Seminars on Kim Jong Il's Work in Mexico

    Pyongyang, August 1 (KCNA) -- Seminars on leader Kim Jong Il's famous work "On the Juche Idea" were held by the Mexican Institute for the Study of the Juche Idea and the Mexican Committee for the Study of Kimilsungism on July 16 and 26. Juan Campos Vega, chairman of the institute, in his speech said that the Juche idea is a great idea based on the man-centered philosophical principle.
    President Kim Il Sung set out a man-centered philosophy and pushed ahead with the Korean revolution and construction with it as his motto, he pointed out, emphasizing that his career of having devoted all his life to the people would be everlasting with the Juche idea.
    Kim Jong Il has honorably defended the sovereignty of the country and the nation from the moves of the U.S. imperialists to isolate and stifle the DPRK by wisely leading the whole Party, the whole army and all the people with his invincible Songun policy on the basis of the specific reality of Korea and the requirements of the situation, he said.

    It is because the Korean people have taken the Juche idea as a guiding principle that Korean socialism centering on the masses could make steady advance despite the collapse of socialism in Eastern Europe, he said, stressing: The road the world progressives aspiring after socialism should go is that indicated by the Juche idea.


Former Chairman of Hanchongryon Sentenced to Penal Servitude

    Pyongyang, August 1 (KCNA) -- The Seoul Western District Court sentenced Jong Jae Uk, chairman of the 11th-term south Korean Federation of University Student Councils, to three years' imprisonment and five years' stay of execution on July 29, according to south Korean MBC. The court charged him with violation of the "Security Law" and the "law on rally and demonstration".


Anti-U.S. Rally in S. Korea

    Pyongyang, August 1 (KCNA) -- The Reunification Solidarity of south Korea reportedly held an anti-U.S. rally for achieving peace of the Korean peninsula to mark the 51st anniversary of the conclusion of the Armistice Agreement in the vicinity of the U.S. embassy on July 27. Ra Chang Sun, chairman of the South Headquarters of the National Alliance for the Country's Reunification, in a speech at the rally said that they should clearly know who is to blame for national division and the principal criminal of war moves.
    Kwon O Hon, president of the Association for Supporting the Prisoners of Conscience of the Family Movement for Realizing Democracy, said that all the foreign troops should have withdrawn after the conclusion of the Armistice Agreement but the U.S. troops have yet occupied this land. He called for the withdrawal of the U.S. troops from south Korea.
    An open letter read out at the rally charged that the U.S. is insisting on dropping the nuclear program of the north first and rejecting the demand for the withdrawal of its hostile policy toward the DPRK and debate on building a peace-ensuring system instead of taking part in political talks for signing a peace agreement as a signatory of the Armistice Agreement.
    The U.S. should immediately come out for dialogue with the north for signing a peace agreement and should not disturb the reunification of the Korean nation any longer, the letter said.
    Representatives broke through the police cordon to convey the letter to the U.S. embassy.


Rodong Sinmun on Cause of Great National Unity

    Pyongyang, August 1 (KCNA) -- Rodong Sinmun Sunday dedicates an article to the 13th anniversary of the publication of the work of President Kim Il Sung "Let Us Achieve the Great Unity of Our Nation." The work is a guideline of great national unity which gives the most flawless and right answers to all the theoretical and practical problems arising in achieving great unity of the divided Korean nation with the application of the Juche idea, the article says, and goes on:
    The President's Juche-based scientific clarification of all the problems including the necessity to achieve great unity of the divided nation, its ideological and mental foundation and tasks is an outstanding ideological and theoretical feat for great national unity and the cause of national reunification.
    The work makes clear all the principled matters of great national unity by orienting them to the defence of independence, life and soul of the nation, centering on the nation.
    The President in the work logically clarified on the basis of his scientific analysis of the essence and characters of the issue of Korea's reunification that great national unity is the indispensable key proceeding from the essence of the issue of national reunification and national harmony and unity will lead to national reunification.
    The work indicates tasks and ways to achieve great national unit, so that all the fellow countrymen may accept the issue of national reconciliation and unity as their fatal matter and devotedly turn out in the struggle to strengthen the driving force of national reunification.

Russia Donates Food to DPRK

    Pyongyang, August 1 (KCNA) -- About 35,000 tons of food donated to the DPRK by Russia through the World Food Program arrived at Nampho Port on July 31. Russia's donation of food to the DPRK is an expression of the traditional relations of friendship between the two governments and two peoples and an encouragement to the Korean people.


Adventurous U.S. Arms Buildup Moves under Fire

    Pyongyang, August 1 (KCNA) -- The United States should contemplate the grave consequences to be entailed by its reckless war moves and drop at once its adventurous arms buildup moves and hostile policy toward the DPRK. The Secretariat of the Committee for the Peaceful Reunification of the Fatherland says this in information bulletin No. 878 issued on July 31 as regards the U.S. plan to deploy a latest nuclear-powered aircraft carrier in waters around south Korea in the middle of August.
    It goes on:
    The U.S. plan clearly proves that the U.S. preparations for a preemptive nuclear attack on the DPRK are being pushed forward at an extremely reckless stage.
    The U.S. says its arms buildup is aimed to fill up "security vacuum" and deter somebody. But it is no more than a sophism to justify its moves for a new war to stifle the DPRK by force of arms.
    The U.S. moves for arms buildup behind the curtain of dialogue indicate that it has no interest in the six-party talks for a solution to the nuclear issue and no willingness to improve the DPRK-U.S. relations through dialogue.
    The Bush administration is resorting to third-rate disguised peace tactics, talking about a "landmark proposal" and "wonderful reward", but it can no longer cover its aggressive nature to stifle the DPRK by force of arms.
    The army and people of the DPRK will build up deterrent force of justice qualitatively and quantitatively to defend the sovereignty of the nation and the right to existence against the U.S. preparations for a preemptive nuclear attack. If the aggressors ignite a war, the DPRK army and people will wipe them out with the self-defensive might built up century after century.


National Reunification Institute Issues White Paper

    Pyongyang, August 1 (KCNA) -- The National Reunification Institute made public a white paper Saturday to lay bare the deceptive nature of the U.S. cutdown of imperialist aggression troops in south Korea and bring their aggressive nature home to the people at home and abroad. The U.S. has staged several farces of troop cutdown since its military occupation of south Korea on September 8, 1945. But history has never seen any drastic reduction of the U.S. imperialist aggression troops in south Korea. On the contrary, the U.S. have bolstered its troops of aggression and escalated its war moves and brought dark clouds of a nuclear war to hang over the Korean peninsula, the paper said, and went on:
    The first round of the U.S. arms reduction between 1948 and 1949 left its imperialist aggression troops in south Korea in the name of the "U.S. military advisory group" and all the military equipment of the U.S. forces was handed over to south Korea.
    The U.S. offered 2,627.61 million U.S. dollar worth military aid to south Korea between 1948 and 1950. In less than one year after the U.S. staged the farce to withdraw its troops from south Korea the U.S. instigated the south Korean military to start the war of aggression against the DPRK. The U.S. committed at least 360,000-strong troops more than five times as many as the already withdrawn troops and huge amount of latest type weapons and equipment of all kinds to south Korea under the pretext of fighting a war.
    It set the stage for the second round of reduction between 1954 and 1958.
    But the U.S. 8th Army Command was replaced by the U.S. 8th Army Forward Command and the U.S. 5th Air Force Command by the U.S. 5th Air Force Forward Command. The U.S. 8th Army Command, which had been withdrawn to Japan and merged with the U.S. Command in Far East, was brought back to south Korea only six months later along with the UN Command.
    A particular note should be taken of the fact that the U.S. has introduced nuclear weapons into south Korea under the pretext of "arms reduction" and buckled down to the work to put into practice its plan to convert south Korea into a nuclear advance base.
    It has shipped nuclear missiles, nuclear artillery pieces and backpack nuke and other nuclear weapons and units for fighting a nuclear war into south Korea under the pretext of withdrawing GIs that had served during the Korean war.
    During the third round of cutdown between 1970 and 1971 the U.S. deployed nearly 700 nuclear weapons and their delivery means in south Korea under the pretext of making up for the gap and worked out a new scenario for a nuclear war of aggression against the DPRK.
    The third round resulted in reducing south Korea to a nuclear base and increasing the danger of a nuclear war on the Korean peninsula.
    Between 1977 and 1978 the U.S. staged the fourth round of arms reduction but by the end of the 1970s it scrapped the withdrawal plan itself and conducted Team Spirit and RSOI joint military exercises with south Korea, thus leaving the Korean nation vulnerable to the catastrophic nuclear holocaust.
    In the 1990s the issue of withdrawing the U.S. imperialist aggression troops from south Korea became controversial at home and abroad and this issue was even brought to U.S. Congress. The fifth round of cutdown was conducted between 1990 and 1992 against this backdrop, but it has been completely shelved under the pretext of the "nuclear issue of the north".
    Particularly, the U.S. has taken the issue with DPRK over its "nuclear issue" from around 1993 to find a pretext for a war of aggression against the north and its arms buildup and thus sparked off the worst nuclear crisis on the peninsula.
    This has created a touch-and-go situation on the Korean peninsula.
    The recent farce orchestrated by the Bush administration to cut down its troops in south Korea assumes more dangerous nature than the previous in aggressive and rash nature.
    The arms cut farce of the Bush administration is a product of an extremely dangerous plot to escalate its aggression and war moves worldwide and realize its strategy to dominate the world.
    The recent measures taken by the U.S. to cut down and reorganize its troops in south Korea do not mean that it downplays the strategic position of south Korea. Instead, they were taken to improve their strategic position and grant more comprehensive mission of aggression to the U.S. troops in south Korea and they are nothing but a sort of strategic and tactical redeployment for a new scenario for a war of aggression and a modern war.
    The U.S. is now planning to massively ship latest weapons into south Korea behind the curtain of "cutdown" as it did in the past.
    The Bush administration announced it would ship into south Korea a large amount of latest war hardware worth 13 billion dollars for three or four years to come under the pretext of filling the "military vacuum" caused by "cutdown" and "redeployment."
    The U.S. gave military aid worth 10,483,710,000 dollars to south Korea for over 40 years till 1986.
    The U.S. is conducting exercises of promptly committing striking brigades and missile units based in the mainland to south Korea or shipping them into it.
    And it is also working hard to deploy in south Korea special weapons of new type which were tested in the Iraqi war or are being developed.
    Its plan for a war against the DPRK is being revised and completed in accordance with its new military strategy and "cutdown", "relocation" and "redeployment" of its troops.
    The aggressive nature of the Bush administration was brought into bolder relief in the "10-30-30" operation plan made public by the U.S. Department of Defense in April this year.
    As regards such strategy for a war of aggression, the U.S. is pushing ahead with a plan to establish a U.S. command in Northeast Asia by integrating its imperialist aggression forces in south Korea and its troops in Japan for the future.
    Finally, the U.S. intends to turn south Korea into not only a base for a war against the DPRK but a base for launching a war of aggression worldwide, thus making the Korean peninsula a dilapidated land for a global war.
    The paper demanded the U.S. withdraw its troops and equipment from south Korea in a comprehensive and irreversible manner and refrain from fooling and deceiving public opinion at home and abroad and resorting to its aggression and war moves, while doing magic tricks of "cutdown" and "redeployment" of its imperialist aggression troops in south Korea.


Repeal of Decision on Troop Dispatch Urged

    Pyongyang, August 2 (KCNA) --Various parts of the Democratic People's Republic of Korea were hard hit by recent torrential rain. In July some areas of the country were struck by downpour several times.
    The downpour in the areas of Kosong and Chonnae on July 4 registered nearly 300 mm and that in the areas of Jongphyong and Pukchang. 200 mm.
    According to information available from the relevant organ, at least 100,000 hectares of paddy and non-paddy fields were submerged or washed away and dwelling houses for more than 1,000 families and public buildings destroyed in over 70 cities and counties of South Phyongan, South Hwanghae, Kangwon, Ryanggang and other provinces from July 1 to 25.
    It is hard to expect any harvest from the fields washed away and silted.
    Harvest in many fields is expected to drop 30 percent.
    And hundreds of sections of roads and railroad beds were destroyed and electric and telecommunication facilities damaged.
    Torrential rain struck Kimhwa, Phyonggang and Cholwon counties from July 16 to the morning of the next day, leaving hundreds of hectares of farmland silted or washed away.
    Pukchang and Unsan counties were hard hit by torrential rain of over 180-200 mm from the night of July 24 to the next dawn that left at least 130 hectares of farmland inundated and caused a landslide which washed away buildings.
    Various fields of the national economy in Ryanggang Province including Hyesan City were hard hit by torrential rain. More than 2,030 hectares of farmland were submerged and many dwelling houses and public buildings destroyed in six cities and counties of the province.
    The railway service is seriously affected by the damage done by the recent torrential rain.
    Hundreds of sections of railways in various places including the northern inland railway section between Manpho and Hyesan and railroads in Pukchang County were blocked by a landslide and railroad beds were washed away to block the normal railway service.
    Officials and working people in Pyongyang and local areas are working hard to recover from the damage as soon as possible.


Passage of Bill on Human Rights in North Korea under Fire in S. Korea

    Pyongyang, July 31 (KCNA) -- Permanent co-representatives of the Solidarity for Implementing the South-North Joint Declaration reportedly made public a special statement titled "We vehemently condemn the passage of a bill on human rights in north Korea through the U.S. House of Representatives" on July 24. Referring to the passage of the bill through the U.S. House of Representatives on July 21, the statement denounced it as a form of the moves to bring down the system in the north.
    The U.S. has deprived Americans of their elementary rights, putting down progressive voices in its country and maltreated POWs in Iraq, the statement said, asking: Is the U.S. in a position to mouth human rights?
    The U.S. is the country with the world's poorest human rights record, the statement said, noting: It is not a bill on human rights in north Korea but a bill on human rights in the U.S. that its Congress should pass.
    Our people will wage a more vigorous struggle to make 2005, the 60th year after the U.S. military occupation, the year the U.S. troops will pull back from south Korea, the statement stressed.

Moves to Delay "Cutdown" of U.S. Forces in South Korea Flayed

    Pyongyang, July 31 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of the Fatherland gave an answer to a question put by KCNA Friday as regards the recent moves of the United States and the south Korean authorities to delay the "cutdown" of the U.S. forces in south Korea. He said: In June last the U.S. unilaterally informed the south Korean authorities that it would "cut down" the U.S. forces in south Korea by 12,500 till the end of next year. But it made an about-turn in its attitude a month later. It announced that it would put off the timetable for "cutdown", talking about the readjustment of its plan for the "cutdown."
    This clearly indicates that the U.S. is using the "cutdown" issue as a leverage for a sort of pressure to calm down the anti-American sentiment in south Korea and strengthen its colonial domination over it The spokesman went on:
    Since May the U.S. has deliberately peddled "threat to its security," much publicizing its plan to "cutdown" of forces as a playing card for perpetuating their military presence in south Korea and colonial domination over it and making the south Korean authorities meekly accept its demands including additional troop dispatch to Iraq.
    The U.S. had, in actuality, no intention to reduce its forces in south Korea. It has been brought to light, therefore, that the U.S. hasty decision to "cut down" its forces in south Korea was nothing but a deceptive ruse to achieve its sinister purpose of creating "security unrest" in south Korea in a bid to save its position from shaking to its very foundation there. The U.S. move to delay "the planned reduction" of its forces while putting spurs to the arms buildup in south Korea only glaringly reveals its true intention to pursue a war, not dialogue.
    The south Korean authorities' act of joining the U.S. in such dangerous move is a crime against the nation, reunification and peace as it betrays the dignity and interests of the nation to serve the foreign forces and brings dark clouds of a war to hang over the Korean peninsula.
    The spokesman called upon the people from all walks of life in south Korea to clearly see through the nature and gravity of the readjustment of the plan to "cut down" U.S. forces and turn out in a more dynamic struggle to get all its forces withdrawn from south Korea to build a new world free from those forces and make a new history of independence and reunification.


U.S. Urged to Clarify Its Commitments

    Pyongyang, July 31 (KCNA) -- Rodong Sinmun Saturday in a signed commentary demands the U.S. clarify its commitments in accordance with its promise to observe the principle of "words for words" and "action for action" in order to solve the nuclear issue between the DPRK and the U.S. The commentary says:
    These days, the Bush group is making much fuss pressurizing the DPRK to dismantle its nuclear weapons program, raising a hue and cry over the "danger" of its nuclear development. But this is nothing but a ruse to use the "nuclear issue" of the DPRK for hiding the root cause of the international instability and grievance towards the U.S., a product of its "anti-terrorism war."
    By building up world public opinion on the "danger of the nuclear issue" of the DPRK the present U.S. administration seeks to dodge the world criticism and condemnation of it and use it as a pretext for creating an international atmosphere for pressurizing the DPRK. Its immediate goal is to use this nuclear issue for turning the situation before the presidential election slated for November favorable for it. In a word, the Bush group is keen to meet its political interests at the sacrifice of the DPRK.
    But this foolish trick can never work on the DPRK.
    Now that the DPRK clarified its goal for denuclearization, the U.S. should commit itself to abandon its hostile policy towards the DPRK and, as the first phase measure for it, should lift the economic sanctions and blockade against the latter, delist it as a "sponsor of terrorism" and directly take part in the undertaking to provide energy aid of 2 million kw to it.
    The U.S. attitude towards the principle of "words for words" and "action for action" will serve a touchstone proving its true stance towards the settlement of the nuclear issue.

170 Cases of U.S Aerial Espionage in July

    Pyongyang, July 31 (KCNA) -- The U.S. imperialists committed more than 170 cases of aerial espionage against the DPRK in July by mobilizing strategic and tactical reconnaissance planes with different missions, according to a military source. A U-2 took off a U.S. air force base in south Korea at around 10:20 of July 30 and flew in the sky above the area 160 km west of Tokjok islet, Phochon and the area 45 km east of Sokcho to spy on the DPRK. An RC-135 took off a military base in Japan on July 1 and 20 and made shuttle flights in the sky above the Taebu islet and Yangphyong and the area 30 km east of Yangyang to spy on the targets in the depth of the DPRK.
    The number of cases of aerial espionage by U-2, RC-135 and E-3 reached more than 30 in July.
    8 tactical reconnaissance planes including RC-12, RC-7B and RF-4C were involved to spy on military targets in the DPRK on July 6, 21 and 23 each and 7 on July 22 on the same mission.
    The daily escalating moves of the U.S. imperialists to stifle the DPRK by force of arms increase the need for it to further bolster its military capability.

Kim Jong Il Receives Highest Orders of Kingdom of Cambodia

    Pyongyang, July 31 (KCNA) -- Kim Jong Il, general secretary of the Workers' Party of Korea and chairman of the DPRK National Defence Commission, received "The Grand Cross Order of the Kingdom of Cambodia" and "The Grand Necklace Order for National Independence of the Kingdom of Cambodia", the highest orders of the Kingdom of Cambodia. An awarding ceremony was held on July 31.
    Present there were His Majesty the King of Cambodia Norodom Sihanouk and Her Majesty the Queen Norodom Monineath Sihanouk and other suite members and Cambodian Ambassador to the DPRK Oum Mannorine.
    Norodom Sihanouk conferred the orders upon Kim Jong Il.

    El dijo que la propaganda artistica ocupa un lugar muy importante en la educacion de los militares y presento las tareas programaticas que sirven de guia en la labor de librar activamente la propaganda movil para llamar a los militares a la lucha heroica y proezas a traves de la funcion artistica, revolucionaria y combativa.
    Le acompanaron Kim Yong Chun, miembro del Comite de Defensa Nacional de la RPDC y jefe del Estado Mayor General del EPC, los secretarios del Comite Central del PTC Kim Kuk Thae y Kim Ki Nam y otros cuadros directivos del partido y el ejercito.


CRPP condena complot de aplazar periodo de "reduccion" de tropas

    Pyongyang, 31 de julio (ATCC) -- A la pregunta de un reportero de la Agencia Telegrafica Central de Corea formulada en relacion con que en estos dias EE.UU. y las autoridades surcoreanas tratan de aplazar el periodo de la "reduccion" de las tropes norteamericanas ocupantes de la parte Sur de la Peninsula Coreana, el vocero del Comite por la Reunificacion Pacifica de la Patria (CRPP) respondio el dia 30 como sigue: En junio pasado EE.UU. aviso unilateralmente a las autoridades surcoreanas que hasta fines del ano proximo "reducira" 12 mil 500 efectivos suyos. Pero, al cambiar bruscamente de actitud a un mes de aquel entonces expone su intencion de aplazar el periodo de "reduccion" bajo el pretexto de la recoordinacion de "esta". Esto demuestra a las claras que esa superpotencia lo aprovecha como medio de presion para debilitar la tendencia antiyanqui en el Sur de Corea y consolidar mas su dominacion colonial.
    Desde mayo pasado, EE.UU. se puso a difundir un rumor de la "reduccion" de sus tropes norteamericanas aprovechandola de naipe para mantener su ocupacion militar y dominacion colonial en el Sur de Corea y lograr que las autoridades surcoreanas obedezcan docilmente a su demanda sobre el envio adicional de efectivos a Irak y otras cosas y de esta manera invento premeditadamente la "teoria de amenaza de la seguridad".
    Hoy en dia, se ha hecho evidente que el problema de "reduccion", que EE.UU. porto repentinamente de desgana, partio del designio de crear una "inquietud de la seguridad" en el Sur de Corea y asi mantener su tambaleante posicion.
    EE.UU. da acicate al aumento armamentista en el Sur de Corea y posterga hasta el periodo de la "reduccion" de sus tropas. Esto demuestra que el no desea el dialogo sino trata de realizar su ambicion agresiva mediante la guerra.
    El que las autoridades surcoreanas se adhieren a tales maquinaciones peligrosas de EE.UU. constituye un crimen contra la nacion, la reunificacion y la paz para sacrificar la dignidad y los intereses de la nacion a favor de las fuerzas extranjeras y llevar un nubarron de la guerra a la Peninsula Coreana.
    La poblacion surcoreana de distintos sectores debe calar a fondo la esencia y la gravedad del juego de recoordinacion de la "reduccion" de las tropes norteamericanas y levantarse mas energicamente en la lucha no por la "reduccion" sino por la retirada completa de las tropas norteamericanas para crear un nuevo mundo libre de estas y una nueva historia de la independencia y la reunificacion.
