FM Spokesman on DPRK's Stand on Nuclear Freeze and Way of Verification

    Pyongyang, July 14 (KCNA) -- A spokesman for the DPRK Foreign Ministry gave the following answer to a question put by KCNA Wednesday as regards the misinformation floated by some members of the international community about the objects to be frozen and the way of verification after the DPRK elaborated on the proposal on "reward for freeze" at the third round of the six-party talks: As already reported, all participants in the six-party talks except the U.S. expressed positive understanding and sympathy with the flexible proposal the DPRK made as the first-phase measure for a package solution based on simultaneous actions at the talks. They expressed their willingness to participate in implementing the proposal for reward for freeze and even the broad world public fairly assessed the DPRK's constructive stand for the solution of the nuclear issue. The DPRK, however, is compelled to be vigilant against some forces misinterpreting the DPRK's stand in a bid to build up public opinion swimming against this international trend.
    They assert that the DPRK's nuclear activities for a peaceful purpose are possible only after its return to NPT and under its regular cooperation with the IAEA and that even the DPRK side expressed understanding of this. They also claim that the DPRK has the stand of agreeing to the multi-party inspection i.e. the six participant nations of the six-party talks, although it opposes the IAEA's inspection of its nuclear freeze.
    The DPRK would like to reclarify its stand here. Its ultimate goal is to realize the denuclearization of the Korean peninsula.
    The DPRK will dismantle its nuclear weapons program only when conditions for it are created by the U.S. drop of its hostile policy toward the DPRK.
    To this end, it wishes to wipe out mistrust and build confidence between the DPRK and the U.S. by implementing the measure of "reward for freeze," to begin with.
    The DPRK will naturally return to NPT if the Korean peninsula is denuclearized and those fundamental elements, which compelled the DPRK to pull out of the treaty, are consequently removed.
    It is the unshakable stand of the DPRK that it can not stop its nuclear activities for a peaceful purpose before this happens.
    Its nuclear activities for a peaceful purpose are the issues pertaining to its sovereignty and this should never be included in the objects to be frozen or dismantled.
    It is a hard reality in the world that those countries outside NPT and those belonging to the nuclear-free zones are engaged in nuclear activities for peaceful purposes.
    It is, therefore, quite natural for the DPRK, a non-member country of NPT, to exercise such equal right even before its return to it and there is nothing strange about its nuclear activity for a peaceful purpose.
    Clear is the stand of the DPRK on the issue of verification.
    As already clarified by the DPRK, a freeze is the first phase leading to the final dismantlement of its nuclear program and the freeze is bound to be accompanied by an objective verification.
    By verification the DPRK means monitoring the state of freeze.
    The issue of inspection of the nuclear facilities and nuclear substance of the DPRK is something to be discussed only at the phase of dismantling its nuclear program. It is very illogical to argue about inspection from the phase of freeze. Moreover, any attempt to force the DPRK to accept it is nothing but a sinister attempt to disarm it.
    Even after the third round of the six-party talks high-ranking officials of the U.S., in fact, do not hide their attempt to force the DPRK to "scrap its nuclear program first," asserting that they cannot make any reward unless the DPRK completely dismantles its nuclear program after halting its nuclear activity and accepting international inspection.
    It is quite preposterous for the U.S. to urge the DPRK to disarm itself before anything else under the present situation where the two countries are in a state of armistice and technically at war.
    The DPRK, therefore, can never accept this.


Kim Il Sung's Work Published in Syria

    Pyongyang, July 14 (KCNA) -- President Kim Il Sung's famous work "Let Us Uphold Independence" was published in booklet on July 6 by the Dar Dimashk Publishing House of Syria. The work, brought out on September 7, Juche 70 (1981), clarified the strategy of the anti-imperialist struggle that calls for vigorously waging a revolutionary struggle against the U.S. imperialism on the basis of a scientific analysis of the international situation and indicated the way for those countries which won national independence to maintain political independence and build independent national economy.


Commemorative Functions Held Abroad

    Pyongyang, July 14 (KCNA) -- A joint seminar of political parties and organizations was held in Lima, Peru, on July 5 on the occasion of the tenth anniversary of the demise of President Kim Il Sung. Speeches were made by more than 10 personages including Genaro Ledesma Izquieta, chairman of the People's Front of Workers, Peasants and Students of Peru, Alberto Moreno, president of the New Left Movement of Peru, Luis Mateo Munoz, general secretary of the Socialist Party of Peru, and Tani Baler Lopera, chairman of the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea.
    Highly praising the immortal exploits performed by Kim Il Sung, they said:
    The Peruvian people share with the world progressives the grief over the demise of Kim Il Sung, the greatest man in the 20th century and the most prominent leader of the world working class.
    They stressed that thanks to the wise guidance and noble sense of obligation of leader Kim Jong Il the revolutionary cause pioneered by Kim Il Sung has been successfully carried forward and the cause of perpetuating the memory of the President has been accomplished with success in Korea.
    They expressed full support and solidarity with the Korean people in their just cause.
    A letter to Kim Jong Il was adopted at the seminar.
    Seminars were held by the Revolutionary Socialist Party of Peru and the Peruvian Group for the Study of Kimilsungism on June 30 and 28.
    Meanwhile, Korean film shows and photo exhibitions were held by the Mission of Tyumen Regional Administration in Moscow and a number of companies in India, Thailand, Iran and Singapore from July 2 to 5.


Withdrawal of Decision on Troop Dispatch to Iraq Demanded

    Pyongyang, July 14 (KCNA) -- The Democratic Workers' Party (DWP) of south Korea demanded the retraction of the plan for additional troop dispatch to Iraq and the withdrawal of the already dispatched troops from Iraq on July 11, according to KBS of south Korea. That day the deputy floor leader of the DWP referred to the fact that recently the U.S. Senate Intelligence Committee said the Iraqi war was launched on the basis of misinformation. He demanded the Bush administration make an apology to the UN and the international community for all distortions and frauds made by it as regards the Iraqi war.
    Declaring the "motion on the troop dispatch" passed by the 16th National Assembly null and void, he stressed that NA must immediately deal with a "resolution on the reexamination of troop dispatch" and the "motion on the withdrawal of the decision on the troop dispatch" which have so far been put on hold.
    He formally proposed NA's adoption of a resolution demanding the Bush administration make an apology for its start of the war of aggression against Iraq and pressure for troop dispatch.


Floral Baskets Sent to DPRK Embassies

    Pyongyang, July 14 (KCNA) -- The president of the Cuban Institute of Friendship with the Peoples and the general secretary of the Central Committee of the Communist Party of India (Marxist) sent floral baskets to the DPRK embassies in their countries on July 8 on the occasion of the 10th anniversary of the demise of President Kim Il Sung. Meanwhile, the director general of the International Institute of the Juche Idea, the chairman of the Juche Philosophy Study Committee of India, the president of the Indian Working Women Society for the Study of the Juche Philosophy, the chairman of the Indian Intellectuals' Juche Idea Study Society, the secretary general of the All-India Veterans Federation, the principal of Minaba Bharata International School, and other Indian personages visited the DPRK embassy in New Delhi to lay floral baskets before the portrait of Kim Il Sung and pay homage to him.


S. Korean Christians Demand Withdrawal of Decision on Troop@Dispatch

    Pyongyang, July 14 (KCNA) -- The south Korean Council of Christian Churches reportedly sponsored a prayer meeting for peace and demonstration of Christians demanding withdrawal of the decision on the troop dispatch to Iraq in Jongro, Seoul, on July 9. The participants shouted slogans "Withdraw troop dispatch", "No war" and so on, carrying placards denouncing the GIs' brutal murderous atrocities in Iraq and condemning Bush.
    Kim Jin Ho, director general of the Christian Solidarity for Peace in Iraq, stressed that churches should join in the activities for repealing the authorities' decision on the troop dispatch to Iraq.


Functions Held at DPRK Consulate General in Shenyang

    Pyongyang, July 14 (KCNA) -- Functions took place at the DPRK consulate general in Shenyang, China, on July 9 on the occasion of the 43rd anniversary of the DPRK-China Treaty of Friendship, Cooperation and Mutual Assistance. Present there on invitation were the vice-chairman of the Liaoning Provincial Political Consultative Conference of China, the deputy chief of the General Staff of the Liaoning Military Area of the Chinese People's Liberation Army, the vice-chairman of the Shenyang City Political Consultative Conference and other officials concerned. Consul General Rim Yong Phal and consuls of the DPRK were on hand.
    The participants saw a DPRK film "The Great Leader Comrade Kim Jong Il Pays an Unofficial Visit to the People's Republic of China" and saw photos on the theme of his unofficial visit to China and on the Kumsusan Memorial Palace.

    Tokyo, July 13 (KNS-KCNA) -- A lecture was sponsored by the General Association of Korean Residents in Japan (Chongryon) at the Korean Hall in Tokyo on July 12 on the occasion of the tenth anniversary of the demise of President Kim Il Sung. Kim Il Chol Meets Director of CPLA General Logistics Department

    Beijing, July 13 (KCNA) -- Vice-Marshal Kim Il Chol, member of the National Defence Commission and minister of the People's Armed Forces of the DPRK, on a visit to the People's Republic of China met and had a friendly talk with Colonel General Liao Xilong, Director of the General Logistics Department of the Chinese People's Liberation Army, on July 13. Wu Bangguo Meets DPRK Military Delegation

    Beijing, July 13 (KCNA) -- Wu Bangguo, member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China and chairman of the Standing Committee of the National People's Congress of China, Tuesday met and had a friendly talk with the DPRK military delegation led by Vice-Marshal Kim Il Chol, member of the DPRK National Defence Commission and minister of the People's Armed Forces, at the Great Hall of the People. On hand were Colonel General Cao Gangchuan, member of the Political Bureau of the Central Committee of the Communist Party of China, vice-chairman of the Central Military Commission, state councilor and minister of Defence, and the chairman of the Foreign Affairs Committee of the National People's Congress of China, the deputy chief of the General Staff of the Chinese People's Liberation Army, and others.
    The members of the delegation, DPRK ambassador to China Choe Jin Su, and the military attache of the DPRK embassy in Beijing were present.
    Wu Bangguo stated that the party and the government of China highly valued the traditional friendship between China and the DPRK and that this friendship provided by the leaders of the old generation of the two countries was invariably gaining strength and developing.
    The party, the government and the people of China regard it as a long-term policy and an important component of the external policy to develop the friendly relations with the DPRK and are making every possible effort to this end, he said.
    The China visit of leader Kim Jong Il in April this year was an event of weighty importance in the development of the bilateral relations, Wu said, adding: During the visit the new collective leadership of China established relations of deep trust with him.
    The friendship between the two countries will steadily be consolidated as intended by Hu Jintao and Kim Jong Il, he said. He sincerely wished the Korean people greater achievements in various fields under the leadership of Kim Jong Il, manifesting positive support to the Korean people in their struggle to defend socialism and achieve the independent and peaceful reunification of the country.


Heritage Left by Kim Hyong Jik

    Pyongyang, July 14 (KCNA) -- The idea of Jiwon (Aim High), preparation for three contingencies, the idea of gaining comrades and two pistols - these are the heritage left to President Kim Il Sung by his father Kim Hyong Jik, an indomitable revolutionary fighter. The heritage is priceless treasure for the Korean revolution and an ideological source for the victory of the Juche revolutionary cause.
    The President started his revolutionary activities with the revolutionary idea of Jiwon that one should fight generation after generation to achieve the liberation of the nation and with the mental preparation for three contingencies-- death from hunger, beating and cold. And he formed the Down-with-Imperialism Union (DIU) with the idea of gaining comrades, an organization which constituted the historical foundation of the Workers' Party of Korea, and started the Korean revolution with the two pistols.
    Basing himself on the heritage, the President fathered the great Juche idea to pave the way of the Korean revolution, led the 20-year-long arduous anti-Japanese revolutionary struggle to victory to achieve the liberation of the country and successfully established the Korean-style socialist society centering around the popular masses in this land.

South Korean Authorities' Action under Fire

    Pyongyang, July 14 (KCNA) -- The South Headquarters of the National Alliance for the Country's Reunification in a statement on July 12 condemned the south Korean authorities for taking an anachronistic and unreasonable action to block the visit of a south Korean non-governmental delegation to the north to pay homage to President Kim Il Sung on the occasion of the 10th anniversary of his demise. The statement said:
    The south Korean authorities asserted that the delegation could not realize its visit to the north because it gave up its plan of its own accord, but everyone knows that its failure to come to the north was chiefly attributable to the fact that they refused to permit the visit, displeased with its plan.
    The inter-Korean relations are developing to come close to national reunification in the spirit of the June 15 joint declaration. The anti-north attitude is turning into alliance with the north and a confrontational stance giving way to national cooperation. As a result, compatriotic feelings prevail everywhere Koreans in the north and the south meet.
    Ten years are long enough to change mountains and rivers. How can the authorities achieve national reunification with daggers and clubs dating back to the era of the Cold War and confrontation in their belts?
    They should show the will to implement the joint declaration in practice.

Cestos de flores de personalidades de Cuba e India

    Pyongyang, 14 de julio (ATCC) -- Con motivo del 10 aniversario del fallecimiento del Presidente Kim Il Sung, el presidente del Instituto Cubano de Amistad con los Pueblos y el secretario general del Comite Central del Partido Comunista de la India (Marxista) hicieron llegar el dia 8 los cestos de flores a las embajadas de Corea en sus respectivos paises. Por otra parte, el director general del Instituto Internacional de la Idea Juche, el presidente del Comite Indio de Estudio de la Filosofia Juche, la presidenta de la Sociedad India de Mujeres Trabajadoras para el Estudio de la Filosofia Juche, el presidente de la Sociedad India de Intelectuales para el Estudio de la idea Juche, el secretario general del Comite de Veteranos de toda la India, el director de la Escuela Internacional Manaba Barati y otras personalidades de distintos sectores visitaron la Embajada de Corea en ese pais, donde depositaron cestos de flores ante el retrato del Presidente Kim Il Sung y le rindieron tributo.


Direccion Sur de APRP denuncia autoridades

    Pyongyang, 14 de julio (ATCC) -- La Direccion Surena de la Alianza Pannacional por la Reunificacion de la Patria (APRP) hizo publica el dia 12 una declaracion calificando de anacronico e irracional el acto de las autoridades surcoreanas que impidieron la visita al Norte de la delegacion civil de recordacion por el 10 aniversario del fallecimiento del Presidente Kim Il Sung. Es conocido por todos que, aunque las autoridades surcoreanas insisten en que el incumplimiento de la visita de esta delegacion al Norte de Corea residio en la renuncia voluntaria de esta, el motivo directo consiste en que ellas la disgustaron y no permitieron finalmente, senala el documento y prosigue:
    Ahora, las relaciones Norte-Sur se aproximan al umbral de la reunificacion de la patria segun el espiritu de la Declaracion Conjunta del 15 de Junio.
    La oposicion al Norte se convierte en alianza con este, y la confrontacion, en cooperacion nacional, y todos los lugares de encuentro se desbordan del amor fraternal.
    Dicen que los 10 anos bastan para el cambio de apariencia de rios y montanas, pero, las autoridades surcoreanas tienen ocultos en su seno la espada y el garrote de la epoca de la guerra fria y de confrontacion obstaculizando la reunificacion.
    Las autoridades surcoreanas deben mostrar con accion practica su voluntad de ejecucion de la Declaracion Conjunta del 15 de Junio.
    La Direccion Surena de la APRP aguardara con paciencia el proceder prudente de ellas.
