8th inter-Korean ministerial talks open

    Pyongyang, October 21 (KCNA) -- The 8th inter-Korean ministerial talks took place at the People's Palace of Culture on Sunday. Attending the talks from the north side were members of a delegation led by senior councilor Kim Ryong Song of the DPRK cabinet and suite members.
    Present from the south side were members of a delegation led by chief delegate Jong Se Hyon, Minister of Unification, and suite members.

DPRK government's stand to build world for children clarified

A DPRK delegate said this at the discussion of the agenda item 43 "implementation of the results of the extraordinary session on children" of the third committee of the 57th UN General Assembly.     What is most important is to adopt a correct national policy and institutional mechanism for the existence, protection and development of the children.

    If the existence, protection and development of children are to be promoted nationwide and a world is to be built for children it is essential to create an international environment for this.
    It is necessary to lift the high-handed economic sanctions and economic blockade that violate the sovereignty of states and cause all sorts of children's problems to arise, take appropriate measures to solve disputes peacefully, increase the donation for solving the children's problem and strengthen the international cooperation.
    The DPRK delegate called upon all the countries to sincerely implement the political commitments made at the extraordinary session of the UN General Assembly on children this year, and the un and un organizations to increase the developed countries' donation for solving the children's problem in conformity with the noble idea of humanitarianism -- "priority to children" and make efforts to strengthen the regional and international cooperation and coordination.


Greetings to Prime Minister of Morocco

Enlarged plenary meeting of DPRK cabinet held

    Pyongyang, October 21 (KCNA) -- An enlarged plenary meeting of the DPRK cabinet was held a few days ago. The meeting reviewed the fulfilment of the third quarterly national economic plan this year and discussed measures for the fourth quarter of this year.
    Pak Nam Gi, chairman of the State Planning Commission, made a report, followed by speeches.
    The reporter and speakers proposed concrete ways of improving people's living, increasing production in electric power, coal and all other sectors and for economic officials to fully prepare for production next year and carry out the plan for scientific and technical development.
    And the meeting discussed the way of carrying through the important tasks given by Kim Jong Il to improve educational work to meet the requirements of the new century.
    Hong Song Nam, Premier of the cabinet, made a report, which was followed by speeches.
    Adopted at the meeting was a decision on training more competent men with high scientific and technological knowledge.


"Day of National Immunization" opens

    Pyongyang, October 21 (KCNA) -- An opening ceremony of the 6th "Day of National Immunization" was held at the People's Palace of Culture on Oct. 20. The DPRK commemorates October 20, an anniversary of President Kim Il Sung's celebrated work "Socialist Medical Science is Preventive Medicine", as "Day of National Immunization" every year according to a measure taken by Kim Jong Il.
    On this day all the children up to the age of 5 are vaccinated against poliomyelitis paralysis.
    Present at the meeting were medical scientists and officials as well as Masood Hyder, UN resident coordinator who is resident representative of the UNDP, who representative Eigil Sorensen, acting representative of the UN Children's Fund Nada K. Kruvavika and members of the missions of different international organizations in the DPRK, members of the aid delegation of the International Federation of Red Cross and Red Crescent Societies, Swedish Ambassador to the DPRK Paul Beijer and staff members of the German and British embassies in Pyongyang.
    Minister of Public Health Kim Su Hak in a speech expressed thanks to who, UNICEF, UNDP, WFP, the International Federation of Red Cross and Red Crescent Societies and other international organizations, the European Union, and governmental and non-governmental organizations of different countries for rendering sincere assistance to the DPRK to run the day successfully and expressed the expectation that they will make a positive contribution to promoting the health of the Korean children in the future, too.
    Eigil Sorensen made a congratulatory speech next.
    At the end of the ceremony the participants looked round photos showing achievements in the DPRK medical service.
    Children were inoculated against poliomyelitis paralysis on Sunday.


Great leadership over rural technical revolution

    Pyongyang, October 21 (KCNA) -- Rodong Sinmun today dedicates a signed article to the 15th anniversary of President Kim Il Sung's work "On Carrying Out the Tasks of Technical Revolution Set By the Socialist Rural Theses". The work, published on October 21, Juche 76 (1987), comprehensively clarifies the importance of the rural technical revolution and the tasks and ways of carrying it out in the efforts to implement the socialist rural theses.
    The president clearly indicated the road to be followed by the rural technical revolution in each period and at each stage of socialist construction and opened a new history of socialist rural construction, ceaselessly visiting the cooperative fields of the whole country, the article says, and goes on:

Sungryong Shrine

    Pyongyang, October 21 (KCNA) -- Sungryong Shrine dating back to Ri dynasty (1392-1910) is located in central district, Pyongyang. It was built in 1429. Originally, it was used for ancestral rites for Tangun, founder of ancient Korea (the early 3oth century B.C.-108 B.C.) and father of the Korean nation.
    The shrine, which had been called Tangun Shrine, was renamed Sungryong Shrine in 1725 from which ancestral rites for Tongmyong, first king of Koguryo (277 B.C.- A.D.668 ) had been performed together with those for Tangun.
    The shrine was rebuilt in the 18th century. But only the main building and gate have still remained.
    The main building is 12.88 metres long in the front and 9.17 metres in the flank.
    Inside the building altars for Tangun and Tongmyong stand side by side.
    Sungryong Shrine is a precious cultural legacy reflecting architecture in the middle period of Ri dynasty.


Juche in ideology

    Pyongyang, October 21 (KCNA) -- The Juche idea calls for maintaining the principle of Juche in ideology. The principle is the guiding principle to be adhered to by the party and state in their activities for applying the attitude as masters of the revolution in the ideological field.
    Establishing Juche in ideology is a primary requirement of the masses' revolutionary struggle for independence.
    It is the only way to establish Juche in politics, economy, defence and all other domains.
    Establishing Juche in ideology means having the consciousness that one is the master of the revolution in one's own country. It also means thinking and doing everything with the revolution in one's own country put into main consideration and acquiring the viewpoint and attitude of solving all questions by one's own talents and initiative.
    Without this viewpoint and attitude, one can neither display an independent thinking ability nor conduct creative activities.
    In order to establish Juche in ideology, it is necessary to equip oneself with the revolutionary ideas of the working class and with the policies of one's party. Only then, will one be able to carry out the revolution and construction successfully, however difficult and complex the situation is, with the awareness that one is the master of the revolution.
    If one is to establish Juche in thinking, one must be well versed in one's own things.
    Only when one knows the things of one's country well, will one be able to solve all problems to suit one's specific conditions and in conformity with the aspirations and requirements of one's people. It is also necessary to possess a high sense of national dignity and revolutionary pride. A nation with a strong sense of national dignity and revolutionary pride is unconquerable, but a nation without this attribute is powerless.
    If Juche is to be established in ideology, flunkeyism, dogmatism and other outdated ideas should be rejected categorically.

Kim Yong Nam meets south side's delegation to inter-Korean ministerial talks

Kim Yong Nam meets IFAD president

    Pyongyang, October 21 (KCNA) -- Kim Yong Nam, President of the Presidium of the Supreme People's Assembly of the DPRK, met and conversed in a friendly atmosphere with Lennart Bage, president of the International Fund for Agricultural Development, and his companion at the Mansudae Assembly Hall on Monday. Present there were Minister of Agriculture Kim Chang Sik and other officials concerned.

Choe Thae Bok meets British political party delegation

    Pyongyang, October 21 (KCNA) -- Choe Thae Bok, secretary of the Central Committee of the Workers' Party of Korea, met and had a friendly talk with the delegation of the New Communist Party of Britain led by its chairman Alex Kempshall today.
