Suppression of Hanchongryon Denounced

Pyongyang, October 19 (KCNA) -- A press conference was reportedly held on Oct. 15 to denounce police suppression of Hanchongryon (South Korean Federation of University Student Councils), violent arrest and human rights abuse under the co-sponsorship of the "National People's Solidarity," the All Social Measure Committee for Ensuring Legitimate Activity of Hanchongryon and Hanchongryon. A press release read out at the conference said that the more undisguised and violent suppression of Hanchongryon is aimed to check the progressive voice of the students protesting against additional troop dispatch to Iraq and calm down the growing anti-U.S. and anti-war movement for peace against troop dispatch. Noting that it is a great mistake to think that the just struggle of youth and students can be checked by the same suppression as in the past era, the release demanded that the government immediately dissolve the "security investigation group", halt suppression of Hanchongryon and abolish the "Security Law."
The conference heard the testimonies made by witnesses to police violence including student of Kangnam University Han Ji Hui.
At the end of the conference representatives of the sponsorship organizations submitted a letter of protest to the "National Police Office".

Anti-U.S. Solidarity Meeting Held in S. Korea

Pyongyang, October 19 (KCNA) -- The 49th anti-U.S. solidarity meeting was reportedly held at the people's rally site in Seoul on October 14 under the co-sponsorship of the People's Action for the Revision of the Unequal South Korea-U.S. "Status of Forces Agreement," the Headquarters of the Movement for the Return of the U.S. Military Base in Ryongsan, etc. At the meeting the speakers charged that the U.S. forces seek to expand their military bases in Phyongthaek and Osan areas to build an advance base for carrying out the U.S. strategy for supremacy in Northeast Asia. They accused the south Korean authorities of having decided to cover the expenses for the transfer of the U.S. military base.
A letter of protest to the U.S. embassy was read out at the meeting.
The letter strongly demanded the U.S. withdraw its forces from south Korea, unconditionally return the U.S. military base in Ryongsan, halt pressurizing south Korea to additionally dispatch troops to Iraq, etc.
The participants held a ceremony of burning "the Agreement and the Memorandum of Understanding on the Transfer of the U.S. Military Base in Ryongsan" in token of protest.
At the end of the meeting representatives handed the letter to the U.S. embassy side.

Celebrations Held Abroad

Pyongyang, October 19 (KCNA) -- Friendly meetings in Tanzania, Democratic Congo and Ecuador, meetings in Peru, Britain and Bulgaria, a broadcasting session at Quito Broadcasting Station, Ecuador and lecture meetings and film shows in Mexico, Egypt and Libya were held from October 6 to 11 to celebrate the 6th anniversary of leader Kim Jong Il's election as general secretary of the Workers' Party of Korea and the 58th anniversary of the WPK. Dermot Hudson, chairman of the British Association for the Study of the Songun Policy, at a meeting said that Kim Jong Il put forth a new idea and theory that the party of working class should be the party of the leader, strengthened the WPK into the Party of President Kim Il Sung and advanced the unique Songun policy.
Kaben Taskov, secretary general of the Bulgarian Group for the Study of the Juche Idea, referring to the historic background of founding the WPK, stressed that the Party with Kim Jong Il as its head is successfully building Korean-style socialism, foiling the U.S. imperialists' ambition for world domination with its unique Songun politics based on the Juche idea. The secretary of the Mexico City Committee of the People's Socialist Party of Mexico in a lecture pointed out that the Democratic People's Republic of Korea led by the WPK is a socialist fortress humbling the pride of the United States wielding a club against the world people aspiring after freedom, independence and a happy life.
The chairman of the Egyptian Committee for the Study of the Juche Idea noted that the key to the victory of the Korean people is that they have two great leaders and all of them are singleheartedly united close around their leader.

DPRK Delegate Calls for Maintaining Fairness

Pyongyang, October 19 (KCNA) -- The UN Security Council should maintain fairness with regard to the issue of the Korean peninsula, particularly the nuclear issue, the solution of which becomes the pressing issue in ensuring world peace and security. A DPRK delegate said this when discussing agenda item 11 the "Report of the UN Security Council" at the Plenary Meeting of the 58th UN General Assembly on Oct. 13.
    He went on:
The nuclear issue on the Korean peninsula is an outcome of the U.S. hostile policy toward the DPRK. A solution to the nuclear issue entirely depends on whether the U.S. makes a policy switchover or not.
The nuclear issue is not an issue which allows the Security Council's intervention. In this regard, we hold that the council should, on the principle of justice and impartiality, draw attention to the fact that the U.S. hostile policy toward the DPRK and the threat of a preemptive nuclear attack have incurred the nuclear issue which threatens the peace and security of the Korean peninsula.
The council should also pay due attention to the current situation of the "UN Command" in south Korea.
The command forged by the United States has nothing to do with the UN nor is it making any contribution to its activities.
The "UN forces" in south Korea are U.S. troops by nature.
The DPRK urges the council to take appropriate measures to urge the U.S. to return the unilaterally abused UN flag and helmets to the UN Secretariat as soon as possible.

Japan's Disgraceful Behavior Assailed

Pyongyang, October 19 (KCNA) -- Rodong Sinmun today in a signed commentary denounces Japan for attempting to use the APEC summit meeting to be held in Thailand as a leverage to pressurize the DPRK. It goes on:
The United States repeatedly said that it would bring up the "nuclear issue" of north Korea for discussion at the summit meeting and attract support from the international community.
On top of this, Japan seeks to have a "special statement" related to the DPRK issue adopted there so as to get more trust from the U.S., have a say in dealing with the nuclear issue and further create an atmosphere of international pressure on the DPRK.
The nuclear issue of the Korean peninsula is a matter to be settled between the DPRK and the U.S. The APEC summit meeting is not a venue of debate on the nuclear issue and, furthermore, Japan is not in a position to poke its nose into the issue.
Japan is, in fact, directing no attention to the liquidation of the past and the settlement of the nuclear issue between the DPRK and the U.S. Japan's real intention is to politicize and internationalize the "abduction issue", a mere humanitarian issue, in a bid to gloss over the liquidation of the past and, at the same time, make the DPRK-U.S. nuclear issue more complicated.
The Beijing six-way talks and the moves before the APEC summit meeting indicate that Japan is a wicked disturber of the settlement of the nuclear issue between the DPRK and the U.S. and a political swindler.
Japan had better stop as foolish an act as tarnishing its image by itself. .

South Side's Delegation Leaves

Pyongyang, October 19 (KCNA) -- The south side's delegation led by Ro Song Dae, chairman of the south Korean Radio and TV Broadcasting Committee, left here today after participating in the north-south broadcasters' seminar. It was seen off at the airport by Yang Si Un, vice-chairman of the Radio and TV Broadcasting Committee of the DPRK, Ho Hyok Phil, vice-chairman of the National Reconciliation Council, and other officials concerned.

Chinese Help Korean Farmers

Pyongyang, October 18 (KCNA) -- Officials of the Central Committee of the Association of Chinese Residents in Korea and Chinese in Pyongyang went to the Korea-China Friendship Thaekam Co-op Farm in Sunan District on the outskirts of Pyongyang on October 17. During their break they talked to farmers, deepening the friendship.
Li Chunwu, vice-chairman of the association, evinced his resolution to contribute to further developing the friendship between China and the DPRK, expressing the firm belief that the Korean people would build a great prosperous powerful socialist nation under the Songun revolutionary leadership of Kim Jong Il.
They conveyed aid materials to the farm.

Movement against Additional Troop Dispatch to Iraq Mounts in S. Korea

Pyongyang, October 18 (KCNA) -- A movement against the additional troop dispatch to Iraq is mounting in south Korea as the days go by. A press conference was held by the National Action Group for Opposing the Troop Dispatch of the south Korean Democratic Workers' Party in front of the U.S. embassy in Seoul on October 14 in protest against the U.S. increasing pressure for the dispatch.
U Wi Yong, head of the group, said that the present government made the biggest and serious mistake by pursuing humiliating diplomacy toward the United States. He warned that this "would be judged some day."
A letter of protest to the U.S. embassy titled "U.S. stop forcing south Korea to dispatch troops to its war of aggression" was read out there.
The letter accused the U.S. of putting pressure upon south Korea to dispatch troops to Iraq, indicating even the specific size of troop dispatch and the nature of the unit to be sent as well as the place where it should be stationed. It also assailed the U.S. ambassador to south Korea for strongly demanding south Korea send troops to Iraq.
Meanwhile, at least 30 Catholic organizations including the south Korean Catholic Priests' Council for Justice and the Catholic Committee for Human Rights formed the Catholic Solidarity Opposing Troop Dispatch to Iraq in Seoul on the same day.
The organizations called a press conference at which an inaugural declaration titled "We oppose troop dispatch to Iraq where young Koreans will meet death" was published.
Saying that the south Korean Catholics who love peace and value lives and human rights have launched a movement against the troop dispatch to Iraq and for peace, the declaration clarified the Catholic Solidarity's plan to conduct information service to expose the injustice of the troop dispatch in conformity with the actual conditions of different parishes and send a fact-finding group to the spot.

U.S. Talk about "Peaceful Solution" to Nuclear Issue Dismissed

Pyongyang, October 18 (KCNA) -- The U.S. talk about a "peaceful solution" to the nuclear issue while shelving the issues of the abandonment of its hostile policy towards the DPRK and the conclusion of a non-aggression treaty with the DPRK is nothing but a deceptive trick to detain the DPRK side in the conference hall to gain time and meet its own interests and to stifle the DPRK in the end, says Rodong Sinmun today in a signed commentary. The commentary goes on:
The recent U.S. military moves indicate that its threat to the DPRK has reached an extremely dangerous phase and the DPRK-U.S. stand-off is inching close to an explosion point. It is none other than the U.S. that totally blocked the peaceful solution to the nuclear issue and compelled the DPRK to possess a nuclear deterrent force.
The basic way of settling the nuclear issue between the DPRK and the U.S. is for the U.S. to make a switchover in its policy towards the DPRK and conclude a non-aggression treaty with it. The DPRK, therefore, has neither interest nor expectation for any talks where the U.S. remains dead-set against making a switchover in its policy towards the DPRK and concluding a non-aggression treaty with it.
The U.S. should stop wasting time with cheap conundrum in a bid to attain something but make a bold decision at an early date to make a switchover in its hostile policy towards the DPRK, a prerequisite and a key link in the chain of the efforts for the settlement of the nuclear issue between the DPRK and the U.S., and conclude a non-aggression treaty with the DPRK.

KCNA Urges Japan to Keep Its Promise

Pyongyang, October 18 (KCNA) -- Recently Japanese Foreign Minister Kawaguchi at a meeting of the House of Representatives held to discuss the budget asserted that "Japan made no promise to north Korea to send back 5 abducted Japanese without fail." This is a far-fetched assertion quite contrary to the fact.
In September last year the DPRK made a decision to allow the five Japanese to return home temporarily from a humanitarian point of view even in the absence of the diplomatic relations and any agreement on legal aid between the DPRK and Japan.
At that time, the Japanese authorities expressed thanks for the sincere efforts of the DPRK and made a promise to it to send back the survivors to north Korea after their 10-day stay in Japan so that they might have an opportunity to reunite with their families in the DPRK and decide on their future.
It is the DPRK's stand to send them back to Japan without delay if all of them wish to go to Japan after discussing the matter with their families here.
Their families in the DPRK also recognize this.
Jenkins, husband of Shoga, when interviewed by a journalist of the Japanese "Weekly Friday Journal" who visited the DPRK last year, said that "their home visit was expected to last for ten days. Why are they not coming back? I would like to ask the Japanese prime minister why he doesn't send my wife back to Korea".
Their children including Mihwa and Linda are anxiously waiting for their parents' return as they were supposed to come back after 10 odd days.
This being a hard fact, Japan forced them to stay there permanently, thus breaking its promise made to the DPRK. It is now demanding the DPRK send their families to Japan unconditionally. What a nasty attitude!
Such perfidy is a product of the crafty and impudent nature of Japanese politicians as they have neither political creed nor any sense of obligation and a political mode peculiar to Japan.
The Japanese authorities are obliged to send the survivors back to Pyongyang to keep their promise even now so that they may freely express their will together with their families.

GNP Representative Assailed

Pyongyang, October 18 (KCNA) -- Choe Pyong Ryol, representative of the Grand National Party, addressing the "National Assembly" session recently, asserted that the "alliance" with the U.S. has served as a "mainstay of peace" on the Korean peninsula and an "important foundation of growth" for the last half a century. As if it were not enough with this, he went to the lengths of vociferating that the "alliance should be more firmly maintained" and the "U.S. forces' presence in south Korea is essential" as regards the DPRK-U.S. nuclear issue. In this regard Rodong Sinmun today says in a signed commentary: His speech is nothing but a disgraceful gossip made by a pseudo politician as it lacked any political option but is peppered with extremely provocative remarks hurling abuses at the north and attacking the present south Korean authorities to please the U.S.
The traitor's devilish remarks are a clear indication that he is opposed to the era brought about by the June 15 joint declaration and keen to incite the inter-Korean confrontation and restore the fascist dictatorial system in south Korea.
It is only the ultra-right conservative forces of the GNP that have blocked the democratization of south Korea, hamstrung the process of improving the inter-Korean relations for reconciliation and unity and stoked the discord and confrontation between fellow countrymen since the publication of the declaration.
The aim sought by Choe Pyong Ryol through his disgusting reckless remarks made at the "National Assembly" session is to play the role of a shock brigade in inciting the inter-Korean confrontation in a bid to please the U.S. and, at the same time, shift the blame for the unstable situation on to the chief executive and defame the present authorities to fare well in the "National Assembly election" next year.
There is no future for Choe Pyong Ryol and other reactionaries of the GNP who stake their fate on their dependence on outsiders and betray society and people, the country and the nation. The ambition of the GNP to stage a political coup, taking advantage of the "National Assembly" dominated by it, will never come true.

S. Korean Troop Dispatch to Iraq Protested

Pyongyang, October 18 (KCNA) -- Martin Lotscher, chairman of the Swiss Committee for Supporting Korea's Reunification, sent a letter to the south Korean chief executive on Oct. 10 in protest against the moves to dispatch combat troops to Iraq. He in the letter strongly protested against the plan of the south Korean military for dispatching troops to Iraq, saying that the troop dispatch shows its submission and servility to the United States as it is implicated in the U.S. neo-colonial rule over Iraq.
Urging the south Korean authorities to give up the dispatch of combat troops and demand the withdrawal of the U.S. forces and nukes from south Korea, he stressed that the Swiss committee is opposed to driving Koreans as the cannon fodder of the U.S. troops and expresses hope that the south Korean youth would turn down the dispatch of troops to Iraq and struggle for withdrawal of the U.S. troops and the reunification of the country.

Pyongyang, October 18 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Anerood Jugnauth, on October 16 on his assumption of office as president of the Republic of Mauritius. In the belief that the friendly and cooperative relations between the two countries would expand and develop, the message wished him great success in his responsible work.

Greetings to Azerbaijani President

Pyongyang, October 18 (KCNA) -- Kim Yong Nam, president of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Geidar Aliyevich Aliyev, president of Azerbaijan, on October 18 on the occasion of its national day. Expressing the belief that the friendly relations between the DPRK and Azerbaijan would continue to develop on good terms, the message wished him and the Azerbaijani people success in their work for peace and stability of the country.

Spokesman for DPRK Foreign Ministry on Its Nuclear Deterrent Force

Pyongyang, October 18 (KCNA) -- The daily pronounced hostile policy of the Bush administration to stifle the DPRK and its increasing threat of preemptive nuclear attack compels the DPRK to opt for maintaining and increasing its nuclear deterrent force as means for just self-defence and consolidating the defense power of the country to the maximum. A spokesman for the DPRK Foreign Ministry said this in a statement today. He said:
It is 9 years since the DPRK-U.S. Agreed Framework was published on October 21, 1994. But the Agreed Framework remains a dead document as it was completely ditched by the U.S.
The core issue of the AF is the U.S. commitment to provide the DPRK with light water reactors in return for the latter's freeze of its nuclear facilities.
He cited facts to prove how systematically the U.S. has violated the AF.
Recalling that the U.S. policy to stifle the DPRK was carried into extremes after the emergence of the Bush administration, he went on:
The Bush administration openly refused to recognize the entity of the DPRK even before sitting with it. Moreover, it listed the DPRK as part of an "axis of evil" and a target of its preemptive nuclear attack, thus pushing the DPRK-U.S. relations, which seemed to positively improve, to the phase of catastrophe and completely scrapping the main articles of the AF.
The U.S. designation of the DPRK as part of an "axis of evil" and a target of its preemptive nuclear attack and its open call for "regime change" are not only an insult to and a blatant interference in the internal affairs of an independent sovereign state but a unilateral hostile act of grossly violating and completely nullifying the AF which called on the two sides to respect each other's sovereignty, build mutual confidence and improve the bilateral relations.
When Kelly visited the DPRK as a special envoy of the U.S. president in October 2002, he asserted without any evidence that the DPRK has pushed forward the "enriched uranium program" to produce nuclear weapons in violation of the DPRK-U.S. Agreed Framework. And he went to the lengths of openly threatening and pressuring the DPRK that if it does not stop such program, the U.S. would not have any kind of dialogue with it and the relations between the DPRK and Japan and those between the north and the south of Korea, in particular, would face a catastrophic crisis.
The U.S. has increased its nuclear pressure upon the DPRK, escalating its row over its fiction of "enriched uranium program." On November 14, 2002 it decided to stop even the supply of heavy fuel oil to the DPRK, thus nullifying the only article of the AF, which had been implemented.
The DPRK declares that it has the legitimate right to receive from the U.S. compensation for the loss according to the internationally recognized laws and practice and, more importantly, in line with the provision which calls for taking measures in the event of noncompliance with the DPRK-U.S. agreement and Article 16 of the Agreement on the provision of LWRs and will take measures in this regard.
Now it is as clear as noonday that the U.S. is set to seize the DPRK by force, through high-handed actions and by military means.
It would be the biggest mistake for the U.S. to calculate that the DPRK would sit idle and disarm itself, taken in by Washington's trick.
When an appropriate time comes, the DPRK's increased nuclear deterrent force will be proved in practice.
The U.S. can never evade its responsibility for having unilaterally scrapped the DPRK-U.S. Agreed Framework and blocked the denuclearization of the Korean peninsula.

North-South Broadcasters' Seminar Held

Pyongyang, October 18 (KCNA) -- A north-south broadcasters' seminar was held at the People's Palace of Culture on October 18. Present there were officials, journalists, anchorpersons, editors and technicians in the field of broadcasting service in the north and the south and other officials concerned.
The plenary sitting of the seminar was followed by panel discussions.
The seminar was addressed by Cha Sung Su, chairman of the Radio and TV Broadcasting Committee of the Democratic People's Republic of Korea, and Ro Song Dae, chairman of the Radio and TV Broadcasting Committee of south Korea. And they were followed by speeches.
Speakers said that the seminar marked a meeting to be significantly recorded in the history of the north-south broadcasting as it was the common results achieved by the broadcasters of the north and south in their efforts for national reconciliation, unity and reunification.
They recalled that brisk dialogue, contacts, cooperation and exchange have taken place between inter-Korean broadcasting organizations and such a splendid work as joint televised footage of reunification functions has been organized to positively contribute to building public opinion and creating climate favorable for the national unity and reunification since the June 15 joint declaration was published. This was a shining fruition of the historic joint declaration whose main idea is "By Our Nation Itself", they stressed.
They noted that the role played by broadcasting service is truly great and important as it represents the voice of the country and the nation and spreads and leads the public opinion and speaks for it.
They recalled that leader Kim Jong Il received representatives of south Korean media organizations during their visit to Pyongyang after the publication of the June 15 joint declaration and warmly encouraged them to conduct patriotic press activities helpful to the implementation of the declaration and meeting the desire of the people.
Saying that when broadcasting service gets dynamic, the country and the nation seethe with enthusiasm, they called on the broadcasters in the north and the south to become buglers in the grand march for reunification and pacesetters of the media for reunification powerfully arousing the 70 million fellow countrymen to the accomplishment of the cause of reunification, aware of their noble duties they have assumed before the history and the nation.
Discussed at the seminar were the principled issues to be maintained by broadcasting service in the north and the south in the era ushered in by the June 15 joint declaration. Its participants also exchanged successes and experience gained by them in their service such as the creation of broadcasting materials, their editing and production and technological development.
TV programs were introduced by broadcasting organizations in the north and the south on the same day.

Wreathes Laid

Amid the playing of the wreath-laying music, wreaths were laid in the name of the Central Committee of the WPK, ministries, national institutions, military academies and party and power organs and farms in Pyongyang.
The participants observed a moment's silence, looking back on the immortal exploits performed by Ri Po Ik, who pushed members of the revolutionary family of Mangyongdae to the road of revolutionary struggle and devoted her noble life to the accomplishment of the sacred cause for the motherland and people.
