombs of forefathers, not content with desecrating the soul of the nation and looting precious historical cultural relics in south Korea. This is a hideous crime against the Korean nation and its history as it debases its dignity and tarnishes its history spanning 5,000 years.
    The U.S. imperialist aggression forces in south Korea chose areas with historical cultural remains as sites for their military bases and installations in a bid to dampen the spirit of the Korean nation, do away with the 5, 000 year-long history of the nation and enslave the Koreans.
    Throughout history foreign aggressors have employed a trite method of setting up all sorts of ruling bodies and military installations in the areas of historic remains under their occupation in a bid to distort the history of relevant nations and quell the spirit of national independence and resistance. Pak Pong Ju Greets Iranian First Vice-President

    Pyongyang, February 10 (KCNA) -- Pak Pong Ju, premier of the DPRK Cabinet, sent a message of greetings to Iranian First Vice-President Mohammad Reza Aref on the occasion of the 26th anniversary of the victory of the Islamic Revolution in Iran. The message noted that the Iranian people have gained a great success in their work for defending the sovereignty of the country and the gains of revolution in the past 26 years after the victory of the Islamic Revolution.

RPDC ausentara en cita a seis bandas y agrandara arsenal nuclear declaracion del MINREX

    Pyongyang, 10 de febrero (ATCC) -- El Ministerio de Relaciones Exteriores de la Republica Popular Democratica de Corea publico el dia 10 la siguiente declaracion que expone la posicion de la RPDC ante la situacion agravada por la politica hostil a esta de los Estados Unidos: En estos dias, se hizo evidente el intento de la administracion Bush de hostigar, aislar y aplastar a toda costa a la RPDC en su segundo mandato.
    Como hemos declarado en varias ocasiones, formulamos a EE.UU. nuestra justa demanda de que este pais norteamericano renuncie su politica hostil a la RPDC destinada a "derrocar el regimen de esta" y la reemplace por la de convivencia pacifica. Ademas expusimos nuestra posicion de solucionar de raices el problema nuclear con EE.UU. si este acepta nuestra demanda. Partiendo de esta posicion, seguimos de cerca con paciencia el proceso del establecimiento de la politica para el Segundo mandato del gobierno de Bush.
    Pero, la administracion Bush opto por rechazar nuestra demanda y politizo su intencion de no coexistir con la RPDC en varios pronunciamientos, entre otros, el discurso en la ceremonia de la toma de posesion presidencial, el mensaje del ano nuevo y la intervencion en la audiencia del congreso para la nominacion de la secretaria de Estado norteamericano.
    No hubo ni una frase abogando por la convivencia o cambio de la politica sobre la RPDC en estos pronunciamientos de altos funcionarios del ejecutivo norteamericano que oficializaron tal posicion politica de EE.UU. a la RPDC.
    Al contrario, declararon el "fin de la politica represiva" como su meta final, calificaron a la RPDC de la "base avanzada de esta politica" y no descartaron el uso de las fuerzas armadas en casos necesarios.
    Al mismo tiempo, juraron uniformar el mundo con la concepcion del valor norteamericana a traves de la "proliferacion de la libertad y la democracia al estilo gringo".
    En fin de cuentas, la verdadera intencion de la administracion Bush en su segundo mandato no solo es repetir su politica de aislamiento y aplastamiento a la RPDC practicada en su primera estancia en la Casa Blanca, sino tambien es recrudecerla.
    De esta forma, declaro una nueva confrontacion ideologica, cuyo proposito es "derrocar el regimen" de la RPDC. Pero, por otra parte, el muy cinico Tio Sam trata de enganar la opinion publica internacional pregonando la "solucion pacifica y diplomatica" del problema nuclear y el "reinicio de las conversaciones a 6 bandas".
    Esta logica propia de los gangsteres deviene un episodio de la doble fachada y el descaro de EE.UU., gran maestro de las intrigas y enganos.
    Hasta la fecha, tras exteriorizar claramente nuestra posicion de no proseguir la lucha antiyanqui y convivir como pais amigo de EE.UU., cuando este deje de censurar a nuestro regimen y de intervenir en los asuntos internos de nuestro pais, vinimos realizando todos los esfuerzos al alcance de nuestras posibilidades por resolver el problema nuclear y sanear las relaciones con el pais norteamericano.
    Pero, EE.UU. al considerarlos equivocadamente como una vulnerabilidad de la RPDC, cometio una terrible intervencion en nuestros asuntos internos e insulto el digno sistema optado por el mismo pueblo coreano.
    Ya que al cabo de constantes actos hostiles, EE.UU. dio la negativa total a nuestro pais etiquetandole del "poder represivo", en lugar de aceptar nuestra demanda de la retirada de la politica hostil -escollo raigal de la solucion del diferendo nuclear-, no hay ninguna necesidad del dialogo y por consiguiente, nos vemos obligados a ausentar en la cita a 6 bandas.
    Es muy obvio que la invitacion a la mesa del dialogo y la negativa a la contraparte del dialogo resultan contradictorias y chocantes con la razon.
    Pues es demasiado el deprecio de EE.UU. a su contraparte del dialogo.
    En estos dias, el muy simple EE.UU. dice estar al lado del pueblo coreano aunque se opone al gobierno elegido por este mismo. Entonces si el imperio tiene muchas ganas de proseguir las conversaciones, que dialogue con los comerciantes del mercado agricola o con los delegaditos de las "entidades de fugitives norcoreanos" -articuladas por EE.UU.- quienes le caen bien.
    Por otra parte, Japon se mantiene obstinadamente en su politica hostil a la RPDC confabulandose con EE.UU.
    ?Como es posible dialogar en la misma mesa con este pais-isla que so pretexto del ya resuelto "problema del secuestro" invento el problema de "restos mortales ajenos" para invalidar la Declaracion Corea-Japon de Pyongyang y rehusar la normalizacion de las relaciones con nuestro pais?
    Lograr la paz, coexistencia y prosperidad superando las diferencias de ideas, ideales, regimenes y creencias religiosas deviene una corriente de la epoca en el nuevo siglo y el deseo de la humanidad.
    No es casual que el ejecutivo norteamericano -desafiante a dicha corriente- es objeto de las maldiciones y criticas de todo el mundo que lo califica de un "grupo de la politica represiva" basada en la extrema misantropia.
    Durante el ultimo cuadrienio despues del ascenso de Bush a la presidencia, hemos dado pruebas de la maxima indulgencia y soportado en todo lo que fuera necesario.
    No podemos vivir los proximos 4 anos como ahora ni repetir nuestro procedimiento desde el principio del pasado cuadrienio.
    Para hacer frente a la situacion tirante dada por la politica hostil norteamericana a nuestro pais, el Ministerio de Relaciones Exteriores de la RPDC declara:
    Primero, Aunque deseabamos la reanudacion de la cita seis-partita, ausentaremos por tiempo indefinido en esta hasta que podamos reconocer que nos asiste la razon de participar y son creados suficientes condiciones y el clima susceptibles de producir el resultado sustancial del dialogo.
    El actual estancamiento de las conversaciones a 6 bandas se debe de punta a cabo a la politica hostil de EE.UU. a la RPDC.
    Puesto que la administracion Bush -como si su politica hostil fuera poco- dio negativa total a su contraparte del dialogo calificandola del "punto avanzado de la politica represiva", no hay motivo alguno de acudir otra vez a la mesa de las citadas conversaciones.
    Segundo, Ya que se hizo evidente el intento de EE.UU. de destruir a toda costa a nuestro regimen con el garrote nuclear, tomaremos medidas para agrandar el arsenal nuclear a fin de defender la idea, el sistema, la libertad y la democracia optados por el pueblo coreano.
    Responder a la buena voluntad con la Buena voluntad y a la fuerza con la fuerza, es el temperamento de todos nosotros que apoyamos la politica de Songun (priorizacion militar).
    Frente a la recrudescente politica de la administracion Bush encaminada a aislar y aplastar a la RPDC, ya hemos retirado sin vacilacion del Tratado de No Proliferacion de Armas Nucleares y fabricamos armas nucleares con fines auto-defensivos.
    Nuestras armas nucleares siempre serviran para la fuerza de detencion nuclear auto-defensiva.
    La realidad de hoy demuestra que solo las potentes fuerzas armadas pueden defender la justicia y la verdad.
    A la par que se tornan mas abiertas las hostilidades y acciones imprudentes de EE.UU., nos enorgullecemos mas de haber fortalecido desde mucho antes y por todos los medios la unidad monolitica entre el gran contingente de los militares y otros habitantes y la fuerza de autodefensa bajo la bandera del Songun.
    No hay alteracion alguna en nuestra posicion de principios de resolver los problemas a traves del dialogo y las negociaciones y en nuestra meta final de desnuclearizar la Peninsula Coreana.
