S. Korean Authorities Urged to Reject U.S. Demand for Troop Dispatch

Pyongyang, September 15 (KCNA) -- The south Korean authorities are reportedly talking about dispatching 1,200 additional troops to Iraq including 800 combat troops of a special warfare division, yielding to the U.S. pressure. Rodong Sinmun today in a signed commentary says that this can not but be a mean pro-U.S. subservient act and an anti-people and anti-national criminal act lashing the whole nation into a fury. The commentary goes on:
The Grand National Party zealously hailed the additional troop dispatch to Iraq, praising it as a "positive step." This has brought into bolder relief once again the pro-U.S. flunkeyist and traitorous nature of this party which stoops to any infamy in serving the U.S., its master.
Submission to foreign forces in disregard of the dignity and the interests of the nation would lead the nation to disgraceful ruin and death.
The south Korean authorities should ponder over the grave consequences to be entailed by their traitorous troop dispatch to Iraq and resolutely reject the U.S. demand for it.
All the nation is closely following the south Korean authorities' attitude.

Japan's Move to Institute War Constitution Denounced

Pyongyang, September 15 (KCNA) -- It was recently disclosed that the chief executive of the Japanese government instructed the Liberal Democratic Party of Japan to work out a "plan for the revision of the constitution" until 2005. He was reported to have singled out Article 9 of the "Peace Constitution" as one of the specific targets of the revision. In this regard Rodong Sinmun today carries a signed commentary.
The "constitutional revision" is, in essence, aimed at replacing the "peace constitution", which Japan has so far advocated as a symbol of "peace state," by a war constitution in a bid to legalize Japan's moves to emerge a war state and its overseas military actions, the commentary notes, and goes on:
The fact that the chief executive of Japan gave an official instruction to work out the "plan for the constitutional revision" indicates that Japan's arrangements for its militarization and overseas aggression are now being accelerated at a final phase.
It is the intention of the Japanese reactionary ruling quarters to legalize Japan's militarization and overseas expansion completely free of the binding force of the "Peace Constitution".
Japan's militarization and preparations for overseas aggression are basically close to completion in the ideological, military and legal aspects. And it has accumulated enough experience for overseas operations.
The Japanese imperialists' old dream of "Greater East Asia Co-prosperity Sphere" which resulted in their defeat is reviving, supported and encouraged by the present Japanese ruling quarters and guaranteed by law. In the 21st century, Asia is again exposed to the Japanese militarist threat of aggression.
The Asian people should be vigilant against the Japanese militarists' militarization and overseas aggression as harmful as "cancer" to peace and intensify the struggle to foil such moves.
The DPRK's efforts to increase its self-defensive capability are aimed to cope not only with the U.S. moves to stifle the DPRK but with Japan's threat of reinvasion which is increasing as the days go by.
The Japanese reactionary ruling quarters would be well advised to face up to the reality and give up their criminal move to fabricate the war constitution.

Great Upswing Called for

Pyongyang, September 15 (KCNA) -- Rodong Sinmun today runs an editorial calling for effecting a great surge in the building of a great prosperous powerful nation with the pride in having grandly celebrated the 55th anniversary of the DPRK. The 55th anniversary of the DPRK was a grand political festival which demonstrated all over the world the indomitable spirit of Kim Il Sung's Korea which is daringly advancing, breaking through rigorous ordeals of history with the might of Songun policy, the editorial says, and notes: All the functions including a military parade, a mammoth demonstration of citizens and a torchlight procession of youth and students were proud scenes which could be unfolded only by the army and people of the DPRK who are carrying the revolutionary cause of Juche to accomplishment, upholding Kim Il Sung as the eternal President of the DPRK and displaying the might of single-hearted unity under the Songun leadership of Kim Jong Il.
The 55th anniversary of the DPRK was a grand festival of victors which eloquently demonstrated the invincible might of the army of the DPRK and a grand political festival that powerfully displayed to the world the true appearance of socialist Korea, in which the whole Party, the entire army and all the people are firmly united around Kim Jong Il, declares the editorial.
The anniversary, it adds, proved that no aggressive moves, desperate economic blockade and psychological warfare of the imperialists could break the single-hearted unity of Juche Korea.
    The editorial continues:
The DPRK is faced with the heavy yet honorable task to bravely smash the imperialist allied forces' moves to stifle the DPRK and accelerate the building of a great socialist prosperous powerful nation under the uplifted banner of Songun.
The entire officers and men of the Korean People's Army and people should continue to maintain the surging revolutionary spirit and militant atmosphere to vigorously struggle for a new, greater victory.
All things should be regarded, dealt with and carried out strictly from the viewpoint and stand of devotedly defending the leadership. All the people should become performers of heroic feats in the current grand march for the building of a great socialist prosperous powerful nation.
All the Party members, servicemen and working people should have a steadfast anti-imperialist and anti-U.S. class consciousness and decisively shatter the imperialists' moves to stifle the DPRK.

Shanghai Ballet Troupe Performs for Guests of Honor

Pyongyang, September 15 (KCNA) -- The visiting Chinese Shanghai Ballet Troupe gave a performance of the ballet drama "White Haired Girl" for guests of honor at the Mansudae Art Theatre on Sept. 14. Senior officials of the party, the state and the army, chairmen of the friendly parties, members of the Cabinet, working people in Pyongyang, servicemen, the Chinese ambassador to the DPRK and his embassy officials appreciated the performance.
The ballet drama successfully depicts the national and class antagonisms that grew most acute in China and the struggle of the Chinese people against the Japanese imperialist aggressors and exploiter classes against the background of the anti-Japanese war in which the Chinese people waged a heroic resistance under the leadership of Chairman Mao Zedong.
The ballet drama emotionally represents the noble spiritual and moral traits of the Chinese people -- boundless trust in Mao Zedong, blood ties and warm love between the revolutionary army and people, fierce hatred at the Japanese imperialist aggressors and domestic reactionaries, and uncompromising fighting spirit.
The audience was deeply impressed by the performance for its revolutionary content, the graceful acting of the performers and the successful combination of music and stage decor truthfully depicting the inner world of the heroine.
The performance was acclaimed by the audience for its high ideological and artistic quality.

Eradication of Root Cause of Obstructing National Reunification Called for

Pyongyang, September 15 (KCNA) -- National unity and the reunification of the country are sure to be achieved when the 70 million Koreans firmly unite under the banner of the June 15 Joint Declaration and wage a nation-wide struggle against the anti-reunification forces, says Rodong Sinmun today in a signed article. It goes on:
The U.S. domination over south Korea and its interference are the root cause of obstructing the national unity and reunification.
The U.S. imperialists have pursued the splittist policy to keep the Korean nation divided forever and dominate it since the very day of their occupation of south Korea. They have not hesitated to sacrifice the Korean nation for carrying out their strategy of world domination.
They provoked the Korean war to turn the whole of Korea into their colony and brutally killed Koreans in its shambles, reducing the country to ashes. Their military presence in south Korea and splittist moves continue still today though half a century has passed since then. This has become the root cause of obstructing the national unity and the reunification of the country.
Due to the war moves of the U.S. imperialists, the Korean peninsula is exposed to the danger of a nuclear war and the desire of the fellow countrymen to achieve independent reunification by the concerted efforts of the Korean nation is facing a serious challenge.
These moves of the ultra-right fascist forces in south Korea for confrontation with the north have also become the root cause of obstructing the national unity and the reunification of the country.
The ultra-right fascist elements including the "Grand National Party" of south Korea do not hesitate to commit the traitorous acts to split and disorganize the forces for national independence and reunification, while suppressing the pro-reunification patriotic organizations and figures desirous of independence, democracy and reunification.
The fellow countrymen in the north and the south and overseas should turn out as one in the nation-wide struggle to throw overboard anti-reunification traitors.

Attempt to Politicize UN Organizations' Assistance to DPRK Rebuffed

Pyongyang, September 15 (KCNA) -- A spokesman for the DPRK Foreign Ministry answered a question put by KCNA today as regards the undisguised attempt to politicize the assistance to the DPRK by some UN organizations. Referring to the recent unprecedented situation in which the approval of regular assistance projects for the DPRK are being delayed or shelved by some UN organizations due to the obstructive moves of unsavory forces, he says this is attributable to the political attempt of the U.S., Japan and some other countries to use the UN organizations' assistance to the DPRK as a leverage for pressurizing it.
    He continued:
The U.S. and Japan have put up political conditionalities on the humanitarian aid to the DPRK under the pretexts of the nuclear issue and the issue of "abduction."
Not content with this, they are openly hindering the regular assistance of UN organizations by politicizing it.
This can not but be a gross violation of the publicly recognized principles of international assistance.
"Lack of transparency" concerning assistance peddled by the U.S. and Japan is nothing but a rigmarole intended to hinder the humanitarian aid to the DPRK and scuttle it.
The international organizations should reject any attempt to politicize the assistance and make it selective and observe the principle of impartiality vital to their activities.

Noting that all the Cambodian people will never forget the invariable and positive support sent by the greatest Generalissimo Kim Il Sung and Kim Jong Il, the DPRK, the resourceful Korean people and the dignified Workers' Party of Korea to the Cambodian people during the most difficult period of the modern history of Cambodia the message expressed the hope that bonds of the fraternal friendship, solidarity and successful cooperation between the two countries would continue to strengthen in the future, too.

Reception Given by Vice-President of Uganda

Pyongyang, September 13 (KCNA) -- Vice-President of Uganda Bukenya Gilbert Balibaseka who is heading a state delegation of Uganda gave a reception on the evening of September 12 in connection with the visit of the delegation to the DPRK. Present there on invitation were Yang Hyong Sop, vice-president of the Presidium of the Supreme People's Assembly of the DPRK, Kung Sok Ung, vice-minister of Foreign Affairs, and other officials concerned.
Members of the state delegation of Uganda were present.
Bukenya Gilbert Balibaseka in a speech sincerely congratulated the Korean people upon their achievements made in socialist construction. We are leaving beautiful Korea with the will to further develop the friendly relations between Uganda and the DPRK, he noted.
He hoped for the prosperity and progress of the DPRK and the peaceful reunification of the Korean peninsula.
Yang Hyong Sop in a speech said: It is the intention of leader Kim Jong Il and the consistent stand of the DPRK government to continue to favorably develop the friendly and cooperative relations between the two countries established by President Kim Il Sung and President Yoweri Kaguta Museveni. He expressed the belief that the long-standing friendly and cooperative relations between the DPRK and Uganda would grow stronger in the future, too.

U.S. Moves against DPRK under Fire

Pyongyang, September 13 (KCNA) -- The United States is examining a plan to take military measures to intercept DPRK ships, etc. under a pretext of barring the transport of missiles and nuclear substance, according to a report of the "New York Times." As part of the measures the United States staged air and naval exercises aimed to intercept DPRK ships in the waters off Australia by mobilizing multi-national forces. In this regard Rodong Sinmun today says in a signed commentary: Such moves of the United States are blatant military provocations to the DPRK and they may push the DPRK-U.S. relations to an explosive phase.
The multi-national joint military exercises aimed to intercept and apprehend DPRK ships sailing in the open seas are preemptive military operations against the DPRK. This indicates that the United States has no will to drop its hostile policy towards the DPRK and has invariably pursued its plan to stifle the DPRK by force.
The U.S. is keen on rounding off the mode of its military strategic action to stifle the DPRK while paying lip-service to "dialogue."
The DPRK's missile development and build-up of nuclear deterrent force are aimed to protect the sovereignty of the country and the nation from the U.S. aggression. No one can fault this as it does not pose any threat to anyone.
Increasing national defence capability for self-defence is the most important affair of the state under the present situation where the U.S. military moves to stifle the DPRK have reached their height.
It is a gangster-like logic for the United States to ask the DPRK to drop its gun while levelling its gun at the latter. The U.S. should understand why the DPRK prizes arms so much and is doing the best to strengthen the army.
The solution to the nuclear issue between the DPRK and the U.S. and improved relations between them entirely depend on the U.S. stand and attitude, the commentary concludes.

Withdrawal of U.S. Troops from S. Korea Called for

Pyongyang, September 13 (KCNA) -- Political parties and organizations of Democratic Congo on September 6 issued a joint statement 58 years after the U.S. troops' occupation of south Korea. There is no justification for the U.S. troops to remain in south Korea any longer in view of the resolution of the 30th Session of the U.N. General Assembly and the reality of the Korean peninsula in which dialogue and cooperation are brisk according to the June 15 North-South Joint Declaration, the statement said, and went on:
The United States, however, is keeping huge troops in south Korea and continuing to bring latest combat technical equipment there and pushing forward at a grave phase all kinds of military plans including the "operation plan 5030" and "arms buildup plan" while attempting to disarm the DPRK and mount a preemptive strike at it.
The Bush administration should think twice, well aware of the Songun policy, the might of the singlehearted unity and strong military power of the DPRK, withdraw its troops from south Korea and refrain from obstructing any longer the efforts of the Korean people to reunify the country by the concerted efforts of the Korean nation.
Meanwhile, K. P. Sharma Oli, chairman of the Afro-Asian People's Solidarity Committee of Nepal, and Surya Lal, chairman of the Peace Action Committee of Nepal, made public a joint statement on September 5.
The statement expressed full support to the Korean people in their just struggle for national reunification and strongly demanded that the U.S. government pull its troops and weapons out of south Korea.

All Koreans Called Upon to Turn Out to Defend Peace from War

Pyongyang, September 13 (KCNA) -- When all Koreans in the north and the south and abroad unite close in the struggle to protect the dignity and sovereignty of the nation and achieve the country's reunification, no ferocious aggressors can ever provoke our nation and anti-reunification forces can never raise their heads to run wild. Rodong Sinmun today says this in a signed article.
Noting that the Korean nation's struggle for the country's reunification is facing all kinds of challenges of enemies at home and abroad, the article says: The United States is posing a serious nuclear threat to the right to existence of our nation and a tiny handful of anti-reunification forces are working hard to block the advance of the compatriots by raising the adverse wind of confrontation and antagonism in the Cold War era. The struggle for peace against war is an urgent task before the Korean nation at present. The U.S. is the main target of this struggle. The U.S. is working hard to create impression that it is ready to solve the nuclear problem between the DPRK and the U.S. peacefully, talking about "negotiating method" and "diplomatic solution". This, is, however a lie.
If the high-handed action and reckless military provocations of the U.S. imperialists are tolerated, the Korean nation would not be able to escape from such horrible disasters as a nuclear war, much less achieving the reunification of the country. The Korean nation has nothing to fear. The DPRK's war deterrent force represents a treasured sword for self-defence to firmly protect the nation's sovereignty and right to existence from foreign forces' armed invasion. All the Koreans in the north and the south and abroad should intensify the struggle for peace against war, confident of victory and frustrate all reckless moves of the U.S. imperialists for a war of aggression. It is as important as the anti-U.S. struggle to punish flunkeyist traitors and anti-reunification elements at home. Such ultra-right conservatives of south Korea as the Grand National Party are the wicked foes of national reconciliation, unity and reunification.
The dark fascist society is reappearing in south Korea as evidenced by the fact that the people who turned out in the just pro-reunification patriotic road are thrown into prison and taken to court and innocent people are meeting tragic deaths owing to the ultra-right fascist forces, trash of history.
The south Korean people should not remain a passive onlooker to the desperate moves of the ultra right fascist forces including the Grand National Party to stem the trend of the history against the era of national independence and reunification.
Nobody can replace the nation in defending the peace on the Korean peninsula and saving it from a crisis. The peace on this land and the security of the nation should be defended through the struggle of the Korean nation under any circumstances.
