U.S. warned not to act rashly

    Pyongyang, December 15 (KCNA) -- The U.S. and the South Korean military authorities called for the gjoint military counteractionh and gdeterrent forcesh under the pretext of the DPRK's gnuclear issueh at the 34th U.S. -South Korea gannual security consultative meetingh held in Washington some days ago. They discussed even a gproposal for military sanctionsh aimed to militarily attack the DPRK.
    Rodong Sinmun today in a signed commentary dismisses this dangerous war confab as a wanton violation of the DPRK's inalienable sovereignty and a declaration of war against it.
    The commentary says:
    The DPRK set forth a proposal for concluding a non-aggression treaty with the U.S. , a key to the solution of the pending issues between the DPRK and the U.S. , from a sincere stand to achieve peace and solve the nuclear issue on the Korean Peninsula.
    Nevertheless, the Bush administration had so far turned aside from this just proposal and insisted on its brigandish assertion that unless the DPRK scraps its gnuclear programh first there would be no dialogue. They even went so far as to openly declare a war against the DPRK.
    The DPRK is not a weak country which will give in to pressure and war threat from any country or abandon its independent option.
    The army and the people of the DPRK regard their dignity and sovereignty as their life and soul and never tolerate those who encroach upon them.
    Those who dare unleash a war can not escape from the merciless strike by our armed forces built up under the army-based policy wherever they may be in the earth.
    The U.S. warlike forces and their followers should not act rashly, mindful that our warning is not an empty word.


U.S. piracy on DPRK trading cargo ship denounced

    Pyongyang, December 15 (KCNA) -- The United States captured the DPRK trading cargo ship Sosan in broad daylight when it was sailing in the open seas off Yemen on Dec. 10. In this regard South Korean organizations on Dec. 12 issued commentaries and a statement denouncing the U.S. , according to a news report. The south headquarters of the national alliance for the country's reunification in a commentary said that the U.S. piracy is a dangerous act as the U.S. hard-line hostile policy toward the north has entered the phase of using strength.
    Seeing the dangerous act of confrontation aimed at a war we have once again confirmed who is chiefly to blame for the war crisis on the Korean Peninsula, the commentary said, dismissing such undisguised move of the U.S. as nothing but a trick to inflict war calamities upon the Korean nation.
    It held that the united states should stop anti-north provocations at once, act as a party concerned for the realization of the lasting peace on the Korean Peninsula, conclude a non-aggression treaty with the north and guarantee it in practice.
    The anti-U.S. , anti-war and anti-nuke joint conference in a commentary condemned the recent case as the U.S. violation of international law and such encroachment upon the sovereignty of the north as invasion of the territory.
    The U.S. should clearly know that if it tries to continue interfering in the gpresidential electionh and other internal affairs of Korea while straining the situation on the Korean Peninsula, the Korean people will never tolerate it, the commentary stressed.
    The (South) Korean Confederation of Trade Unions in a statement said that the U.S. groundlessly captured the north's ship, motivated by a scheme to throw a wet blanket over the ever-mounting anti-Americanism in South Korea in the wake of the murder of schoolgirls and intervene in the gpresidential electionh as well as a purpose to interrupt all things going on against the intention of the U.S.

The message expressed belief that the national meeting would serve as an important occasion in activities of the congress to realize the national unity and the country's development and improve the people's living standard.

U.S. hindrance to inter-Korean economic cooperation assailed

    Pyongyang, December 15 (KCNA) -- The first round of the meeting of the law-making panel for north-south economic cooperation held in Seoul from Dec. 11 to 13 proved fruitless entirely because of the U.S. pressure upon the South Korean authorities and its undisguised interference in the inter-Korean relations. The chairman of the north side to the north-south committee for the promotion of economic cooperation said this in a statement issued on Dec. 15 denouncing the U.S. for its criminal moves to hamstring and torpedo the inter-Korean economic cooperation.
    The statement went on:
    At the panel meeting the two sides were set to draft an agreement and jointly publish it soon after smoothly discussing everything and reaching an accord on the institutional mechanism for economic cooperation.
    But the south side made an about face in its attitude all of a sudden before close of the meeting. It asserted that it is difficult to successfully conduct inter-Korean economic cooperation and make public a joint press release unless gnuclear issueh is solved.
    This rendered the agreement reached by the two sides through a two-day discussion vain.
    It is clear to everyone that the meeting ended without any result because the U.S. put unreasonable pressure upon the South Korean authorities as part of its interference in their internal affairs under the pretext of the Dec. 12 statement issued by a spokesman for the DPRK Foreign Ministry as regards the U.S. stop of supply of HFO that had been under way under the DPRK-U.S. Agreed Framework.
    There is a buzz in South Korea that the meeting proved unproductive owing to the outside pressure.
    The U.S. blustered that neither overland tour of Mt. Kumgang nor inter-Korean exchange is possible without a prior-consent of the gUN Forces.h
    Senior officials of the U.S. departments of defense and state flew into Seoul one on the heels of the other to force the South Korean authorities to slow down the mine-clearing and advised them not to promote north-south economic cooperation unless gthe nuclear issueh is solved.
    All these actions taken by the U.S. to interfere in and hamstring north-south economic cooperation are an undisguised infringement upon the sovereignty of the Korean nation and moves to bar the nation from achieving reconciliation, cooperation and reunification.
    The U.S. should be wholly accountable for having rendered the meeting fruitless and obstructed the efforts to reenergize economic cooperation.


U.S. to blame for measure taken to lift nuclear freeze

    Pyongyang, December 15 (KCNA) -- A spokesman for the Committee for the Peaceful Reunification of the Fatherland in a statement issued on Dec. 15 asserts that the U.S. is entirely to blame for the measure taken by the DPRK to lift the nuclear freeze to generate electricity, adding that it was compelled to adopt this option by the U.S. attitude. He recalled that the DPRK Government through a statement issued by a spokesman for its Ministry of Foreign Affairs on Dec. 12 clarified at home and abroad it decided to lift its measure for nuclear freeze the cope with the measure taken by the U.S. to stop the supply of heavy oil to the DPRK and immediately resume the operation and construction of its nuclear facilities for electricity production.
    The DPRK's measure to lift the nuclear freeze is a just measure taken to make up for the loss of electricity caused by the U.S. unilateral halt to the supply of heavy oil under the DPRK-U.S. Agreed Framework (AF) and stabilize the economic construction and the people's living.
    After the publication of the AF, we only suffered a big loss of electricity and the resultant damage done to economy. If our nuclear facilities should be faulted, all the nuclear power plants in other regions and countries should be called into question. It is preposterous to assert that our nuclear power bases pose a threat while nuclear power plants in other regions and countries raise no problems.
    The DPRK's measure to resume the operation and construction of its nuclear facilities to generate electricity does not pose any threat to South Korea.
    The U.S. is deliberately straining the situation on the Korean Peninsula as evidenced by the piracy committed by it against a DPRK trading cargo ship on normal voyage for trade in the wake of its stop of heavy oil supply. All this is intended to calm down mounting anti-Americanism and drive a wedge between the north and the south in a bid to freeze the favorably developing inter-Korean relations.
    The South Korean people are called upon to heighten vigilance against such moves and condemn the U.S. so as to foil them.


Emergency meeting on situation held in S. Korea

    Pyongyang, December 14 (KCNA) -- The All-People Measure Committee for Sin Hyo Sun and Sim Mi Son, Schoolgirls Killed By a U.S. Armored Car, reportedly held a gnational emergency meeting on the situationh on the university street, Seoul, on Dec. 11.     Pyongyang, December 14 (KCNA) -- The Dec. 5 issue of workers world, the organ of the workers world party of the United States, in an article said that GIs' crime of driving an armored car over two schoolgirls to death is sparking largest-scale demonstrations against the presence of more than 40,000 U.S. troops in South Korea. Demonstrators demanded the withdrawal of all the U.S. troops from South Korea and the transfer of the GI killers of the schoolgirls to the South Korean court, throwing rotten eggs into the U.S. Forces base, the paper noted.

    On the same day a television of Indonesia said that the South Korean people and students are holding demonstrations almost every day in protest against the U.S. military court's verdict of not guilty given to murderers, demanding the withdrawal of the U.S. troops.
    It aired footage of anti-U.S. demonstrations held by South Korean students and an America-visiting group in front of then U.S. military base and the U.N. headquarters


KCNA on U.S. assertion on human rights situation in DPRK

    Pyongyang, December 14 (KCNA) -- The U.S. is becoming more vociferous about ghuman rightsh in the DPRK in a bid to increase its pressure upon it. To cite an example, an official of the U.S. State Department falsified facts when he expressed deep gconcernh over the gdifficulties of defectors from North Koreah in an effort to bring up the issue of gdefectors from North Koreah and internationalize it.
    This is aimed at tarnishing the image of the DPRK on the international arena and creating a new leverage to pressurize the DPRK under the pretext of the human rights issue.

    Such U.S. human rights abuse are reported almost everyday wherever the U.S. troops are stationed in the world.

U.S. will get nothing but defeat and death

    Pyongyang, December 14 (KCNA) -- Misjudging the Democratic People's Republic of Korea, the war-thirsty group of Bush is bringing the tensions that increased after it raised a nuclear issue on the Korean Peninsula to the brink of confrontation and clash, counting on the superior military muscle, but the U.S. imperialists will get nothing but a bitter defeat and death in the confrontation with the DPRK.     The U.S. made public a decision to stop the supply of heavy oil to the DPRK, which had been done under the DPRK-U.S. Agreed Framework (AF), and, in actuality, stopped the supply of heavy oil from the beginning of December.
    The obtaining situation compelled the DPRK to lift the measure of nuclear freeze taken on the premise that 500,000 tons of heavy oil would be annually supplied to the DPRK under the AF and immediately resume the operation and construction of nuclear facilities to generate electricity.
    The U.S. , however, claimed that the DPRK violated the AF. The assertion is a base move to isolate the DPRK internationally and a cunning trick to justify the U.S. efforts to stifle the DPRK with nuclear arms.
    The DPRK put forward a landmark proposal to conclude a non-aggression treaty with the U.S. with a view to clearing the Korean Peninsula of military confrontation and tensions and preventing a war, the DPRK has exercised maximum patience and self-restraint even under the worst situation where the U.S. put the AF on the verge of collapse and is posing real nuclear threat to the DPRK.
    The U.S. should be mindful that this is not an expression of the feeble-mindedness and weakness of the DPRK at all.
    The DPRK remains unfazed as it has made full preparations to cope with the confrontation and clash with the Yankees. The army and people of the DPRK with burning hatred for the Yankees are in full readiness to fight a death-defying battle.
    The U.S. will get nothing in the showdown with the DPRK.
    It is well advised to be aware of this, rectify such a historic mistake as breaking the AF and adopt a proper option.

IAEA urged to remove monitoring cameras

    Pyongyang, December 14 (KCNA) -- The IAEA is requested to take necessary measures to remove the seals and monitoring cameras from all of our nuclear facilities at the earliest possible date, said Ri Je Son, director general of the General Department of Atomic Energy of the DPRK, in letters dated Dec. 12 and 14 sent to Mohamed Elbaradei, director general of the IAEA. Informing the IAEA of the DPRK Government's decision to lift the freeze on its nuclear facilities as a countermeasure against the U.S. stop of the HFO supply, he said:
    The U.S.has completely broken the DPRK-U.S. Agreed Framework by giving up unilaterally its HFO supply obligation after systematically violating the agreed framework.
    The government of the Democratic People's Republic of Korea has decided to take measures to lift the freeze on our nuclear facilities which has been in effect on the premise of the 500,000 mt of HFO supply per annum under the agreed framework and to normalize the operation of facilities necessary for power generation.
    This decision of our government is a just countermeasure to cope with the complete collapse of the agreed items which are interrelated with each other by simultaneous action under the DPRK-U.S. Agreed Framework.
    The freeze on our nuclear facilities is not pursuant to any agreement or safeguards accord with the IAEA but to the DPRK-U.S Agreed Framework.
    Furthermore our unfreezing nuclear facilities is far beyond the scope of activities of the IAEA and a serious extraordinary step to defend national sovereignty and right to existence from the threat of the U.S.
    If the IAEA fails to expeditiously take measures to meet our request, we will take necessary measures unilaterally.
