Talks Held between Kim Yong Nam and Wu Bangguo

    Beijing, October 18 (KCNA Correspondent) -- Talks were held between Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, and Wu Bangguo, chairman of the Standing Committee of the National People's Congress of the People's Republic of China, at the Great Hall of the People Monday. At the talks the two sides informed each other of their countries' situation and exchanged views on the issue of further boosting the friendly and cooperative relations between the two countries in the new century and a series of international matters of mutual concern and reached a consensus of views on the issues taken up.
    The DPRK side noted with high appreciation that the new collective leadership of China headed by Hu Jintao was attaching great importance to the development of the DPRK-China friendly relations and clarified once again the stand of the Workers' Party of Korea and the DPRK government to make energetic efforts together with the Chinese comrades to lift the relations to a new stage.
    The DPRK side congratulated the Chinese people on the successes they had gained in socialist modernization with Chinese characteristics and wished them greater advance in the drive to build a comprehensively well-off society and achieve the country's reunification.
    Referring to the fact that under the Songun leadership of Kim Jong Il the army and people of the DPRK were defending the dignity and sovereignty of the country and gains of socialism and accelerating the building of a great prosperous powerful nation, single-heartedly united around the headquarters of the revolution, the DPRK side expressed the unshakable will to realize the denuclearization of the Korean peninsula by finding a peaceful solution to the nuclear issue and achieve the independent reunification of the country through national cooperation.
    The Chinese side said it was of great importance in further developing the Sino-Korean friendly relations in the new century to mark the 55th anniversary of the establishment of diplomatic relations between China and the DPRK and, in particular, several China visits by Kim Jong Il in recent years had served as a good foundation for the development of the bilateral relations.
    The Chinese side underscored the need to further develop the Sino-Korean friendly and cooperative relations in various fields in the new century.
    The Chinese side said it was pleased to note that the Korean people were registering successes, overcoming difficulties in the spirit of self-reliance and fortitude under the leadership of the WPK headed by Kim Jong Il, and expressed support to the positive efforts of the DPRK side for a peaceful solution to the nuclear issue on the Korean peninsula.
    Present at the talks on the DPRK side were members of the delegation Ri Ju O, minister of Light Industry, Kim Yong Il, vice-minister of Foreign Affairs, Kim Yong Jae, vice-minister of Foreign Trade, Choe Jin Su, DPRK ambassador e.p. to China, and suite members.
    Present on the Chinese side were Minister of Commerce Bo Xilai, Deputy Secretary General of the NPC Standing Committee Wang Yunlong, Chinese Ambassador e.p. to the DPRK Wu Donghe, Vice-Chairman of the Foreign Affairs Committee of the NPC Wang Yingfan, Vice-Minister of Foreign Affairs Zhou Wenzhong, and officials concerned.
    The talks proceeded in a sincere and friendly atmosphere.


DPRK Delegation Visits Zhong Guancun Scientific and Technological Complex

    Beijing, October 18 (KCNA Correspondent) -- The DPRK delegation led by Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on an official goodwill visit to China visited the Zhong Guancun Scientific and Technological Complex in Beijing Monday afternoon. He went there together with Minister of Light Industry Ri Ju O, Vice-Minister of Foreign Affairs Kim Yong Il, Vice-Minister of Foreign Trade Kim Yong Jae, DPRK Ambassador E.P. to China Choe Jin Su, who are members of the delegation and other suite members.
    They were accompanied by Chinese Ambassador E.P. to the DPRK Wu Donghe and officials concerned.
    Being briefed on the fact that as China's centre for scientific and technological researches this complex has contributed to the development of up-to-date science and technology and training able scientists and technicians, they acquainted themselves with the achievements made by it in researches into information science and technology.


DPRK Delegation Visits Chinese Village

    Beijing, October 19 (KCNA Correspondent) -- The DPRK delegation headed by President Kim Yong Nam of the Presidium of the DPRK Supreme People's Assembly on an official goodwill visit to the People's Republic of China (PRC) visited modern village Han Cun He Cun in Fang Shan District in a suburb of Beijing on Tuesday. Kim Yong Nam went there together with members of the delegation - Light Industry Minister Ri Ju O, Vice-Minister of Foreign Affairs Kim Yong Il, Vice-Minister of Foreign Trade Kim Yong Jae and DPRK Ambassador e.p. to China Choe Jin Su -- and other suite members.
    The delegation was accompanied by Chinese Ambassador e.p. to the DPRK Wu Donghe and other Chinese officials concerned.
    The visitors were greeted by senior officials of the district and village.
    At the room devoted to the history of the village, they were briefed on the fact that the village has improved the standard of its inhabitants by developing economy with main emphasis on agriculture and construction. Then they went round with keen interest dwelling houses, a vegetable greenhouse and other places.


Women's Group for Abolition of SL Formed

    Pyongyang, October 19 (KCNA) -- The Women's Group for Actions for the Abolition of the Security Law (SL) was reportedly formed in Seoul on Oct. 13 by women's organizations including the National Federation of Woman-Peasants Associations, the National Council of Girl Student Representatives, the Anti-U.S. Women's Society, the Women's Society for Reunification and the Women's Committee of the south Korean Confederation of Trade Unions. A resolution titled "Let's totally abolish the SL and advance towards independent reunification" was read out at the inaugural ceremony of the group.
    Accusing the conservative forces including the Grand National Party of making last-ditch efforts to maintain the SL though there is no justification to keep it in force any longer after the publication of the June 15 joint declaration, the resolution terms them foolish and brazen-faced moves to stem the trend of history.
    It went on:
    The ruling party's talk about "alternative legislation and supplement to the criminal law" is nothing but a scheme to keep the north listed as an "anti-state organization," perpetuate the national division and escalate the confrontation, going against the people's desire and demand of the times for the abolition of the SL.
    It called on the women to courageously come out to carry out the historic task for the repeal of the SL irrespective of their differing positions and conditions.


Exhibition of S. Korean Artists for Abolition of SL Opens

    Pyongyang, October 19 (KCNA) -- An exhibition of south Korean artists for the abolition of the "Security Law" reportedly opened in Seoul on October 15. Secretary General of the Cultural Solidarity Ji Kum Jong and other speakers said at its opening ceremony that the SL was an evil law against democracy and human rights and, at the same time, a law restricting the imagination and creative capacity of the artists and that they would lay a springboard for tearing up the SL with the exhibition as the starting point.
    The exhibition will be open till October 23.
    Meanwhile, an image festival for the abolition of the SL opened there.


Minutes of Talks on Cooperation Inked between DPRK and China

    Pyongyang, October 19 (KCNA) -- The minutes of the talks on cooperation in oceanic science and technology were signed here Monday between the delegations of the Hydro-Meteorological Service of the DPRK and the State Oceanic Administration of China. Present at the signing ceremony from the DPRK side were the members of the delegation led by Ho Chang Suk, vice-director of the service, and from the Chinese side the members of the delegation headed by Zhou Maoping, deputy director of the State Oceanic Administration of China, and a staff member of the Chinese embassy here.


S. Korean Uri Party-Proposed "Amendment to Criminal Law" Denounced

    Pyongyang, October 19 (KCNA) -- The ruling Uri Party of south Korea proposed an "amendment to the criminal law" as a bill related to the issue of abolishing the "Security Law" on October 17. Rodong Sinmun Tuesday in a signed commentary terms this bill the second SL and an evil law against reunification.
    The commentary says:
    The bill, in fact, calls for keeping the core of the SL, its main poisonous articles as they are because this bill includes the clause on the "organization aimed at internal disturbance" little different from the provisions on the "anti-state organization," "enemy-benefiting organization."
    The bill is, in the final analysis, a version of the SL.
    For the Uri Party to propose such a bill is an unpardonable crime against democracy and reunification as it goes against the trend of the reunification era after the publication of the June 15 joint declaration, defying the mind-set of the south Korean people towards democracy, human rights and independent reunification and currying favor with the Grand National Party.
    The Uri Party has so far talked a lot about "political reforms" and the abolition of the "SL" but, in fact, played tricks contrary to the expectation of the nation, pursuing quite different aims. The party adopted the abolition of the "SL" as its policy and pushed forward the move for legislation on it. This was done not prompted by any political creed but by opportunist self-protectionism.
    If any new law in south Korea contains even a single clause of the SL, this will make it impossible to improve the inter-Korean relations and achieve the genuine democratization of the society and human rights, the desires of the south Korean people.


Japanese Foreign Minister's Vituperation against DPRK Refuted

    Pyongyang, October 19 (KCNA) -- The remarks made by new Japanese foreign minister Machimura against the DPRK are so irresponsible and impudent that it cannot but paint him as a spokesman and trumpeter for some right-wing conservative forces, not as a diplomatic boss of a country. Rodong Sinmun Tuesday says this in a signed commentary. It goes on: In his recent several interviews he blustered that north Korea's sincere approach towards the "issue of abduction" is a precondition for entering into negotiations for the normalization of the relations. In a recent meeting with "family members of abductees" in particular, he went the lengths of making provocative remarks that Japan might impose sanctions upon north Korea depending on the results of DPRK-Japan inter-governmental working contacts slated for mid-November, threatening that even a treasured sword is useless if it is unsheathed and that Japan would strongly react if necessary.
    His remarks have something in common with the rackets kicked up by the Japanese right-wing conservative forces for sanctions against the DPRK.
    These remarks are quite contrary to the DPRK-Japan Pyongyang Declaration.
    Intolerable is what he is doing in breach of the Pyongyang declaration, unbecoming for the diplomatic boss of Japan.
    If his remarks mean an official stand of the Japanese government at a time when the DPRK-Japan inter-government working contacts are expected to be held in November, this compels the DPRK to think otherwise as it is making sincere efforts for their success.
    The Japanese authorities would be well advised to properly understand the mindset of the public at home and abroad and stop hamstringing the efforts to implement the Pyongyang declaration and working to bedevil the DPRK-Japan relations.


DPRK's Exhibition Enjoys Popularity in Syria

    Pyongyang, October 19 (KCNA) -- The wing of the Democratic People's Republic of Korea enjoyed great popularity in the 51st International Commodity Exhibition held in Damascus, Syria, in last September. The wing was decorated with a flag of the DPRK and photos showing achievements gained in industrial, agricultural, scientific and technological sectors under the Songun-based leadership of Kim Jong Il.
    On display were President Kim Il Sung's reminiscences "With the Century" translated in Arabic, works of Kim Jong Il and political, economic and cultural magazines.
    Also exhibited there were photos and catalogues of 10-odd kinds of numerical control lathes, various sorts of glass gems, dinner forks, spoons and knives, insam (ginseng) goods and indices of granite-staining technique.
    Among the exhibits the NC lathes, glass gems and dinner forks, spoons and knives as well as Koryo celadons, lacquer ware and straw goods were in great demand.
    The organizing committee of the exhibition awarded a prize to the DPRK for its numerous and excellent exhibits.
    When visiting the DPRK's wing, Muhammad Nazi Otri, prime minister of Syria, said the economic delegation of the DPRK showed a fine result through its Syria visit and voiced the belief that the cooperative ties between the two countries would be further developed in the future.


Friendly Meeting with Members of Nigerian Delegation Held

    Pyongyang, October 19 (KCNA) -- A friendly meeting with members of the women's delegation of the People's Democratic Party of Nigeria was held on Monday. Present on invitation were the members of the women's delegation of the party headed by National Woman Leader of the Party Josephine Anenih and a staff member of the Nigerian embassy here.
    Present there were Ri Yong Hui, vice-chairwoman of the Central Committee of the Korean Democratic Women's Union and officials concerned. The representatives of the two women's organizations informed each other of their activities and successes and experience gained by them, deepening the friendship.


Congratulatory Message to Cambodian King

    Pyongyang, October 19 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on October 16 sent a congratulatory message to Norodom Sihamoni on his being chosen as King of Cambodia. The message sent warmest congratulations to Norodom Sihamoni on his being chosen as King of Cambodia.
    It expressed hope that he would make great success in his noble cause of building sovereign, independent, peaceful and prosperous Cambodia by inheriting the patriotic cause of Norodom Sihanouk.

    Pyongyang, October 19 (KCNA) -- A government cultural delegation of the Federal Democratic Republic of Ethiopia led by Mahamoda Ahmed Gaas, vice-minister of Youth, Sports and Culture, arrived here on Tuesday. Also arriving here today were Mounir Bouchenaki, assistant director-general of the UNESCO, and his party, a delegation of Beijing University of China led by its Party Secretary Min Weifang and a youth delegation of the People's Democratic Party of Nigeria headed by its National Youth Leader Bibi Farouk.


Kim Yong Nam Pays Courtesy Call on Hu Jintao

    Beijing, October 19 (KCNA Correspondent) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on an official goodwill visit to China paid a courtesy call on Hu Jintao, general secretary of the Central Committee of the Communist Party of China and president of the People's Republic of China, on Tuesday. At the meeting Kim Yong Nam conveyed warm regards from leader Kim Jong Il to Hu Jintao.
    Hu Jintao expressed thanks for this and asked Kim Yong Nam to convey his warm greetings to Kim Jong Il.
    Kim Yong Nam said that the celebration of the 55th anniversary of the opening of the DPRK-China diplomatic relations was of great significance in developing bilateral relations in the new century.
    It is an invariable stand of the WPK and government of the DPRK to inherit and develop the friendly relations between the two countries, he stressed.
    Hu Jintao said that it was important for both sides to steadily develop in the new century the Sino-DPRK friendly relations that were provided by the revolutionaries of the elder generation of the two countries and stood the test of history, adding that the Sino-DPRK friendly and cooperative ties have incessantly developed under the deep care of the top leaders of the two parties and countries in recent years.

    Beijing, 18 de octubre (Corresponsal de ATCC) -- Tuvo lugar en el Gran Palacio del Pueblo la ceremonia para dar bienvenida a la delegacion de la Republica Popular Democratica de Corea presidida por el presidente del Presidium de la Asamblea Popular Suprema, Kim Yong Nam, que arribo el dia 18 a Beijing para realizar una visita oficial y de amistad a la Republica Popular China cumplimentando la invitacion del Comite Permanente de la Asamblea Popular Nacional y el Consejo de Estado de China. Kim Yong Nam, junto con presidente del CP de la APN de la RPCh, Wu Bangguo, paso revista a la guardia de honor de las fuerzas terrestres, navales y aereas del Ejercito de Liberacion Popular de China.
    Este dia, Kim Yong Nam y Wu Bangguo sostuvieron conversaciones en el citado palacio.

    Wu Bangguo en su discurso senalo que desarrollar incesantemente la amistad chino-coreana es la inconmovible orientacion del partido y el gobierno de China y apunto que en ocasion del 55 aniversario del establecimiento de las relaciones diplomaticas China-Corea, la RPCh, junto con los camaradas coreanos, impulsara constantemente el desarrollo de las relaciones de amistad y cooperacion entre ambos paises de acuerdo con el espiritu de "sucesion de tradiciones, aspiracion al futuro, buena vecindad, amistad y fortalecimiento de cooperacion".
    Le siguio en usar la palabra Kim Yong Nam quien subrayo que el Partido del Trabajo de Corea y el gobierno de la RPDC se mantienen en la invariable posicion de apreciar y fortalecer de generacion en generacion la amistad coreano-china que fue preparada por los revolucionarios de veterana generacion de ambos paises y se sobrepuso a todas las pruebas de la historia.

Firmada nota de conversaciones entre Corea y China

    Pyongyang, 19 de octubre (ATCC) -- Quedo rubricada el dia 18 en esta capital la nota de conversaciones sobre la cooperacion cientifico-tecnica maritima entre la delegacion de la Direccion Meteorologica e Hidrologica de la Republica Popular Democratica de Corea y la delegacion de la Direccion Maritima Estatal de la Republica Popular China. En la ocasion estuvieron presentes los miembros de la delegacion coreana presidida por la subdirectora Ho Chang Suk y de la delegacion china encabezada por el subdirector Zhou Maoping, asi como un miembro de la embajada china en Corea.


Traicion a la esperanza de la nacion coreana

    Pyongyang, 19 de octubre (ATCC) -- El pasado dia 17, el gobernante "Partido Uri" del Sur de Corea presento una llamada "enmienda de codigo penal" como una "legislacion substitutiva" a la "ley de seguridad" a abolirse. Esta enmienda es la "segunda ley de seguridad" y un infame codigo anti-reunificacion.
    Senala asi el diario Rodong Sinmun en un comentario individual del dia 19 y continua:
    La "enmienda" del "Partido Uri" establece en su "codigo penal" un articulo definitorio de "entidades conspiradoras de rebelion" identico a los acapites "entidades anti-estatales" y "entidades pro-enemigas" de la "ley de seguridad". De esta forma, dejo intactos el contenido nuclear y el articulo mas pernicioso de la "ley de seguridad". En fin, esta y la nueva "enmienda" son dos caras de la misma moneda.
    El planteamiento de la "enmienda" en cuestion es un espaldarazo a la aspiracion de los habitantes surcoreanos a la democracia, derechos humanos y reunificacion independiente. Ademas, es un acto criminal contra la democracia y la reunificacion cometido para agradar al "Partido Hannara" y en desafio a la corriente de la epoca de la reunificacion del 15 de Junio.
    Hasta la fecha, el "Partido Uri" aparentaba abogar por la "reforma politica" y la derogacion de la "ley de seguridad", pero, en realidad, sonaba con otra cosa y se apelaba a intrigas en contra de la voluntad de la nacion coreana. Tomar la abolicion de la controvertida "ley de seguridad" por su plataforma e impulsar su legalizacion no partio del credo politico de esta agrupacion sino devino un comportamiento oportunista para aprovechar la tendencia social.
    Si alguna ley a aprobarse en el Sur de Corea contiene un solo articulo remanente de la "ley de seguridad", no se pueden desarrollar las relaciones Norte-Sur ni lograr la democratizacion verdadera de la sociedad surcoreana y la proteccion de los derechos humanos de los habitantes surcoreanos.
