Military Pressure Will Never Work on DPRK

    Pyongyang, August 21 (KCNA) -- The former director of the Central Intelligence Agency and other heavyweights of the U.S. hard-line forces let loose a string of bellicose remarks that the agreement to hold the six-way talks would change nothing and the U.S. and south Korea should be ready for the second Korean war including the military attack despite the projected talks. Rodong Sinmun today in a signed commentary dismisses this as an open demonstration of strength toward the dialogue partner and a racket of military pressure.
    The commentary goes on:
    What should not be overlooked is the south Korean authorities' attitude of supporting the U.S. moves to provoke a war against the north.
    Shortly ago, the minister of National Defence of south Korea called for increasing the national defence spending and the south Korean military is applying to the Ulji Focus Lens joint military exercises now underway in south Korea the offensive tactics worked out by Striker unit, an elite combat unit of the U.S. army equipped with ultra-modern precision weapons, to suit the geographical conditions of the Korean peninsula through its exercises to get familiar with south Korea.
    The DPRK has so far made every sincere effort for the negotiated peaceful settlement of the nuclear issue between the DPRK and the U.S.
    The six-way talks soon to be opened for the solution to the DPRK-U.S. nuclear issue are the result of the DPRK's positive initiative and efforts.
    The U.S. pays such lip-service as "it has no intention to invade the north", talking about "dialogue" but, in actuality, poses threat to it and openly seeks to stifle it by force.
    It is an aim sought by the U.S. before the six-way talks to wrest a sort of "concession" from the north by threatening and blackmailing it by force and realize its ambition to invade the north with ease. The U.S. should drop this wild dream. The U.S. and the south Korean authorities would be well advised to cool their heads overheated with war fever, do soul-searching and behave with discretion.


U.S. Urged to Make Clear Its Stand

    Pyongyang, August 21 (KCNA) -- If the U.S. truly wants a final solution to the nuclear issue through the successful progress of the six-party talks, it should draw a lesson from its unreasonable acts in the past days and refrain from all the moves spoiling the atmosphere of the talks arranged with so much effort. Minju Joson today says this in a signed commentary as regards the crazy claim of U.S. conservative forces that "bringing the nuclear issue to the UN Security Council should not be ruled out" in case "the talks end fruitless."
    The commentary further says:
    The U.S. makes the breakdown of the six-party talks an established fact when the talks are yet to open and sets forth its next action program. This is, in essence, little short of an open disclosure of its intention not to actively participate in the process of settling the nuclear issue, placing no big hope in the talks.
    This is an intolerable mockery of and challenge to the expectation of the international community which desires so ardently a positive settlement of the nuclear issue.
    It is a foolish dream to attain a sinister political aim at the talks by overawing someone with a war pressure.
    The U.S. stand in the policy toward the DPRK is a touchstone showing whether it has the will to solve the nuclear issue with the DPRK, or not.
    It would be difficult to expect a success of the six-party talks, if the U.S. still dreamed of stifling the DPRK by military force, not giving up its hostile policy toward the latter.
    Does the U.S. want dialogue or war? It should make clear its stand.


Russian Diplomats Visit Kaechon-Lake Thaesong Waterway

    Pyongyang, August 21 (KCNA) -- Russian embassy officials here including Oleg Davydov, charge d' affaires ad interim, visited the Kaechon-Lake Thaesong Waterway on August 20 on the occasion of the first anniversary of leader Kim Jong Il's visit to the Far Eastern Region of the Russian Federation. Being briefed on the fact that servicemen of the Korean People's Army and builders constructed such a giant and proud edifice, they looked round the Taegak Youth Dam, structures and waterways stretching across a vast land.
    The charge d' affaires ad interim said that Kim Jong Il initiated and guided the waterway project, a fact rare to be found in any other countries. We were admired to learn that this gigantic project was completed in a short span of time by the army and people of the DPRK and once again clearly realized its might, he added.
    He sincerely wished the Korean people great success in their efforts to build a great prosperous powerful nation under the wise leadership of Kim Jong Il.


Japan's Moves to Repeat Its History of Aggression Blasted

    Pyongyang, August 21 (KCNA) -- The Japanese militarist forces' moves to repeat their history of aggression doggedly denying the crimes committed by them against humanity in the last century have entered the phase of their implementation, after going beyond the danger line. Rodong Sinmun Thursday says this in a signed article. It continues:
    First of all, the Japanese reactionaries are pushing forward their plan to turn Japan into a military giant in real earnest.
    What merits attention in their moves to emerge a military giant is their moves to introduce large-size and long-range military equipment into the Self-Defence Forces (SDF).
    This is chiefly aimed to conduct full-scale military actions for aggression in vast regions outside the country.
    The modernization of the SDF is part of the moves to become a military giant and launch overseas invasion.
    Through the modernization and sophistication of armed equipment the Japanese reactionaries seek to sharply increase their maneuverability and striking force and operation capacity.
    What is important in their moves to emerge a military giant and launch overseas invasion is to put the military system on an IT basis and militarize space. Japan is going to launch two more spy satellites in coming September after putting two spy satellites into orbit in last March. Through this Japan seeks to turn outer space into a vast theatre for the realization of its plan for aggression.
    The aggressive and dangerous nature of the Japanese militarist forces finds a vivid expression in their undisguised moves to build legal and institutional mechanism for their overseas military expansion.
    They are working hard to revise the articles of the present constitution obstructive to the establishment of a war-time system and overseas military actions.
    The Korean peninsula is made the first target of their overseas invasion. Frequent war exercises staged by the SDF in the waters close to the East Sea of Korea are aimed at the reinvasion of Korea.
    If the Japanese reactionaries keen on reinvasion launch aggression of Korea flying the blood-stained Japanese flag, the army and people of the DPRK will deal thousand-fold retaliatory blows at them and force the sworn enemy to pay for all the crimes committed against the Korean people.


Paekma-Cholsan Waterway Makes Headway

    Pyongyang, August 21 (KCNA) -- The Paekma-Cholsan waterway project is making headway in the Democratic People's Republic of Korea. The builders have done hundreds of thousands of cubic meters of concrete tamping and hundreds of meters of tunneling over last four months or little more.
    More than 1,200 structures such as underdrains, open channels and culverts have come into shape.
    The natural-flow waterway, designed to improve the irrigation system in the western part of the country, extends some 270 kilometers.
    It will supply sufficient water to 46,000 hectares of farmlands in Phihyon, Ryongchon, Yomju, Tongrim and Cholsan counties and some areas of Sinuiju of North Phyongan Province.
    Meanwhile, more than 260 pumping stations and 400 water pumps will be removed and tens of thousand kw of electricity saved.
    Power stations will also be constructed along the waterway.


North-South Seminar on Correctly Spelling English Name of Country Held

    Pyongyang, August 21 (KCNA) -- A north-south seminar on correctly spelling the English name of the country took place at Kim Il Sung University today. Speakers at the seminar pointed out that the Koreans hope to see the English spelling of the country's name "Korea," a leftover of the Japanese imperialists' occupation of Korea, corrected as "Corea", a symbol of reconciliation, cooperation and peaceful reunification, at an early date.
    They also noted that when looking back on the history the English name of the country had been spelt "Corea" or "Coree" in most documents in the Western Europe up to the latter half of the 1800s and it was changed to "Korea" when Japan started occupying the country.
    They dismissed the Japanese imperialists' change of the English spelling of the country's name as a never-to-be-condoned state-sponsored crime.
    A joint appeal to the scholars and other Koreans in the north, south and abroad was made public there.
    "Corea" traces its origin to Coryo, a country well-known to the world, and it had been used as the traditional English name of the country for centuries and the feudal governments of the country and the international community used this name in all treaties and other state documents irrespective of languages, the appeal said, and continued:
    The Japanese imperialists deliberately changed the English spelling of the country's name in a bid to hurt the pride and dignity of the nation, while stretching their tentacles of aggression to it. Due to their moves "Korea" has been officially used in the international community so far, instead of "Corea", which is a big tragedy.
    The historians and linguists in the north and the south solemnly declare that they would thoroughly probe the truth behind the Japanese imperialists' crime related to their change of the English spelling of the country's name which has long remained shrouded in the mists. It appealed to all the Koreans including the authorities in the north and the south to take the lead in firmly defending the dignity and the sovereignty of the nation.
    Attending the seminar from the north side were Pak Kwan O, president of Kim Il Sung University, Ri Jong Hyok, president of the National Reunification Institute, Mun Yong Ho, director of the Linguistic Institute under the Academy of Social Sciences, and other officials concerned and researchers of the Academy of Social Sciences, teachers and students of the university and from the south side were Kang Man Gil, president of Sangji University, Kim Yong Hwan and Kim Song Ho, National Assemblymen and figures of academic and press circles.

Letter to Kim Jong Il

    Pyongyang, August 21 (KCNA) -- Leader Kim Jong Il today received a letter from the participants in the third Pyongyang International Science and Technology Book Fair. The letter said during their stay in the DPRK, the participants were deeply admired to learn that Kim Jong Il singled out science and technology as one of the three pillars for building a great prosperous powerful nation and has led the drive for its development.
    Expressing strong admiration for Kim Jong Il who has wisely steered the work to develop science in the DPRK, possessed of profound knowledge of ultra-modern science and technology, the letter expressed belief that the DPRK would proudly rank itself among the world's scientifically and technologically advanced nations before long under the leadership of Kim Jong Il.

Pyongyang International Science and Technology Book Fair Closes

    Pyongyang, August 21 (KCNA) -- A closing ceremony of the third Pyongyang International Science and Technology Book Fair that opened on August 18 took place at the Gymnasium of Kim Il Sung University today. At the closing ceremony, a letter to leader Kim Jong Il from the participants in the fair was adopted.
    Certificates of donation and prizes and souvenirs were awarded to those organizations that contributed books to this fair.
    Mun Jae Chol, acting chairman of the Committee for Cultural Relations with Foreign Countries who is chairman of the organizing committee of the fair, said at the closing ceremony that the fair was successfully held in conformity with its basic purpose and expressed thanks to the international organizations, delegations of different countries and diplomatic envoys of various countries here for their sincere efforts and full cooperation made for the success of the fair.

U.S. to Blame for Search of DPRK Cargo Ship in Taiwan

    Pyongyang, August 21 (KCNA) -- The Taiwanese authorities forcibly searched the DPRK-flagged trading cargo ship Pegaebong that called at Kaohsiung Port on August 7 and confiscated the cargo on board though it carried the legally allowed cargo under a normal transport agreement, said a spokesman for the Ministry of Land and Marine Transport of the DPRK answering a question put by KCNA today.
    This was a criminal act in wanton violation of international law and rules and norms governing the relations between countries that call for the provision of normal operation of trading cargo ships and an intolerable infringement upon the sovereignty of the DPRK, he said.
    He dismissed the recent action as an expression of Taiwan's stand of supporting the U.S. hostile policy to stifle the DPRK and part of the U.S. strategy of "international blockade" against the DPRK that has already entered the phase of its implementation.
    He continued:
    The cargo is the legally allowed product in wide use in the world and reagent necessary for dressing non-ferrous metal as it is in line with the international convention on sea security, the convention on the protection of sea environment and the international regulations on cargo transport. However, the Taiwanese authorities intercepted the ship for no proper reason and confiscated the cargo. This was perpetrated under the pressure and manipulation of the U.S. which pursues a sinister political aim.
    Recalling that such incident was deliberately orchestrated by the United States in the run-up to the six-way talks, the spokesman declared:
    The United States should face up to the international trend toward peace against war and immediately stop such anachronistic criminal act of plugging its satellites into the collective "blockade operation" against the DPRK.
    The Taiwanese authorities should stop blindly following the United States and return at once the unjustly confiscated cargo, own due international responsibility for this and apologize for the incident without fail.


Simultaneous Actions Called for

    Pyongyang, August 20 (KCNA) -- The nuclear issue between the DPRK and the United States should be settled by actions, not by talking, that is, by simultaneous actions on the part of both sides. This is the basic principle and way for the settlement of the nuclear issue between them and, at the same time, the stand and attitude to be taken by the DPRK and the U.S. at the six-way talks as dialogue partners. Only then is it possible to smoothly discuss the issue at the talks and attain their basic aim. Rodong Sinmun today says this in a signed commentary as regards the rumors spread in the U.S. to sour the atmosphere of the talks and cast a shadow on the prospect of settling the nuclear issue.
    The master key to the settlement of the nuclear issue between them is for the U.S. to make a fundamental switchover in its hostile policy toward the DPRK, the commentary says, and goes on:
    The nuclear issue between them is a product of the U.S. hostile policy toward the DPRK. Accordingly, only when this policy is withdrawn, is it possible to resolve the acute nuclear issue between them and normalize the bilateral relations.
    The conclusion of a non-aggression treaty between the DPRK and the U.S. is the best way of settling the nuclear issue and putting an end to the hostile relations, belligerent relations between them.
    The DPRK will consider that the U.S. has practically given up its hostile policy toward the DPRK only when a non-aggression treaty with legal binding force is concluded between the DPRK and the U.S. and diplomatic relations established between them and it has been made clear that the U.S. does not hinder the DPRK from conducting economic cooperation with other countries.
    Whatever document the U.S. adopts and whatever assurances it gives without any legal binding force, the DPRK can neither believe in them nor accept them.
    An "early inspection" is impossible and unimaginable unless the U.S. drops its hostile policy toward the DPRK. The DPRK cannot dismantle its nuclear deterrent force unless the U.S. makes a bold decision to make a switchover in its hostile policy.
    The DPRK will confirm the U.S. willingness to make a switchover in its policy toward the DPRK at the upcoming six-way talks.
    At the talks it will clearly distinguish between the real and false intentions of the U.S. and take a corresponding step.


U.S. Apology and Compensation to Korean People Urged

    Pyongyang, August 20 (KCNA) -- Nouri Abdel Razzak Hussein, secretary general of the Afro-Asian People's Solidarity Organization, was interviewed by the KCNA correspondent in Egypt on August 10. He said he visited Pyongyang to participate in the International Conference for Peace on the Korean Peninsula and other solidarity functions and toured different parts of the DPRK when the Korean people were significantly celebrating the 50th anniversary of their victory in the Fatherland Liberation War.
    The Korean people, he further said, were fighting vehemently against the U.S. moves to isolate and stifle the DPRK. I learned more clearly about their anti-U.S. sentiments.
    The United States is obliged to apologize and compensate to the Korean people for its crimes in Korea and misfortunes and pains forced upon them.
    The United States should sign a peace treaty with the DPRK to ensure peace on the Korean peninsula.
    The reunification of Korea should be achieved in a peaceful way by the Korean nation itself in the spirit of the June 15 North-South Joint Declaration.
    We will warmly support the Korean people in the struggle for the independent and peaceful reunification of the country.


Anti-North Rowdyism of S. Korean Ultra-Rightists Castigated

    Pyongyang, August 20 (KCNA) -- The Grand National Party and other ultra-right conservative forces in south Korea staged what they called "August 15 people's rally" in Seoul on August 15, at which they did nasty acts against the sacred flag of the DPRK and went to the lengths of defiling the system in the north, crying for "complete stop to aid to the north" and "halt to the north's nuclear development". This rowdyism indicated that the anti-north confrontation hysterics of the south Korean ultra-right fascist elements have reached a very dangerous stage, says Minju Joson in a signed commentary today.
    It goes on:
    It must not go unnoticed that these extremely feverish acts outrageously hurting the dignity and prestige of the DPRK were committed with the patronage and connivance of the south Korean authorities. It is with this patronage and connivance that the GNP and the ultra-right conservative forces are going on the rampage and getting more heedless in their confrontation racket against the north.
    Their anti-north frenzy and confrontation moves are hysteric fits of those bereft of reason and their death-bed wriggle in a wretched lot in which they have been elbowed out of the stream of the times.
    It is proven by history that those who commit treason against the nation are shortlived.
    The improvement of inter-Korean relations, reconciliation and unity of the nation and reunification of the country are the desire and hope of the nation. Those who challenge this will face curse and denunciation by the nation and self-destruction.


Brilliant Life Dedicated to Cause of National Reunification

    Pyongyang, August 20 (KCNA) -- August 15 is not only the day of Korea's liberation but also the day of the country's division. In August every year, the Korean people look back on the tireless efforts exerted by President Kim Il Sung to achieve the reunification of the country.
    The country's reunification was a lifelong cause of the President.
    From the first days of the national division, he, regarding it as the supreme task of the nation to achieve the reunification of the country, put forward most correct and reasonable lines and proposals in each period of developments. All his thinking and activities were related with the issue of national reunification.
    He convened the historic south-north joint conference in April 1948 and called for the unity of all the patriotic forces of the north and south. In the 1970s he made a breakthrough for inter-Korean dialogue and negotiations which had been deadlocked, and had the July 4 North-South Joint Statement, based on the three principles of national reunification, adopted to provide a favorable climate for the reunification of the country.
    In the 1980s and 1990s he set forth the proposal for founding the Democratic Federal Republic of Koryo and the 10-point programme of the great unity of the whole nation so that the Korean people might strive for national reunification with a clear target and firm confidence.
    In the period from 1990 to 1994, he published various works such as "Let Us Achieve the Great Unity of Our Nation" and "Let the North and the South Open the Way to Peace and the Reunification of the Country in a United Effort," thus opening up a bright vista for national reunification.
    Even in the last moments of his life, he read and signed an important document related with national reunification.
    Today the cause of reunification, a lifelong desire of the President, is successfully being carried forward by leader Kim Jong Il at a higher stage.
    The historic June 15 North-South Joint Declaration was made public and the relations between the north and the south have turned into those of the Korean nation. The atmosphere of national reconciliation, unity and reunification prevails in all the political, economic and cultural fields.


Pyongyang International Commodity Exhibition

    Pyongyang, August 20 (KCNA) -- The 6th Pyongyang International Commodity Exhibition was held as an annual event with the participation of some 110 companies of the Democratic People's Republic of Korea, China, Germany and other countries and regions. The DPRK companies exhibited a numerical control electric-discharge lathe, Kumgang motor, Hwipharam and Ppokkugi-branded motorcars and other high-tech goods.
    The NC lathe processes 200 square meters of materials per minute, ensuring 0.001 millimeter in precision and 1.5 micrometers in clearness.
    NC machine tools registered by the International Standardization Organization (ISO) as 9002 are manufactured by the Korea Ryonha Machine Joint Venture Company.
    Kumdang-2 injection, efficacious for various kinds of diseases, and the Royal Blood-Fresh, an herbal health food, produced by the Korea Pugang Pharmaceutic Company, attracted deep interests of visitors.
    During the exhibition, products were ordered and contracts on technical cooperation made among companies.

Japanese Militarists' Farce under Fire

    Pyongyang, August 20 (KCNA) -- The Japanese prime minister visited the Cemetery of War Dead and then attended a national memorial service for the war dead on August 15. Timed to coincide with this, officials of the Koizumi Cabinet and Dietmen officially visited the "Yasukuni Shrine". Minju Joson today in a signed commentary dismisses this as a burlesque of those who dream of the revival of militarism, obsessed with it. The commentary goes on:
    Lurking behind this is the Japanese reactionaries' yearning for their crime-woven past history and their lingering desire to repeat it.
    The Japanese reactionaries' moves to repeat the above-said history have entered a very serious phase.
    They are contemplating dispatching a huge contingent of the "Self-Defense Forces" overseas under the pretext of "anti-terrorism war" and "international peace-keeping operation." And they are working hard to replace the "Peace Constitution," which they have so far maintained though ostensibly, by "War Constitution." The recent farce was a premeditated one as it was orchestrated against this background.
    Through this the Japanese reactionaries seek to stoke the hysteria of militarism mounting in Japan and thus realize their ambition for overseas expansion.
    The Japanese reactionaries' attempt to repeat the past, instead of coming out to redeem it is a blatant challenge and mockery of the world justice and conscience.
    The Japanese reactionaries are well advised to drop their foolish and anachronistic ambition for launching overseas expansion as it may bring disaster and misfortune to humankind again. If they persist in their moves to repeat the past history, instead of making sincere efforts to redeem it, that will only precipitate their self-destruction.

Protocol Signed between DPRK and China

    Pyongyang, August 20 (KCNA) -- A protocol of the 39th meeting of the Committee for Scientific and Technological Cooperation was signed with due ceremony between the governments of the DPRK and China in Pyongyang today.     Panmunjom, August 20 (KCNA) -- Notices on the effectuation of the agreements on the protection of investment, the avoidance of double taxation on income, the settlement of accounts and the procedures for the settlement of business dispute between the north and the south of Korea which had been signed and adopted at the Fourth Inter-Korean Ministerial Talks were exchanged through Red Cross liaison officials of the north and the south in Panmunjom today.

Vocero del Ministerio de Transporte Terrestre y Maritimo condena a EE.UU

    Pyongyang, 21 de agosto (ATCC) -- El 7 de agosto, las autoridades de Taiwan registraron por la fuerza el barco comercial "Pegaebong" de la Republica Popular Democratica de Corea que segun un contrato de trafico normal entro cargado de mercancias comerciales legitimas en el puerto Kaohsung y se las incautaron. Al responder el dia 21 a la pregunta de un reportero de la Agencia Telegrafica Central de Corea, el vocero del Ministerio de Transporte Terrestre y Maritimo de la RPDC dijo:
    Esto es un procedimiento criminal que violo flagrantemente el derecho y reglamentos internacionales para asegurar la navegacion normal del barco mercantil y las normas de correlaciones de los paises y un imperdonable atentado a la soberania de la RPDC.
    El presente caso constituye un claro acto de adhesion a la politica hostil de EE.UU. para aplastar la RPDC y un eslabon de la estrategia de "bloqueo internacional" contra esta, que entro en la etapa de practica.
    Los materiales cargados en el barco son las mercancias legitimas que convienen al Convenio Internacional sobre la seguridad en el mar y el Convenio de proteccion ambiental en el mar y a los Reglamentos internacionales en materia de transporte de mercancias y que se circulan ampliamente en escala mundial y son reactivos necesarios para la concentracion de minerales de metales no ferrosos. Pero, las autoridades de Taiwan lo detuvieron y se incautaron sus mercancias, lo que se debe a la presion y la manipulacion de EE.UU. que persigue un objetivo politico malsano.
    EE.UU. provoco intencionalmente el presente incidente en visperas de las conversaciones de 6 partes.
    .EE.UU. debe distinguir justamente la tendencia internacional a la defensa de la paz contra la guerra y poner fin de inmediato a sus actos criminales anacronicos de incorporar a los paises satelites en su "operacion de bloqueo" colectivo contra la RPDC.
    Las autoridades de Taiwan deben dejar de seguir ciegamente a EE.UU., deben volver de inmediato las mercancias injustamente embargadas y perdir sin falta disculpa por el presente incidente asumiendo la debida responsabilidad de ley internacional.


Presion militar no surtira efecto en Corea

    Pyongyang, 21 de agosto (ATCC) -- Recientemente, el ex director de la Agencia Central de Inteligencia y otros cabecillas de los halcones mas belicos de EE.UU. dijeron que el acuerdo de las conversaciones de 6 partes "no producira ningun cambio" y que EE.UU. y Corea del Sur "deben estar listos para la segunda guerra coreana incluido el ataque militar" pese al acuerdo sobre la apertura de ellas. Esto es una abierta manifestacion de la fuerza y una presion militar a la contraparte del dialogo. Asi senala el periodico "Rodong Sinmun" en un comentario individual de hoy y continua:
    Lo que no podemos pasar por alto es la actitud de las autoridades surcoreanas que se adhieren a las maniobras de EE.UU. dirigidas a desatar una guerra de agresion a Corea del Norte.
    El "ministro de Defensa Nacional" de Corea del Sur hablo del "aumento de gastos para la defensa nacional" y la capa militar surcoreana aplica en el simulacro "Ulji Focus Lens" la tactica de ataque que una unidad combativa ultramoderna de la fuerza terrestre estadounidense dotada con las armas de precision de punta elaboro conforme a la topografia de la Peninsula Coreana.
    Hasta la fecha, la Republica Popular Democratica de Corea hizo todos los esfuerzos por solucionar por via pacifica el problema nuclear entre los dos paises mediante el dialogo y las negociaciones.
    Por iniciativa de la RPDC tendran lugar pronto las conversaciones de 6 partes para la solucion del problema nuclear entre la RPDC y EE.UU.
    EE.UU. dice que "no tiene la voluntad de agredir a la RPDC" y desea el dialogo, pero, amenaza a esta y pretende aplastarla militarmente.
    Debe abandonar su vana ilusion de recibir cierta "concesion" por parte de la RPDC mediante la amenaza y chantaje militares en visperas de las conversaciones de 6 partes y asi realizar facilmente su ambicion de agresion a ella.
    EE.UU. y las autoridades surcoreanas deben enfriar su cabeza calentada por el frenesi de guerra y actuar con prudencia.


EE.UU. debe aclarar su posicion

    Pyongyang, 21 de agosto (ATCC) -- Si EE.UU. desea de veras la solucion final del problema nuclear a traves del avance exitoso de las conversaciones de 6 partes, debe sacar la leccion en sus acciones injustas del pasado y abstenerse de todos sus actos que enturbian el ambiente de las conversaciones preparadas por muchos esfuerzos. Asi senala el periodico "Minju Joson" en un comentario individual de hoy y continua:
    Las fuerzas conservadoras de EE.UU. difunden insistencias extranas de que "no se debe excluir que lleve el problema nuclear al Consejo de Seguridad de la ONU" en el "caso de terminar las conversaciones sin ver resultado fructifero".
    EE.UU. hace un hecho establecido el fracaso de las conversaciones de 6 partes que no se han empezado todavia y presenta hasta la direccion de proxima accion, lo cual es, en su esencia, una prueba abierta de que este pais no tiene gran esperanza de las presentes conversaciones sino insinua abiertamente su intencion de no participar activamente en el proceso de solucion del problema nuclear.
    Esto es una burla y un desafio imperdonables a la esperanza de la sociedad internacional que desea tanto la solucion positiva del problema nuclear.
    EE.UU. trata de reprimir el animo de alguien mediante la presion de guerra y de obtener un objetivo malsano politico en las conversaciones, lo cual no pasa de ser una ilusion vana. La posicion sobre la politica de ese pais con respecto a Corea es la piedra de toque que distingue si tiene o no la voluntad de resolver el problema nuclear RPDC-EE.UU.. Si este ultimo pais intenta aplastar militarmente a la RPDC sin abandonar su politica hostil a aquella, no podra esperar ningun exito de las conversaciones de 6 partes.
    EE.UU. debe esclarecer su posicion: el dialogo o la guerra.


Norte y Sur de Corea intercambian avisos sobre vigencias de acuerdos

    Phanmunjom, 20 de agosto (ATCC) -- Los delegados de enlace de las entidades de la cruz roja del Norte y del Sur de Corea intercambiaron reciprocamente el dia 20 en Phanmunjom avisos de vigencias del Acuerdo sobre la Proteccion de Inversion, el Acuerdo para la Prevencion de Doble Impuesto sobre los Ingresos, el Acuerdo sobre la Liquidacion y Aprobacion y el Acuerdo sobre el Procedimiento por la Solucion de Conflictos de Companias, entre el Norte y el Sur, que fueron firmados en la IV Ronda de Conversaciones a Nivel de Ministro Norte-Sur.


Obra de canal Paekma-Cholsan

    Pyongyang, 21 de agosto (ATCC) -- En Corea los constructores movilizados en la obra del canal Paekma-Cholsan cumplieron centenares de miles de metros cubicos de relleno de hormigon y centenares de metros de perforacion de tunel de canal. La longitud total de este canal en corriente natural para mejorar el sistema de irrigacion de la zona occidental del pais es de mas de 270 km.
    El canal regara con suficiencia la extension de 46 mil hectareas que incluye los distritos de Phihyon, Ryongchon, Yomju, Tongrim y Cholsan y una parte de la ciudad de Sinuiju.
    El canal permite eliminar mas de 260 estaciones de bombeo y mas de 400 bombas de agua para ahorrar decenas de miles de kwh.
    Preve construir planta electrica con capacidad generadora de miles de kwh.


Kim Jong Il recibe presente de delegacion de China
