DPRK Delegate Supports Palestinian People's Struggle

Pyongyang, November 11 (KCNA) -- The DPRK reiterates its firm solidarity with the Arab people including the Palestinian people in their struggle to retake their legitimate national rights including the right to return to their homeland and the right to establish an independent state with East Jerusalem as its capital. The DPRK delegate said this at the meeting of the 4th Committee of the 58th UN General Assembly held on November 6 when discussing the agenda item 85 "report of the Special Committee for Investigating the Acts of Israel Affecting the Human Rights of Palestinian and other Arab People in the Occupied Territories."
Israeli expansionism is going on and the democratic rights and freedom of the Arab people including Palestinians are ruthlessly trampled down in the occupied Arab territories, he noted, and continued:
It is necessary to guarantee the legitimate rights of the Palestinian and other Arab people including their right to self-determination, their human rights and their right to retake occupied territories and meet their demands. This is a basic way of solving the Mideast issue in accordance with the will and desire of the peoples in the region.
The states concerned should take a fair stand and help the countries directly involved in the issue find a solution to the issue through dialogue and negotiations and refrain from any acts of defending and encouraging the illegal actions.
The Israeli forces should be withdrawn from all the occupied Arab territories including Golan Heights and fair and comprehensive peace should settle there in accordance with the UN resolutions on the Mideast peace and on the principle of "Land for Peace," he stated.

Japan Urged to Make Formal Apology

Pyongyang, November 11 (KCNA) -- The DPRK government proposes Japan to hold the DPRK-Japan inter-governmental talks at the earliest possible date to discuss the issue of compensating the Korean victims of human rights abuses so far investigated and confirmed, proceeding from the viewpoint that it is rather a humanitarian issue than a political issue to apologize and compensate the Korean people for human losses caused to them. A spokesman for the DPRK Foreign Ministry said this in a statement issued on Tuesday as regards the recently disclosed list of over 420,000 Korean victims, just a tiny part of those Koreans forcibly drafted during the Japanese imperialists' military occupation of Korea. The statement continues:
The DPRK government strongly urges Japan to apologize and compensate all victims of hideous human rights abuses committed during its occupation and rule over Korea including suppression and massacre of Koreans due to their movement for independence and political and other reasons, forcible drafting, sexual slavery, tests on living bodies, forcible migration and deportation and forced change of Korean names into Japanese and their bereaved families. The normalization of the DPRK-Japan relations can never take place unless Japan compensates for the above-said human rights abuses.

Information on Ishihara's Remarks Sent to UN

Pyongyang, November 11 (KCNA) -- The Association for Human Rights of Koreans in Japan and the Investigation Group for Probing the Truth behind Forcible Drafting of Koreans sent an information on Tokyo Metropolitan Governor Ishihara's reckless remarks to the U.N. Committee on the Elimination of All Forms of Racial Discrimination, the U.N. Committee on the Rights of the Children and the Office of United Nations High Commissioner for Human Rights on October 31, according to Choson Sinbo published in Japan. Recalling that Ishihara had let loose a spate of ridiculous jargons tampering with Japan's colonial domination over Korea in the past, the information said: The UN Commission on Human Rights already gave an advice to the Japanese government to correct them, but Japan has not yet taken any concrete measure to settle the matter.
Investigation results have been published, indicating that the consciousness of protecting the human rights of foreigners in Japan is diminishing under the impact of Ishihara's hokum, it noted, and said: Students studying at Korean Schools find it hard to go to schools in national dress. This can not be allowed in view of the rules of freedom claiming the right to enjoy national culture and the treaty on children's rights.

Rally of Religionists Praying for Peace against Troop Dispatch in S. Korea

Pyongyang, November 11 (KCNA) -- A rally of religionists praying for peace against troop dispatch was reportedly held by the side of the U.S. embassy in Seoul on November 6 under the co-sponsorship of the Council of Religionists for National Reconciliation and Reunification, the Catholic Solidarity against Troop Dispatch to Iraq, the Christian Solidarity for Peace against War, the Buddhist Measure Committee for Peace against War, the Won-Buddhist Religious Affairs Group for Social Change and others. At the rally speakers said that all the war unleashed by the U.S. in the name of peace is no more than violence running counter to justice. They expressed indignation at the foolish scheme of the government to dispatch troops to Iraq under the showy name of peace-keeping force.
A statement was made public at the rally.
The Iraqi war by the U.S. is an outrage by the unilateral strength of "a great power," the statement said, and added:
"Even if millions of money is gained from that, it can never be utility."
Warning that history will judge this war of aggression through generations, the statement said: "The shameful and nasty war should be ended and the rash acts of Bush stopped."
After the rally the participants went on an all-night sit-down.

DPRK Female Vocalist Proves Successful at International Vocal Concours

Pyongyang, November 11 (KCNA) -- DPRK female vocalist Paek Mi Yong placed second at the Maria Canilia International Vocal Concours held in Italy in October. A new contralto star, she was acclaimed by the audience for her rich emotion and voice and high artistic talent.
She was awarded a diploma at the concours.

Elimination of Party of Thieves in S. Korea Called for

Pyongyang, November 11 (KCNA) -- The Grand National Party should be forced to pay dearly for all the crimes it has committed as it has been engrossed in theft and treachery with embezzled money, says Rodong Sinmun today in a signed commentary. Only a miserable doom awaits the reactionaries of history who swim against the trend of the times in disregard of the people's mindset, the commentary says, and goes on: The GNP of south Korea is now on a chopping board, branded as a traitorous party forsaken by the nation. This dirty party became vociferous about a certain amount of fund used for national reconciliation and cooperation while loudly calling for "integrity and uprightness" and "combat against corruption and irregularities".
This can not but be an act going against the trend of times towards independence and reunification provided by the June 15 joint declaration.
The GNP squandered money amounting to astronomical figures to gratify its greed for power. Yet, it took issue with a certain amount of money used in the interests common to the nation to take legal actions against those involved.
All the facts go to prove that it is impossible to expect neither national reconciliation and cooperation nor the country's reunification as long as this group of robbers and philistines are at large in south Korea.
The south Koreans should mete out a stern judgement to the GNP, the kingpin of treachery, corruption and crimes, and wage a widespread struggle to throw it overboard.

Heightened Alert against Japan Urged

Pyongyang, November 11 (KCNA) -- The Japanese chief executive cried that the capabilities of the "Self-Defense Forces" should be increased to cope with "terrorism and missile attack". His remark reveals his sinister intention to lull the loud voices of the global community denouncing Japan's open moves for overseas expansion and accelerate arms buildup for overseas aggression at faster pace. Minju Joson today says this in its signed commentary.
    It goes on:
Japan's "Self-Defense Forces" have special mobile forces and warships equipped with an up-to-date Aegis system. Japan does not need to increase the capabilities of "SDF" to cope with "terrorism and missile attack". There is no country that threatens Japan with terrorism and missile attack in the world and, on the contrary, threat is coming to other countries from Japan.
Such moves of the Japanese reactionaries to gratify their invariable ambition for overseas expansion are the most foolish acts as they will drive Japan into a hopeless pit of destruction.
The Japanese ruling quarters would be well advised to think of this and behave with discretion, the commentary concludes.

Dialogue and Military Pressure Can Never Go Together

Pyongyang, November 11 (KCNA) -- The United States continues threatening and blackmailing the DPRK even after its official announcement that it would seek a negotiated settlement of the standoff between the two countries, vitiating the atmosphere of dialogue, says Rodong Sinmun today in a signed commentary. It goes on:
The U.S. is inciting a war climate in areas around the Korean peninsula while examining the deployment of an expeditionary unit of the U.S. marines in south Korea under the pretext of rapid counteraction in case of emergency in Northeast Asia.
Dialogue and military pressure can never go together.
A scrutiny of the U.S. acts gives rise to skeptism as to whether it is truly interested in solving the nuclear issue through dialogue and it has willingness to improve relations with the DPRK.
If we relax and weaken our army, taken in by the dialogue professed by the U.S., we may fall a victim to aggression any moment.
It is an invariable principled stand of the DPRK to seek a peaceful negotiated solution to the nuclear issue between the two countries and normalize the bilateral relations. However, we can not be left defenceless although a way of dialogue is chosen. Historical lessons and present situation teach the army and the people of the DPRK to be prepared for both dialogue and war.

National Workers' Rally Held in S. Korea

Pyongyang, November 11 (KCNA) -- The (south) Korean Confederation of Trade Unions on November 9 held a national workers' rally for the elimination of discrimination against part-time jobs, frustration of labor suppression and inheritance of martyr Jon Thae Il's spirit, according to a report of south Korean KBS. It was addressed by Tan Pyong Ho, chairman of the KCTU, Jong Kwang Hun, permanent representatives of the National People's Solidarity, and others.
Pointing to an unbroken chain of suicide of workers protesting the authorities' suppression of labor movement, they demanded that "the government make apology for their death and accept the workers' demands." They called for a turnout to judge the corrupt regime.
A resolution was read out at the rally.
After the rally the workers and students demonstrated as far as Myongdong Cathedral, putting up a fierce fight with police, and held a rally and published a statement denouncing suppression by the security authorities. The rally brought together at least 50,000 workers and students.
On the evening of November 8, over 10,000 unionists belonging to the KCTU held an evening of the national workers' rally on the campus of Chungang University and unionists under the KCTU next day held meetings for making resolution beforehand and conducted propaganda activities in different parts including Jongmyo Park and Seoul railway station.

U.S. Moves to Develop Smaller Nukes under Fire

Pyongyang, November 11 (KCNA) -- The U.S. imperialists' moves to develop smaller nukes will have an adverse impact on the worldwide endeavors for disarmament and the elimination of nuclear weapons, says Rodong Sinmun today in a signed article. It cites facts to prove how frantic the U.S. has become in its moves to develop smaller nukes. It set up ultra-modern warhead development teams at three nuclear weapons institutes in the U.S. with a view to stepping up the development of new type nuclear warheads and an improved version of warheads under a plan to develop nuclear warheads capable of penetrating underground in three years.
    The article goes on:
The danger of the U.S. moves to develop smaller nukes lies in that it may spark a new arms race and Cold War.
The U.S. massproduction of smaller nukes would seriously harass peace, escalate military standoff and increase the danger of a nuclear war. Then those countries which do not possess those weapons will be compelled to take self-defensive measures to cope with the nuclear threats to be posed by the U.S. imperialists. This would mean a new arms race and the second Cold War.
The gravity of these moves increases as they are timed to coincide with the U.S. worldwide "war on terrorism".
The U.S. imperialists seek to mount a preemptive attack and contain developing countries going in for independence against imperialism and those countries going against their grain with those smaller nukes.
It is their plan to deploy those weapons in south Korea and in Japan before any other areas to pressurize the DPRK with nukes and mount preemptive nuclear attacks on its major underground military facilities, economic targets, institutions and enterprises, etc. any moment.
Northeast Asia is the region where the complicated military and strategic interests of big powers are intertwined. This region is therefore, vulnerable to arms race which may aggravate the situation there. The U.S. is going to wage a war in such region. This will easily spark a nuclear war in Asia and other parts of the world. Herein lies the biggest danger of the U.S. imperialists' moves to develop smaller nukes.
Now that the U.S. is working hard to develop smaller nukes many countries are paying great attention to increasing national defence capacity and developing modern military science and technology and defence industry. Measures are being taken by various countries to cope with those moves.
If the U.S. develops, produces and uses those type nukes at any cost, that will only precipitate its own self-destruction.

Korea Rakyon Joint Corporation

Pyongyang, November 11 (KCNA) -- The Korea Rakyon Joint Corporation produces calm worms and inedible shellfish as baits. The products enjoy popularity in local and foreign markets.
The corporation, which started operation in January Juche 85 (1996), has a plastic sponge factory, a fish processing factory and fishery stations in the west and east seas of Korea.
The plastic sponge factory produces heat insulation, damp and sound proofing materials, packing materials and different sizes of insulating boards.
The fish processing factory has heating, grading, freezing, packing and other processes.
The freezing capacity of the factory is thousands of tons.
The corporation has shops in Wonsan, Haeju and Nampho. It, located in Thongil Street of Pyongyang, receives orders from factories, enterprises and joint venture companies and foreign businesses.

DPRK-Japan Inter-Governmental Talks Proposed

Pyongyang, November 11 (KCNA) -- The DPRK government proposed Japan to hold inter-governmental talks as early as possible to discuss the issue of compensation to the Korean victims of human rights abuses who have been investigated and confirmed so far from the viewpoint that it is rather a human rights issue than a political issue for Japan to apologize and compensate for the human losses caused by Japan to the Korean people. Japan should approach the issue of settling this, bearing in mind that it is the demand of the times and humankind for it to accept the DPRK's proposal.
A spokesman for the DPRK Ministry of Foreign Affairs said this in a statement issued on November 11 as regards the recent disclosure of the list of at least 420,000 victims of forced drafting during the Japanese imperialists' military occupation of Korea.
    The statement said:
The Korean people are becoming increasingly assertive that the normalization of the DPRK-Japan relations can never take place unless Japan redeems the most hideous human rights abuses committed against them.
This is the reflection of the unshakable will of the Korean people to force Japan to pay the blood shed by them to the last and an eruption of their pent-up grudge against Japan that committed the never-to-be-condoned crimes in the past.
After occupying Korea by force of arms the Japanese imperialists enforced an unprecedented enslavement policy and the policy of obliterating the Korean nation. They killed at least one million innocent Koreans and forcibly drafted and abducted at least 8.4 million young and middle-aged Koreans to drive them as slaves and use them as bullet shields. On top of this, they forced 200,000 Korean women into sexual slavery for the imperial Japanese army.
All this is well known to the world.
They did not allow the Koreans to use their spoken and written languages and even deprived them of their Korean names. As if it were enough with this, they did not hesitate to use Koreans as guinea pigs.
All these crimes committed by Japan are war crimes and the most hideous human rights abuses that deserve punishment regardless of the domestic law at that time or the statute of limitations.
The international human rights fora should take a proper settlement of this issue as a basis for settling human rights issues.
It is preposterous to talk about human rights or international law without its settlement.
The victims are urging the Japanese authorities to carry out comprehensive investigation into those shuddering crimes, punish war criminals and apologize and compensate the victims and their bereaved families as a separate issue.
No one can deny or suppress this claim as it fully conforms with the universal justice of human rights and principles of international law.
Such being hard facts, the present Japanese authorities refuse even to admit those crimes against humanity, asserting that there is neither reason to compensate for them in the light of the existing law nor evidence proving the forcible drafting.
They even went to the lengths of justifying and embellishing those biggest crimes against humanity in disregard of advices of the UN human rights meetings and resolutions.
This is an intolerable insult to the victims who met deaths due to unspeakable mental and physical pain with grudge against Japan and their bereaved families and survivors and a mockery of the dignity of the entire Korean nation.

DPRK Not to Allow U.S. to Take out Equipment before Its Payment of Penalty

Pyongyang, November 11 (KCNA) --A spokesman for the DPRK Foreign Ministry today gave the following answer to a question raised by KCNA as regards the U.S. attempt to raise a new problem, taking issue with the step taken by the DPRK against the U.S. decision to suspend the construction of light water reactors (LWR): As already reported, we clarified the stand not to allow the U.S. and the Korean Peninsula Energy Development Organization (KEDO) to take out any equipment, facilities and materials for the LWR construction and technical documents in the Kumho area before compensating for the losses caused by them to us as the U.S. made KEDO to decide on suspending the LWR construction shortly ago.
This pertains to our legitimate right we can exercise against the U.S. which has systematically violated the DPRK-U.S. Agreed Framework (AF).
This notwithstanding, the U.S. is far-fetchedly insisting that it be allowed to take out the equipment, once again trying to create the impression that the DPRK is to blame for the collapse of the AF.
The suspended LWR construction is a direct product of the Bush administration's hostile policy toward the DPRK.
As soon as the Bush administration came to power it listed our country as part of an "axis of evil" and a target of a preemptive nuclear attack and has since expressed inveterate rejection of our system. In October 2002 it openly threatened and pressurized the DPRK, groundlessly asserting that it was pushing ahead with its "enriched uranium program" for the manufacture of nuclear weapons in violation of the AF.
As we have clarified more than once, we only explicitly told the U.S. special envoy that the DPRK is entitled to have not only nuclear weapons but something more powerful than those weapons in order to protect its sovereignty from the increasing U.S. threat to stifle it with nukes. We have never admitted to having any "enriched uranium program" so far advertised by the U.S.
However, the U.S. has obstinately spread the story about the "for enriched uranium program." And under that pretext it suspended the supply of heavy fuel oil and put a stop to the construction of light water reactors in a bid to deprive the DPRK of a nuclear power industry for a peaceful use. All the facts make clear who is to blame for the complete abrogation of the DPRK-U.S. agreed framework and what caused it.
The U.S. is now talking about the obligation of someone under the protocol on taking in and out facilities, equipment and materials for the construction of light water reactors.
But if the protocol is likened to a twig, our demand is like a main trunk as its is line with the AF and the agreement on the provision of light water reactors.
It is meaningless to talk about a twig minus a trunk.
As a party to the AF and the agreement we are to settle all the ensuing matters with the U.S. the party concerned only.
The U.S., which represents KEDO, is obliged to fully compensate for the huge loss of electricity inflicted upon the DPRK by its deliberate delay and total stop of the LWR construction.
The U.S. should pay damages for the breach of contract without delay according to the relevant article of the agreement on the provision of light water reactors.
As already clarified, we will never allow the U.S. to take out facilities, equipment and materials for the LWR construction and technical documents now in the Kumho area unless the U.S. pays a penalty.
As our measure has nothing to do with sub-contractors participating in the LWR construction, the U.S. should compensate for all the ensuing financial and material losses.
