Internet homepage "Juche" set up in Italy

    Pyongyang, July 4 (KCNA) -- The Italian Committee for the Study of the Juche Idea set up the internet homepage "Juche" on June 18 on the occasion of the 38th anniversary of leader Kim Jong Il's start of work at the Central Committee of the Workers' Party of Korea. The homepage gives a title "Korea Is One" against the background of a picture of the world progressive people holding high the torchlight of Juche.
    It consists of three chapters including "The Democratic People's Republic of Korea" and "Information".
    It introduces the DPRK history, the Juche idea, Pyongyang, revolution, reunification, nature, public health, education, military affairs, etc.
    Edited in the homepage are photos of the flag of the anti-Japanese people's guerrilla army, the tower of the Juche idea, the monument to party founding, the Chollima statue, the East Pyongyang Grand Theatre, the May Day Stadium, etc. and illustrations.
    The secretary general of the committee said that they, deeply feeling the vitality of the Juche idea as the days go by, came to set up the homepage for propagandizing the Juche idea on the occasion of the 38th anniversary of Kim Jong Il's start of work at the WPK Central Committee in order to study and disseminate this idea with various forms and methods.


GIS' murder of S. Korean schoolgirls denounced

    Pyongyang, July 4 (KCNA) -- The preparatory committee for the reunification meeting of youth and students in the south and north of Korea reportedly issued a statement on June 30 denouncing the GIS' murder of South Korean schoolgirls. The GIS have many things to apologize and compensate to the Korean nation not only for the current incident but for the backstage manipulation of the Kwangju massacre and the mass killings of civilians during the June 25 Korean War, the statement said, and went on:
    We cannot allow the U.S. troops pursuing war policy and sacrificing the South Korean people to remain in this land any longer at a time when all the fellow countrymen are more dynamically advancing to reunify the country by the concerted efforts of the Korean nation, guided by the June 15 joint declaration the youth and students will wage a vigorous struggle to pull the U.S troops out of South Korea.


KCNA on Japan's moves to upgrade defence agency to ministry

    Pyongyang, July 4 (KCNA) -- The Japan Defence Agency reportedly decided to formally specify the issue of "upgrading the defence agency" in the white paper on defence to be announced in august. By the issue of "upgrading the defence agency" Japan meant to upgrade the defence agency to the "defence ministry" and develop its armed forces into regular armed forces. The right-wing forces of the Japanese political and military circles have been keen to reorganize the "self-defence forces" into independent regular armed forces but it is the first time that Japan decided to specify the issue in the white paper on defence.
    What should not be overlooked is that this attempt is made at a time when the right-wing politicians of Japan are becoming all the more undisguised in their moves to adopt the "laws on emergency," a legislation of war for overseas aggression.
    This suggests that Japan's wild ambition for turning Japan into a military power and its militarist moves to have a full-fledged position as a military power and set out to overseas aggression are being pushed forward as a state policy.
    Article 9 of the "peace constitution" stipulates that Japan, a war criminal state, shall not have regular army, navy and airforce and conduct collective military actions against other countries.
    It is open secret that in recent years Japan has regained the right to participate in war and the right of belligerency through the adoption of the law related to the "Japan-U.S. defence cooperation guidelines" and dispatched its aggression forces overseas under the pretext of "anti-terrorism", thus rendering the "peace constitution" defunct little by little.
    But if the defence agency is upgraded to the "defence ministry" and the "law on emergency" is adopted, the "peace constitution" will lose its validity of its own accord and Japan will be able to launch a preemptive attack on other countries anytime under the pretext of "threat of armed attack".
    That is why the attempt to upgrade the Japan defence agency to the ministry is fraught with grave danger.
    Japan is the only brazen-faced country that is evading the redress for its past though it inflicted unbearable disasters upon humankind.
    It is beyond doubt that if Japan has regular armed forces and adopts the "law on emergency" in a bid to turn it into a military power and become a militarist country, it will rush headlong toward the reinvasion of Asia.
    In that case, Japan will meet a more disgraceful defeat than what it suffered in 1945.


Socialist cause of Cuban people supported

    Pyongyang, July 4 (KCNA) -- The outcome of the emergency meeting of the national assembly of people's power of Cuba clearly proved the will of the cuban people to invariably defend and glorify the revolutionary gains made by them at the cost of blood and their successes in socialist construction and their absolute and unconditional trust and support for the communist party and government of Cuba led by Fidel Castro Ruz and socialism. Rodong Sinmun says this in a signed commentary today. It goes on:
    The socialist cause of the Cuban people is just and their conviction and will to struggle for socialism to the end remain strong.
    The recent codification of the invariability and inviolability of the political system in Cuba was another victory won by the Cuban people in the process of socialist advance and dealt a decisive blow at the united states and a tiny handful of reactionary elements keen to force Cuba to change its system.
    The Korean people are pleased that an important state measure was taken to constitutionalize the invariability and inviolability of the socialist structure and system with a positive support and approval from the Cuban people and extend full support and militant solidarity to the party, the government and the people of Cuba in their struggle for socialism.
    With no machination can the United States shake the Cuban people's revolutionary stand and faith in socialism. The just cause of the people is bound to triumph.


DPRK government releases memorandum

    Pyongyang, July 4 (KCNA) -- The government of the Democratic People's Republic of Korea released a memorandum on July 3 to hand down to posterity the immortal exploits performed by President Kim Il Sung and leader Kim Jong Il for the reunification of the country on the occasion of the 30th anniversary of the July 4 Joint Statement. The president advanced the policy of north-south negotiations reflecting the requirement of the situation early in the 1970s and received the south side's representative who came here to participate in the north-south high-level political talks. There he laid down the three principles of national reunification --independence, peaceful reunification and the great national unity.
    As a result, high-level political talks were held between the north and south on July 4, Juche 61 (1972) which resulted in the publication of the July 4 joint statement, keynote of which is the three principles of national reunification.
    Noting that Kim Il Sung set forth the three principles, so that they came to serve as the reunification programme common to the nation, the memorandum hailed this as an immortal exploit to shine forever in the history of the movement for national reunification.
    It continues:
    In a report made at the 6th congress of the Workers' Party of Korea held in October Juche 69 (1980) he advanced the proposal on reunifying the country by federal formula strictly based on the three principles. He also made public "10-point programme of the great unity of the whole nation for the reunification of the country" in April Juche 82 (1993).
    Recalling that Kim Il Sung's far-reaching plan for achieving national reunification on those principles is being successfully implemented under the wise guidance of Kim Jong Il, the memorandum goes on:
    In his work "Let Us Carry Out The Great Leader Comrade Kim Il Sung's Instructions For National Reunification" published on August 4, Juche 86 (1997) Kim Jong Il formulated the three principles of national reunification, the 10-point programme for the great unity of the entire nation and the proposal for founding the democratic federal republic of Koryo as the three charters of national reunification which should be held fast to by the Korean nation. He thus provided a strong mainstay for reunification to the Korean nation.
    It was thanks to his energetic leadership and patriotic bold decision that the historic Pyongyang meeting took place and the June 15 North-South Joint Declaration was published to pave a wide avenue for independent reunification in the new century.
    The country's reunification should be achieved on the three principles and in line with the June 15 joint declaration based on them come what may in the future.
    This is Kim Jong Il's fixed will and the consistent stand of the WPK and the DPRK government.
    The three principles and the joint declaration serve as the most realistic way of building confidence necessary for ensuring lasting peace on the Korean Peninsula.
    What is most important in abiding by the principles and implementing the joint declaration is for the Koreans in the north and south to play their roles in a responsible manner.
    The countries concerned should also do what they should do.
    If the united states truly wishes to clear itself of "worries over its security" through dialogue with the DPRK, it should give up its "strategy for Korean unification" based on the "system of liberal democracy" advocated in the cold war era and refrain from hamstringing the Koreans' efforts to achieve reunification by observing the three principles and implementing the joint declaration.
    All the countries concerned should support and encourage the north and the south of Korea in the efforts to observe the principles and implement the joint declaration to bring peace and reunification to the Korean peninsula.


Anniversary of July 4 Joint Statement observed

    Pyongyang, July 4 (KCNA) -- Papers here today editorially call for strictly abiding by the three principles of national reunification to achieve the independent national reunification on the occasion of the 30th anniversary of the July 4 Joint Statement. Rodong Sinmun says:
    The publication of the July 4 Joint Statement containing the three principles of national reunification -- independence, peaceful reunification and great national unity -- set forth by President Kim Il Sung was a historic event that opened an era of epochal turn in the movement for national reunification as it provided a programme for reunification common to the nation.
    The validity and the truth of the three principles of national reunification are being more clearly proved with the passage of time, and these three principles are the source of the validity of the June 15 North-South Joint Declaration.
    No matter how the situation may change and no matter how circumstances may alter Korea's reunification should be achieved on the three principles of national reunification, the programme for independent reunification common to the nation.
    The basic spirit of the three principles of national reunification is to reunify the county independently.
    National independence is the basic spirit of the north-south joint declaration. holding aloft the banner of national independence means a practical struggle to defend and implement the north-south joint declaration.
    All Koreans should cherish the spirit of national independence as faith that remains unshaken no matter which way the wind may blow.
    All the compatriots should firmly unite and carry on the struggle against the U.S. warmongers and the South Korean right-wing conservatives denying the basic spirit of the joint declaration and obstructing its implementation.
    The three principles of national reunification set forth by the president remain eternally valid. These three principles remain shining as the programme for national reunification thanks to the great idea and guidance of leader Kim Jong Il.
    Minju Joson calls for firmly adhering to the three principles of national reunification and thoroughly implementing the June 15 North-South Joint Declaration in order to accelerate the cause of national reunification.


Full play to revolutionary comradeship called for

    Pyongyang, July 4 (KCNA) -- The whole army and all the people in the DPRK remain true to the army-centered revolutionary leadership of the Workers' Party of Korea as faithful comrades of leader Kim Jong Il and staunch fighters who have inherited the spirit of the "Down-With-Imperialism Union", says Rodong Sinmun today in a by-lined article. The tradition of comradeship established by President Kim Il Sung is being successfully carried forward by Kim Jong Il and is in fullest bloom in the era of army-centered policy, the article says, and goes on:
    The people's army and people of the DPRK are holding Kim Jong Il in high esteem with profound reverence and giving full play to the beautiful and noble comradeship in the era of army-based policy.
    The leader always thinks of the army and people and dedicates himself to them while they ardently long for him. Thanks to this ardent comradeship, the Korean people feared nothing in the rigorous days and have been able to erect a large number of great edifices glorifying the era of army-centered policy.
    All the people have become one big family, the leader being their father, and the whole society is pervaded with such noble traits as loving each other and devoting themselves to each other.
    This reality eloquently shows what a high level the revolutionary comradeship has reached in the era of army-based policy.
    Thanks to this comradeship whereby everyone shares sweets and bitters with the leader and the might of single-hearted unity, the Korean people fear no formidable enemy and can emerge victorious in the worst adversity.


Message of solidarity to President of Cuban national assembly

    Pyongyang, July 4 (KCNA) -- Choe Thae Bok, chairman of the DPRK Supreme People's Assembly, sent a message of solidarity to Ricardo Alarcon De Quesada, President of the National Assembly of People's Power of the Republic of Cuba. The message said:
    Upon hearing with pleasure the news that the extraordinary meeting of the Cuban National Assembly of People's Power recently adopted a decision on amending and supplementing the articles of the law on further consolidating the sovereign and socialist nature of the state with a unanimous approval, I, in the name of the Supreme People's Assembly of the Democratic People's Republic of Korea, extend solidarity with you and, through you, with the Cuban National Assembly of People's Power and the Cuban people.
    The message noted that the event in Cuba was an expression of the firm conviction and will of the party and people of Cuba to defend socialism to the last.
    It sincerely wished the national assembly and people of Cuba greater success in their work to steadily uphold socialism and achieve progress and prosperity of the country.


Kim Yong Nam receives credentials from Croatian ambassador

    Pyongyang, July 4 (KCNA) -- Kim Yong Nam, President of the Presidium of the Supreme People's Assembly of the DPRK, received credentials from Zeljko Kirincic, new Croatian ambassador to the DPRK, at the Mansudae Assembly Hall today. Present there was Choe Su Hon, vice-minister of foreign affairs.
    After receiving the credentials, the president had a talk with the ambassador.


Greetings to president of Cape Verde

    Pyongyang, July 4 (KCNA) -- Kim Yong Nam, President of the Presidium of the DPRK Supreme People's Assembly, sent a message of greetings to Pedro Pires, President of Cape Verde, on July 1 on the occasion of the 27th anniversary of its independence and proclamation of the Republic. The message extended warm congratulations to the president and, through him, to the government and the people of Cape Verde.
    Sincerely wishing him greater success in his work for the prosperity of the country and wellbeing of the people, it expressed belief that the friendly relations between the two countries would grow stronger in the future.


Anniversary of July 4 Joint Statement marked

    Pyongyang, July 4 (KCNA) -- A Pyongyang meeting was held in front of the united front tower at Ssuksom Revolutionary Site today to observe the 30th anniversary of the publication of the historic July 4 Joint Statement. The joint statement is a reunification programme common to the nation. In the statement the north and the south of Korea confirmed their will to reunify the country on the principle of reunifying the country independently without any outside interference, by peaceful means and through great national unity.
    Yang Hyong Sop, vice-president of the Presidium of the DPRK Supreme People's Assembly, made a report at the meeting.
    The reporter said the publication of the joint statement was an epochal event as it dealt a telling blow to the anti-reunification forces at home and abroad seeking dependence on foreign forces, war and division and showed all the fellow countrymen a bright prospect for national reunification.
    Saying that it was a result of the distinguished and seasoned leadership of president Kim Il Sung who applied the Juche idea to the cause of national reunification, the reporter referred to the exploits the president performed for this cause until the last moments of his life.
    The reporter also noted that leader Kim Jong Il formulated the three principles of national reunification, the ten-point programme of the great unity of the whole nation and the proposal for founding the Democratic Federal Republic of Koryo, advanced by the president, as the three charters of national reunification and provided the June 15 North-South Joint Declaration, the banner of national reunification, to the Koreans.
    On the important tasks to be carried out to preserve and implement to the letter the joint declaration so as to realize the Korean nation's cause of independent reunification, the reporter said: For the cause of national reunification to be realized, it is important to strictly adhere to the principle of reunifying the country by the united efforts of the Korean nation, work heart and soul for the thoroughgoing implementation of the joint declaration, prevent the danger of war created by outsiders and ensure peace and security of the country.
    The U.S. is talking about "dialogue" with the DPRK, while bringing the situation on the Korean Peninsula to the brink of war after listing it as part of the "axis of evil" from the outset of the year. This, in fact, goes to clearly prove that the U.S. has not yet dropped its scheme to stifle the DPRK by force.
    The U.S. should drop its anachronistic policy to stifle the DPRK.
    The South Korean authorities should stop such acts as inciting confrontation and antipathy between the north and the south.
    Terming the recent armed clash in the West Sea of Korea a continuation of the South Korean hawkish military forces' moves against the DPRK, peace and reunification, the reporter urged the South Korean military authorities to admit the illegality of the "northern boundary line" and cease acting rashly, before blaming the north like the thief turning on master with a club.
    He called on all the Koreans in the north, south and abroad to decisively frustrate the moves of the warlike forces inside and outside Korea to ignite a new war and turn out as one in the anti-U.S. and anti-war struggle in order to save the destiny of the nation and achieve peace in the country.
    In order to achieve national reunification, the cherished desire of the nation, it is necessary to achieve great national unity, transcending the difference in ideology, political view, system and religious belief, he noted, and continued:
    Obstacles and difficulties still lie in the way of national reunification. But the Korean nation's cause of independent reunification is sure to be achieved as long as there are the legacy the president provided for reunification all his life and the leadership of Kim Jong Il over the work to successfully materialize his idea and plan for national reunification.
    Among those present at the meeting were Kim Yong Sun, secretary of the Central Committee of the Workers' Party of Korea, Kim Yong Dae, chairman of the central committee of the Korean Social Democratic Party, Ryu Mi Yong, chairwoman of the central committee of the Korean Chondoist Chongu Party, and Kang Nung Su, minister of culture.
