The gift was handed to an official concerned yesterday by Curt Weldon, vice-chairman of the Armed Services Committee of the U.S. House of Representatives, who is heading the delegation.

More than 220 U.S. aerial espionage flights against DPRK in May

Pyongyang, June 1 (KCNA) -- The U.S. imperialists made more than 220 aerial espionage flights against the DPRK involving a great number of strategic and tactical reconnaissance planes of various missions in May, according to military sources. On May 29 the U.S. imperialists' RC-135 strategic reconnaissance plane made shuttle flights in the sky above the area between Paeka islet in the west sea of Korea and east of Sokcho, spying on the depth of the north.
On May 28, EP-3 electronic reconnaissance plane also made shuttle flights in the sky above areas between Yangyang, South Kangwon Province and west of Taebu islet. On May 20 and 22 P-3 patrol plane made similar flights in the sky above areas between Sokcho and the areas around Tokjok islet in the west sea, spying on the military targets of the north and its sea bed.
Meanwhile, the U.S. imperialists' RC-12 and RC-7B tactical reconnaissance planes also made shuttle flights in the sky above areas between Kwanghwado and Phochon and between Phochon and Sokcho, spying on the frontline and coastal areas.
These espionage flights clearly indicate the frantic attempt of the U.S. to stifle the DPRK by force, vociferating about the "nuclear crisis."

Guarantee of peaceful inauguration of Students' May Festival demanded in S. Korea

Pyongyang, June 1 (KCNA) -- More than 60 civic and social organizations including the south headquarters of the National Alliance for the Country's Reunification (Pomminryon), the Citizens' Solidarity for Democratic Society, the South Korean Federation of Women's Organizations and the South Korean People's Solidarity had a joint press conference for urging the guarantee of the peaceful inauguration of the Students' May Festival at the students' hall in Yonsei University on May 29, according to a news report. At the conference speeches were made by Ra Chang Sun, chairman of the south headquarters of Pomminryon, O Jong Ryol, permanent chairman of the National Alliance for Democracy and Reunification, Jong Kwang Hun, permanent representative of the South Korean People's Solidarity, and Kwon O Hon, president of the Council for Supporting the Prisoners of Conscience of the Family Movement for Realizing Democracy.
Noting that the South Korean Federation of University Student Councils (Hanchongryon) is a legal organization, they stressed that the legalization of Hanchongryon should not be begged for but it should stand tall as a mass organization.
The joint press release was read out by Han Sang Ryol, permanent co-representative of the reunification solidarity.
It demanded an immediate end to all forms of visible and invisible suppression of Hanchongryon including pressure upon and threat put to it such as searching for and arresting its members, after labeling them members of an "enemy-benefiting organization", and not allowing the use of the place for the inauguration of the students' may festival.
The press release demanded the government authorities immediately lift the label of "enemy-benefiting organization" attached to Hanchongryon and revoke the measure to arrest its members.
At the end of the press conference, the participants held a meeting to decide on the formation and operation of a citizens' monitoring group for an impartial news coverage to the peaceful inauguration of the Students' May Festival.

U.S. imperialists indicted for massacres of Koreans

Pyongyang, June 1 (KCNA) -- The Korean Democratic Lawyers Association made a full investigation into the massacres committed by the U.S. imperialists against the Korean people for a long period, and released an indictment urging the U.S. to own legal responsibility for them on Saturday. According to the indictment, the U.S. imperialists have committed untold brutal killings of Koreans in wanton violation of publicly-recognized international law and war regulations since the mid-19th century when they started an invasion of Korea.
In August 1866 they invaded Korea for the first time by the ship "General Sherman". at that time, in Pyongyang they looted inhabitants' properties, raped women and killed ten odd innocent inhabitants, firing bullets and shells at random.
From the beginning of the 20th century, they persistently instigated the Japanese imperialists to occupy Korea and crack down upon its people. In the meantime, they sent scout feelers to Korea under various names to hatch overt and covert plots to reduce it to their colony in future, while killing Koreans.
They massacred over one million Koreans from the day of their occupation of South Korea in 1945 to the day before the outbreak of the Korean War. During the war, they killed over 1.2 million civilians in the south of Korea and 3 million in the north and injured 1.5 million in the north and the south of Korea.
After all, one sixth of the population of Korea at that time were killed by the U.S. imperialists in the period from 1945 to 1953 alone. Since the ceasefire, the U.S. imperialists have committed an annual average of over 2,000 cases of various crimes including killings in South Korea, leaving at least 100,000 inhabitants dead or wounded.
So, no prescription can be applied for the above-said crimes committed by the U.S. imperialists in Korea for more than one hundred years but heavy legal penalties should be given to them for all ages under international law and practice.
In this regard, the U.S. imperialists should be to totally blame for not only the crimes committed by the united states itself but also the crimes done by bodies and individuals under the U.S. authority.
They must be accountable for all the crimes committed against the Korean people, irrespective of whether they were done by their legislative, administrative and judicial bodies within or beyond their authority.
In view of factors of crimes or in light of their nature and gravity, their massacres of Koreans are applicable to all forms of responsibility--political and moral responsibility, penal responsibility and material responsibility, the forms defined by international law.
The U.S. imperialists should totally admit the gravity and criminal nature of aggressive and war actions and killings done by them in Korea historically and apologize to the Korean and world peoples for them, and take practical measures to satisfy the demands of the Korean people so as to redeem their crimes.
Penalties should be imposed upon those who organized and ordered the aggression of Korea and the killings of Koreans and executed them in the 60s of the 19th century and all other U.S. imperialists who committed all sorts of massacres and violence in Korea during the Japanese imperialists' rule over it.
Relevant penalties should also be given to the U.S. imperialists who put South Korea under the "military rule" and committed barbarism in a desperate bid to keep Korea under their occupation after World War II and to those who planned, prepared, organized and gave orders for the application of war methods and means in violation of war regulations and rules and usage and the massacre of Koreans and executed them during the Korean war according to the gravity of the crimes regardless of their positions.
Besides, penalties should be imposed on all those have kept forces in South Korea and committed unprecedented human rights violations, killings and violence while seeking to provoke another war in Korea, and their accomplices.
Various forms and ways can be applied to impose such legal penalties on them.
The U.S. imperialists should legally punish those responsible in the U.S. according to the procedures and methods.
The U.S. should take such practical measures as instituting a law calling for investigating the massacre of Korean civilians and punishing those responsible, set up an organization or an advisory committee with such mandate at its congress or the administration so as to ferret out criminals who directly organized those crimes or perpetrated them together with accomplices and punish them according to the law.
The Korean people have a legitimate right to hold the U.S. imperialists accountable for those crimes anytime according to the law of the DPRK.
In case they are tried under the law of the DPRK, they will face appropriate punishment according to the gravity of their crimes under its criminal law.
The U.S. imperialists' mass-killings of Koreans were a serious challenge to the justice and peace of the world and conscience and morality of humankind.
The international community, therefore, may set up an appropriate international court and punish GI criminals by its ruling under the watch of the world people.
In that case the Korean people have a legitimate right to disclose the GIs' crimes at the international court, strongly demand it sternly judge criminals and execute sentences.
The Korean people have a legitimate right to institute legal proceedings against the U.S. crimes and punish them anytime.
The Koreans will exercise this right generation after generation.
Today the U.S. imperialists are working hard to start a nuclear war on the Korean Peninsula in a bid to massacre the Koreans under the pretext of its "nuclear issue", far from apologizing for the massacre of Koreans they committed century after century.
It is our belief that the lawyers, politicians, democratic figures and peace-loving people the world over who respect human rights and love justice and peace would join in the international campaign to try the U.S. imperialists who killed Koreans century after century at the international war crimes tribunal, pay due attention to the U.S. imperialists' new criminal moves against peace on the Korean Peninsula and humankind and make positive efforts to frustrate them in time.

Kim Jong Il inspects KPA unit honored with title of Kum Song Lifeguard

Pyongyang, June 1 (KCNA) -- Supreme Commander Kim Jong Il today inspected KPA unit 716 honored with the title of Kum Song lifeguard. He dropped in at the servicemen's hall where he saw combat records of the unit shining with victory and glory and heard an explanation about its history.
Noting that the unit has performed great exploits, thus fully demonstrating the heroic mettle of the KPA, he called on the servicepersons of the unit to emerge ever-victorious in the future, too, by preserving its proud tradition.
At the operation commanding room, he heard from the commander of the unit how it is performing its duty.
After watching the training of servicepersons of the unit, he was greatly satisfied to see all the servicepersons of the unit fully prepared politically and ideologically and in military technique and physically to wipe out any formidable enemy at a single blow.
He learned in detail about the management of the unit, looking round the compound of the barracks reminiscent of a park.
He was greatly pleased to see the barracks that look fascinating.
Then he moved on to a company under the direct control of the unit.
He paid deep attention to the living of its soldiers, looking round entertainment, educational and logistic facilities.
He praised the commanding officers for showing deep love for their soldiers, noting with great pleasure that the company is assiduously and methodically managing its economic life by learning from the fighting spirit and way of life of the anti-Japanese guerrilla army and its officers are taking warm care of its soldiers as they would do their own flesh and blood.
At the outdoor resting place of the unit, he spared time to see a collection of drawings "soldier's worthwhile days will always be remembered" of private first class Ri Song Hyok.
After seeing one by one Ri's drawings truthfully depicting the worthwhile days of his service, he said it is very good for the servicemen to make their life rewarding so that they might always remember their proud days spent as soldiers nothing is more honorable and worthwhile than to dedicate their youth to the defence of the country, he added.
He enjoyed an art performance given by servicepersons of the company while having a pleasant rest on Sunday.
After listening to their songs, he said that our soldiers not only like to make a revolution and wage a struggle but lead an optimistic life and gave a warm pep-talk to them.
He had a photo session with servicepersons of the unit.

U.S. insistence on "five-party talks" rebuffed

Pyongyang, May 31 (KCNA) -- The United States, not yet responsive to the DPRK's new and bold proposal for the settlement of the nuclear issue on the Korean Peninsula, is adamantly insisting on the format of talks rather than their content, clamoring for the "five-party talks." This only reveals what the U.S. is really seeking as regards the nuclear issue on the peninsula. Minju Joson today in a signed commentary says, and goes on:
Holding fruitless talks would only mean wasting time and would be worse than having no negotiations.
    The news analyst continues:
What is essential for settling the nuclear issue on the Korean Peninsula is not any format of talks but for the U.S. to have a will to settle the issue.
The issue was spawned owing to the nuclear threat and blackmail caused by the U.S. hostile policy toward the DPRK.
The key to resolving this issue can be found only when the U.S. has a true willingness to make a switchover in its DPRK policy. The issue will never be settled unless the U.S. makes a bold switchover in its DPRK policy. If the U.S. is ready to change this policy, such a thing as format of talks will not be a problem as far as the settlement of the nuclear issue is concerned.
We are not opposed to the talks for the settlement of the issue.
It is our consistent stand to peacefully settle the issue through dialogue. It is our stand that the DPRK-U.S. talks should be held to be followed by the U.S.-proposed multilateral talks.
Through the multilateral talks the U.S. seeks to obstruct the settlement of the issue overtly and covertly and shift the blame for it onto the DPRK in a bid to secure a leverage of international pressure on the DPRK and attain its sinister purpose.
The U.S., however, is seriously mistaken. The U.S. sinister attempt will never work on the DPRK.

U.S. "road map to Mideast peace" accused

Pyongyang, May 31 (KCNA) -- A month has passed since U.S. President bush proposed "road map to Mideast peace" to Palestine and Israel as a trump card with which to implement his Mideast policy. The "road map" calls for doing away with Palestinian "terrorist" organizations, making Israel withdraw from the territory of Palestine and setting up a Palestinian state on three phases ending in 2005.
Lurking behind this "road map" is the U.S. sinister intention to edge itself into the issue of Palestine-Israel relations, the main issue in the settlement of the Mideast issue, and wirepull it in a bid to cover up its true colors as a harasser of Mideast peace and materialize its Mideast strategy without fail.
The real purpose of its Mideast strategy is to isolate and weaken anti-U.S. countries by using Israel as a shock brigade and pro-U.S. Arab countries as its allies and thus seek its domination and interests in this region.
The core of the "road map" is to disarm the Palestinian "terrorist" organizations as they are obstacles to implementing the U.S. Mideast strategy.
The "road map" mainly deals with the "reform" of the Palestinian authority and the mopping up of "terrorist" organizations while almost turning aside principled issues arising in building the Palestinian state such as status of Kuds, repatriation of the Palestinian refugees and borderline.
The "road map" also calls for placing all the Palestinian security organizations under the new Palestinian Prime Minister and forcing them to disarm themselves. This betrays the U.S. sinister attempt to make the Palestinian president titular and turn the confrontation between Palestine and Israel into that between the Palestinian authority and the Palestinian "terrorist" organizations in a bid to plunge Palestine into "a civil war".
The "road map" set out by the bush administration can be called "road map for greater Israel empire" as it is aimed to carry out the aggressive Mideast policy of the U.S. and Israel, a policy aimed to raise Israel's status in the Arab region to found "greater Israel empire."
The Bush administration has made persistent efforts to put the "road map" into practice.
The United States and Israel are becoming undisguised in their moves to deprive the present Palestinian President of any authority.
During his two Mideast trips in the last three weeks Powell met the new Palestinian Prime Minister, while ignoring Arafat.
During his Mideast tours Powell took great pain to assert the justice and importance of the "road map," negotiating with different countries.
Pretending to be interested in the economic development of the middle east, the U.S. is talking about the conclusion of "an agreement on free trade" with Arab countries.
All these facts go to prove that the United States, while paying lip-service to Mideast peace and stability, is, in fact, keen to calm down the anti-U.S. spirit that has mounted among the Arab countries with the Iraqi war as a momentum and use Israel for realizing its ambition for dominating the region.

Anniversary of Kim Il Sung's work marked

Pyongyang, May 31 (KCNA) -- Rodong Sinmun today carries a signed article on the occasion of the 17th anniversary of President Kim Il Sung's famous work "Historical Experience of Building the Workers' Party of Korea". The exploits the president performed in building and leading the party on the basis of Juche idea have been brilliantly carried forward and developed by Kim Jong Il and they remain shining in the new century, the article says, and goes on:
The leadership provided by Kim Jong Il to develop the WPK into an invincible revolutionary party is great in that he has led it to preserve its revolutionary character as the eternal party of Kim Il Sung.
Thanks to the dynamic leadership provided by Kim Jong Il to strengthen the WPK into invincible combat ranks which have firmly established the monolithic ideological system under the uplifted banner of modeling the whole party on the Juche idea, the WPK could strikingly demonstrate its might as the party of the leader, remaining unfazed even when socialism collapsed in eastern Europe overnight. He has intensified the drive to strengthen the WPK into the powerful revolutionary vanguard capable of carrying out the idea and cause of the president since his demise, in particular.
The greatness of Kim Jong Il has also been clearly proved by the fact that he has turned the WPK into invincible combat ranks as strong in organization and discipline as the Korean People's Army and brought about a fresh turn in the method and style of the party work as required by the Songun era.
It is thanks to his wise leadership that the Juche-oriented Songun idea prevails throughout the party and the WPK has grown to be ever-victorious combat ranks as strong in organization and discipline as the KPA.
Guided by the Songun idea, the party has achieved the single-hearted unity and there are the revolutionary discipline and order whereby all members of the party act as one as intended by the leader.

Implementation of June 15 Joint Declaration called for

Pyongyang, May 31 (KCNA) -- The historic June 15 North-South Joint Declaration is a declaration of national independence and reunification and a landmark for the reunification of the country which solemnly stated at home and abroad that the issue of the country's reunification should be settled independently by the concerted efforts of the Korean nation, its master, says Rodong Sinmun today in a signed article. The article continues:
The wonderful changes and progress in the inter-Korean relations and the national reunification movement after the publication of the June 15 Joint Declaration eloquently prove that the Korean nation has nothing impossible and may surmount any ordeals and difficulties and achieve independent reunification when it advances along the way indicated by the joint declaration.
The idea of "by our nation itself" clarified in the joint declaration is a national banner encouraging all the fellow countrymen to achieve national unity and independent reunification as it is a great proposition in the era of national independence and reunification.
The whole Korean nation should reject "cooperation" with the foreign forces, pool its efforts for national cooperation and give impetus to the struggle for reconciliation, cooperation and reunification.
There can be no progressives and conservatives, class and strata in the present movement of the Korean nation itself for independent reunification and all the fellow countrymen should play their role in the joint struggle to implement the joint declaration, irrespective of differences in ideology, political view and religious belief.
To check and frustrate the U.S. imperialists' moves to stifle the DPRK and ignite a nuclear war is a life and death struggle to defend the dignity and vital right of the Korean nation and peace of the country. All the fellow countrymen should turn out in the anti-U.S. anti-war struggle for the destiny of the nation and make a resolute counter-attack on the U.S. imperialists' moves to stifle the DPRK and launch a nuclear war.
