U.S. moves to stymie inter-Korean railway and road projects under fire

    Pyongyang, November 18 (KCNA) - The head of the north side's delegation to the north-south ministerial talks in a statement on Nov. 17 bitterly denounced the United States for unreasonably hindering the projects of reconnecting the rail and road links on which an agreement was adopted at the talks and which are now being energetically pushed forward by the authorities of both sides in accordance with the will and wishes of the Korean nation. The statement continued:
    The U.S. has neither justification nor condition to interfere in any issue related to the projects of reconnecting the rail and road links between the north and the south. There is no reason for it to talk about what it called "permit".
    Delegations to the inter-Korean ministerial talks have visited Pyongyang and Seoul several times but they have never received a permit to make a trip.
    Clear is an aim sought by the U.S. in raising such an issue of "permit" for the first time.
    It seeks to stymie the projects of reconnecting inter-Korean rail links welcomed by the whole Korean nation and the world and, furthermore, torpedo the construction of the railroad linking Asia and Europe.
    What merits a more serious attention is that such moves of the U.S. are timed to coincide with its "nuclear racket" intended to infringe upon the Korean nation's right to existence and sovereignty.
    The statement expressed belief that the South Koreans, the countries concerned and the world peace-loving people who are interested in the reconnection of the inter-Korean rail and road links would turn out in a struggle to frustrate the U.S. unreasonable interference and meet its challenge.


PM of Nepal supports DPRK's stand on national reunification

    Pyongyang, November 18 (KCNA) -- The government of the Kingdom of Nepal will as ever invariably support the DPRK's stand to reunify Korea in an independent and peaceful way free from outside interference, said Nepalese Prime Minister Lokendra Bahadur Chand on Nov. 12 when meeting with DPRK Ambassador to his country Jon Song Myong. The DPRK had to undergo a series of hardships and difficulties over the past years, but it braved them and has made a new progress, the Prime Minister noted, adding: we are very rejoiced over it and wholeheartedly congratulate the DPRK on it.
    He stated that the Nepalese Government would do its utmost to further develop the bilateral relations of friendship with a long history.
    A large number of high-ranking officials of Nepal visited the DPRK and had the honor of having an audience with President Kim Il Sung, he said, and went on: They unanimously expressed admiration at the achievements made by the DPRK in different fields of social life including politics and the economy.


Greetings to Sultan of Oman

    Pyongyang, November 18 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, Sunday sent a message of greetings to Sultan of Oman Qaboos Bin Said on the occasion of its national day. Expressing belief that the friendly relations between the two countries would grow stronger, he sincerely wished the Sultan and people of Oman bigger success in their work for the prosperity of the country.


Kim Jong Il's greetings to Bashar al Assad

    Pyongyang, November 18 (KCNA) - General Secretary Kim Jong Il Friday sent a message of greetings to Bashar al Assad, General Secretary of the Central Committee of the Syrian Arab Socialist Baath Party and President of Syria, on the occasion of the 32nd anniversary of the corrective movement in Syria. The message said that the Syrian people have made great successes in the work to attain the noble goal of the corrective movement for 32 years under the wise guidance of their eternal leader of progress Hafez al Assad and the general secretary.

Japanese bellicose forces urged not to act rashly

    Pyongyang, November 18 (KCNA) -- If the Japanese bellicose forces persist in their moves to jointly establish the Missile Defence System (MD) with the United States, the DPRK may reconsider the moratorium on its missile launch, warns Rodong Sinmun today in a signed commentary. It says:
    The director general of the Defence Agency of Japan let loose a spate of outbursts in a bid to justify the stepped-up Japan-U.S. joint MD research, while groundlessly pulling up the DPRK, quite contrary to the efforts to bring about a positive improvement in the DPRK-Japan relations.
    The Japanese bellicose elements are behaving as dictated by the U.S., yielding to its pressure.
    One of them is the director general of the Defence Agency of Japan. He is keen to hamstring the efforts of the two countries to implement the DPRK-Japan Pyongyang declaration, bending down to the high-handed demand of the U.S. by doing so, he seeks to torpedo the process of improving the abnormal DPRK-Japan relations and push the situation to confrontation. That was why he was so vociferous about the need to establish the Japan-U.S. joint MD.
    This move of the Japanese bellicose forces to step up the joint MD under the pretext of the "missile threat" from the DPRK compels it to heighten the vigilance against them. This also prompts the DPRK to take a corresponding measure as it is a new dangerous move to attack and stifle the DPRK by force of arms.


U.S. hindrance to inter-Korean project denounced

    Pyongyang, November 18 (KCNA) -- Rodong Sinmun in a signed commentary today denounces the U.S. hindrance to the project of reconnecting rail and road links between the north and south of Korea as a grave challenge to the unanimous desire of the Korean nation and the peace-loving people of the world for the peace and reunification of the Korean Peninsula. The U.S. talking about "permission by the Armistice Commission" is far-fetched, the paper says, and goes on:
    Both sides of the DPRK and the U.S. Forces already concluded a supplementary agreement of the Armistice Agreement on opening some areas of the Military Demarcation Line and the Demilitarized Zone through which railways and roads pass and fixing them as north-south managing districts with a view to militarily and legally assisting the north-south agreement on reconnecting east and west coastal rail and road links. And the matters arising in the north-south managing districts are to be consulted and dealt with between the north and the south according to an agreement by the military of the north and the south.
    Therefore, there is no need nor justification for the U.S. Forces side to interfere in the issue of project-related personnel going in and out the Demilitarized Zone. It is a shameless burglary act that however, the U.S. Forces side is now poking its nose into the matter of the Korean nation in defiance of the contents of the agreement it signed.
    Although the U.S. is vociferating about "anti-terrorism" under the signboard of "peace" and "security," its hindrance to the inter-Korean project symbolic of peace and patriotism is a terrorist act against the security and reunification of the Korean nation and world peace.


Creative method in revolution and construction

    Pyongyang, November 18 (KCNA) -- The Juche idea demands that a creative method should be applied in the revolution and construction. To apply a creative method to solve all problems arising in the revolution and construction in conformity with the actual conditions by relying on the creativity of the people is the principle one should always strictly adhere to in the revolutionary movement.
    The success of the revolution and construction depends, after all, on how the creative efforts of the popular masses are utilized.
    Since the masses are the decisive force that propels the revolution and construction, one can successfully solve any difficult problem and energetically speed up the revolution and construction only when one relies on them.
    If one is to successfully carry out the revolution and construction by depending on the masses, one should map out a correct policy reflecting their demands and aspirations and make it their own.
    It is also necessary to unite the popular masses into a single political force and a struggle must be waged against all outdated things that hamper innovations. widespread mass movements should be launched in the revolution and construction and a revolutionary method of work should be established.
    The revolutionary movement demands all problems be solved in conformity with the changes and development in the reality and the specific conditions of the country.

International chemical corporation

    Pyongyang, November 18 (KCNA) -- The International Chemical Joint Venture Corporation of the Democratic People's Republic of Korea produces rare earth goods. The products are widely used in various sectors of the national economy such as metal, chemical and electronic industries.
    Cerium metal, lanthanum metal, mixed metal and other rare earth products are effective in improving the physical and chemical properties of ferrous and nonferrous metallurgical goods.
    Neodymium oxide and samarium oxide are used to produce quality magnets.
    Lanthanum oxide, cerium oxide and yttrium oxide increase the economic effectiveness of fluorescent materials.
    The corporation's rare earth products are exported to China, Japan, Austria and other countries.
    They are produced by the method of multi-way solvent extraction at the Chemical Joint Venture Factory belonging to the corporation. The factory started operation in April 1991.

KCNA urges Japan to keep promise

    Pyongyang, November 18 (KCNA) -- As already reported, the DPRK-Japan security talks have been postponed for an indefinite period. The DPRK-Japan talks for the normalization of the bilateral ties were opened in Kuala Lumpur toward the end of October but failed to make any success to speak of. This once again disappointed the peoples of the DPRK and Japan and the unbiased world public desirous of peace and stability.
    What matters is that Japan has not yet sent back five Japanese related to the issue of kidnapping who had gone to Japan to visit their hometowns, in violation of an inter-governmental agreement.
    As a spokesman for the DPRK Foreign Ministry clarified in an answer given to a question put by KCNA, the DPRK side allowed those five Japanese to visit their hometowns for the first time as desired by them from a humanitarian stand and it was its intention to let them return home together with their families for permanent residence while providing best conveniences to them if they wish.
    However, Japan was so brazen-faced as to break its promise all of a sudden, talking about the origin of the issue.
    Nothing can be achieved without building confidence. The chief executive of Japan is also reported to have cited this as a maxim quite often.
    It goes without saying that mutual confidence should be built before anything else if the two countries are to normalize their ties and become close and friendly countries, not close yet distant countries.
    But, Japan has backpedalled its first promise made to the DPRK, deliberately creating such a serious situation where the prospect of such an important event as security talks looks very gloomy.
    Japan cannot see the city for the houses.
    At the time the DPRK-Japan Pyongyang declaration was adopted the DPRK took a really difficult step in order to establish new DPRK-Japan relations based on confidence from a broad perspective, believing in Japan's commitments to make apology for its past crimes and render economic cooperation.
    In Korea there is practically not a single Korean family that was not affected by such crimes of the Japanese imperialists as forcible drafting of millions of Koreans, the crime of forcing over 200,000 Korean women into sexual slavery for the Japanese imperial army and unlimited plunder and exploitation.
    Japan talked about the "origin of the issue", while detaining those Japanese. But the issue originated from Japan's colonial rule and its hostile policy toward the DPRK that has lasted for over half a century since the end of the Second World War and the resultant abnormal relations.
    It is short-sighted and illogical for Japan to insist on its assertion about "origin," failing to find the true origin. This only reveals Japan's shamelessness and moral vulgarity.
    Japan is seriously mistaken if it thinks that the DPRK will tolerate its behaviour of breaking the promise at the beck and call of some forces at home and outside forces, displeased with the DPRK-Japan normalization process.
    Perfidy will only produce mistrust and, furthermore, more serious consequences.
    Japan should send back those detained and properly behave at the very beginning of the process of normalizing bilateral ties, mindful that there is a limit to the DPRK's sincerity and patience.


Koreans to reconnect rail and road links come what may

    Pyongyang, November 18 (KCNA) -- The Koreans will reconnect rail and road links through their concerted efforts come what may despite the U.S. persistent obstruction, declared the chairman of the north side to the North-South Committee for the Promotion of Economic Cooperation in a statement issued today assailing the U.S. for hampering the projects. The statement said:
    The United States has neither reason nor justification to interfere in the projects.
    The unprecedentedly unjust demand raised by the U.S. is intended to hamper and torpedo the projects.
    The projects of reconnecting the inter-Korean rail and road links are important undertakings of national significance as they are designed to rejoin the blood ties severed by foreign forces and lay the track leading to the reunification and prosperity of Korea.
    They are of world significance as they are aimed to build a railroad for peace connecting Asia and Europe.
    The moves of the U.S. against the projects cannot be construed otherwise than brigandish acts to prevent the Koreans from pulling down the barrier of division, its own make, and advancing towards reunification and prosperity and a premeditated action to derail the work for peace, security and co-prosperity of Asia and the rest of the world.
    The Korean nation can never tolerate this high-handed practice of the U.S.
    The areas along the military demarcation line in Korea where the rail and road links are to be reconnected do not belong to the United States.
    All the Koreans will consider the U.S. entirely unjust obstruction to the projects as an infringement upon the sovereignty of the Korean nation and decisively smash it through strong anti-U.S. resistance.

    pyongyang, 18 de noviembre (atcc) -- el vocero del ministerio de ferrocarril de la republica popular democratica de corea hizo publica el dia 16 una declaracion condenando a los estados unidos que so pretexto del "problema nuclear" viola perversamente el derecho a la existencia y la soberania de la rpdc e impide los lazos consanguineos de la nacion coreana. la declaracion senala:
    segun el acuerdo entre el norte y el sur de corea esta progresando en la fase final el trabajo eliminacion de las minas en la zona desmilitarizada para unir las vias ferreas y las carreteras. pero, las tropas norteamericanas presentan ahora de repente el problema del "permiso por la comision de armisticio" para estorbar el progreso de este trabajo.
    puesto que esa obra se desarrolla en la region de la linea de demarcacion militar donde ambas partes beligerantes estan en la confrontacion aguda, parte norte ya ha celebrado una consulta suficiente y ha alcanzado un acuerdo no solo con la parte sur, sino tambien con la parte de las tropas norteamericanas en todos los problemas que se presentan en esto.
    pero, ee.uu., mientras que perpetra toda clase de atrocidades para violar el derecho a la existencia y la soberania de la nacion coreana, se porta maliciosamente ahora para empatar el vaso sanguineo cortado de la nacion y, ademas, obstruye la coprosperidad y los intereses comunes del mundo.

    hasta ahora, muchos personajes del norte y del sur de corea han atravesado la linea de demarcacion militar por el territorio, el mar y el aire utilizando los carros, barcos y aviones, pero la parte de las "fuerzas de la onu" nunca ha pedido listas de esos personajes y tampoco la rpdc ha presentado tal lista a ellas.
    sin embargo, ee.uu. esta insistiendo en tal asercion inaudita, mientras que menosprecia lo acordado con la rpdc e incluso pisotea el acuerdo entre el norte y el sur de corea. esto se apunta para recobrar un pretexto de la existencia de las "fuerzas de la onu" que se quedan" solo su nombre e impedir el desarrollo de las relaciones entre el norte y el sur de corea.
    tal conducta de ee.uu., como una arbitrariedad arrogante del ocupante colonial, es un acto bandidesco que no solo se opone a la reconciliacion y la cooperacion, la paz y la reunificacion entre el norte y el sur sino tambien viola sin vacilacion hasta los intereses de los paises involucrados y los paises europeos.
    no podemos perdonar jamas las conjuras de ee.uu. destinadas a estorbar la obra de unir las vias ferreas y las carreteras entre el norte y el sur.
    en el caso de que debido al cese del trabajo de eliminacion de las minas en la linea de demarcacion militar se demora la obra de la union de la carretera provisional de la costa oriental a finales de noviembre y el turismo ejemplar al monte kumgang por la via terrestre a principios de diciembre, segun el acuerdo entre el norte y el sur, o de que no se realiza, conforme al plan fijado, el inicio de la construccion de la zona industrial de kaesong, ee.uu. se responsabilizara enteramente de las consecuencias que se emanen de ello.
