U.S. Urged to Drop Hostile Policy toward DPRK

    Pyongyang, October 31 (KCNA) -- Bush signed the "North Korean Human Rights Act" allegedly to settle the human rights issue in the DPRK, which openly reveals the U.S. intention to stifle the socialist political system of the DPRK at any cost, not recognizing its sovereignty and vital right, observes Minju Joson Sunday in a signed commentary. It says:
    It is quite clear that the DPRK can expect nothing from the U.S. now that it is employing all possible means and methods to implement its policy to stifle the DPRK after designating it as a target to be stifled, not as its dialogue partner.
    It is, therefore, more important for the DPRK to increase its defensive power to cope with the U.S. hostile policy toward it rather than to have dialogue with the U.S.
    The U.S. escalated hostile policy toward the DPRK compels it to harden its determination to increase its physical deterrent force.
    If the U.S. truly wants a peaceful solution to the nuclear issue it should give up its criminal hostile policy toward the DPRK, rebuild the groundwork of the talks and clarify its willingness to accept the proposal for "reward for freeze", the first-stage measure of a package solution based on the principle of simultaneous actions, which was agreed at the third round of the six-party talks and discuss the nuclear issue of south Korea preferentially.
    The U.S. had better stop its foolish action and make a proper option, clearly seeing through the essence of the developments.


DPRK Delegate on Human Rights

    Pyongyang, October 31 (KCNA) -- The main obstacle in the efforts of the international community to improve the effective enjoyment of human rights and basic freedom is actions to infringe on sovereignty, change system and interfere in the internal affairs of other countries committed under the signboard of "democracy" and "protection of human rights", said the DPRK delegate during the discussion of the human rights issue at the 3rd Committee of the 59th UN General Assembly on October 26. He referred to the more undisguised practices of using the human rights issue to attain a strategic goal, distorting or turning away from realities to serve a political purpose.
    He vehemently denounced the U.S. military occupation of Iraq and brutal murder of civilians under the cloak of "democracy" and actions of the U.S. allies keeping silent about it and branded this as an inhumane act of placing politics above humankind and an insult upon human rights.
    Holding that the attempts to abuse the human rights issue as a tool of unilateral power politics should not be permitted any longer, he noted that any country should not force its politics and economic system upon other countries with strength and pressure under the cloak of "human rights".
    A typical attempt to change system under the pretext of the "human rights" issue is the "North Korean Human Rights Act" recently adopted at the U.S. congress, he said, castigating the U.S. for trying to do in Korea as it invaded Iraq under the pretext of the "human rights" issue.
    It is a foolish pipedream to think that the political and economic system of the DPRK may be changed to suit the U.S. standard, he noted, adding that the U.S. attempt to change the DPRK system will go bust.
    He demand that Japan bear responsibility for the crimes committed at home and abroad, particularly, the inhumane crimes in Korea, that is, forcibly conscripting over 8,400,000 Koreans including 200,000 women as "comfort women" for the Japanese army.
    It is thanks to the people-centered politics of the DPRK government enjoying the full support of the people that the DPRK could firmly advance along the road chosen by itself without any social and political disturbance or vacillation despite the political pressure, economic sanctions and military threat of foreign forces for nearly 60 years, he said, and stressed:
    The DPRK government will more consolidate the Korean-style, man-centered system of ensuring socialist human rights under the banner of the Juche idea and actively strive for world justice and protection and promotion of human rights.


Juche Idea Studied and Disseminated Worldwide

    Pyongyang, October 31 (KCNA) -- The immortal Juche idea is daily attracting the attention of the progressive humankind for its truth and scientific and encyclopedic accuracy and studied and disseminated worldwide. Over 20 countries massively brought out leader Kim Jong Il's famous works on the Juche idea in their national languages this year alone.
    The Ybsh-Ata Publishing House of Kyrgyzstan and the Alta Fulla Publishing House of Spain published "On the Juche Idea" and "Kim Jong Il, On the Juche Philosophy", collections of his works.
    His works were brought out in booklet or in collection by publishing houses of Laos, Cambodia, Bulgaria, Romania, France and other countries.
    Those books giving a deep explanation of the principles and truth of the Juche idea were also brought out.
    This year the Juche idea was studied and disseminated in over 30 countries in various forms and methods.
    A national seminar on the Juche idea was held in India on the subject "Independence and self-reliance" and "Man as master of his destiny" and seminars were held by Juche idea study organizations in Nepal, Pakistan, Thailand, Italy, Democratic Congo, Guinea, Ethiopia, Peru, Mexico, Colombia and other countries and by the European Society for the Study of the Juche Idea.

    The scientific study centre for learning from the Juche idea and Songun politics was formed in Vlyanovsk Region of Russia, a group for the study of the Juche idea in Tynda of Russia, a national committee for the study of the Juche idea in Austria, a group for the study of Kim Jong Il's works in Addis Ababa of Ethiopia, an association for the study of Juche and Songun in Colombia and a group for the study of the Juche and Songun idea in Chile.
    Political parties of various countries conducted their activities on the basis of the Juche idea this year.


Nullification of Formal Signing of Humiliating Agreements Declared

    Pyongyang, October 31 (KCNA) -- The People for Achieving Peace and Reunification in south Korea (Phyongthongsa) reportedly sponsored a press conference in front of the building of the "Ministry of Defence" on Oct. 26 to declare the nullification of the formal signing of the agreements on transferring the U.S. military base from Ryongsan and on revising the plan for joint land management as regards the fact that the United States and the south Korean "government" formally signed the agreements on the same day despite the strong opposition of all public circles. At the press conference the chief of the U.S. forces issue team of Phyongthongsa, the chief of the policy room of the Citizens' Solidarity for Democratic Society and others declared the agreement on transferring the U.S. military base deceiving the people and absolutely favorable to the U.S. null and void and expressed resentment at the U.S. moves for aggression threatening peace on the Korean Peninsula.
    During the press conference members of Phyongthongsa staged one-by-one demonstration in protest against the "government" in front of the main gate and the rear gate of the building of the "Ministry of Defence".

    Pyongyang, October 31 (KCNA) -- Nikolaus Scherk, director for Asian and Oceanic Affairs of the Foreign Ministry of Austria, who is a special envoy of the foreign minister, and his party arrived here Saturday. Also among the arrivals here on the same day was a friendship delegation of the Jiangsu Provincial People's Government of China led by its Vice-Governor Wang Zhan.


Greetings to Algerian President

    Pyongyang, October 31 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Abdelaziz Bouteflika, president of Algeria, on October 31 on the occasion of the 50th anniversary of the start of revolution in Algeria. Computer-Aided Art Works Created

    Pyongyang, October 30 (KCNA) -- The Korean Peoples' Army Art Studio created a computer-aided serial picture "A long journey for Songun revolution" and computer-aided painting "Eight sceneries in the era of Songun" and "Folding screen showing eight sceneries in the era of Songun". These monumental multi-part paintings of national style deal with the immoral feats President Kim Il Sung performed by leading the Korean revolution to victory and the justice and vitality of the Songun policy of the Workers' Party of Korea.
    The picture "A long journey for Songun revolution" has an introductory painting and eight parts. It truthfully depicts on an epic canvas the glorious history of the armed forces for the Korean revolution that started with two pistols and the sure victory of the Songun revolution.
    "Snowstorm in Mangyongdae", "Snowstorm on Mt. Paektu" and "Snowstorm in Defending the Country" and other paintings portray the noble image of Kim Il Sung who achieved the cause of the liberation of the country after establishing the tradition of attaching importance to arms and led the Korean revolution to one victory after another with arms.

    The computer-aided paintings "Eight sceneries in the Era of Songun" and "Folding screen showing eight sceneries in the era of Songun" are masterpieces distinctively dealing with the fantastic sceneries of socialist Korea prospering thanks to the ceaseless long journey of Songun made by Kim Jong Il.
    The computer-aided paintings "Eight Sceneries in the Era of Songun" vividly show the "Sunrise over Mt. Paektu", "Scenery at Post under Snow-covered Pine Trees", "Royal Azalea on Pass Chol", "Bright Lights on River Jangja", "Echo of Ullim Waterfalls", "Horizon on Handre Field", "Potato Flowers in Taehongdan" and "Spectacular Scenery in Poman-ri" conveying the history of the Songun revolution of the WPK in which it converted the "Arduous March" into a cheerful march.

National Dance Festival Held

    Pyongyang, October 30 (KCNA) -- A national dance festival took place here from Oct. 25 to 29. Presented there were 39 dances created by art troupes in Pyongyang and local areas. They are characterized by simple ensemble and peculiar movements reflecting people's thoughts, emotion and aspiration and national flavor. Among them were a women's group dance "A Girl on Steed" created by the Phibada Opera Troupe and a women's group dance "Seashore Bright with Glow" by the State National Art Troupe, which truthfully depicted the revolutionary and optimistic life of the Korean people.

End to U.S. Interference in Korea Called for

    Pyongyang, October 30 (KCNA) -- "Let Koreans live on their own free from U.S. interference!" This is the review of the more than half a century-long history of the U.S. forces' presence in south Korea and a lesson taught by it and fully reflects the desire of the Korean nation to regain their independence and dignity and live a dignified, peaceful, happy and worthwhile life free from the U.S. yoke. Rodong Sinmun Saturday says this in a signed article. Referring to the ever-growing desire in south Korea to put an end to the history of the U.S. military presence and domination over south Korea, the article notes that this is a manifestation of the unquenchable patriotic fever of the south Koreans to terminate the 59 year-long history of the U.S. presence that has brought disgrace to them and a trend of the times.
    Once the U.S. forces quit south Korea, the Koreans in the north and the south will be able to live in peace and harmony free from any dispute as they are the same nation, the article notes, and goes on:
    When the root cause of a war is removed by the withdrawal of the U.S. troops, investment will get brisk and economy will be kept alive in a peaceful environment.
    Under the above-mentioned condition a stronger atmosphere of national unity and cooperation will prevail in the north and the south and a wide avenue will be paved for the uniform development of the national economy. They will be able to make a more effective use of locally available rich resources for developing the national economy by the concerted efforts of the Koreans and then they will have no more to desire in their life. Without the presence of the U.S. troops the south Koreans would be able to regain usurped sovereignty and dignity and lead a dignified and worthwhile life under the bright sunrays free from oppression, disaster, disgrace and contempt to which they have been subjected for nearly 60 years.
    The June 15 North-South Joint Declaration ushered in the era of national independence, the era of doing everything by our nation itself free from the U.S. interference.
    Now is the time for the Koreans to pool their efforts and put an end to the tragedy of national sufferings forced upon them by the U.S.
    The Koreans should fully settle the issue of relations with the United States in order to protect their dignity and destiny from it and hew the path of national independence.
    South Koreans should discard any illusion about the U.S. and get rid of the shameful idea of being inferior to it, ie worship and flunkeyism toward America and fear and submission to it.
    It is necessary to stand firm against the U.S. and pave the way for independence, dignity and prosperity in the Korean nation-first spirit.
    National cooperation provides the Koreans with a guarantee for leading an independent life on their own free from the U.S. interference.
    The article urges Koreans to trust their compatriots, not the U.S. It calls on all Koreans in the north and the south to advance hand in hand through the cooperation between the authorities and between the NGOs.


U.S. Sinister Plot Denounced

    Pyongyang, October 30 (KCNA) -- The United States is now hell bent on the provocations against the DPRK, setting afloat a fiction of the DPRK submarines' infiltration into the territorial waters of south Korea. In this regard, Rodong Sinmun Saturday in a signed commentary terms it a tricky fabrication corresponding to the U.S. anti-DPRK scenario intended to cook up a shocking incident against the DPRK for its sinister political purpose.
    The commentary says:
    Through the fabrication of the DPRK submarines' "infiltration" the U.S. is creating public opinion to slander the DPRK. Its real intention is to find a pretext of checking the improvement of the inter-Korean relations towards reconciliation, cooperation and reunification and escalating military tensions so as to pursue its hostile policy to stifle the DPRK and its strategy for aggression on Northeast Asia.
    The Bush group is seeking a political effect favorable for its reelection by clamorously propagandizing about "possible provocations" of the DPRK on the eve of the U.S. presidential election through the shocking "incident of infiltration of submarines." What is more serious is that the U.S. neo-conservative forces are working hard to use the incident as a pretext for escalating the smear campaign to slander and stifle the DPRK in case Bush is reelected as president.
    Though the Bush group is misleading the public opinion, making much ado about the "infiltration" of submarines it only betrays its baseness and ambition for invasion of the north.
    It has nothing to get from its fabrication and plot. The Bush group would be well advised to bear this in mind and rectify its policy to stifle the DPRK.


U.S. Termed Harasser of Peace and Stability

    Pyongyang, October 30 (KCNA) -- The people who oppose war and value peace should keenly see through the aggressive nature of the U.S.-advocated "contribution to peace" and "defense of democracy" and foil its trick veiled with the call for peace and moves for aggression and war with a revolutionary offensive. Rodong Sinmun Saturday urges this in a signed article. It goes on:
    The U.S. is now interfering in the internal affairs of other countries under the cloak of "contribution to peace" and committing without hesitation armed invasion of sovereign countries.
    Since it appeared in the new century, boasting the "mightiness" of the U.S. the Bush administration has staged a series of wars of aggression under the pretext of "establishing peace order" and "ensuring freedom and democracy" despite unanimous opposition and rejection of the world. It has thus disturbed the world peace order and inflicted unspeakable misfortune and disasters upon the civilians.
    Big and small disputes and instable situation prevailing in the international arena are products of the U.S. moves to establish domination over the world.
    The Bush bellicose forces are leaving no means untried to internationally isolate and militarily stifle the DPRK over the fictitious "nuclear and missile threat" from it.
    They destroyed the groundwork of the six-party talks and put them at a deadlock, thus rendering the prospect of settling the nuclear issue on the Korean Peninsula dim. If the U.S. has a true will to work for peace on the peninsula, it should withdraw its aggression forces from south Korea, convert the Korean Armistice Agreement into a peace agreement and stop all military actions against the DPRK.
    The U.S. is massively forward-deploying up-to-date war equipment in and around south Korea under the pretext of "cutting back" its forces and filling up the "security vacuum," escalating the military confrontation and tensions and pushing the situation on the peninsula to the brink of a war.
    The U.S. regards Iran, an anti-U.S. independent nation, as a thorn in its flesh. It is posing direct military threat to it and menacing it with a preemptive attack. It intends to let Israel wage a proxy war of aggression against Iran.
    The U.S. remains unchanged in its real intention to dominate and plunder other countries. On the contrary it becomes more crafty and vicious in its moves under the name of "anti-terrorism war" and "contribution to peace."
    The Bush bellicose forces are speaking highly of those countries which blindly meet their wishes and demands and follow the U.S. and drawing them to their fold but are putting pressure upon those independent countries, posing military threat to them and working hard to eliminate them by force of arms after listing them as "dangerous states" and "rogue states." Nothing is a more serious act of harassing peace than infringing upon the sovereignty and security of other country and nation.
    The U.S. loudmouthed "contribution to peace" precisely means a version of a war outcry. Peace can be guaranteed only by the united struggle of the people against the anti-peace forces.


U.S. Urged not to Misjudge DPRK's Will

    Pyongyang, October 30 (KCNA) -- Armed forces of the United States and its allies staged a madcap "joint naval exercise" in Tokyo Bay recently, pursuant to the "PSI." In this regard Bolton, U.S. under-secretary of State, at a recent press conference admitted that the main purpose of the exercise was to "strongly warn north Korea and those enterprises related to it as they are involved in the proliferation of weapons of mass destruction."
    Commenting on this, Minju Joson Saturday says that the DPRK can never remain an onlooker to this maneuver as it is a direct product of the hostile policy pursued by the Bush administration toward the DPRK in a bid to escalate its moves to isolate and stifle the former in view of the venue of the exercise, its scale, timing, etc.
    The naval exercise assumes more dangerous nature as it was timed to coincide with the U.S. extreme escalation of tensions on the Korean Peninsula, the news analyst points out, and continues:
    The fact that Japan hosted the recent maneuver targeted against the DPRK, pursuant to the U.S. hostile policy toward it, is a wanton violation of the DPRK-Japan Pyongyang Declaration.
    The DPRK clarified more than once that it would regard any sanctions and blockade against it as a declaration of war.
    Unshakable is the determination of the army and the people of the DPRK to increase the self-defensive deterrent force in order to defend the sovereignty and dignity of the country.
    The U.S. would be well advised to behave itself, pondering over the serious consequences to be entailed by such reckless moves for sanctions against the DPRK as the "joint naval exercise."


KCNA Blasts Japan's Moves to Apply Economic Sanctions against DPRK

    Pyongyang, October 30 (KCNA) -- The ultra-right conservative forces of the Liberal Democratic Party of Japan at the recent first meeting of a "team for a mock test on applying economic sanctions against the DPRK" decided to make public a concrete plan for economic sanctions including a measure to put strict restrictions on "remittance to the north" and its effectiveness. This has stirred up the Koreans' bitter anti-Japanese feelings as the plan is a declaration of confrontation with the DPRK in breach of the spirit of the DPRK-Japan Pyongyang Declaration.
    Japan organized the team shortly after the new foreign minister asserted that he would not bother to apply economic sanctions against the DPRK. And a guy called the secretary general of the team talked about "effectiveness of pressurization by sanctions". This is a product of the Japanese right-wing forces' deliberate moves to further strain the hostile relations between the DPRK and Japan.
    Paragraph 3 of the DPRK-Japan Pyongyang Declaration stipulates that both sides shall abide by international law and refrain from any act of threatening the security of the other side. Subject to this, Japan would have had refrained from any act of posing threat to the DPRK's economic activities and deliberately hampering them, to say nothing of applying economic pressure and blockade against it.
    By going frantic in its efforts to put sanctions against the DPRK, pursuant to the U.S. hostile policy toward the DPRK, in disregard of the above-said principles Japan seeks to pressurize the DPRK and wrest a sort of concession from it over the nuclear and "abduction issues."
    The Japanese reactionaries adopted the "law on economic sanctions against north Korea" and legally adopted economic sanctions against the DPRK as a state policy, claiming that "economic sanctions and blockade are effective weapons for bringing the north to its knees". This meant a declaration by law of an economic war against the DPRK and political and military confrontation with it. Japan has since escalated its undisguised moves to isolate and stifle the DPRK.
    Through its recent decision Japan revealed once again that economic sanctions are, in essence, means for putting pressure upon the DPRK.
    It is by no means fortuitous that the official media of Japan commented that the recent decision is aimed to demonstrate the effectiveness of the "law on foreign exchange" and the "special law on banning portcalls of specified foreign ships" and escalate pressure upon the DPRK.
    These acts, however, will get Japan nowhere. They only betray Japan's despicable nature and weakness and touch off towering hatred toward Japan among the Koreans. The DPRK will take a tough countermeasure against those who encroach upon its sovereignty even a bit.
    Japan should behave itself, pondering over the consequences to be entailed by its moves to apply economic sanctions against the DPRK.

    Pyongyang, October 30 (KCNA) -- Premier of the DPRK Cabinet Pak Pong Ju sent a message of greetings to John Howard on his reelection as prime minister of Australia. Festival nacional de pequena pieza de baile

    Pyongyang, 30 de octubre (ATCC) -- El festival nacional de pequena pieza de baile tuvo lugar del 25 al 29 del mes en curso en esta capital. En el certamen se presentaron 39 piezas de baile creadas por los conjuntos artisticos de la capital y localidades, que reflejan sentimientos ideologicos, aspiraciones y emociones nacionales de los habitantes. Entre ellas figuran la danza femenina en grupo "Muchacha montada al corcel" creada por el Conjunto Operistico "Mar de Sangre", la otra "Costa del mar arrebolada" creada por el Conjunto de Arte Nacional que reflejan magnificamente aspectos de vida revolucionaria y romantica del pueblo coreano, la danza mixta en grupo "Defendiendo la bandera de la Republica" creada por el conjunto artistico de la provincia de Hamgyong del Norte y el solo de baile "Cinta de rencor" creado por el conjunto artistico de la provincia de Hwanghae del Sur, que reflejan bien el sentimiento ideologico del ejercito y el pueblo de Corea de defender a costa de la vida la patria socialista y vengarse de los enemigos de clase cientos de miles de veces.
    Ademas se pusieron en la escena el baile de los 5 "En la herreria", el masculino en grupo "Danza Sangmo" (baile folklorico consistente en dar vueltas a la cinta del gorro), el baile mixto "Danza con mascara", la danza femenina en grupo "Dondolari" que demostraron de modo vivido y delicado costumbres nacionales y sentimientos de vida.
    En la ceremonia de clausura efectuada el dia 29 hubo una premiacion a los creadores que presentaron excelentes piezas de baile.
