SPA to meet

    Pyongyang March 6 (KCNA) - The Presidium of the DPRK Supreme People's Assembly issued a decision to convene its session. According to the decision dated March 4, the 6th Session of the 10th SPA of the DPRK will be convened in Pyongyang on March 26.


U.S. urged to accept DPRK's proposal for concluding non-aggression treaty

    Pyongyang, March 5 (KCNA) -- Rodong Sinmun today in a signed commentary accuses the United States of describing the DPRK's proposal for concluding a non-aggression treaty as "brinkmanship tactics" to get a sort of "reward" from it. It goes on:
    The DPRK's proposal for concluding a non-aggression treaty with the U.S. is aimed to provide a legal binding force to keep the U.S. from posing a nuclear threat to the DPRK and it has nothing in common with "brinkmanship tactics."
    The DPRK is bored with hypocritical U.S. promises devoid of any legal binding force.
    In the 1990s the then U.S. President sent a message of assurances to the DPRK. But later, the U.S. threw it away like a pair of old shoes.
    Moreover, the Bush administration says that it has no intention to invade the DPRK but its words do not match with its deeds.
    It turned down the DPRK's proposal for holding dialogues, while paying lip-service to the "peaceful settlement of the nuclear issue," and it said that it is not in a position to legally assure the DPRK of non-aggression despite its assertion that it would not invade the DPRK by force of arms.
    No matter how many security assurances that lack any legal binding force the Bush administration may give to the DPRK, it is not interested in them at all.
    That's why the DPRK calls for concluding a non-aggression treaty with a legal binding force to be approved by U.S. Congress. What we need is a legal guarantee to be provided by a treaty as valid as international law. The U.S. should not flee from its heavy responsibility for spawning the nuclear crisis on the Korean Peninsula but promptly opt for direct talks with the DPRK to conclude a non-aggression treaty with the DPRK, the most aboveboard and reasonable proposal to provide the best solution to the pending issues between the two countries.


U.S. test nuclear war against DPRK flayed

    Pyongyang, March 5 (KCNA) -- Rodong Sinmun today in a signed commentary denounces the United States for starting together with the South Korean military the provocative Foal Eagle war exercise under the simulated conditions of war against the DPRK on March 4. The war exercise is an adventurous war maneuver aimed to seek a military solution to the nuclear issue on the Korean Peninsula and stifle the DPRK by force of arms at any cost, the commentary says, and goes on:
    It is the Korea policy of the U.S. imperialist war hawks to stifle the DPRK by force under the pretext of its nuclear issue and topple its dignified socialist system.
    The U.S. imperialists are staging the large-scale joint military exercises against the DPRK at a time when they are driving the situation to an extreme pitch of tension while ceaselessly bolstering their aggression forces in and around the Korean Peninsula. No one can deny that such moves are the dangerous escalation of their military actions against the DPRK and undisguised moves for aggression.
    What merits a serious attention is that the Foal Eagle is timed to coincide with the Rsoi war exercise. No one can predict when the U.S. will go over to a preemptive nuclear attack while staging the adventurous test nuclear war to stifle the DPRK under the pretext of its nuclear issue.
    The United States has unhesitatingly opted for a nuclear war against the DPRK after discarding such deceptive signboard as the "peaceful settlement" of the nuclear issue on the Korean Peninsula and thus revealed its true colors as the author of the nuclear crisis, war maniac and empire of evil.
    The further the U.S. imperialists increase their military threat and pressure upon the DPRK, the stronger counter-action the army and people in the DPRK will take against them, pursuant to the army-based policy.
    The United States and the South Korean belligerent forces should not act rashly.


Bulgarian embassy officials visit creation center of fine art

    Pyongyang, March 5 (KCNA) -- Charge d'affaires ad interim of the Bulgarian embassy here Georgi Janchev and embassy officials Tuesday visited the Mansudae Art Studio on the occasion of their National Day. They looked round with keen interest the exhibition of fine arts at the studio which has turned into a creation center of Juche fine arts.
    Then they visited the Pyongyang Embroidery Institute.


Day of Sun to be commemorated in Austria and Brazil

    Pyongyang, March 5 (KCNA) -- An Austrian Preparatory Committee for Commemorating the Day of the Sun, birthday of President Kim Il Sung (April 15), was formed in Vienna on Feb. 26. Max Verworner, chairman of the Society for the Promotion of the Relations between Austria and the DPRK, was elected chairman of the preparatory committee.
    The committee discussed the program of functions including a meeting, film show, sports event, release of bulletin in capital and local areas.
    A Brazilian Preparatory Committee for Commemorating the Day of the Sun was formed on Feb. 12.


U.S. anti-north war scenario denounced in South Korea

    Pyongyang, March 5 (KCNA) -- The headquarters of the Movement against the U.S. and War and for the Conclusion of a Non-Aggression Treaty between North Korea and the U.S. in a statement on March 1 denounced the U.S. for its moves to invade the north, according to a news report. Quoting a columnist of the New York Times as saying the U.S. is secretly examining an option for a military attack upon "North Korean facilities for nuclear development" and the zero hour is likely to come in summer this year, the statement said that if the U.S. persistently pursues its reckless scenario for a preemptive nuclear attack, mankind will suffer a horrible disaster beyond human imagination.
    Urging the U.S. to immediately withdraw its war scenario against the north and opt for the conclusion of the non-aggression treaty with the north, the statement noted that if the U.S. ignites a war at last, it will record the most reckless policy and an indelible blot on its history.
    The statement called on the 70 million Koreans to turn out in a struggle against the U.S. and war and for peace in order to frustrate the U.S. anti-north war scenario.


Spring tree planting begins

    Pyongyang, March 5 (KCNA) -- The spring tree planting has begun in Korea. In March and May, the period of tree planting, more than 116,000 hectares of forests will be made and rapidly growing species of trees of great economic value planted in over 3,100 hectares of nurseries across the country.
    Meanwhile, at least 540 hectares of pine trees will be replaced with pine-nut trees.
    President Kim Il Sung, together with General Secretary Kim Jong Il and Kim Jong Suk, an anti-Japanese war woman hero, climbed Moran Hill in Pyongyang on March 2, Juche 35 (1946) and told officials that the hill should be covered by trees and flowers and turned into a recreation ground of the people.
    March 2 was set as the Tree-Planting Day and spring tree planting takes place every year as an all-people movement in the country.
    Nurseries throughout the country have reserved hundreds of millions of good species of saplings such as acacia, larch, pine-nut and poplar trees.
    Working people, youth and students of Pyongyang, South Hwanghae Province, South Phyongan Province and other areas of the country have planted many trees in all areas of the country including revolutionary battle sites, historical places, hillocks, provincial, city and county seats and recreation grounds and near motorways and railways.


Kanggye History Museum

    Pyongyang, March 5 (KCNA) -- The Kanggye History Museum, which was opened in Juche 43 (1954), is situated in Pukmun-dong, Kanggye city, Jagang Province. Originally, the building was a government office in the Ri dynasty (1392-1910).
    On display at the museum are historical relics and materials showing the historical development from the primitive society to the modern ages.
    In the wing of the primitive society the visitors can see pictures of primitive men's life and their labor tools, earthenware and personal ornaments, and other relics and materials. In the wing of ancient times, they can see materials showing the class relations in slave society and the social and economic situation in the period of ancient Korea (early 30th century b.c.-108 b.c.) and other ancient states.
    The wing of the middle ages houses various kinds of visual-aid materials on excellent cultural heritage of the nation including mural tombs in the Koguryo period (277 b.c.-668 a.d).
    Displayed in the wing of the modern ages are materials showing Korean people's struggle against foreign invaders in the period from the infiltration of the U.S. pirate ship "General Sherman" into the River Taedong of Korea in 1866 to the March 1 Popular Uprising in 1919.
    Also seen in the museum are ancient relics discovered in the city and those showing Kanggye hunters' fight against U.S. invaders in 1871.


S. Korean GNP castigated for insisting on introduction of special inspection system

    Pyongyang, March 5 (KCNA) -- Assemblymen from the South Korean Grand National Party recently rushed a "bill on special inspection system" by themselves through the "National Assembly" on Feb. 27, seeking for the north-south confrontation and incriminating the normal economic dealings between non-governmental organizations. In this regard, the secretariat of the Committee for the Peaceful Reunification of the Fatherland issued information bulletin no. 837 on March 4.
    It said:
    The GNP's behavior is not only an illegal and unjust outrage lacking common sense in law and ethics but also an open challenge to national reconciliation and the development of the inter-Korean relations aspired after by all the fellow countrymen.
    Today reconciliation and unity are the public sentiment of South Korea and, at the same time, the unanimous desire and will of all the Korean people.
    Nevertheless, the GNP is insisting on the "introduction of the special inspection system" concerning the inter-Korean relations, turning aside from the change of the times and the demands of the people. Its deed is no more than an outrage of kicking about in an unruly way at the "National Assembly", after being forsaken by the people across South Korea during the "presidential election" last year.
    In case the GNP persists in the "introduction of the special inspection system" it will be completely defeated at the next "general elections" as at the last year's "presidential election" and go to ruin by itself.
    The forced "introduction of the special inspection system" will lead the inter-Korean relations back to confrontation and a state of freeze not profitable to anyone.


Japan urged to redeem its past wrongs

    Pyongyang, March 5 (KCNA) -- The first-round of the international seminar denouncing Japan slated to last a year was held in Washington recently. delegates of different countries to it bitterly denounced Japan for its insincere attitude toward the settlement of its past. In this connection Minju Joson today says in a signed commentary:
    This indicates that the issue of forcing Japan to settle its past has surfaced as an urgent task to achieve progress of the international community as required by the new century.
    Japan is moving heaven and earth to cover up its past crimes instead of redressing them. Japan did double and treble harm to many people by seeing out the 20th century without settling its past.
    Japan is the only country in the world that behaves in such a base and shameless manner.
    What merits serious attention is the fact that Japan is persisting in its despicable political racket over the issue of kidnapping which has already been settled after the adoption of the DPRK-Japan Pyongyang Declaration.
    Japan is grossly mistaken if it calculates its sleight of hand will help achieve its sinister aim. Japan should face up to the trend of the times toward justice and peace and opt for properly settling its past.


More facts about crimes related to Japan's forcible drafting of Koreans disclosed

    Pyongyang, March 5 (KCNA) -- The DPRK Measure Committee for Demanding Compensation to "Comfort Women" for the Japanese Imperial Army and Victims of Forcible Drafting carried out an investigation into the whereabouts of survivors and their families for several years on the basis of a copy of list of Koreans who had been forcibly drafted to Hyogo Prefecture in the period of the Japanese imperialists' colonial rule over Korea. It obtained from the Fact-Finding Group for Probing the Truth Behind the Forcible Drafting of Koreans to Hyogo Prefecture. The results of the investigation have confirmed the following facts. A Korean by Japanese name of Yoshu Matsumoto on the list is now alive in Nyongbyon county, North Phyongan Province. His name is Pak Yong Su and he was born on March 22, 1923. Another man whose Japanese name is Meishun Kaneyama is also alive in Wiwon county, Jagang Province. His name is Kim Myong Jun and he was born on February 7, 1923.
    They testified to more facts about the forcible drafting of Koreans for forced labor at the Harima Shipbuilding Co. Ltd. of Japan.
    The measure committee issued a report on the results of the investigation on March 4.
    The report says:
    The company (Harima Ishigawashima Heavy Industry Co. Ltd. at present) was built in Aioi city, Hyogo Prefecture, Japan in 1912.
    It was selected as the first munitions company in January 1944 to build warships and transport ships for war as the Japanese imperialists decided to escalate the war of aggression.
    According to testimonies made by Pak and Kim, they were forcibly taken to the company after threats were posed not only to their existence but to that of their families and mental and physical pressure was put on them.
    The draftees had to do slave labor under the supervision of military police.
    Young and middle-aged Koreans were driven to do earth work for building a new dock and build ships there. Accidents often occurred, killing many Koreans.
    A lot of them were killed during the U.S. air raid at around 7:00 on July 28, 1945.
    The crimes related to the forcible drafting of Koreans and forced labor imposed upon them were state-sponsored crimes against humanity the government and the military of imperial Japan committed in close collaboration with businesses.
    Therefore, the Japanese Government should own due responsibility for these crimes.
    The recent reinvestigation into Japanese Government documents confirmed the fact that the Japanese imperialists forcibly drafted more than 8.4 million innocent Koreans from 1938 to 1945.
    The Japanese Government has the international obligation to admit its legal responsibility for the forcible drafting of Koreans by the Japanese imperialists for forced labour on the basis of war laws and regulations and on the principles of international law on humanitarianism and human rights and take effective measures to restore the honor and dignity of those who fell victim to such crimes in the past.
    If Japan wants to live as a full-fledged member of the international community, though belatedly, it should sincerely apologize for the crimes against humanity the Japanese imperialists committed in the past and probe the truth behind them and immediately take appropriate measures to restore the rights of the millions of victims trampled down by the Japanese imperialists.

Kim Yong Nam receives credentials from Greek Ambassador

    Pyongyang, March 5 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, received credentials from new Greek Ambassador to the DPRK George Assimacopoulos at the Mansudae Assembly Hall Wednesday. Present there was Vice-Minister of Foreign Affairs Choe Su Hon.

    pyongyang, 5 de marzo (atcc) -- el comite coreano de medidas de indemnizacion para las victimas de las "consoladoras" de las tropas japonesas y del secuestro forzoso recibio a finales de la decada de 1990 del grupo del departamento de hyogo de japon para la averiguacion de los verdaderos aspectos del secuestro forzoso contra los coreanos una copia de la lista de las victimas coreanas del secuestro forzoso llevadas a ese departamento durante la dominacion colonial de japon y realizo varios anos la averiguacion para hallar los sobrevivientes danados y sus familiares. como resultado se hizo evidente que "yoshu matsumoto" anotado en nombre japones en la lista es la victima pak yong su (nacido el 22 de marzo de 1923) quien vive en el distrito de nyongbyon de la provincia de phyong-an del norte y "meishun ganeyama" anotado en nombre japones en la lista es la victima kim myong jun (nacido el 7 de febrero de 1923) quien habita en el distrito de wiwon de la provincia de jagang.
    segun los testimonios de ambas personas mencionadas, se revelo una parte del secuestro y el trabajo forzosos de los coreanos por los imperialistas japoneses en la compania anonima de astillero harima de japon.

    segun la reciente reaveriguacion de los documentos de la secretaria de japon, fueron reclutados mas de 8 millones 400 mil coreanos inocentes en el periodo de 1938 a 1945.
    segun los reglamentos de guerra y el principio del derecho humano internacional, el gobierno japones debe reconocer su responsabilidad juricica por el secuestro y trabajo forzosos de los coreanos y tomar las medidas eficientes de socorro para recuperar lo mas pronto posible el honor y la dignidad de las victimas del pasado.
    para vivir con frente levantada aunque ahora como miembro de la sociedad internacional, japon debe pedir disculpa sincera por sus crimenes antieticos cometidos en el pasado contra el pueblo coreano por los imperialistas japoneses, esclarecer sus verdaderos aspectos y tomar las medidas pertinentes para recuperar el derecho humano de los millones de victimas hollado despiadadamente por los imperialistas japoneses.


ee.uu. debe concertar tratado de no agresion con la rpdc

    pyongyang, 5 de marzo (atcc) -- el diario "rodong sinmun" en un comentario individual de hoy condena a estados unidos que estigmatiza la propuesta de la republica popular democratica de corea de concertar un tratado de no agresion como una "tactica al borde del barranco" para recibir alguna compensacion de ee.uu. la propuesta tiene por objeto preparar la fuerza de restriccion legal para eliminar realmente la amenaza nuclear de ee.uu. a la rpdc y no tiene nada que ver con la "tactica al borde del barranco" de que habla ee.uu., senala el comentario y continua:
    cuando ocurrio la crisis nuclear de la decada de los 90 del siglo pasado, el presidente de ee.uu. nos envio su mensaje de garantia. pero, despues, este pais lo desecho como zapatos viejos. particularmente la administracion bush, aun hablando de que no tiene voluntad de agredirnos, actua en contraste con lo dicho.
    al hablar de la "solucion pacifica del problema nuclear", niega el dialogo con nosotros y al decir que no tiene voluntad de agredirnos con fuerzas armadas, sale con la insistencia contradictoria en que no puede confirmar legalmente la no agresion. para nosotros se necesita la garantia de seguridad de la administracion bush que tiene la fuerza de restriccion legal.
    por eso, insistimos en la concertacion del tratado de no agresion entre la rpdc y ee.uu. que siga las formalidades legales del congreso de ee.uu..
    nosotros necesitamos la garantia que tiene la eficiencia del derecho internacional. ee.uu. no debe eludir la pesada responsabilidad de promotor principal de la crisis nuclear de la peninsula coreana sino debe aceptar cuanto antes la proposicion imparcial de la rpdc de hacer dialogo directo para la concertacion del tratado bilateral de no agresion, mejor metodo para la solucion del problema pendiente entre los dos paises.
