Irish President Refers to Development of Relations between DPRK and EU

    Pyongyang, March 1 (KCNA) -- Ireland, which chairs the European Union, will contribute to the development of the relations between the DPRK and the EU. Irish President Mary Mcaleese said this when receiving credentials from new DPRK Ambassador e. p. to the country Ri Yong Ho on Feb. 27.
    The president hoped that the Korean people would overcome the temporary difficulties in their economic field and achieve prosperity.
    Saying that the two countries have had many things in common historically, he hoped that visits and exchange between the two countries would become brisk in accordance with the diplomatic relations that exist between them.


Japan's Adoption of Amendment to Law Denounced in Ukraine

    Pyongyang, March 1 (KCNA) -- The Central Committee of the Lenin Communist Youth Union of Ukraine released a statement on Feb. 24 denouncing Japan for adopting an "amendment to the law on foreign exchange". The statement noted that the adoption of the amendment is a wanton violation of international law, adding that this once again proves that the Japanese authorities are totally subject to the U.S. administration desperately working to stifle the DPRK.
    It continued:
    Japan's adoption of the amendment diametrically runs counter to the DPRK-Japan Pyongyang Declaration and is aimed to deter the six-way talks from settling the nuclear issue between the DPRK and the U.S.
    It indicates what a dangerous phase the imperialists' moves against the world people have reached and once again underscores the need the world people to form a worldwide anti-imperialist front to cope with such moves.
    We express solidarity with the Korean people in their efforts for independent development.


Koreans Called Upon to Pave Wide Avenue for Independent Reunification

    Pyongyang, March 1 (KCNA) -- All the Koreans in the north, the south and abroad should pave a wide avenue for independent national reunification through national cooperation against outsiders, fully convinced of and optimistic about sure victory, says Rodong Sinmun today in a signed article dedicated to the 85th anniversary of the March 1 Popular Uprising. The article says:
    The uprising was participated in by a great number of patriotic youth and students reared by Kim Hyong Jik, an outstanding leader of the anti-Japanese national liberation movement in Korea, and other people of all social standings. It was a patriotic uprising as it fully demonstrated the Korean people's staunch spirit of struggling for independence against outsiders and dealt a telling blow at the Japanese imperialist colonial rulers.
    Nearly a century has passed since the uprising. This is a glorious history of the struggle for independence against foreign forces as the Koreans have waged a strenuous struggle to put an end to the outsiders' domination and their moves for aggression and build new Korea, reunified and free.
    President Kim Il Sung is a peerless patriot as he embarked upon the road to save the nation's destiny in order to realize the nation's strong desire for sovereignty and independence and performed immortal exploits in the history of the nation through tireless energetic leadership and great devotion.
    The cause of national independence pioneered by Kim Il Sung is being inherited and carried out by leader Kim Jong Il.
    The present generation has an urgent task to fulfill for the nation. They should put a definite end to the outsiders' aggression and interference and accomplish the cause of independent reunification, carrying forward the history and tradition of struggle for independence against outsiders.
    The Korean nation's struggle for independence against outsiders is a nationwide patriotic struggle against the U.S. and Japan to resolutely smash the U.S. and Japanese aggression forces' moves to isolate and stifle the DPRK and pave a wide avenue for national reunification with high national self-respect, awareness of independence and the might of the concerted efforts of the Koreans. All the Koreans should turn out as one in a just and patriotic struggle to frustrate the U.S. and Japanese aggression forces' reckless moves to invade Korea in a do-or-die spirit.
    They should renew their strong will for independence against outsiders to reject and oppose outsiders keen on aggression and protect the dignity and the sovereignty of the country.

Withdrawal of Amended "Law on Foreign Exchange" Urged in Japan

    Pyongyang, March 1 (KCNA) -- The Japanese Women's Society for Solidarity with the Korean Women and the Japanese Women's Council on Feb. 5 sent a request to the prime minister, political parties and Diet men demanding the withdrawal of the "amendment to the law on foreign exchange" which had been railroaded through the lower house. The request expressed deep concern over the passage of the amendment and disclosed its injustice and aggressive nature.
    We think the revised law runs counter to the Japan-DPRK Pyongyang Declaration and it will only foster confrontation, the request said, and went on:
    The government appears to contend that "the adoption of a law is one thing and its enforcement is another." But the practice of flouting law and brandishing sanctions cannot get the understanding and trust of the broad international community.
    Moreover, we Japanese feel real pang and resentment at the fact that "bills" designed to rob the Koreans in Japan, victims to Japan's colonial rule, of their basic rights are under preparation.
    We think the government should revive the spirit of the Japan-DPRK Pyongyang Declaration and come out for dialogue and negotiation.
    We strongly urge the government to retract the amended "law on foreign exchange", seek a solution to the issue through frank dialogue and sincere negotiation, strive to set up new relationship between the two countries and help toward peace and stability in Northeast Asia.


Russian Artistes Perform for Guests of Honor

    Pyongyang, March 1 (KCNA) -- The visiting State Academy Ensemble of the Ministry of Interior of Russia Sunday gave a performance for guests of honor at the April 25 House of Culture. Appreciating the performance were Kim Ki Nam, secretary of the Central Committee of the Workers' Party of Korea, Ji Jae Ryong, vice department director of the C.C., the WPK, Lieutenant General of the Korean People's Army Han Tong Gun and other Korean officials concerned, Russian Ambassador to the DPRK Andrei Karlov and staff members of the Russian embassy.
    The performance began with a chorus of the immortal revolutionary song of praise "Song of General Kim Il Sung" to the accompaniment of orchestral music.
    The performers vigorously sang wartime songs such as "Battle of Justice" and "Forward" well depicting the features of the Russian soldiers and people who fought bravely in defense of their motherland in the patriotic war.
    In "Dance of Victory", "Market of Russia" and other dances they vividly depicted the national sentiments and optimistic life of the Russian people with diverse rhythms and highly refined artistry.
    The performers put on the stage Korean songs including "Song of Sea" and "My Blessed Life" and songs and dances of different nations.
    When "Song of General Kim Jong Il", the immortal revolutionary song of praise, reverberated through the auditorium, the audience loudly sang in chorus with the performers.

    Pyongyang, March 1 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Moammer el Gaddafi, leader of the Great September First Revolution of the Great Socialist People's Libyan Arab Jamahiriya, on Mar. 1 on the occasion of the 27th anniversary of the proclamation of Jamahiriya in Libya. Congratulations to Tunisian Party

    Pyongyang, March 1 (KCNA) -- The Central Committee of the Workers' Party of Korea today sent a congratulatory message to the Central Committee of the Constitutional Democratic Rally of Tunisia on the occasion of the 70th anniversary of the rally. Bikini Disaster Should Not Be Repeated

    Pyongyang, March 1 (KCNA) -- It is 50 years after a nuclear disaster took place on Bikini Island. The U.S. imperialists' H-bomb test on the island on March 1, 1954 inflicted a disaster upon islanders and fishermen of Japan's "Fukuryu Maru No.5" who were fishing near the island.
    Kim Jin Bom, chairman of the Korean Anti-Nuke Peace Committee, told KCNA that the test of the U.S. imperialists, who dropped two nuclear bombs on Japan in August 1945, was another nuclear crime.
    It is an unanimous desire of humankind to live in a peaceful world free from nuclear weapons and war, he said. Nevertheless, the United States is trying hard to dominate the whole world, prompted by a nuclear strategy.
    The United States has become all the more outspoken in revealing its plan to launch a nuclear preemptive attack on those nations that are standing in the way of the execution of its strategy for world supremacy and are out of favor with it, and non-nuclear weapon states, he said, and continued:
    The Bush administration, after designating the Democratic People's Republic of Korea as part of the "axis of evil" and a target of its nuclear preemptive attack, has published ahead with the development of small nuclear bombs for the purpose of destroying the DPRK's underground targets. The United States has already deployed weapons of mass destruction including some 1,000 nuclear weapons in south Korea to attack the DPRK. Not content with them, however, it has brought to south Korea sophisticated weapons tested in the Afghan and Iraqi wars of aggression. The fact indicates that the U.S. intention to start the second war of aggression, a nuclear war, on the Korean peninsula at any cost has already begun to be translated into practice.
    But if a war breaks out in Korea, it will not be confined only to the peninsula.
    The Bikini disaster should not be repeated.
    The Korean Anti-Nuke Peace Committee, together with such organizations in the world, will fight staunchly to prevent a nuclear disaster.


Voices of Indignation at Japanese Imperialism Still Reverberate in Korea

    Pyongyang, March 1 (KCNA) -- Eighty-five years have passed since the entire Korean people turned out in the March First Popular Uprising against the colonial rule of the Japanese imperialist aggressors. The uprising was an eruption of the pent-up anger and resentment of the Korean people who had been exposed to extreme humiliation and mistreatment under the brutal colonial rule of the Japanese imperialists since they occupied Korea by force of arms.
    The Japanese imperialists changed their "Residence-General" into "Korean Government-General" in 1910 in order to further intensify their colonial rule over Korea.
    They set up more than 16,200 gendarme and police machineries, 20-odd prisons and temporary jails in different parts of the country to arrest,
    imprison and massacre Koreans at random. Terauchi, the first "governor-general", raved that Koreans should obey to Japanese law or die and drove the military and police to the harsh repression of the Korean people.
    In Pyongyang, thousands of citizens including young people and students gathered in the playground of Sungdok Women's School at twelve noon on March 1 when a bell was telling time. There they solemnly declared Korea was an independent state and staged a demonstration, shouting the slogans "Long live the independence of Korea!" and "Japanese and their troops, get out of Korea!" The number of demonstrators reached more than 100,000 in a short time.
    In Seoul, too, there was a demonstration involving hundreds of thousands of people. Among them were peasants who came to Seoul from different parts of the country to see the funeral service of King Kojong.
    The uprising developed into a nation-wide resistance, spreading from Pyongyang and Seoul to all the 13 provinces of the country and other countries including the northeastern areas and Shanghai of China, the Far East region of Russia and Hawaii.
    The Japanese imperialists mobilized mounted police and troops to cold-bloodedly massacre over 100,000 demonstrators by showering bullets on them or sabring them.
    The cheers of the uprisers are still reverberating in the country, giving rise to national indignation.
    The Korean people will surely make Japan pay for all the crimes committed by the Japanese imperialists and for the blood shed by the uprisers.


Declaration on National Independence Issued

    Pyongyang, March 1 (KCNA) -- The National Reconciliation Council, the Korean Council of Religionists and the south side's headquarters for the promotion of functions common to the nation jointly issued a March 1 declaration on national independence on Monday on the occasion of the 85th anniversary of the March 1 Popular Uprising. The March 1 Popular Uprising demonstrated the spirit of independence of the Koreans determined to reject the Japanese imperialists' rule and stand on their own feet. It manifested the self-esteem and stamina of the Koreans who had defended the sovereignty and dignity for thousands of years, the declaration said, and continued:
    This year all the Koreans in the north and the south and abroad should strive to avert the threat of a war posed by outsiders and pave a wide avenue for peace and reunification by their concerted efforts and further strengthen the unity of all the Koreans in the north and the south and overseas.
    They should resolutely counter Japan's distortion of history and its militarist attempt with the strength of the whole nation and pool their efforts to implement the June 15 joint declaration this year, too, regarding it as a landmark for reunification.

Desastre de Bikini no debe ser repetido

    Pyongyang, el primero de marzo (ATCC) -- Hoy se cumplen los 50 anos desde cuando ocurrio el desastre nuclear en la isla Bikini en el oeste del Oceano Pacifico. El primero de marzo de 1954, la "ceniza letal" engendrada de la prueba de bombas H del imperialismo norteamericano en esta isla sorprendio y acarreo desastre a los habitantes locales y los tripulantes de un barco japones "Fukuryu Maru No. 5" que se dedicaba a la pesca en aguas perifericas.
    Con motivo de este dia, en declaraciones exclusivas a un reportero de la Agencia Telegrafica Central de Corea, Kim Jin Bom, presidente del Comite Coreano Antinuclear y por la Paz, senalo que esta prueba de bombas H constituyo otro crimen nuclear a continuacion de 2 explosiones de bombas nucleares en el espacio aereo jurisdiccional de Japon, perpetradas en agosto de 1945 por el imperialismo yanqui, y prosiguio:
    La humanidad aspira por unanimidad al mundo pacifico donde no haya armas nucleares ni la guerra. Sin embargo, en la actualidad, EE.UU. maniobra con frenesi para dominar el mundo por la estrategia nuclear.

    En particular, la administracion Bush incluyo a la Republica Popular Democratica de Corea al "eje del mal" y la tomo de manera abierta por su blanco del primer ataque nuclear. Para colmo, esta empenada en el desarrollo de mini-artefactos nucleares a fin de destruir nuestros objetivos subterraneos. Y no bastandole con mas de mil armas nucleares y otros armamentos de exterminio masivo ya emplazados en el Sur de Corea contra la RPDC, sigue introduciendo equipos militares de punta, probados en el campo de batallas durante las guerras de agresion en Afganistan e Iraq. Esto prueba que la intencion de los yanquis de provocar a toda costa la segunda guerra de agresion y nuclear en la Peninsula Coreana entra en la etapa practica. Pero, de desatarse una guerra en Corea, esta no se limitara solo a la Peninsula Coreana.
    No debe ser repetido nunca el flagelo de Bikini.
    El Comite Coreano Antinuclear y por la Paz luchara resueltamente para prevenir el desastre nuclear junto con las organizaciones internacionales homologas.


Eco de colera de la nacion coreana

    Pyongyang, el primero de marzo (ATCC) -- Hoy se cumple el 85 aniversario del Levantamiento Popular del Primero de Marzo en el cual todo el pueblo coreano se habia levantado contra la dominacion colonial de los invasores japoneses. El levantamiento, iniciado el primero de marzo del 1919, fue una explosion de indignacion y rencor de la nacion coreana que habia experimentado indescriptibles humillaciones y maltratos bajo la salvaje dominacion colonial del imperialismo japones, que ocupo militarmente a Corea.
    Para fortalecer su dominacion colonial en Corea, los imperialistas japoneses cambiaron en 1910 la "Residencia General" por el "Gobierno General".
    Establecieron mas de 16 mil 200 mecanismos de gendarmeria y policia y mas de 20 prisiones e instalaron por doquier hasta las carceles provisionales para arrestar, encarcelar y asesinar a su antojo a los coreanos.
    Terauchi, primer gobernador general en Corea, dijo que los coreanos deben obedecer a la ley de Japon o morir". Movilizo a sus subalternos a reprimirlos despiadadamente.
    El primero de marzo, en Pyongyang, tomando por senal la campanada del medio dia, miles de jovenes, estudiantes y ciudadanos se reunieron en la cancha de la escuela femenina Sungdok de aquel tiempo, donde proclamaron solemnemente que Corea era un Estado independiente, emprendieron una manifestacion vigorosa gritando "!Viva la independencia de Corea!" y "!Fueran los japoneses y el ejercito nipon!". La fila se aumento en un santiamen en mas de 100 mil personas.
    En Seul, tambien hubo una manifestacion de cientos de miles de personas, al incorporarse a esta los campesinos que vinieron de las localidades para asistir a los funerales del rey coreano Kojong.
    El levantamiento se convirtio en una resistencia pannacional que incluia no solo Pyongyang y Seul, sino tambien las 13 provincias del pais, la zona nordeste y Shanghai de China, el Lejano Oriente de Rusia, Hawai de EE.UU., etc.
    Los imperialistas japoneses movilizaron a los policias montados a caballo y el ejercito y asesinaron brutalmente a mas de 100 mil coreanos rebeldes.
    La exclamacion de los manifestantes de aquel dia se hace eco hasta hoy en esta tierra provocando la indignacion de la nacion coreana.
    El pueblo coreano saldara sin falta cuenta de todos los criminales de Japon y lavara con sangre de los resistentes.


Vocero del MINREX se refiere a segunda ronda de dialogo de 6 partes

    Pyongyang, el primero de marzo (ATCC) -- A la pregunta de un reportero de la Agencia Telegrafica Central de Corea formulada en relacion con las conversaciones a 6 partes de Beijing, el vocero del Ministerio de Relaciones Exteriores de la Republica Popular Democratica de Corea, respondio el 29 de febrero como lo siguiente: Tuvieron lugar del 25 al 28 del mes pasado en Beijing las negociaciones a 6 bandas sobre el problema nuclear entre la RPDC y EE.UU.
    Participamos en las conversaciones con la esperanza de que en estas se discutieran francamente los medios para la solucion del problema nuclear entre los dos paises para abrir una cierta perspectiva de la solucion de este problema.
    Por eso, mostramos nuestra maxima magnanimidad: exponiendo nuestra voluntad transparente de renuncia nuclear segun el proyecto de solucion global y simultanea destinado a la desnuclearizacion de la Peninsula Coreana, y presentando las proposiciones justas y flexibles para entrar en las medidas de accion de la primera etapa de dicho proyecto.
    China, Rusia y otros participantes expresaron apoyo y entendimiento a nuestros proyectos justos.
    Pero, EE.UU. creo gran obstaculo en las conversaciones al esgrimir de nuevo la invariable insistencia de la "renuncia nuclear, primero", segun la cual se puede discutir las preocupaciones de la RPDC solo cuando esta "renuncie completamente de modo verificable e irreversible" todo el plan nuclear.
    Tambien, adelanto hasta la absurda insistencia segun la cual, aun despues de que ella haya renuncie todo su plan nuclear, no puede entrar en la normalizacion de las relaciones con la RPDC mientras no se solucionen los demas asuntos tales como el misil, las fuerzas armadas convencionales, las armas bioquimicas y los derechos humanos.
    La actitud de la parte norteamericana en las conversaciones causo mas desilusion.
    Desde el comienzo de las conversaciones EE.UU., lejos de mostrar la sincera posicion de solucionar el problema, dijo sin escrupulo que en la segunda ronda no iba a negociar con la RPDC.
    No mostro sinceridad al limitarse a dar lectura al guion ya preparado y abstenerse de dar respuestas a las preguntas formuladas.
    En fin de cuentas, EE.UU., como lo hizo en la ronda de agosto del ano pasado, volvio a exponer su verdadera intencion de perseguir hasta el fin la politica hostil para aislar y aplastar a la RPDC prolongando el tiempo detras del rotulo de las conversaciones sin mostrar ni en lo minimo la posicion de coexistir pacificamente con ella.
    Al parecer, EE.UU. calcula que la RPDC se "arruinara" por si sola cuando le prolonga el tiempo ejerciendo presion sobre ella que sufre los obstaculos economicos, pero esto es una idea de un miope que no tiene comprension elemental de ella.
    El regimen socialista coreano, que tiene como idea directriz la idea Juche, y en el que todo el ejercito y pueblo estan unidos monoliticamente en apoyo a la politica de Songun (priorizacion militar), sera inconmovible a cualquier tempestad furiosa.
    Parece que EE.UU. se propone prolongar el tiempo para alcanzar su objetivo politico. Pero, la dilacion de la solucion del problema nuclear no resultara desfavorable para la RPDC.
    Mientras tanto, seguiremos tomando con mas rapidez las medidas necesarias.
    Mientras EE.UU. no tenga la voluntad de cambiar su politica hostil a Corea, las conversaciones de 6 partes seran impotentes en el futuro tambien y en fin, no podran hacer ninguna contribucion a la solucion del problema nuclear entre ambos paises.
    Asi es la situacion, pero, partiendo de la posicion sincera y paciente de solucionar de todas maneras por via pacifica el problema nuclear a traves del dialogo, dimos acuerdo al problema del tiempo de la proxima ronda del dialogo y de la organizacion de grupo de expertos.
    Pero, es dificil tener esperanza en la solucion del problema, aunque continuan las conversaciones.
    La solucion ulterior del problema nuclear depende enteramente del cambio de actitud de la parte norteamericana.


Mas de 200 espionajes aereos de EE.UU.

    Pyongyang, el primero de marzo (ATCC) -- Segun una fuente militar, los belicistas estadounidenses perpetraron solo en febrero mas de 200 espionajes aereos sobre la Republica Popular Democratica de Corea movilizando aviones de reconocimiento estrategico y tactico de distintas misiones. Al entrar en febrero, los aviones militares "U-2", "RC-135", "E-3", "E-8C" y "EP-3" realizaron en mas de 40 ocasiones espionajes sobre los mares Este y Oeste de la RPDC, zona de la linea de Demarcacion Militar y otras regiones en su conjunto.
    Por otra parte se movilizaron el dia 5, 11 aviones "RC-12", "RC-7B", etc., los dias 7 y 10, 10 unidades respectivamente, los dias 12, 17 y 23, 9 unidades diarias para espionajes sobre los objetos militares importantes de la zona avanzada del frente de nuestra parte.
    Esto demuestra fehacientemente que el "dialogo" y "garantia de seguridad" de que hablan tanto los yanquis no pasan de ser un engano y cuan justo es lo que nosotros fortalecemos aun mas los medios de autodefensa.
