World Human Rights Activists Demand Abolition of Security Law

Pyongyang, September 19 (KCNA) -- The UN high commissioner for human rights, addressing a press conference at the building of the south Korean "Ministry of Foreign Affairs and Trade" on Sept. 16, demanded the repeal of the "Security Law," according to south Korean MBC. Noting that the SL is part of the issues pending an urgent solution under the south Korean human rights situation, he said he shared the view that the SL should be abolished.
The international community has already urged several times that the SL should be repealed according to the international human rights standards, he noted.
Meanwhile, the delegates of the Amnesty International and human rights organizations of Switzerland, Uganda and other countries participated in a rally demanding the repeal of the evil law held in Thapgol Park, Seoul, that day under the sponsorship of the south Korean Family Movement for Realizing Democracy.
They demanded that the SL be abolished, noting that they were aware of the facts that many activists for democracy was tortured and killed on charges of violation of the SL, a product of the division and dictatorship.

Seoul High Court Decision against Pro-reunification Figure under Fire

Pyongyang, September 19 (KCNA) -- The Seoul High Court reportedly held a trial on an appeal on Sept. 15 at which it sentenced Min Kyong U, secretary general of the Reunification Solidarity, to three years and 6 months in jail and three years of suspension of qualification. That day the justice team made such decision, charging that the north remains an entity threatening the order of liberal democracy and the defendant deliberately violated and did harm to the legal order.
Kwon O Hon, chairman of the Special Committee for the Withdrawal of the "Security Law" of the Solidarity, said he could not understand the intention of the justice team which passed such an unreasonable judgment. Han Sang Ryol, permanent representative of the organization, declared that he would make every effort to get the SL repealed, noting that what angered him most was the threat of the justice team that it could punish the secretary general by the criminal law.
Ri Jong Rin, honorary chairman of the South Headquarters of the National Alliance for the Country's Reunification, stated that the total abrogation of the SL was the only way of achieving human rights and democracy.
Members of civic and social organizations declared an all-out struggle for the withdrawal of the SL to the Ministry of Justice, police and conservative media, noting that it would launch diverse actions in the future including an all-people rally for the withdrawal of the SL.

Bankruptcy of U.S. Unilateral Policy Inevitable

Pyongyang, September 18 (KCNA) -- Ever louder voices critical of the Bush group's self-righteous and unilateral foreign policy are heard from various parts of the world with the U.S. president election slated for early in November. Rodong Sinmun Saturday in a signed article says in this regard:
U.S. media including the International Herald Tribune criticized the Bush administration, deploring the disclosure of U.S. setbacks as the world's only superpower in politics, economy, military affairs, diplomacy and other fields due to Bush's inability and its resultant wrong foreign policy.
The U.S. big stick policy for world domination finds its vivid expression in its unilateral policy enforced in the international arena.
It has focused its efforts on implementing its high-handed policy of strength in quest of unchallenged domination over the world. After the Sept. 11 incident, the U.S. listed those countries falling out of its favor as sponsors of terrorism and put pressure upon them after dividing other countries into a group standing on the U.S. side and the other group standing on the terrorist side as it pleased.
The U.S. set out the strategy of preemptive attack and has since put spurs to the development of new type nuclear weapons. This eloquently proves that the U.S. is the world's worst rogue state as it revealed its criminal attempt not to hesitate to exterminate humankind in a bid to realize its ambition for world supremacy.
The U.S. reckless moves to isolate and stifle the DPRK mean the extreme phase of its unilateral and self-righteous foreign policy. The U.S. has frantically stepped up its preparations for the preemptive attack on the DPRK, while giving lip-service to the negotiated peaceful solution to the nuclear issue between the DPRK and the U.S. through the six-party talks.
The U.S. styles itself "liberator" and "guardian of justice." But with nothing can it hide its criminal nature as an aggressor, occupationist and harasser of peace.
The world is going in for multi-polarization and independence and no country tolerates U.S. unilateralism and supremacy. China and Russia, too, are swimming with the trend towards world multi-polarization, opposed to the U.S. high-handed practices and unilateralism.
U.S. imperialism is standing further isolated worldwide and this is precipitating the collapse of the U.S.A.
It is a tragedy that the Bush group is incapable of escaping it.

Stop to Troop Dispatch to Iraq Urged

Pyongyang, September 18 (KCNA) -- The National Reunification Institute issued a memorandum on Sept. 17, castigating the U.S. and its followers for forcing dispatch of south Korean troops to Iraq, oblivious of nightmare at the time of the Vietnamese war. The memorandum said:
The overseas dispatch of south Korean troops from the Vietnamese war to the Iraqi war included 8 countries on 14 occasions. The three-occasioned dispatch of troops to Iraq is largest in troop strength ever since the Vietnamese war and ranks first among those countries which dispatched their troops to Iraq, except for the United States and Great Britain.
Referring in detail to the truth behind the participation of south Korean troops in the shameful Vietnamese war forced by the U.S., the memorandum pointed out:
The United States ignited a war of aggression in Vietnam in the 1960s and involved its satellites including south Korea in the war.
The United States had already used the south Korean troops as its cannon fodder during the war of aggression in Korea. With this experience it forced the then military fascist regime of south Korea, a special class colony, to dispatch its troops to the Vietnamese war, because the regime was thirsting for the U.S. political and economic aid.
Forced by the U.S., the 150-strong south Korean troops consisting of 140-member medical group of the Mobile Surgery Hospital and 10 Taekwon-do teachers were firstly dispatched to the Vietnamese war under the signboard of the "assisting group" on Sept. 22, 1964.
The south Korean authorities dispatched the "Dove Unit" to South Vietnam for the second time in February 1965 under the mask of "non-combat unit" and later committed 50,000-strong combat troops including "Blue Dragon Unit", "Fierce Tiger Unit" and "White Horse Unit" to the Vietnamese war on five occasions until June 1967. Therefore, the dispatch of south Korean troops to the Vietnamese war totaled at least 320,000 for nine years. (the south Korean magazine Hangyorye 21, Sept. 25, 2003).
The dispatched middle-aged and young south Korean people were used as bullet shields for their master and met a miserable death.
More than 4,960 south Korean persons were killed and 11,062 others wounded in the Vietnamese war. Over 66,000 out of those troops who managed to come back after the war are at death's door or undergoing troubles owing to the sequela of the GI's defoliant and its aftereffect is being exerted upon their posterity.
Though the south Korean authorities advertised it earned a billion U.S. dollars through troop dispatch to the Vietnamese war, human casualties during the war amounted to 15.4 billion dollars (the south Korean magazine Shin Dong-A, Oct. 1970). This is nightmare and truth behind the shameful Vietnamese war.
Referring to the dispatch of south Korean troops to the Iraqi war and its aftermath following the nightmare in the Vietnamese war 40 years ago, the memorandum said:
The United States ignited the Iraqi war on March 20 last year following the Afghan war under the pretext of "anti-terrorist war" after the "Sept. 11 incident" and put pressure upon south Korea by means of threat and appeasement to dispatch its troops to Iraq before the war.
In particular, the U.S. forced south Korea to dispatch its troops to Iraq at the time when political foundation of the "government for people" was weak and it was faced with a crisis at home and abroad after its appearance.
Yielding to the U.S. demand, the south Korean authorities dispatched an "assisting group" consisting of at least 600-strong engineering battalion and over 100-member medical group in the name of an "advance party" under the mask of "non-combat unit" afraid of public opinions as they did at the time of the Vietnamese war.
Not content with this, the U.S. forced the south Korean authorities again to dispatch large additional combat troops as it did in the Vietnamese war.
Submitting to the U.S. pressure in different sectors , the south Korean authorities decided to additionally dispatch 3,000-strong combat troops of the "Jaitun unit" including 800 soldiers to Iraq under the "command of special war" and sent a 900-strong advance party this year on August 3 this year.
But the U.S. is continuing to force the south Korean authorities to increase the number of dispatched troops and their equipment, saying that the scale, combat readiness and equipment of the south Korean troops dispatched to Iraq are insufficient and there should be at least a ten thousand.
All the facts show that dispatch of south Korean troops to Iraq is forced by the U.S. according to the method and scenario it used in the Vietnamese war for scores of decades ago and that the more south Korea submits to the U.S. demand for troop dispatch to Iraq, the more miserable end it meets as it did in the Vietnamese war.
Though the south Korean authorities advertise as if they will get some "benefit" from the troop dispatch to Iraq, it is a day dream, the memorandum said, adding: The U.S. was seducing the south Korean authorities to dispatch additional troops, asserting that it would promote sincere negotiations on the nuclear issue and would not launch a war in the Korean peninsula, but now that thousands-strong combat troops of south Korea are expected to be dispatched there, the U.S. anti-DPRK nuclear campaign is growing stronger and more vicious and the danger of war is increasing.
Noting that south Korea's extension of the period of the stationing of south Korean troops in Iraq and continued dispatch of additional combat troops only betray its position as a colonial stooge of the U.S., the memorandum urged an unconditional stop to the south Korean troop dispatch to Iraq.

Amnesty International Urges Abolition of SL

Pyongyang, September 18 (KCNA) -- The Amnesty International reportedly called a press conference in Seoul on Sept. 15 demanding the abolition of the "Security Law" (SL). Professor Jo Hyo Je of the South Korean Branch of the Amnesty International in a speech at the conference expressed hope that the argument about the repeal of the SL would lead to its abrogation and mark an occasion in ensuring democracy and the freedom of expression in the south Korean society.
It is the unanimous wish of the AI to see the SL violating human rights repealed, he noted, dismissing the call for the partial revision of the SL made by a section of political circles in south Korea as one opposing its abolition.
At the conference, Rajib Narayan, chief investigator of the AI in charge of south Korea, read out the press release.
The press release said that the recent decision made by the "Constitutional Court" that the SL is consistent with the constitution is a breach of the core of the international statute. It also runs counter to the announcement, made by the UN Commission on Human Rights some years ago, that the abridgement of the freedom of expression is not in line with the demand of the statute and cannot be regarded as a necessary measure for security, the release added.
In south Korea security should not be misused as a leverage for suppressing or denying the right to exercise the freedom of expression, it stressed.

U.S. Move to Deploy Missile Unit in S. Korea Denounced

Pyongyang, September 18 (KCNA) -- The 60th anti-U.S. solidarity meeting was reportedly held in Seoul on Sept. 14 denouncing the U.S. for its move to deploy a Patriot missile unit at Kwangju airport. Letters of protest to the defence minister of south Korea and U.S. President Bush were read out at the meeting.
The letters said that this move was aimed to turn Kwangju into an advanced base for carrying out the strategy for supremacy, strongly demanding its immediate withdrawal.
At the meeting speakers recalled that inhabitants of Songjong-dong, Kwangsan District of Kwangju, where the airport is situated had suffered a lot from the presence of huge U.S. forces 20-odd years ago. The deployment of the missile unit there would bring greater sufferings to them, they added.
A future action plan was announced at the meeting.
At the end of the meeting the participants handed the letters to the U.S. embassy and the Ministry of National Defense of south Korea.
On the same day over 50 members of civic and social organizations in Kwangju and South Jolla Province called a press conference in front of the Kwangju City Office condemning the U.S. move to deploy the missile unit, according to KBS of south Korea.

KCNA on Nuclear Scandal in S. Korea

Pyongyang, September 18 (KCNA) -- The recent disclosure of nuclear-related secret experiments in succession in south Korea is stirring up a big furor in the international community. South Korea made a clandestine laser-aided uranium enrichment experiment in 2000 and a series of plutonium extraction experiments in 1982.
No sooner had the nuclear scandal been disclosed than the United States and the south Korean authorities lost no time to assert that the experiments had nothing to do with the development of nuclear weapons only to arouse a bigger suspicion.
It is open secret that south Korea decided in the 1970s when it was under military dictatorship to develop nuclear weapons and its researchers have since pursued nuclear experiments at the "Taedok Research Center".
In the 1990s it made uranium enrichment experiments in secrecy and 150kg of metal uranium was churned out from a nuclear facility out of three nuclear facilities whose existence was not reported to the IAEA.
The continued disclosure of experiments in south Korea clearly proves that they were directed by the U.S. as they are aimed to develop nuclear weapons.
It is quite impossible for south Korea to make such nuclear-related experiments for years without the U.S. knowledge as it has a dense intelligence network serving the U.S. which has the prerogative of supreme command over the south Korean army. The experiments recently brought to light in south Korea were made with U.S. technology and the uranium with the concentration purity of up to 80 % has no other purpose than developing nuclear weapons.
What is strange enough is that even before the IAEA investigation came to an end, U.S. State Secretary Powell and Defense Secretary Rumsfeld came out to assert one after another that they were just at the experimental stage.
This indicates that the U.S. was aware of the inside story of south Korea's nuclear activities.
South Korea's clandestine nuclear experiments go to prove that the U.S. double standards are a fundamental factor of the nuclear proliferation.
The U.S. transfers nuclear technology to its allies and connives at their development and access to nuclear weapons. Meanwhile, it makes far-fetched assertion without any convincing evidence that the DPRK has pursued landestine uranium enrichment program in a bid to hold in check its nuclear activities for a peaceful purpose for the mere reason that it has differing ideology and system.
It is by no means fortuitous that French, German and other media claimed that the U.S. was accountable for the nuclear suspicion in south Korea, commenting that had the similar incident occurred in north Korea the U.S. would be the first to make an outcry over it.
It is only the U.S. that tries to hush up the case, asserting that there is no cause for concern, though the international community is unanimously demanding a thorough probe into the truth behind the nuclear-related secret experiments in south Korea. This reveals the U.S. intention to wink at south Korea's nuclear weapons development as it did Israel's.
What infuriates the DPRK is that the U.S. has so far shut its eyes to the secret nuclear activities of its allies under its nuclear umbrella but has pressurized the DPRK to accept the CVID.
This means that the six countries having either access to nuclear weapons or perfect capability to develop them sat at the negotiating table to discuss the DPRK's nuclear issue only.
Now that the U.S. hard-line conservative forces' deliberate provocation have already overturned the groundwork of dialogue, it is self-evident that the resumption of the talks can no longer be discussed unless the U.S. drops its hostile policy based on double standards toward the DPRK and that the latter can never dismantle its nuclear deterrent force.
What should not be overlooked is that the U.S. is craftily working to pressurize the DPRK to accept the version of Libyan-style solution, saying that Pyongyang should follow Seoul's example as regards the nuclear-related secret experiments.
In order to avert an arms race and ensure lasting peace and security in Northeast Asia it is necessary for the U.S. to come out to dialogue with willingness to drop its double-standards, the root cause of the nuclear issue, and renounce its hostile policy toward the DPRK in practice.

International Martial Arts Games Go On before Full Houses

Pyongyang, September 18 (KCNA) -- The First International Martial Arts Games are going on in Pyongyang. The games are participated in by hundreds of martial arts players from at least 40 countries and regions.
The Taekwon-Do Hall and gymnasiums on Chongchun Street, the venues of the games, are crowded by a large number of people every day.
At the Taekwon-Do Hall the Democratic People's Republic of Korea, China, Bulgaria, Czech Repbulic, Cambodia and other countries are competing in Taekwon-Do matches.
Chinese players' Wushu matches at the Volleyball Gymnasium are admired by spectators.
Demonstration performances of Taekwon-Do, Chinese Hong Kong traditional martial arts, Kyrgyz martial arts, Canadian weapons sparring and other nations' martial arts have taken place at the Basketball Gymnasium and Karate matches at the Table Tennis Gymnasium.
The Handball and Wrestling Gymnasiums are congested with people who like to watch Korean wrestling and Go matches. Conspicuous in the games is a new martial arts event created by the chairman of the Inoki Office of Japan who is well known in the pro-wrestling world.
The games are being held successfully on the basis of the unanimous desire of the players to promote mutual understanding, cooperation and friendship and contribute to the building of a new peaceful world, irrespective of different political view, religious belief, nationality and social system.

Letter to Kim Jong Il from Participants in IMG

Pyongyang, September 18 (KCNA) -- Leader Kim Jong Il received a letter from the participants in the First International Martial Arts Games on Sept. 17. The letter said that it was one more great fortune and joy for humankind in the 21st century that martial art practitioners of different countries and nations have had an opportunity to gather and hold world-scale martial art games in the DPRK, the homeland of Taekwon-do, to strengthen the solidarity among them in the noble idea of independence, peace, friendship and unity.
It noted that while visiting different places of Pyongyang in the period of the games they were deeply moved to see the Korean people full of confidence and optimism, looking into a bright morrow under the wise leadership of Kim Jong Il despite the desperate moves of those swimming against the trend of the times.
The letter expressed their resolution to further develop and perfect the international martial arts with a view to making a tangible contribution to promoting the health of humankind and going a long way towards the building of a new independent and peaceful world and lift higher their voices of solidarity with the struggle for the reunification of Korea.

U.S. Smear Campaign over "Religious Situation" of DPRK Refuted

Pyongyang, September 18 (KCNA) -- The U.S. Department of State, in an "annual report on international religious freedom" released on Wednesday, made oft-repeated accusation that the DPRK seriously abridges religious freedom and represses religious organizations. Timed to coincide with this, officials of the Department of State, including Powell, came out one after another to groundlessly take issue with the DPRK over the "religious situation".
A spokesman for the DPRK Foreign Ministry, in an answer to a question put by KCNA today in this regard, said: The DPRK strongly rejects such U.S. accusation over the "religious issue" made on the basis of lies and fabrications as this is no more than a sinister trick to tarnish the international image of the DPRK and escalate the moves for international "isolation and blockade" against it.
If the United States is truly interested in the religious issue, it is important for her to have a proper yardstick, he said, and went on:
The U.S. has asserted that "religious freedom is ensured in Iraq" upon which the former seeks to impose "American-style democracy" after invading it by force of arms.
If that is true, how can the U.S. interpret the following world comment on the situation in Iraq plagued with the worst chaos, disorder and bloodshed under the U.S. forces' occupation? The "U.S. has opened the Pandora's box. A door to hell is open in Iraq."
The hostile policy pursued by the Bush administration toward the DPRK prompted by its implacable rejection of the latter's political system only reinforces the DPRK's conviction that the toughest counteraction is the only recipe for the U.S.
It is as foolish an act as trying to sweep the sea with a broom for the U.S. to hurt man-centered Korean-style socialism.
The Korean people's perfect unity will grow stronger no matter what the U.S. may cry out.

Kim Jong Il Visits Exhibition of High-Yielding Crops

Pyongyang, September 18 (KCNA) -- Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the National Defence Commission of the DPRK and supreme commander of the Korean People's Army, gave field guidance to the work in the field of agriculture, looking round the exhibition of high-yielding crops. On display at the exhibition were high-yielding grain crops, vegetables, industrial crops and other agricultural products from various army and civilian farms, farm-machines and seed-selecting and storing facilities.
After going round the exhibits, he highly appreciated the achievements made by the scientists and technicians in the field of agriculture and agricultural workers, greatly pleased to learn that they have laid a solid material and technical foundation for massively cultivating high-yielding varieties suited to the climatic and soil conditions of the country and bringing about a leaping boost in the agricultural production through vigorous endeavors to put agriculture on a scientific and modern basis and the People's Army, in particular, is admirably playing a pace-setter's role in the implementation of the WPK's policy for the agricultural revolution.
Then he set forth on the spot tasks which would serve as guidelines in rapidly developing agriculture.
Noting that it is a main link in the chain of efforts to implement the policy for the agricultural revolution to bring about a signal turn in the seed improvement, he underscored the need to actively apply latest science and technology to this end.
The agricultural field should channel great efforts into obtaining a variety of good seeds suited to the climatic and soil conditions of the country, he said, calling for producing more varieties that yield rich crops while requiring less fertilizers, the high-yielding seeds which need a short time for growth and stand cold and the seeds that remain unaffected by such natural disasters as drought, rain and wind, frost and damage by harmful insects.
He said that only by promoting the scientific and technological revolution in agriculture it is possible to place agriculture on an industrial, modern and scientific basis and develop the agricultural productive forces at a high rate on the basis of the latest science and technology and bring about a signal boost in the agricultural production.
The scientific researchers in the field of agriculture should satisfactorily solve the issue of bringing about a signal turn in the seed improvement, farming technique and methods and other scientific and technological problems arising in implementing the WPK's policy for the agricultural revolution, he noted.
He underlined the need to produce and supply more modern farm machines, fertilizers and agricultural chemicals so that the farmers may do all farm work including sowing, rice transplantation, weeding and harvesting with the help of machines and chemistry.
He called on all farms to apply greater quantities of good quality organic fertilizers to all paddy and non-paddy fields to turn them into fertile fields and ensure scientific irrigation by creating ample conditions for it including the digging of water holes.
In order to give full play to the advantages of the socialist collective economy it is necessary to further improve and perfect the system and method of socialist management and operation of the agricultural cooperative economy as required by the changed circumstances and the developing reality, he stressed.
He was accompanied by Premier of the Cabinet Pak Pong Ju, Vice-Chairman of the National Defence Commission of the DPRK Yon Hyong Muk and others.
