U.S. urged to accept DPRK's proposal

    Pyongyang, November 24 (KCNA) -- Guy Dupre, secretary general of the International Liaison Committeee for Reunification and Peace in Korea (CILRECO), in a press conference held on Nov. 14 said that if the U.S. truly stands for peace on the Korean Peninsula and wishes the solution of the nuclear issue, it should accept the DPRK's proposal for concluding a non-aggression treaty. Saying that the U.S. is further escalating its hostile policy toward the DPRK under the pretext of "nuclear suspicion", he continued:
    Bush openly chose the DPRK as a target of U.S. preemptive nuclear strikes after listing it as "a rogue state" and as part of an "axis of evil" for the mere reason that it does not yield to their pressure.
    The U.S. spread the false story that North Korea secretly pushed ahead with the nuclear program, thus scuttling the DPRK-Japan talks in late October last and putting a brake on the process of warming inter-Korean relations.
    The DPRK was expected to receive an inspection only after all non-nuclear parts of light water reactors are supplied to the DPRK under the DPRK-U.S. Agreed Framework. But the U.S. is forcing the DPRK to receive an earlier inspection on the charge that it violated the AF.
    The DPRK clarified its stand that it prefers dialogue for the solution of the issue to a clash and proposed to conclude a non-aggression treaty between the two countries.
    However, the U.S. is arrogantly asserting that it will have a dialogue with the DPRK only after it scraps its "nuclear program."
    It is foolhardy of the U.S. to calculate that a country exposed to a threat may drop its arms.


Juche idea study group formed in Ecuador

    Pyongyang, November 24 (KCNA) -- An Ecuadorian group of young soldiers of Juche was formed with due ceremony in Guayaquil on Nov. 16 on the occasion of the 11th anniversary of Kim Jong Il's election as supreme commander of the Korean People's Army and the 85th birth anniversary of Kim Jong Suk, an anti-Japanese war woman hero. Attending the ceremony were Alba Chaavez, general secretary of the Latin American Institute of the Juche Idea, other personages and youths from different walks of life.
    Alba Chaavez said that the Juche idea, fathered by President Kim Il Sung and enriched by Kim Jong Il, serves as the only guiding idea for the human cause of independence in the 21st century for its validity and vitality, showing the road for the world progressives to follow in their struggle.
    Young people in Ecuador should make a deep study of Kim Jong Il's army-based policy, the Juche idea and the reality of Korea and widely introduce them among the Ecuadorian people and work hard to build such an independent popular country based on equality as the DPRK, he added.
    Carlos Alvarado Chaavez was elected chairman of the group.


International solidarity for Korea's reunification called for

    Pyongyang, November 24 (KCNA) -- A ceremony was held in Paris on Nov. 14 to close the international signature campaign for supporting the June 15 inter-Korean joint declaration and demanding the immediate withdrawal of the U.S. Forces from South Korea. In a report at the ceremony, CILRECO secretary general Guy Dupre said it is one of the supreme tasks for peace and security in Northeast Asia and the rest of the world to realize the independent and peaceful reunification of Korea. International solidarity with the Korean people's just cause means meeting the desire of humankind to check the U.S. unilateral policy against the world and bring earlier a peaceful and independent, new world, he said.
    The reporter declared that the CILRECO would as ever intensify on a worldwide scale the solidarity movement for terminating the U.S. interference in Korea's internal affairs, getting the U.S. Forces withdrawn from South Korea and supporting the process of Korea's independent and peaceful reunification.
    Then, a statement of the CILRECO presidium was read out at the ceremony.
    The statement said the recent international signature campaign was very helpful to building up the world public opinion so as to put an end to the U.S. intervention in the internal affairs of the Korean nation, drive the U.S. Forces out of South Korea, terminate the U.S. hostile policy towards the DPRK, normalize the DPRK-U.S. relations and promote the process of inter-Korean reconciliation and cooperation.
    It expressed the expectation that all the participants in the signature campaign would strive to meet their demands in the future, too.
    A letter to Kim Jong Il was adopted at the ceremony.


Koreans in China write to U.S. President

    Pyongyang, November 24 (KCNA) -- The General Association of Koreans in China sent a letter to U.S. President Bush on Nov. 14, saying that the DPRK and the Koreans in China do not want the DPRK-U.S. relations to be worsened and the situation of the Korean Peninsula to be driven to the brink of war. Recalling that the United States and its followers are now asserting the DPRK should scrap its "nuclear program" before dialogue, the letter dismisses this assertion of the U.S. as a highhanded and unilateral act which the DPRK can never understand and accept.
    The DPRK-proposed conclusion of a non-aggression treaty between the DPRK and the U.S. is the best way for defusing the grave situation of the Korean Peninsula and solving the nuclear issue, it said, adding: the U.S. turning aside this proposal means intention to invade the DPRK.
    The U.S. should positively respond to the proposal, squarely seeing the revolutionary faith and will of the DPRK Government and overseas Koreans to devotedly uphold the army-based policy, their life and soul and dignity, it held.


Anti-U.S. resistance in South Korea

    Pyongyang, November 24 (KCNA) -- An anti-U.S. struggle of civic and public organizations reportedly took place in front of the base of the U.S. second division on Nov. 21 in protest against the U.S. military's action of giving a verdict of "not guilty" to its soldier who killed schoolgirls. Delegates of the south headquarters of the National Alliance for the Country's Reunification and the Reunification Solidarity for the Implementation of the June 15 Joint Declaration and Peace on the Korean Peninsula (reunification solidarity) and other civic and public organizations and members of the all-people measure committee in a press conference stated that only animals could make such decision, saying it is the command of the people to defend the national sovereignty.
    Rev. Han Sang Ryol, permanent representative of the reunification solidarity in an oath-taking ceremony held after the press conference shouted slogans "Bush, apologize" and "Long live reunification by our nation itself". At least 10 young people wrote in blood such slogans as "Killers U.S. troops go home," expressing their indignation at the GI criminals.
    Ri Chon Jae, permanent chairman of the Seoul Alliance for Democracy and National Reunification held the U.S. troops should be driven out of South Korea, adding that it is the trend of the times and history.


Who does Dong-a Ilbo speaks for ?

    Pyongyang, November 24 (KCNA) -- The South Korean newspaper Dong-a Ilbo carried an editorial blaming the north for the delayed projects of reconnecting the rail and road links between the north and the south despite the fact that they are delayed due to the U.S. unreasonable demand for a list of a group for verifying the mine-clearing. Minju Joson today carries a signed commentary in this regard. Recalling that the newspaper distorted even the appendix to the armistice agreement, not content with slandering the DPRK, the commentary continues:
    It is the core point of the appendix that issues arising in the projects of inter-Korean rail and road relinks should be solved between the north and the south through discussion. But the editorial omitted such key phrases as the "north and the south" while citing the appendix.

U.S. urged to accept DPRK's proposal

    Pyongyang, November 24 (KCNA) -- A non-aggression treaty should be concluded between the DPRK and the U.S. urges Rodong Sinmun today and goes on. U.S. nuclear threat to the DPRK has reached a more dangerous stage since the appearance of the Bush administration.

All Koreans urged to frustrate U.S. nuclear racket

    Pyongyang, November 23 (KCNA) -- The central committee of the Democratic Front for the Reunification of the Fatherland issued an appeal to the whole nation on Nov. 22 calling upon all Koreans in the north and the south and abroad to frustrate the U.S. nuclear racket by their concerted efforts. The appeal called for decisively quelling the U.S. nuclear hysteria intended to bring disasters to the land of Korea and its nation with the anti-U.S. resistance of the 70 million Koreans.
    Noting that the best solution to the nuclear problem on the Korean Peninsula is the conclusion of the non-aggression treaty between the DPRK and the U.S., it called on all the Koreans to turn out in the nation-wide struggle to force the U.S. to conclude the treaty with the DPRK.
    At a time when the destiny of the nation is at stake the South Korean authorities should lodge a legitimate protest with the U.S. against its infringement upon the fundamental interests of the nation and confidently advance along the road of cooperation between compatriots in the spirit of the June 15 joint declaration.
    The army-based policy is the only option for both the north and the south, the appeal said, and went on:

Hungary-Korea Friendship Association formed

    Pyongyang, November 23 (KCNA) -- The Hungary-Korea Friendship Association was inaugurated in Budapest on November 12. Speaking at the inaugural ceremony, the chairman of the Workers' Party of Hungary said that the formation of the association, at a time when the United States is trying to violate the DPRK's sovereignty under the pretext of "nuclear issue", is of weighty significance as it is a practical manifestation of the Hungarian people's invariable support and solidarity with the Korean people's cause of justice.
    Director Janos Szabo of the WET Automobile Company of Hungary was elected chairman of the association.
    A letter to Kim Jong Il was adopted at the ceremony.


Solidarity with Korean people expressed

    Pyongyang, November 23 (KCNA) -- The research department of the Socialist Unionist Party of Syria released a statement strongly condemning the United States for posing a threat of aggression to the DPRK and launching a nuclear campaign against it after listing it as part of an "axis of evil". The statement expressed full support for all measures taken by the DPRK to defend itself and the revolutionary cause of Juche.
    The Korean people's friend is that of ours and their enemy is just that of ours, it stressed.


U.S. arrogance and unilateralism under fire

    Pyongyang, November 23 (KCNA) -- The United States is becoming noisier in the row over the "threat" from the DPRK, changing its subject everyday. This only more saliently reveals its peculiar arrogance and unilateralism. Minju Joson today says this in a signed commentary.
    It goes on:
    The fiction about the "threat of biological and chemical weapons" from the DPRK floated by the U.S. once again discloses its sinister intention to build a world public opinion about this "threat" at any cost in a bid to cover up the truth of Washington's development of biological and chemical weapons and increase the pressure upon the DPRK.
    The U.S. is the world's biggest possessor of biological and chemical weapons. It is an open secret that the U.S. has long been engaged in the development and use of biological and chemical weapons to carry out its strategy to dominate the world by force.
    This is clearly evidenced by the fact that it was none other than the U.S. that produced substance used for anthrax attacks arousing worldwide concern and it was again the U.S. that conducted biological and chemical weapon tests on its servicemen.
    This notwithstanding, the U.S. is making much ado about the "threat of biological and chemical weapons" from the DPRK, far from fulfilling its commitments.
    Mandarins of the Bush administration are trumpeting about the DPRK's issues of "nuclear, missile, biological and chemical weapon development" in a bid to tarnish its image, but this can convince no one.
    The U.S. trite method to stifle the DPRK with a hue and cry over the "threat" from the DPRK has already gone bust.
    The U.S. is well advised to face up to the reality and behave with decorum.


KCNA blames U.S. for violating AF

    Pyongyang, November 23 (KCNA) -- As already reported, a spokesman for the DPRK Foreign Ministry issued a statement on Nov. 21 clarifying its principled stand on the U.S. unilateral decision to stop the supply of heavy oil to the DPRK under the DPRK-U.S. Agreed Framework (AF). As regards the reasonable and logical statement based on irrefutable facts, the White House and the State Department of the U.S. let loose sheer sophism that it was brazen-faced and North Korea was the first to violate the AF.
    The DPRK is not unaware of the Bush administration's vicious plot to isolate and stifle the DPRK under whatever pretext. And it cannot but make clear who is to blame for this serious development as Washington seeks to profoundly confuse the right and wrong even now when the AF is in the danger of being reduced to a dead document due to its moves.
    The history of the DPRK-U.S. relations since the AF was adopted in 1994 eloquently proves who has implemented it and who violated it.
    In the days of the previous U.S. administration the DPRK and the U.S. adopted the historic DPRK-U.S. Agreed Framework, prompted by the desire to remove the root cause of mistrust, confrontation and misunderstanding and normalize the relations, and pledged themselves to fulfil their political, moral and legal commitments under it.
    There were a series of ups and downs and difficulties due to the U.S. non-compliance with the AF but in the last period of Clinton administration the DPRK-U.S. dialogue provided an important occasion of solving outstanding issues and the bilateral ties reached such a level that President Clinton's visit to the DPRK was expected.
    This meant that the DPRK-U.S. dialogue that had been pursued in real earnest since the adoption of the AF laid in principle a basic foundation for a comprehensive normalization of the bilateral relations despite a lot of difficulties.
    There is no need to recall who has demolished this foundation.
    If the Bush administration had not declared the "re-examination of the U.S. policy towards the DPRK" and "suspension of dialogue" and bedevilled the bilateral relations, there would have been no such situation as today.
    It is a wanton violation of the main spirit of the AF that the U.S. much delayed the construction of light water reactors, adopted it as a policy to mount a preemptive nuclear attack upon the DPRK and singled it out as part of an "axis of evil." This was, in fact, aimed at ditching the AF.
    This situation compelled the DPRK to have an extraordinary option to defend the sovereignty and right to existence and issue a stern warning to the U.S.
    Even at a time when the bush administration misrepresented the DPRK's warning in such a cunning way that it kicked up a nuclear racket, the latter exercised maximum self-restraint, proposing the U.S. for concluding a non-aggression treaty as a solution to the nuclear issue.
    But the U.S. responded to the DPRK's constructive proposal with a decision to stop the supply of heavy oil.
    This is the truth behind the total collapse of the AF.
    If the AF is to be alive and the nuclear issue on the Korean Peninsula to find a fundamental solution, the U.S. should drop its hostile policy toward the DPRK and conclude a non-aggression treaty with the DPRK.
    Urging the DPRK to scrap its "nuclear program" first and repeating the ridiculous assertion without doing the above-mentioned things are nothing but sheer sophism to deceive the international community.
    The U.S. should not insist on its far-fetched assertion that the DPRK was the first to violate the AF but drop the unacceptable brigandish logic it dreamed up as a superpower.


U.N. call for humanitarian assistance to DPRK hailed

    Pyongyang, November 23 (KCNA) -- A spokesman for the DPRK Flood Damage Rehabilitation Committee today issued a statement as regards a recent consolidated inter-agency appeal launched by the United Nations calling for humanitarian assistance to various countries of the world including the DPRK in the year 2003. The statement said:
    Recalling that there was a certain increase in food production in the DPRK this year over last year but it is still short of more than one million tons of food, the appeal said that it is necessary to gradually go over to assistance to development in such fields as agricultural rehabilitation and health care, with main emphasis on food aid, calling on the international community to render over 225 million U.S. dollars worth aid to the DPRK including more than 510,000 tons of food in 2003.
    This appeal will encourage the Korean people in their efforts to overcome temporary difficulties as early as possible as it is an expression of concern and good faith of the international community toward the DPRK.
    The DPRK will continue to boost cooperation with international organizations such as the WFP, UNICEF and who, non-governmental organizations and various donor countries participating in the humanitarian assistance to it.


U.S. termed disturber of peace and reunification of Korea

    Pyongyang, November 22 (KCNA) -- Rodong Sinmun today in a signed article denounces the U.S. imperialists' moves to hamper the projects for the inter-Korean rail and road relinks as unpardonable terrorism as they ruthlessly trample down the desire of the Korean people for national reconciliation and unity and the peace and reunification of the country. The article says:
    The U.S. imperialists' displeasure with the Korean nation's rejoining of its severed blood ties is prompted by their policy of aggression towards the DPRK.
    It is their invariable strategy towards Korea to keep the Korean nation divided forever, perpetuate the presence of their aggressor troops in South Korea and use South Korea as a springboard from which to realize domination over the DPRK and the rest of Asia.
    They feel uneasy about the fact that the desire of the Korean nation for independent reunification has grown stronger and the inter-Korean relations have warmed in the direction of reconciliation, unity and peace on the principle of national independence following the publication of the June 15 joint declaration.
    Precisely for this reason they have left no means untried to stop this process.
    Their criminal moves to hamstring the projects of reconnecting the inter-Korean rail and road links can never be justified as they are aimed at putting the brake on co-prosperity and common interests of the world people.

KCNA assails U.S. State Secretary's anti-DPRK remarks

    Pyongyang, November 22 (KCNA) -- U.S. State Secretary Powell recently let loose sheer sophism that China, Russia, Japan and other countries around Korea should be more concerned about Pyongyang's nuclear development as they are within the range of its nuclear strike and the U.S. would leave the matter of persuading North Korea into scrapping its nuclear development to those neighboring countries. By making such assertion he only disclosed the fact that the true aim sought by the U.S. in bringing up the DPRK's "nuclear issue" is to internationalize the issue and shift its responsibility for dreaming up the nuclear issue on the Korean Peninsula onto other countries and evade the conclusion of a non-aggression treaty between the DPRK and the U.S.
    Tragedy is that Powell does not know the fact that he should base himself on an objective and fair analysis of the essence of events and realistic ways in order to find a solution to issues.
    It is universally known that the nuclear issue on the Korean Peninsula is not one to be handled by its surrounding countries in view of its origin and nature.
    The nuclear issue on the Korean Peninsula has become projected as a complicated and acute one entirely because the U.S. wantonly violated the DPRK-U.S. Agreed Framework and the nuclear non-proliferation treaty and reduced the north-south joint declaration on denuclearization to a dead document.
    The U.S. is gravely threatening the sovereignty and the right to existence of the DPRK after singling it out as a target of its preemptive nuclear attack. This situation compelled the DPRK to issue a warning that it is entitled to possess not only nuclear weapons but more powerful ones to cope with the threat. It, at the same time, clarified its principled stand to solve all the issues at the negotiating table with the U.S.
    If the U.S. had stood for denuclearization and peace on the Korean Peninsula it should have taken such a historical opportunity to renounce its hostile policy toward the DPRK and opt to normalize relations with the DPRK.
    But it misused the DPRK's constructive and fair proposal for hatching a sinister plot to prevent the DPRK-Japan and inter-Korean relations from warming and reverse the positive developments in Northeast Asia.
    That is why they are now busy spreading the false story that North Korea's development of nuclear weapons is entirely targeted against Japan and both China and Russia are within their range in a desperate bid to put the DPRK under a "nuclear siege".
    Powell's outbursts are an extension of such a mean operation.
    The best solution to the nuclear issue on the Korean Peninsula is for the U.S. to come out to a negotiating table and conclude a non-aggression treaty with the DPRK, not wooing its neighboring countries to meddle in the issue.
    The U.S. intention to involve the neighboring countries in the issue, while persistently shunning the DPRK's proposal, can not be construed otherwise than a carefully orchestrated operation to secure a political and military justification to invade the DPRK.
    The U.S. is well advised to drop such a mean operation and come out to conclude a non -aggression treaty with the DPRK.

    lo hicieron tambien, en representacion de sus organizaciones, los responsables de 115 entidades sociales y de masas y 305 organizaciones de amistad, solidaridad y de estudio de la idea juche de 119 paises entre otros pakistan, kirghizistan, guinea y mexico, y las organizaciones internacionales y las organizaciones internacionales no gubernamentales incluyendo el consejo mundial de la paz, la asociacion internacional de juristas democratas y la organizacion de solidaridad de los pueblos de asia, africa y america latina.
    ademas, participaron numerosas personalidades de todos los paises del mundo.
    los partidos politicos y entidades de todos los paises y las organizaciones internacionales participantes en la campana hicieron publicos los documentos de firma.
    todo esto demuestra mas patentemente que la declaracion conjunta norte-sur del 15 de junio que encarna la gran idea patriotica de reunificacion del dirigente kim jong il, por su justedad e inagotable vitalidad, sirve de un jalon de la reintegracion de corea que cuenta con el unanime apoyo de toda la humanidad progresista del mundo.


"rodong sinmun" segundo "alboroto nuclear" de ee.uu.

    pyongyang, 23 de noviembre (atcc) -- con el "alboroto nuclear" contra la republica popular democratica de corea estados unidos sufrira solo una amarga derrota e ignominia por tanto, este pais debe abandonar este alboroto insensato y responder a la propuesta de la rpdc de concertar el tratado de no agresion. asi senala el periodico "rodong sinmun" en un comentario de hoy y continua:
    el actual "alboroto" de ee.uu. es la peor intriga de hostilidad y aplastamiento nuclear a la rpdc, que en su caracter, objetivo y peligrosidad superan considerablemente a aquel de la decada de 1990.
    con el segundo "alboroto nuclear" contra la rpdc ee.uu. se propone crear una palanca de aislamiento y presion internacionales y procurar un pretexto para el ataque adelantado nuclear contra ella.
    ee.uu. definio a nuestro pais como "eje del mal" y objeto principal de ataque nuclear y declaro el ataque nuclear adelantado. esto evidencia que este pais es el violador flagrante y unilateral del convenio y acuerdo internacionales y promotor de la guerra nuclear.
    al imponernos la "renuncia nuclear, primero" y la "inspeccion nuclear" ee.uu. quiere que dejemos abierto nuestro interior y nos desarmemos por completo.
    apreciamos la soberania y las armas mas que la vida fisica. preferimos pelear decisivamente arriesgando la vida a vivir vilmente en medio de la paz esclavista y enfrentaremos tajantemente con la sobredureza al "alboroto nuclear" de ee.uu. contra la rpdc.


acto arrogante y unilateral de ee.uu.

    pyongyang, 23 de noviembre (atcc) -- los estados unidos arman alboroto de "amenaza de la rpdc variando cada dia su tonalidad y con ello poner de relieve lo arrogante y unilateral propio. asi senala el periodico "minju joson" en un comentario de hoy y continua:
    el rumor de la "amenaza de armas bioquimicas" de la republica popular democratica de corea de que ee.uu. vuelve a difundir en el ambito mundial parte de una sutil artimana de encubrir sus verdaderos aspectos del desarrollo de las armas bioquimicas y fortalecer la presion contra ella.
    ee.uu. es el pais con un mayor numero de armas bioquimicas en el mundo.
    no es secreto para nadie que desde hace mucho tiempo que este pais invirtio grandes esfuerzos en el desarrollo y el uso de esas armas para lograr su estrategia de hegemonia mundial por la fuerza.
    lo muestran bien los hechos revelados de que ee.uu. es el pais que suscita preocupacion mundial, y escogio hasta los efectivos de su pais como objetos para las pruebas de armas bioquimicas.
    ahora, el equipo de la administracion bush acusa sale incluso con el "problema nuclear y de misiles y armas bioquimicas" para afectar la imagen de la rpdc, pero en vano.
    ya no se sirve el metodo rutinario a que recurrio ee.uu. para aplastarnos so pretexto de "amenaza" de la rpdc.
    ee.uu. debe juzgar correctamente la realidad y actuar con prudencia.


responsabilidad recae enteramente en ee.uu. -comentario de atcc-

    pyongyang, 23 de noviembre (atcc) -- como trascendieron, el vocero del minrex de la rpdc hizo publica el dia 21 una declaracion exponiendo la posicion de principios en relacion con la resolucion que ee.uu. tomo de interrumpir unilateralmente el ofrecimiento del aceite pesado que venia ofreciendo a la rpdc acorde con el acuerdo basico concertado con esta. la casa blanca y el departamento de estado de ee.uu. vertieron excusas torpes y rutinarias: es "igual a un incendiario que grita primero fuego" y "norcorea violo primero el acuerdo" en cuanto a la declaracion logica de la rpdc.
    no podemos menos que definir una vez mas claramente el limite de responsabilidad hoy que se anulo por completo el acuerdo basico rpdc-ee.uu. por las maquinaciones de este.
    la historia de relaciones entre ambos paises que data de 1994 en que se aprobo dicho acuerdo demuestra evidentemente quien es el ejecutor de este y quien es su saboteador.
    durante la administracion anterior de ee.uu. ambas partes, para eliminar la fuente de desconfianza, enfrentamiento y malentendimiento de largo tiempo y normalizar sus relaciones aprobaron el historico acuerdo basico y se comprometieron a cumplir sus deberes politico-morales y juridicos segun este documento.
    esto significa que el dialogo rpdc-ee.uu. activado por la aprobacion de dicho acuerdo sento de principio la base fundamental para resolver globalmente las relaciones bilaterales superando multiples obstaculos.
    no es necesario que se vuelve a discutir si quien es el autor que derribo esta base principal.
    si la administracion bush, al presentar el "reexamen de su politica contra la rpdc" y la "suspension de dialogo", no hubiera agravado las relaciones bilaterales, no habria engendrado la situacion como hoy.
    la dilacion considerable de la construccion de reactor de agua ligera, la politica de ataque nuclear anticipado a la rpdc, la calificacion de esta como "eje del mal" y otros constituyen la violacion flagrante al espiritu principal del acuerdo basico rpdc-ee.uu. para luego romper, en su esencia, este acuerdo.
    esta situacion nos exigio la opcion extraordinaria para defender la soberania y el derecho a la existencia y nos sometio a advertir gravemente a ee.uu..
    tambien cuando la administracion bush, reelaborando por el medio de intrigas nuestra advertencia lo llevo a armar alboroto nuclear, nosotros mantuvimos al maximo el dominio de si mismo proponiendo a ee.uu. la concertacion del tratado de no agresion como el medio de la resolucion del problema nuclear.
    pero, ee.uu. respondio con la decision de la suspension de ofrecimiento de aceite pesado a nuestra constructiva propuesta de concertar el tratado de no agresion.
    es asi el verdadero aspecto de que llego al nivel de la anulacion completa el acuerdo basico rpdc-ee.uu..
