DPRK FM Spokesman on Outcome of ARF Ministerial Meeting

Pyongyang, July 6 (KCNA) -- The DPRK considers it necessary for the ASEAN Regional Forum to invariably maintain impartiality if it is to substantially contribute to the settlement of the nuclear issue on the Korean peninsula. A spokesman for the DPRK Ministry of Foreign Affairs said this in an answer given to a question put by KCNA Tuesday as regards the recent ministerial meeting of the ARF. He said:
The meeting discussed disarmament in the Asia-Pacific region, security in the region, anti-terrorism struggle, the situation on the Korean peninsula and other issues and adopted the 11th ARF chairman's statement as a final document.
The DPRK positively took note of the fact that at the meeting the majority of the member nations of the forum asserted a negotiated peaceful solution to the nuclear issue on the Korean peninsula and the paragraph of the statement dealing with the issue of the Korean peninsula underlined the importance of the way of settling the nuclear issue on the principle of "words for words" and "action for action" proposed by the DPRK.
In order to seek a peaceful solution to the nuclear issue under the present situation where elementary confidence does not exist between the DPRK and the U.S. it is essential to give priority to the issue of wiping out the bilateral distrust.
The outcome of the meeting constitutes an expression of support to the DPRK's stand that the principle of a package solution based on simultaneous actions and the proposal for "reward for freeze," the first phase measure to implement the principle, are the only way of building confidence between the DPRK and the U.S.

30th Friday Rally for Defending Peace against U.S. and War

Pyongyang, July 6 (KCNA) -- The 30th Friday rally for defending peace against the U.S. and war was reportedly held in front of the U.S. embassy in Seoul on July 2. The rally was attended by members of the Solidarity for Implementing the South-North Joint Declaration, the Headquarters of the People's Movement for the Withdrawal of the U.S. Troops, the sit-in strikers group of the south Korean Federation of University Student Councils for the repeal of the decision on troop dispatch and other organizations.
At the rally speakers pointed out that the real principal criminal in murdering Kim Son Il is the United States which put pressure upon the south Korean authorities to dispatch troops and concealed the fact of his abduction.
They accused the U.S. of getting overheated in the moves for a war in the Korean peninsula, shipping latest-type weapons into south Korea, not content with the Iraqi war. The only way out for the people is the anti-U.S. struggle, they stressed.
A resolution read out at the rally called for checking troop dispatch to Iraq with the efforts of the people under the uplifted banner of the anti-U.S. struggle.

Rodong Sinmun Calls for Implementing Kim Il Sung's Last Instructions to Letter

Pyongyang, July 6 (KCNA) -- President Kim Il Sung's work "On Bringing about a New Revolutionary Turn in the Socialist Economic Construction" is an immortal work which proves his personality as a peerlessly great man as he devoted all his wisdom and energies to the country's prosperity and the people's happiness till the last moments of his life, says Rodong Sinmun Tuesday in a signed article. In the work the President clarified all the principled matters arising in socialist economic construction including the issues of consolidating the foundation of the independent national economy, radically improving the standard of the people's living and increasing the responsibility and role of officials and specific ways to settle them, the article notes, and continues:
The army and people of the DPRK always remember the President and harden their determination to realize his intention and desire to the last as he worked hard to bring a bright future of a rich and powerful country till the last moments of his great life in July Juche 83 (1994).
The noble intention and cause of the President for the country's prosperity and the people's happiness have been successfully carried forward by leader Kim Jong Il and are becoming a brilliant reality in this land.
It is his unshakable will to make the country more prosperous as it is associated with the whole life of the President. It was none other than Kim Jong Il who encouraged the army and people to overcome the deep grief and work hard as soldiers and disciples of the President and ushered in a new era of creation and turn in this land despite indescribable hardships through his endless journey for field guidance.
The wise leadership he provided to bring about a high watermark of the country's prosperity lies in that in the days of the most rigorous trials he unrolled a far-sighted plan and goal to build a great prosperous powerful socialist nation and aroused all the people to attain it. It also finds its expression in that he dynamically accelerated the revolutionary onward movement in the new century in the revolutionary soldier spirit.
The high-pitched revolutionary offensive is now underway on all fronts building a great prosperous powerful nation and strong state economic power is being built as required by the Songun era thanks to the leadership Kim Jong Il is providing for the country's great prosperity, true to the intention and last instructions of the President.

Retraction of Decision on Troop Dispatch Demanded

Pyongyang, July 6 (KCNA) -- The south Korean Women's Society against the U.S. on June 30 reportedly made public a statement titled "U.S., out of Iraq" and demanded that the south Korean authorities retract the decision on troop dispatch to Iraq. The statement said it is the mockery of the people that the government authorities continue trying to force troop dispatch, ignoring the women's will against it.
It stressed that the government and the National Assembly should retract the decision on troop dispatch at an early date and immediately withdraw the already dispatched Sohui and Jema units from Iraq.

KCNA Refutes Misinformation Spread by Reptile Newspaper

Pyongyang, July 6 (KCNA) -- Sankei Shimbun, which speaks for the right-wing conservative forces of Japan, recently released a serial article imprudently defiling the authority of President Kim Il Sung and groundlessly charging the DPRK with "nuclear proliferation, terrorism and drug traffic" by citing what it called "testimonies" made by renegades and defectors from the DPRK. This is nothing but a ridiculous smear campaign launched by the newspaper to hamstring the efforts to normalize the DPRK-Japan relations and improve inter-Korean relations.
This newspaper hurled mud at the DPRK under this or that pretext in the past as it is accustomed to hatching plots against the DPRK. Not content with this, this time it used "testimonies" allegedly made by such wicked renegades and defectors in its smear campaign. This clearly indicates how desperate it has become in its moves to do harm to the inviolable political system in the DPRK. As far as those renegades and defectors are concerned, they are nothing but human trash who are so wretched as to prolong their remaining days by hurling mud at the DPRK as they had committed unpardonable crimes against it.
Sankei Shimbun finds itself in such a miserable position as to depend on such poor fellows for misinformation in a bid to slander the DPRK's just policy towards south Korea and its foreign policy and impair its prestige and dignity. This is an intolerable hostile act and a revelation of its despicable intention to maintain its dirty existence with journalistic hackwork.
The validity and vitality of the DPRK's policy towards south Korea and its foreign policy have been proven in practice.
A signal turn has been effected in the development of the inter-Korean relations and dialogue, contact, exchange and cooperation are brisk in different fields according to the plan for national reunification laid down by the President.
This is evidenced by the fact that propaganda which has been conducted against each other for scores of years in areas along the Military Demarcation Line has been totally stopped and solidarity and unity among the organizations for the reunification movement have become more brisk.
As for the nuclear deterrent force of the DPRK, it is aimed at coping with the U.S. nuclear threat. It is the stand of the DPRK to seek a negotiated peaceful solution to the nuclear issue between them.
What the newspaper talked about the DPRK's "terrorism" and "drug traffic" is nothing but nonsense that revealed its ignorance of the intrinsic nature of the guiding idea, political system and social life of the DPRK.
What this paper claimed does not deserve even a passing note as it is ill-famed for spreading lies and making groundless accusations at others.
But what matters is that it is acting a shock force to serve the purpose of the right-wing conservative forces to hamstring any new move to improve the DPRK-Japan relations. As already known, a series of practical and positive moves have been taken to implement the DPRK-Japan Pyongyang Declaration and restore the mutual confidence since the recent DPRK-Japan summit meeting.
It is as clear as noonday that the newspaper released such false stories in a bid to block any process to improve the DPRK-Japan relations, displeased with it.
Piteous is the plight of the newspaper maintaining its existence by supporting the right-wing forces of Japan in its anti-DPRK smear campaign in violation of even the elementary principle of press ethic.

U.S. Urged to Make Political Decision on Six-Way Talks

Pyongyang, July 6 (KCNA) -- An agreement was reached at the third round of the six-party talks held in Beijing on taking simultaneous actions on the principle of "words for words" and "action for action" and focusing the discussion on the issue of "reward for freeze," as proposed by the DPRK side. But it is quite regretful that a decisive breakthrough was not made towards the final settlement of the nuclear issue. Minju Joson Tuesday says this in a signed commentary. The commentary goes on:
The U.S. is insisting on its unrealistic and unilateral assertion that it will discuss corresponding measures only when the DPRK has completed the freeze of its nuclear activity and dismantled its nuclear facilities.
At the talks the DPRK side set forth a broad-minded and flexible proposal based on a great political decision, prompted by the desire to break the present deadlock over the nuclear issue between the DPRK and the U.S. and yield substantial results at any cost.
The participants in the talks except the U.S. positively supported and sympathized with the proposal and expressed their intention to join in the work to implement the reward for freeze proposal as it reflects the concerns of both the DPRK and the U.S. and admits of no argument in view of impartiality and feasibility.
The U.S. came out with what it called "landmark proposal" at the talks.
Frankly speaking, the U.S. "proposal" was chiefly aimed to create the impression among the international community that it was making certain efforts for the progress of the talks. So it only made participants in the talks skeptical about the U.S. seeking an ulterior aim in it.
That was why they dismissed the U.S. "landmark proposal" as complicated, unclear and unfair as it lacked any commitment to observe the principle of "words for words," "action for action."
If the U.S. truly stands for settling the nuclear issue, it should cool-headedly analyze and judge which one is in the interests of the U.S.
The solution depends on the U.S. political decision.

Congratulations to Nepalese King

Economic Achievements Made in DPRK over Last Decade

Pyongyang, July 6 (KCNA) -- On July 6, Juche 83 (1994) President Kim Il Sung convened a consultative meeting of senior economic officials and clearly indicated ways of further developing the major economic sectors including the power, metal and chemical industries and railway transport. On this occasion, economic officials and working people are recollecting what they have done in the efforts for carrying out the tasks given by the President at the consultative meeting, under the leadership of Kim Jong Il.
In the period the Anbyon Youth Power Plant, which the President was deeply concerned for in his lifetime, was constructed and the Songwon Dam and Namgang Dam reinforcement projects were completed.
Thousands of minor power plants including the Songchongang power plants in tiers have been built throughout the country.
The workers of the metal industrial domain , inspired by the signal-fire of Songgang (Songjin Steel Complex) kindled by Kim Jong Il, have made considerable achievements in the efforts for updating production processes of the iron and steel works and increasing the iron and steel production.
The Kumgangsan Youth Railway Line project was finished in a year or little more and the Haeju-Ongjin, Singangryong-Pupho broad-gauge lines were opened to traffic.
The Kim Jong Thae Electric Locomotive Plant, the July 6 Railway Factory and the Rahung Concrete Sleeper Factory are going ahead with the updating of production processes.
The Kwangmyongsong Saltern, the first of its kind on the East Coast of the country, and other salterns have been built and modern refined salt factories have appeared in different parts of the country including Onchon County.
Meanwhile, the December 5 Youth Mine has started operation, while the Hungnam Fertilizer Complex built a modern concentrated sulfuric acid production process.
A remote-controlled long-distance belt conveyer was laid in the Sunchon Cement Complex and a fire-brick production process was put into operation in the Sangwon Cement Complex.

Inter-Korean Confrontation, Mistrust Coming to End

Pyongyang, July 6 (KCNA) -- The north and the south of Korea have totally stopped their hostile propaganda activities in all the areas along the Military Demarcation Line (MDL) and completed the first-stage withdrawal of all the propaganda means. The dramatic event gives a great joy to the entire Koreans in the north, south and abroad.
The MDL has been the main hotbed of gravely threatening the stability and peace on the Korean peninsula.
Moreover, the propaganda activities had been fixed in a well-arranged system and their means and intensity escalated since the Korean War (1950-1953). So, instability and a hair-trigger situation has persisted in the areas.
The suspension of the propaganda activities, a direct and concentrated expression of antagonism toward each other, and the withdrawal of their means eloquently show that the curtain is being brought down in the history of confrontation and distrust after half a century.
Epochal changes have taken place in the reunification movement of the Korean nation since the adoption of the historic June 15 North-South Joint Declaration in Juche 89 (2000).
Dialogue, contacts, cooperation and exchange are brisk between the north and the south in the political, economic, cultural and other fields and solidarity and unity among pro-reunification movement organizations are being strengthened. The projects of relinking the severed railways and roads in the east and west coastal areas are going on, the construction of the Kaesong industrial zone has already started and sea and air routes opened between the two parts of the country.
The radical changes in the development of the north-south relations are a fine result of the idea of "by our nation itself ", an idea for paving the way of the country's reunification under the banner of national independence.

In recent years a great change has been made in the atmospheric circulation system around the Korean peninsula by the global warming. It has also changed the inherent features of the rainy season in the country.
Torrential rains, not streaming ones, are predicted in some areas in the current rainy season. It is also expected that it will rain much more in August than July and there will be a heavy rainfall on the west coast and in some northern inland areas.
