Probe into Truth behind Mass Killings Urged in S. Korea

Pyongyang, November 28 (KCNA) -- The All-People Committee for Probing Truth behind Mass Killings of Civilians Before and After the Korean War and Reinstating Their Honor reportedly issued a statement titled "Immediately enact a comprehensive special law on probing the truth behind mass killings of civilians" on November 24. Referring to the fact that the "National Assembly" has never discussed the "bill related to the issue of mass killings of civilians before and after the war", the statement said:
Civic and social organizations and academic circles have already specified the orientation of settling the issue of mass killings through a number of discussions. If the "National Assembly" has a will, time offers no problem in instituting the law.
The "National Assembly" should enact a comprehensive special law on probing the truth behind the mass killings of civilians to give vent to the grudge of the victims and their bereaved families who have undergone sufferings for the last half a century.

Struggle for Checking Crackdown on Labour Movement in S. Korea

Pyongyang, November 28 (KCNA) -- The "Federation of Korean Trade Unions" reportedly held a "national rally of workers for checking crackdown on the labour movement and defending vital rights" in Seoul on November 23 with more than 40,000 unionists attending. Addressing the rally, Chairman of the organization Ri Nam Sun said that the authorities should immediately improve the system of damages and provisional seizure which drives workers to death and suppresses the labour movement.
He charged that the government recently made a "roadmap to labour-management relations" to weaken the right to labour and intensify the counteraction of the management side so as to make the suppression and dismissal of workers easy.
He warned that the organization would secede from the "Labour Dispute Mediation Committee" and directly enter into a powerful struggle against the "government" in case the "government" pushes ahead with the legalization of the "roadmap to labour-management relations" unilaterally without agreement with trade union.
After the rally the unionists burned streamers bearing letters "discrimination against part-time jobs", "corrupt politics, politics-business collusion" and the like and made a demonstration march, conducting propaganda activities.

Redoubled Efforts for Global Peace and Security Called for

Pyongyang, November 28 (KCNA) -- It is the steadfast policy and will of the DPRK government to achieve the peace and reunification of Korea and contribute to the peace and security in Northeast Asia and the rest of the world, says Rodong Sinmun today in a signed article. It goes on:
Peace is preserved on the Korean peninsula thanks to the powerful physical deterrent force built up, pursuant to the independent Songun politics of the DPRK.
The denuclearization of the Korean peninsula was initiated by the DPRK. It is its ultimate goal and the cherished desire of all the Koreans.
It was none other than the United States that compelled the DPRK to increase its physical deterrent force.
Aggression and plunder are the true nature of imperialists and means of their existence. After occupying a half of the territory of other country, the U.S. has brought misfortune and sufferings to the nation and worked hard to impose the holocaust of a nuclear war upon it. It is American-style impudence for the U.S. to style itself "a champion of global peace". The U.S. is the chief harasser of the world peace.
The U.S. is apt to charge others with "harassing peace", while bringing horrible disasters to humankind. This only reveals the shameless and crafty nature of the U.S. styling itself an "apostle of peace" while clamoring about "global peace."
There can be no durable peace and security in the world unless the U.S. arbitrary and high-handed practices are frustrated.
This is clearly evidenced by the reality today when injustice judges justice and evil prevails over good, unilateral international standards are forged and "anti-terrorism war" is escalated without any proper reason and attempts to overthrow legitimate governments are openly hatched due to U.S. unilateralism.

Kim Jong Il and Kim Jong Suk Lauded Abroad

Pyongyang, November 28 (KCNA) -- A seminar, lecture and round-table talks were held in Democratic Congo, Tanzania and the Czech Republic from Nov. 18 to 20 on the occasion of the 12th anniversary of leader Kim Jong Il's assumption of the supreme commandership of the Korean People's Army and the 86th birth anniversary of Kim Jong Suk, an anti-Japanese war hero. At a seminar on the immortal exploits performed by Kim Jong Il and Kim Jong Suk in Democratic Congo, a report was made by the chairman of the National Committee of the Genuine Lumumbist Patriotic Party, which was followed by speeches.
The reporter and speakers noted that as Kim Jong Il assumed the supreme commandership of the KPA, the building of a great prosperous powerful nation in the DPRK came to be firmly guaranteed by its armed forces.
The deputy chief of the Pwani Region, Kibaha Group for the Study of Kimjongilism at a lecture titled "Mother of Korea" in Tanzania, pointed out it was a noteworthy exploit that guaranteed the bright future of Korea that Kim Jong Suk brought up Kim Jong Il as a great successor to the Juche cause pioneered by President Kim Il Sung.
At the round-table talks held in the Czech Republic the editor-in-chief of the newspaper Dialogue said that the Songun policy of Supreme Commander Kim Jong Il is an all-powerful treasured sword capable of foiling any move of the imperialists and paving the road for progress and prosperity.

End to Use of Maritime Control System for Political Aim Called for

Pyongyang, November 28 (KCNA) -- If international laws including the convention of the International Maritime Organization (IMO) are to be observed, the maritime control system should in no way be used for any political aim and the organization and all its member states should pay special attention to such practice. The head of a DPRK delegation said this in a speech made at the 23rd meeting of the IMO opened in Britain on Nov. 24. In order to effect closer cooperation between the developing and developed countries, it is important to standardize maritime laws and regulations acceptable to all member states and provide the member states with ample conditions for participating in their implementation on an equal basis, he said and, went on:
The IMO's plan for technical cooperation and its efforts for its implementation should become a foundation of cooperation to make an effective contribution to creating capabilities of the developing countries.
All illegal acts of infringing upon the freedom of sailing should be stopped. The incident of the DPRK ship "Sosan" was an open armed attack on a peaceful trading ship. It was an illegal act as it not only seriously infringed upon the sovereignty of its member state and international law but gravely threatened the lives and dignity of its crew.
The DPRK government will as always strengthen cooperation with the IMO and its member states in the idea of independence, peace and friendship and thus positively contribute to the international efforts for maritime security and the protection of sea environment, he concluded.

Uprooting Cause of Corrupt Policy in S. Korea Called for

Pyongyang, November 28 (KCNA) -- The south Korean political circle is now locked in a free-for-all over the prosecution's investigation into illicit "political fund" and the "law on special inspection". The Grand National Party is chiefly to blame for this. Rodong Sinmun today says this a signed commentary. The GNP is working with bloodshot eyes to save the "law on special inspection" in a bid to hush up the "SK financial scam", a hideous corruption case committed by it, and bring down the present chief executive, the commentary says, and goes on:
As for the "law on special inspection" it is nothing but a product of the GNP's political plot to deceive the people and mislead the public opinion and thus cross over the crisis. It is the ulterior aim of the GNP to cover up its corruption and attack the present chief executive and the Uri Party by preventing the prosecution from conducting investigation through the invocation of the "law" against close associates of the chief executive.
Needless to say, the GNP is chiefly to blame for this disturbing development and the political chaos.
It is necessary for the nation to eliminate the GNP not only to achieve national reconciliation and cooperation and its independent reunification but to put an end to the corrupt policy in south Korea.

Seminar on Withdrawal of U.S. Forces Held in S. Korea

Pyongyang, November 28 (KCNA) -- A seminar on the subject of the "methodology for the withdrawal of the U.S. troops from south Korea" took place on Nov. 21 under the co-sponsorship of the Headquarters of the People's Movement for the Withdrawal of the U.S. Forces and the Council for National Reconciliation and Independent Reunification, according to a press report. Speakers said that there is mounting anti-U.S. call of the people for the withdrawal of the U.S. troops and this is clearly proved by the results of the recent opinion polls conducted by various media organizations.
The unequal s. Korea-U.S. relations should be fundamentally terminated, they noted, adding that for this the "south Korea-U.S. Mutual Defense Treaty" which stipulates that "the treaty remains valid for an indefinite period" should be revised to check the U.S. moves for its forces' permanent presence" in S. Korea.

This year alone, hundreds of co-op farms including the Ponghwa in Hongwon County and Rahung in Pukchong County, South Hamgyong Province and Simphyong in Chongdan County, South Hwanghae Province have been facelifted to suit the features of the socialist country.
All of them have fields fit for machines, new dwelling houses, goat farms and fish farms.
Some time ago 8,200-odd families in North Phyongan Province and over 1,000 families in Phyonggang County, Kangwon Province moved into new houses.
Great changes in rural communities are thanks to the energetic and wise leadership of Kim Jong Il over the rural construction.
Since he initiated rezoning of Taebaek plain in Changdo County, Kangwon Province with a great plan to change all the patches in the country into large standardized fields, he has given on-site guidance to approximately 30 land rezoning projects.
He also visited several co-op farms including the Poman in Sohung County, North Hwanghae Province and Jungphyong in Sinhung County, South Hamgyong Province to indicate ways of turning them into more beautiful and better villages.

Pyongyang, November 28 (KCNA) -- A spokesman for the DPRK Flood Damage Measure Committee issued a statement to the press Friday as regards a UN Inter-agency Consolidated Appeal issued in New York and Geneva on November 18 and 19 to render humanitarian aid valuing at over 220 million U.S. dollars including food to the DPRK in 2004. It is a manifestation of the international community's concern and good faith toward the DPRK, the statement says, and goes on:
Humanitarian aid is a noble undertaking, the main purpose of which is to render disinterested aid to those exposed to damage including natural disasters irrespective of politics and social system.
The DPRK is strongly opposed to any attempt to exploit humanitarian aid for any political purpose but will always welcome any aid in line with the basic idea of humanitarianism.
The humanitarian aid to the DPRK will help deepen the understanding and confidence among countries and ensure peace and security in the region including the Korean peninsula.
The DPRK will continue to intensify cooperation with the UN organizations, governmental and non-governmental organizations and donor nations in their sincere efforts to render humanitarian aid to the DPRK.
