Japan Urged to Take Practical Step for Settlement of Past

    Pyongyang, January 17 (KCNA) -- If Japan has a shred of foresight and sense, it should totally reexamine the Korea policy it has so far pursued and renounce its reckless hostile policy toward the DPRK at once. And it should immediately make a bold decision for the settlement of the past and take practical steps to this end in the spirit of the DPRK-Japan Pyongyang Declaration this year, the 60th year after its defeat. A spokesman for the DPRK Foreign Ministry urged this in a statement today.
    The statement says:
    In the year 2005 the Korean people will mark the 60th anniversary of the liberation of the country. It will be 60 years after the defeat of the Japanese imperialists.
    Many years have passed with the old century replaced by the new century and the change of several generations since the end of the Japanese imperialists' occupation of Korea. Japan, however, has shown no will to honestly repent of its crime-woven past and redeem it, but, on the contrary, has pursued its hostile policy toward the DPRK.
    Disturbing rackets against the DPRK now going on in Japan, are touching off towering hatred and resentment among the servicepersons and people in the DPRK who have a deep-rooted rancour against the Japanese imperialists over their monstrous crimes committed in the past.
    Japan had savagely plundered Korea of its resources for over 40 years after occupying it by force of arms early in the past 20th century. It took away or abducted more than 8.4 million innocent Koreans and mercilessly killed at least one million of them and forced 200,000 women into sexual slavery for the imperial Japanese army.
    The Japanese imperialists, not content with this, committed an unprecedented abuse of human rights by depriving the Koreans of their surnames, names and their written and spoken languages.
    During their colonial rule they plundered and vandalized hundreds of thousands of pieces of valuable national treasures and cultural assets created by our people down through generations and looted underground resources, products and utensils valued at astronomical figures, thus inflicting upon our people tremendous human, mental and material losses which cannot be redeemed down through generations.
    But for the Japanese imperialists' occupation and colonial rule, our people would not have undergone such miserable and humiliating ordeals nor have suffered such awful tragedy of territorial and national division.
    Japan, which had committed so indelible crimes against our people, should have honestly repented of and liquidated the crime-woven past right after its defeat.
    Even after its defeat Japan took direct part in the U.S. imperialists' war of aggression against the DPRK, obstructing the prosperity, progress and reunification of Korea in every way. It perpetrated acts of discriminating against and suppressing the General Association of Korean residents in Japan (Chongryon) and Koreans in Japan almost every day. It has persisted in applying sanctions against the DPRK and putting pressure upon it to isolate and stifle it. As a result, over the last six decades Japan has added to the crimes it had committed in the past.
    Japan's 100 odd year-long hostile Korea policy--more than 40 years of its colonial rule and 60 years of its hostile acts perpetrated after its defeat--is characterized by its moves to exterminate and divide the Korean nation and its antipathy and chauvinism towards it. This clearly proves that Japan is the sworn enemy of the Korean people.
    As for the issue of abduction which occurred against the will of the DPRK in this hostile relationship, this is just the tip of the iceberg when compared with the tremendous misfortune and sufferings Japan imposed upon the Korean people in the past. Moreover, this issue has already been settled.
    This notwithstanding, Japan is raising a hue and cry over this issue as part of its smear campaign against the DPRK, painting it as an "issue related to national sovereignty and humanitarianism."
    This is a revelation of the crafty and shameless attempt peculiar to Japan to cover up its crimes and completely evade its responsibility to redeem its past crimes by painting the ferocious assailant as a "pitiful victim." Japan is rushing headlong into militarization, beautifying its crime-woven history and inciting revanche. It is preposterous and ridiculous for this country to try to hide its moral vulgarity by showing off its purse and gain the credit of the international community through its insincere "cooperation" and "contribution" and make a pitch for the membership of the UN Security Council.
    For Japan to settle its past is essential for emerging an ordinary and normal state in the international arena and creating a friendly environment for its existence and development as a good neighbour.
    Disgraceful history can never be changed by any negation of it and no statute of limitations is applied to the crimes committed against humanity.
    The Korean army and people will keep strict tabs on Japan's crimes committed for over 100 years and will employ all means and methods to force it to pay for them to the last.


KCNA Denounces Japan for Bringing Clouds over Six-party Talks

    Pyongyang, January 17 (KCNA) -- From the beginning of the year some countries are trying to link the six-party talks, which draws attention and expectation from the international community, with their own interests. Japan is one of them.
    Japan was qualified to take part in the six-party talks with the help of the United States. Now it is persisting in its stand that the "matter of abduction," a DPRK-Japan bilateral issue which has nothing to do with the settlement of the nuclear issue, should be taken up at the next round of the six-party talks. There are coming from the ministerial and opposition parties of Japan, including the quarters in power, voices that "Japan is going to solve not only the abduction issue but also the nuclear and missile issues in package at the six-party talks". Viewed against this background, it is no exaggeration to say that it is the official stand of the present authorities of Japan to lay the "abduction issue" before the talks again, putting it on a par with the nuclear issue, and it holds the predominant place in their policy towards the DPRK. In a nutshell, Japan is not interested in the settlement of the main issue at the six-party talks but is seeking to fish in the troubled waters there.
    As already known, Japan spoiled the climate of the meeting and threw artificial hurdles in the way of the discussion of the agenda in a series of talks hither-to by bringing up the "abduction issue" out of place, contending that the nuclear issue must not be the only agenda item.
    Under the title "The main point of the six-party talks was the nuclear issue, but Japan's principal theme was the abduction issue," a foreign press report said:
    "The main task of the six-party talks in Beijing was to dispel the nuclear crisis and achieve a durable peace and stability on the Korean Peninsula.
    Reviewing the course of the talks, however, one can see that Japan suggested the abduction issue to the DPRK, making it the main subject of the talks, thereby causing greater troubles in the way of the talks. Japan had busied itself with lobbying to lay the abduction issue on the conference table. The six-party talks are to settle the nuclear issue of the Korean Peninsula peacefully."
    This is an objective description of Japan's approach to the talks.
    What is unequivocal here is that Japan is seeking its political aim by creating complications over the "abduction issue" which has already been settled in an effort to evade the settlement of its past crimes, far from wanting the discussion of the nuclear issue at the six-party talks.
    We cannot help feeling disgust at sitting face to face with Japan at the multi-party conference table.
    As we declared earlier, we will thoroughly reconsider the matter of taking part in the six-party talks with Japan.


Joint New Year Editorial Supported

    Pyongyang, January 17 (KCNA) -- The DPRK's stand clarified in the joint New Year editorial is favored by world public circles. The Secretariat of the National Movement of Uganda in a statement on Jan. 6 supported the DPRK's stands on the issue of Korea's reunification and the U.S. hostile policy toward it clarified by the leading newspapers of the DPRK on the occasion of the New Year 2005.
    The statement held that the reunification of Korea should be realized through cooperation for national independence, cooperation for peace against war and cooperation for reunification and patriotism and the United States should give up its hostile policy toward the DPRK, a policy aimed to stifle Korean-style socialism by force. The Bulgarian Communist Party (Marxist), the Bulgarian Workers' Party
    (Communist) and the Bulgarian Communists Union, the Bulgaria's Movement for Justice and Humanitarianism published a joint statement on Jan. 7 in which they said that the Songun politics of leader Kim Jong Il and the great successes achieved by socialist Korea provide a guarantee for celebrating with flying colours the significant holidays this year such as the 60th anniversaries of the Workers' Party of Korea and the liberation of Korea and the 5th anniversary of the north-south joint declaration, a new milestone of Korean reunification.
    The statement expressed firm solidarity with the Korean people in their struggle to defend the national dignity and the sovereignty of the country and achieve independence, peace and friendship with all progressive people of the world.
    A briefing on the DPRK's joint New Year editorial was jointly held by the Indian Working Women Society for the Study of the Juche Philosophy and the Indian Intellectuals Society for the Study of the Juche Idea on Jan. 8.
    Reading sessions for the editorial were held by the Nigerian Group for the Study of Kimjongilism and the Tanzanian National Coordinating Committee of the Juche Idea Study Groups on Jan. 6 and 8.


Korean Youth Distinguish Themselves in Building Powerful Nation

    Pyongyang, January 17 (KCNA) -- On the occasion of the 59th birthday of the Kim Il Sung Socialist Youth League, the young people of the Democratic People's Republic of Korea are recollecting with pride what they have done in the Songun era. They have always played a pivotal role in the labor-consuming construction projects.
    Leader Kim Jong Il has applied the unique Songun politics to the youth movement so that the young people could steadily carry forward the revolutionary traditions established in Mt. Paektu.
    The League of Socialist Working Youth of Korea was renamed the Kim Il Sung Socialist Youth League at its conference in 1996. At that time he handed a torch of Juche to the youth vanguard, indicating the road to be taken by them under the banner of the Songun revolution.
    He put forward the slogan "Love the young people!" and authored a number of famous works including "Let Us Exalt the Brilliance of Comrade Kim Il Sung's Idea on the Youth Movement and the Achievements Made under His Leadership", encouraging them to work miracles and labor feats.
    He assigned to youth tasks to construct monumental edifices and had many power stations, factories and railway stations named after youth.
    During the "Arduous March" and forced march, young men and women carried out many major construction projects including the Anbyon Youth Power Station, Kumgangsan Youth Railway Line, Hamhung Youth Goat Farm and Youth Paper Mill. In particular, young constructors built the 40-km-long Youth Hero Motorway with success in a matter of two years.
    Last year young people completed more than 20 big projects including the Kaesong Youth Park covering 5,000 square meters.
    From the beginning of the year, the young people have taken the lead in the general onward march.


Reckless War Preparations of U.S. and Japan under Fire in S. Korea

    Pyongyang, January 17 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification reportedly released a commentary on Jan. 11, denouncing the United States and Japan for their harebrained war preparations. The commentary notes that the U.S., in secrecy, asked Japan for joint technical researches to intercept a ballistic missile right after its launch with laser from a plane as a part of the Missile Defense System (MD) and decided to produce sea-based interceptor missiles it has researched jointly with Japan.
    This reveals that the MD program pushed forward by the U.S. has entered a new phase and it encourages Japan in its hectic bid for the revival of militarism, the commentary notes.
    Pointing to the offensive nature of this technology, it says: The fact that the U.S. and Japan designated the north as the first target is a threat to all the Koreans living on the Korean Peninsula.
    If the U.S. and Japan behave rashly, oblivious of this historical truth, they will lead themselves to a hopeless defeat, warns the commentary.


GNP's Anti-North Plot Lambasted

    Pyongyang, January 17 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification reportedly released a commentary on Jan. 13 rapping at the anti-north maneuvers of the Grand National Party of south Korea. The commentary reads in part:
    The GNP is now openly whipping up national confrontation, shouting itself hoarse over someone's "human rights issue." It is croaking that "a special measure committee should be formed to solve this problem" and it "will set about taking a full-dressed measure".
    Keeping pace with the aggressive moves of the U.S. which has even worked out "the north Korean human rights act," the GNP is resorting to a tenacious offensive over the "human rights issue of the north" while making a desperate bid to keep the "National Security Law". This patently proves the anti-national colors of the pro-U.S. traitorous forces hell bent wholly on national confrontation.
    The only way of guaranteeing the security and peace of the nation lies in the south and the north joining efforts and foiling the U.S. hostile policy and war moves against the north. The GNP must stop its anti-north smear campaign at once.


Prep. Committee of Koreans in U.S. for Joint National Functions Formed

    Pyongyang, January 17 (KCNA) -- A preparatory committee of Koreans in the U.S. for the joint national functions to implement the June 15 joint declaration was reportedly inaugurated with due ceremony in Manhattan, New York, on January 8. It was attended by representatives of the Association of Koreans in Americas, the Council of Koreans in the U.S. for Implementing the June 15 Joint Declaration, the Federation of Koreans for Independent and Democratic Reunification in Americas, the Federation of Koreans in the U.S. and other organizations.
    The first conference of all social organizations of Koreans in the U.S. under the preparatory committee took place at the ceremony.
    Co-chairmen, permanent chairman of the committee and its advisers were elected there.
    The conference decided to inaugurate a committee of Koreans in the U.S. for the joint national functions to implement the June 15 joint declaration at the second conference to be held in New York on Feb. 26.


S. Korean Youth Vow to Struggle for Independent Reunification

    Pyongyang, January 17 (KCNA) -- Pak Hui Jin, chairman of the Committee for National Reunification of the south Korean Council of Youth Organizations (Hanchong), reportedly on Jan. 7 called a press conference at which he declared that the youth and students, the vanguard of the reunification movement, would dynamically struggle to achieve independent reunification and democracy in order to make this year, which marks the 60th anniversary of the liberation of the country and the 5th anniversary of the June 15 joint declaration, the year of independent reunification. He also noted they would extensively develop exchange including a large seminar on reunification that would bring together youth and students in the south, the north and overseas, establish a permanent body for solidarity with them and push forward the preparations for a function for reunification to be held on the occasion of the above-said anniversaries.
    Pointing out that the withdrawal of the U.S. forces, a stumbling block lying in the way of reunification, from south Korea is an important strategic issue in the struggle for national reunification and democracy, he called for an all-out widespread campaign to eliminate worship of America from the minds of the people and foil the U.S. transfer and expansion of its forces' bases and its war preparations.
    Youth and students will conduct a brisk movement for the abolition of the "National Security Law", a leftover of the old era, which labels Hanchong an "enemy-benefiting organization" and thus get the evil law repealed come what may, he concluded.


Kim Yong Nam Receives Credentials from Mozambican Ambassador

    Pyongyang, January 17 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from Antonio Inacio Junior, Mozambican ambassador to the DPRK, at the Mansudae Assembly Hall on Jan. 17. Present there was Choe Su Hon, vice-minister of Foreign Affairs.
    After receiving credentials Kim Yong Nam had a conversation with the ambassador.


Many Poems, Songs Created in DPRK

    Pyongyang, January 17 (KCNA) -- More than 30 pieces of fine poems and words of songs have been created in the Democratic People's Republic of Korea in the first ten-odd days of the new year to arouse the people in the efforts to implement the tasks set forth in the joint New Year editorial and implant the spirit of the present era and ardent patriotism in their mind. Among them are poems "My Thought on the Morning of the New Year's Day", "In the Spirit of This Morning", "Towards Glowing Dawn" and "This Is a Year of Victory for Us". They vividly portray the people registering signal successes from the beginning of the year with a resolution to put spurs to the general onward march for the Songun revolution through a new great upsurge.
    Poems including "Autumn Comes" and "Fields in the Morning" show well the noble spiritual world of the farmers who are in charge of agriculture, the key front of the socialist economic construction this year.
    Poems "Traces of Youth" and "Young People, Forward!" portray the reliable youths who are taking the lead in effecting a great upsurge.
    Meanwhile, emotional words of songs reflecting the people's everyday life impressively sing of their confidence in victory and optimism. Among them are "How Beautiful Our Future Is" and "Green Hill in My Hometown".


U.S. Urged to Adopt Policy of Peaceful Co-existence with DPRK

    Pyongyang, January 17 (KCNA) -- The U.S. should make a switchover from a hostile policy towards the DPRK to a policy of peaceful co-existence with it. This is the master key to finding a solution to the nuclear issue and it is a precondition and the only way for settling the issue. Rodong Sinmun Monday says this in a signed commentary. It goes on: The U.S. is entirely to blame for the deadlocked six-party talks and the delayed settlement of the nuclear issue.
    The U.S. says that it has no intention to invade the DPRK. If that is true, there is no reason for the U.S. not to make a switchover from its hostile policy towards the DPRK to a policy of peaceful co-existence with it. If the U.S. makes such a bold political decision, the nuclear issue will find a smooth solution.
    The U.S. should rebuild the groundwork of the six-party talks on the principle of "words for words" and "action for action" as it had agreed and promised at the talks.
    Consistent and entirely just is the DPRK's principled stand on the nuclear issue. The above-said principle laid down by it is the most effective formula to settle the nuclear issue.
    The U.S. should retract its policy to stifle the DPRK by force of arms and discontinue PSI exercises, nullify the "North Korean Human Rights Act" and stop the destabilizing operation to bring down the system in the DPRK.
    It is nothing but rhetoric to talk about the "resumption of the six-party talks" and "the settlement of the nuclear issue" without making this significant policy change.
    The DPRK and the U.S. are on an equal footing in settling the nuclear issue. So the U.S. has no right to compel the DPRK to move first.
    If the U.S. does not make a switchover in its policy towards the DPRK, the talks will be meaningless and there will be no need for the DPRK to go to such talks. Unshakable is the DPRK's stand regarding the U.S. policy switchover as main point.
    The U.S. should not mislead the public opinion but fulfill its commitment as early as possible, properly understanding the DPRK's principled stand and demand.


Production Up in Forestry

    Pyongyang, January 17 (KCNA) -- A production upswing is being made in the field of forestry in the Democratic People's Republic of Korea. In the first ten days of the new year, the forestry complexes in different parts of the country overfulfiled timber felling by 100 percent and timber carriage to such intermediate spots as railway stations and riversides by 20 percent.
    The Jagang Provincial Forestry Complex is carrying out its daily quota at 300 percent. And the Ryanggang Provincial Forestry Complex fulfilled its plan at 250 percent in timer felling, 200 percent in intermediate logging and 150 percent in timber carriage in the first three days of the year.
    The Huichon Forestry Station fulfilled its monthly plan at 25 percent in the first seven days and the Yonam Forestry Station produced over 2,000 cubic meters of prop timber in the same period.
    The Yangdok and Sinyang Prop Timber Stations under the South Phyongan Provincial Forestry Complex turned out 500-odd cubic meters of prop timber respectively in a week.
    The forestry workers in Kangwon Province are striving hard to hit their plan which is set 30 percent higher than last year's.
    Such successes have also been reported from forestry stations and workteams under the forestry complexes in South Hamgyong and other provinces.


Revolutionary Soldier Culture flourishing in DPRK

Ascenso productivo en selvicultura

    Pyongyang, 17 de enero (ATCC) -- Se registran nuevos exitos laborales en todos los frentes de la construccion socialista de Corea donde se dio inicio a la marcha general por la revolucion segun el Songun (priorizacion militar). En las zonas montanosas tambien se produce un ascenso productivo sin precedente.
    Solo en los primeros 10 dias del ano nuevo, los complejos de selvicultura de todas las localidades del pais cumplieron sus planes de tala y de transporte de arboles talados en 200 y 120 por ciento, respectivamente.
    Pese a las dificiles condiciones, el Complejo forestal de la provincia de Jagang cumple su plan diario en 300 por ciento. Mientras tanto, en los primeros 3 dias del ano nuevo, el semejante Complejo de la provincia de Ryanggang cumplio 2,5, 2 y 1,5 veces la tala, el transporte de primera y de segunda escalas.
    Por otra parte, siguen con su ritmo productivo los taladores de la Empresa Forestal de Huichon, que hasta el dia 7, cumplio ya el 25 por ciento del plan mensual, y de la de Yon-am, que produjo dentro de unos dias mas de 2 mil metros cubicos de madera para la entibacion.
    En tanto, solo en una semana, las empresas productoras de entibos de Yangdok y Sinyang adscritas al Complejo de Selvicultura de la provincia de Phyong-an del Sur enviaron a las minas de carbon mas de 500 metros cubicos, respectivamente.
    En particular, todos los dias, en la provincia de Kangwon crean milagros los trabajadores del ramo decididos a cumplir a toda costa la tarea de produccion incrementada en 1,3 veces con respecto al ano pasado.
    Ademas, las empresas forestales y estaciones de trabajo de la provincia de Hamgyong del Sur y todas las demas aumentan la produccion de madera superando multiples dificultades con el espiritu revolucionario de los militares.


Japon entenebrece perspectiva de la cita a 6 bandas -Comentario de ATCC-

    Pyongyang, 17 de enero (ATCC) -- Ya en los primeros dias del ano en curso, se revelan intentos de algunos de vincular las conversaciones a 6 bandas, que centran la atencion y la esperanza de la sociedad internacional, con sus intereses individuales. Lo hace precisamente Japon. Este pais isleno adquirio a duras penas la calificacion para esta cita gracias al apoyo de EE.UU.
    Sin embargo, hasta la fecha, insiste en que en la posterior ronda de conversaciones a 6 bandas debe ser planteado el "problema del secuestro", tema bilateral entre Corea y Japon que no tiene nada que ver con la solucion del problema nuclear.
    En el mismo contexto, en estos dias, entre la capa gobernante y los partidos en poder y de oposicion suenan con mucha frecuencia las voces abogando por "resolver globalmente en esta cita el problema nuclear y de misiles, aparte del secuestro".
    Entonces, resulta evidente que las actuales autoridades japonesas se mantienen en su posicion oficial de volver a incluir en la agenda de la cita el "problema del secuestro" al paralelo del tema nuclear, la cual ocupa un lugar determinante en la politica del pais-isla sobre la Republica Popular Democratica de Corea.
    En resumidas palabras, Japon no esta interesado en la solucion del problema clave en la cita seis-partita sino solo pretende sacar algun provecho de esta.
