South Side's Group Feted

    Pyongyang, October 7 (KCNA) -- The Korea Asia-Pacific Peace Committee hosted a reception in honor of the south side's group that came here to participate in the opening ceremony of Ryugyong Jong Ju Yong Indoor Stadium at the Mansudae Art Theatre Monday evening. Present on invitation were members of the south side's group led by Kim Yun Gyu, president of Hyundai Asan of south Korea.
    Also present were Vice-Premier Kwak Pom Gi of the DPRK Cabinet, Vice-Chairman Ri Jong Hyok of the Korea Asia-Pacific Peace Committee, Vice-Chairman An Kyong Ho of the Committee for the Peaceful Reunification of the Fatherland, Vice-Chairperson Jo Ui Suk of the Korean Physical Culture and Sports Guidance Commission and other officials concerned.
    Kwak Pom Gi in a speech said that the indoor stadium was successfully built on the bank of the River Potong in beautiful Pyongyang and the north and the south of Korea held its opening ceremony with splendour, stressing that it is an auspicious event to be specially recorded in the era that witnessed the publication of the June 15 North-South Joint Declaration. It is another clear proof of the vitality of the historic Pyongyang meeting and the joint declaration, he added.
    He noted that the Koreans would not forget but always remember Jong Ju Yong, Jong Mong Hon and other patriotic figures who made tangible contributions to the national unity and the country's reunification.
    The people in the north of Korea would go hand in hand with the compatriots in the south to accomplish the sacred cause of peace and reunification of the country and national prosperity true to the Songun leadership of Kim Jong Il, he stressed.

Kim Jong Il's Work Published in Venezuela

    Pyongyang, October 7 (KCNA) -- Leader Kim Jong Il's famous work "On the Fundamentals of Revolutionary Party Building" was published in pamphlet by the Communist Party of Venezuela Publishing House. Expounded in the work, made public on October 10, Juche 81 (1992), are the historical lessons drawn from the collapse of the socialist ruling parties and the destruction of the socialist systems in some countries. Given in the work are the basic principles of the building of a Juche-type revolutionary party and issues of strengthening international unity and solidarity with revolutionary parties.
    The pamphlet carries an article on conversion of the Workers' Party of Korea into an invincible party which has ensured the unity of ideology and leadership for the first time in the history of working class party building and achieved the single-hearted unity of the leader, the party and the masses.
    The WPK is a tested party that defends and advances the socialist cause, the pamphlet said, stressing: It is because the WPK is led by the great leader.
    A releasing ceremony was held at the building of the communist party on September 25.
    General Secretary of the Central Committee of the Communist Party Oskar Figuera, addressing the ceremony, said that they were much pleased to publish the work of Kim Jong Il in commemoration of the 58th anniversary of the WPK and that they would fix the work as a must book of the party and distribute it among basic organizations of the party and public figures.


Egyptian Military Attache Hosts Reception

    Pyongyang, October 7 (KCNA) -- Abdel Fatthah Helmyel Sayed, military attache of the Egyptian embassy here, hosted a reception at the Taedonggang Club for the Diplomatic Corps Monday evening on the occasion of the Army's Day of Egypt. Present on invitation were Vice-Minister Ryo Chun Sok of the People's Armed Forces, Colonel General Ji Ki Son of the Korean People's Army and other generals, officers, officials concerned and diplomatic envoys and military attaches of different embassies here.
    Ahmed Ramy, Egyptian ambassador to the DPRK, and embassy officials were also on hand.

KCNA Dismisses Any U.S. "Written Security Assurances"

    Pyongyang, October 7 (KCNA) -- U.S. Assistant Secretary of State Kelly was reported to have said at talks with the chairman of the Policy Research Council of the Liberal Democratic Party of Japan on October 1 that the U.S. may put its promise not to attack the DPRK by force on record in a document but it does not contemplate about the conclusion of a non-aggression treaty. The DPRK stand on this matter is that what he called "written security assurances" are nothing but a blank sheet of paper which can never give any legal guarantee that the Bush administration will not attack the DPRK.
    The DPRK cannot believe that such assurances are trustworthy because the present U.S. administration has ditched a series of agreements signed between the DPRK and the U.S. in the past.
    The U.S. in the DPRK-U.S. joint statement adopted on June 11, 1993 promised not to threaten the DPRK with nukes but respect its sovereignty and refrain from interfering in its internal affairs. It reaffirmed the principle of terminating the hostile relations between the DPRK and the U.S. in the DPRK-U.S. Agreed Framework published on October 21, 1994 and the DPRK-U.S. Joint Communique announced on October 12, 2000.
    As soon as the Bush administration came to power it unilaterally abandoned its commitments stipulated in the documents related to the DPRK-U.S. relations signed in the period of the previous administration, reducing them to dead ones.
    Talking about the "written security assurances" the U.S. is, in actuality, beefing up its armed forces around the Korean peninsula and staging military exercises targeted against the DPRK one after another.
    This teaches a serious lesson that there is no guarantee that the next administration will not backpedal the commitments made by the present administration and reveals with added clarity that the socalled "written security assurances" are nothing but a political plot of the Bush administration to mislead the world public and invent a pretext to invade the DPRK.
    Now that unilateralism of the U.S. as a superpower has reached its height what is necessary for the DPRK is not a document changeable when the U.S. chief executive is replaced by another but a non-aggression treaty with a legal binding force.
    It is unthinkable for the DPRK to hope to see the nuclear issue solved and expect peace and security on the Korean peninsula, counting on Bush's "written security assurances" to be reduced to a dead document any time as it lacks Congress ratification.
    The U.S. persistent refusal to conclude a non-aggression treaty compels the DPRK to steadily increase the nuclear deterrent force as a means for just self-defence to avert the danger of a nuclear war on the Korean peninsula and protect the sovereignty and security of the country.


U.S. Anti-DPRK Diatribe Assailed

    Pyongyang, October 7 (KCNA) -- Officials of the Bush administration are seizing various occasions to create impression that the U.S. is exerting efforts for the peaceful settlement of the nuclear issue between the DPRK and the U.S. Lurking behind this is the U.S. sinister aim to cover up its vicious military moves to isolate and stifle the DPRK and win in the upcoming presidential election.     The U.S. is the very one who spawned the nuclear issue between the DPRK and the U.S. and has hamstrung its peaceful settlement, disregarding Pyongyang's every effort and reasonable proposal for it.

    The nuclear issue between the DPRK and the U.S. would have long been settled peacefully had the DPRK's consistent efforts and proposals been implemented.
    The U.S., however, has persistently shunned the efforts and proposals made by the DPRK for the peaceful settlement of the nuclear issue between the two countries and is now only insisting on its unilateral assertions. The U.S. is now becoming ever more undisguised in its military moves to stifle the DPRK in and around the Korean peninsula, thus compounding the nuclear issue, instead of working to solve it.
    The DPRK is left with no option but to intensify the counteraction now that it has become clear that the U.S. does not have any willingness to renounce its hostile policy toward the DPRK.


All Koreans Called upon to Hold Aloft Banner of "By Our Nation Itself"

    Pyongyang, October 7 (KCNA) -- The proposition "by our nation itself" serves as an immortal idea of national independence and reunification as it clarifies that national independence is the basic idea all the Koreans should uphold and elucidates the idea of achieving national reunification independently by the concerted efforts of the nation, says Rodong Sinmun today in a signed article. It goes on:
    The idea of "by our nation itself" set out by leader Kim Jong Il serves as a mighty weapon as it makes it possible to overcome grave difficulties lying before the nation on its own initiative, independently find a way out and victoriously advance the cause of national reunification.

Wide Use of Methane in Rural Community

    Pyongyang, October 7 (KCNA) -- Methane gas has been widely introduced in rural villages of the Democratic People's Republic of Korea. Thousands of units have built methane-producing tanks near buildings for fuel and electricity.
    Methane is being used for other purposes on the Hyongsan Cooperative Farm in Hyongjesan District, Taesong Cooperative Farm in Taesong District and other farms in Pyongyang.
    The remains after the production of gas are applied to fields as organic fertilizer.
    Researches are being deepened how to produce methane in the winter period.


Japan's Clumsy Farce under Fire

    Pyongyang, October 7 (KCNA) -- The Japanese diplomatic boss at the 58th UN General Assembly on September 24 solicited for the cooperation of the international community for an earlier solution to the abduction issue and talked nonsense that Japan would set the normalization of diplomatic relations with the DPRK as its goal after such pending problems as nuclear, missile and abduction issues are settled on the basis of the Japan-DPRK Pyongyang Declaration.     While making a splash about the implementation of the DPRK-Japan Pyongyang Declaration and the normalization of the diplomatic relations between the two countries, Japan shelved the redemption of its past wrongs, the hardcore of their materialization. Had the Japanese diplomatic boss been interested in their implementation, he should have mentioned Japan's obligation to redeem her past wrongs before anything else.
    The relations between the DPRK and Japan worsened because of Japan's aggression and brutal crimes against the former over a long period and they have not yet been settled because Japan has evaded covertly and overtly its responsibility for the redemption of its past wrongs after the war, the author of the commentary says, and continues:
    Such being the fact, it is unbecoming and disgusting for Japan to play a clumsy farce to create the impression that it is interested in the improvement of the relations with the DPRK, letting out a stream of words even at the international arena about the solution of "the abduction issue", "implementation of the Japan-DPRK Pyongyang Declaration" and "desire for the normalization of the diplomatic relations between the DPRK and Japan," while neglecting what it should do.
    Japan is requesting the international community to help it, branding the DPRK, the victim, as the assailant. This only reminds one of a thief crying stop thief. This is aimed to evade its responsibility for the redemption of its past crimes at any cost.
    Japan has committed too many crimes to evade its responsibility for redeeming its past crimes under the pretext of the "abduction issue."
    Japan would be well advised to make a bold decision at an early date to redeem its past wrongs, not playing a trick to fool the international community.


Dangerous U.S. Military Step Taunted

    Pyongyang, October 7 (KCNA) -- Papers here today hit hard at the United States for letting fly "Shadow 200", a new-type unmanned reconnaissance plane, in the air above the Military Demarcation Line from the end of last month. Castigating this as a new step to prepare an invasion of the DPRK, Rodong Sinmun in a signed commentary today says: The U.S. imperialists' new step indicates that their espionage on the DPRK has entered a full-dressed stage and the danger of the second Korean war is growing. They announced an "arms buildup plan" for the U.S. troops present in south Korea and are carrying it into practice. The plan covers 150 items including an additional deployment of a rapid deployment brigade and latest missiles with the fabulous costing of 11 billion U.S. dollars.
    If the U.S. truly wanted a peaceful settlement of its nuclear standoff with the DPRK, there would be no need of arms buildup and espionage on the DPRK. There is no change in the U.S. imperialists' aggressive designs to stifle the DPRK by force of arms. Their talk about a "peaceful solution" is a reversed ballad of war.
    When they are trying to completely disarm and swallow up the DPRK, it is entirely natural for it to take practical steps to maintain and reinforce its nuclear deterrent. The army and the people of the DPRK are countering with high vigilance the double-dealing tactics of the U.S. which is loudly talking about "a peaceful solution" of the nuclear issue while intensifying espionage on the DPRK.
    A signed commentary of Minju Joson warns that if the aggressors invade the land, air and territorial waters of the DPRK even an inch, it will deal a decisive retaliatory blow at them and wipe them out.


Troop Dispatch to Iraq Denounced

    Pyongyang, October 7 (KCNA) -- From a ceremony marking the 50th anniversary of the south Korea-U.S. "mutual defence pact" a few days ago, words came that with troop dispatch to Iraq south Korea would "contribute to global peace and security" and "pay off the benefits it received from the U.S. over the past 50 years. In this regard Rodong Sinmun in a signed commentary today says: This shows that the south Korean authorities, yielding to the U.S. pressure, are totally tilting toward additional troop dispatch to Iraq. To send young people of south Korea as bullet-shields for U.S. troops at a time when the world opposes troop dispatch to Iraq, is an anti-national, pro-U.S. flunkeyist act harming the dignity of the nation, infringing upon its interests and disgracing it.
    The commentary goes on:
    Attacks on occupation troops are reported almost every day from Iraq, adding to casualties. U.S. soldiers are trembling with fear and uneasiness.
    With Iraq having turned into a land of horror and death for the aggressors, the U.S. itself is reluctant to send more combat forces there. South Korea's additional troop dispatch to Iraq means that south Korea is sending its young people to the land of death as substitutes for the U.S. troops. Is there anything more shameful than this?
    The south Korean authorities should ponder over the serious consequences of the additional troop dispatch to Iraq and unconditionally stop the anti-national act of sacrificing young people, bowing to the U.S. pressure.


Japan Urged Not to Meddle in Any Negotiations to Solve Nuclear Issue

    Pyongyang, October 7 (KCNA) -- A spokesman for the DPRK Foreign Ministry said in a statement today that the DPRK would not allow Japan to participate in any form of negotiations for the settlement of the nuclear issue in the future. Referring to the fact that the Japanese authorities are persistently attempting to use the nuclear issue between the DPRK and the U.S. for their selfish purpose, he said: Lurking behind this is a black-hearted intention of the present Japanese rulers to save Japan from economic depression and achieve the stability of their office by making its domestic policy veer to the right and stepping up its militarization under the pretext of the nuclear issue on the Korean peninsula.
    The Japanese authorities' much publicized "issue of abduction" was already settled with the adoption of the DPRK-Japan Pyongyang Declaration. There is neither ground nor base for them to link it to the nuclear issue. Their row only renders the nuclear issue more complicated.
    The Japanese authorities are taking the lead in the operations for political, military and economic sanctions and blockade against the DPRK in zealous support of the U.S. strategy for putting pressure on the DPRK, and the moves against the General Association of Korean Residents in Japan (Chongryon) are growing more frantic than ever before at the tacit connivance of the government. This only stokes the anti-Japanese sentiment of the army and the people of the DPRK who have bitter grudge against Japan and adversely affects the DPRK-Japan relations.
    Japan is nothing but an obstacle to the peaceful settlement of the nuclear issue between the DPRK and the U.S. It has lost its qualification to be a trustworthy dialogue partner.


National Meeting Held

    Pyongyang, October 7 (KCNA) -- A national meeting to celebrate the 6th anniversary of leader Kim Jong Il's election as general secretary of the Workers' Party of Korea took place in front of the Monument to Party Founding today. Choe Thae Bok, alternate member of the Political Bureau and secretary of the Central Committee of the Workers' Party of Korea, in a report said that the past six years of the Korean revolution since Kim Jong Il's election as general secretary of the WPK were years of victory and glory which witnessed fundamental changes in all fields to carry out the revolutionary cause of Juche, overcoming rigorous difficulties under the banner of Songun idea.
    The revolutionary turn in party building in this period under Kim Jong Il's leadership was that the party developed into an invincible party which guides the Songun revolution to victory for the first time in history, the reporter said, and continued:

National Meeting of Youth Held

    Pyongyang, October 7 (KCNA) -- A National Meeting of Active Members of the Songun Young Vanguard was held here on Oct. 6 and 7. The meeting reviewed the successes and experience gained in efforts to embody the Songun idea and policy of leader Kim Jong Il in the work of the youth league and discussed tasks before its organizations and young people to uphold with loyalty the Songun leadership of the Workers' Party of Korea in the van as required by the Songun era and ways to do so.

    Pyongyang, 7 de octubre (ATCC) -- Segun informaciones, en las conversaciones sostenidas el dia primero con el presidente del Comite de Averiguacion de Asuntos Politicos del Partido Democratico Liberal de Japon, Kelly, asistente del secretario de Estado norteamericano, dijo que "EE.UU. puede elaborar como documento la promesa dada hasta la fecha de no atacar militarmente a Corea del Norte, pero no tiene la idea de concertar el tratado de no agresion con esta". Esto muestra que la "garantia de seguridad escrita" no pasa de ser un papel que no podra darnos ninguna garantia juridica de la administracion Bush de no agredir a la Republica Popular Democratica de Corea.
    No podemos confiar en ninguna "garantia escrita" porque en los ultimos anos la actual administracion norteamericana anulo todos los acuerdos firmados en el pasado con la RPDC.
    En la declaracion conjunta entre la RPDC y EE.UU. publicada el 11 de junio de 1993 este confirmo no dar amenaza nuclear a aquella, respetar su soberania y no intervenir en sus asuntos internos. Tambien, reafirmo el principio de eliminar las relaciones hostiles entre los dos paises en el Acuerdo Basico del 21 de octubre de 1994 y el Comunicado Conjunto del 12 de octubre de 2000, firmados entre dos paises.
    Pero, tan pronto como tomo el poder la administracion Bush renuncio unilateralmente las obligaciones de EE.UU. definidas en los documentos relacionados con ambos paises preparados en el periodo de la administracion anterior y, hoy en dia, los anulo completamente.
    Tambien, EE.UU. habla de la "garantia de seguridad escrita" de no atacar militarmente a Corea, pero, en realidad, aumenta sus fuerzas armadas en la Peninsula Coreana y su contorno y no cesa de desarrollar sucesivamente los ejercicios militares para agredir a la RPDC.
    Esto nos da una seria leccion de que no hay ninguna garantia de que la siguiente administracion norteamericana no renuncie la promesa de la actual administracion, y nos demuestra que esa "garantia" no pasa de ser una artimana politica de la administracion Bush para enganar la opinion publica del mundo y buscar el pretexto de la agresion a Corea.
    Hoy en que el unilateralismo superpotencial de EE.UU. llega al extremo la RPDC no necesita tal documento que podra desaparecer por el cambio del hombre en poder sino demanda la concertacion del tratado de no agresion con la capacidad de restriccion juridica de no atacar uno a otro.
    No podremos esperar la solucion pacifica del problema nuclear entre la RPDC y EE.UU. ni la paz y la seguridad de la Peninsula Coreana confiando en la "garantia de seguridad escrita" de Bush.
    Puesto que EE.UU. objeta obstinadamente la concertacion del tratado de no agresion seguiremos manteniendo y fortaleciendo la fuerza de detencion nuclear como medio de defensa legitima para prevenir el peligro de la guerra nuclear en la Peninsula Coreana y defender la soberania y la seguridad del pais.
