Kim Jong Il's army-based policy praised

    Pyongyang, December 10 (KCNA) -- The November issues of the Indian papers Defence and Humanity and India Europe News And Information Bureau carried articles praising the army-based policy of General Secretary Kim Jong Il. His army-based policy is a true political mode of patriotism which helps defend independence of the country and the nation, give full play to their dignity and honor and guarantee the happiness and future of the people, the papers said, and went on:
    The army-based policy is a politics which helps accomplish the anti-imperialist cause of independence by the efforts of the nation itself. If any nation is to defend the banner of independence against imperialism, it should pursue army-based policy as the DPRK does.
    The harmonious whole of the leader and soldiers and the indomitable fighting will of the Korean People's Army which is consistent with absolute trust in the supreme commander and the spirit of devotedly defending him are, indeed, a "patent weapon" of the DPRK more powerful than any nuclear weapons and missiles.
    Supreme Commander Kim Jong Il is firmly defending socialist Korea. The army-people unity is reaching a higher stage in the DPRK thanks to his army-based policy.
    The reality clearly shows that the army-based policy is a weapon to defend socialism and the most powerful political mode in the present era.


Anti-U.S. struggle launched in S. Korea

    Pyongyang, December 10 (KCNA) -- The south headquarters of the National Alliance for the Country's Reunification (Pomminryon) reportedly entered a full-scale anti-U.S. action in front of Taebang railway station, Tongjak district, Seoul, from Thursday evening under the slogans "declare verdict of not guilty totally invalid" "Punish GI murderers at South Korean court," "Bush, make formal apology" "Totally revise SOFA". The organization held a photo exhibition there showing schoolgirls Sin Hyo Sun and Sim Mi Son were killed by a U.S. armoured car.
    The citizens who participated in a signature campaign conducted by the organization signed the signature paper, shouting "revise sofa" and "Yankees, Go Home".
    The organization declared it would continue the struggle there everyday until the day Bush makes his personal apology and the killers are tried at the South Korean court.


Pullback of U.S. troops from S. Korea urged

    Pyongyang, December 10 (KCNA) - The headquarters of the People's Movement for the Withdrawal of the U.S. Forces released a statement on December 7 demanding the withdrawal of the U.S. troops from South Korea, according to a news report. The statement accused the U.S. Forces stationed in South Korea of making desperate efforts to stay in this land even after Korea's reunification, adding that the people are urging the pullback of the U.S. Forces as their presence in South Korea is unreasonable.
    Noting that the "government" should pursue the policy representing the will of the people, the statement demanded it to abandon the past stand of insisting on the continued U.S. military presence while regarding the people's anti-U.S. spirit as negative.


All-Buddhists Measure Committee formed in S. Korea

    Pyongyang, December 10 (KCNA) -- Buddhist organizations of South Korea formed the All-Buddhists Measure Committee against GI crimes and for the revision of the South Korea-U.S. Status of Forces Agreement (SOFA) in Seoul on Dec. 5, according to a news report. Referring to the purport of its formation, the committee said that the organization has been formed to take part in the all-people struggle against the U.S. Forces which was triggered off in the wake of the killing of the two schoolgirls and cope with the issue of the U.S. Forces on a long-term basis.
    The organization said in a statement denouncing the U.S. Forces that many citizens are now marching toward the U.S. embassy with candle-lights in their hands every night and young students and religionists are writing in blood and having their heads shaven in a bid to win back the usurped sovereignty.
    The United States should bear in mind that Bush's "indirect apology" full of excuses is no more than a crafty trick to mock the people once again, the statement said, stressing that the organization would wage a dynamic anti-U.S. struggle including activities for the revision of the unequal SOFA in solidarity with different organizations.

    Pyongyang, December 10 (KCNA) -- A semi-war state was declared in March Juche 82 (1993) in Korea where a touch-and-go situation prevailed due to the anti-DPRK moves of the enemies. One day an official received "urgent documents" sent by Kim Jong Il around 3 a.m.
    The three documents contained orders to widely introduce a member of the Workers' Party of Korea who died after saving from danger a son of an officer of the Korean People's Army, a couple of workers who were taking care of 18 orphans and a girl who was willing to marry a discharged soldier who got a wound in defending the country.
    The official was surprised to receive such documents at a time when worldwide concern was being focused on the acute situation of the Korean Peninsula. He deeply felt again that Kim Jong Il was an illustrious commander and a great man with a matchless grit and deep love for the people.


Sandy soil greening technology developed

    Pyongyang, December 10 (KCNA) -- A new technology for preserving moisture in sandy soil has been developed in the Democratic People's Republic of Korea. It is divided into three parts--prevention of water leakage under the ground, prevention of moisture vaporization and preservation of moisture from roots.
    It makes it possible to prevent water leakage under the ground by forming a film in a stratum of soil with natural minerals and organic and inorganic compounds.
    The compounds, made up of soil conditioners and fertilizers, can be applied to any conditions of soil.
    They have good effects on the growth of plants, not harmful to environment.
    The technology also makes it possible to keep moisture from vaporizing from the surface of soil with plastic sheets.
    The sheet is made of plastics and organic matters used as soil conditioners.
    Moisture of roots is preserved by organic matters mixed with water. The rate of root-taking of transplanted plants reaches over 95 percent.
    The methods can be introduced separately or together according to soil conditions. They have proved successful in any case.
    The methods not only considerably raise the rate of root-taking of trees on sandy soil but economize a great deal of labor and irrigation water.


KCNA accuses IAEA of speaking for U.S.

    Pyongyang, December 10 (KCNA) -- The board of governors of the International Atomic Energy Agency (IAEA) on Nov. 29 adopted an unreasonable resolution on the nuclear issue on the Korean Peninsula. The DPRK can never accept this as it is a unilateral and biased one utterly disregarding the root cause of the nuclear issue on the Korean Peninsula.
    As the DPRK Foreign Minister clarified in a letter addressed to the general director of the IAEA, the nuclear crisis on the Korean Peninsula is totally attributable to the U.S. hostile policy toward the DPRK and the IAEA's biased attitude pursuant to the U.S. policy. This is clearly evidenced by the course in which the DPRK-U.S. dialogue was held and the agreed framework adopted between the two countries.
    The nuclear issue on the Korean Peninsula is a product of the U.S. policy to turn South Korea into its nuclear base.
    The DPRK acceded to the Non-Proliferation Treaty (NPT) in December 1985 pursuant to its peace-loving policy aimed to turn the Korean Peninsula into a nuclear-free, peace zone. It signed the safeguards accord under the NPT with the IAEA in January 1992 and has since sincerely implemented it.
    However, the U.S. has posed constant nuclear threat to the DPRK, far from honoring its commitment as a nuclear weapons state to remove the threat of a nuclear war from the DPRK.
    The U.S. resumed the Team Spirit joint military exercise, a nuclear war drill, with South Korea in 1993. Timed to coincide with this, some elements of the secretariat and a few member nations of the IAEA subservient to the U.S. adopted at its board of governors on February 25 a resolution on conducting special inspection of military facilities in the DPRK, which have nothing to do with nuclear activity.
    This compelled the DPRK government to issue a statement on March 12 declaring its withdrawal from the NPT as a measure to protect the supreme interests of the country.
    According to the DPRK's fair and aboveboard and principled stand, the first phase of the DPRK-U.S. talks was held in New York in June 1993 and on June 11 both sides issued a joint statement and the DPRK took an independent measure to declare moratorium on its withdrawal from the NPT.
    Our resolute and principled stand compelled the U.S. to shift its policy towards the DPRK to a "carrot policy".
    As a result, a statement on the DPRK-U.S. Agreement was published at the third-phase negotiations held in Geneva on August 1994 and the DPRK-U.S. Agreed Framework (AF) was released at the second round of the third-phase negotiations held from September 23 to October 21.
    The AF published on October 21, 1994, is a landmark for the solution of the nuclear issue on the Korean Peninsula and a document of historical significance.
    The IAEA adopted "resolutions" groundlessly pulling up the DPRK over the issue of nuclear inspection while the third-phase negotiations were under way but its attempts ended in failure.
    All the historical facts go to prove that a serious crisis was bred because the IAEA unfairly handled the nuclear issue on the Korean Peninsula, applying double standards under the U.S. manipulation and, in consequence, its dignity and honour as an international organization were damaged and it was excluded from the efforts to solve the nuclear issue.
    Nevertheless, the IAEA board of governors adopted a resolution representing the will of the u.s. once again only to betray that it is no longer an international organization true to the principle of impartiality. This is little short of forgetting its past historical lesson and repeating its disgraceful past.
    The U.S. dubbed the DPRK part of an "axis of evil" and a target of the preemptive nuclear attack, creating a serious crisis. But the IAEA is not calling this into question.
    This proves once again that the organization is representing the political intention of the U.S., unilaterally siding with the U.S. which is chiefly to blame for the nuclear threat.
    Neutrality and impartiality are the principle the organization should observe in its activities, the main mission of which is nuclear non-proliferation.
    The IAEA is seriously mistaken if it intends to interfere in the nuclear issue on the Korean Peninsula as a tool of U.S. pressure and its mouthpiece away from this principle.


World Day of Human Rights marked

    Pyongyang, December 10 (KCNA) -- Human rights are what man, social being, should enjoy in all fields of social life. Papers here Tuesday say this in articles dedicated to the world day of human rights.
    Fair standard of human rights is the demand of the popular masses, the driving force of social development, and the demand of any individual group and class can never be the standard of human rights, Rodong Sinmun says, and goes on:
    The socialist society is the most progressive one where the demand of the popular masses is fully embodied, including insurance of man's independent rights and true human life.
    It is in capitalist society that human rights are mercilessly violated.

DPRK fine art and handicraft exhibitions abroad

    Pyongyang, December 10 (KCNA) -- DPRK fine art and handicraft exhibitions were recently held in Kiev of Ukraine, Warsaw of Poland and Kaliningrad of Russia. Exhibited were more than 3,420 pieces of fine art work and handiwork including Korean painting "Jong Il Peak in the Morning", Mannyonhwa "Native Home at the Secret Camp of Mt. Paektu", oil painting "Ravine of Inner Mt. Kumgang in Summer", jewel painting "Tiger" and embroidery "Flower of Loyalty".
    The First Secretary of the Central Committee of the Ukrainian Communist Party said that the exhibits helped him read the mind of the Korean people who ardently love and value their country.
    This is what the Ukrainians, young people in particular, should learn from, he added.
    He asked the head of the Korean delegation to present leader Kim Jong Il with a letter of thanks as well as a gift he prepared after visiting the exhibition.
    The advisor to the Chairman of the People's Party of Poland said that the exhibition will make a great contribution to mutual understanding, cooperation and the development of exchanges between Poland and the DPRK.
    The deputy mayor of Kaliningrad of Russia noted that the exhibition is giving friendly feelings to the Russian people and stirring up special interest as it is taking place at a time when the friendly and cooperative relations between the two countries are developing favourably as the days go by after the mutual visit of President Putin and Kim Jong Il.


Brazen-faced nature peculiar to Japan blasted

    Pyongyang, December 10 (KCNA) -- Dishonest elements in Japan are utterly indifferent to compensating for the monstrous crimes committed against the Korean people, while working hard to gloss over them at any cost. Rodong Sinmun today says this in a signed commentary.
    It goes on:
    A right-wing senior official of the Japanese government in a recent television appearance asserted that the DPRK should "compensate" those Japanese kidnapped by the DPRK, keeping mum about the issue of honoring its commitment to settle its past stipulated in the DPRK-Japan Pyongyang declaration.
    This is the most mean and despicable behaviour.
    If Japanese politicians want to refer to the issue of compensation, they should discuss, first of all, the issue of the tremendous damage done by the Japanese imperialists to the Korean people and opt to settle it.
    But those elements, proceeding from a wrong viewpoint and logic, are claiming that the DPRK is "obliged to compensate" those kidnapped, an issue which admits of no dispute and does not hold water, a big departure from the main issue, thus creating complexity in the way of implementing the declaration.
    It is not hard to guess what they seek in this.
    Their aim is to misuse the issue of kidnapping for forcing the DPRK to shoulder upon itself the "obligation to compensate" in a bid to evade Japan's responsibility to settle its past.
    As far as the issue of Japan's redress for its past crimes is concerned, it is not allowed to do as it pleases. The dishonest elements in Japan are seriously mistaken if they calculate they can evade the settlement of the past by dragging on it by the method of forcing Pyongyang to shoulder upon itself the "obligation to compensate" those Japanese.
    The army and people of the DPRK will never allow this to happen but force Japan to pay a high price come what may.

    Pyongyang, December 10 (KCNA) -- Kim Yong Nam, President of the Presidium of the Supreme People's Assembly of the DPRK, received credentials from new Indonesian Ambassador to the DPRK Hendrati Sukendar Munthe at the Mansudae Assembly Hall today.     pyongyang, 10 de diciembre (atcc) -- hoy los periodicos capitalinos insertaron articulos por el dia mundial de los derechos humanos senalando que son los derechos de que el hombre, ente social debe gozar merecidamente en todas las esferas de la vida social. el diario "rodong sinmun" subraya que la norma de los imparciales derechos humanos es precisamente la demanda de las masas populares, sujetos del desarrollo social y la exigencia de cualquier colectividad y clase individuales no podra ser la norma de los derechos humanos y continua:
    la sociedad socialista es la mas progresista en que se materializa con suficiencia la demanda de las masas populares incluido el aseguramiento del derecho independiente del hombre y su verdadera vida.
    en la sociedad capitalista se violan mas cruelmente los derechos humanos.
    por lo tanto, hoy la lucha por rechazar rotundamente la "norma de los derechos humanos" que imponen los imperialistas y frustrar su "ofensiva de los derechos humanos" se fortalece mas que nunca en escena internacional.
