The work is a letter he sent to the national seminar for marking the 50th anniversary of the historic joint conference of representatives of political parties and public organizations in north and South Korea held in 1948 on the initiative of President Kim Il Sung.
Two years have passed since the historic June 15 North-South Joint Declaration was published.
But obstacles are lying in the process of the dialogue for Korea's reunification due to the policy of provocative interference pursued by the Bush administration.
Kim Jong Il in his letter dated April 18, 1998 clarified the basic guideline for frustrating foreign forces' interference in the efforts to achieve great national unity, dialogue and reconciliation between the north and the south and Korea's reunification.

    2. The United States should stop laying deliberate obstacles in the process of Korea's reunification and withdraw its troops from South Korea.

U.S. accused of harassing peace and security

Pyongyang, July 7 (KCNA) -- The United States is chiefly to blame for harassing peace and security in the world, says Rodong Sinmun today in a signed commentary. The commentary goes on:
The situation in and around the Korean Peninsula is getting strained with each passing day entirely because the U.S. keeps its forces in the region in a bid to expand the sphere of its domination over it by force.
Its ulterior intention is to retain its upperhand of strength and strengthen its strategic position in the region, start a war to destroy the DPRK and seize the whole of Korea and, furthermore, dominate Asia.
It is quite natural that the anti-U.S. sentiment and demands for the pullback of U.S. Forces are growing stronger among the world community, among the public in South Korea and Japan in particular.
The U.S. Forces' presence in South Korea and Japan is a product of the Cold War era. It is quite abnormal that this presence continues even today in the 21st century. The U.S. Forces' pullback is, therefore, the most urgent task of the times and a pressing demand for peace and stability.
