Inter-Korean ministerial talks close

    Pyongyang, April 30 (KCNA) -- The tenth inter-Korean ministerial talks were held here from April 27 to 29. At the talks, both sides had an exhaustive discussion on the matters raised and reached an agreement on major points with a common stand and will to sincerely implement the historic June 15 North-South Joint Declaration.
    A joint press release was published at the talks.
    According to it, the north and the south reconfirmed the basic spirit of the June 15 North-South Joint Declaration and agreed to invariably abide by the declaration and continue implementing it to the letter.
    They also had an exhaustive discussion on their stands on the nuclear issue on the Korean Peninsula and agreed to continue to cooperate with each other in the efforts to settle the issue peacefully through dialogue. They agreed to make sure that the June 15 Grand Festival for National Reunification to take place on the occasion of the third anniversary of the joint declaration is successfully held in an atmosphere of reconciliation and cooperation, and support each other so that the festival may be put on a regular basis.
    Both sides agreed to have discussions on the participation of the north side's sporting and cheering groups in the Universiad to take place in Taegu in August. And it was agreed that the south side would provide all conveniences to them.
    They decided to push ahead with the agreed cooperation projects which are now under way or under plan.
    The two sides agreed to take relevant steps to successfully promote cooperation projects including an event for the reconnection of rail and road links in the east and west coastal areas, a ground-breaking ceremony for the construction of the Kaesong Industrial Zone, Mt. Kumgang tourism and compatriotic and humanitarian issues.
    They also agreed to have the fifth meeting of the north-south committee for the promotion of economic cooperation in Pyongyang from may 19 to 22 with a view to discussing and settling the issues arising in economic cooperation.
    They decided to push forward the settlement of the issue of separated families and relatives.
    They agreed to have a ground-breaking ceremony for the construction of a reunion center for separated families and relatives at an early date and the seventh reunion of separated families and relatives at Mt. Kumgang resort on the occasion of the 3rd anniversary of the joint declaration.
    They agreed to hold the 11th north-south ministerial talks in Seoul from July 9 to 12.
    The adoption and publication of the joint press release reflecting the common stand of both sides at the 10th talks fully demonstrated the desire and will of the Korean nation to boost the north-south relations and work hard for reconciliation, unity and reunification in the basic spirit of the joint declaration no matter how the situation, circumstances and conditions may change at home and abroad.


KCNA on recent DPRK-U.S. talks

    Pyongyang, April 30 (KCNA) -- The U.S. again seeks to refer the DPRK's nuclear issue to the UN in the wake of the DPRK-U.S. talks held in Beijing to find a solution to the nuclear issue. According to AP, the Bush administration on April 25 said "it will confer with allies about possibly seeking un sanctions against North Korea" and Reuters reported that the U.S. would again propose the un security council adopt a statement denouncing North Korea's nukes. The South Korean MBC said that the U.S. is contemplating referring North Korea's nuclear issue to the UNSC again.
    These are one more intolerable challenge to the dialogue partner as they clearly prove that the U.S. is escalating its desperate moves to put international pressure upon the DPRK and bring it to its knees by internationalizing the nuclear issue on the Korean Peninsula under the abused name of the UN.
    The U.S. claims it does so because the DPRK did not accept its demand for the dismantlement of its nuclear program before dialogue but made a bomb-like statement at the talks. This is, however, illogical as it can convince no one. These can not be construed otherwise than a mean trick to justify its deliberate act intended to prevent talks from making progress and slander the DPRK which has approached the talks from a sincere stand and attitude.
    If the talks were to make progress the U.S. should have clarified its political will to make a brave switchover in its hostile policy toward the DPRK at the talks and proved it in practice.
    It is because the nuclear issue on the Korean Peninsula is a product of the U.S. hostile policy toward the DPRK. Putting an end to the bilateral hostile relations is, therefore, a precondition for the success of the talks.
    However, the U.S. unilaterally repeated its previous assertion that the DPRK should scrap its nuclear program before dialogue without saying anything about such issue.
    As far as the dismantlement of the nuclear program is concerned, it means disarmament presupposing a "verifiable inspection". The Iraqi war proved that inspection is a prelude to a war.
    In case the DPRK, small in its territory and population, becomes a "respected member of the international community" after being completely disarmed, what does this mean to it?
    How can it counter with acts of aggression on the part of the U.S. which defies even the UN and international law for its own interests?
    The U.S. which possesses the biggest number of nuclear weapons in the world and poses a constant threat to other sovereign countries with them should scrap its nuclear program before such a small country as the DPRK does.
    At the recent talks the DPRK made a new and bold proposal to clear up at the same time the bilateral concerns of the DPRK and the U.S., parties concerned with the nuclear issue on the Korean Peninsula. But the U.S. attended the talks empty-handed and kept urging the DPRK to accept Washington's worn-out proposal for the dismantlement of its nuclear program in consequence, the talks ended without results.
    All these facts go to clearly prove that the U.S. did not attend the talks to have an in-depth discussion on outstanding issues between the two countries but misused them for seeking a pretext for isolating and stifling the DPRK and securing a leverage to put unilateral pressure upon it in a bid to bring the nuclear issue to the un from the beginning.
    The talks proved fruitless due to the U.S. misbehavior. But the DPRK, which wants to peacefully settle the nuclear issue on the Korean Peninsula, does not think that the talks came to a complete rupture.
    The resumption of the DPRK-U.S. talks entirely depends on whether the U.S. drops its hostile policy toward the DPRK or not.
    If the U.S. brings up the nuclear issue for discussion at the un and seeks a resolution on applying sanctions against the DPRK, far from renouncing its hostile DPRK policy, the DPRK will take self-defensive measures, regarding it as the green light to a war.
    The DPRK has a self-defensive capacity and physical deterrent force strong enough to wipe out any aggressors at a single stroke. The U.S. air attack will be countered with the air attack of the Korean People's Army and its land strategy with KPA land strategy.
    The DPRK is ready for both dialogue and confrontation.
    It will closely follow the U.S. moves.


Japan's shamelessness and moral vulgarity under fire

    Pyongyang, April 30 (KCNA) -- At the 59th meeting of the UN Commission on Human Rights held in Geneva recently Japan made shameless remarks that its government has fulfilled its legal responsibility for the crimes related to the "comfort women" for the imperial Japanese army and other past crimes and the issue has been finally settled. Meanwhile, media of Japan are spreading stories intended to justify the distortion of facts in history textbooks, claiming that such references as "aggression", "massacre" and "forcible drafting" related to Japan's past crimes are "self-tormenting expressions" and they are marked by "anti-Japanese sentiment".
    In this regard Minju Joson today in a signed commentary says:
    This is nothing but shameless assertions which can be made only by Japan ill-famed for its shamelessness and moral vulgarity.
    Japan is the world's worst war criminal state as it committed unprecedentedly hideous crimes against humanity in the past century.
    Japan seeks a sinister aim in insisting on its wrong stand and attitude toward its crime-woven past even in this new century.
    This is evidenced by the fact that Japan is hell-bent on turning the country into a military power and dispatching its "self-defense forces" overseas under the ever-more complicated and tense international situation.
    Japan's shameless attitude toward its past lashes not only the Korean and other Asian people but the people of the rest of the world into a great fury.
    If Japan continues going shameless and morally vulgar, failing to properly judge the Korean people's determination and will, this will be little short of adding fuel to the fire.
    Japan should stop at once such act as inviting self-destruction but sincerely opt for redressing its crime-ridden past, though belatedly.


Rodong Sinmun on calls of c.c. WPK

    Pyongyang, April 30 (KCNA) -- The calls issued by the Central Committee of the Workers' Party of Korea on the occasion of the 55th anniversary of the Democratic People's Republic of Korea serve as a militant banner which helps demonstrate the dignity and might of the DPRK, says Rodong Sinmun today in a signed article. It goes on:
    The calls give an all-round exposition of the tasks and ways of struggle to be carried on for the building of a great prosperous power at present.
    The dignity and might of the DPRK are expressed in uniting around the headquarters of the revolution. The calls are the banner of unity which firmly consolidates the harmonious whole of the party, the army and the people based on the Songun idea.
    The calls are a banner for strengthening the revolutionary armed forces in every way and decisively increasing their combat power and role and a banner of leaping progress and innovation for bringing about a new change in the economic and cultural construction.
    The calls represent Kim Jong Il's iron faith and will to strengthen the revolutionary position of Korean socialism in every way and enhance the dignity and might of the DPRK to the utmost. Therefore, the calls serve as a militant banner for encouraging the army and people of Korea in their general advance for the building of a great prosperous power.


U.S. branded as kingpin of international terrorism

    Pyongyang, April 30 (KCNA) -- The United States has neither qualification nor justification to talk about "terrorism", but it is the kingpin of international frauds and terrorism, said Rodong Sinmun in a signed article on Tuesday. The U.S. has adopted international frauds and terrorism as its national policy in a bid to attain its dominationist aims, the article said, and went on:
    Highhanded nature of this policy can be seen in the U.S. military terrorism. It has been clearly evidenced by the unilateral U.S. military attack on Iraq launched on march 20 without any legal ground or justification.
    The 1983 invasion of Grenada, the 1986 air raid on Libya, the 1989 invasion of Panama, the 1999 indiscriminate air raid on Serbia and Montenegro, the Afghan war after the September 11 incident, etc. are just part of state-sponsored military terrorism that reveals the tyrannical and criminal nature of the U.S. terrorist policy.
    Subversive activities and assassination are also part of the trite terrorist methods employed by the U.S. it conducted at least 900 assassination operations between 1961 and 1976 alone.
    Besides, there were the blowing-up of a Cuban airliner in 1976 and the hijacking of an Egyptian airliner in 1985. And military coups took place in Asia, Africa and Latin America in the 1950s to establish pro-U.S. regimes, which clearly proves that they were engineered behind the scene by none other than the U.S.
    Though the Cold War ended and the world greeted a new century, the U.S. has brought up the "nuclear issue" of the DPRK for discussion at the United Nations. This is a trick intended to internationalize the issue and find a pretext to perpetrate political, economic and military terrorism against the DPRK by abusing the name of the UN.
    The U.S. is seeking to spark the second Korean war, new state terrorism, any moment. Though it comes out to the negotiating table with the DPRK, but it will be no more than a deceptive peace offensive, a hide-and-seek play, if the U.S. is not ready to make a bold decision to renounce its policy to stifle the DPRK and provide the latter with a legal security guarantee.
    No deceptive trick, fraud and terrorism can ever work on the DPRK, the article declared.


White slag used widely

    Pyongyang, April 30 (KCNA) -- Researchers of the chemical institute of Kim Hyong Jik University of Education have steadily expanded the sphere of the utility of white slag from thermal power plants. A new kind of adsorbent has been made with white slag to preserve historical relics and its production processes established.
    The adsorbent is better in quality, longer in serviceable life, lower in production cost and simpler in production than other kinds.
    A chemical method of refining transformer oil has been invented and an adsorbent producer and transformer oil refinery built.
    Ten kilograms of the adsorbent are enough to refine 1.5 tons of transformer oil.
    The refining does not need electricity and the production processes are very simple.
    Quality ultramarine has also been made.
    It is used in making painting and coating materials and printing ink which have already been used in different domains.
    The white slag is also used to purify radioactive spent water and refine hydrogen.


2,500-ton high-pressure hydraulic press

    Pyongyang, April 30 (KCNA) --2,500-ton high-pressure hydraulic presses have been introduced widely in economic sectors of the Democratic People's Republic of Korea. The press is used for synthesis and hot and cold stamping of hard materials such as artificial diamond and boron nitride.
    With a peculiar packing, the press has the least loss of pressure in the main cylinder of the oil pressure system.
    The serviceable life of the packing is ten years.
    The weight of the press is 16.5 tons.
    The parameters of the press can be changed as demanded by purchasers.
    The machine is popular in Germany, Poland, China and other European and Asian countries.
    It won a gold medal in the Leipzig International Fair.


Intensified anti-war, anti-U.S. struggle called for

    Pyongyang, April 30 (KCNA) -- Peace can be achieved only through a struggle against the warlike forces, its enemy, and the peace-loving people should, therefore, energetically turn out in the struggle against the imperialists' moves for a war of aggression. Rodong Sinmun today says this in a signed article.
    It goes on:
    The reality requires all the people of the world not to weaken the struggle against the imperialists' aggression and their moves for war but put up a more vigorous fight under the uplifted banner of anti-imperialist struggle.
    The anti-U.S. struggle is the main form of the on-going anti-war struggle.
    U.S. imperialism is the root cause of disturbing the world peace order and the chieftain of aggression and war.
    It invents new pretexts to invade other countries after concluding a war in a bid to escalate the war into other regions.
    The U.S. imperialists are becoming undisguised in their aggression and armed intervention in sovereign countries under the pretext of "establishment of democratic order", "anti-terrorism" and "destruction of weapons of mass destruction."
    Any peace-loving country and people should never allow themselves to be involved in any acts of interfering in other countries' internal affairs or infringing upon their sovereignty but wage an uncompromising struggle against such practices.
    If any country provides the U.S. imperialists with conditions for waging a war or joins them in pursuit of economic interests, this will be as foolish an act as throwing itself into shambles of war.
    As peace is meant for the popular masses, humankind, all the peace-loving people of the world should firmly unite to intensify the anti-war, anti-U.S. struggle.
    The Korean people who are exposed to greater threat of aggression from the U.S. imperialists than anyone else will wage a more vigorous struggle against the U.S. imperialists' moves for war of aggression with a principled stand on the war and thus make a positive contribution to ensuring peace on the Korean Peninsula and the global peace and security.

    Pyongyang, April 30 (KCNA) -- Rodong Sinmun today editorially calls upon all the party members, servicemen and people to turn out as one in the struggle to carry through the calls of the Central Committee of the Workers' Party of Korea with invincible faith and optimism in a bid to greet the 55th anniversary of the DPRK with high political enthusiasm and proud successes in work. Kim Jong Il has led the Korean revolution to victory with his invincible faith and optimism which way the wind may blow, the editorial says, and goes on:
    All the party members, servicemen and people should firmly believe him to be the destiny of the country and the revolution and absolutely worship him and have a firm will to uphold his Songun idea and leadership with loyalty.
    When the enemy's moves become all the more undisguised, we should work and live in the spirit of devotedly defending the headquarters of the revolution and have a firm viewpoint that military affair is number one and national defence is a preferential work.
    All the party members and other working people should bring about a new great advance in all the domains of the socialist economic construction with the same faith and optimism as displayed in the period of the "arduous march". They should carry through the line of the socialist economic construction on developing the national defence industry on the preferential basis in the Songun era.

DPRK FM spokesman accuses U.S. of derailing denuclearization Process in Kore

    Pyongyang, April 30 (KCNA) -- A spokesman for the DPRK Foreign Ministry issued a statement today as regards the nuclear issue between the DPRK and the U.S. that has entered a crucial phase. The statement says:
    The denuclearization of the Korean Peninsula was proposed by the DPRK and it has made positive efforts for it as it is the wish of the whole Korean nation.
    The DPRK government has long consistently called for the denuclearization of the peninsula from its peace-loving stand.
    In January 1992 it adopted the "joint declaration on denuclearization of the Korean Peninsula" with South Korea and has striven hard to implement it by the efforts of the whole nation.
    The U.S. however, has persistently pursued its strategic aim, going against the desire of the Korean nation. Finally it went to the lengths of torpedoing the process of denuclearization in Korea.
    It is a publicly recognized principle and requirements of international law that nuclear weapons states should respect the status of non-nuclear states and refrain from threatening those countries with all types of arms including nukes.
    But from the very day of its assumption of office, the present U.S. administration, not content with pursuing an undisguised hostile policy toward the DPRK, singled out it as part of "an axis of evil" and a target of U.S. preemptive nuclear attacks, wantonly violating the NPT and all other international agreements and virtually reducing the inter-Korean declaration on denuclearization to a dead document.
    The DPRK called for the denuclearization of the Korean Peninsula to ensure peace and protect the sovereignty and the dignity of the nation, not to disarm itself under the U.S. pressure and fall victim to a war.
    The reality requires the DPRK to deter the escalating U.S. moves to stifle the DPRK with a physical force, compels it to opt for possessing a necessary deterrent force and put it into practice.
    The U.S. is entirely to blame for this development.
    The U.S. describes this stand of the DPRK as "threat" and "blackmail" to it.
    It is, however, illogical.
    The U.S. was the first to have access to nukes and is the world's biggest possessor of weapons of mass destruction.
    The Bush administration asserts that it is just for the U.S. to mount preemptive attacks on other countries when it deems necessary and has already perpetrated them in Afghanistan and Iraq.
    Such a war group of the superpower openly listed the DPRK as part of "an axis of evil" and a target of its preemptive nuclear attack. Isn't it a threat?
    How can the possession of means by such a small country as the DPRK for just self-defence along be "threat" and "blackmail"?.
    This is just like a guilty party filing the suit first.
    The DPRK has already set forth a practical proposal to cross over the prevailing crisis in a peaceful manner and fundamentally settle the nuclear issue at the recent Beijing talks and the U.S. delegation went back after properly hearing about the DPRK's stand.
    The U.S. administration is now becoming increasingly assertive that the DPRK's issue be referred to the UN again in a bid to internationalize it.
    The UN is not a body meant to control small countries in the interests of big countries.
    If the UNSC is to discuss the nuclear issue on the Korean Peninsula, it should take to task the U.S. blame for having derailed the process of denuclearization of the Korean Peninsula.
    If the U.S. finally brings up the nuclear issue for discussion at the UN and abuses its name again, the DPRK will be left with no option but to consider taking practical measures to cope with an emergency.
    It will be clearer that what the DPRK will decide will be neither a threat nor blackmail.
    Whether the Korean Peninsula becomes denuclearized or not will entirely depend on the U.S. policy.

atcc comenta resultado de conversaciones rpdc-ee.uu. de beijing

    pyongyang, 30 de abril (atcc) -- despues de las conversaciones para la solucion del problema nuclear de la peninsula coreana sostenidas en beijing entre la republica popular democratica de corea y los estados unidos, este ultimo pais trata de volver a llevar ese problema a la onu. esto es una clara prueba de la ampliacion escalonada de las obstinadas maquinaciones de ee.uu. encaminadas a doblegar con la presion mundial a la rpdc al internacionalizar a toda costa el problema nuclear de la peninsula coreana a traves de la onu, y como tal constituye un imperdonable desafio a la contraparte del dialogo.
    estados unidos dice que a la onu el problema nuclear de la rpdc debe ser llevado porque esta, en vez de aceptar la demanda de la "renuncia nuclear, primero", profirio "palabras de bomba" en dichas conversaciones.
    esto es una teoria injusta que no puede convencer a nadie y una vil artimana para justificar su acto intencional con que puso obstaculo artificial en la marcha de las conversaciones y para denigrar la rpdc que tomo la invariable y sincera posicion en ellas.
    para llevarlas al exito ee.uu. debio patentizar antes todo su voluntad politica de cambiar audazmente la politica de hostilidad a la rpdc y mostrarla con accion, porque el problema nuclear de la peninsula coreana es un producto de esta politica de hostilidad y la eliminacion de las relaciones hostiles constituye una premisa para el exito de las conversaciones.
    pero, en dichas conversaciones ee.uu. no hablo ni una palabra de ese particular reiterando su unilateral insistencia anterior "renuncia nuclear, primero".
    la "renuncia nuclear, primero" significa el desarme que tiene por premisa la "inspeccion" y esta constituye un preludio de la guerra, como se probo ya en la guerra iraqui.
    la rpdc propuso la nueva y trascendental medida de solucion para eliminar a la vez las preocupaciones de ambos paises, partes interesadas en el problema nuclear de la peninsula coreana, pero ee.uu. participo con manos vacias e impuso a aquella la ya ineficaz insistencia de la "renuncia nuclear, primero". por eso, las conversaciones terminaron infructuosas.
    todos los hechos demuestran que originalmente ee.uu. aprovecho las conversaciones no como un lugar para la discusion sincera de los problemas pendientes con la rpdc sino como medio de presion unilateral para preparar un pretexto con que aislar y aplastar la rpdc y llevar el problema nuclear a la onu.
    la reanudacion de las conversaciones rpdc-ee.uu. depende enteramente de la actitud posterior de este ultimo pais: renunciar o no su politica hostil a aquella.
    estamos listos tanto para el dialogo como para el enfrentamiento. observaremos con agudeza los movimientos posteriores de ee.uu.
