KCNA Report on Dangerous Reorganization and Redeployment of U.S. Forces

    Pyongyang, August 5 (KCNA) -- The Korean Central News Agency Wednesday released a detailed report laying bare the danger of the reorganization and redeployment of the U.S. forces in different parts of the world. The report cited concrete facts to prove that the U.S. plan for reorganization and redeployment is aimed at making a fresh forward-deployment of its troops as required by its military operation to dominate the whole world in the 21st century.
    The report said: The plan has been carefully worked out and put into practice by the U.S. bellicose elements at the instruction issued by Bush for world supremacy, while projecting the U.S. as the "only superpower" and styling himself an "emperor of the world".
    The plan is part of the strategy for world supremacy to contain big powers and regional strong nations that exercise undeniable great influence in the international arena, stem the trend toward multi-polarization, stifle the independent and sovereign states not yielding to the U.S. arbitrary practices, strong-arm action and unilateralism and thus turn the whole world into a U.S.-led "free world".
    This reflects the U.S. operational intention to attain its military aim by rapidly dispatching its troops anywhere and anytime, not by containing "hostile forces" through the deployment of its armed forces in the fixed overseas areas as it did in the past.
    The U.S. has worked out an unprecedentedly reckless war scenario to mount a preemptive nuclear attack to meet the strategic need for the reorganization and redeployment of its armed forces.
    The U.S., on the basis of the examination of its "defense strategy" during the Cold War era and the Clinton administration, announced last year the "1-4-2-1 defense strategy", a newly revised and supplemented scenario for a war for aggression. Entering this year, it published an operation plan called "10-30-30", a new war initiative, in which the "1-4-2-1 defense strategy" has been put into a concrete shape and developed in depth. On July 22 U.S. Congress approved the military budget for the fiscal 2005 amounting to 416 billion U.S. dollars, much bigger than that of the preceding fiscal year.
    The U.S. is focusing its efforts on reorganizing and redeploying its armed forces in Central Asian countries and Mideast countries close to big powers.
    This is aimed at achieving its strategic purpose of holding off the influence of big powers and securing abundant energy resources such as oil, natural gas and uranium in these regions.
    The U.S. is keen to consolidate its military bases in Central Asia and Mideast and, at the same time, build new ones with those forces now in the process of withdrawing from large military bases in Germany and countries in other regions and reinforcements from its mainland.
    It has already buckled down to the work to attain its strategic aim to put Mideast under its complete control after deciding to permanently keep nearly 140,000 troops in Iraq and operate four military bases there.
    The U.S. has stepped up its preparations to pull back its troops from Western Europe and forward-deploy them in East Europe, attaching great importance to the reorganization and redeployment of its forces in Europe.
    This plan reflects the U.S. strategic purpose to settle the contradictions in its relations with Europe.
    It seeks to keep European countries within the framework of the master-servant alliance by creating uneasiness among them that any change in the traditional "European security" structure based on the nature and influence of the NATO having U.S. forces as its axis due to the plan to reorganize and redeploy the U.S. troops would result in destabilizing regional security.
    Another aim sought by it is to relatively enhance the strategic position of East European countries and thus hold in check Europe's integration process by containing big European countries which advocate independent Europe.
    The U.S. is also contemplating making an overall reorganization and redeployment of its troops in south Korea.
    Its ulterior aim is to round off a military operation to start the second Korean war against the DPRK and escalate tension in Northeast Asia, pursuant to its strategy of preemptive strike.
    The cutdown of the U.S. forces in south Korea and their redeployment are very dangerous military steps as they are intended to ensure a qualitative military edge and seize the DPRK by force of arms.
    The U.S. drastically increased the spending of 11 billion U.S. dollars called for by its "arms buildup plan" to 13 billion.
    Japan is another country to which the Bush administration attaches importance in carrying out the reorganization and redeployment of its troops.
    Its aim is to catapult Japan to the "most important base" in serving the U.S. troops stationed in the Asian-Pacific region.
    The U.S. big-scale reorganization and redeployment of its troops under way worldwide as part of its moves to realize its strategy to dominate the world clearly testify to the fact that the U.S. is chiefly responsible for harassing global peace and stability and creating the danger of a nuclear war


European Headquarters of Pomminryon Asserts Innocence of Korean Scholar in Germany

    Pyongyang, August 5 (KCNA) -- The European Headquarters of the National Alliance for the Country's Reunification (Pomminryon) issued a statement on July 24 as regards the release of Song Tu Ryul, a Korean scholar in Germany. Welcoming his release, the statement said:
    The south Korean authorities had kept Song in custody for 10 months on charge of the violation of the "Security Law," the only evil law in the world, playing down his academic success and damaging his personality. This is intolerable.
    There is no such funny law in the world as the SL, which labels fellow countrymen an enemy. We do not recognize three years in jail and 5 years of stay of execution to which Prof. Song Tu Ryul was sentenced as the decision was made on the basis of the evil law.
    The verdict of "not guilty" is the only way of restoring his academic success and honor, the statement concluded.


Second World Congress of Korean Studies Opens

    Pyongyang, August 5 (KCNA) -- The Second World Congress of Korean Studies opened in Pyongyang on Wednesday. Present there were vice-premier of the Cabinet Ro Tu Chol, President of the Academy of Social Sciences Thae Hyong Chol, senior officials in the fields of science and education and officials concerned.
    Attending it are the DPRK delegation, delegations and delegates from China, Russia, Japan, Spain, the United States, Australia and other countries, delegations and delegates of overseas Koreans.
    Thae Hyong Chol declared the congress open, expressing belief that the congress, which opened in Pyongyang amidst the great interest and expectation of world experts on Koreanology, would be a significant congress which would lay a new milestone in further developing Koreanology.     Delegates of the DPRK, different countries and overseas Koreans presented many valuable papers and exchanged views on the issues of mutual concern.
    Speakers at the panel discussions said though they differed from each other in the fields and subjects of their studies, they should have the same great theme Koreanology should pursue at the present time when a nation-wide campaign should be conducted to achieve the country's reunification and peace through the great national unity under the banner of the June 15 North-South Joint Declaration.

Participants in World Congress of Korean Studies Feted

    Pyongyang, August 5 (KCNA) -- The DPRK government gave a banquet in honor of the participants in the 2nd World Congress of Korean Studies at the People's Palace of Culture Wednesday. Present on invitation were Korean and foreign delegations and delegates and overseas Korean delegations and delegates.

Kim Jong Il Praised for His Immortal Feats in Party Building in Songun Era

    Pyongyang, August 5 (KCNA) -- The last decade holds a special position in the history of Kim Jong Il's leadership of the revolution, says Rodong Sinmun Thursday in a signed article, a summary of which reads: It is his immortal exploits that he has strengthened the Workers' Party of Korea into an ever-victorious steel-like party under the banner of Songun to defend the destiny of the country and the nation and secure a firm guarantee for the final victory of the Juche revolution and the prosperity of Kim Il Sung's nation.
    The last ten years were unforgettable days when the Party and the revolution greeted a great turn, with the new historic times called the era of Songun unfolding in this land.
    Kim Jong Il underscored the need to improve the Party work each time an opportunity presented itself and has devoted enormous efforts to the strengthening of the WPK in the last decade.
    His inspection of units of the Korean People's Army was a manifestation of his unshakable faith and will to lead the revolution and construction as a whole including the Party building to victory with a tight hold on the People's Army, true to the intention of President Kim Il Sung, and thus carry the cause of Juche to accomplishment.

Withdrawal of Decision on Troop Dispatch to Iraq Demanded

    Pyongyang, August 5 (KCNA) -- The Democratic Workers' Party on August 2 held a rally against troop dispatch to Iraq in front of the training ground of the Jaitun unit in Kwangju, Kyonggi Province, according to south Korean MBC. It was attended by over 700 members of the party including its floor leader Chon Yong Se.
    While staging a sit-down together with members of civic and public organizations they handed a letter they wrote on the spot to the Jaitun unit under training to be sent to Iraq.
    On the same day, members of the People's Action against Troop Dispatch and youth and students upwards of 800 all told held a candlelight rally demanding the withdrawal of the decision on troop dispatch on the road leading to the training ground.
    They demanded the authorities withdraw the decision right away.
    At the end of the rally, they went on an all-night strike.
    Meanwhile, the Catholic Solidarity against Troop Dispatch to Iraq sponsored the 3rd peace mass for the withdrawal of the decision on troop dispatch in Seoul that day with believers in attendance.
    An inaugural ceremony of the 2004 reunification vanguard for the withdrawal of the decision on troop dispatch and national cooperation against the U.S. was held on July 31.
    It brought together 500 or more workers, students, and members of the women's reunification vanguard. There heads of the reunification vanguard from different strata made vowing speeches and a declaration of struggle was read out.
    At the end of the ceremony, members of the reunification vanguard of the South Headquarters of the National Alliance of Youth and Students for the Country's Reunification marched towards the U.S. embassy, singing anti-U.S. songs.
    Four religious organizations including the Buddhist Measure Committee for Peace against War, the Christian Solidarity for Peace against War and the Catholic Solidarity for Peace on August 2 called a press conference for the withdrawal of the decision on troop dispatch in front of "Chongwadae" and declared they would continue the struggle against troop dispatch jointly with civic and public organizations.


Greetings to Jamaican Prime Minister

    Pyongyang, August 5 (KCNA) -- Premier of the DPRK Cabinet Pak Pong Ju sent a message of greetings to Jamaican Prime Minister P. J. Patterson on the occasion of the 42nd anniversary of its independence. Expressing the belief that the friendly relations between the two countries would develop on good terms in the future, too, the message wished him success in his responsible work for the prosperity of the country.


Heightened Vigilance against Reactionary Ideologic and Cultural Penetration

    Pyongyang, August 5 (KCNA) -- The world people should heighten vigilance against all manner of reactionary ideological and cultural infiltration of the U.S. imperialists and the international reactionary forces and put up a stiff fight against it, says Rodong Sinmun Thursday in a signed article.     They are becoming all the more crafty and tenacious in their moves to paralyze the sound thinking and consciousness of the popular masses and reduce them to ignorant and benighted men and mental cripples blindly obedient to the given circumstances and destiny. One of their methods is to widely spread superstition.
    At their instigation and with their patronage and support, the shady elements slyly manipulate those caught in the noose of superstition to commit anti-state and counter-revolutionary acts.
    Today superstition is a major means and a leverage of the U.S.-led international reactionary forces for reactionary ideological and cultural penetration and through this they are seeking to break the people's consciousness for independence and their anti-imperialist, anti-U.S. fighting spirit and attain the aim of aggression and war with ease.
    Mammonism and the bourgeois way of life are dangerous poisons nibbling at society and man.
    The U.S. imperialists and the reactionaries are infiltrating into the international community mammonism prevailing in capitalist society to egg the people on to commit all crimes such as murder and robbery, ignoring public morality and order for the sake of wealth, blinded with love of money and gain. And they are leaving no means untried to disseminate the bourgeois way of life in other countries. Pleasure Ground in Mt. Ryongak Undergoes Facelifting

    Pyongyang, August 5 (KCNA) -- Mt. Ryongak, which has been known as "Mt. Kumgang" of Pyongyang, is sprucing up as a pleasure ground of the people. It is about ten kilometers west of the centre of Pyongyang.
    A five-kilometer-long road is being built in the pleasure ground.
    It will be linked with the two main roads to form a loop.
    Driveways and sightseeing paths are also being laid.
    The total length of the three-forked paths from a parking place to Tae Peak is 1.5 kilometers.
    Resting places are being made in front of the Popun Temple, near the intersection of the Taebong loop and in other parts of the pleasure ground.
    1,100 tables, chairs and dancing places and some 100 animal sculptures are appearing there.
    The facelifting project is near completion.
    In his childhood, President Kim Il Sung climbed Mt. Ryongak frequently. The mountain boasts of historical relics such as Ryonggok Auditorium, a private educational establishment built in the Ri Dynasty, and the Popun Temple, plants rare to be seen in the world and other natural products.

Comienza II Congreso Mundial de Estudio sobre Corea

    Pyongyang, 5 de agosto (ATCC) -- Quedo inaugurado el dia 4 en esta capital el II Congreso Mundial de Estudio sobre Corea. En el foro estuvieron presentes Ro Tu Chol, viceprimer ministro del Consejo de Ministros, Thae Hyong Chol, presidente de la Academia de Ciencias Sociales, funcionarios de sectores de ciencia y educacion y otros relacionados.
    Tambien participaron las delegaciones y delegados de Corea, China, Rusia, Japon, Espana, Estados Unidos, Australia y otros paises, asi como de los coreanos en ultramar.
    El Presidente Thae Hyong Chol, al expresar su conviccion de que la presente conferencia que va a tener lugar en Pyongyang en medio de gran atencion y esperanza de los especialistas de coreanologia del mundo servira de un nuevo jalon para el desarrollo de la coreanologia, proclamo la apertura de la reunion.

    En las ocasiones los oradores subrayaron la necesidad de juntar las voces sobre un gran tema que debe mantener la coreanologia en la actual epoca en que deben librar un movimiento pannacional por realizar con la gran unidad nacional la reunificacion del pais bajo la bandera de la Declaracion Conjunta Norte-Sur del 15 de Junio, aunque son diferentes las secciones y temas de estudio.
    Los participantes llegaron a la identidad de criterios en los problemas de activar el intercambio y cooperacion de los especialistas y cientificos de coreanologia del mundo y de estrechar los lazos entre si para defender con firmeza y hacer brillar la larga historia y la cultura radiante de Corea.     Pyongyang, 5 de agosto (ATCC) -- El gobierno de la Republica Popular Democratica de Corea ofrecio el dia 4 en el capitalino Palacio Cultural del Pueblo un banquete en honor de los participantes en el II Congreso Mundial de Estudio sobre Corea. A la recepcion fueron invitados las delegaciones y delegados de Corea y de varios paises asi como de los coreanos en ultramar, participantes en la cita.
    El viceprimer ministro del Consejo de Ministros, Ro Tu Chol, en su discurso, menciono que hoy, el pueblo coreano, en pleno acato a la direccion del Songun (priorizacion militar) del Dirigente Kim Jong Il, despliega una energica lucha por construir una gran potencia prospera sobreponiendose a las dificultades.
