Scientific and Technological Prize-Awarding Ceremony Held

    Pyongyang, March 24 (KCNA) -- The DPRK Cabinet decided to award from this year the "February 16 Scientific and Technological Prize," the highest one in the field of science and technology in the DPRK, to scientists and technicians who made distinguished contributions to the development of science and technology and the economy of the country and the improvement of the standard of the people's living, true to the Songun revolutionary leadership of Kim Jong Il, and their projects. An awarding ceremony took place on Tuesday. The decision of the Jury for the "February 16 Scientific and Technological Prize" was read out there. Then the certificates of the prize (individual prize), medals and prize money were given to Labor Hero, People's Scientist, Prof. and Dr. Ri Ju Nam, room chief of the Hydraulic Engineering Institute of the Academy of Sciences, and Labor Hero, Dr. and Associate Prof. Jon Il Ho, director of the Automation Institute of Kim Chaek University of Technology.     Speakers at the ceremony expressed their determination to repay the profound loving care and trust of Kim Jong Il by achieving the world's level successes in scientific researches.

    Pyongyang, March 24 (KCNA) -- A reception was hosted by Ahmed Hussain Dayo, charge d' affaires ad interim of the Pakistani embassy here, Tuesday evening on the occasion of the day of Pakistan. Unreasonable Action of NA Speaker Flailed

    Pyongyang, March 24 (KCNA) -- The Bar Association of south Korea condemned Speaker of the "National Assembly" Pak Kwan Yong for failing to vote on the "motion on the impeachment against the president" at the "National Assembly", according to the south Korean MBC. The organization asserted that his taking the chair all the time during a roll call on the motion on the impeachment indicates his refusal to vote by himself, which is clearly a violation of the "National Assembly Law".
    Accordingly, the organization said, the Constitutional Court should strictly examine this problem as well as the absence of discussion on pros and cons concerning the motion.


Written Warning to U.S.

    Pyongyang, March 24 (KCNA) -- The Headquarters of the Movement for the General Election to Judge the Old Politics on Behalf of the June 15 Era reportedly made public a written warning addressed to the U.S. on March 18. The written warning said that the U.S. egged the Grand National Party and the Democratic Party of south Korea on to pass the "motion on the impeachment against the president" through the "National Assembly" and let its press media and confidence assessment organs back the passage of the motion.

No Other Country But DPRK Deals Blow to U.S., Says U.S. Public Figure

    Pyongyang, March 24 (KCNA) -- John Paul Cupp, chairman of the U.S. Group for the Study of Songun Politics, in an article headlined "Developing countries have the right to possess weapons of mass destruction" dedicated to Internet homepage on March 10 said that no other country but the DPRK deals a heroic and principled blow to the U.S. He went on:
    The developing countries have the right to possess weapons of mass destruction. If Iraq had had weapons of mass destruction as a deterrent, it would not have been as it is.
    Thanks to the Juche philosophy reflecting the real nature of human being most correctly the DPRK is demonstrating its might as a country which strikes terror into the hearts of modern plunderers despite the bisected nation.

    We should not sling mud at the clearly defensive stand of the DPRK but demand that the U.S. sign a DPRK-U.S. nonaggression treaty, pull its troops out of south Korea and withdraw its sanctions from the DPRK.

    Pyongyang, March 24 (KCNA) -- The DPRK's people's power is an invincible people's power as it is guided by the Songun idea and pursues Songun politics on the basis of the unity of the Songun revolution.. The solidity and vitality of the people's power in the Songun era lie in that it is guided by the Juche-oriented idea of Songun.

    Regarding the military affairs as the most important affairs of the state, the people's power of the DPRK has firmly consolidated the strength of the People's Army, preserved and ensured the position of the popular masses as the master of the power, raised the leading role of the army and encouraged the whole country and all the people to follow its example, thereby .remarkably enhancing their responsibility and role as the master of the power.
    The people's power has firmly maintained the independent and creative stands and the principle of putting main emphasis on ideology in all its activities under the banner of Songun.

Spanish Organisation Issues Statement

    Pyongyang, March 24 (KCNA) -- The Association for Friendship with the Korean People in Spain issued a statement on March 15 after Mongolian organizations on February 16 called upon organizations for friendship and solidarity with the Korean people in the world to glorify forever the exploits of the three generals of Mt. Paektu. The statement called for a meeting in the area of the secret camp on Mt. Paektu in 2005 marking the 60th anniversaries of the Workers' Party of Korea and the liberation of Korea to praise the three generals of Mt. Paektu and build a monument to the greatness of the three generals in the area.
    Noting that the association would wage energetic activities supporting the functions to be held in response to the appeal made by Mongolia, it said: From this day we will begin preparations for the functions to be held in the area of the secret camp of Mt.Paektu in 2005.
    We will highly praise the three generals of Mt. Paektu, singing in chorus the immortal revolutionary paeans "Song of General Kim Il Sung" and "Song of General Kim Jong Il" to be played by a brass band.


U.S. Warmongers' Anti-DPRK War Moves under Fire

    Pyongyang, March 24 (KCNA) -- Kim Hyong Jik University of Education and the March 26 Factory held meetings yesterday to bitterly denounce the U.S. warmongers' war maneuvers against the DPRK. At Kim Hyong Jik University of Education speakers said that the RSOI and Foal Eagle joint military exercises are an extremely adventurous war provocation aimed to make a preemptive nuclear attack on the DPRK. They condemned the U.S. and the south Korean bellicose elements for staging the frantic war racket under the pretext of a prompt reaction to "emergency" on the Korean peninsula.
    The United States launched the large-scale war maneuvers against the DPRK in south Korea as soon as the six-way talks on the nuclear issue closed, which evidently proves that though it is loudmouthed about "dialogue" and "peace", it is actually trying to swallow up the DPRK by force of arms, they noted.
    They vehemently denounced the joint military exercises staged by the U.S. and its followers as an intolerable military provocation against the DPRK and a vicious challenge to the desire of the whole Korean nation and the world peace-loving people for dEtente and peace on the Korean peninsula.

    Noting that the grave situation today requires the Korean working class to take firm hold on rifles together with hammers, they called for bringing about an innovative leap in production in the spirit of smashing the U.S. imperialist enemies while thoroughly arming themselves with the Party's idea of attaching priority to arms and devotedly defending the headquarters of the revolution.


Japan's Frantic Moves for Overseas Aggression Blasted

    Pyongyang, March 24 (KCNA) -- The Japanese authorities are now getting evermore undisguised in their moves to adopt seven bills related to emergency and to promote the Japan Defence Agency to a "ministry". These are very serious developments as they are frantic moves of Japan to emerge a military giant and realize its overseas expansion. Rodong Sinmun today says this in a signed commentary.
    It goes on:
    The Japanese reactionaries' move to promote the agency to a ministry is aimed to set up an official state military machine in a bid to more successfully guarantee their moves for overseas expansion and provide the Japanese militarist armed forces with legal nature and position as regular armed forces and thus round off their preparations for military aggression overseas. The seven bills related to emergency approved by the Japanese government are designed to perfect the judicial system for war in a bid to legally rush headlong into overseas aggression.
    The passage of the above-said bills through the Diet along with three other bills on emergency would mean the adoption of a perfect legislation on emergency. Then, the "peace constitution" under which Japan has professed to be a "peace-loving state" since the end of the war will remain in name only and Japan will be free to conduct overseas military operations, unhindered, under the legal and institutional system as it did during the Japanese imperialists' war of continental aggression in the past. Herein lies the criminal and dangerous nature of their moves to adopt the bills. The Korean peninsula is the first target of the Japanese reactionaries' overseas aggression. They are set to begin their operations to conquer Asia and the world by reinvading Korea as they did in the past.
    The people advocating independence and peace should remain highly vigilant against Japan's moves for aggression overseas and positively struggle to frustrate them.


U.S. Neo-conservatism Assailed

    Pyongyang, March 24 (KCNA) -- The Korean Central News Agency released a lengthy article titled "U.S. neo-conservatism is fascism." The article says:
    U.S. neo-conservatism is a reactionary political trend as it calls for converting the whole world into a U.S.-dominated free world of American style.
    The assertion of neo-conservatives is based on their sophism about "globalism" that the U.S. should have the status of the "united states of the world" because its life-style is most advantageous in the world.
    The U.S. sustained defeats in the Korean and Vietnamese wars and the capitalist world underwent overall crisis including oil crisis early in the 1970s. Neo-conservatism, a bourgeois political trend advocating a more Right and conservative policy, raised its head in the capitalist countries including the U.S. in the latter half of the decade against the above-mentioned backdrop.
    Neo-conservatism in the U.S. was clearly reflected in the domestic and foreign policies pursued by the Reagan Administration that took office in the 1980s.
    When socialism collapsed in the Soviet Union and East European countries and the Cold War came to an end early in the 1990s, the U.S. imperialists had no longer the justification to cite "threat from communism", a pretext they had used to meet their essential requirements for aggression and war. Multi-polarization became an irresistible trend of the times in the international arena. Much upset by this development and obsessed by the megalomaniacal illusion about strength, the U.S. imperialists encouraged neo-conservatives to vociferously clamor for building a U.S.-dominated uni-polar world.
    Those wars fought by the U.S. in the 21st century under the pretext of combating terrorism reflect its policy of "neo-conservatism" calling for realizing globalization of American style with strength.
    Neo-conservatives made such wild remarks as an "axis of evil" while advocating the Bush doctrine that "you are either our friend or our enemy." They adopted the logic of "preemptive attack" as a mainstay of their national security strategy in the 21st century and launched Afghan and Iraqi wars without any justifiable pretext. They even dubbed operations "indomitable freedom" and "freedom in Iraq" openly disclosing the true nature of those "wars on terrorism" aimed to realize their neo-conservatism. Rumsfeld asserted that the U.S. was fighting a war of ideas, a war on terrorism.
    The logic of preemptive attack set out by the neo-conservatives, too, is premised on conducting false propaganda to create hallucination about "threat" from someone and fear of the strength of the U.S. and attain its aim of preemptive attack with ease.
    This clearly represents the logic of elite that served as a theoretical foundation of fascism pursued by Hitler.
    The U.S. imperialists' more zealous pursuance of aggression, war and overseas expansion against the desire of humankind would only get them to nowhere but unilateralism. That's why neo-conservatives openly assert that the U.S. should be a unilateral state in the world irrespective of its role there.
    Their reckless arms buildup, war policies and unilateralism have brought irrevocably catastrophic consequences to the U.S.
    The world bitterly denounces neo-conservatives in the U.S. as barbarians in the modern times as they put Hitler fascists into the shade in their bellicose, cruel and ferocious nature.
    American-style internationalism advocated by the neo-conservatives is rendering the U.S. further isolated in the international arena while causing unprecedented caprice in international relations.
    Drawing close is the day neo-conservatism will be thrown into the dumping ground of history along with its defeat in the "war on terrorism" just as Hitler fascism met destruction along with its defeat in the Second World War.
    Neither U.S. imperialists' logic of strength nor their "strategy of peaceful transition" will work on the DPRK as it is led by Kim Jong Il, illustrious commander born of Mt. Paektu, and has the great Songun politics and the single-hearted unity more powerful than any nuclear weapon.
    The U.S. does not yet know about the DPRK. This is its tragedy.
    Neo-conservative warhawks' desperate moves to stifle the DPRK, obsessed by their day-dream, will only precipitate their destruction.


NDFSK Calls for Turning Out in Struggle against "Motion on Impeachment"

    Pyongyang, March 24 (KCNA) -- The Central Committee of the National Democratic Front of South Korea in an appeal on the situation on March 22 called for turning out as one in the struggle against the "motion on impeachment against the president" to give the pro-U.S. conservative forces the finishing stroke and bring a new policy, new system and new life. Staunch Struggle against Outsiders Called for

    Pyongyang, March 24 (KCNA) -- Papers today dedicate articles to the 40th anniversary of the March 24 struggle waged by south Korean youth, students and people, expressing support to the south Korean people in their struggle against outside forces. An article of Rodong Sinmun says that the March 24 struggle was sparked off by the struggle of students of Seoul National University against the projected criminal talks between sycophantic traitors and the Japanese reactionaries. The U.S. is working hard with blood-shot eyes to bring a holocaust of a nuclear war to the Korean nation while hatching a plot to stifle the DPRK by force under the pretext of the nuclear issue between the two countries. The U.S. is hell-bent on the moves to bar the inter-Korean relations from favorably developing in the basic spirit of the June 15 North-South Joint Declaration and drop a check-bar on the Koreans' movement for independent reunification. These constitute a serious challenge to the cause of national reunification The Japanese reactionaries are keen to realize their anachronistic ambition to stage a comeback to Korea, taking advantage of the U.S. hostile policy toward the DPRK. DPRK Boasts of Excellent Education System

    Pyongyang, March 24 (KCNA) -- Fifty-five years have passed since the campaign against illiteracy was wound up successfully in the Democratic People's Republic of Korea. Just after the liberation of the country in 1945, the situation of education was very poor in the country, affected by the Japanese imperialists' policy of obliterating culture of the colonial nation.
    Eighty percent of the population were illiterates, some 2.3 million of them being adults. There was no university in the country at that time.
    Every year more than 400,000 children of school age could not go to school.
    It was an urgent issue in liberated Korea to abolish the Japanese imperialists' educational policy for colonial slavery and establish a popular and democratic education system.
    Under the wise leadership of President Kim Il Sung, the Workers' Party of Korea and the DPRK Government successfully carried out the tasks for democratic education in only one year and launched a nationwide campaign to wipe out illiteracy in the country until March Juche 38 (1949).
    After Kim Il Sung University, the first university of the country, made its appearance in October 1946, some ten universities and scores of technical colleges were set up in two or three years.
    The universal compulsory primary education system was introduced in the country in 1956, the universal compulsory secondary education system in 1958, the universal free education system in 1959 and the universal compulsory eleven-year education system in 1975.
    The school education system ranging from preschool education to high education, and the social education system have been established on a regular basis in the country.
    Millions of pupils and students are studying at schools at all levels built all over the country, free of charge.
    A large number of students are preparing themselves in political, ideological, scientific and technical aspects at hundreds of universities every year.


Japanese Reactionaries' Anti-DPRK Moves Slammed

    Pyongyang, March 24 (KCNA) -- All the members of the General Federation of Trade Unions of Korea will mete out a merciless punishment to Japan to give vent to their pent-up grudge and revenge if it pounces upon Korea again with arms of aggression. A spokesman for the Central Committee of the federation said this in a statement issued to the press on March 24, the 40th anniversary of the March 24 struggle against the criminal talks held between south Korea and Japan in south Korea under the manipulation of the U.S. imperialists.

    Dijo que el ininterrumpido desarrollo de la amistad Corea-China constituye una firme posicion del partido y el pueblo de la RPDC y concuerda con los intereses de los dos paises y la preservacion de la paz y la seguridad del mundo.
    En el futuro tambien nos esforzaremos por fortalecer y desarrollar mas la amistad coreano-china conforme al proposito de los dirigentes de ambos paises, enfatizo.
    Expreso la conviccion de que la presente visita del canciller chino y su comitiva servira de un motivo para desarrollar las relaciones tradicionales de amistad y cooperacion entre ambos paises.
    Le siguio en usar palabra Li Zhaoxing, quien senalo que la amistad chino-coreana sellada con la sangre tiene una historia de profunda raiz y se desarrolla de generacion en generacion.

    Subrayo que se regocija mucho de los grandes exitos del hermano pueblo coreano logrados en la construccion socialista bajo la direccion del Partido del Trabajo de Corea encabezado por el camarada Secretario General Kim Jong Il y los felicita calurosamente.
    Dijo que este ano se cumple el 55 aniversario del establecimiento de las relaciones diplomaticas entre los dos paises y enfatizo que pese a la muy complicada situacion internacional en el pasado, las relaciones de amistad entre los dos paises no cesaron de fortalecerse y desarrollarse.
    Puntualizo que el pueblo chino desarrollara aun mas junto con el pueblo coreano las relaciones de amistad y cooperacion entre los dos paises, contribuyendo asi a la paz y la seguridad de la region y a la realizacion de la causa de la paz de la humanidad.


RPDC: actos de denuncia a las maquinaciones belicas de EE.UU.

    Pyongyang, 24 de marzo (ATCC) -- El Instituto Superior Pedagogico Kim Hyong Jik y la Fabrica 26 de Marzo efectuaron el dia 23 respectivamente los actos para denunciar severamente las maquinaciones de guerra de los belicistas yanquis contra la Republica Popular Democratica de Corea. En el acto del plantel docente, los oradores senalaron que los maniacos de guerra de EE.UU. y del Sur de Corea despliegan el frenetico "ejercicio combinado de?refuerzo para el tiempo de guerra" y el simulacro "Aguilucho" bajo el pretexto de la reaccion rapida frente al "tiempo de emergencia" en la Peninsula Coreana y subrayaron que tal alboroto es una aventurera maquinacion de provocacion de guerra para dar el "primer ataque nuclear" a la RPDC.
    Tan pronto como terminaron las conversaciones a 6 partes con respecto al problema nuclear, los gringos desarrollan en el Sur de Corea tales ejercicios belicos contra el Norte, lo cual demuestra a las claras que este pais americano habla del "dialogo" y la "paz", pero, practicamente, intenta perjudicarla con la fuerza, dijeron ellos.
    Condenaron en tono agudo tales simulacros calificandolos de una imperdonable provocacion militar a la RPDC y de un desafio a la aspiracion de toda la nacion coreana y los demas pueblos del mundo amantes de la paz que desean el alivio de tension y la paz en la Peninsula Coreana.
    En el acto de la Fabrica, los oradores destacaron que hoy cuando en el Sur de Corea se creo un gran caos politico y reina la inquietud social debido al incidente de "denuncia al presidente", el objetivo de dichos ejercicios de guerra es claro para todos.
    Apuntaron que la grave situacion de hoy demanda que los obreros de Corea tomen mas firmemente el fusil junto con el martillo y anadieron que deben armarse cabalmente con la idea del Partido de dar importancia a los asuntos militares, defender a costa de la vida la Direccion de la Revolucion y registrar un gran auge en la produccion con el sentimiento de aniquilar a los enemigos yanquis.


Sur de Corea: denuncia acto injusto del "presidente de Parlamento"

    Pyongyang, 24 de marzo (ATCC) -- Segun la radio MBC del Sur de Corea, la Asociacion de Abogados Surcoreanos condeno a Pak Kwan Yong, "presidente de la Asamblea Nacional" quien no voto al decidir por votacion el "proyecto de denuncia al presidente" en la "A.N.". Durante la votacion del "proyecto de denuncia", Pak permanecio sentado en su escano presidencial y por lo tanto, parece que "no ha votado personalmente", lo cual es una evidente violacion de la "ley parlamentaria", senala la entidad y continua:
    Por eso, la Corte de Constitucion debe investigar rigidamente este caso junto con el de no haber discutido el pro y la contra del "proyecto de denuncia".
