S. Korean Authorities' Labour Policy Accused

    Pyongyang, November 7 (KCNA) -- Jong Jae Uk, chairman of the south Korean Federation of University Student Councils (Hanchongryon), reportedly made public a statement headlined "Loud cries of martyr Ri Yong Sok will not be forgotten" on October 31. The statement said that the blame for the continued suicide by fire of workers lies in the anti-popular, neo-liberalist labour policy of the present government.
    When workers were in pain with low wages, the political camp has been indulged in irregularities and corruption with the taxes of the people, the statement said, stressing:
    Hanchongryon will take an active part in the struggle to abolish the part-time jobs and smash the suppression of the labour movement.


S. Korean Organisations Demand Stop to Negotiations on Transfer of U.S. Base

    Pyongyang, November 7 (KCNA) -- The People for Peace and Reunification, the Council for National Reconciliation and Independent Reunification and the Democratic Workers' Party of south Korea reportedly held a press conference on November 1 and demanded a stop to the negotiations on the transfer of the U.S. base from Ryongsan. A press release was made public at the press conference.
    The press release said:
    It is a clear fact that the transfer of the U.S. base from Ryongsan is being pushed ahead with the object of carrying out the new U.S. military strategy in the Korean peninsula. The "agreement on the transfer of the U.S. base from Ryongsan" in 1990 has no legal guarantee as it was concluded by the U.S. pressure.
    The negotiations on the transfer of the Ryongsan base violating our sovereignty and the interests of the people should be immediately stopped. If the government continues the negotiations to conclude a disgraceful agreement in defiance of such demand, civic and public organizations and people would wage a powerful struggle to annul it.


Mass for Peace against Troop Dispatch Held in S. Korea

    Pyongyang, November 7 (KCNA) -- The Catholic Solidarity against the Troop Dispatch to Iraq reportedly had a "mass for peace against troop dispatch" by the side of the U.S. embassy in Seoul on November 3. Ra Sung Gu, father of the Catholic Parish of Seoul, disclosed the purpose the U.S. sought in starting the Iraqi war and branded the authorities' decision to dispatch troops to Iraq as an act of supporting its acts of aggression.
    A prayer was made public at the mass.
    Accusing the U.S. imperialists of threatening and pressurizing south Korea to send young Koreans to their dirty war of aggression, the prayer hoped that peace would settle on Iraq as early as possible.
    At the end of the mass, the participants staged a protest, chanting "No troop dispatch to Iraq under pretext of state interests" and other slogans.


Film Show Marks National Day of Poland

    Pyongyang, November 7 (KCNA) -- A film show was held at the Chollima House of Culture on November 6 on the occasion of the national day of Poland. Present on invitation were Ambassador Wojciech Kaluza and staff members of the Polish embassy here.
    Kim Yong Do, vice-chairman of the Central Committee of the General Federation of Trade Unions of Korea who is chairman of the DPRK-Poland Friendship Association, officials concerned and working people in the city were present.
    The participants saw a Polish feature film "Eagle and Bayonet."


GNP's Corruption Flailed

    Pyongyang, November 7 (KCNA) -- Choe Ton Ung, national assemblyman from the Grand National Party (GNP) of south Korea, on Oct. 21 confessed that he received 10 billion won from the SK Group as "political fund" for the "presidential election" last year. A spokesman for the National Reconciliation Council in a statement issued Thursday in this regard said that GNP Representative Choe Pyong Ryol and its former President Ri Hoe Chang hastily staged such a despicable farce as making an "apology." But this was an open mockery of the south Koreans as it was no more than a gimmick to cover up their largest scam.
    The statement continues:
    The GNP hindered the legitimate non-governmental economic dealing between the north and the south for national reconciliation and cooperation describing it as the "drain of resources" and calling for a "special inspection". Those who were related to the Pyongyang summit made contributions to the nation. Yet, the GNP group forced them to stand trial and face sentences. It even went to the lengths of committing such shuddering crime as driving the former chairman of Hyundai Asan to death.
    It is none other than the GNP which is keen on reviving the fascist dictatorial system and holding in check the movement for independence, democracy and reunification in south Korea.
    They are a group of most wicked henchmen as they are more zealously taking part in the outsiders' anti-DPRK racket than any others to bring the dark clouds of a nuclear war to hang over the nation. And it is again the GNP which is hatching every crafty plot to stem the nation's strong trend towards reconciliation and reunification under the banner of the June 15 joint declaration and bring the favorably improving inter-Korean relations back to those at the time of confrontation.
    This group of traitors spent such staggering amount of fund for its party's unsuccessful seizure of power. This lays bare what a despicable and sinister aim it seeks.
    It is high time that the south Koreans passed a death sentence to the party of thieves who misappropriated such a stupendous amount of money under the signboard of a political party, the statement said, calling on the south Koreans from all walks of life to mete out a stern judgment to the GNP, mercilessly punish it and throw it overboard.


Military Provocation by S. Korean Army

    Pyongyang, November 7 (KCNA) -- The south Korean army brought two armored cars into a spot near Military Demarcation Line marker No. 0108 in the western sector of the front between 16:50 and 17:00 on November 6, according to a military source. This grave provocation committed when multi-faceted dialogues were in progress between the north and the south of Korea vividly shows how frantically the south Korean military is working to drive the north-south relations to tension and confrontation, following the U.S. imperialists' hostile policy toward the DPRK.


Dismantlement of U.S.-S. Korea "Combined Command" Demanded

    Pyongyang, November 7 (KCNA) -- The U.S. should abandon its anachronistic hostile policy toward the DPRK, dismantle the U.S.-south Korea "combined command" and withdraw the U.S. troops from south Korea, says Minju Joson today in a signed commentary 25 years since the formation of the "combined command." It is shame on the Korean nation that U.S. troops are still present in south Korea under the signboard of the "combined command" though more than 3 years have passed since the publication of the June 15 joint declaration, the commentary says, adding that the formation of the "combined command" was a product of the U.S. imperialists' plan to perpetuate their military presence in south Korea.
    The U.S. imperialists have painted the "combined command" as one for south Korean "security" but the massacre in Kwangju proved that it was a sheer lie, the commentary notes, and continues:
    As clearly proved by the 25 year-long history of the "combined command," it has been chiefly to blame for the danger of a nuclear war brought to the Korean nation and for all sorts of misfortune and pain the Korean people have undergone.
    It is self-evident that the Korean nation can never escape from a nuclear disaster nor achieve national independence and reunification as long as there remains the "combined command", the U.S. imperialists' tool for a war of aggression.
    The nation is in the era of national independent reunification in which all Koreans are struggling to implement the June 15 joint declaration with their concerted efforts.
    The dismantlement of the "combined command" and the withdrawal of the U.S. troops from south Korea are the unanimous desire of all Koreans and the most urgent need of the times.
    All Koreans in the north and the south and overseas will intensify the struggle to have the "combined command" disbanded and all the U.S. troops withdrawn from south Korea.


Reactionary Nature of U.S. View on Value

    Pyongyang, November 7 (KCNA) -- Rodong Sinmun today in a signed article says that the U.S. is pressurizing many countries in the world to accept its "view on value," putting it forth as a condition for the development of relations with them. This view is the most reactionary and anti-popular ideological tool which speaks for and defends the interests of the U.S. monopolies, the article notes, and goes on:
    The reactionary nature of this view finds manifestation, above all, in that it is based on pragmatism. The U.S. unilateral withdrawal from the ABM Treaty, its refusal to fulfil the "Kyoto Protocol" and its claim at the International Criminal Court for the immunity of U.S. troops and its launching a war against Iraq in disregard of the UN Charter and international law were all high-handed and arbitrary practices of the U.S. "view on value" based on reactionary pragmatism preaching that anything "useful" and "beneficial" to the U.S. is "truth" and "practicable".
    The reactionary and anti-popular nature of the view finds expression next in that it speaks for the interests of a tiny handful of big monopoly capitalists. The bourgeois politicians in the U.S. today are waxing quite eloquent about the U.S. "interests" under the cloak of the U.S. "view on value," but this, in essence, means meeting the interests of big monopolies.
    The view is also an ideological tool of the U.S. imperialists to realize their ambition for world supremacy.
    They are lording it over in a legitimate sovereign state after brutally overrunning it to monopolize the oil in the Mideast and are escalating military infiltration in the African region to plunder its resources. This represents the "view on value" of the U.S. which resorts to war and pillage in utter disregard of the UN and international law for its interests, for the high-rate profits of the monopolies.
    The U.S. is pressurizing all the countries in the world to follow its political and economic modes, way of life and "view on value" in the interests of the monopolies and at their requests, making no bones to fall back on military pressure and sanctions, armed intervention and state-sponsored terrorism and war against the countries and nations refusing to accept its demand.
    The U.S. "view on value" defending the interests of its monopolies is bound to go bankrupt.


S. Korean Authorities' Submission to U.S. under Fire

    Pyongyang, November 7 (KCNA) -- The transfer of the U.S. military base in Ryongsan, Seoul, is prompted by the U.S. interests and it has nothing to do with south Korea as it is aimed to serve the purpose of the U.S. strategy to dominate the DPRK and meet its "security interests," says Rodong Sinmun today in a signed commentary. It goes on:
    South Korea is obliged to bear all the expenses to be incurred by the transfer of the U.S. military base in Ryongsan under the "memorandum" on the transfer concluded between south Korea and the U.S. in 1990.
    The south Korean authorities were so servile as to implore the U.S. to cut down the expenses even a little, far from demanding the repeal of such humiliating document. But with their solicitation rejected, they are inclined to cover all the expenses.
    They have offered many young south Koreans as bullet shields for the U.S. forces, behaving like a rat before a cat. As if it were not enough, they are going to spend the money collected from the people as taxes for the transfer of the U.S. military base from which to start a war on this land. This behavior is touching off towering indignation among the Koreans.
    What is clear from the controversy over the transfer of the U.S. base is the fact that south Korea is no more than a servant of the U.S. All those countries in the world which have U.S. bases receive rent from the U.S. but it is only south Korea that bears even the expenses for the transfer of its base. How wretched they are.
    Those who are keen on tickling the fancy of outsiders, utterly indifferent to the interests of their people, can never get rid of subjugation but are destined to go to ruin. The south Korean authorities should take a pro-nation stand based on independence and reason and properly handle the issue of the transfer of the U.S. military base.


Japan's Forcible Drafting of Koreans Denounced

    Pyongyang, November 7 (KCNA) -- The Japanese imperialists' forcible drafting of Koreans was a monstrous war crime committed by Japan and, at the same time, an unprecedentedly hideous human rights abuse as it was in gross breach of even the convention on forced labor of the International Labor Organization which Japan committed itself to implement in 1932. A spokesman for the Central Committee of the General Federation of Trade Unions of Korea said this in a statement issued on Friday as regards the recent disclosure of the list of over 400,000 Korean victims of forcible drafting. The statement continues:
    Over half a century has passed since the end of war but the Japanese authorities have deliberately prevaricated this or that way over the issue of Japan's past crimes in a bid to flee from their responsibility for them. This has touched off towering indignation among the workers and other people of Korea.
    They should clearly face up to the trend of the times, thoroughly probe the truth behind the human rights abuse against Koreans and make an unconditional and immediate apology and compensation to the victims and their bereaved families.
    He called upon the trade union organizations in Japan and all other countries and the international organizations that value justice and conscience to raise voices critical of the Japanese authorities' shameless and foolish attempt to evade their responsibility for Japan's past crimes.


KCNA Ridicules Hwang's U.S. Visit

    Pyongyang, November 7 (KCNA) -- U.S. hard-line conservatives were reported to have arranged the visit of ugly-looking Hwang Jang Yop to the U.S. from October 27 to November 4 for such anti-DPRK burlesques as "hearing", "interviews" and a "lecture." They took him to different places to let him make malignant remarks such as "dictatorship abusing human rights" and solicit the U.S. not to offer any "security assurances" so that the political system in the DPRK may "collapse."
    As already known, Hwang, by nature, is human scum as he defected to the south in quest of profligacy and his own pleasure leaving behind his own family and relatives and unhesitatingly betraying his own motherland that had protected his own life.
    It is not hard to guess what such a runaway would say as he has inveterate bitterness towards the system in the DPRK.
    His jargon is the shrill cry on his deathbed.
    What matters is that the neo-conservatives in the U.S. earnestly waited for him and arranged all sorts of "interviews" almost everyday during his visit to hear that dirty and silly guy talk nonsense.
    Leading members of the International Relations Committee of the House of Representatives, senior officials of the State Department and leading officials concerned of the Department of Inter-Security and other neo-conservatives in the U.S. vied with one another to hear him just as bluebottles gathered around rotten meat. They seemed to have nothing to do.
    They arranged "hearings" one after another to listen to Hwang who can hardly be considered as a human being as he is unable to make an objective judgement of reality, bereft of faculty of independent thinking. This is really enough to make even a cat to laugh. It is deplorable that those who puff themselves up in the political circle in the U.S. behaved so. This proves that they are worse than Hwang, the human trash without an equal in the world.
    We know that the U.S. hard-line conservatives are unparalleled in their belligerency and most vulgar in political and moral aspects. But the recent mean farce staged by them reinforced this conviction.
    They set the stage for Hwang to blow a trumpet agitating hostility toward the DPRK. But no one will lend an ear to such a sheer piffle about human rights if one is a man of reason.
    No wonder even U.S. media termed his remarks as untimely nonsense far away from reality.
    U.S. conservative hard-liners sought to break the single-hearted unity of the people in the DPRK and bring down the political system there by using Hwang for escalating the anti-DPRK smear campaign. But this is as foolish an act as trying to beat the air.
    No matter how desperately they may work to destroy the DPRK, the faith and will of the Koreans vigorously advancing to build a great prosperous powerful nation true to the Songun politics will remain unshaken.

    El "Partido Hannara" censuro con imprecaciones de "entrega unilateral al Norte" y la "inspeccion especial" a la justa transaccion economica no gubernamental entre el Norte y el Sur para la reconciliacion y la cooperacion de la nacion coreana, hizo juzgar y condenar a los interesados del encuentro de Pyongyang quienes realizaron las hazanas ante la nacion e incluso llevo al ex presidente de la Firma "Hyundai y Asan" a la muerte.

V ronda de conversaciones de la Cruz Roja Norte-Sur de Corea

    Kumgangsan, 6 de noviembre (ATCC) -- Tuvo lugar del 4 al 6 del mes en curso en el monte Kumgang la V ronda de conversaciones de la Cruz Roja entre el Norte y el Sur de Corea para consultar el problema de la construccion de un puesto de entrevista de los familiares y parientes separados. En la ocasion ambas partes consultaron sinceramente los problemas relativos a dicha obra y publicaron un acuerdo. Segun el documento, ambas partes acordaron construir durante un ano a partir de inicio de la obra dicho puesto con area total arquitectonica de 20 mil metros cuadrados (6 mil phyong), en la zona frente a la aldea Jopho de la comuna de Onjong del distrito de Kosong de la provincia de Kangwon y construir otra mas cuando sea necesario.
    La parte Sur se encargara enteramente de la construccion de la casa de entrevista y la Norte suministrara la mano de obra y materiales necesarios y sus costos los pagara la primera. Tambien, el documento estipula otros articulos detallados.
    En las conversaciones estuvieron presentes por la parte Norte los miembros de la delegacion presidida por Choe Song Ik, miembro permanente del Comite Central de la Asociacion de la Cruz Roja de la Republica Popular Democratica de Corea, y por la parte Sur, los integrantes de la delegacion encabezada por Ri Pyong Ung, asistente especial del presidente de la Sociedad de la Cruz Roja del Sur de Corea.


Constituyese la Asociacion Coreana de Victimas de Arresto Forzoso y Familiares

    Pyongyang, 7 de noviembre (ATCC) -- En una reunion general efectuada el dia 6 en esta capital fue constituida la Asociacion Coreana de Victimas de Arresto Forzoso y Familiares (ACVAFF). La asociacion tiene el objetivo y la mision de desplegar mas activamente la lucha por recibir ciertamente la disculpa y la indemnizacion del gobierno japones por sus crimenes del pasado y asi liberar del rencor acumulado a todas las victimas del arresto forzoso por los imperialistas japoneses y sus familiares y recuperar el honor y la dignidad de ellos.
    El informante y otros oradores senalaron que los imperialistas japoneses habian arrestado forzosamente a los coreanos para satisfacer sus fines lucrativos, cubrir los recursos humanos necesarios para la expansion de la guerra agresiva y exterminar la nacion coreana.
    Condenaron severamente la evasion de la liquidacion del pasado de Japon y su militarizacion y expusieron la decision de luchar sin tregua hasta cuando el gobierno japones haga disculpa clara e indemnizacion suficiente por sus crimenes del pasado.
    En la reunion fueron aprobados varios documentos.
    La declaracion de la Asociacion demanda energicamente al gobierno japones averiguar y esclarecer cabalmente el verdadero aspecto del arresto forzoso de los coreanos, darlo a la publicidad, castigar a los criminales, pedir de inmediato disculpa y hacer suficiente indemnizacion estatal a todos los danados.
    La carta dirigida al gobierno japones senala que este debe averiguar y publicar los verdaderos aspectos de todos los tremendos actos de violacion a los derechos humanos cometidos en el periodo de la ocupacion de Corea y castigar severamente por ley a los responsables de los actos criminales de arresto forzoso a los coreanos.
    Segun la carta, el gobierno japones debe pedir disculpa sincera y hacer indemnizacion convincente a los danados y sus familiares por todos los actos criminales antieticos perpetrados en el pasado contra el pueblo coreano, averiguar y confirmar exactamente los paraderos de los coreanos muertos y sus restos mortales y notificarlo a la ACVAFF.
    La carta dirigida a Diego Garcia Sayan, presidente del Grupo de Expertos de la Desaparicion forzosa de la Comision sobre Derechos Humanos de la ONU, se refiere al hecho de que recientemente se dio a conocer la lista de mas de 420 mil victimas del arresto forzoso por Japon y pide al Grupo la cooperacion de lograr que el gobierno japones notifique los paraderos de los desaparecidos.
    Expresa la esperanza de que el Grupo, al ejercer su autoridad, haga todos sus esfuerzos posibles por aliviar lo mas pronto posible los sufrimientos de las victimas del arresto forzoso y de sus familiares y parientes.
    En la reunion fueron publicados los estatutos de la Asociacion y fueron elegidos los miembros principales de esta.
    En ella participaron Hong Son Ok, presidenta del Comite Coreano de Medidas para la Indemnizacion a las "Consoladoras" de las Tropas Japonesas y Victimas de Arresto Forzoso, funcionarios interesados, victimas del arresto forzoso y sus familiares y capitalinos.
