If the government dispatches troops to Iraq it would be judged by the people, they said, asserting that the ruling and opposition parties should convene an extraordinary session of the National Assembly for reexamination of the decision on troop dispatch.

Anti-National Act of South Korean Military Authorities Flayed

Pyongyang, July 23 (KCNA) -- The Reunification Solidarity of south Korea on July 17 made public a statement titled "We denounce bellicose forces getting overheated in military attack." Recalling the announcement of the south Korean military authorities on July 14 that "a patrol craft of the north crossed the northern limit line" and they opened a warning fire in answer, the statement said it was unjustifiable for the military authorities to try still to rationalize the military counteraction.
Branding the incident as a grave anti-national and bellicose act intended to scrap the agreement reached at the south-north military talks and create military tension, the statement continued:
Inter-Korean reconciliation and cooperation are already expanding to the military domain. The north is not our "enemy."
All the fellow countrymen in the south and the north are now under obligation to observe the agreements on peace and unity and the army can never be an exception.
We demand that the military authorities not swim against the trend of the times toward the inter-Korean reconciliation, unity and peaceful reunification.

U.S. Urged to Pay for Blood Shed by Koreans

Pyongyang, July 23 (KCNA) -- Minju Joson Friday carries a signed commentary as regards the recent discovery of a U.S. document dealing with its forces' killing of civilians in cold blood in the waters off Phohang, North Kyongsang Province during the Korean war. It says:
The recently disclosed mass killing of civilians is just a tip of iceberg of the monstrous massacres committed by the U.S. imperialists in various parts of Korea during the Korean war.
It was widely known that they massacred innocent civilians in cold blood everywhere after igniting a war against the DPRK in the 1950s.The piled up dead bodies of the south Koreans killed by the U.S. imperialists until now would be as high as a mountain and the blood shed by them fill a reservoir.
As facts prove, the U.S. troops in south Korea are neither "friends" of the south Korean people nor "apostles of peace." They serve as a lever backing the U.S. colonial rule over it with arms and a frontline shock force for a war against the north. The U.S. imperialists' introduction of over 10 F-117 Stealth bombers to south Korea and their development of missiles capable of underground penetration are aimed at starting a new war on the Korean peninsula. It is as clear as noonday that the outbreak of another war in Korea would cause such massacre of civilians as what happened in Rogun-ri and Phohang.
The Korean nation will launch a nationwide struggle against the U.S. to force it to pay for the blood shed by the innocent Koreans thousand times.
The U.S. imperialists should apologize to the Korean nation for the monstrous crimes committed so far and immediately withdraw their forces from south Korea as early as possible.

Action Taken to Disallow Pyongyang Visit of Ngo Delegation under@Fire in S. Korea

Pyongyang, July 23 (KCNA) -- The Solidarity for Implementing the South-North Joint Declaration reportedly held a regular meeting of its central steering committee on July 17 at which it released a special statement accusing the south Korean authorities of disallowing the Pyongyang visit by a non-governmental delegation of south Korea to participate in functions to commemorate the tenth anniversary of the demise of President Kim Il Sung. The statement sternly chided the Ministry of Unification for disallowing the Pyongyang visit of personages of a non-governmental organization including Presbyter Pak Yong Gil, widow of Rev. Mun Ik Hwan, to participate in the above-said functions. Such action was an anachronistic anti-reunification behavior reminiscent of the rash action taken against those south Koreans who wished to mourn the death of the President in 1994 and an unethical action of ignoring even the ancestral good manners and customs and elemental human morality, the statement noted, and continued:
The government should immediately allow the Pyongyang visit by the non-governmental delegation, though belatedly. And the forces for the reunification movement should carry on their struggle till its visit has been realized and thus force the government to completely change its attitude toward the non-governmental exchanges.
The next year is a significant year which will mark the fifth anniversary of the publication of the June 15 joint declaration, the statement said, calling upon all the people to draw a lesson from the incident and make every possible effort to put the non-governmental exchanges on a new higher stage.

Negotiations for Transfer of U.S. Military Base in Ryongsan

Pyongyang, July 23 (KCNA) -- Members of the People for Achieving Peace and Reunification and the Phyongthaek Measure Committee against the Expansion of the U.S. Military Base and civilians in Phyongthaek reportedly held a press conference in front of the building of the "government" in Seoul on July 19 to reject the negotiations for the transfer of the U.S. military base in Ryongsan. Speakers including the director of the Secretariat of the People for Achieving Peace and Reunification in their speeches noted that they would strongly oppose the 10th consultative council meeting of the future of the south Korea-U.S alliance policy initiative slated to be held in the U.S. which would discuss the issue of drawing up an agreement on the transfer of the U.S. military base in Ryongsan and an accord to implement it.
A press release issued at the press conference said the humiliating nature has been revealed by the negotiations for the transfer of the U.S. military base in Ryongsan and this is the reason why the organizations are opposed to the above-said meeting.
The demands of the U.S. were unilaterally met at the last negotiations for the transfer of the U.S military base in Ryongsan because of the inequality manifested in those negotiations, the press release said, strongly demanding a total restart of the negotiations.
It held that the U.S. should not cut back its forces in south Korea but completely pull them out of south Korea.
At the end of the press conference, the participants staged a sit-in strike in front of the building.
