Passage of "Bill on Human Rights in North Korea" Flailed in S. Korea

Pyongyang, August 4 (KCNA) -- The 33rd Friday Rally for Defending Peace against the U.S. and War was reportedly held in front of the U.S. embassy in Seoul on July 30 to denounce the U.S. for adopting a "bill on the human rights in north Korea" under the sponsorship of the Headquarters of the Anti-U.S. and Anti-War Movement for Urging the Conclusion of a North-U.S. Non-Aggression Treaty. At the rally Kwon O Chang, permanent co-representative of the Solidarity for Implementing the south-north joint declaration, said the U.S., failing to bring the north to its knees by force of arms, is seeking the change of the system in the north by every conceivable base means and method. He branded the bill which was carried through the U.S. House of Representatives some time ago as a strategy for bringing the north to a collapse.
Kwon O Hon, chairman of the Association for Supporting the Prisoners of Conscience under the Family Movement for Realizing Democracy, said the bill is aimed to set the Korean nation at odds and divide it and subject it to the U.S. domination and interference. Therefore, it signifies interference in the internal affairs not only of the north but of our whole nation, he added.
A resolution published at the rally notes that the U.S. scheme to unleash another war of aggression on the Korean peninsula under the pretext of the "human rights problem" of the north is being promoted with a meticulous plan and operation to gain supremacy in Northeast Asia. A struggle will be waged to smash it, states the resolution.

Kim Song Il, chairman of the Committee for National Reunification of the south Korean Federation of University Student Councils (Hanchongryon) who is leader of the Vanguard for Reunification of the South Headquarters of Pomchonghakryon, called for fighting to check the troop dispatch without fail and making 2005 the year of reunification.

Anniversary of Kim Jong Il's Work on National Reunification Observed

Pyongyang, August 4 (KCNA) -- Rodong Sinmun Wednesday dedicates a signed article to the 7th anniversary of the publication of leader Kim Jong Il's work "Let Us Carry Out the Great Leader Comrade Kim Il Sung's Instructions for National Reunification" (August 4,1997). The work is an immortal library for national reunification as it lays down all tasks and ways to achieve national reunification, the lifelong cause of President Kim Il Sung, and a great programme for reunification as it indicates the path for the cause of national independence and reunification to follow in the new century.
The work lucidly sets out the ideas and theories and ways of victoriously leading the movement for reunification, the article says, and continues:
The master key to national reunification is to preserve and glorify the exploits performed by the President in leading the struggle for reunification and implement to the letter the Juche-oriented line and policy for national reunification put forward by him.
Kim Jong Il in the work formulated the three principles of national reunification, the 10-point program for the great unity of the whole nation and the proposal for founding the Democratic Federal Republic of Koryo set forth by the President as three charters for national reunification and clarified his stand that national reunification should be achieved on the basis of these three charters no matter how the situation and circumstances may change. This was a declaration of his unshakable faith and will to carry out the cause of national reunification, true to Kim Il Sung's instructions for it.
The historic significance of his work lies in that he encouraged all Koreans replete with the unanimous longing for the President to implement his instructions for reunification and provided them with the master key to bringing about a turning phase in the movement for national independence and reunification.
In order to reunify the country at an early date, true to the instructions of the President for national reunification and Kim Jong Il's idea and leadership over the struggle for reunification, all Koreans should consolidate the great national unity, fully demonstrate its might and escalate the anti-U.S., anti-war struggle and decisively foil all sinister attempts to bring the inter-Korean relations back to those in the era of confrontation, under the uplifted banner of national independence, the article concludes.

KCNA Dismisses Misinformation Spread by S. Korean "Ministry of Unification"

Pyongyang, August 4 (KCNA) -- The "Ministry of Unification" of south Korea posted on its Internet homepage a sheer lie. It claimed that nuclear scientist of the north Kim Kwang Bin, after turning his coat and running away from the north, testified to the fact that the north developed nukes by use of highly enriched uranium in top secrecy and hid in other places researchers of the existing institute no. 19, nuclear fuel rods and other major facilities while freezing the facilities in Nyongbyon in 1994. Kim Kwang Bin whom the ministry painted as the man who sought asylum in a third country is a researcher of merit active at a maritime radioactive research institution of the DPRK. This being a hard fact, the ministry talked such sheer nonsense that Kim, director of institute no. 38, defected from it.
We make it clear that there are no such things as institutes nos. 38 and 19.
The south Korean right-wing conservatives have more than once spread such misinformation. Last year they let a rumor afloat that scores of scientists of the north who were doing normal work in their field exiled themselves to other countries and included in those exiles even those who died long ago only to draw public criticism and ridicule.
Nevertheless, they are taking much pain to spread such misinformation. This campaign is aimed at making the much publicized "enriched uranium program" sound plausible though it is a fiction in a bid to escalate international pressure on the north to drop its nuclear activities for a peaceful purpose and invent a pretext to attack it.
What matters is that the dishonest forces of south Korea are conducting such smear campaign under the manipulation of the United States in accordance with its scenario.
It is widely known that persistently peddling the fiction of "enriched uranium program" in a bid to charge the DPRK with the nuclear development, the United States circulated a false rumor about the "transfer of nuclear technology" by a Pakistani scientist and orchestrated even a deceptive drama called "smuggling of uranium hexafluoride".
It is intolerable that the U.S. is persisting in such a ridiculous smear campaign, far from drawing a proper lesson from having created a complicated situation by dreaming up the fiction of "enriched uranium program" and sparking a new nuclear crisis.
All facts go to prove that the U.S. and other bellicose elements remain unchanged in their moves to isolate and stifle the DPRK and their talk about "peaceful settlement of the nuclear issue" and "landmark proposal" is no more than a deceptive ruse.
Taking into consideration the fact that the U.S. set afloat a rumor about Iraq's possession of weapons of mass destruction before unleashing the Iraqi war, the DPRK is left with no option but to heighten vigilance against their anti-DPRK moves and take strong countermeasures.
