Protection of Fascist Law Assailed

    Pyongyang, August 30 (KCNA) -- The south Korean Constitutional Court ruled on August 26 that some paragraphs of the "Security Law" are consistent with the "constitution," according to south Korean MBC. All the nine judges of the court made this decision on the first and fifth paragraphs of article 7 of the SL by the consensus of their views though they are rebuffed and condemned as poisonous provisions blocking reunification and stamping down democracy.
    The nation is called upon to put an end to the era of division and confrontation and work together for independent reunification. Yet the above-said court adopted such a reckless decision to totally block national reconciliation and cooperation, still considering the north where fellow countrymen live as an "anti-state organization" and making "praises, encouragement and information service for it" and "printing of enemy-benefiting literature, its possession and distribution" punishable.
    This cannot but be an anachronistic crime going against the new.
    The anti-reunification conservative forces came out in protection of this fascist law despite the mounting actions among various circles for the repeal of the SL as exemplified by the recommendation for the total abolition of the SL sent by the Human Rights Committee of south Korea to the "National Assembly" and the "Ministry of Justice" recently. This is nothing but a foolish attempt to prolong the remaining days of their dirty political careers by keeping the SL in force.


DPRK's Founding Anniversary Observed Abroad

    Pyongyang, August 30 (KCNA) -- A seminar under the title "On the Immortal Exploits of Leadership in Founding the DPRK" was held at the building of the Romanian Workers' Association under the co-sponsorship of the association and the Romania-Korea Friendship Association on Aug. 25 on the occasion of the 56th founding anniversary of the DPRK. Chairmen of the associations and other speakers at the seminar noted that President Kim Il Sung set out the unique line of building a people's power and wisely led the work to orient all the state lines and policies to fully reflecting the people's will and meeting the interests of the people. They elaborated on the noteworthy achievements of the Korean people in socialist construction under his leadership.
    Stressing that leader Kim Jong Il, carrying forward the cause of Kim Il Sung, has built a military power, pursuant to unique Songun politics, they said it is owing to mighty military capabilities that the Bush administration dare not open fire at the DPRK and the latter is standing against the U.S. with strong will of independence and national spirit of self-respect in the DPRK-U.S. confrontation over the nuclear issue.
    On the same day, a round-table talk was held at the Tlustice Committee, Beroun County, of the Communist Party of Bohemia and Moravia of the Czech Republic.
    The chairman of the Paektusan Czech-Korean Friendship Association in his speech at the round-table talk praised the immortal exploits of Kim Il Sung in founding the DPRK, noting that the DPRK is vigorously pushing forward the building of a great prosperous powerful socialist nation without vacillation in face of the moves of the imperialist combined forces to isolate and stifle it.
    Film shows were held at the Secretariat of the Pan-African Movement, Pribram, the Czech Republic, and the Kim Jong Il Class of Kitante Primary School in Kampala City, Uganda, from Aug. 23 to 25. Screened there were Korean films including "Korea, the Land of Morning Calm" and "Korea Has Risen from Ruins."


Prospect of of Six-party Talks Depends on U.S. Renunciation of Hostile Policy.

    Pyongyang, August 30 (KCNA) -- Some quarters of the international community are spreading unrealistic mistaken rumors as regards the prospect of the fourth round of the six-party talks, contending that the stand of the DPRK "is illustrative of Pyongyang's customary blackmail tactics" and it is "aimed to gain time while waiting for the U.S. presidential election returns." Commenting on this, a Rodong Sinmun news analyst Monday says:
    The United States is the very one knocking the bottom out of the six-party talks and throwing hurdles in the way of the solution to the nuclear issue.
    It can never evade the responsibility for this.
    One should not get on the nerves of the dialogue partner or threaten it if the talks are to run a smooth course. But, on the contrary, the United States is laying a huge stumbling block in the way of the talks, while deliberately increasing the military tension on the Korean peninsula. As a result, the process of the talks has moved backward and it is sinking into a crisis of collapse. The point is whether the U.S. has the will to drop its hostile policy toward the DPRK, or not.
    The DPRK and the U.S. are standing in the most acute hostile relations on the world political arena. The main obstacle in settling the nuclear issue between them and ensuring regional peace and security is the unjustifiable hostile policy of the U.S. toward the DPRK. Herein lies the reason why the prospect of the fourth round of the talks is beclouded.
    The U.S. should build again the foundation of the six-party talks it has demolished by showing its will to actually renounce its hostile policy toward the DPRK. This is the urgent duty of the U.S. and the key to the resumption of the talks.


KCNA Terms U.S. Attempt to Bring Down DPRK Pipedream

    Pyongyang, August 30 (KCNA) -- Recently U.S. President Bush made a brigandish demand that the DPRK disarm itself and Under- Secretary of State Bolton let loose the balderdash that it is possible for north Korea to expect improved relations with the U.S. only when it settles not only the issue of nuclear weapons but issues of biological and chemical weapons, ballistic missiles, human rights, etc. A string of such bellicose remarks that can be heard from the U.S. these days clearly indicate that the aim of the U.S. is not to seek a peaceful solution to the nuclear issue but to bring down the system in the DPRK by forcing it to change its system and disarm itself.
    The DPRK has consistently stood for a peaceful negotiated settlement of a series of pending problems such as the nuclear issue between the DPRK and the U.S.
    To this end the DPRK has repeatedly urged the U.S. to drop its hostile policy towards the former and accept the most fair and aboveboard proposal of "reward for freeze" based on the principle of "words for words" and "action for action" as early as possible.
    If the U.S. had sincerely accepted the proposal and positively opted for solving the problems, the projected meeting of the working group of the six-party talks would have been held and their prospect would have become bright, not dim.
    The U.S., however, has become more adamant in its policy stance that "there would be no reward for freeze", completely destroying the foundation of the talks in a bid to escalate its stand-off with the DPRK.
    This is evidenced by the U.S. impudent demand that the DPRK lay down its arms, while calling for its settlement of not only the issue of the nuclear weapons but issues of biological and chemical weapons, ballistic missiles and human rights and so on.
    Such assertion of the U.S. glaringly discloses its sinister intention to solve the nuclear issue by bringing down the DPRK's system," not through dialogue.
    The U.S. gave lip-service to the negotiated solution to the DPRK-U.S. nuclear issue under the pressure of the fair world public opinion. But this was hypocrisy and a fig-leaf to cover its cunning scheme to deliberately throw hurdles in the way of dialogue and bring down the system in the DPRK by force for arms.
    This system is the Korean style people-centered socialist system which was chosen by themselves and which they consider as their life and soul and a system under which their perfect unity is growing strong thanks to the might of the Songun policy.
    It is a pipedream for the U.S. to try to destroy this inviolable system.
    Now that the U.S. has disclosed its ulterior motive to overthrow the system in the DPRK by force of arms it is left with no option but to bolster its capability for self-defence in the future.


Anti-U.S., Anti-War Struggle Called for

    Pyongyang, August 30 (KCNA) -- The outbreak of a war on the Koreanpeninsula is drawing close as a reality due to the U.S. imperialist warmongers. This situation calls on all the Koreans in the north, the south and overseas to turn out as one in the anti-U.S., anti-war struggle for national dignity and destiny. Rodong Sinmun Monday says this in a signed article. It goes on: The struggle against the U.S. and war is a pressing task of the nation vital to its destiny. All the Koreans should firmly unite as one and struggle to emerge victorious in this struggle.
    Today when the peace of the country and the destiny of the nation are seriously threatened, all members of the nation should ponder over their own fate and bravely turn out in the struggle against the U.S. imperialists' moves for aggression and war.
    All the Koreans in the north, the south and overseas should unanimously rebuff and denounce the U.S. imperialists¡Ç moves for a war of aggression against the north and defend the peace of the country through national cooperation against the U.S. They should strongly oppose and condemn such sycophantic act as encouraging the outside forces in their frenzy for aggression and their reliance upon them and sternly punish those traitors to the nation and pro-U.S. warmongers getting involved in those moves, crying out for "cooperation with outsiders.
    The Songun policy pursed by the Workers' Party of Korea (WPK) serves as a shield for the nation as it firmly protects the security and interests of all fellow countrymen in the north, the south and overseas with arms. They should be proud of the invincible Songun policy and fully support and uphold with ardent patriotism the great Songun policy of the WPK, a treasured sword to defend the destiny of the nation.
    The Koreans are the master of the destiny of the nation. No foreign force can and will save the destiny of the Korean nation from a crisis.
    All the Koreans in the north, the south and overseas should have a transparent Juche-oriented viewpoint and stand that they are the master of their own destiny and turn out in the anti-U.S., anti-war struggle as one to honorably defend the peace on the Korean peninsula and bring the day of independent reunification earlier.


WPK, United Party of Working Masses

    Pyongyang, August 30 (KCNA) -- It was in August Juche 35 (1946) that the Workers' Party of Korea was inaugurated through the merger of the Communist Party of North Korea and the New Democratic Party of Korea in accordance with a policy of building a mass party put forward by President Kim Il Sung. After the liberation of the country (1945), there were the Communist Party and the New Democratic Party, another party of working masses, in the north of Korea.
    The internal and external enemies and reactionaries made vicious efforts to disintegrate the ever growing democratic forces from within and to attain their wild political ambition.
    To cope with the prevailing situation, the President advanced the policy of founding the Workers' Party of Korea, the only vanguard of the working people, through the merger of the Communist Party with the New Democratic Party.
    In line with the policy, an enlarged joint meeting of the Central Committees of the Communist Party of North Korea and the New Democratic Party of Korea was convened on July 29, Juche 35 (1946), at which a declaration of merging the two parties was made public.
    The work of merging the two parties was smoothly wound up in a month under the guidance of the President and the historic inaugural congress of the Workers' Party of North Korea was held in Pyongyang from August 28 to 30.
    Participating in the congress were more than 800 people representing 276,000-odd communists and 90,000-odd New Democrats. And more than 100 representatives of other political parties and public organizations were present there as observers.
    The President delivered a historic report "For the Establishment of a United Party of the Working Masses".
    In the report, he clarifies the necessity of the establishment of the Workers' Party of Korea and the goal, nature and duty of the Party and sets forth tasks for developing it.
    The inaugural congress examined the drafts of the Party's program and rules, and unanimously adopted a decision on merging the two parties.
    It also decided to rename Jongro, the Party's organ, Rodong Sinmun and to found its politico-theoretical magazine Kunroja.
    The congress elected Central Committee of the Party headed by the President.
    The appearance of the Workers' Party strengthened the alliance of the workers, peasants and intellectuals, raised the leading role of the working class and consolidated the foundation of the democratic national united front.
    It was a fine fruition and great victory of President Kim Il Sung's outstanding idea on building a mass party.


Hanchongryon Chairman Urges National Assembly to Repeal Security Law

    Pyongyang, August 30 (KCNA) -- Paek Jong Ho, chairman of the south Korean Federation of University Student Councils (Hanchongryon), on Aug. 25 made public a statement supporting the recommendation of the south Korean Human Rights Committee on the total abolition of the Security Law (SL), according to a news report. The statement said the recommendation of the Human Rights Committee was as good as a death sentence on the SL, which has already lost the meaning of existence, recalling that over 100 assemblymen recently had agreed upon the complete abolition of the SL.
    The statement went on:
    Remaining deaf to the growing voices from all quarters demanding its repeal, the Grand National Party of south Korea is persisting on the maintenance of the SL, a law against democracy, human rights and reunification, vociferating about the "defense of the nature of the system."
    The people will never be taken in by the ruse of the GNP.
    If the 17th National Assembly failed to scrap the SL, it would face a tougher resistance of the people. It should tear up the SL at the earliest date possible and choose to carry out democratic reforms.


Day of Paekjung, Korean Folk Holiday

    Pyongyang, August 30 (KCNA) -- The Korean people have celebrated the day of Paekjung, July 15th by the lunar calendar, from olden times. Paekjung means mid July when all the fruits and crops are ripe. The holiday this year is August 30th by the solar calendar. On this holiday all families enjoy rice cooked from new crop and ripe fruits. And those in fishing villages catch fish or gather seaweed, laver and kelps far into the night with the help of torches.
    Markets crowded with many people provide a spectacular. There peasants play ssirum (Korean wrestling) and various amusements to the tune of the peasant music.
    Women start weaving contests from the day to Hangawi (the lunar August 15th).
    Little girls dye their finger nails red with pulverized touch-me-not mixed with alum and blow ground cherries.


Greetings to Malaysian King

    Pyongyang, August 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Malaysian King Tuanku Syed Sirajuddin Ibni Al-Marhum Tuanku Syed Putra Jamalullail, on August 30 on the occasion of the 47th national day of his county. Expressing belief that the good relations of the friendship and cooperation between the two countries would grow stronger in the bilateral interests, the message sincerely wished the prosperity and well-being to the friendly Malaysians.

    Pyongyang, August 30 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to George Maxwell Richard, president of Trinidad and Tobago, on August 25 on the occasion of the 42nd anniversary of the Independence of Trinidad and Tobago. Kim Jong Il inspecciona subunidad de Unidad No. 821 de EPC

    Pyongyang, 30 de julio (ATCC) -- El Dirigente Kim Jong Il, Secretario General del Partido del Trabajo de Corea, Presidente del Comite de Defensa Nacional de la Republica Popular Democratica de Corea y Comandante Supremo del Ejercito Popular de Corea inspecciono una subunidad de la Unidad No. 821 del EPC en la zona del frente. Le acogieron en el mismo lugar los jefes de la Unidad y la subunidad.
    El Comandante Supremo, luego de escuchar un parte de recibimiento se informo de la situacion por parte del jefe de la Unidad en el puesto avanzado del mando situado en la cima de la cota.
    Se mostro muy satisfecho de que los militares de la Unidad se armaron firmemente con los metodos de combate militar autoctonos del PTC y, con el noble patriotismo de defender firmemente con las fuerzas armadas la patria socialista y con la implacable enemistad a los agresores yanquis, consolidaron la zona de defensa como un baluarte inexpugnable.Vio un entrenamiento de manejo de canones de los militares.
    Se mostro muy complacido de que todos los militares de la subunidad han crecido como valientes combatientes capaces de aniquilar a solas a cien enemigos y listos a rechazar de un golpe a cualquier agresion de los enemigos e indico las tareas programaticas que sirven de guia para fortalecer por todos los medios la combatividad de la unidad.
    Evaluo altamente los exitos de lucha de los militares logrados al cabo de ingentes esfuerzos por hacer perfectos los preparativos de combate y, al senalar que la clave en la preparacion de todos los oficiales y soldados como combatientes capaces de aniquilar a solas a cien enemigos es intensificar el entrenamiento, destaco que se debe prestar primordial atencion a la labor para materializar cabalmente la orientacion del partido en materia de ejercicios.
    Acto seguido, recorrio la sala de educacion, el dormitorio, el comedor, la cocina, el bano, las parcelas de verduras y otros varios lugares para prodigar profunda atencion a la labor y la vida de los militares.
    Se mostro muy satisfecho de que los oficiales y soldados de la subunidad, al aplicar estrictamente el metodo de administracion de la unidad a estilo de la guerrilla antijaponesa, acondicionaron excelentemente el interior y exterior del cuartel y dispusieron bien de instalaciones de cultura, educacion e intendencia.
    El Comandante Supremo, en un encuentro con los jefes de la unidad, hizo conocimiento detallado de la produccion de autoconsumo de este ano y, al senalar que para mejorar de continuo la labor de abastecimiento a los soldados es muy importante el rol de los directivos, indico minuciosamente los metodos para ese particular.
    Presencio personalmente un encuentro de felicitacion a los militares destacados en el lugar de descanso al aire libre.
    Dio como recuerdo binoculos y fusil automatico a los militares de la subunidad y se fotografio junto a estos.
    Le acompanaron Hyon Chol Hae y Pak Jae Gyong, generales de ejercito del EPC y Ri Yong Chol, miembro de la Comision Militar Central y primer subjefe de departamento del CC, del PTC.


Responden a convocatoria a conferencia mundial

    Pyongyang, 30 de julio (ATCC) -- En apoyo al llamamiento conjunto del Comite Internacional de Enlace por la Reunificacion y la Paz en Corea (CIERECO), el Centro de Europa Oriental de Apoyo y Solidaridad con la Republica Popular Democratica de Corea y el Comite Regional de America Latina y el Caribe de Apoyo a la Reunificacion de Corea, el Comite Regional de Asia de Apoyo a la Reunificacion de Corea, el Comite de India de Apoyo a la Reunificacion de Corea y la Asociacion de Amistad India-Corea de Toda la India publicaron el dia 23 una declaracion conjunta. El documento senala que la efectuacion de la conferencia mundial de apoyo a la reunificacion independiente y pacifica de Corea en el periodo en que se recrudecen mas que nunca las maniobras de EE.UU. dirigidas a aislar y aplastar a la RPDC constituira un potente estimulo al pueblo coreano enfrascado unanimemente en la lucha por materializar la Declaracion Conjunta Norte-Sur del 15 de Junio preparada por Su Excelencia el gran Dirigente Kim Jong Il.
    Expresa conviccion de que dicha conferencia servira de una ocasion para elevar mas las voces de apoyo y solidaridad que abogan por adelantar la reunificacion independiente y pacifica de Corea, unanime anhelo del pueblo coreano y ejercer presion internacional sobre EE.UU. a que abandone su politica de hostilidad a Corea y su politica belica y que el mismo pueblo coreano se encargue de la causa de la reunificacion de su pais.
    Exhorta a las organizaciones de amistad y solidaridad y entidades nacionales de Asia a tomar diversas medidas para apoyar la convocatoria.
    Enfatiza que el Comite Regional de Asia de Apoyo a la Reunificacion de Corea, el Comite de India de Apoyo a la Reunificacion de Corea y la Asociacion de Amistad India-Corea de Toda la India participaran activamente en los preparativos del mencionado foro mundial y haran todo lo posible para su celebracion exitosa.


Varios paises conmemoran efemeride de Corea

    Pyongyang, 30 de julio (ATCC) -- Con motivo del 51 aniversario de la victoria del pueblo coreano en la Gran Guerra de Liberacion de la Patria, tuvieron lugar del 21 al 23 del mes en curso mitines, conferencias, lecciones y proyecciones filmicas en Peru, Nigeria, Congo Democratico y Suiza. El presidente del Comite Peruano de Apoyo a la Reunificacion Independiente y Pacifica de Corea, el secretario general del Partido Nacionalista Peruano de la Comunidad Andina, el presidente del Frente Popular de Obreros, Campesinos y Estudiantes y otras personalidades peruanas de distintos sectores, en sus discursos, senalaron que la victoria del pueblo coreano en la Gran Guerra de Liberacion de la Patria reviste suma importancia en la historia mundial y destacaron que con tal triunfo se hizo anicos el mito de EE.UU. que se jactaba de su "supremacia" en el mundo y se inicio la historia de su derrota vergonzosa.
    Subrayaron que esa gran victoria se debe a la destacada direccion del Presidente Kim Il Sung, genio en los asuntos militares quien empezo la revolucion desde la construccion de las autenticas fuerzas armadas revolucionarias del pueblo.
    Los oradores apuntaron que hoy, bajo la sabia direccion del Dirigente Kim Jong Il mediante el Songun (priorizacion militar), se frustran paso a paso las maniobras desesperadas de los imperialistas yanquis, y se garantiza un avance victorioso de la causa del socialismo de Corea y de la empresa de la independencia de la humanidad.
    El presidente del Grupo de Estudio de la Idea Juche de la Universidad de Kinshasa del Congo Democratico, en su leccion especial, dijo que la guerra coreana fue la contienda que infligio una primera derrota historica a EE.UU. por el destacado metodo de combate autoctono del gran General Kim Il Sung.
    El subrayo que la gran idea del Songun del Dirigente Kim Jong Il, que representa el siglo 21, sirve de una tendencia ideologica internacional reconocida por su justeza y vitalidad, y avanzar por el camino del Songun es una corriente de la historia.
