Vicious challenge to peace under fire

Pyongyang, January 30 (KCNA) -- The United States reportedly plans to reorganise its forces in South Korea and set up and expand the commanding and control, military training and other establishments till the year 2010. it also plans to build apartment houses in military bases on a large scale to accommodate more families of U.S. servicemen. Rodong Sinmun today describes the new military measures as moves to perpetuate the U.S. military presence in South Korea and round off the preparations to provoke another Korean war.
    The news analyst says:
The U.S. loudmouthed "threat" from the DPRK is sophism intended to justify its military presence in South Korea and persistently pursue the policy of aggression against the DPRK.
It is not the DPRK but the U.S. that increases the danger of war on the Korean peninsula. The U.S. forces in South Korea are a U.S. detached force of aggression, not a "war deterrent force," as evidenced by the testimonies made by Americans. The U.S. seeks to unleash a new war with South Korea as a forward base and the U.S. forces in South Korea as the main force, swallow up the whole of Korea and, furthermore, put Asia under its military domination.
Prompted by this design, it is keen to escalate tensions on the Korean peninsula at any cost so as to perpetuate its military presence in South Korea and invent a new pretext to ignite a new Korean war. The DPRK wants peace, not a war. So, the DPRK strongly demands that the U.S. pull its forces out of South Korea. As long as the U.S. forces remain in South Korea, it is impossible to preserve peace and stability on the Korean peninsula and clear it of the danger of war.
The U.S. forces pullback from South Korea is a yardstick showing the U.S. attitude toward war and peace. If the U.S. truly wants to work for peace on the Korean peninsula, there is no reason whatsoever for the U.S. to refuse to withdraw its forces from South Korea.
The U.S. should not put spurs to the war preparations, but drop the anachronistic Korea policy and take its hands off South Korea at once.

Appeal of joint meeting supported by foreign public figures

Pyongyang, January 30 (KCNA) -- An appeal adopted at the joint meeting of the DPRK government, political parties and organizations was supported by Peruvian and Ethiopian public figures. Tani Baler Lopera, chairman of the Peruvian Committee for Supporting the Independent and Peaceful Reunification of Korea who is also international secretary of the national executive council of the new left movement of Peru, in a statement on Jan. 24 said that the appeal is of weighty significance in achieving the reunification of the country by the concerted efforts of the Korean nation.
    He went on:
The June 15 North-South Joint Declaration provided by a bold decision of leader Kim Jong Il is a steadfast landmark for the reunification of Korea.
We are convinced that Korea will surely be reunified under the policy of national reunification set forth by President Kim Il Sung and leader Kim Jong Il.
We will further strengthen the international solidarity movement for supporting the struggle of the workers' party and people of Korea for national reunification this year.
Bewketu Tassew, chief of the Addis Ababa, Ethiopia, group for the study of the Juche idea, in a statement on Jan. 26 noted that the appeal fully reflects the will of all the Korean people to bring earlier the independent reunification by the concerted efforts of the nation under the uplifted banner of the June 15 North-South Joint Declaration.
The joint declaration, banner of independent reunification, should be defended and implemented to the letter, he said, and stressed:
The inter-Korean relations should be improved and revitalized and the factors of threatening peaceful reunification and obstructing reunification removed.

Appeal of joint meeting hailed by overseas compatriots

Pyongyang, January 30 (KCNA) -- The International United Confederation of Koreans (International Kothongryon), the council of Korean national movement organizations in the U.S., the American union for Independence, democracy and reunification and the eastern regional federation of Koreans in the U.S. issued statements in support of an appeal to compatriots at home and abroad adopted at the joint meeting of the DPRK government, political parties and organizations. The International Kothongryon said that it would make all efforts to frustrate the moves of all the enemies to solve the issue of the nation, depending on foreign forces, plead for permanent presence of the u.s. troops and block the just road of the Korean nation to reunification at any cost.
The council of Korean national movement organizations in the U.S. announced that it would make a positive contribution to making this year a historic year of paving the way for reunification in firm solidarity with the national reunification movement forces at home and abroad.
The American union for independence, democracy and reunification said that it would turn out in the struggle to pave the way for reunification hand in hand with patriotic fellow countrymen at home and abroad, noting that there is no condition for the Korean nation to fail to unite.
The eastern regional federation of Koreans in the U.S. said that the appeal carrying the three appeals and three proposals is a practical initiative to open a turning phase in the reunification movement this year and that it would wage a dynamic struggle in the van of the independent reunification movement camp.
Meanwhile, Yang Yong Dong, chairman of the General Association of Koreans in China, in a statement said that the association would dynamically struggle to glorify this year as a year of a new leap forward in promoting unity and reunification by the concerted efforts of the Korean nation under the banner of national independence and the historic June 15 North-South Joint Declaration.

Books on Kim Jong Il's greatness off the press

Pyongyang, January 30 (KCNA) -- The Workers' Party of Korea publishing house brought out "Comrade Kim Jong Il, The Great Leader Of The Juche-Oriented Revolutionary Cause" (five volumes), a library comprehensively dealing with his greatness, on the occasion of his birthday. Leading the party and revolution for nearly 40 years, Kim Jong Il has glorified the revolutionary idea of President Kim Il Sung as the guiding idea in the era of independence.
And he has faithfully carried forward and developed the revolutionary cause of the president and thus turned the DPRK into an ideologically, politically and militarily strong power and a land pervaded with human love.
The library takes a profound and comprehensive depiction of Kim Jong Il as an outstanding thinker-theoretician, a prominent statesman, an extraordinary strategist, the benevolent father of the people, and a great man.
Vol. 1 "the great thinker and theoretician" deals with the greatness of Kim Jong Il as an outstanding thinker and theoretician who shows a bright road for the popular masses to follow for the cause of independence by carrying forward and developing the Juche idea, the revolutionary idea of Kim Il Sung.
Vol. 2 "the great statesman" tells about the great personality of Kim Jong Il as a prominent statesman who has glorified a new history of the people-centered politics with the Juche-based political philosophy and distinguished political ability and led the revolutionary cause of Juche to victory.
Vol. 3 "the great brilliant commander" stresses that he is an illustrious commander who is guiding the cause of Juche-based army building to great victory with his rare military wisdom and commanding art and through his distinguished activities.
He is also a benevolent father who devotes his all to the happiness of the people with unbounded love for them, says vol. 4 "the great father".
Vol. 5 "the great man" tells about his greatness as a paragon of a true human being in the present times.

Materialization of three appeals and three proposals urged

Pyongyang, January 30 (KCNA) -- All the Koreans in the north and south of the country and abroad should positively respond to the three appeals and three proposals and turn out as one in a nationwide movement to put them into practice, says Rodong Sinmun today in a by-lined article. The appeals and proposals were made at the joint meeting of the government, political parties and organizations in the DPRK, which was recently held to promote the unity of the nation and the reunification of the country this year.
The goal of the movement for the independent reunification of the country this year is to hit a high target of independent reunification through concerted efforts of the Koreans, the article says, and goes on:
The key to attaining this goal is to preserve and implement the historic June 15 North-South Joint Declaration.
The joint declaration should be invariably maintained and implemented to the letter no matter how the situation may change and who will come to power or what type of a "government" will appear in South Korea.
The key to opening a phase of independent reunification is for all Koreans to put forward the great proposition "by the united efforts of our nation" as the common idea and fully embody it.
This alone will make it possible to improve the inter-Korean relations, achieve the national reconciliation and unity and reunify the country.
In regard to the north-south dialogue, the article stresses that it should be an independent reunification-oriented dialogue, which is based on the stand of remaining true to the spirit of the joint declaration and implementing it.
    It further says:
Without distinction, we will join hands with anyone who positively responds to the joint declaration and works to achieve the reunification of the country in accordance with it.
All the fellow countrymen should courageously turn out in an anti-war struggle to smash the moves of bellicose forces at home and abroad for a new war and safeguard peace of the country and security of the nation.

Poultry makes rapid progress in DPRK

Pyongyang, January 30 (KCNA) -- New poultry farms appear and the existing ones are being built on an expansion basis in the DPRK as required by the new century. Recent years witnessed the completion of new modern chicken farms including chicken farm no. 112, September 27 chicken farm, and those in Hwangju, Kanggye and North Phyongan Province which are now paying off profusely.
Chicken farms in Mangyongdae, Sopho, Ryongsong and in other parts of Pyongyang have been modernized and gone over to a partial operation. A breeder can raise over 20,000 chickens on those farms as all breeding processes ranging from the supply of feed and water to temperature, humidity, lighting and ventilation regulation in pens are computerized.
Chickens, each weighing over 2 kgs, are being bred in just 40 days in fattening shops.
Ostriches known to be raised in tropical regions only are being bred in the DPRK.
Ostrich farms built in Pyongyang, Onchon and other places are equipped with modern facilities and based on the latest technology. They have a good prospect.
A work is now under way to modernize the existing duck farms.

U.S. state under secretary's remarks blasted

Pyongyang, January 30 (KCNA) -- A spokesman for the DPRK Foreign Ministry answered a question put by KCNA today as regards the anti-DPRK remarks of the U.S. under secretary of state. He said:
John Bolton, who is under secretary for arms control and international security, at the UN conference on disarmament on Jan. 24 urged the DPRK to accept an inspection by the International Atomic Energy Agency (IAEA), asserting that the nuclear issue of the DPRK poses a serious threat to international security.
This is nothing but a provocative remark made by a person totally ignorant of the contents of the DPRK-U.S. agreed framework, to say nothing of the core of the nuclear issue.
The 1994 agreed framework was adopted to solve the nuclear issue. It is well known to everyone whose interests it reflects.
The keynote of it is the U.S. provision to the DPRK of two light water reactors, each with a capacity of one million kw, by the year 2003 in return for its freezing of an independent nuclear power industry.
According to the measure for simultaneous action stipulated in the framework, the DPRK froze its nuclear program and allowed the surveillance by the IAEA. But there has been no progress in the lwr project for the last seven years except a ground-work done for the construction.
The U.S. has, in fact, not properly discharged its obligations under the framework. nevertheless, it is now demanding "inspection" of the DPRK in a bid to attain its another sinister purpose.
It is the United States which has caused complicated problems in the implementation of the framework, including compensation for the electricity loss, a product of the delayed lwr construction and little progress in the supply of heavy oil. It is again the U.S. which is threatening the Korean people with nuclear weapons.
The U.S. is well advised to reflect on its actions before taking issue with the DPRK and, though belatedly, sincerely fulfil its commitments made in the framework.
