South Korean Institute of Progressive Movement Founded

    Pyongyang, March 11 (KCNA) -- An inaugural meeting of the South Korean Institute of Progressive Movement was reportedly held at the Christian Hall in Seoul on March 5. The declaration issued at the meeting, outlining the purport of its inauguration, says: Judicious idea and theory are necessary for the victory of the democratic movement of the nation in the 21st century and the institute is founded in response to this demand.
    It set out tasks for the days to come, stating that the institute will do away with deviations in the past movement for independence, democracy and reunification and launch into advanced ideological and theoretical activities rooted in the realities.
    Public figures in their speeches said it was high time all the Koreans turned out in the struggle to defend the dignity and sovereignty of the nation under the banner of the June 15 North-South Joint Declaration and our nation-first spirit. The institute should put forward an action program in time in response to diverse demands of all social strata, they emphasized. Relocation of U.S. Forces in South Korea Denounced in India

    Pyongyang, March 11 (KCNA) -- The Central Committee of the Revolutionary Socialist Party of India on March 4 published a statement denouncing the relocation of the U.S. forces in south Korea. Noting that the current situation of the Korean peninsula is getting more strained after the Bush administration came on the scene, the statement says:
    The occupation of south Korea by the U.S. forces is the root cause of all the misfortunes and sufferings of the Korean people. More than 40,000 American soldiers are constantly present in south Korea with at least 1,000 pieces of nuclear weapons and military hardware of latest types are now continuously being shipped there In relocating its forces in south Korea the United States seeks to hasten preparations for a new war on the Korean peninsula and establish its rule over the Democratic People's Republic of Korea.
    We bitterly condemn this scheme of the U.S. and demand that it pull its forces at once out of south Korea to allow the Korean nation to achieve the reunification of the country by itself in accordance with the main spirit of the June 15 North-South Joint Declaration.
    We are certain that the friendly Korean people will firmly defend the sovereignty and dignity of their country under the wise leadership of Kim Jong Il.


U.S. Forces Detain S. Korean Reporters

    Pyongyang, March 11 (KCNA) -- The U.S. forces detained three reporters of the south Korean KBS in Iraq on March 6, according to a south Korean KBS news report. When the south Korean side protested, they responded overbearingly, saying that if one understood the Iraqi situation, one would not think it was an excessive reaction and that the frontline soldiers treated them with utmost courtesy.
    Reporting this, KBS said: "This shows an arrogant attitude of asking what was wrong, far from making an apology. This is a typical example that reveals the haughtiness and insane outrage of the U.S. forces thinking only their safety is of top priority and that makes us see why they are called occupation forces in Iraq".


KCNA on U.S. Foolish Way of Thinking

    Pyongyang, March 11 (KCNA) -- A rumor is afloat on the international arena that the DPRK is driving the nuclear issue between the DPRK and the U.S. to a quagmire in the hope that if Bush is voted down, it would be possible to settle the nuclear issue more favorably. The Washington Times on March 6 in an article titled "North Korea hopes Bush to resign" said that north Korea is hoping President Bush from the Republican Party to fail in the U.S. presidential election slated for November and step down.
    We do not care where such opinion came from. But we cannot but clarify that this is nothing but sheer misinformation as it is an expression of utter ignorance of the independent nature of the DPRK's diplomacy. It is clear that this misinformation is aimed to serve the purpose of speaking for the present U.S. administration which finds itself in a difficult position after being bitterly censured at home and abroad for driving the DPRK-U.S. relations to the lowest ebb and coming out to the second round of the six-way talks without any proposal.
    As well known to everyone, the second round of the six-way talks could not produce any positive results owing to the unreasonable attitude of the U.S. toward dialogue. It proved fruitless not because of "expectation" of the DPRK.
    At the talks we showed the greatest magnanimity, clarifying our will to scrap its nuclear program according to the proposal for a simultaneous package solution aimed to denuclearize the Korean peninsula and advancing a fair and flexible proposal for implementing the first-phase actions.
    However, the U.S. did not show even an iota of its will to withdraw its hostile policy toward the DPRK and coexist with it in peace, obstinately insisting on the DPRK's completely scrapping its nuclear program in a verifiable and irreversible manner.
    The recent talks were put in a stalemate by such unreasonable attitude of the U.S. as it unilaterally insisted on the DPRK's dropping its nuclear program first. The deadlock was not attributable to the "delaying tactics" allegedly employed by DPRK in anticipation of "Bush's resignation" as claimed by the media.
    Such being a hard fact, some media talk about the DPRK's hope for "Bush's defeat" in the election, skeptical about the fair attitude of the DPRK toward dialogue. This can not be interpreted otherwise than an expression of ignorance of the DPRK's independent foreign policy.
    The DPRK does not care at all whether a candidate from the Democratic Party is elected or a candidate from the Republican Party is elected in the United States because it is a matter to be decided by the U.S. voters.
    It is a foolish way of thinking to guess that the DPRK seems to be inconsistent in implementing its foreign policy in anticipation of the outcome of the U.S. presidential election.
    It is a basic principle governing the activities of the DPRK government to firmly maintain independence in its external relations, act according to its faith and independently settle all the problems raised.
    The DPRK's diplomacy is not aimed to please anyone but fair and aboveboard one that to meet its state interests. It is the diplomacy based on the principle of independence, unlike the diplomacy of those countries reading other's face devoid of independence.
    The DPRK's stand is, therefore, consistent.
    Whoever elected U.S. president should be willing to make a switchover in its policy toward the DPRK, drop the hostile policy toward it and express readiness to coexist with it.
    This is a main point.
    If the U.S. makes a switchover in its policy toward the DPRK, though belatedly, progress will be made in the settlement of the nuclear issue between the DPRK and the U.S.


Declaration on General Election Published in South Korea

    Pyongyang, March 11 (KCNA) -- The Headquarters of the General Election Movement for the Judgment of the Outdated Politics on Behalf of the June 15 Era reportedly made public a declaration titled "Let us reshape National Assembly through political shake-up and reform" on March 6. The declaration charged that corrupt politics and behavior of the 16th-term "National Assembly" evoked resentment and disappointment among the people.
    The 17th-term "general election" will be a big battle between all the people aspiring after political reform and democracy and the corrupt political forces keen on maintaining their power, between the old and the new and between patriotism and treachery, the declaration said.
    Noting that the political shake-up and reform are an irresistible demand of the times, it said that the organization together with all the people desirous of new era and new politics declared a long march for the political reform.
    Underscoring the need to make the 17th-term "National Assembly" a true democratic one through the "general election", it called on all the people to turn out to the struggle to totally abolish the obsolete politics of the old times and to bring about an era of new politics.


GNP's Crimes under Fire

    Pyongyang, March 11 (KCNA) -- The Information Department of the Central Committee of the National Democratic Front of South Korea (NDFSK) in a statement on March 9 condemned before the whole world the crimes committed by the Grand National Party of south Korea. The statement cited concrete facts to lay bare the GNP's pro-U.S. acts of treachery, criminal acts against national reunification, corruption, its responsibility for the deteriorated people's living and economic bankruptcy. The history of this traitorous party is recorded with its evil acts against the nation, reunification and people, the statement noted, and continued:
    The GNP's pro-U.S. traitorous acts have reached their height since traitor Choe Pyong Ryol became its representative. After taking this office, he let loose a string of reckless remarks slandering the people's righteous anti-U.S. struggle for independence against colonial enslavement as a "perfidy to the U.S." and "a rash act to bedevil the south Korea-U.S. ties".
    When the U.S. raised a brigandish demand for the use of land as regards the transfer of its military base, the Choe Pyong Ryol group took the lead in pressurizing the "government" to accept the U.S. forces' request.
    No sooner had the U.S. started putting pressure on south Korea to dispatch its troops to Iraq than he visited his master before anyone else and promised to take the lead in making the troop dispatch successful The GNP, pro-U.S. acts and confrontation with the north being means of its existence, has worked hard to bring the June 15 era of reunification back to the bygone era of confrontation, pursuant to the U.S. policy for Korea's permanent division.
    The GNP was opposed to the historic Pyongyang meeting.     It was none other than the GNP that forced the authorities to brand the north as the "principal enemy" and "the target of liquidation" and register them in the "white paper on national defence." It vociferously cried that it would not rule out even a war, zealously supporting the U.S. arms build-up and war exercises to invade the north.
    The GNP is a kingpin of mafia as it has met its own selfish interests by squeezing "election funds" amounting to hundreds of billions of won by the most base and despicable methods and a headquarters of corrupt political forces that resorted to arbitrary and high-handed practices, made a mockery of the people and threw the political situation into confusion.
    It is the GNP that has administered the money-manipulated politics, bought the post of "National Assemblyman" and won its supporters by use of money. This group of thieves called "rich grand party" extracted money running into astronomical figures from 100 businesses by fraud and swindle, threat and blackmail and a conspiratorial plot reminiscent of a detective film during the last election, the money collected from the people as taxes. It has put the "National Assembly" in a state of indefinite malfunction, shelving the problem of people's living and 1,200 other pending issues. The sharks of the GNP, taking advantage of their dominance in the NA, have turned it into a "crime-ridden assembly," "vegetable assembly," "bullet-proof assembly" and "assembly for war" in utter disregard of the people's living, their mindset and the country's economy.
    It is impossible to get rid of the people's misfortune and stop the cycle of evils of political and economic catastrophe and bring about a bright prospect of national reconciliation, unity and reunification as long as the GNP is still at large.
    Now is the time to totally eliminate the GNP from the political arena and put an end to its base existence.
    The statement called upon the people from all walks of life to cut off the windpipe of the GNP and reduce it to ashes, holding aloft "Let's bury the GNP, a south Korean branch of the U.S. Republican Party and a henchman of Bush!," "Let's blow up the GNP, a modern brand Nazi party!" and other slogans.


East Sea of Korea Is Not Sea of Japan

    Pyongyang, March 11 (KCNA) -- The Korean people have settled on the Korean peninsula and in its surrounding areas from the cradle of human civilization. They have conquered the seas, calling the sea east of the peninsula the Korean Sea or East Sea. The term "East Sea" was mentioned in several hundred times in such old documents of Korea as The Chronicles of the Three States,
    The Heritage of the Three States, The History of Koryo Dynasty and The True Records of the Ri Dynasty. It was written as East Sea in the maps--General Map of Eight Provinces (1463), The Northwest Genealogy and The General Map of Our Country (1700) and The Grand World Map (in the latter half of 18th century). All these prove that the sea has been called Korean Sea and East Sea from centuries ago.
    Meanwhile, the recently discovered maps compiled in 18th century and later name the sea east of Korea Korean Sea, which had been widely used by Russia, Britain, France, the United States and other countries.
    The sea between the Korean peninsula and Japanese Islands are written even in the maps and books printed in Japan such as The Whole Map of Asia (1794), The Sketch Map of Japanese Coastal Seas (1809), the New World Map (1810), A Picture of Four Guardians of Great Japan and others.
    Nonetheless, Japan asserts that it has inscribed the sea east of Korea as the "Japanese Sea" historically.
    The distorted assertion of Japan is a new intolerable crime plus its past crimes. It only gives rise to great indignation of the Korean nation.
    Jong Chang Gyu, director of the History Institute under the Academy of Social Sciences, said in an interview with KCNA that the Japanese reactionaries heated with wild ambition for overseas aggression persist in asserting that the East Sea of Korea is "Japanese sea", far from repenting and compensating for its crimes committed against the Korean nation in the past. The historically fixed names of geographical objects cannot be distorted or changed according someone's wild insistence or demand.


Dismantlement of U.S. Forces Bases in S. Korea Called for

    Pyongyang, March 11 (KCNA) -- The U.S. imperialists are stepping up the preparations for transferring the U.S. military bases and troops in areas north of the River Han to areas south of the river according to an "innovative military program" which calls for rendering the north's combat capacity ineffective from the outset of the war through precision attacks on it mainly by naval and air forces. A signed commentary of Rodong Sinmun Thursday terms this move a prelude to a war of aggression against the DPRK, a product of a criminal plot to prevent the north and the south of Korea from achieving reconciliation and cooperation and bring the holocaust of a nuclear war to the Korean nation at any cost and a dangerous move to invade Asia-Pacific and put the region under its domination.
    The commentary goes on:
    It is an important issue related to the sovereignty of the Korean nation and the peace of the country and, furthermore, peace and stability in Asia-Pacific and other parts of the world to force the U.S. troops to withdraw from south Korea and dismantle their bases there.
    The U.S. imperialists, prompted by their strategic and wild ambition, occupied half of the Korean peninsula, a region of geopolitical importance, and converted it into a huge military base for the three services of their forces.
    A new war on the Korean peninsula and in Asia is unavoidable as long as the U.S. forces bases remain in south Korea.
    It is as clear as noonday that in case a new war breaks out in Korea by the U.S. imperialists, it will not be limited to the Korean peninsula but spill over into all other areas of Asia.
    The U.S. should drop its anachronistic ambition for world supremacy and make a bold decision to abolish its forces bases in south Korea and withdraw aggression troops from there as required by the Korean nation and the world peace-loving people.
    This would be beneficial to the U.S., too.


Front of Anti-Imperialism and Military Affairs, Main Front of Songun Revolution

    Pyongyang, March 11 (KCNA) -- The front of anti-imperialism and military affairs is the main front of the Songun revolution and the first life-line of the Korean revolution, its primary task being to build a powerful military force to decisively overpower the high-handed saber-rattling of the imperialists, states Rodong Sinmun today. Spokesman for KPA Navy Command on S. Korean Military Authorities' Moves

    Pyongyang, March 14 (KCNA) -- A spokesman for the Navy Command of the Korean People's Army gave the following answer to a question put by KCNA Thursday as regards the south Korean military authorities' disturbing moves to dispatch more armed forces to waters close to the territorial waters of the north side in the West Sea of Korea under the pretext of intercepting Chinese fishing boats with the advent of blue crab picking season: The south Korean authorities recently said that they would forward-deploy warships belonging to the navy and the Maritime Police Office in waters north of the "fishery limit line" under the pretext of intercepting the illegal operation of Chinese fishing boats in the West Sea of Korea with the advent of the season, according to a radio report from south Korea.
    They are also considering staging joint naval exercises of the army and the police by mobilizing at least 10 warships and helicopters to operate in waters off the southern tip of Yongphyong Islet.
    They openly declared that they would dispatch more armed forces to the waters and stage joint naval exercises there although they are called "controversial waters" even by the world people as they are fraught with constant danger of armed clashes. This is, therefore, an outright challenge to the north.
    No one can vouch that these disturbing military developments will not spark off a new West Sea skirmish as the south Korean authorities dared call for defending the "northern limit line."
    This year alone south Korean navy warships intruded into the territorial waters of the north side in the West Sea of Korea more than 40 times. Fortunately, no unpleasant incident occurred there entirely thanks to a high degree of self-restraint and patience on the part of the KPA servicemen who do not want the escalated tensions between the north and the south.
    But there is a limit to their self-restraint and patience.
    The south Korean authorities should stop their rash acts, pondering over what countermeasures will be taken by the north side when they recklessly dispatch warships and helicopters to the controversial waters, a hotbed of fresh military clashes.


Seminar on Kim Jong Il's Idea of Socialist Patriotism Held

Kim Jong Il Receives Head of State Academy Ensemble of Ministry of Interior of Russia

    Pyongyang, March 11 (KCNA) -- Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the National Defence Commission of the Democratic People's Republic of Korea and supreme commander of the Korean People's Army, on March 11 received Viktor Eliseyev, head and chief conductor of the State Academy Ensemble of the Ministry of Interior of Russia, on a visit to the DPRK. Present there was Russian Ambassador to the DPRK Andrei Karlov.  Kim Jong Il warmly welcomed the visit to the DPRK by the ensemble and had a cordial conversation with the guest.


Kim Jong Il Enjoys Art Performance of Russian Artistes

    Pyongyang, March 11 (KCNA) -- Kim Jong Il, general secretary of the Workers' Party of Korea, chairman of the National Defence Commission of the Democratic People's Republic of Korea and supreme commander of the Korean People's Army, today enjoyed an art performance given by the visiting State Academy Ensemble of the Ministry of Interior of Russia, together with officers and men of the KPA. When he appeared in the auditorium, the whole audience enthusiastically welcomed him with a thunderous applause.
    Among the audience were Kim Yong Chun, member of the National Defence Commission of the DPRK and chief of the General Staff of the KPA, Kim Il Chol, member of the NDC of the DPRK and minister of the People's Armed Forces, commanding officers and servicepersons of the KPA.
    Also seeing it were Russian Ambassador to the DPRK Andrei Karlov and staff members of the embassy.
    Its artistes are well known to the army and people of the DPRK through a series of performance tours of the DPRK. They raised the curtain with an immortal revolutionary paean "Song of General Kim Il Sung." Its repertoire included colorful numbers such as chorus "Song of Volga", male vocal solo and chorus "Kalinka" and "Friends, It's Good ", mixed duet and chorus "Evening in the Suburbs of Moscow", dances "Yablochko, Dance of Sailors" and "Moscow Dance Music", Ukrainian dance "Taras Bulva" and Korean songs "My Blessed Life", "Song of Sea" and "My Native Place".
    The performers truthfully represented the Russian people's love for their motherland and their optimistic life with a high artistic skill.
    The performance ended with their loud chorus of "Song of General Kim Jong Il" in Korean.
    The performance overflowing with the DPRK-Russia friendship was acclaimed by the audience.

El nombre "Mar Este" esta registrado en cientos de lugares de los documentos antiguos de Corea, entre otros, "Samguksagi" (Historia de Tres Reinos de Corea que existian desde 227 a.n.e. hasta el siglo VII n.e.), "Samgukyusa" (Libro de patrimonios tradicionales de Tres Reinos de Corea), "Historia de Coryo (Estado feudal existido entre 918 y1392)" y la "Cronica de la dinastia de los Ri (1392-1910)" y tambien se encuentra en el "Mapa general de 8 provincias" elaborado en 1463, "Sobukgyedo" (mapa de las provincias de Phyong-an del Sur y el Norte y de Jagang) y "Agukchongdo" (mapa de Corea) en la decada de 1700" y el "Chonhadojido" (mapa del contorno de Corea) redactado en la segunda mitad del siglo XVIII.     EE.UU. califica de "exitoso" el resultado de dicha ronda en Beijing a fin de prevenir la lluvia de criticas internas y externas hacia la actual administracion, que obstaculiza la solucion del problema nuclear, e impedir de antemano la creacion de un ambiente desfavorable a las elecciones presidenciales a celebrarse dentro de este ano.
    En ella, debido a la diferencia radical entre las posiciones de ambos paises, no se dio fruto alguno.
    EE.UU. hablaba con tanta frecuencia del "dialogo incondicional". Pero, una vez sentado en la mesa de conversaciones, en vez de mostrar alguna voluntad del cambio de su politica a Corea, solo se limito a repetir su amanada insistencia en la "renuncia nuclear, primero" que habia presentado en las conversaciones a 3 partes y a 6 bandas sostenidas en el pasado ano.
    La irresponsable actitud y lenguaje utilizado por la superpotencia comprobaron que esta no tiene ni un apice de voluntad de coexistir con la RPDC y sus promesas anteriores de resolver el diferendo nuclear mediante las conversaciones a 6 partes y de sostener el dialogo bilateral en el marco de dichas conversaciones no pasaron de ser una magia sin el cambio de la politica con respecto a Corea.
    Pese al sabor amargo de las conversaciones en cuestion, este pais del Tio Sam suele soltar su muletilla de la "cancelacion del plan nuclear completa, verificable e irreversible" que solo se puede imponer a los culpables. Verdaderamente, esto nos da pena oir y provoca una repugnancia.
    Si la "cancelacion completa, verificable e irreversible" es la expresion favorita de la superpotencia, naturalmente, esta nos debe reciprocar el compromiso sobre la "renuncia de la politica hostil a la RPDC tambien completa, verificable e irreversible".
    Esta logica ya repudiada en la cual todavia insisten tercamente los EE.UU. tiene en su trasfondo eliminar todas nuestras actividades nucleares pacificas que pertenecen al legitimo derecho de un Estado soberano.
    Nunca la RPDC ha reconocido el supuesto "plan de enriquecimiento de uranio" en que EE.UU. insiste tan absurda y tercamente sin presentar pruebas. Este alegato no es mas que un pretexto para invadir a nuestro pais como a Iraq.
    Pero, al contrario, la insensata posicion norteamericana solo nos obliga a fortalecer la fuerza de detencion nuclear.
    Ademas, esta actitud de la superpotencia no partio, desde el inicio, de la intencion de resolver el problema mediante el dialogo, sino de salir con la suya. La dilatacion tampoco sera desfavorable para la RPDC, pues, mientras tanto, esta seguira tomando con mas rapidez medidas necesarias.
    EE.UU. al dar espaldas a la posicion de la RPDC, suena con convertirla en otro Iraq, pero en vano.


Funcion de conjunto artistico de Rusia

    Pyongyang, 11 de marzo (ATCC) -- Se efectuo el dia 10 en el Teatro de Arte Mansudae una funcion del Conjunto Artistico Academico Nacional del Ministerio del Interior de Rusia. La presenciaron el presidente y el vicepresidente del Presidium de la Asamblea Popular Suprema de la Republica Popular Democratica de Corea, Kim Yong Nam y Yang Hyong Sop, los secretarios del Comite Central del Partido del Trabajo de Corea, Jong Ha Chol y Kim Jung Rin, los miembros del Consejo de Ministros, los funcionarios de los Ministerios, organos centrales y sectores de cultura y arte, prensa e informacion.
    Tambien estuvieron presentes en verla Andrei Karlov, embajador de la Federacion Rusa en Corea y otros miembros de la sede diplomatica.
    El Conjunto Artistico, a traves de sus varias funciones en Corea, ya habia demostrado claramente la firmeza de la amistad y la solidaridad entre los dos paises. En la presente funcion tambien manifesto sin reserva un aspecto de su entidad de prestigio.
    Los artistas rusos, al describir bien en coro los inmortales himnos revolucionarios "Cancion del General Kim Il Sung" y "Cancion del General Kim Jong Il", dieron impresiones emocionantes a los espectadores.
    Pusieron en escena las canciones y danzas que demuestran los sentimientos nacionales y de la vida del pueblo ruso y otras naciones.
    La cancion escocesa "Nocturno de tartamudo" y la danza "Mercado ruso" alegraron al publico por descripcion humoristica y cadencias encantas de los ejecutantes.
    Estos describieron bien tambien las canciones coreanas, entre otros, la imperecedera obra maestra clasica "?Donde esta querido General?" y "Mi vida bendita" provocando grandes impresiones de los espectadores.
    La funcion fue objeto de grandes elogios de estos por su alto nivel ideo-artistico.
    Terminada la funcion, fue entregado a los ejecutantes un cesto de flores por exito de su funcion.
    La presente funcion del Conjunto Artistico de Rusia en Corea sirve de una ocasion importante para desarrollar aun mas las relaciones de amistad Corea-Rusia que van fortaleciendose cada dia mas gracias a profundas atenciones del Dirigente Kim Jong Il y el Presidente Vladimir Vladimirovich Putin y estrechar los lazos de amistad entre los dos pueblos.
