U.S. Interference in Koreans' Affairs Assailed

Pyongyang, September 6 (KCNA) -- All the Koreans in the north and the south and abroad should clearly see through the true nature of the U.S. interference and obstructions to the north-south economic cooperation and resolutely foil them, says Rodong Sinmun Monday in a signed article. The U.S. sent an official notice to the south Korean authorities that it would apply laws and regulations that ban the export of strategic items to what it called "sponsors of terrorism" to south Korean enterprises advancing into the Kaesong Industrial Zone. This is aimed to scuttle the construction of the zone, under the absurd pretext of "possible exclusive use of them for a military purpose", the article says, and goes on:
It is not the first time that the U.S. has interfered in the economic cooperation between the Koreans and stood in their way.
The U.S. has hindered the project of reconnecting the rail and road links on the eastern and western coasts and the construction of the Kaesong Industrial Zone ever since their start, talking about the "approval" by the "UN Command". The U.S. has hamstrung the Korean nation's efforts for reconciliation and cooperation by pressurizing the south Korean authorities to adjust the tempo of the improvement of the inter-Korean relations depending on the progress to be made in the settlement of the nuclear issue.
As if it were not enough, the U.S. is again working hard to put a physical brake on the construction of the Kaesong Industrial Zone, stretching dark tentacles to it. This can not but be an intolerable challenge and a mockery of the Korean nation advancing towards reconciliation and reunification under the uplifted banner of the June 15 North-South Joint Declaration.
This unwarranted interference in the construction of the zone is a premeditated move to disrupt the process of reconciliation and reunification on the Korean peninsula and this is little short of interfering in the affairs of the Koreans.
The U.S. interference and obstructions against inter-Korean economic cooperation is a direct product of its criminal policy to dominate Korea.
The south Korean authorities should correctly judge and handle all the issues proceeding from the stand of defending national independence and in the interests of the nation as befitting the era of reunification after the publication of the June 15 joint declaration and resolutely reject the U.S. unreasonable interference.

Meanwhile, Latigo Oral, deputy director for External Relations of the Secretariat of the National Movement of Uganda, released a press statement on Sept. 1. He highly praised the undying feats of President Kim Il Sung in the building of the country, recalling that he founded the DPRK, a genuine people's power.
Kim Il Sung and leader Kim Jong Il have strengthened the DPRK politically, militarily and economically, he noted, and said: It will develop into a more powerful state under the distinguished guidance of Kim Jong Il, with Kim Il Sung held in high esteem as its eternal president.

U.S.-S. Korea War Games Flailed in India

Pyongyang, September 6 (KCNA) -- The All-India Peasants' Union and the All-India Agricultural Workers' Union made public a joint statement on August 31, denouncing the U.S.-south. Korea military exercises Ulji Focus Lens-04. Frightened by the growing might of the DPRK and the positive movement toward the development of the inter-Korean relations, the United States is trying to find a pretext to ignite another war of aggression in Korea, the statement noted, and said:
The strained situation on the Korean peninsula has resulted from the continued presence of the U.S. forces in south Korea and the deployment of nukes there.
We demand the U.S. occupation forces withdraw from south Korea, taking along their nuclear weapons, so that the Korean people may reunify the country successfully.

S. Korean Peasants' Action for Food Sovereignty

Pyongyang, September 6 (KCNA) -- The Headquarters of the People's Movement for Defending Food Sovereignty was inaugurated in Seoul on Sept. 1 to protect domestic rice, according to south Korean MBC. Attending the inaugural ceremony were over 60 civic and public organizations including the south Korean Solidarity of Peasants.
The headquarters called for defending sovereignty over food, contending that the opening of the rice market will cause a serious food crisis and frustrate the life of peasants.
It declared it would launch a full-scale action to check the opening of rice market and defend sovereignty over food.

Rodong Sinmun on Juche-Oriented Theory of State Building

Pyongyang, September 6 (KCNA) -- The Korean people are leading a proud and worthwhile life under the banner of the glorious Democratic People's Republic of Korea and the international prestige of the DPRK is steadily rising higher. This is a clear proof of the greatness of the Juche-oriented theory of state building provided thanks to the energetic theoretical and ideological activities of the Workers' Party of Korea. Rodong Sinmun today says this in a signed article. It goes on:
The issue of power is important for hewing out the destiny of the popular masses, but it could not find a right solution in any era and revolution. It was only the WPK that perfectly solved the theoretical and practical issue arising in building revolutionary power.
President Kim Il Sung put forward the original line of building power based on the Juche idea and pursued the politics centering on the popular masses, thus successfully hewing the path of state building in the era of independence.
He gave an origin to the building of people's power based on the Juche-oriented principle as early as in the period of the anti-Japanese revolutionary struggle and further developed in depth the Juche-oriented theory of state building to meet the intrinsic requirements of socialist society. The Juche-oriented theory of state building provided by Kim Il Sung has thus been developed in depth with the progress of the revolution. This theory has been further developed and enriched at a new higher stage under the leadership of Kim Jong Il.
It is the theory of state building in our era as it is a full embodiment of the principle of Songun.
The fundamental character of the theory of state building Kim Jong Il has developed in depth as required by the Songun era is that it regards it as a great important affair and a basic principle of state building to increase military force.
He set out the original idea of placing the army before the working class and has augmented the military force, considering it as the most important state affair. The reality clearly proves the justice of the Juche-oriented idea of state building that a country which pursues Songun is a true popular country and strong state.
Another important character of the theory is that it considers the perfect unity of the whole society on the basis of the revolutionary soldier spirit as a social and political foundation and a fundamental cornerstone for state building and the building of a great prosperous powerful socialist nation as an ultimate and basic aim of state building.
The WPK's theory of state building serves as a great programme for state building in the 21st century as it correctly reflects the desire of humankind for building an independent powerful state.

Pyongyang, September 6 (KCNA) -- The construction of dwellings for 1,650 families has been completed in the damaged area of Ryongchon County, North Phyongan Province, amid deep care of the people of the Democratic People's Republic of Korea. Some 130 days after the wagon explosion, the area has turned into a town teemed with many modern two-three storey dwelling houses.
The colorfully painted houses of various styles lend a new beauty to the area. Each apartment houses six to eighteen families. Each flat, covering 60-70 square meters, has two or three living rooms, a kitchen, a bathroom, etc.
The houses will be soon occupied by people.

Letter to International Committee of Red Cross

Pyongyang, September 6 (KCNA) -- The Central Committee of the DPRK Red Cross Society and the DPRK Society for Human Rights Studies on August 27 sent a letter to the International Committee of Red Cross denouncing the United States and the south Korean authorities for committing such inhumane acts as abducting 468 DPRK citizens and taking them away to south Korea in two batches on July 27 and 28 under the mask of "defectors from the north". The letter said:
This is not the first time that the south Korean authorities allured and abducted northerners but they have long systematically committed such crimes, the letter said, and went on: Taking advantage of the U.S. policy to stifle the DPRK, they perpetrated such acts after setting up many bodies and organizations and sending personages that specialize in alluring and abducting "defectors from the north" in other countries and regions close to Korea.
Such acts of the south Korean authorities have divided more families and relatives in the era of reunification after the publication of the June 15 joint declaration in Korea, adding to the misfortune and sufferings of Koreans.
It is intolerable that foreign forces have forced Korean families and relatives to live separated from each other in the north and the south for more than half a century, not allowing them to visit and meet each other.
And it cannot but be a serious humanitarian issue that there cropped up another sort of issue of separated families and relatives in the peace time, not in the wartime.
We hold that the U.S. and the south Korean authorities' base act of alluring and abducting "defectors from the north" should not be tolerated internationally.
Now that exchange and cooperation are getting brisk between the north and the south of Korea the appearance of more separated families and relatives can never be overlooked in view of the humanitarian idea of Red Cross or respect for human rights or the desire of the Korean nation for reunification.
It is our hope that your organization will take every possible step to deter the U.S. and the south Korean authorities from alluring and taking away DPRK citizens under the mask of "defectors from the north."

Letter to Office of UN High Commissioner for Human Rights

Pyongyang, September 6 (KCNA) -- The DPRK Society for Human Rights Studies and the Central Committee of the DPRK Red Cross Society on August 28 sent a letter to the Office of the United Nations High Commissioner for Human Rights complaining to it about the criminal actions taken by the U.S. and south Korean authorities to abduct DPRK citizens and take them to south Korea under the mask of "defectors." The south Korean authorities perpetrated such terrorism as alluring and abducting 468 DPRK citizens in broad daylight and taking them to south Korea under the mask of "defectors from the north" in two batches on July 27 and 28, the letter said, and continued:
It is not the first time that the authorities committed such unethical and inhumanitarian crime. They have, in fact, systematically abducted DPRK citizens for years.
This was an organized and premeditated allurement and abduction carried out under the manipulation of the U.S. as part of its hostile policy toward the DPRK, the policy aimed to tarnish the dignity and the authority of the DPRK and undermine it.
It is an open secret that the U.S. has deliberately dreamed up the issue of "defectors from the north" in a bid to internationalize and politicize it.
Pursuant to the U.S. policy to stifle the DPRK the south Korean authorities have set up in countries and regions close to the DPRK institutions and organizations staffed with many agents who specialize in alluring and abducting north Korean "defectors" to perpetrate systematic abduction and terrorism against DPRK citizens.
The authorities' planned act of alluring and abducting DPRK citizens has divided more families and relatives in the reunification-oriented era after the publication of the June 15 joint declaration, adding to the nation's pain and misfortune.
It is something deplorable that families in the north and the south have lived separated from each other for more than half a century due to outsiders, without being able to visit or see each other. It can not but be a tragedy for the nation that there cropped up another sort of issue of separated families and relatives in the peacetime, not in the wartime.
The U.S. is keen to bring down the system in the DPRK under the pretext of its "human rights performance" while going frantic in its moves to destroy the DPRK through military threat, blackmail and economic sanctions and blockade. It should stop at once the base and clumsy operation for the "exile of north Korean defectors."
It plans to take groups of abducted DPRK citizens to what it called "concentration camps for north Korean defectors" set up in areas close to the DPRK. This clearly proves that it has not entitled to talk about "human rights" and "freedom" and it is an empire of evil with the poorest human rights record in which the basic principle of humanitarianism is not observed.
It is our hope that the office, true to its original mission to observe humanitarianism and respect human rights, would move to stop the U.S. and the south Korean authorities from carrying out such operation.
