Foreign Ministry Spokesman Demands Clarification of S. Korea's@Nuclear Issue

    Pyongyang, October 6 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA Wednesday in connection with the snowballing suspicion of south Korea's secret nuclear experiments raised in the process of the recent inspection of them: The International Atomic Energy Agency (IAEA) made an inspection of a clandestine laser-aided uranium enrichment experiment that had been made in south Korea in 2000 in the wake of its disclosure in September last. IAEA said it would report the results of the inspection to its board of governors slated to be held in November. The case, however, is not confined to this.
    It was disclosed in an unbroken chain that south Korea conducted secret nuclear experiments in the 1980s and the 1990s.
    In this regard the international community is becoming increasingly suspicious about whether south Korea has pursued a clandestine nuclear weapons program although it declared its willingness to stop the program in the 1970s.
    One or two inspections were enough to increase this suspicion. However, it is only the United States which is zealously defending south Korea, saying that there is nothing to worry about what it did as it was no more than experiments for the purpose of research, even before the results of inspection are available.
    It seems that the U.S. has inward trouble or seeks an ulterior aim while defending the criminal.
    What should not be overlooked is that senior officials of the IAEA in charge of the case are making remarks intended to hush it up as early as possible while downplaying the gravity of the case quite contrary to the stand they had taken on the case right after its disclosure.
    They might be influenced by the U.S.
    The DPRK can not but remain vigilant against this, given the precedent in which IAEA had applied double-dealing standards when dealing with the nuclear issue on the Korean peninsula in the past, away from the principle of impartiality.
    The point at issue is not how many grams of nuclear substance south Korea has extracted through the experiments or what was the concentration of enrichment.
    The gravity of the situation lies in that south Korea has pursued in secrecy the nuclear weapons program at the tacit connivance of the U.S. and with its cooperation and has now full access to the nuclear weapons development technology.
    This can not but be a serious challenge to the efforts to denuclearize the Korean peninsula.
    At the six-party talks that had been held so far the parties concerned set the denuclearization of the Korean peninsula as their goal. This meant making the whole peninsula including both the north and the south nuclear-free.
    The reality proves that the nuclear issue of south Korea should be discussed and clarified at multi-lateral negotiations in the future if any discussion is to be made on the issue of denuclearization of the peninsula.
    Moreover, given the fact that south Korea is under the U.S. nuclear umbrella the DPRK is of the view that it would not be possible for it to take part in any effort for a solution to the nuclear issue with confidence unless the nuclear issue of south Korea is settled understandably.
    If the U.S. keeps asserting that the DPRK must scrap its nuclear program first, defending south Korea as ever, in disregard of this hard reality, this would be little short of applying its double standards concerning the nuclear issue and throwing an insurmountable roadblock in the way of solving the nuclear issue on the Korean peninsula.
    The present reality strongly urges the DPRK to increase its nuclear deterrent force but it is exercising its utmost patience.
    The DPRK will closely follow up with the international community the results of the IAEA's inspection and approach toward their settlement.


Coordinated Action of G-77 Called for

    Pyongyang, October 6 (KCNA) -- DPRK Vice-Foreign Minister Choe Su Hon who is leading the DPRK delegation to the 59th UN General Assembly addressed the meeting of foreign ministers of G-77 held on the sidelines of the assembly on Sept. 30. He stressed the need for the G-77 to intensify their coordinated action to cope with high-handed and arbitrary practices getting all the more undisguised in economic and social fields. Clarifying the view of the DPRK delegation as regards the formulation of the joint stand of the group on major economic and social issues on the agenda of the assembly, he underscored the need for the group to take practical measures to resolutely reject unilateral measures for economic pressure against some developing countries for a certain political reason and remove political conditionality imposed on international cooperation.
    He called on the group to make concerted efforts at the current assembly for implementing resolutions adopted at the recent G-77 meetings including Havana NAM Summit and continue spearheading the efforts of developing countries to expand and strengthen the South-South cooperation.
    He reiterated the stand of the DPRK government to remain faithful to the noble purpose and mission of the G-77 to establish a new international economic order based on justice, equality and impartiality in the future, too, under the wise leadership of Kim Jong Il.


Special Issue of Bulletin Published in Nepal

    Pyongyang, October 6 (KCNA) -- A special issue of the bulletin was published by the Nepal-DPRK Friendship Association on Oct. 1 to mark the 59th anniversary of the Workers' Party of Korea. In an article titled "Triumphant and Glorious Seven Years of General Secretary Kim Jong Il" it notes the victory of the WPK is that of Kim Jong Il. The historical miracle of steadfast defense of socialism in Korea under the most rigorous situation has been possible as he has led the WPK to victory with his never-wavering independent politics.
    The building of a great prosperous powerful socialist nation in the DPRK drawing the world's attention should be regarded as a manifestation of the unshakable politics of the WPK to shape its bright future by its own efforts according to its faith, says the article.
    Another article titled "Invincible Workers' Party of Korea" states that the victorious and glorious road covered by the WPK bears the footmarks of President Kim Il Sung and that is why the Koreans now call it the Party of Kim Il Sung.
    The WPK is throwing its rays invariably today with his august name as it holds Kim Jong Il, the great successor to the President, in high esteem at its head, it stresses.


23rd Yun I Sang Concert Opens

    Pyongyang, October 6 (KCNA) -- The 23rd Yun I Sang Concert has opened. The concert is open on the significant occasion of the 20th anniversary of the Yun I Sang Music Institute.
    Performing at the concert will be the orchestra of the institute, the State Symphony Orchestra, the Mansudae Art Troupe and the Phibada Opera Troupe.
    There was a premiere of the concert at the Moranbong Theatre Tuesday.
    Seeing it were Choe Ik Gyu, minister of Culture, Song Sok Hwan, vice-chairman of the Central Committee of the General Federation of the Unions of Literature and the Arts, officials concerned and creative personnel and artistes in the cultural and artistic field. The widow and daughter of Yun I Sang were in the audience.
    The performance was preceded by an opening speech of Sim Tong Gol, vice-minister of Culture.
    Put on stage by the State Symphony Orchestra were the orchestra "Etiquette Music" and the symphonic poem "Eternity to Kwangju" composed by Yun and orchestral prelude to operetta "The Bat" by J. Strauss and other numbers.
    The concert will continue till Oct. 7.


Kimjongilia Registered as New Species of Begonia Family

    Pyongyang, October 6 (KCNA) -- The International Society for Horticultural Science (ISHS) formally registered Kimjongilia as a new species of the begonia family recently. The U.S. Begonia Society, authorized by the ISHS, a universally authoritative organization in the field of horticultural science, examined the characteristic feature of the species and its horticultural value and formally registered the flower as new species No. 991 with a unanimous approval of the examiners.
    The decision made at the 15th session of the ISHS held in 1958 calls on the U.S. Begonia Society to examine a newly bred flower belonging to the begonia family worldwide. This society's registration of any new species of flower would automatically mean a formal recognition by the ISHS.
    The botanical name of Kimjongilia registered at the ISHS as a new species according to the decision is Begonia x tuberhybrida Voss 'KIMJONGILHWA'.
    Begonia is popular name and x means crossing and tuberhybrida implies bulbotuber mixed breed. Voss is the name of the person who named the specific epithet and 'KIMJONGILHWA' is the name for a new variety.
    Kimjongilia was awarded a special prize and a gold medal at the 12th International Flower Show held in Bratislava, former Czechoslovakia, and the top "Grand" Prize and its certificate at the 99 Kunming, China, World Horticultural Exhibition.
    The flower also won the first prize at the recent Begonia Show held in San Diego, California State of the U.S.


Reception on Anniversary of DPRK-China Diplomatic Ties

    Pyongyang, October 6 (KCNA) -- The Korean Committee for Cultural Relations with Foreign Countries and the Central Committee of the Korea-China Friendship Association gave a reception at Pyongyang Koryo Hotel Tuesday on the occasion of the 55th anniversary of the opening of diplomatic relations between the DPRK and the People's Republic of China. Minister of Public Health Kim Su Hak who is chairman of the C.C., the Korea-China Friendship Association, addressing the reception, said the two peoples have steadily strengthened and developed friendly and cooperative relations in the political, economic, cultural and other fields over the last 55 years.
    Today, he further said, the Chinese people have set themselves the goal of a higher stage to build a socialist power with Chinese characteristics and are making significant achievements in the work to build a comprehensively well-off society by 2020 and the international position of China is rising day by day. S. Korea's Moves to Open DMZ to Tourism Assailed

    Pyongyang, October 6 (KCNA) -- The Demilitarized Zone (DMZ) along the Military Demarcation Line (MDL), a symbol of the division of the Korean territory into the north and the south and a leftover of the era of confrontation, should not be preserved but the wire entanglements and the concrete wall should be removed to convert the zone into a symbol of reunification, said a spokesman for the DPRK Ministry of Land and Environment Preservation in a statement issued Tuesday. Referring to the fact that south Korea has staged a farce to register the DMZ along the MDL as a world heritage and open it to international tourism, the statement denounced it as intolerable anti-national act intended to dampen the nation's desire for reunification and get Korea's permanent division universally recognized.
    The ecological environment in the areas along the MDL including the DMZ has been more severely polluted than in any other parts of the world, the statement said.
    The south Korean authorities should drop their foolish attempt to use the DMZ for making money and take a bold decision to pull down the concrete wall as demanded by the nation, facing up to the trend of the times.


S. Korea's Moves for Nuclear Weaponization under Fire

    Pyongyang, October 6 (KCNA) -- South Korea's double-dealing nature as regards the nuclear issue has been laid bare by the recent disclosure of a series of its secret nuclear experiments. It is now arousing protest and condemnation at home and abroad. In this regard, Rodong Sinmun Wednesday says in a signed commentary:
    Since the disclosure of their moves to develop nuclear weapons, the south Korean authorities have employed cheap tricks to shirk off the responsibility for them, asserting that those are mere scientific experiments. But they are, in fact, clandestine nuclear-related experiments including uranium enrichment aimed at extracting weapon-grade nuclear substance. This is a clear proof that the activities to develop nuclear weapons have been conducted in a systematic and premeditated manner in south Korea.
    Today south Korea has basic index for nuclear weaponization including extraction of nuclear substance, production of nukes, possession of means of nuclear delivery and stepped-up preparations for a nuclear war and all this has been put under an integral system.
    The reality clearly shows which force is really threatening peace on the Korean peninsula and the national security with nukes.
    It is a well-known fact that south Korea is under the protection of the U.S. nuclear umbrella. So, its moves for nuclear weaponization indicate that it is emerging an independent force to pose a nuclear threat to the north in the Korean peninsula. Moreover, the "prerogative of command" over the armed forces of south Korea is in the hands of the U.S. after being deprived of its sovereignty under U.S. harsh domination. It is, therefore, as clear as a noonday that if south Korea has access to nuclear weapons, they would be used against the fellow countrymen at the instruction of the U.S. keen to stifle the DPRK. The ever-increasing danger of a nuclear war to the Korean peninsula is being posed by none other than the U.S. and south Korea.
    The truth about the secret nuclear-related experiments in south Korea gravely threatening the security of the Korean peninsula with nukes should be probed completely and thoroughly.
    The south Korean authorities should clarify the truth about their nuclear issue before raising a hue and cry over other's nuclear issue mindful that the development of the inter-Korean relations can hardly be expected unless the truth behind their secret nuclear experiments are probed.


Anniversary of Opening of DPRK-China Diplomatic Ties Observed

    Pyongyang, October 6 (KCNA) -- Newspapers Wednesday dedicate editorial articles to the 55th anniversary of the opening of the DPRK-China diplomatic relations. The Chinese people established diplomatic ties with the DPRK before any other country on October 6, 1949, five days after the proclamation of their republic. This was strong support and encouragement to the just cause of the Korean people who were traversing an untrodden path to build a new country under the complicated situation created just one year after the foundation of the DPRK, Rodong Sinmun notes, and goes on:
    The establishment of the diplomatic ties was an epochal event of weighty significance in developing the friendly and cooperative relations between the DPRK and China.
    The flower garden of the DPRK-China friendship was provided and tended by President Kim Il Sung and Chinese leaders of the elder generation, and it has come into fuller bloom generation after generation.
    In recent years leader Kim Jong Il paid historic visits to China several times and the DPRK was visited by respected Jiang Zemin and Wu Bangguo. These were significant events that opened a brilliant chapter in the history of the bilateral friendship.
    The successful China visit by Kim Jong Il in April this year, in particular, marked a momentous occasion of historic significance in developing the bilateral relations of friendship and cooperation on a new higher level. In the run-up to the 55th anniversary of the opening of bilateral diplomatic relations, a party and government delegation and an art troupe of China visited the DPRK last September, which clearly proved that a new collective leadership of China has attached great importance to the development of the bilateral friendly relations.
    The recent fourth plenary meeting of the 16th Central Committee of the Communist Party of China decided to nominate Hu Jintao as chairman of the CPC Central Military Commission, which is indicative of deep trust of the CPC, army and people in him.

Highly Efficient Sensors Developed in DPRK

    Pyongyang, October 6 (KCNA) -- The Electronics Institute under the Academy of Sciences of the Democratic People's Republic of Korea has developed various kinds of sensors with nano-structured porous silicon materials. Director of the institute Ryo Hyo Jong told KCNA that while examining the electric, optical, thermodynamic and mechanical properties of the silicon materials, the research team found the thermo-electromotive force of the silicon materials is 5-10 times that of the existing thermoelectric materials.
    The team, on the basis of the discovery, developed highly sensitive thermoelectric devices and thermoelectro infrared detectors.
    It also made use of the optical property of the silicon materials in producing red, yellow and green electric light and in developing highly sensitive photodiode.
    The team invented highly sensitive pressure sensors and sensors correctly measuring humidity in the air by using the mechanical property of the silicon materials. The invention of the sensitive porous-silicon infrared detector won Award of the World Intellectual Property Organization.


Foundation Anniversary of Yun I Sang Music Institute Marked

    Pyongyang, October 6 (KCNA) -- A meeting to mark the 20th anniversary of the foundation of the Yun I Sang Music Institute was held at the Pyongyang International House of Culture on Oct. 4. Ri Il Nam, chief of the institute, in his report, said the institute has over the past two decades carried on vigorous scientific research into music, art creation and exchange of music for reunification and press activities, upholding the Workers' Party of Korea's Juche-oriented idea of literature and art and remaining true to its policy of national reunification.
    President Kim Il Sung received Yun several times and highly praised him for engaging himself in righteous music creation overseas, cherishing national consciousness. The President was so good as to watch the performance given by a Yun I Sang concert and showed such loving care as seeing to it that the concert was held with greater splendor as a music festival for reunification to meet the requirement of the developing reality, the reporter said, and continued:

    Pyongyang, October 6 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, on Tuesday sent a message to Susilo Bambang Yudhoyono congratulating him on his election as president of the Republic of Indonesia. Expressing belief that the traditional relations of friendship and cooperation between the DPRK and Indonesia would steadily grow strong, Kim in the message sincerely wished the Indonesian president great success in his responsible work.

Kim Jong Il inspecciona Unidad No. 2734 del EPC

    Pyongyang, 6 de octubre (ATCC) --El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea inspecciono la Unidad No. 2734 del EPC que ostenta el titulo de Septimo Regimiento de O Jung Hup. Le acogieron alli los comandantes de esta Unidad.
    El Dirigente, luego de enterarse del estado de cumplimiento del deber de la unidad, recorrio las salas de leccion militar para presenciar entrenamientos de los uniformados.
    Se mostro muy satisfecho de que la unidad, al inventar y fabricar numerosos equipos modernos de entrenamiento y al normalizar los entrenamientos y hacer de estos una parte de vida cotidiana, prepara a todos los militares como valientes combatientes dispuestos de alta capacidad y tecnica de combate y capaces de aniquilar a solas a cien enemigos y evaluo de altas sus proezas.
    Dijo que puesto que la guerra moderna es la cientifica y tecnica que requiere alto nivel cientifico y tecnico militar es preciso dar mas pujanza a la labor para armarse firmemente con los metodos de combate y tecnica militar autoctonos de nuestro partido y presento las tareas que se presentan para fortalecer aun mas la combatividad de la unidad.
    Al recorrer el recinto del cuartel el Comandante Supremo se entero detalladamente del estado de administracion de la unidad.
    Se mostro muy regocijado de las magnificas condiciones del cuartel al ver toda clase de arboles que forman un bosque frondoso en el recinto y la periferia, los cuarteles que se asemejan a las cabanas de reposo dentro del bosque y los campos para entrenamiento y juegos deportivos acondicionados excelentemente.
    Acto seguido, recorrio la sala de educacion, el dormitorio, el comedor, la cocina, el bano, la sala de elaboracion y otros lugares para prodigar profunda atencion a la labor y vida de los uniformados.
    Se entero en detalles de todas las condiciones de vida desde la vista y audicion de la television, la lectura y calefaccion del dormitorio hasta el suministro de articulos preferidos, calidad del agua del bano y las actividades deportivas e indico uno por uno los medios pertinentes.
    El Dirigente, al recibir del jefe de la unidad el parte de la produccion para el autoabastecimiento, averiguo el estado del cultivo de este ano.
    Exteriorizo gran satisfaccion de que la unidad, al organizar bien la produccion para el autoconsumo como la cria de animales domesticos, el cultivo de hongos y plantas agricolas, preparo condiciones de vida alimenticia abundante a los soldados, y evaluo altamente sus exitos.

Registro oficial de Kimjongilia en SIH

    Pyongyang, 6 de octubre (ATCC) -- En los dias recientes, la Sociedad Internacional de Horticultura (SIH) registro oficialmente Kimjongilia como una nueva especie de la familia de begonia. Lo hicieron los jurados de la Sociedad de Begonia de EE.UU., por encargo de la SIH de prestigio internacional en la floricultura, tras examinar las peculiaridades y valor floricola de Kimjongilia que fue registrada con el numero serial 991 por aprobacion unanime.
    Segun la resolucion aprobada en la XV asamblea general de la SIH sesionada en 1958, esta entidad norteamericana fue autorizada para examinar todas las nuevas variedades de la familia de begonia del mundo. Por lo tanto, el registro por esta significa automaticamente la catalogacion oficial de la SIH.
    El nombre cientifico de Kimjongilia es Begonia x tuberhybrida Voss "KIMJONGILHWA".
    A descifrarlo, Begonia es el nombre general y x significa hibridacion mientras tuberhybrida quiere decir especie mezclada. Voss es el nombre de la persona que puso el epiteto de la especie y "KIMJONGILHWA" es el nombre de la nueva variedad.
    Esta flor recibio el premio especial y la medalla de oro en la XII Exposicion Internacional de Flores de Bratislava, ex Checoslovaquia y la maxima distincion "Grand" y el diploma de la Exposicion Mundial de Horticultura de Kunming 99, China. Por otra parte, ocupo el primer lugar en la exposicion de begonias que se desarrollo hace poco en San Diego, California de EE.UU.


Vocero del MPTMA se refiere a zona desmilitarizada

    Pyongyang, 6 de octubre (ATCC) -- La zona desmilitarizada de la Linea de Demarcacion Militar, que divide Corea en el Norte y el Sur, no debe conservarse sino ha de ser convertirse en un simbolo de la reunificacion mediante la eliminacion de las alambradas y la barrera de hormigon. Senalo asi el vocero del Ministerio de Proteccion Territorial y del Medio Ambiente (MPTMA) de la Republica Popular Democratica de Corea en su declaracion fechada 5 y prosiguio:
    En estos dias, en el Sur de Corea se torna abierto un intento de registrar la zona desmilitarizada de la linea de demarcacion militar como un patrimonio mundial y darle acceso libre como un lugar turistico internacional. Esto es un imperdonable acto antinacional para frustrar la aspiracion de la nacion a la reunificacion y obtener el reconocimiento internacional de la division perpetua del pais.
    La zona desmilitarizada y zonas perifericas a la linea de demarcacion militar tienen el habitat mas destruido en este globo terraqueo.
    Las autoridades surcoreanas deben darse clara cuenta de la demanda de la nacion y la corriente de la epoca, abandonar de inmediato la ilusion vana de ganar dinero mediante la comercializacion de la zona en cuestion y tomar la valiente decision de desmantelar la barrera de hormigon.
