DPRK proposal for conclusion of non-aggression treaty supported

    Pyongyang, November 7 (KCNA) -- The DPRK clarified its will to have talks with the united states for a peaceful solution to the nuclear issue if the latter recognizes the sovereignty of the DPRK, assures it of non-aggression and does not hinder its economic development and proposed to conclude a non-aggression treaty with Washington. Martin Lotscher, chairman of the Swiss Committee for Supporting Korea's Reunification, said this in his statement on October 31, adding that this is a key to finding a solution to the nuclear issue on the Korean Peninsula.
    He noted that his committee supported the DPRK's peace proposal and urged the united states to drop its arrogant attitude and have talks with DPRK.


National meeting of those active in displaying trait of assisting army held

    Pyongyang, November 7 (KCNA) -- A national meeting of those active in displaying the trait of assisting the army was held at the April 25 House of Culture in Pyongyang on November 5 and 6. The meeting reviewed achievements and experience established by the Korean people in assisting the army in the traditional spirit of unity between the army and the people, a foundation of the Korean society and discussed tasks and ways to establish more firmly the revolutionary trait of assisting the army in the society.
    Present at the meeting were Kim Yong Nam, Jo Myong Rok, Hong Song Nam and other leading officials of the party, the state and the army.
    Vice marshal of the Korean People's Army Jo Myong Rok, first vice-chairman of the DPRK National Defence Commission and director of the general political department of the KPA, read out a congratulatory letter of the Central Committee of the Workers' Party of Korea to the participants in the meeting.
    The letter says it is the great virtue of Juche Korea established by the army-based policy of the WPK that the people's army is demonstrating its might as the pillar and main force of the revolution and the army and the people are forming a harmonious whole to defend the army and love the people.
    It is the great pride of the country to have a large contingent of front rankers in assisting the army who are loyal to the party and revolution, the letter adds.

    The reporter said that as Kim Jong Il is pursuing the army-centred policy as the main political mode of socialism, the principle of giving priority to the army has been maintained in all fields of the revolution and construction, all the people are defending and assisting the army, the unanimity in working spirit and manner of the army and the people has been firmly consolidated and the might of the people's army remarkably strengthened.
    "Let us more fully display the trait of assisting the army under the banner of the army-centred policy" is the requirement of the era of the army-based policy and a slogan the Korean people should hold high, he said, calling for steadily displaying the revolutionary trait of thinking of the army first, valuing and loving it as their own flesh and blood and giving material and moral assistance to it with sincerity.

Cuban figure on Cuba-DPRK friendship

    Pyongyang, November 7 (KCNA) -- The peoples of Cuba and the DPRK will always emerge victorious under the leadership of the great leaders and the wise parties, though the U.S. is doing its utmost to undermine their political systems regarding them as an anathema to it, said the general director of the Cuban newspaper Granma, who is also a member of the Central Committee of the Communist Party of Cuba. He said this in his speech at a film show at the DPRK embassy in Havana on Oct. 28 on the occasion of the 13th anniversary of Kim Jong Il's work "Answers to Questions Raised by the General Director of Granma, the Organ of the Central Committee of the Communist Party of Cuba."
    The Cuban people are rejoiced over the great successes the DPRK has made in external relations and economic construction recently, he noted, adding that they would strive to boost the friendly relations between the two parties, governments and peoples in the future, too.


Ugandan President hails DPRK's army-centered policy

    Pyongyang, November 7 (KCNA) - General Secretary Kim Jong Il's army-centered policy is the most just policy because thanks to the policy the Korean people have been able to firmly defend socialism and the sovereignty of the country, said Ugandan President Yoweri Kaguta Museveni when meeting with the DPRK Ambassador to his country on Oct. 31. Pursuant to Kim Jong Il's unique army-based policy, the Korean people have built up an invincible army and powerful defence capabilities, he said, and continued:
    Only when African countries learn from the DPRK's army-based policy, can they protect their sovereignty from outside forces and settle disputes.
    The DPRK's stand toward its relations with the U.S. and nuclear-related issues is just and principled.
    No one believes the "nuclear suspicion" about the DPRK peddled by the U.S. and its followers and their charge that it is a "terrorism-sponsor," he stressed.


South Korean students' anti-U.S. sentiment mounts

    Pyongyang, November 7 (KCNA) -- South Korean students' anti-U.S. actions are gaining momentum. This is clearly evidenced by a South Korea-wide university students action launched on Oct. 2.
    The Seoul district federation of university student councils in a resolution on Sept. 6 called for successfully conducting this action to give the vent to the grudge of Hyo Sun and Mi Son, schoolgirls killed by a U.S. armored car and escalate the anti-U.S. resistance.
    In response to the resolution, student organizations in Seoul including the eastern district federation of university student councils, the south-western district federation of university student councils and the western district federation of university student councils and over 10 students organizations including the South Korean Federation of University Student Councils (Hanchongryon), the South Korean Council of Student Representatives and the South Korean Christian Students Federation issued declarations on the situation, special resolutions, appeals, etc. one after another before staging energetic activities.
    The Seoul district federation of university student councils set a week as a period for the university students in the area of Seoul to remember Sin Hyo Sun and Sim Mi Son and conducted various propaganda activities and a group hunger sit-in. And the general student council of Kyonggi University held a "Funeral of GIs in South Korea" at the university before inaugurating a group for bringing their action to success.
    The participants in the Oct. 2 general student action vowed to foil U.S. military hegemony and force it to pay for its crimes through a mass struggle.
    This mounting anti-U.S. sentiment has set the stage for the Nov. 1 general actions to place on a mass basis the struggle to implement the June 15 joint declaration and the anti-U.S. and anti-war struggle on the occasion of the 73rd anniversary of the Kwangju student incident.
    The voices critical of the U.S. have grown stronger during the South Korea visits of U.S. warmongers and on other occasions.
    Students staged demonstrations holding placards reading "We demand the U.S. drop its hard-line policy toward the north", "No South Korea visit of John Bolton, U.S. under-Secretary of State" etc. and protest letters. They branded John Bolton, as "an extreme hard-liner of the bush administration", "a typical hawkish element" and an "envoy of evil." Students under more than 10 student organizations including Hanchongryon held an anti-U.S. rally in Seoul on Oct. 2 when Kelly, assistant Secretary of State for East Asian and Pacific Affairs, flew into South Korea.


U.S. urged to drop its unilateralism

    Pyongyang, November 7 (KCNA) -- The U.S. is still insisting that it will resume dialogue with the DPRK only after the latter scraps its "nuclear weapons program." This is, in fact, a self-justified and unilateral assertion which turns down the DPRK's productive, pragmatic and constructive proposal for peace because the DPRK clarified its will to clear the U.S. of its security concerns if it legally assures the DPRK of its non-aggression including non-use of nukes through the conclusion of a non-aggression treaty. Rodong Sinmun today says this in a signed commentary. It goes on:
    The U.S. assertion is an unfair and brazen-faced one as it seeks to impose its ill- advised unilateral and brigandish demand on the DPRK while shelving the DPRK's proposal to conclude a non-aggression treaty.
    It is quite natural and logical that the DPRK can never accept the U.S. demand.
    The U.S. demand is little short of forcing the DPRK to drop its arms itself and live in sham peace as a servant of the U.S. arms are vital to the Koreans and a master key to all their victories.
    It is an unshakable faith and stand of the DPRK neither to put down its arms nor weaken its army under any circumstances.
    With neither ready-made formula nor far-fetched assertion can the U.S. disarm the DPRK.
    The DPRK will never drop its arms and submit to the U.S. allowing itself to meet the lot of slavery and suffer humiliation under the U.S. umbrella even if the nuclear agreement between the DPRK and the U.S. is scrapped and its people may die in battles.
    The U.S. absurd assertion will never work on the DPRK as it is not palatable to the Koreans but endangers the security and sovereignty of the DPRK. The DPRK will never move first to get so-called "recognition" from the hostile country.
    If the U.S. persistently insists on its unilateral assertion while shunning the DPRK's constructive proposal for peace, this will render the situation more complicated and push the DPRK-U.S. hostile relations to an armed conflict.
    The U.S. is well advised to opt for a proper solution to the problem, away from its short-sighted view, way of thinking and self-justified stand.


Program training at Pyongyang Information Centre

    Pyongyang, November 7 (KCNA) -- A short course of program is going on at the program development institute and training school which was opened at the Pyongyang Information Centre on September 27. The short course, which started on November 1, deals with technologies of multi-media programs, computer networks, management and database programs, architectural designing programs and other programs which are popular at home and abroad.
    Participating in the short course, divided into two groups of experts and amateurs, are officials, researchers, technicians and workers in different sectors and peasants.
    The short course lasts one or two months.
    2,000 people will take part in short-term courses on an yearly average to learn how to develop effective software needed in different domains of national economy.
    The training school is equipped with more than 300 up-to-date computers and modern facilities.
    Lecturers are researchers and technicians who have contributed to the country's it development by making world-famous programs.


Tanchon Smeltery

    Pyongyang, November 7 (KCNA) -- The Tanchon Smeltery is an integrated nonferrous metal industrial base of the Democratic People's Republic of Korea. Large deposits of nonferrous metal ore in Tanchon area including Komdok are refined by the smeltery.
    It is producing quality electrolytic zinc, concentrated sulfuric acid, mercury, etc.
    In the last three months or more, it made thousands of tons of electrolytic zinc products.
    The smeltery covering more than 1,377,000 square meters has tens of workshops including smelting, liquefying and casting workshops. It has also an analysis desk.
    The workshops are equipped with several hundred pieces of major equipment including zinc calciner, zinc electrolyser and compressors and all production processes are controlled by computers.
    The smeltery started operation in July Juche 73 (1984)


Diplomatic relations between DPRK and East Timor established

    Pyongyang, November 7 (KCNA) -- A press release on the establishment of diplomatic relations between the Democratic People's Republic of Korea and the Democratic Republic of East Timor was made public here today. The release says:
    The DPRK and East Timor agreed to establish diplomatic relations at the ambassadorial level on November 5, 2002 from a desire to develop friendly and cooperative relations on the principles of mutual respect for independence, sovereignty and territorial integrity, equality, mutual benefit and noninterference in other's internal affairs.
    The establishment of diplomatic relations between the two countries will contribute to deepening mutual understanding and trust between the two peoples and developing relationship between the two countries in different fields.


Message of sympathy to Vietnamese President

    Pyongyang, November 7 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, sent a message of sympathy to Vietnamese President Tran Duc Luong on Nov. 5 in connection with an unexpected fire in Ho Chi Minh City that claimed heavy casualties. In the message Kim expressed deep sorrow and consolation to the victims and their bereaved families and conviction that the Vietnamese people would recover from the damage done by the fire at an early date under the correct leadership of their party and government.


Congratulations to Swedish Prime Minister

    Pyongyang, November 7 (KCNA) -- Hong Song Nam, Premier of the DPRK Cabinet, sent a congratulatory message to Goran Perrson on his reassumption of office as Prime Minister of Sweden. He in the message said his reassumption of office is an expression of deep trust of the Swedish people in him and the government and sincerely wished him greater success in his responsible work for the progress of the country.
    Meanwhile, Foreign Minister Paek Nam Sun sent a similar message to his Swedish counterpart Anna Lindh on her stay in office.


Participants in national meeting visit Kumsusan Memorial Palace

    Pyongyang, November 7 (KCNA) -- The participants in the national meeting of those active in displaying the trait of assisting the army visited the Kumsusan Memorial Palace on Thursday to pay respects to President Kim Il Sung. They paid homage to the president lying in state for perpetuity.
    In the mourning hall where a portrait of the smiling president is seen against background of a red flag, they looked round with deep emotion bronze relievos depicting the Korean and world progressive people in bitter grief over the nation's greatest loss in July 1994.
    And they saw the train he used during his on-site guidance and foreign tours and a car he used in his last days.
