Li Peng on Sino-Korean friendship

    Pyongyang, January 26 (KCNA) -- Li Peng, Chairman of the Standing Committee of the National People's Congress of China, said that China would continue to maintain friendly relations with the DPRK, noting that China and the DPRK, neighborly countries, have a long history of friendship. He met and conversed in a friendly atmosphere with a delegation of the DPRK Supreme People's Assembly led by Chairman Choe Thae Bok which was participating in the meeting of the executive council of the Asian Parliamentary Association for Peace at the Great Hall of the People on Jan. 24.
    China hopes that peace and stability will be maintained on the Korean Peninsula, he said.
    He wished the Korean people success in defending the security of the country and developing the economy under the leadership of Kim Jong Il.


National seminar of Juche idea held in India

    Pyongyang, January 26 (KCNA) -- An Indian National Seminar of the Juche Idea on the Originality of the Juche Philosophy was held in New Delhi on Jan. 18. Present at the seminar were director general Vishwanath and secretary general Kenichi Ogami of the International Institute of the Juche Idea, D. Raja, secretary of the National Council of the Communist Party of India, Om Prakashi Mantri, secretary general of the All India Indo-Korean Friendship Association, the chairman of the Indian Youth Group for the Study of Works of Comrade Kim Il Sung, members of organizations for the study of the Juche idea and other political and public figures.
    A report, speeches and a congratulatory speech were made at the seminar.
    The reporter and speakers said that the work "The Juche philosophy is an original revolutionary philosophy" released by leader Kim Jong Il in July 1996 clarifies the originality and scientific accuracy, absolute truth and advantages of the Juche philosophy.
    They said that the Juche philosophy gives a scientific exposition of the intrinsic characters of man for the first time in history and, on this basis, puts forward man as the superior and powerful being in the world and gives a new view of the world that the world is dominated and transformed by man.
    They stressed that the resolute measure for withdrawal from the NPT taken by the DPRK Government is a just self-defensive measure against the U.S. moves to stifle the DPRK and the unreasonable action of the International Atomic Energy Agency following the U.S.


U.S. denounced for arms buildup

    Pyongyang, January 26 (KCNA) -- A spokesman for the National Democratic Front of South Korea in a statement on Jan. 24 urged the Bush administration to immediately stop beefing up its armed forces to invade the north around the Korean Peninsula and accede to the conclusion of a non-aggression treaty with the DPRK as required by the Korean nation and the international community. The statement said:
    The U.S. and the South Korean military authorities work hard to work out the "contingency plan" of the "Operation Plan 5027", an anti-north nuclear war scenario, and at the same time sent in great haste a nuclear aircraft carrier to the waters off the Korean Peninsula. This proves that the U.S. takes action to ignite a nuclear war against the north.
    Due to the U.S. reckless moves, the outbreak of a nuclear war on the Korean Peninsula, which is enough to exterminate the Korean nation, is a matter of time, and the desire of the 70 million fellow countrymen to preserve peace and security of the peninsula and achieve the independent reunification through national cooperation is facing a serious challenge.
    The statement warned the U.S. to clearly know that the provocation of a nuclear war against the north will precipitate its self-destruction and act with discretion.


GNP's true colors revealed

    Pyongyang, January 26 (KCNA) -- The Grand National Party of South Korea on Jan. 23 demanded a halt to the 9th North-South Ministerial Talks, saying that the talks "are becoming a unilateral propaganda place of the north" and the north's call for national cooperation incites troubles between South Korea and the U.S. and between South Korean political parties. Recalling that the GNP, which sustained a disgraceful defeat in the last "presidential elections" while currying favor with its master, the united states, is running amuck instead of drawing a lesson from its defeat, a signed commentary of Rodong Sinmun today says:
    Now that the U.S. imperialists' hostile moves against the DPRK have reached the extremes, national cooperation is the way of saving the nation and the way of patriotism.
    The demand of the GNP, ignorant of the nation and the trend of the times, for a halt to the talks is a revelation of its trite consciousness of north-south confrontation and its deep-seated pro-U.S. flunkeyist nature. It seeks to prolong its remaining days by currying favor with the U.S., indifferent to the destiny of the nation.
    It is quite natural that the South Korean people are spitting on such a group of traitors who deny the June 15 North-South Joint Declaration and go against independent national reunification.

Minju Joson on U.S. plan for war against north

    Pyongyang, January 26 (KCNA) -- The new "operation plan" recently being worked out by the U.S. imperialists shows that they are frantically striving to stifle the DPRK behind the scene of their clamor for "peaceful solution" of the nuclear issue on the Korean Peninsula.     The "contingency plan" to arm the U.S. troops in South Korea and the South Korean army with up-to-date military equipment is a plan for war provocation against the DPRK.

    The U.S. moves for the "contingency plan" aiming to rig up an accidental conflict and find a pretext for a war are increasing the danger of a nuclear war on the Korean Peninsula.

Russian newspaper praises DPRK

    Moscow, January 23 (KCNA) -- The third issue of the Russian newspaper Patriot devoted one and half pages to a special write-up supporting the self-defensive measure taken by the DPRK Government to cope with the U.S. nuclear racket. Carrying a portrait of leader Kim Jong Il on its first page, the paper ran an article titled "the DPRK demonstrates to the world how to humble the pride of those dreaming of world domination".
    The DPRK has taught all the people of our planet how to defend the true independence and sovereignty, the article said, and continued:
    When the U.S. posed an extremely serious threat to the DPRK and blatantly ditched all the agreements between them, the latter took very reasonable, firm and decisive measures to make the lunatics come to themselves.
    Bush should have understood that the armed forces of the DPRK have the strongest combat capability and its defence capacity has grown stronger than ever before thanks to the army-based policy of Kim Jong Il.
    It is the only reasonable way for the U.S. to settle the issue to conclude a non-aggression treaty with the DPRK as proposed by it.
    The DPRK has taught all the countries, who value their sovereignty and independence, how to humble the pride of those who dream of world domination and clearly demonstrated that it has means to do so.


KCNA on U.S. dangerous military moves

    Pyongyang, January 25 (KCNA) -- U.S. aircraft carrier Kitty Hawk left the Yokosuka naval base in Kanagawa Prefecture, Japan, on Jan. 23 for the waters off the Korean Peninsula, according to a Kyodo report. Deploying the U.S. aircraft carrier supposed to sail to Iraq in the waters off the Korean Peninsula, the U.S. asserts that the action was taken in consideration of the tensions escalating between the south and the north after the north's withdrawal from the Nuclear Non-Proliferation Treaty.
    This disclosed the sinister aggressive intention of the U.S. belligerent forces to shove off its responsibility for the present situation on the Korean Peninsula where there is a real danger of a nuclear war due to Washington's hostile policy towards it and carry out its strategy of preemptive attack and thus ignite a new war at any cost.
    The U.S. held an "annual security consultative meeting" together with the South Korean warmongers in Washington at the end of last year at which it talked about "military punishment" to cope with the "nuclear threat" from the DPRK. the commander of the U.S. marines in Japan in a press interview blustered that a U.S. aircraft carrier might be dispatched to the waters off the Korean Peninsula if the situation got worse.
    The U.S. aircraft carrier is to be deployed in the waters off the Korean Peninsula in line with the deliberate and sinister operation plan of the U.S. warmongers to bring the military situation on the peninsula to the brink of war. So, the move should not be overlooked.
    Recently the U.S. worked out a new "operation plan" dubbed "a contingency plan," the second Korean war scenario, under the pretext of "coping with the emergency on the Korean Peninsula".
    These facts go to prove that "dialogue" and "negotiations" much publicized by the U.S. saying that it has "neither intention nor plan to invade" North Korea are nothing but hypocrisy to cover up its aggressive design.
    It is a daydream for the U.S. to try to disarm the DPRK through military threat and sanctions and destroy its system. The DPRK is not afraid of a war but will cope with confrontation with confrontation and a hardline with the toughest stand.


KCNA dismisses proposed "exchange of statements or letters" as untrustworthy

    Pyongyang, January 25 (KCNA) -- High-ranking officials of the U.S. State Department were reported to have said that there is no possibility today any treaty of non-aggression would pass congress. They even hinted that it would be possible for the U.S. to provide security guarantee to North Korea if it dismantles its "nuclear weapons programs" by exchanging letters or official statements. The DPRK's stand toward this matter is that neither official statement nor message can assure it of non-aggression and those are not to be trusted at all because the present U.S. administration backtracked from a series of agreements reached between the two countries in the past.
    Of course it is universally recognized norms of international law that countries exchange government statements or letters to put their rights and commitments stipulated between them into force and they should own national responsibilities for honoring them.
    For example, the U.S. administration signed the DPRK-U.S. Agreed Framework in 1994 and the then President Clinton sent a letter of assurances to the DPRK. This was a national measure taken by the U.S. President and its administration exercising their authority. So this could be described as one of the nature of international law.
    The U.S. had the national responsibility to honor its international commitments to the last.
    However, the Bush administration has systematically violated the international commitments stipulated in the letter of assurances and the AF in breach of the norms of international law related to national responsibilities. It went the length of stopping the supply of heavy oil to the DPRK since last December, the last commitment it had been honoring, thus reducing the AF to a dead document.
    This wanton violation of international law eloquently proves that the Bush administration is chiefly to blame for scrapping the AF. It also showed to the world how the "world's only superpower" abandoned its commitments made before the international community.
    The Bush administration has unilaterally backpedaled its international commitments, asserting that the preceding president committed a "mistake". So, there is no guarantee that the next administration would not break the promise made by the present administration to the DPRK.
    Bush's personal letter of assurances or a joint statement cannot be trusted as they may gather dust anytime without being ratified by congress. So, it is quite senseless to expect any peace and stability on the Korean Peninsula and any improved relations with the U.S. depending on them.
    After the advent of the Bush administration the U.S. unilateralism has reached the extremes. Under this situation the DPRK wants a legal document signed between the DPRK and the U.S., as independent and equal entities, according to international law which can root out hostility forever, not a document whose binding force may disappear with the change of a regime.
    The U.S. is well advised to ponder over why the DPRK withdrew from the NPT and why it adamantly insists on concluding a non-aggression treaty between the two countries.


Sophistry of political dwarfs berated

    Pyongyang, January 25 (KCNA) -- Takami Eto, member of the House of Representative from the Liberal Democratic Party of Japan, recently passed strictures on the fact that Prime Minister Koizumi apologized for the past crimes of Japan during his visit to the DPRK last year and described the international criticism of Koizumi's visit to the Yasukuni Shrine as intervention in the internal affairs of Japan. His remarks are a gross distortion of historical facts and blasphemy against the Korean people and human conscience, says Rodong Sinmun in a bylined commentary today.
    The news analyst goes on:
    Unreasonable remarks made by Japan's conservative politicos as regards the apology and compensation for its past crimes as well as the visit to the shrine reveal with added clarity their evil conscience and the true colors as militarists.
    Imperial Japan illegally occupied Korea by force of arms and imposed heart-breaking sufferings upon the Koreans for more than four decades of its colonial rule.
    Denial of the DPRK's demands for Japan's liquidation of the past is little short of the distortion and denial of history and call for the repetition of history of aggression. Eto's remarks prove to what extent the Japanese reactionaries' militarist outlook and stand on history have gone. They provide clear evidence of their deep-seated hostility against Korea.
    The Japanese chief executive's visit to the shrine is little short of tearing up the wounds of the Asian people still left unhealed and beautifying and defending the Japanese imperialists' crimes of aggression. The visit to the shrine by the Japanese ruling quarters is not an internal affair of Japan but a sensitive political and historical problem of international nature related to the past and present of the Asian people. The Japanese reactionaries deserve punishment for their denial of history, distortion of facts and challenge to human conscience.

Working-level contact held between organizations in north and south

    Pyongyang, January 25 (KCNA) -- A working-level contact took place here from January 21 to 24 between a delegation of the national reconciliation council and a delegation of the preparatory committee for the headquarters for the promotion of 2003 national joint functions of South Korea, reunification movement organizations in the north and the south. At the contact both sides had discussions on the matters of pushing ahead with the reunification movement common to the nation by the concerted efforts of the Koreans under the banner of the June 15 inter-Korean joint declaration this year and adopted the following agreement:
    Both sides shall regard the historic June 15 joint declaration as an invariable landmark for reunification no matter how the situation may change, push forward the drive for national independence and dignity, national cooperation and peace against war and strengthen solidarity among organizations of people from all walks of life through contacts, dialogue, cooperation and visits.
    They shall continue holding reunification events common to the north and the south of Korea in Pyongyang, Seoul and other venues they agree upon on the occasion of the third anniversary of the June 15 joint declaration, August 15 Liberation Day of Korea, the national foundation day of Korea and other anniversaries common to the nation.
    They shall hold grand "march first national rally for peace and reunification" which will be opened by the national reconciliation council of the north and the preparatory committee of the HQ for the promotion of 2003 national joint functions of South Korea in Seoul on march 1 under the sponsorship of religious organizations from the north and the south and the north side shall send a large delegation to the event.
    Both sides shall have a working-level contact again as soon as possible with a view to discussing and deciding on the concrete matters related to the holding of the rally.


Meeting held for reconnection of inter-Korean rail and road links

    Pyongyang, January 25 (KCNA) -- The second meeting of the panel for reconnection of inter-Korean rail and road links took place here from Jan. 22 to 25. At the meeting the north and the south sides of Korea referred to the fact that ground-breaking ceremonies were held in September last year to reconnect inter-Korean rail and road links and various preparations for the project have been pushed forward.
    Both sides had an in-depth discussion on the practical matters of speeding up the project in the basic spirit of the historic June 15 North-South Joint Declaration, and adopted the following agreement:
    The north and the south of Korea agree to start the project for reconnecting the east and west coastal railways in each side's area from the military demarcation line and reconnect the rails of each side at the earliest date.
    Its details such as the points of reconnecting rail links in sections shall be discussed and decided later.
    The north and the south shall render active cooperation in the efforts to ensure that equipment and materials needed for the project of reconnecting west and east coastal rail and road links, including those for laying rails, are provided ahead of schedule.
    The first batch of equipment and materials, equipment and materials for laying rail, etc. shall be provided by sea and land.
    The north and the south exchanged the "basic agreement on train service between the north and the south" and reached a consensus of views on most of the issues, and shall agree to adopt it by exchanging documents at an early date.

DPRK Foreign Ministry spokesman on "multi-party talks"

    Pyongyang, January 25 (KCNA) -- A spokesman for the Foreign Ministry of the Democratic People's Republic of Korea today answered a question put by KCNA as regards the U.S. recent moves to internationalize the nuclear issue on the Korean Peninsula. He said:
    Of late the United States claimed that the nuclear issue on the Korean Peninsula should be debated at a "multi-party talks" including the five permanent member nations of the un security council.
    Lurking behind the claim is a U.S. sinister intention to flee from the responsibility for the nuclear issue and put international pressure upon the DPRK.
    It is owing to the U.S. that the issue surfaced, got worse and has reached the extremes.
    It is the United States that menaces the sovereignty of the DPRK and its right to existence. Only the U.S. is responsible for doing away with the threat and able to do so.
    The U.S. should know that its efforts to flee from the responsibility under the signboard of the "multi-party talks," ignoring the stark fact unanimously recognized by the international community would not help solve the issue but make its settlement more complicated.
    It had better soberly think over to which phase its attempt will push the DPRK.
    The only way of solving the nuclear issue on the Korean Peninsula peacefully and in a most fair way is for the DPRK and the U.S. to hold direct and equal negotiations.
    This is the invariable principled stand of the DPRK.
    The DPRK is strongly opposed to any attempt to internationalize the nuclear issue on the Korean Peninsula and will never participate in any form of "multi-party talks" related to the issue.
    Any country that is interested in the nuclear issue should not seek any other purpose by poking its nose into it, but give disinterested help to the DPRK and the U.S., the parties concerned, so that they may site face to face to seek a negotiated settlement of the issue.

    una "declaracion oficial o el intercambio del mensaje" no podra dar una garantia legal sobre la no agresion y, para colmo, no podemos confiarlos jamas al tomar en consideracion el acto de la actual administracion norteamericana que en los ultimos anos rompio una serie de acuerdos concertados en el pasado entre ambos paises.
    indudablemente, el derecho y la obligacion entre los paises provienen en forma de la declaracion o el intercambio del mensaje del gobierno, y el estado correspondiente asume la responsabilidad estatal al respecto, lo cual es una norma de ley internacional reconocida.
    un ejemplo es que en 1994 la administracion norteamericana concerto el acuerdo basico con la rpdc y el presidente norteamericano clinton envio a nuestro pais el mensaje de garantia al respecto.
    ee.uu. tenia la responsabilidad estatal de practicar con sinceridad hasta el fin su deber internacional.
    pero, la administracion bush desprecio las normas de ley internacional reconocidas sobre su responsabilidad estatal, renuncio sistematicamente su deber internacional estipulado en el mensaje de garantia del expresidente y el acuerdo basico e interrumpio desde diciembre del ano pasado el ofrecimiento de aceite pesado, articulo obligatorio que ese pais americano habia venido ejecutando unicamente. de este modo, anulo completamente ese acuerdo.
    esto, siendo un acto de violacion arbitraria a la ley internacional, testimonia elocuentemente que la administracion bush es el autor principal que anulo el acuerdo arriba mencionado, y demuestra como cumple la "unica superpotencia del mundo" su obligacion asumida ante la sociedad internacional.
    al tener en cuanta el hecho de que la administracion bush abandono unilateralmente el deber internacional de ee.uu. so pretexto del "error" del anterior presidente, no existe ninguna garantia de que la proxima administracion no revoca a otra vez la promesa del actual gobierno.

    ee.uu. debe reflexionarse de que la rpdc se retiro del tratado de no proliferacion nuclear y sigue insistiendo en la concertacion de un tratado de no agresion entre los dos paises.


peligroso movimiento militar de fanaticos de guerra

    pyongyang, 25 de enero (atcc) -- segun una informacion de la agencia noticiera kyodo, japon, el portaaviones "kittihawk" partio el dia 23 de la base de su fuerza naval de yokosuka del departamento del kanagawa y se dirigio al area maritima de la peninsula coreana. al desplegar en esta area el portaaviones que estaba destinado a irak ee.uu. dice que lo hace tomando en consideracion la exacerbacion de la situacion entre el norte y el sur de corea despues de la retirada de norcorea del tratado de no proliferacion nuclear.
    esto pone al descubierto la maligna intencion agresiva de las fuerzas belicosas yanquis de imputar a la rpdc la responsabilidad de la situacion que se hace realidad el peligro de la guerra nuclear en la peninsula coreana, por la politica hostil de ee.uu., realizar su estrategia de ataque anticipado y, a la larga, de desatar a todo trance una nueva guerra.
    a finales del ano pasado ee.uu. entablo en washington con las fuerzas belicosas del circulo militar de sudcorea una "reunion consultiva anual de seguridad", en la cual vocifero de la "merecida respuesta militar" a la "amenaza nuclear" de la rpdc, y a su vez el comandante de la marina norteamericana en japon en una rueda de prensa insinuo la posibilidad de enviar un portaaviones al area maritima frente a la peninsula coreana en caso de que empeore la situacion.
    el emplazamiento del portaaviones en el area maritima frente a la peninsula coreana se debe al plan de operacion de los belicistas norteamericanos que pretenden llevar la situacion militar de esta region coreana al borde de la guerra. en fin es un evento nunca tolerable.
    en los ultimos tiempos ee.uu., so pretexto de "hacer frente a la situacion inesperada de la peninsula coreana", trazo un plan de operacion llamado el "plan eventual" para la segunda guerra coreana.
    tal realidad demuestra que todo lo que dice ee.uu. es decir, el "dialogo", las "negociaciones", "no hay voluntad ni plan de agredir" a la rpdc no pasa de ser una hipocresia para ocultar su finalidad agresiva.

    el problema nuclear de la peninsula coreana debe ser resuelto entre la rpdc y ee.uu. con la igual calificacion a traves de las negociaciones utiles para eliminar simultaneamente las preocupaciones de ambas partes porque este problema nuclear y el surgimiento de la actual situacion se deben enteramente a la politica de ee.uu. con respecto a corea.
    por lo tanto, el problema nuclear de la peninsula coreana debe ser resuelto solo entre la rpdc y ee.uu..
    el unico metodo para solucionarlo es que ee.uu. reconozca la soberania de la rpdc y concerte sin condiciones un tratado de no agresion con esta a traves de las negociaciones practicas.
