Spokesman for DPRK FM on U.S. Intention to Stop LWR Construction

    Pyongyang, November 6 (KCNA) -- A spokesman for the DPRK Foreign Ministry today gave the following answer to a question put by KCNA as regards the reported U.S. intention to stop the construction of light water reactors and formally declare it: The Bush administration is reportedly contemplating putting the KEDO in motion to decide to stop the LWR construction and formally declare it.
    If this is true, it would mean that the U.S. would stop the construction of LWRs in the wake of its suspension of the supply of heavy fuel oil and thus unilaterally and finally scrap the DPRK-U.S. Agreed Framework.
    This is nothing surprising to the DPRK as it had already expected it.
    What matters is why Washington is so getting on the nerves of the DPRK at a time when the resumption of the six-party talks is high on the agenda.
    This compels the DPRK to doubt whether the U.S. would come out to make a switchover in its policy toward the DPRK in case the six-way talks are resumed in the future. This makes it hard for the DPRK to understand the U.S. attitude.
    The present situation clearly shows us what we should do to cope with the U.S. pressurizing position. It also provides the DPRK with a reason strong enough to take the most appropriate measure when necessary.
    The DPRK has so far suffered huge political and economic losses due to the U.S. noncompliance with the agreement on the provision of the LWRs. Tremendous is the adverse impact it had on the development of the DPRK's national economy as a whole.
    The U.S. and KEDO are obliged to make full compensations to the DPRK under relevant articles of the LWR agreement as Washington has caused such huge losses to the DPRK by refusing to fulfil its commitments under the AF.
    The DPRK will hold them accountable for this to the last. It will never allow them to take out all the equipment, facilities, materials and technical documents now in Kumho area for the LWR construction till this issue is settled.


Solidarity with Korean People Expressed

    Pyongyang, November 6 (KCNA) -- It is only the DPRK that stands in confrontation with the U.S. which is indulged in high-handed and arbitrary practices everywhere in the world while styling itself the world's only "superpower," said Anders Kristensen, secretary general of the North European Cooperative Committee for Friendship and Solidarity with the Korean People and chairman of the Denmark-DPRK Friendship Association who visited the DPRK. The DPRK is a powerful fortress reliably defending peace and security not only in Northeast Asia but in the rest of the world from the arbitrary practices of the U.S., he said, and went on:
    There is an acute stand-off between the DPRK and the U.S. over the nuclear issue. It is the U.S. that stands in the way of settling the nuclear issue between the DPRK and the U.S. and ensuring peace and security on the Korean peninsula.
    The DPRK has shown the world people in practice what to do to defend the dignity and sovereignty from the imperialist power, while expressing its will to increase its self-defensive nuclear deterrent force to cope with the undisguised nuclear threat of the U.S.
    The DPRK declared that it would reciprocate good faith and counter a hardline policy with the toughest stand. It is a declaration of justice based on the firm belief in its powerful military power built up with the Songun politics and victory.
    The organizations for friendship and solidarity with the Korean people extend full support and solidarity to the heroic Korean people in their struggle to defend peace and achieve the country's reunification under the great banner of the Songun politics.


Stop to Troop Dispatch Urged in S. Korea

    Pyongyang, November 6 (KCNA) -- The All-People Measure Committee for Putting End to Damage, Action to Stop Moving Property and Suppression of the Labor Movement and Abolishing Part-Time Jobs reportedly held an all-people rally for halting the suppression of the labor movement, checking the troop dispatch to Iraq and denouncing the government at the plaza of Seoul Railway Station on November 1. A resolution was read out at the rally with over 1,500 workers, peasants, poor people, youth and students attending.
    The resolution charged that suicide has taken place among workers, peasants and the poor since the appearance of the present government due to its brutal actions to give special benefits to the capitalists while inflicting inhumane discrimination upon the poor and the workers and depriving the peasants of means of living.
    The resolution expressed indignation at the moves of the authorities to drive young people out to the war for the U.S. neo-liberalist globalization and supremacy.
    Condemning the government for ignoring the people and deciding to dispatch troops, the resolution said that an all-out struggle by all means would be waged till the decision on troop dispatch is withdrawn.
    The attendants burned mock coffins bearing letters "discrimination against part-time workers," "troop dispatch to Iraq," "suppression of the labour movement" and so on in effigy.
    After the rally students held a demonstration in the street before Seoul Railway Station.


U.S. Congressmen Criticize Bush

    Pyongyang, November 6 (KCNA) -- Ten U.S. congressmen sent a message to President Bush in protest against the cancellation of their planned visit to the DPRK due to the objection of the administration, according to AP. They in the message complained about the "arrogant and discourteous treatment" they received from Bush's aide team and dismissed the action taken by the president to cancel the planned visit of the group of suprapartisan congressmen to north Korea as wrong.
    They proposed to meet the president to discuss the issue of their visit to the DPRK.


Punishment of Those Involved in Corruption Urged in S. Korea

    Pyongyang, November 6 (KCNA) -- U Tae Sik, spokesman for the south Korean Federation of University Student Councils, reportedly made public a statement on November 1, in which he called for thoroughly probing the truth about the corruption of the Grand National Party and arresting and punishing all those involved in it. Even after Choe Ton Ung, a national assemblyman from the GNP, confessed that he received 10 billion won from the SK Group during the last presidential election, skepticism over it continues to arise, the statement said.
    The statement denounced Choe Pyong Ryol and other GNP heavyweights for shamelessly behaving as if they had known nothing about it, while asking for "forgiveness" and "making apology."
    Saying that all the people are already well aware of so many cases of corruption committed by the GNP in the past, the statement demanded the authorities arrest and punish all those involved in the corruption including Ri Hoe Chang and thoroughly probe the truth behind it.


Meeting Held to Carry Forward Spirit of National Independence

    Pyongyang, November 6 (KCNA) -- A meeting was reportedly held in Seoul on Nov. 1 to carry forward the spirit of national independence on the occasion of the 74th anniversary of the Kwangju Student Movement. The chairman of the Seoul District Federation of University Student Councils and the chairman of the student council of Hanui College of Kyunghee University, addressing the meeting, said there was no difference between the incident of 1929 in which Japanese students teased Korean schoolgirls in a rail coach and the incident in which GIs killed two schoolgirls by driving an armored car over them last year, and between the reality of 1929 in which Korean students were blamed, not Japanese students, and the present reality in which GIs were given a verdict of "not guilty" and south Korean students were sentenced to prison terms for staging a protest against it.
    Brigandish alike are the Japanese imperialists' outcries calling for turning out in their aggressive war for "the Greater East Asia Co-prosperity Sphere" and the current U.S. pressure on south Korea to side with it in the Iraq war, they said.
    Read out at the meeting was "2003 Declaration of National Independence."
    Noting that the destiny of the Korean nation is exposed to a serious threat due to the continued U.S. threat of war, the declaration called for launching an undaunted fight against the U.S. unreasonable pressure for additional troop dispatch by carrying forward the spirit of national independence displayed by the old-time students who fought against the Japanese imperialists 74 years ago.


Performances Given by Mansudae Art Troupe in China Highly Acclaimed

    Pyongyang, November 6 (KCNA) -- Music and dance performances were given by the Mansudae Art Troupe of the DPRK before full houses in Hangzhou, Tongxiang and Cixi cities, Zhejiang Province of China, from Oct. 25 to 29. Personages from all walks of life of China who enjoyed the performances highly praised leader Kim Jong Il as a great master of arts and lavished their praises of them, describing them as a "real picture of graceful and noble music" and "admirable female instrumental ensemble."
    The vice-mayor of the Tongxiang City People's Government said that the city government and people regard it as great honour and pride to announce to the world the opening of the Tongxiang Theatre with the performance of the art troupe of the world standard. He extended warmest thanks to Kim Jong Il for sending the troupe.
    A vice department director of the Zhejiang Provincial People's Government noted that the Chinese are well aware that Kim Jong Il who organized and guided the troupe is a great statesman, an outstanding military strategist and a great master of arts. A director of the Tongxiang City Direction Company said that a high acclaim won by the female instrumental ensemble clearly proves that it has an exceptional skill of leading the whole audience to a mysterious world of arts.
    The chief of the Direction Department of the Shanghai Light Music Ensemble said it was necessary to invite the female instrumental ensemble to perform before music experts first to help them know about the true picture of music. The manager of the Hangzhou Theatre said he realized that the Korean art is not only excellent in opera and dance but its instrumental music is on the world's level.
    The general manager of the Hangzhou City Telecommunication Company said that the performance of the troupe not only showed its strong ability but demonstrated the high ideological and artistic value of the Korean arts and reflected the needs of the times and the people.


Anniversary of Policy of Local Budget System Marked

    Pyongyang, November 6 (KCNA) -- 30 years have passed since the policy of local budget system, a Juche-oriented socialist budget system of Korean style, was put forward. President Kim Il Sung set forth the original idea of the local budget system, the first of its kind in history, in October Juche 62 (1973). This system is a Juche-oriented method of managing the economic life of the country for all the local districts to manage their economic lives by themselves under the unitary guidance of the state and develop the economy and more effectively provide the people with an independent and creative life by calling internal reserves into maximum service.
    Over the past 30 years the local budget system has made great contributions to running the local economy assiduously, raising the standard of people's living and accelerating socialist construction by correctly implementing the state budget.
    Leader Kim Jong Il has developed in depth the idea and theory of the local budget system set forth by the President and completed it into a method of managing local economic life to meet the demand of the Songun era.

Multimedia "Origin of Organism" Developed

    Pyongyang, November 6 (KCNA) -- Kim Il Sung University in the Democratic People's Republic of Korea has developed multimedia "Origin of Organism". It deals with the evolution of human being from the birth of the first organism on the earth.
    It shows the formation of continents by crustal movements, the phylogenic tree illustrative of the evolution of organisms and the method of interpreting the evolution of organisms through fossils. It also shows living things which existed or are believed to exist in different eras and their food chain through virtual aquarium reproducing them by CG.
    The multimedia was awarded a gold medal at the recent 14th National Program Contests and Exhibition.


U.S. Unilateralism Rebuffed Worldwide - KCNA News Analyst's Article -

    Pyongyang, November 6 (KCNA) -- The U.S. unilateral pressure on Iran has evoked a sensitive reaction in the international community. Recently, President Bush cited a groundless rumor about Iran's "development of nuclear bombs". He said it would not be tolerated, charging Iran with the "breach of international nuclear safeguards".
    Vice-President Dick Cheney and Defence Secretary Rumsfeld alleged that Iran was building two nuclear power plants in secrecy and hiding and backing al-Qaeda members, so tough measures should be taken against the Iranian government.
    Though Iran has decided to go ahead with its peaceful nuclear program in cooperation with the International Atomic Energy Agency, U.S. State Undersecretary Bolton even said recently that the final means for a solution to the Iranian issue would be a military action.
    Meanwhile, the United States has tried in a planned way to destabilize the situation of Iran and disintegrate the country from within.
    The French newspaper Figaro and other European media have said that after the Iraqi war, Washington had become all the more offensive against Iran and that the hawks of Washington had already worked out a plan to destabilize the Iranian government and encourage the Iranians to start a riot against the government, and were attempting to carry it out overtly.
    The United States' escalated anti-Iran campaign indicates that it intends to stifle one anti-imperialist independent nation after another, particularly "members of the axis of evil" it designated, and replace the Islamic system with one based on the American-style value in the Middle East.
    The U.S. unilateral, high-handed practice, however, has touched off a strong protest in Iran.
    The Iranian Foreign Ministry voiced indignation at the United States seeking to isolate Iran and cause instability in society and vowed to defend the sovereignty of the country with the utmost resolution.
    Iran, to cope with the U.S. policy, is cementing national unity, while expanding and developing political and economic relations with Russia, the European Union and other countries.
    Khamenei, Iran's Islamic revolution leader, called for strengthening the unity of the Iranian people and dismissed the U.S. plan to topple the Iranian government under the pretext of the "nuclear issue" as foolish.
    Russia and other European countries, opposed to the U.S. unilateral policy towards the Middle East, are boosting cooperative ties with Iran.
    The Russian president pledged to strengthen the Moscow-Tehran cooperation for Iran's peaceful nuclear program, while the top diplomats of France, the EU, Australia and other countries had talks with their Iranian counterpart and agreed to further develop bilateral ties.
    Former German Chancellor Helmut Schmidt said the ultranationalist and unilateral thinking pattern of the Americans rendering the policy imperialist was more serious than that they pursued right after World War II.
    Iran is pushing ahead with its nuclear energy program, unyielding to the U.S. hostile policy.

    Pyongyang, November 6 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, received credentials from Eidur Gudnason, new Icelandic ambassador e.p. to the DPRK, at the Mansudae Assembly Hall today. Present was Kung Sok Ung, vice-minister of Foreign Affairs.

Association of Korean Victims of Forcible Drafting and Their Bereaved Families

    Pyongyang, November 6 (KCNA) -- The Association of Korean Victims of Forcible Drafting and Their Bereaved Families was formed. Its purpose and mission are to intensify the struggle to force the Japanese government to apologize and compensate for Japan's past crimes in order to help all those who were forcibly drafted by the Japanese imperialists in the past and their bereaved families give vent to their pent-up wrath and restore their honor and dignity.
    At its inaugural meeting held in Pyongyang today the reporter and speakers said that the Japanese imperialists' forcible drafting of Koreans was aimed to rake in their own profits and requisition human resources for the escalation of their war of aggression and eradicate Koreans in a bid to exterminate the Korean nation.
    Bitterly accusing Japan of evading the redemption of its past crimes and stepping up militarization, they reiterated their pledge to struggle until explicit words of apology and full compensation are wrested from the Japanese government.
    Documents were adopted at the meeting.
    A statement of Korean victims of forcible drafting and their bereaved families strongly demanded the Japanese government thoroughly probe the truth of forcible drafting of Koreans and disclose its facts and on that basis punish criminals and make full state apology and compensation which would make all the victims understandable.
    A letter addressed to the Japanese government urged it to investigate and disclose on a case-to-case basis all serious violations of human rights committed in the period of Japan's occupation of Korea and sternly punish those responsible by law as soon as their truth is probed.
    The government should make sincere apology to the victims and their bereaved families for having committed crimes against the Koreans, make compensation which would make them understandable and probe and confirm the identity of the Koreans killed and their remains and notify them to the association, the letter contended.
    A letter sent to Diego Garcia Sayan, chairman of the working group for those forced to be missing of the UN commission on Human Rights, referred to the fact that the list of 420,000 Korean victims of forcible drafting was recently disclosed by the Japanese government and requested the group to help receive information on missing persons from the government.
    The letter expressed the expectation that the group would exert every possible effort by performing its function to help alleviate the sufferings of victims of forcible drafting and their families and relatives at an early date.
    A statute of the association was published and its leading members were appointed.
    Present there were Hong Son Ok, chairperson of the DPRK Measure Committee for Demanding Compensation to Comfort Women for the Japanese Army and the Victims of Forcible Drafting, officials concerned, victims of forcible drafting and their bereaved families and Pyongyang citizens.


5th North-South Red Cross Talks Held

    Kumgangsan, November 6 (KCNA) -- The 5th North-South Red Cross talks were held from Nov. 4 to 6 in Mt. Kumgang resort to discuss the issue of building Kumgangsan center for the reunion of separated families and relatives. At the talks both sides had an earnest discussion of the issues concerning the building of the Kumgangsan center and made public an agreement.
    According to the agreement, both sides decided to complete the construction of the center in the area before Jopho Village in Onjong-ri, Kosong County, Kangwon Province, on a scale of a total floor space of 20,000 square meters (6,000 phyong) within a year after its ground-breaking and to build more if necessary.
    The agreement specifies concrete articles stipulating that the south side shall take exclusive charge of the construction, the north side shall provide labour force and materials needed and the south side shall bear their expenses.
    Present at the talks from the north side were members of the delegation headed by Choe Song Ik, permanent member of the Central Committee of the DPRK Red Cross Society, and from the south side members of the delegation headed by Ri Pyong Ung, special aide to the president of the south Korean Red Cross.

Tradicion folklorica de octubre de calendario lunar

    Pyongyang, 6 de noviembre (ATCC) -- La nacion coreana tiene diversas tradiciones folkloricas caracteristicas segun las estaciones. En octubre del calendario lunar la preparacion de kimchi es una importante costumbre nacional.
    Generalmente se prepara Kimchi de repollos enteros. Segun las caracteristicas zonales, se prepara tongchimi en Pyongyang, Posamkimchi en Kaesong y Katkimchi en las zonas montanosas septentrionales como alimento
    acompanante mas generalizado para el periodo del invierno a la primavera temprana.
    Kimchi, importante fuente de suministro de vitamina C, contiene Na, K, Ca, Mg, P, Fe y otros elementos inorganicos.
    Este alimento basico abre apetito para el arroz cocido, carne, pescado y otros alimentos acidos y ejerce influencia positiva sobre el sistema digestivo.
    Entre las comidas favoritas para octubre de calendario lunar se encuentran Sinsonro (una cacerola-hornillo con manjares exquisitos) y sopa de ajenjo.
    Para este mes se prepara la pasta de soya fermentada, se arreglan las casas, se dedican a la caza y se divierten con juegos folkloricos como Paduk.


30 aniversario de presentacion de orientacion de sistema presupuestal local

    Pyongyang, 6 de noviembre (ATCC) -- Transcurrieron 30 anos desde cuando se presentara la orientacion del sistema presupuestal local, sistema presupuestal socialista autoctono de Corea. En octubre del 62 (1973) de la Era Juche, el Presidente Kim Il Sung presento por primera vez en la historia la idea original sobre el sistema presupuestal local.
    Este sistema es un metodo autoctono de organizacion de la vida economica que permite a todas las localidades del pais organizar por su cuenta propia la vida economica bajo la direccion unificada del Estado, desarrollar la economia movilizando al maximo las reservas internas y asegurar mejor a las masas populares una vida independiente y creadora.
    Durante estos 30 anos transcurridos, este sistema hizo gran aporte a organizar esmeradamente la vida economica local, elevar el nivel de vida del pueblo y acelerar la construccion socialista ejecutando correctamente el presupuesto estatal.
    El Dirigente Kim Jong Il profundizo y desarrollo la ideologia y teoria sobre el sistema en cuestion expuesta por el Presidente, y lo perfecciono como un metodo de organizacion de la vida economica local conforme a la demanda de la epoca del Songun (priorizacion militar).

Sur de Corea: acto por la herencia de espiritu independiente nacional

    Pyongyang, 6 de noviembre (ATCC) -- Segun trascendidos, tuvo lugar el dia primero en Seul el acto por la herencia del espiritu independiente nacional con motivo del 74 aniversario del Incidente Estudiantil de Kwangju. El presidente de la Federacion de los Consejos Generales de Estudiantes Universitarios de la Region de Seul y el presidente del Consejo de Estudiantes del Instituto de Medicina Tradicional de la Universidad Kyonghui, al hacer uso de la palabra en el acto, senalaron que "no son diferentes jamas el incidente de que en un vagon de pasajeros un estudiante japones burlo en 1929 a una estudiante coreana, el incidente de que en 2002 las tropas norteamericanas ocupantes del Sur de Corea asesinaron con carro blindado a dos alumnas de la escuela secundaria, el aspecto de aquel tiempo en que no se impuso culpa al estudiante japones sino a los estudiantes coreanos y la realidad de hoy en que declaro la inculpabilidad a las tropas norteamericanas y la culpabilidad a los estudiantes quienes desplegaron la manifestacion de protesta al respecto".
    Destacaron que el forzamiento de los imperialistas japoneses a levantarse en su guerra agresiva bajo el rotulo de la "Esfera de coprosperidad de la gran Asia oriental" y la coaccion de EE.UU. a incorporarse en la guerra iraqui de hoy son las teorias bandidescas.
    En el acto fue publicada una "Declaracion independiente nacional -2003".
    El documento senala que debido a la amenaza de la guerra de EE.UU. el destino de la nacion coreana se ve amenazado gravemente y subraya que, al llevar adelante el espiritu independiente nacional de los predecesores jovenes estudiantes quienes hace 74 anos lucharon contra el imperialismo japones, desplegaran energicamente la lucha contra la injusta demanda de EE.UU. de enviar efectivos a Iraq.
